天津市加快廢棄物循(xun)環利用體系(xi)建設實施方案

加(jia)強廢(fei)棄(qi)(qi)物循環利用(yong)(yong)是實(shi)施全面節約戰略、提(ti)升資源(yuan)保障能力、積極穩妥(tuo)推(tui)(tui)進(jin)碳(tan)達峰碳(tan)中和(he)、加(jia)快發(fa)(fa)展方式綠色(se)轉型的重(zhong)要舉措。為全面貫徹習近平(ping)生態(tai)文(wen)明思想,深(shen)入(ru)學習貫徹習近平(ping)總書(shu)記(ji)視察天津重(zhong)要講話精神,認(ren)真(zhen)落實(shi)黨中央(yang)、國務院(yuan)推(tui)(tui)動大規模設備(bei)更新和(he)消費品(pin)以舊換新重(zhong)大決策部署(shu)和(he)市委、市政府部署(shu)要求,加(jia)快廢(fei)棄(qi)(qi)物循環利用(yong)(yong)體(ti)系(xi)建設,根據《國務院(yuan)辦公廳(ting)關于加(jia)快構(gou)建廢(fei)棄(qi)(qi)物循環利用(yong)(yong)體(ti)系(xi)的意見(jian)》(國辦發(fa)(fa)〔2024〕7號),結合本市實(shi)際,制定本方案。

一、工作目標(biao)

到(dao)2025年,初步(bu)(bu)建成(cheng)覆(fu)蓋各(ge)(ge)領域、各(ge)(ge)環(huan)節的(de)廢(fei)棄(qi)物(wu)(wu)循(xun)(xun)環(huan)利(li)(li)(li)(li)用(yong)(yong)(yong)體系(xi),主(zhu)要廢(fei)棄(qi)物(wu)(wu)循(xun)(xun)環(huan)利(li)(li)(li)(li)用(yong)(yong)(yong)取得積極進展。(市(shi)(shi)(shi)(shi)(shi)(shi)級有關(guan)部門按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze))到(dao)2027年,全(quan)市(shi)(shi)(shi)(shi)(shi)(shi)廢(fei)棄(qi)物(wu)(wu)循(xun)(xun)環(huan)利(li)(li)(li)(li)用(yong)(yong)(yong)體系(xi)進一步(bu)(bu)完善,再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)回收(shou)點達(da)到(dao)3000個(ge)以(yi)上(shang),再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)分(fen)(fen)揀中心達(da)到(dao)25個(ge)以(yi)上(shang)。(市(shi)(shi)(shi)(shi)(shi)(shi)商務(wu)局、各(ge)(ge)區人民(min)政府按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze);以(yi)下均需各(ge)(ge)區人民(min)政府負(fu)(fu)責(ze)(ze)(ze),不(bu)再(zai)(zai)列(lie)出)打造(zao)1至3個(ge)特色(se)鮮明(ming)的(de)二手商品交(jiao)易產(chan)(chan)業(ye)集群,培育一批(pi)再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)回收(shou)示范企業(ye)和(he)資(zi)(zi)源(yuan)(yuan)循(xun)(xun)環(huan)利(li)(li)(li)(li)用(yong)(yong)(yong)骨干企業(ye)。(市(shi)(shi)(shi)(shi)(shi)(shi)發展改(gai)革(ge)委、市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)和(he)信(xin)息(xi)化局、市(shi)(shi)(shi)(shi)(shi)(shi)商務(wu)局、市(shi)(shi)(shi)(shi)(shi)(shi)國資(zi)(zi)委、市(shi)(shi)(shi)(shi)(shi)(shi)投資(zi)(zi)促(cu)進局、市(shi)(shi)(shi)(shi)(shi)(shi)供銷合(he)(he)作總社等(deng)按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze))廢(fei)鋼鐵(tie)、廢(fei)銅、廢(fei)鋁、廢(fei)鉛(qian)、廢(fei)鋅、廢(fei)紙(zhi)、廢(fei)塑(su)料、廢(fei)橡(xiang)膠、廢(fei)玻璃、廢(fei)舊動(dong)力電池等(deng)主(zhu)要再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)年利(li)(li)(li)(li)用(yong)(yong)(yong)能力達(da)到(dao)800萬噸以(yi)上(shang)。(市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)和(he)信(xin)息(xi)化局、市(shi)(shi)(shi)(shi)(shi)(shi)商務(wu)局、市(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境局等(deng)按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze))一般工(gong)業(ye)固體廢(fei)物(wu)(wu)綜(zong)(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)率(lv)保持在98%以(yi)上(shang),城市(shi)(shi)(shi)(shi)(shi)(shi)建筑(zhu)垃圾資(zi)(zi)源(yuan)(yuan)化利(li)(li)(li)(li)用(yong)(yong)(yong)率(lv)達(da)到(dao)32%,農(nong)作物(wu)(wu)秸稈綜(zong)(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)率(lv)保持在98%以(yi)上(shang)。(市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)和(he)信(xin)息(xi)化局、市(shi)(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)(shi)管理(li)委、市(shi)(shi)(shi)(shi)(shi)(shi)農(nong)業(ye)農(nong)村委、市(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境局等(deng)按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze))資(zi)(zi)源(yuan)(yuan)循(xun)(xun)環(huan)利(li)(li)(li)(li)用(yong)(yong)(yong)產(chan)(chan)業(ye)年產(chan)(chan)值達(da)到(dao)125億(yi)元。(市(shi)(shi)(shi)(shi)(shi)(shi)發展改(gai)革(ge)委、市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)和(he)信(xin)息(xi)化局、市(shi)(shi)(shi)(shi)(shi)(shi)商務(wu)局等(deng)按(an)(an)職(zhi)責(ze)(ze)(ze)分(fen)(fen)工(gong)負(fu)(fu)責(ze)(ze)(ze))

