4. 低(di)碳化改造傳統建材行業。落實(shi)產(chan)(chan)(chan)(chan)能(neng)(neng)等量(liang)(liang)、減量(liang)(liang)置換要(yao)求,加強產(chan)(chan)(chan)(chan)能(neng)(neng)置換監管,加快低效(xiao)產(chan)(chan)(chan)(chan)能(neng)(neng)退出。推(tui)動水泥粉磨站、預拌混(hun)凝(ning)土、機制砂、玻(bo)璃及(ji)加工(gong)、磚(zhuan)廠等傳(chuan)統建(jian)材(cai)(cai)(cai)(cai)行業(ye)技術創新,推(tui)進(jin)(jin)綠色智(zhi)能(neng)(neng)化生(sheng)產(chan)(chan)(chan)(chan),開展能(neng)(neng)源管理體(ti)系建(jian)設,促進(jin)(jin)行業(ye)提質增效(xiao)。鼓勵(li)建(jian)材(cai)(cai)(cai)(cai)企業(ye)使用(yong)(yong)粉煤灰、煤矸石、工(gong)業(ye)副(fu)產(chan)(chan)(chan)(chan)石膏、建(jian)筑垃圾、工(gong)業(ye)廢渣等大宗固廢作為(wei)原料或混(hun)合材(cai)(cai)(cai)(cai)。大力(li)發展綠色建(jian)材(cai)(cai)(cai)(cai),近零(ling)能(neng)(neng)耗(hao)、零(ling)能(neng)(neng)耗(hao)建(jian)筑產(chan)(chan)(chan)(chan)品,推(tui)進(jin)(jin)綠色建(jian)材(cai)(cai)(cai)(cai)產(chan)(chan)(chan)(chan)品認證和(he)應(ying)用(yong)(yong)。推(tui)動建(jian)材(cai)(cai)(cai)(cai)產(chan)(chan)(chan)(chan)品向(xiang)輕(qing)質、高強、隔音、節能(neng)(neng)、低碳(tan)、環保方向(xiang)轉型。到2025年,磚(zhuan)瓦用(yong)(yong)建(jian)材(cai)(cai)(cai)(cai)礦山數量(liang)(liang)不(bu)超(chao)過90個。
5. 堅(jian)決遏制“兩高一(yi)低”項目(mu)盲目(mu)發展。深(shen)(shen)入(ru)分(fen)析評估擬(ni)建項(xiang)目,充分(fen)論證項(xiang)目建設必要性、可(ke)行性,分(fen)析評估項(xiang)目建設對(dui)(dui)本(ben)地區能(neng)(neng)(neng)(neng)耗強(qiang)度、二氧化(hua)碳排(pai)放(fang)、產業(ye)高質量(liang)發展和(he)環(huan)(huan)境質量(liang)的(de)影(ying)響(xiang),對(dui)(dui)不(bu)符(fu)合(he)國家產業(ye)規(gui)劃(hua)、產業(ye)政策和(he)節(jie)能(neng)(neng)(neng)(neng)環(huan)(huan)保要求的(de)項(xiang)目堅決停(ting)批(pi)、停(ting)建。深(shen)(shen)入(ru)挖潛存量(liang)項(xiang)目,對(dui)(dui)有節(jie)能(neng)(neng)(neng)(neng)減排(pai)潛力的(de)項(xiang)目進行改造升級(ji),堅決淘汰(tai)落(luo)后產能(neng)(neng)(neng)(neng),推動能(neng)(neng)(neng)(neng)耗等(deng)量(liang)減量(liang)替代,為新增項(xiang)目騰挪用能(neng)(neng)(neng)(neng)空間(jian)。強(qiang)化(hua)常態化(hua)監管(guan),對(dui)(dui)“兩(liang)高”項(xiang)目實行清單管(guan)理、分(fen)類(lei)處置、動態監控,堅決拿下(xia)不(bu)符(fu)合(he)要求的(de)“兩(liang)高”項(xiang)目。深(shen)(shen)化(hua)完(wan)善(shan)項(xiang)目節(jie)能(neng)(neng)(neng)(neng)審查、環(huan)(huan)境影(ying)響(xiang)評價制(zhi)度,對(dui)(dui)標國際先進水平,提高能(neng)(neng)(neng)(neng)效準入(ru)門檻,加(jia)強(qiang)審批(pi)程序和(he)結果執(zhi)行的(de)監督評估。加(jia)強(qiang)預算資金(jin)管(guan)理,指導金(jin)融機構完(wan)善(shan)“兩(liang)高”項(xiang)目融資政策。
(三)實施(shi)節能降碳能效提升行(xing)動(dong)。
