為(wei)貫徹(che)落實習近(jin)平(ping)生(sheng)態(tai)文明思想(xiang)和黨(dang)的(de)二十屆三中全(quan)會(hui)精(jing)神,按(an)照自(zi)治區黨(dang)委(wei)十三屆九次全(quan)會(hui)的(de)部署安排,通(tong)過強化(hua)政策支持幫扶、資金項目(mu)激勵、科技(ji)創新(xin)支撐,進(jin)(jin)一(yi)步(bu)(bu)(bu)優化(hua)固(gu)(gu)體廢物環境(jing)(jing)監(jian)管,有(you)效引領(ling)工(gong)業固(gu)(gu)體廢物利用(yong)高值化(hua)、規模化(hua)、產業化(hua)方(fang)向(xiang),拓展(zhan)固(gu)(gu)體廢物減(jian)量化(hua)、資源化(hua)、無(wu)害化(hua)路徑,培育工(gong)業固(gu)(gu)體廢物污染治理(li)領(ling)域(yu)新(xin)質生(sheng)產力(li),促進(jin)(jin)減(jian)污降碳協同增效,主動服務(wu)高質量發(fa)(fa)展(zhan),有(you)力(li)助推(tui)美麗新(xin)寧夏建(jian)設(she)。依據生(sheng)態(tai)環境(jing)(jing)部《關于印發(fa)(fa)<生(sheng)態(tai)環境(jing)(jing)部門進(jin)(jin)一(yi)步(bu)(bu)(bu)促進(jin)(jin)民營(ying)經濟發(fa)(fa)展(zhan)的(de)若(ruo)干措施>的(de)通(tong)知(zhi)(zhi)》(環綜合(he)〔2024〕62號(hao))、生(sheng)態(tai)環境(jing)(jing)部辦公廳(ting)《關于進(jin)(jin)一(yi)步(bu)(bu)(bu)加(jia)強危險廢物規范化(hua)環境(jing)(jing)管理(li)有(you)關工(gong)作的(de)通(tong)知(zhi)(zhi)》(環辦固(gu)(gu)體〔2023〕17號(hao))有(you)關要求,結合(he)自(zi)治區實際,制定如下措施:

一、大力推動一般工業固體廢物資源化(hua)利用。積極(ji)配合(he)工(gong)(gong)業(ye)和(he)信息(xi)化部門(men)推動實(shi)施(shi)工(gong)(gong)業(ye)固(gu)(gu)體廢(fei)物綜合(he)利用(yong)(yong),支持實(shi)施(shi)一般工(gong)(gong)業(ye)固(gu)(gu)體廢(fei)物用(yong)(yong)于建材(cai)制造、公路(lu)建設(she)、礦山生(sheng)態(tai)修(xiu)復、土壤鹽堿化改(gai)良等資源化利用(yong)(yong)項目,發揮節約資源能源和(he)改(gai)善生(sheng)態(tai)環(huan)(huan)(huan)境作用(yong)(yong)。同時,支持引(yin)進工(gong)(gong)業(ye)固(gu)(gu)體廢(fei)物高附加值利用(yong)(yong)項目落(luo)戶區(qu)內(nei)重點(dian)產廢(fei)園區(qu),形(xing)成工(gong)(gong)業(ye)固(gu)(gu)體廢(fei)物利用(yong)(yong)高值化、規(gui)(gui)模化、產業(ye)化效(xiao)應,促進全區(qu)大宗工(gong)(gong)業(ye)固(gu)(gu)體廢(fei)物大規(gui)(gui)模消納,降低污染(ran)環(huan)(huan)(huan)境風(feng)險,實(shi)現“以用(yong)(yong)促治”效(xiao)果。(責任單位:固(gu)(gu)體廢(fei)物與化學品處(chu)(chu)、環(huan)(huan)(huan)境影響評(ping)價(jia)與排放(fang)管理處(chu)(chu)、生(sheng)態(tai)環(huan)(huan)(huan)境污染(ran)防(fang)治中(zhong)心,市縣(xian)和(he)寧(ning)東生(sheng)態(tai)環(huan)(huan)(huan)境部門(men),以下均需市縣(xian)和(he)寧(ning)東生(sheng)態(tai)環(huan)(huan)(huan)境部門(men)落(luo)實(shi),不再單獨列出)

