南充(chong)市(shi)碳(tan)達峰實施方案(an)

為深入貫(guan)徹落實黨(dang)中(zhong)央、國(guo)務院和省(sheng)委、省(sheng)政府關于碳(tan)達(da)峰、碳(tan)中(zhong)和重(zhong)大戰略(lve)決策(ce)及市委、市政府工(gong)作部署,穩(wen)妥推(tui)進(jin)碳(tan)達(da)峰、碳(tan)中(zhong)和,確保如期實現碳(tan)達(da)峰,制(zhi)定本(ben)實施(shi)方案。

一、總體(ti)要(yao)求(qiu)

(一)指導思想(xiang)。以(yi)習(xi)近(jin)平(ping)新(xin)(xin)時代中(zhong)(zhong)國特色(se)社會主(zhu)義思想(xiang)為指導,全(quan)(quan)面(mian)貫徹(che)黨的(de)(de)(de)二(er)十大(da)精神(shen)(shen),深入貫徹(che)習(xi)近(jin)平(ping)生(sheng)態(tai)文(wen)明思想(xiang)和(he)(he)習(xi)近(jin)平(ping)總(zong)書記對四川(chuan)工(gong)(gong)作(zuo)系(xi)列(lie)重要(yao)指示精神(shen)(shen),全(quan)(quan)面(mian)落實(shi)(shi)省(sheng)第十二(er)次(ci)(ci)(ci)黨代會和(he)(he)省(sheng)委十二(er)屆(jie)二(er)次(ci)(ci)(ci)、三次(ci)(ci)(ci)全(quan)(quan)會精神(shen)(shen)及市(shi)委七屆(jie)八次(ci)(ci)(ci)全(quan)(quan)會決策部署,立(li)足(zu)新(xin)(xin)發展(zhan)階段,完整、準確、全(quan)(quan)面(mian)貫徹(che)新(xin)(xin)發展(zhan)理(li)念,服(fu)務和(he)(he)融入新(xin)(xin)發展(zhan)格局,堅持系(xi)統觀念,處理(li)好發展(zhan)和(he)(he)減排、整體(ti)和(he)(he)局部、短期(qi)(qi)和(he)(he)中(zhong)(zhong)長期(qi)(qi)的(de)(de)(de)關(guan)系(xi),統籌穩增長和(he)(he)調(diao)結構(gou),把碳達峰(feng)(feng)、碳中(zhong)(zhong)和(he)(he)納入經濟(ji)社會發展(zhan)全(quan)(quan)局和(he)(he)生(sheng)態(tai)文(wen)明建設整體(ti)布(bu)局,穩妥有序做好碳達峰(feng)(feng)各項工(gong)(gong)作(zuo),加快實(shi)(shi)現(xian)生(sheng)產生(sheng)活方式(shi)綠色(se)變革,在資源高效利用和(he)(he)綠色(se)低(di)碳發展(zhan)的(de)(de)(de)基礎上加快建設體(ti)現(xian)新(xin)(xin)發展(zhan)理(li)念的(de)(de)(de)現(xian)代化區(qu)域中(zhong)(zhong)心城(cheng)市(shi),確保(bao)如(ru)期(qi)(qi)實(shi)(shi)現(xian)碳達峰(feng)(feng)目標。

(二)基本原則。

——堅持(chi)統籌規劃,協(xie)調發展(zhan)。堅持(chi)全(quan)市“一盤棋”,注重頂(ding)層設計(ji),加強全(quan)局統籌、戰略(lve)謀劃、整體推進(jin),加強政策的系統性(xing)、協(xie)同性(xing)、連續性(xing)。充分(fen)發揮資源(yuan)富(fu)集、多業疊加優勢,構(gou)建協(xie)調聯動發展(zhan)新格局。

——堅(jian)(jian)持生態(tai)優先,綠(lv)色(se)發展(zhan)。著力(li)優化能(neng)源結(jie)構(gou),堅(jian)(jian)定不移(yi)推進綠(lv)色(se)發展(zhan),堅(jian)(jian)持供給和(he)消費兩側(ce)雙向發力(li),優先發展(zhan)清潔(jie)能(neng)源,加快構(gou)建(jian)清潔(jie)低碳、安全高效的(de)能(neng)源體系,構(gou)建(jian)以(yi)新能(neng)源為主體的(de)新型電力(li)系統,持續(xu)推進碳減排(pai)。

——堅持(chi)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)驅動(dong)(dong),高效(xiao)發展。加(jia)強技(ji)術(shu)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin),持(chi)續推進機(ji)制創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)和(he)(he)(he)模式(shi)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin),大力(li)推動(dong)(dong)綠色(se)低碳(tan)(tan)新(xin)(xin)技(ji)術(shu)及各種適應性技(ji)術(shu)的研發、示范和(he)(he)(he)應用(yong),加(jia)快提升以創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)生(sheng)態(tai)鏈為牽引的低碳(tan)(tan)技(ji)術(shu)突破(po)能力(li),為實現碳(tan)(tan)達峰(feng)、碳(tan)(tan)中和(he)(he)(he)注入強大動(dong)(dong)力(li)。