1. 深入(ru)推進節(jie)能(neng)精(jing)細化(hua)管理(li)。推行用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預算管理(li),強化項(xiang)目(mu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)與環評審(shen)批(pi),對新(xin)項(xiang)目(mu)用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)和碳排放(fang)情況進行綜合(he)(he)(he)評價,堅決控制(zhi)(zhi)高(gao)(gao)(gao)能(neng)(neng)(neng)(neng)(neng)耗、高(gao)(gao)(gao)污染(ran)、工(gong)藝裝備落(luo)后項(xiang)目(mu)建設,從源頭降(jiang)(jiang)碳。結(jie)合(he)(he)(he)國、省節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)監察(cha)(cha)工(gong)作安排,圍繞企(qi)業能(neng)(neng)(neng)(neng)(neng)源管理(li)制(zhi)(zhi)度(du)(du)落(luo)實、節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)、能(neng)(neng)(neng)(neng)(neng)效(xiao)對標、階梯電(dian)價執行、爐窯能(neng)(neng)(neng)(neng)(neng)效(xiao)和產(chan)品能(neng)(neng)(neng)(neng)(neng)效(xiao)提升等(deng)方面,加(jia)強節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)診斷、節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)監察(cha)(cha)。加(jia)強節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳監督(du)力度(du)(du),設立多(duo)部門聯動機(ji)制(zhi)(zhi),綜合(he)(he)(he)運用(yong)(yong)(yong)行政處罰、監管制(zhi)(zhi)度(du)(du)等(deng)手段,增(zeng)強縣(市(shi)、區(qu))節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳監察(cha)(cha)約束(shu)力,嚴(yan)格落(luo)實減污降(jiang)(jiang)碳激勵約束(shu)機(ji)制(zhi)(zhi)。提高(gao)(gao)(gao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)管理(li)信(xin)息化水平,完善重點用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)單(dan)位能(neng)(neng)(neng)(neng)(neng)耗在線監測系(xi)統(tong)。完善節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳計量體系(xi),鼓(gu)勵采用(yong)(yong)(yong)認證手段提升能(neng)(neng)(neng)(neng)(neng)源管理(li)水平。加(jia)強節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳相關的咨詢、評估、計量、檢(jian)測和綜合(he)(he)(he)評價,培育節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳市(shi)場(chang),提高(gao)(gao)(gao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)碳產(chan)業市(shi)場(chang)化程(cheng)度(du)(du)。
2. 積(ji)極(ji)實(shi)施節能降碳重點工程。實施(shi)城市節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)降碳工(gong)(gong)程(cheng),推(tui)(tui)進(jin)工(gong)(gong)業(ye)、建(jian)(jian)筑(zhu)、交通等(deng)重(zhong)點領(ling)(ling)域(yu)基礎設施(shi)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)升(sheng)級改(gai)造(zao)(zao),重(zhong)點推(tui)(tui)進(jin)營山縣城老舊(jiu)路燈節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao),南充臨江建(jian)(jian)設發展(zhan)(zhan)(zhan)集團、南運(yun)當代集團新(xin)能(neng)(neng)(neng)源充電(dian)(dian)樁建(jian)(jian)設,平安渡運(yun)新(xin)能(neng)(neng)(neng)源客渡船等(deng)項目(mu)建(jian)(jian)設,推(tui)(tui)動城市綜合(he)能(neng)(neng)(neng)效(xiao)(xiao)提(ti)升(sheng)。