二(er)、加(jia)大固(gu)體(ti)廢物污(wu)染治理項目資金補助支持。定期組(zu)織開展自治(zhi)(zhi)區固(gu)體(ti)廢物(wu)(wu)和(he)新(xin)污染物(wu)(wu)治(zhi)(zhi)理(li)(li)項(xiang)目(mu)(mu)審核入庫,擇優(you)支(zhi)持(chi)各市(shi)、縣(區)和(he)寧東管(guan)委會生態環境部門(men)申(shen)報的固(gu)體(ti)廢物(wu)(wu)“減(jian)量(liang)化、資源(yuan)化、無害化”項(xiang)目(mu)(mu)和(he)重點(dian)行業重金屬減(jian)排項(xiang)目(mu)(mu)、新(xin)污染物(wu)(wu)治(zhi)(zhi)理(li)(li)試點(dian)示范項(xiang)目(mu)(mu)、歷史遺留固(gu)體(ti)廢物(wu)(wu)污染治(zhi)(zhi)理(li)(li)項(xiang)目(mu)(mu),通(tong)過(guo)財政補助資金的支(zhi)持(chi),有(you)效引(yin)導撬(qiao)動社會資本投入固(gu)體(ti)廢物(wu)(wu)污染治(zhi)(zhi)理(li)(li)工作(zuo)。(責任單(dan)位:固(gu)體(ti)廢物(wu)(wu)與(yu)化學品處、生態環境污染防治(zhi)(zhi)中心、科技與(yu)財務(wu)處)

三、鼓勵提高新型(xing)工業固體廢物(wu)污染治理能(neng)力。積極推動大規模設備更新和消(xiao)費品以(yi)舊換新政策(ce)落實(shi),鼓勵各地因地制宜超前布局(ju)(ju)廢(fei)(fei)(fei)動力電池(chi)、廢(fei)(fei)(fei)光(guang)(guang)伏(fu)組件、廢(fei)(fei)(fei)風機葉(xie)片等新型工業固體(ti)廢(fei)(fei)(fei)物(wu)(wu)利用處(chu)(chu)置項目,加強報廢(fei)(fei)(fei)機動車、廢(fei)(fei)(fei)電器(qi)電子產品、廢(fei)(fei)(fei)動力電池(chi)、廢(fei)(fei)(fei)光(guang)(guang)伏(fu)板、廢(fei)(fei)(fei)風機葉(xie)片等拆解過程(cheng)環(huan)境污(wu)染(ran)防治監管(guan),有效防范新型工業固體(ti)廢(fei)(fei)(fei)物(wu)(wu)和廢(fei)(fei)(fei)舊物(wu)(wu)資(zi)拆解污(wu)染(ran)環(huan)境風險。(責任單位:固體(ti)廢(fei)(fei)(fei)物(wu)(wu)與(yu)(yu)化學(xue)品處(chu)(chu)、環(huan)境影(ying)響評價與(yu)(yu)排放管(guan)理處(chu)(chu)、生(sheng)態(tai)環(huan)境執法監督局(ju)(ju)、生(sheng)態(tai)環(huan)境污(wu)染(ran)防治中(zhong)心)

四、加強工(gong)業固(gu)體廢(fei)物利用處置服務指導。鼓勵企業(ye)(ye)(ye)按照(zhao)《一(yi)般(ban)工(gong)(gong)業(ye)(ye)(ye)固(gu)體廢(fei)物(wu)收(shou)集(ji)利用處置(zhi)單(dan)位能力(li)或資格核(he)實(shi)指引》開展(zhan)相關核(he)實(shi),進一(yi)步明確(que)企業(ye)(ye)(ye)實(shi)施一(yi)般(ban)工(gong)(gong)業(ye)(ye)(ye)固(gu)體廢(fei)物(wu)跨省轉移利用備案(an)和處置(zhi)審批(pi)流程(cheng),指導企業(ye)(ye)(ye)規范審核(he)委托(tuo)利用處置(zhi)單(dan)位能力(li)、資格,保證工(gong)(gong)業(ye)(ye)(ye)固(gu)體廢(fei)物(wu)利用處置(zhi)行為合法合規、可查(cha)詢追(zhui)溯,促進提升固(gu)體廢(fei)物(wu)環(huan)境(jing)管理水平,切實(shi)防(fang)范生態(tai)環(huan)境(jing)風險,持續改善環(huan)境(jing)質(zhi)量(liang)。(責任(ren)單(dan)位:固(gu)體廢(fei)物(wu)與化學品(pin)處、生態(tai)環(huan)境(jing)污染防(fang)治(zhi)中(zhong)心)