到(dao)2030年,建成覆蓋全面、運轉高(gao)效(xiao)、規(gui)范有序的(de)(de)廢棄物(wu)循環(huan)利用體系,各類廢棄物(wu)資源價值得到(dao)充分(fen)挖掘,再(zai)生材料在原材料供給中的(de)(de)占比進(jin)一步提升,資源循環(huan)利用產業規(gui)模、質(zhi)量顯著提高(gao)。(市級(ji)有關部門按(an)職責(ze)分(fen)工負責(ze))

二(er)、重點(dian)任(ren)務(wu)

(一)實施廢棄物(wu)回收體(ti)系(xi)建設行動

1.加(jia)強工業廢棄物精細管理(li)。壓(ya)實廢(fei)(fei)(fei)(fei)棄物(wu)產生(sheng)單位主體(ti)(ti)(ti)責任,推動一般(ban)(ban)(ban)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物(wu)產生(sheng)單位嚴格(ge)落實《一般(ban)(ban)(ban)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物(wu)管理臺(tai)賬制定指南(nan)(試行(xing))》要(yao)求,建立一般(ban)(ban)(ban)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物(wu)管理臺(tai)賬,如實記錄產生(sheng)一般(ban)(ban)(ban)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物(wu)的種類(lei)、數量、流(liu)向、貯存、利用、處置等(deng)信息,實現一般(ban)(ban)(ban)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物(wu)可追溯、可查詢。推進(jin)工(gong)(gong)業固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)棄物(wu)分(fen)類(lei)收集(ji)、分(fen)類(lei)貯存,防范(fan)混堆混排(pai)(pai),為資源循環利用預(yu)留條(tiao)件(jian)。對化工(gong)(gong)等(deng)領域歷史遺留固(gu)體(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)棄物(wu)堆存場(chang)進(jin)行(xing)深(shen)入(ru)排(pai)(pai)查,實施分(fen)級(ji)分(fen)類(lei)整改,推動資源循環利用。鼓勵廢(fei)(fei)(fei)(fei)棄物(wu)產生(sheng)單位與(yu)利用單位就近開展點對點定向合作。(市生(sheng)態環境局(ju)(ju)、市工(gong)(gong)業和信息化局(ju)(ju)等(deng)按職責分(fen)工(gong)(gong)負(fu)責)

2.完善農(nong)業廢棄(qi)物收集體系。嚴(yan)格(ge)落(luo)實畜(chu)禽養殖污染防治要求,建(jian)立健(jian)全畜(chu)禽糞污收集處理利用體系。加(jia)強秸稈(gan)收儲運體系建(jian)設。推(tui)動老舊(jiu)農(nong)(nong)(nong)機(ji)具報廢(fei)更新,推(tui)進農(nong)(nong)(nong)膜、農(nong)(nong)(nong)藥與(yu)化肥包裝、漁(yu)網等(deng)廢(fei)舊(jiu)農(nong)(nong)(nong)用物資回(hui)(hui)收,到2027年農(nong)(nong)(nong)膜回(hui)(hui)收利用率(lv)達到87%以上。積極發(fa)揮供銷合作系統(tong)回(hui)(hui)收網絡作用,開展廢(fei)舊(jiu)物資回(hui)(hui)收。(市(shi)農(nong)(nong)(nong)業農(nong)(nong)(nong)村委、市(shi)生態環境局、市(shi)供銷合作總社(she)等(deng)按(an)職責分工負(fu)責)