實施(shi)園(yuan)區(qu)(qu)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)降碳工(gong)(gong)程(cheng),深(shen)入推(tui)(tui)進(jin)9個省級園(yuan)區(qu)(qu)循環化(hua)(hua)改(gai)造(zao)(zao),推(tui)(tui)動能(neng)(neng)(neng)源系統優(you)化(hua)(hua)和梯級利用,推(tui)(tui)進(jin)工(gong)(gong)藝過程(cheng)溫室氣體和污染物協同控制,打(da)造(zao)(zao)一批達(da)到國際先(xian)進(jin)水平的節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)低碳園(yuan)區(qu)(qu)。實施(shi)重(zhong)點行業(ye)企(qi)業(ye)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)降碳工(gong)(gong)程(cheng),對標國際國內先(xian)進(jin)標準,深(shen)入開展(zhan)(zhan)(zhan)石化(hua)(hua)、建(jian)(jian)材、電(dian)(dian)力、食品(pin)加工(gong)(gong)、玻璃等(deng)能(neng)(neng)(neng)效(xiao)(xiao)對標達(da)標活動,打(da)造(zao)(zao)各(ge)領(ling)(ling)域(yu)、各(ge)行業(ye)能(neng)(neng)(neng)效(xiao)(xiao)“領(ling)(ling)跑者(zhe)”,推(tui)(tui)進(jin)產品(pin)全生命周期綠(lv)(lv)色(se)管理和重(zhong)點企(qi)業(ye)綠(lv)(lv)色(se)供(gong)應(ying)鏈建(jian)(jian)設。實施(shi)重(zhong)大節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)降碳技術示(shi)范工(gong)(gong)程(cheng),支持(chi)已取得突破的綠(lv)(lv)色(se)低碳關鍵技術開展(zhan)(zhan)(zhan)產業(ye)化(hua)(hua)示(shi)范應(ying)用,持(chi)續(xu)開展(zhan)(zhan)(zhan)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)降碳改(gai)造(zao)(zao),提(ti)升(sheng)能(neng)(neng)(neng)源資源利用效(xiao)(xiao)率。
3. 推進重(zhong)點用能設備節(jie)能增效。以電(dian)(dian)機(ji)、風機(ji)、泵、壓縮機(ji)、變壓器(qi)、換熱器(qi)、工(gong)業(ye)鍋爐、環(huan)保(bao)(bao)設(she)(she)(she)施等設(she)(she)(she)備(bei)為重點(dian)(dian),組(zu)織四(si)川省(sheng)(sheng)閬中化工(gong)有限(xian)責(ze)任(ren)公(gong)司、中機(ji)國能(neng)(neng)(neng)(南充)熱電(dian)(dian)有限(xian)公(gong)司等5000噸(dun)標準煤以上重點(dian)(dian)用(yong)能(neng)(neng)(neng)企業(ye)開展能(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)對標活動,加快淘(tao)汰落(luo)后低(di)效(xiao)(xiao)(xiao)(xiao)設(she)(she)(she)備(bei),推(tui)進重點(dian)(dian)領域節能(neng)(neng)(neng)降碳(tan)改造。綜合運用(yong)多(duo)種手段推(tui)廣先進高效(xiao)(xiao)(xiao)(xiao)的(de)產(chan)品設(she)(she)(she)備(bei),持續降低(di)單位產(chan)品的(de)能(neng)(neng)(neng)源消耗(hao)和(he)原材料消耗(hao)、提高產(chan)品質量。利用(yong)財政(zheng)資金支持一批節能(neng)(neng)(neng)環(huan)保(bao)(bao)領域重點(dian)(dian)項目建設(she)(she)(she),積極落(luo)實綠色(se)低(di)碳(tan)領域首(shou)臺(tai)(套)及綠色(se)采購政(zheng)策,鼓勵符合條件(jian)的(de)市內節能(neng)(neng)(neng)環(huan)保(bao)(bao)裝備(bei)申報國家和(he)省(sheng)(sheng)級(ji)首(shou)臺(tai)(套)重大(da)技術裝備(bei)保(bao)(bao)險補(bu)償。強化重點(dian)(dian)用(yong)能(neng)(neng)(neng)設(she)(she)(she)備(bei)節能(neng)(neng)(neng)審查(cha)和(he)日常(chang)監管,加強生產(chan)、經營、銷售、使用(yong)、報廢全鏈條管理,嚴厲打擊違(wei)法違(wei)規行為,確保(bao)(bao)能(neng)(neng)(neng)效(xiao)(xiao)(xiao)(xiao)標準和(he)節能(neng)(neng)(neng)要求(qiu)全面落(luo)地見效(xiao)(xiao)(xiao)(xiao)。