五、依法有序(xu)解決工業(ye)固體廢物歷史遺留問題。開展典型(xing)大(da)宗工業(ye)固體(ti)廢(fei)(fei)物(wu)(wu)堆(dui)(dui)存(cun)場(chang)(chang)所(suo)(suo)排查工作,建立(li)堆(dui)(dui)存(cun)場(chang)(chang)所(suo)(suo)環境(jing)(jing)管(guan)理臺賬。堅持(chi)問題(ti)導向和(he)實事求是(shi)原則(ze),科學妥善(shan)處(chu)理一(yi)(yi)般工業(ye)固體(ti)廢(fei)(fei)物(wu)(wu)歷(li)史遺(yi)留問題(ti),避免發生(sheng)簡(jian)單(dan)開挖、易地填埋、不當修(xiu)復(fu)(fu)等二次污(wu)染環境(jing)(jing)、破壞生(sheng)態(tai)問題(ti)。支持(chi)屬(shu)地對依法依規(gui)(gui)認定為歷(li)史遺(yi)留一(yi)(yi)般工業(ye)固體(ti)廢(fei)(fei)物(wu)(wu)的非正規(gui)(gui)堆(dui)(dui)存(cun)場(chang)(chang)所(suo)(suo)等因地制宜開展生(sheng)態(tai)環境(jing)(jing)風(feng)險評估(gu),在環境(jing)(jing)風(feng)險可控的前提下,科學制定利(li)用處(chu)置和(he)場(chang)(chang)地修(xiu)復(fu)(fu)方案,根據(ju)固體(ti)廢(fei)(fei)物(wu)(wu)屬(shu)性(xing)、場(chang)(chang)地污(wu)染程度、環境(jing)(jing)風(feng)險程度等,探索原位(wei)修(xiu)復(fu)(fu)、風(feng)險管(guan)控、用途管(guan)制等綜合治理措施。(責任單(dan)位(wei):固體(ti)廢(fei)(fei)物(wu)(wu)與(yu)化學品處(chu)、土(tu)壤生(sheng)態(tai)環境(jing)(jing)處(chu)、生(sheng)態(tai)環境(jing)(jing)污(wu)染防治中心)

六、加強特殊類別危險廢(fei)物環境管理(li)。加強(qiang)農(nong)藥、醫藥和染料中(zhong)間體(ti)等重點行業(ye)危(wei)(wei)險(xian)(xian)廢物(wu)(wu)(wu)(wu)(廢母液(ye)、廢反應基等)收(shou)集、利用(yong)(yong)、處置技術(shu)指導(dao),指導(dao)相關企業(ye)及時開展危(wei)(wei)險(xian)(xian)廢物(wu)(wu)(wu)(wu)屬性鑒(jian)別(bie),依法做到廢物(wu)(wu)(wu)(wu)全(quan)量收(shou)集和按照廢物(wu)(wu)(wu)(wu)屬性實施(shi)管理,防止(zhi)發(fa)生(sheng)將危(wei)(wei)險(xian)(xian)廢物(wu)(wu)(wu)(wu)隱瞞為原料、中(zhong)間產品違(wei)規處置等環(huan)(huan)境(jing)違(wei)法違(wei)規行為。加強(qiang)廢舊物(wu)(wu)(wu)(wu)資回(hui)收(shou)單(dan)位(wei)、小型維修(xiu)店等小微企業(ye)跟蹤服務(wu),指導(dao)企業(ye)對產生(sheng)的廢油、廢液(ye)、含油廢桶等危(wei)(wei)險(xian)(xian)廢物(wu)(wu)(wu)(wu)規范(fan)收(shou)集貯存(cun)和利用(yong)(yong)處置,避(bi)免發(fa)生(sheng)違(wei)規利用(yong)(yong)、處置和非(fei)法排(pai)放、傾倒等行為。鼓勵(li)油品銷(xiao)售單(dan)位(wei)開展油品包裝(zhuang)物(wu)(wu)(wu)(wu)回(hui)收(shou)再利用(yong)(yong)工作,減少固體(ti)廢物(wu)(wu)(wu)(wu)產生(sheng)。(責任單(dan)位(wei):固體(ti)廢物(wu)(wu)(wu)(wu)與化(hua)學品處、生(sheng)態環(huan)(huan)境(jing)執法監(jian)督局、生(sheng)態環(huan)(huan)境(jing)污染防治中(zhong)心)