3.推進社(she)會源廢棄物分類(lei)回收利用(yong)。優化再生(sheng)(sheng)資源(yuan)回(hui)收(shou)(shou)(shou)網(wang)(wang)(wang)絡規劃布局,有序推進再生(sheng)(sheng)資源(yuan)交投點(dian)(dian)和(he)分(fen)揀中心建設(she)。完善再生(sheng)(sheng)資源(yuan)回(hui)收(shou)(shou)(shou)利用(yong)管理(li)措(cuo)施,促(cu)進再生(sheng)(sheng)資源(yuan)規范化回(hui)收(shou)(shou)(shou)和(he)加工(gong)利用(yong)。持續加強生(sheng)(sheng)活(huo)垃(la)(la)(la)圾分(fen)類(lei)(lei)、城市(shi)園林(lin)綠化垃(la)(la)(la)圾回(hui)收(shou)(shou)(shou)利用(yong)、公共(gong)機構廢(fei)(fei)舊(jiu)物(wu)資分(fen)類(lei)(lei)回(hui)收(shou)(shou)(shou)等工(gong)作(zuo)。推動(dong)(dong)生(sheng)(sheng)活(huo)垃(la)(la)(la)圾分(fen)類(lei)(lei)網(wang)(wang)(wang)點(dian)(dian)與廢(fei)(fei)舊(jiu)物(wu)資回(hui)收(shou)(shou)(shou)網(wang)(wang)(wang)點(dian)(dian)“兩網(wang)(wang)(wang)融合”,提升(sheng)廢(fei)(fei)舊(jiu)物(wu)資回(hui)收(shou)(shou)(shou)環(huan)節預處理(li)能力。深入實(shi)施家電(dian)、電(dian)子產品等領域生(sheng)(sheng)產者(zhe)回(hui)收(shou)(shou)(shou)目標(biao)責(ze)(ze)任制行動(dong)(dong)。大力推廣“互(hu)聯網(wang)(wang)(wang)+回(hui)收(shou)(shou)(shou)”模(mo)式(shi),支持家電(dian)產品生(sheng)(sheng)產、銷售企業(ye)與電(dian)商平臺合作(zuo),依托配送(song)、裝機、維修(xiu)等服務(wu)(wu)環(huan)節建立廢(fei)(fei)舊(jiu)家電(dian)產品逆向物(wu)流渠道。鼓(gu)勵發展(zhan)社區移動(dong)(dong)回(hui)收(shou)(shou)(shou)、定(ding)時(shi)定(ding)點(dian)(dian)回(hui)收(shou)(shou)(shou)、代收(shou)(shou)(shou)代儲和(he)“以車(che)代庫”等便民回(hui)收(shou)(shou)(shou)服務(wu)(wu)模(mo)式(shi)。(市(shi)商務(wu)(wu)局、市(shi)工(gong)業(ye)和(he)信息化局、市(shi)城市(shi)管理(li)委、市(shi)機關(guan)事務(wu)(wu)管理(li)局等按(an)職責(ze)(ze)分(fen)工(gong)負責(ze)(ze))

(二(er))實施(shi)廢舊產品設備再利用行(xing)動(dong)

4.支(zhi)持二手商品流通交易。爭取國家(jia)二(er)(er)手(shou)(shou)商(shang)品(pin)流通試點,培(pei)育一(yi)批服務便捷、規范高效(xiao)的二(er)(er)手(shou)(shou)商(shang)品(pin)流通企業。落實(shi)舊貨(huo)交(jiao)(jiao)(jiao)易(yi)管理、網絡舊貨(huo)交(jiao)(jiao)(jiao)易(yi)管理和(he)二(er)(er)手(shou)(shou)電(dian)子產品(pin)交(jiao)(jiao)(jiao)易(yi)時信息(xi)清除(chu)等方面規定要(yao)求,加強舊貨(huo)評估(gu)鑒(jian)定行業人(ren)才培(pei)養,營造良好市場環(huan)境。支持二(er)(er)手(shou)(shou)車(che)交(jiao)(jiao)(jiao)易(yi)平臺完善服務功能,探索線(xian)上線(xian)下一(yi)體的二(er)(er)手(shou)(shou)車(che)交(jiao)(jiao)(jiao)易(yi)模式,促進二(er)(er)手(shou)(shou)車(che)交(jiao)(jiao)(jiao)易(yi)減環(huan)節、降成本、提效(xiao)率,到2027年二(er)(er)手(shou)(shou)車(che)交(jiao)(jiao)(jiao)易(yi)量(liang)比2023年增長45%。(市商(shang)務局(ju)、市公(gong)安(an)局(ju)、市人(ren)社局(ju)等按職責分(fen)工負責)