4. 加強新(xin)型基礎設施節能降碳(tan)。優化(hua)(hua)5G、物聯(lian)網(wang)、云計算中(zhong)心、人工智(zhi)能(neng)(neng)(neng)(neng)(neng)、區塊鏈、元宇宙等新型(xing)基(ji)(ji)礎設施(shi)布局,加(jia)快(kuai)中(zhong)國(guo)西部(bu)金融科技(ji)孵化(hua)(hua)谷(gu)建(jian)設,引(yin)導數(shu)(shu)(shu)(shu)據(ju)中(zhong)心集約化(hua)(hua)、規模(mo)(mo)化(hua)(hua)、綠色化(hua)(hua)發展(zhan)。依托國(guo)網(wang)南充供電公司(si),以智(zhi)能(neng)(neng)(neng)(neng)(neng)電網(wang)為基(ji)(ji)礎,推(tui)進(jin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)大(da)數(shu)(shu)(shu)(shu)據(ju)建(jian)設,與熱力管網(wang)、天然氣管網(wang)、交通網(wang)絡等多種類型(xing)網(wang)絡互聯(lian)互通建(jian)立能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)數(shu)(shu)(shu)(shu)據(ju)指標(biao)體系和(he)共享機制,試(shi)點建(jian)設電、氣、水、熱能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)數(shu)(shu)(shu)(shu)據(ju)及(ji)氣象、交通、管網(wang)等市(shi)政數(shu)(shu)(shu)(shu)據(ju)的統(tong)一歸集平臺。優化(hua)(hua)新型(xing)基(ji)(ji)礎設施(shi)用(yong)能(neng)(neng)(neng)(neng)(neng)結構,推(tui)廣采用(yong)直(zhi)流供電、分布式儲(chu)能(neng)(neng)(neng)(neng)(neng)、“光(guang)伏+儲(chu)能(neng)(neng)(neng)(neng)(neng)”、余熱回收等模(mo)(mo)式,探(tan)索多樣化(hua)(hua)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)供應(ying),提(ti)(ti)高非化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei)比重(zhong)。嚴格執行通訊、運(yun)算、存(cun)儲(chu)、傳輸等設備的國(guo)家能(neng)(neng)(neng)(neng)(neng)效標(biao)準,提(ti)(ti)升準入門檻,淘汰落后設備和(he)技(ji)術。加(jia)強新型(xing)基(ji)(ji)礎設施(shi)用(yong)能(neng)(neng)(neng)(neng)(neng)管理,將數(shu)(shu)(shu)(shu)據(ju)中(zhong)心納入重(zhong)點用(yong)能(neng)(neng)(neng)(neng)(neng)單位(wei)能(neng)(neng)(neng)(neng)(neng)耗(hao)在線(xian)監測系統(tong),開(kai)展(zhan)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)計量審查。推(tui)動既(ji)有設施(shi)綠色低碳(tan)升級改(gai)造,積極推(tui)廣使(shi)用(yong)高效制冷、藍光(guang)存(cun)儲(chu)、機柜(ju)模(mo)(mo)塊化(hua)(hua)、動力電池梯級利(li)用(yong)、先進(jin)通風、余熱利(li)用(yong)、智(zhi)能(neng)(neng)(neng)(neng)(neng)化(hua)(hua)用(yong)能(neng)(neng)(neng)(neng)(neng)控制等技(ji)術,提(ti)(ti)升數(shu)(shu)(shu)(shu)據(ju)中(zhong)心等數(shu)(shu)(shu)(shu)字信息基(ji)(ji)礎設施(shi)能(neng)(neng)(neng)(neng)(neng)效水平。

2. 加快提升(sheng)建筑能(neng)效水平。持續推(tui)進(jin)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)創建(jian)(jian)(jian)(jian)(jian)(jian)行(xing)動(dong),新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面執行(xing)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標(biao)準,2025年星級(ji)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)占比達到(dao)30%以上(shang),提(ti)升新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)標(biao)準,推(tui)動(dong)智能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)造(zao)與(yu)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)業化協同發展(zhan),推(tui)廣綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)材應用,鼓勵政府投資項目優先選用獲得綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)材認證標(biao)識(shi)的建(jian)(jian)(jian)(jian)(jian)(jian)材產品。