七、持續(xu)推進(jin)危險廢物環境監管改革試(shi)點(dian)。推進實(shi)施危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)跨省(sheng)轉(zhuan)移“白名單(dan)”制(zhi)度,進一步(bu)簡(jian)化(hua)危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)跨省(sheng)轉(zhuan)移審批程(cheng)序,同(tong)(tong)時加強與(yu)周(zhou)邊(bian)省(sheng)(區)環境(jing)(jing)風險(xian)(xian)(xian)(xian)(xian)聯防聯控(kong),共(gong)同(tong)(tong)打擊危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)環境(jing)(jing)違(wei)法犯罪行(xing)(xing)為(wei)。積(ji)極推行(xing)(xing)危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)“點(dian)對點(dian)”定向(xiang)(xiang)利(li)用豁免管(guan)理試點(dian)(即:在自治(zhi)區范(fan)圍(wei)內一家危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)產(chan)生(sheng)單(dan)位產(chan)生(sheng)的(de)(de)一種(zhong)危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu),作為(wei)另一家單(dan)位環境(jing)(jing)治(zhi)理或工(gong)業原料(liao)生(sheng)產(chan)的(de)(de)替代原料(liao)進行(xing)(xing)定向(xiang)(xiang)利(li)用,該利(li)用環節(jie)可(ke)按(an)危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)豁免管(guan)理)。繼續推進實(shi)施小微(wei)企業危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)收集貯存試點(dian),幫助小規模危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)產(chan)生(sheng)單(dan)位降低危險(xian)(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)處置成本(ben)和管(guan)理風險(xian)(xian)(xian)(xian)(xian)。(責任(ren)單(dan)位:固體廢(fei)物(wu)(wu)(wu)與(yu)化(hua)學品處、生(sheng)態(tai)環境(jing)(jing)執法監督局、生(sheng)態(tai)環境(jing)(jing)污染(ran)防治(zhi)中心)

八、積(ji)極開(kai)展危險(xian)廢物(wu)經(jing)營許可和規范化環境(jing)管理(li)服務指導。強化(hua)對全區危(wei)險(xian)(xian)廢(fei)物(wu)(wu)經營(ying)單位(wei)幫扶(fu)指導,健全完善服(fu)(fu)(fu)務(wu)(wu)機制(zhi),實施危(wei)險(xian)(xian)廢(fei)物(wu)(wu)經營(ying)許可證(zheng)臨期(qi)(qi)預(yu)警提(ti)示,主動對接開展資(zi)料申報前期(qi)(qi)指導和(he)現場技(ji)術幫扶(fu)工作,提(ti)高(gao)企業(ye)申請辦(ban)證(zheng)效率。探(tan)索實施危(wei)險(xian)(xian)廢(fei)物(wu)(wu)管(guan)理“服(fu)(fu)(fu)務(wu)(wu)延(yan)伸”模式,鼓勵小微企業(ye)危(wei)險(xian)(xian)廢(fei)物(wu)(wu)收(shou)集(ji)貯存試(shi)點(dian)單位(wei)在依法收(shou)集(ji)轉運危(wei)險(xian)(xian)廢(fei)物(wu)(wu)的同時,積極為(wei)收(shou)集(ji)服(fu)(fu)(fu)務(wu)(wu)對象(小規模危(wei)險(xian)(xian)廢(fei)物(wu)(wu)產生單位(wei))提(ti)供危(wei)險(xian)(xian)廢(fei)物(wu)(wu)管(guan)理計劃(hua)和(he)管(guan)理臺賬制(zhi)定、危(wei)險(xian)(xian)廢(fei)物(wu)(wu)申報、危(wei)險(xian)(xian)廢(fei)物(wu)(wu)標簽制(zhi)作等(deng)危(wei)險(xian)(xian)廢(fei)物(wu)(wu)規范(fan)化(hua)環(huan)(huan)境管(guan)理方面的延(yan)伸技(ji)術服(fu)(fu)(fu)務(wu)(wu),幫助(zhu)提(ti)升服(fu)(fu)(fu)務(wu)(wu)對象危(wei)險(xian)(xian)廢(fei)物(wu)(wu)規范(fan)化(hua)環(huan)(huan)境管(guan)理能力水平(ping),有效防范(fan)環(huan)(huan)境風險(xian)(xian)。(責任單位(wei):固體廢(fei)物(wu)(wu)與化(hua)學品(pin)處、生態(tai)環(huan)(huan)境污染(ran)防治中心)