5.有序推進廢(fei)舊裝(zhuang)備維修(xiu)再(zai)制造。推(tui)廣應(ying)(ying)用無(wu)損檢測、增(zeng)材制(zhi)造(zao)、柔性加(jia)工(gong)等再(zai)(zai)(zai)制(zhi)造(zao)共性關鍵技(ji)(ji)術。重點(dian)推(tui)進(jin)盾構機等領(ling)域高端智能再(zai)(zai)(zai)制(zhi)造(zao)示范企(qi)業(ye)建設,培育一批技(ji)(ji)術水平高、規模優勢突出的(de)再(zai)(zai)(zai)制(zhi)造(zao)領(ling)軍企(qi)業(ye)。發揮中國(天津(jin))自由貿(mao)易試驗區(qu)和綜合保(bao)稅(shui)區(qu)優勢,拓展航空、船舶(bo)、數控機床(chuang)、通信(xin)設備(bei)等保(bao)稅(shui)維修業(ye)務,探索開展汽車零部件保(bao)稅(shui)再(zai)(zai)(zai)制(zhi)造(zao)業(ye)務。在履行(xing)告(gao)知消費(fei)者義(yi)務并征得消費(fei)者同意的(de)前提下(xia),鼓勵(li)汽車零部件再(zai)(zai)(zai)制(zhi)造(zao)產(chan)品在售后維修等領(ling)域應(ying)(ying)用。(市工(gong)業(ye)和信(xin)息化局、市商(shang)務局、天津(jin)海(hai)關、市發展改革委、天津(jin)自貿(mao)試驗區(qu)管委會等按職(zhi)責分工(gong)負責)

6.推(tui)進新型廢(fei)舊產品設備梯(ti)次(ci)利用。加強(qiang)新能(neng)源(yuan)汽車(che)(che)動(dong)(dong)力電(dian)池(chi)溯源(yuan)管理(li),推廣應用(yong)在用(yong)動(dong)(dong)力電(dian)池(chi)檢測評(ping)(ping)估(gu)(gu)系統,提高余能(neng)檢測、殘(can)值評(ping)(ping)估(gu)(gu)、重組利用(yong)等(deng)技術水平。加強(qiang)新能(neng)源(yuan)汽車(che)(che)動(dong)(dong)力電(dian)池(chi)梯(ti)次(ci)利用(yong)管理(li),落實(shi)(shi)梯(ti)次(ci)利用(yong)企(qi)業主體責任,鼓(gu)勵采用(yong)租賃、規(gui)模化利用(yong)等(deng)便(bian)于梯(ti)次(ci)產品(pin)回收(shou)的商業模式,促進(jin)動(dong)(dong)力電(dian)池(chi)回收(shou)利用(yong)行業規(gui)范(fan)發(fa)展。有(you)序推進(jin)數據中心、通信(xin)基站等(deng)領域設(she)(she)備更新,促進(jin)新型(xing)基礎(chu)設(she)(she)施領域廢棄物循環利用(yong)。壓實(shi)(shi)風電(dian)、光伏發(fa)電(dian)企(qi)業退役設(she)(she)備處理(li)責任,促進(jin)退役風電(dian)、光伏設(she)(she)備循環利用(yong)。(市(shi)(shi)工業和信(xin)息(xi)化局、市(shi)(shi)商務局、市(shi)(shi)市(shi)(shi)場監管委、市(shi)(shi)數據局、市(shi)(shi)發(fa)展改革(ge)委等(deng)按職責分工負(fu)責)