大力實(shi)施包(bao)含建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)、照明、電梯、節水、降噪(zao)、綠(lv)(lv)(lv)道網絡、雨(yu)污分(fen)流和管網改造(zao)等內容的既有居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(老舊小區(qu)(qu))綠(lv)(lv)(lv)色(se)(se)化改造(zao)。鼓勵建(jian)(jian)(jian)(jian)(jian)(jian)設超低能(neng)耗(hao)和近零能(neng)耗(hao)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。強化建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)低碳化運營管理,完善建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)監測(ce)系統,推(tui)行(xing)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)效測(ce)評(ping)標(biao)識(shi),逐步實(shi)施建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)定額制度。推(tui)進(jin)公共(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)合同能(neng)源管理模式(shi),做到(dao)縣級(ji)及以上(shang)公共(gong)(gong)機構(gou)重(zhong)點(dian)用能(neng)單位(wei)、集中辦(ban)公區(qu)(qu)全(quan)面落(luo)實(shi)合同能(neng)源管理制度。到(dao)2025年,公共(gong)(gong)機構(gou)單位(wei)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面積能(neng)耗(hao)下降4%,2030年全(quan)市裝配(pei)式(shi)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)年開(kai)工(gong)(gong)面積占新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面積的50%。
3. 推動建筑用(yong)能結構(gou)低(di)碳化。鼓勵機(ji)關、學校、醫院等(deng)(deng)(deng)公(gong)共機(ji)構建(jian)筑(zhu)(zhu)和辦公(gong)樓、酒(jiu)店(dian)、商業綜合體(ti)等(deng)(deng)(deng)大型(xing)公(gong)共建(jian)筑(zhu)(zhu)圍繞減碳提效,引導建(jian)筑(zhu)(zhu)供(gong)暖、生(sheng)活(huo)熱(re)水(shui)、炊事等(deng)(deng)(deng)向電(dian)(dian)氣化發(fa)展。因(yin)地制宜推(tui)(tui)廣(guang)利用(yong)光伏發(fa)電(dian)(dian)、太陽能(neng)(neng)(neng)光熱(re)與高效空氣源熱(re)泵熱(re)水(shui)等(deng)(deng)(deng)技(ji)術,提高新建(jian)建(jian)筑(zhu)(zhu)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源應(ying)用(yong)比例。深(shen)挖建(jian)筑(zhu)(zhu)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源應(ying)用(yong)潛力,推(tui)(tui)進既(ji)有(you)建(jian)筑(zhu)(zhu)加設(she)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源,探索開展建(jian)筑(zhu)(zhu)光伏發(fa)電(dian)(dian)就地消納、儲能(neng)(neng)(neng)等(deng)(deng)(deng)。推(tui)(tui)動智能(neng)(neng)(neng)微電(dian)(dian)網、“光儲直柔”、蓄冷蓄熱(re)、負荷靈活(huo)調節、虛擬(ni)電(dian)(dian)廠等(deng)(deng)(deng)技(ji)術應(ying)用(yong)。到2025年,力爭(zheng)全市新建(jian)建(jian)筑(zhu)(zhu)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)源應(ying)用(yong)比例達(da)8%以上,新建(jian)公(gong)共機(ji)構建(jian)筑(zhu)(zhu)、新建(jian)廠房屋(wu)頂光伏覆蓋率力爭(zheng)達(da)到25%。