九、支持危險廢物利用處置企業申報(bao)調整(zheng)經營許可證廢物代碼。依法依規(gui)領(ling)取危(wei)(wei)(wei)險(xian)廢(fei)物(wu)經(jing)營許可證(zheng)的危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(醫療廢(fei)物(wu)除(chu)外)利用處(chu)置(zhi)企(qi)業(ye),結合利用處(chu)置(zhi)技術(shu)(shu)、工(gong)藝以(yi)及經(jing)營實際提出增(zeng)減(jian)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)經(jing)營類(lei)別(bie)(bie)需求的,在不違(wei)反相關法律法規(gui)和(he)不構(gou)成建設項(xiang)目環(huan)(huan)境影(ying)響評價(jia)重(zhong)大變動的前提下,自(zi)治區生態環(huan)(huan)境廳按照危(wei)(wei)(wei)險(xian)廢(fei)物(wu)經(jing)營許可證(zheng)審批程序(xu),組織論證(zheng)企(qi)業(ye)確實具備該類(lei)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)相適應的處(chu)置(zhi)技術(shu)(shu)和(he)工(gong)藝,審批同意(yi)企(qi)業(ye)增(zeng)減(jian)相應類(lei)別(bie)(bie)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)的利用處(chu)置(zhi)經(jing)營許可。(責(ze)任單(dan)位:固(gu)體(ti)廢(fei)物(wu)與(yu)化學品(pin)處(chu)、環(huan)(huan)境影(ying)響評價(jia)與(yu)排放管理處(chu)、生態環(huan)(huan)境污染防治中心)

十、加(jia)強(qiang)醫療廢物電子轉移聯單運行管理(li)。加強醫(yi)(yi)(yi)(yi)療(liao)(liao)機構和(he)醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)處置單(dan)位日常監(jian)管(guan),指導醫(yi)(yi)(yi)(yi)療(liao)(liao)機構規范(fan)填寫電子(zi)臺賬、運(yun)行醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)電子(zi)轉移(yi)(yi)聯單(dan),督(du)促醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)轉出方、接收方互(hu)相核對(dui)電子(zi)轉移(yi)(yi)聯單(dan)信息(xi)、填報時間等內容的(de)規范(fan)性。通過線上線下對(dui)醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)電子(zi)轉移(yi)(yi)聯單(dan)情況不定期抽查核實,及時督(du)促糾正醫(yi)(yi)(yi)(yi)療(liao)(liao)機構電子(zi)臺賬和(he)醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)處置單(dan)位電子(zi)轉移(yi)(yi)聯單(dan)內容填寫不規范(fan)、數量偏差率大(da)、頻繁修改填寫內容等問(wen)題,不斷提升(sheng)醫(yi)(yi)(yi)(yi)療(liao)(liao)廢物(wu)(wu)收集處置規范(fan)化、信息(xi)化管(guan)理水平。(責任單(dan)位:固體(ti)廢物(wu)(wu)與化學品處、生態環境執法監(jian)督(du)局、生態環境污(wu)染防治中心(xin))

十一、支持涉危險廢物高值化(hua)利用處置產業發展。積極(ji)推動發展工(gong)(gong)業(ye)(ye)固(gu)體廢(fei)物(wu)利(li)用(yong)領域新(xin)質(zhi)生產(chan)(chan)力,鼓勵含鋰(li)、含鋁、含鋅等危險廢(fei)物(wu)資源(yuan)化利(li)用(yong)產(chan)(chan)業(ye)(ye)擴(kuo)大產(chan)(chan)能規(gui)模,支持(chi)新(xin)能源(yuan)、新(xin)材料、現代裝(zhuang)備制造業(ye)(ye)等產(chan)(chan)業(ye)(ye)延鏈(lian)、補鏈(lian)、強鏈(lian),積極(ji)服(fu)務自治(zhi)(zhi)區“六新(xin)”產(chan)(chan)業(ye)(ye)高質(zhi)量發展。支持(chi)危險廢(fei)物(wu)類(lei)工(gong)(gong)業(ye)(ye)廢(fei)鹽、廢(fei)母(mu)液、廢(fei)反應基(ji)、垃圾焚燒飛(fei)灰利(li)用(yong)處(chu)置新(xin)工(gong)(gong)藝、新(xin)裝(zhuang)備應用(yong)項目落(luo)地投產(chan)(chan),在(zai)項目審批、許可(ke)證(zheng)核發等方面重點予(yu)以支持(chi),積極(ji)配合相關部門(men)推動淘汰危險廢(fei)物(wu)利(li)用(yong)處(chu)置落(luo)后工(gong)(gong)藝設備。(責任單位:固(gu)體廢(fei)物(wu)與(yu)化學品處(chu)、環境影響評價(jia)與(yu)排放管理處(chu)、生態(tai)環境污(wu)染防治(zhi)(zhi)中(zhong)心)