(三(san))實施廢棄物資源化(hua)利用行動

7.推廣資(zi)源循環型(xing)生產模式(shi)。深入實(shi)施園區(qu)循環化(hua)改造,積極推(tui)進生(sheng)(sheng)態工(gong)業(ye)(ye)園區(qu)建設,推(tui)動企(qi)業(ye)(ye)內、園區(qu)內、產業(ye)(ye)間(jian)能(neng)源梯級利(li)用(yong)、水資源循環利(li)用(yong)、固(gu)體廢棄物綜合利(li)用(yong),加強工(gong)業(ye)(ye)余壓(ya)、余熱、廢氣、廢液回收和資源化(hua)利(li)用(yong)。依法推(tui)進強制(zhi)性(xing)清潔生(sheng)(sheng)產審核,鼓勵企(qi)業(ye)(ye)開展自愿性(xing)清潔生(sheng)(sheng)產審核,到(dao)2027年推(tui)動200家以上企(qi)業(ye)(ye)開展清潔生(sheng)(sheng)產審核。推(tui)廣(guang)種養(yang)結合、農(nong)牧結合等(deng)循環型(xing)農(nong)業(ye)(ye)生(sheng)(sheng)產模式,建設10個(ge)規模連片稻漁綜合種養(yang)示范區(qu),推(tui)廣(guang)秸稈還田(tian)技術(shu),因地制(zhi)宜促進秸稈肥料化(hua)、飼料化(hua)利(li)用(yong),農(nong)作物秸稈還田(tian)率不低于60%。(市發展改革委、市生(sheng)(sheng)態環境局(ju)、市工(gong)業(ye)(ye)和信息化(hua)局(ju)、市農(nong)業(ye)(ye)農(nong)村委等(deng)按職責(ze)分工(gong)負(fu)責(ze))

8.強化大宗固體(ti)廢(fei)棄物綜合利用。進(jin)一步拓寬大(da)宗固體廢棄物綜合利(li)(li)用(yong)渠道(dao),在符合環境質量標準和要求前提(ti)下,加強(qiang)綜合利(li)(li)用(yong)產品在建(jian)筑領域推(tui)廣應用(yong),暢(chang)通井下充填、生態修復、路基材(cai)料(liao)等利(li)(li)用(yong)消納渠道(dao)。落實(shi)本市建(jian)筑垃圾(ji)管理工(gong)作實(shi)施細則,促進(jin)建(jian)筑垃圾(ji)資源化(hua)利(li)(li)用(yong)。加強(qiang)一般工(gong)業固體廢物綜合利(li)(li)用(yong),加大(da)復雜(za)難(nan)用(yong)工(gong)業固體廢棄物規模化(hua)利(li)(li)用(yong)技(ji)術(shu)裝(zhuang)備研(yan)發力度,促進(jin)尾礦、冶煉渣(zha)中有(you)價(jia)組分高效(xiao)提(ti)取和清潔(jie)利(li)(li)用(yong)。(市城市管理委、市住(zhu)房城鄉建(jian)設(she)委、市規劃資源局、市交通運輸委、市工(gong)業和信(xin)息化(hua)局等按職責分工(gong)負責)

9.加強再生資源(yuan)高效利用(yong)。鼓勵再生(sheng)(sheng)(sheng)(sheng)資(zi)(zi)源加(jia)工(gong)(gong)(gong)利用(yong)企業(ye)(ye)與大(da)型鋼(gang)鐵、造紙、塑料加(jia)工(gong)(gong)(gong)等企業(ye)(ye)合作,促進(jin)再生(sheng)(sheng)(sheng)(sheng)資(zi)(zi)源精深加(jia)工(gong)(gong)(gong)產業(ye)(ye)鏈合理延伸。加(jia)大(da)再生(sheng)(sheng)(sheng)(sheng)資(zi)(zi)源先進(jin)加(jia)工(gong)(gong)(gong)利用(yong)技(ji)術裝(zhuang)備推廣應用(yong)力度,提高(gao)生(sheng)(sheng)(sheng)(sheng)產工(gong)(gong)(gong)藝機(ji)械化(hua)(hua)(hua)、信(xin)息(xi)化(hua)(hua)(hua)和智能化(hua)(hua)(hua)水(shui)平。加(jia)強新(xin)型電(dian)器電(dian)子廢棄(qi)物管理,促進(jin)新(xin)型電(dian)器電(dian)子廢棄(qi)物規范(fan)回收利用(yong)。(市工(gong)(gong)(gong)業(ye)(ye)和信(xin)息(xi)化(hua)(hua)(hua)局(ju)、市生(sheng)(sheng)(sheng)(sheng)態環境局(ju)等按職責分工(gong)(gong)(gong)負責)