4. 加快鄉村振興與低碳(tan)發展(zhan)有效融(rong)合(he)。將碳減排(pai)作(zuo)為重(zhong)要工作(zuo)模塊嵌(qian)入鄉村(cun)振興整(zheng)體布局,大(da)力(li)推(tui)(tui)廣農(nong)(nong)(nong)村(cun)房屋(wu)建筑(zhu)(zhu)節能(neng)改(gai)造(zao),推(tui)(tui)進農(nong)(nong)(nong)村(cun)既(ji)有非節能(neng)居住建筑(zhu)(zhu)的(de)圍護結構保溫改(gai)造(zao)工作(zuo),推(tui)(tui)進農(nong)(nong)(nong)村(cun)建房輕鋼結構裝(zhuang)配式(shi)建筑(zhu)(zhu),推(tui)(tui)廣經(jing)濟美觀、綠色節能(neng)的(de)現代農(nong)(nong)(nong)房建造(zao)技術。推(tui)(tui)廣使(shi)用高效照明、電(dian)動農(nong)(nong)(nong)用車、節能(neng)環(huan)保灶具(ju)、農(nong)(nong)(nong)機(ji)、漁船等(deng)設(she)施(shi)設(she)備,抓(zhua)實種(zhong)植(zhi)業節能(neng)減排(pai)、畜(chu)牧(mu)業減排(pai)降碳、漁業減排(pai)增匯、農(nong)(nong)(nong)田土(tu)壤固碳、農(nong)(nong)(nong)機(ji)節能(neng)減排(pai)、可再生能(neng)源替代“六項重(zhong)點任務”。推(tui)(tui)進太陽能(neng)、生物質能(neng)等(deng)可再生能(neng)源在農(nong)(nong)(nong)業生產和農(nong)(nong)(nong)村(cun)生活中的(de)應用,推(tui)(tui)動農(nong)(nong)(nong)房屋(wu)頂(ding)、大(da)棚、院落等(deng)安(an)裝(zhuang)光伏設(she)施(shi),提升(sheng)農(nong)(nong)(nong)村(cun)用能(neng)的(de)電(dian)氣化水平。
(五(wu))實施交通物流綠色變革行動(dong)。
1. 構建綠色高效交通運輸體系。以(yi)城市公(gong)共(gong)交(jiao)通(tong)(tong)體(ti)系為重點(dian),發展(zhan)快捷交(jiao)通(tong)(tong)、共(gong)享(xiang)交(jiao)通(tong)(tong),完(wan)善公(gong)共(gong)停車場等(deng)(deng),加快構(gou)建“135”出行(xing)(xing)體(ti)系。持續開展(zhan)多式聯(lian)(lian)運(yun)示范工(gong)程建設,強化綜合(he)交(jiao)通(tong)(tong)樞(shu)紐與(yu)(yu)公(gong)路(lu)鐵(tie)路(lu)干(gan)線通(tong)(tong)道聯(lian)(lian)系,推(tui)進都京港進港公(gong)路(lu)、鐵(tie)路(lu)等(deng)(deng)項目建設,充分發揮(hui)蘭渝和達(da)成鐵(tie)路(lu)、嘉陵江航道在長距(ju)離大宗貨(huo)物(wu)運(yun)輸中的主(zhu)導作(zuo)用(yong),積極推(tui)動(dong)“公(gong)轉(zhuan)(zhuan)水”“公(gong)轉(zhuan)(zhuan)鐵(tie)”。創(chuang)新多式聯(lian)(lian)運(yun)體(ti)制(zhi)機制(zhi),加快構(gou)建“干(gan)線多式聯(lian)(lian)運(yun)+區域分撥”物(wu)流網(wang)絡,全力推(tui)動(dong)南充現代物(wu)流園提(ti)檔升級,推(tui)動(dong)縣級物(wu)流中心建設,完(wan)善縣鄉村(cun)客運(yun)站點(dian)、物(wu)流網(wang)絡節點(dian),依托金通(tong)(tong)工(gong)程深(shen)化交(jiao)郵(you)合(he)作(zuo)等(deng)(deng)農村(cun)綠色物(wu)流模(mo)式。大力發展(zhan)智慧(hui)交(jiao)通(tong)(tong)、智慧(hui)物(wu)流,推(tui)進信(xin)息技(ji)術與(yu)(yu)交(jiao)通(tong)(tong)運(yun)輸行(xing)(xing)業管理(li)(li)和服務深(shen)度融合(he),降低(di)空(kong)載率和不合(he)理(li)(li)客貨(huo)運(yun)周轉(zhuan)(zhuan)量。到(dao)(dao)2025 年(nian),城區綠色出行(xing)(xing)比例達(da)到(dao)(dao)70%,到(dao)(dao)2030年(nian)達(da)到(dao)(dao)80%。