十二、統籌規劃危險(xian)廢物處置能力建設。加(jia)強全區危險廢(fei)物(wu)(wu)產生(sheng)類(lei)別、數(shu)量和處(chu)置(zhi)(zhi)(zhi)能(neng)力(li)匹配情況分析研判,統籌規劃建設(she)危險廢(fei)物(wu)(wu)集中(zhong)處(chu)置(zhi)(zhi)(zhi)設(she)施,及時補齊處(chu)置(zhi)(zhi)(zhi)能(neng)力(li)短板(ban),防(fang)止處(chu)置(zhi)(zhi)(zhi)能(neng)力(li)嚴重過剩。科學論(lun)證危險廢(fei)物(wu)(wu)處(chu)置(zhi)(zhi)(zhi)項(xiang)目選址,有效防(fang)范與化解(jie)危險廢(fei)物(wu)(wu)處(chu)置(zhi)(zhi)(zhi)設(she)施“鄰(lin)避”問(wen)題。(責任單(dan)位:固體廢(fei)物(wu)(wu)與化學品處(chu)、環境影響評(ping)價與排放(fang)管理處(chu)、生(sheng)態環境污染防(fang)治中(zhong)心(xin))

十(shi)三、統籌調控重金屬排放總量指標。提前(qian)介(jie)入,靠前(qian)服務(wu),在統籌(chou)(chou)落實(shi)重(zhong)金(jin)(jin)屬污(wu)染(ran)(ran)減排任務(wu)和防(fang)(fang)控重(zhong)金(jin)(jin)屬污(wu)染(ran)(ran)環(huan)境風(feng)險的(de)前(qian)提下,對實(shi)施國家重(zhong)大發(fa)展戰略(lve)直接相關的(de)重(zhong)點(dian)(dian)(dian)項(xiang)目(mu),可(ke)(ke)在環(huan)評(ping)(ping)審批(pi)程序(xu)(xu)中實(shi)行(xing)(xing)重(zhong)金(jin)(jin)屬污(wu)染(ran)(ran)物(wu)(wu)排放總量(liang)替(ti)代管理(li)(li)豁免(mian)。對自治區(qu)“六新”重(zhong)點(dian)(dian)(dian)項(xiang)目(mu)建(jian)設,項(xiang)目(mu)所在地級市確實(shi)無(wu)法通過(guo)總量(liang)替(ti)代獲得重(zhong)金(jin)(jin)屬污(wu)染(ran)(ran)物(wu)(wu)排放來源的(de),自治區(qu)生態環(huan)境廳可(ke)(ke)結合實(shi)際(ji)研(yan)究在全區(qu)統籌(chou)(chou)調配總量(liang)指標。對利(li)用(yong)涉(she)重(zhong)金(jin)(jin)屬固(gu)體(ti)廢物(wu)(wu)的(de)重(zhong)點(dian)(dian)(dian)行(xing)(xing)業建(jian)設項(xiang)目(mu),特別是以歷史遺(yi)留(liu)涉(she)重(zhong)金(jin)(jin)屬固(gu)體(ti)廢物(wu)(wu)為原料(liao)(liao)的(de)利(li)用(yong)項(xiang)目(mu),在固(gu)體(ti)廢物(wu)(wu)種類(lei)、原料(liao)(liao)來源、建(jian)設地點(dian)(dian)(dian)、工藝設備和污(wu)染(ran)(ran)治理(li)(li)水平等符(fu)合國家規定的(de)必要(yao)條件(jian),并在嚴格審批(pi)前(qian)提下,可(ke)(ke)在環(huan)評(ping)(ping)審批(pi)程序(xu)(xu)實(shi)行(xing)(xing)重(zhong)金(jin)(jin)屬污(wu)染(ran)(ran)物(wu)(wu)排放總量(liang)替(ti)代管理(li)(li)豁免(mian)(建(jian)設項(xiang)目(mu)生產(chan)原料(liao)(liao)中涉(she)重(zhong)金(jin)(jin)屬固(gu)體(ti)廢物(wu)(wu)含量(liang)應(ying)大于(yu)70%)。(責任單位(wei):固(gu)體(ti)廢物(wu)(wu)與化學品處(chu)、環(huan)境影響評(ping)(ping)價與排放管理(li)(li)處(chu)、生態環(huan)境污(wu)染(ran)(ran)防(fang)(fang)治中心)