10.加強低值(zhi)可回收物循(xun)環利用。發布(bu)本市(shi)(shi)低(di)值(zhi)(zhi)可(ke)回(hui)收(shou)(shou)(shou)(shou)物(wu)目(mu)錄,在生(sheng)活(huo)垃圾(ji)分類(lei)中不斷提(ti)高廢玻璃、低(di)值(zhi)(zhi)廢塑(su)料等低(di)值(zhi)(zhi)可(ke)回(hui)收(shou)(shou)(shou)(shou)物(wu)分類(lei)準確率。支持各(ge)區將低(di)值(zhi)(zhi)可(ke)回(hui)收(shou)(shou)(shou)(shou)物(wu)回(hui)收(shou)(shou)(shou)(shou)利(li)用工(gong)作(zuo)納入政府購(gou)買服務范圍。鼓勵(li)各(ge)區探索采取特許經(jing)營等方(fang)式推進低(di)值(zhi)(zhi)可(ke)回(hui)收(shou)(shou)(shou)(shou)物(wu)回(hui)收(shou)(shou)(shou)(shou)利(li)用。鼓勵(li)有條(tiao)件的區實行(xing)低(di)值(zhi)(zhi)可(ke)回(hui)收(shou)(shou)(shou)(shou)物(wu)再生(sheng)利(li)用補貼政策。(市(shi)(shi)商(shang)務局、市(shi)(shi)供銷合(he)作(zuo)總社等按職責分工(gong)負責)

11.加強污水資源化利(li)用。落實本(ben)市(shi)推(tui)進污水(shui)(shui)(shui)(shui)資源(yuan)化(hua)利(li)用(yong)(yong)實施方(fang)案和再生(sheng)水(shui)(shui)(shui)(shui)利(li)用(yong)(yong)規劃,因地制宜推(tui)進工業(ye)廢水(shui)(shui)(shui)(shui)收集處理設(she)施和城鎮(zhen)生(sheng)活污水(shui)(shui)(shui)(shui)收集管網建設(she),合理確(que)定再生(sheng)水(shui)(shui)(shui)(shui)利(li)用(yong)(yong)范圍和水(shui)(shui)(shui)(shui)量(liang),持(chi)續推(tui)動(dong)工業(ye)廢水(shui)(shui)(shui)(shui)、城鎮(zhen)生(sheng)活污水(shui)(shui)(shui)(shui)資源(yuan)化(hua)利(li)用(yong)(yong)。到(dao)2027年(nian),規模以上(shang)工業(ye)用(yong)(yong)水(shui)(shui)(shui)(shui)重復利(li)用(yong)(yong)率(lv)達(da)到(dao)95%以上(shang),城鎮(zhen)污水(shui)(shui)(shui)(shui)集中處理率(lv)達(da)到(dao)98%以上(shang),再生(sheng)水(shui)(shui)(shui)(shui)利(li)用(yong)(yong)率(lv)達(da)到(dao)50%以上(shang)。(市(shi)水(shui)(shui)(shui)(shui)務局(ju)(ju)、市(shi)生(sheng)態環境局(ju)(ju)、市(shi)工業(ye)和信息化(hua)局(ju)(ju)等按(an)職責分工負責)

12.推進廢棄物能源(yuan)化(hua)利(li)用。有(you)(you)序(xu)推(tui)進(jin)廚余垃(la)圾處(chu)理設(she)施建設(she),提(ti)升廢棄油脂等(deng)廚余垃(la)圾能(neng)(neng)源(yuan)化(hua)、資源(yuan)化(hua)利用(yong)水平。因地(di)制宜推(tui)進(jin)農(nong)林生物質能(neng)(neng)源(yuan)化(hua)開發利用(yong)。制定本市(shi)(shi)(shi)垃(la)圾焚(fen)(fen)燒發電行(xing)業績效分級(ji)指標,在符合(he)相關法律法規、環境和安(an)全標準(zhun),且技術可行(xing)、環境風險可控(kong)的(de)前(qian)提(ti)下,有(you)(you)序(xu)推(tui)進(jin)生活(huo)垃(la)圾焚(fen)(fen)燒處(chu)理設(she)施協同處(chu)置部分固(gu)體(ti)廢棄物。(市(shi)(shi)(shi)城市(shi)(shi)(shi)管理委、市(shi)(shi)(shi)生態環境局(ju)、市(shi)(shi)(shi)農(nong)業農(nong)村委、市(shi)(shi)(shi)規劃(hua)資源(yuan)局(ju)等(deng)按職責分工(gong)負責)