——堅持(chi)穩妥有序,安全(quan)發(fa)展(zhan)。統籌發(fa)展(zhan)與安全(quan),強化責任(ren)擔(dan)當,推(tui)動能源低碳轉型(xing)(xing)平穩過渡,防(fang)止“一刀(dao)切(qie)”、“運動式”減碳,切(qie)實保障能源安全(quan)、產業鏈安全(quan)、糧食安全(quan)和群眾正常生產生活,有效(xiao)應(ying)對低碳轉型(xing)(xing)可能帶來的經濟、金融、社會風險,確保安全(quan)降碳,穩妥有序推(tui)進(jin)碳達峰行動。

二(er)、主要目標

到2025年,綠(lv)色低(di)碳循環發展的經(jing)濟體系初步形成(cheng),重點行業能(neng)源利用效率(lv)大幅提升。非化(hua)石能(neng)源消費比(bi)重達41.5%,單位地區(qu)生產總值(zhi)能(neng)耗比(bi)2020年下降14.5%,單位地區(qu)生產總值(zhi)二氧(yang)化(hua)碳排放(fang)比(bi)2020年下降19%,水電(dian)(dian)、風電(dian)(dian)、太陽能(neng)發電(dian)(dian)總裝機容量達到96萬千瓦左右,為實現碳達峰(feng)奠定(ding)堅(jian)實基礎。

到2030年,經濟社會發展(zhan)全面綠(lv)色轉型取得顯著成效(xiao),產(chan)(chan)業創新能(neng)力和質量效(xiao)益顯著提升。非化石能(neng)源消(xiao)費(fei)比重達到43.5%,單(dan)位(wei)地區生產(chan)(chan)總(zong)值(zhi)能(neng)耗持續大幅下降,單(dan)位(wei)地區生產(chan)(chan)總(zong)值(zhi)二氧(yang)化碳排放比2005年下降70%以上,水電(dian)、風電(dian)、太(tai)陽能(neng)發電(dian)總(zong)裝機容量達到103萬(wan)千瓦左(zuo)右,如期實現(xian)碳達峰目標(biao)。

三(san)、重點行(xing)動

(一)實(shi)施能源清潔低碳轉(zhuan)型行動。

1. 加快(kuai)新能源開發(fa)利用。在(zai)保護生(sheng)態(tai)環境的(de)前提下,統籌調度嘉陵(ling)江九(jiu)級航電(dian)(dian)水(shui)資源(yuan)(yuan),科(ke)學論證布局(ju)抽水(shui)蓄能電(dian)(dian)站。支持風能資源(yuan)(yuan)開(kai)發(fa)(fa)利(li)用,支持有條件(jian)的(de)地區立塔測風,建設分散式風電(dian)(dian)。加快光伏(fu)(fu)資源(yuan)(yuan)開(kai)發(fa)(fa),擴大(da)光伏(fu)(fu)在(zai)居民生(sheng)活、工業(ye)(ye)園(yuan)區、城市照明、廣告(gao)招牌等方面(mian)的(de)應用,鼓勵產(chan)業(ye)(ye)園(yuan)區、大(da)型建筑(zhu)實施光伏(fu)(fu)建筑(zhu)一體化。探索水(shui)風光一體化發(fa)(fa)展,支持水(shui)庫水(shui)面(mian)及周邊(或(huo)灘(tan)涂(tu)地)風電(dian)(dian)或(huo)光伏(fu)(fu)+產(chan)業(ye)(ye)(制造(zao)業(ye)(ye)、農業(ye)(ye)、林業(ye)(ye)、牧業(ye)(ye)、漁業(ye)(ye)、旅游業(ye)(ye)等)、生(sheng)態(tai)環境治理、鄉(xiang)村振興等“1+N”模式綜合開(kai)發(fa)(fa)利(li)用可再生(sheng)能源(yuan)(yuan),到2025年,新增風電(dian)(dian)、太(tai)陽(yang)(yang)能發(fa)(fa)電(dian)(dian)裝機(ji)(ji)容量達4萬千瓦以上。2030年,新增風電(dian)(dian)、太(tai)陽(yang)(yang)能發(fa)(fa)電(dian)(dian)裝機(ji)(ji)容量達6萬千瓦以上。

2. 高質量發展生(sheng)物質能。利(li)用農(nong)作物秸稈(gan)、畜禽(qin)糞(fen)便、廚余垃圾等(deng)有機廢棄物,發展生物天然氣(qi)。穩(wen)步(bu)提升資源循環利(li)用水(shui)平(ping),因地制宜推(tui)(tui)進(jin)生活垃圾焚燒(shao)發電,推(tui)(tui)進(jin)垃圾焚燒(shao)廠(chang)“精細化(hua)”管控和(he)“智慧化(hua)”升級。高效運行國能(neng)南(nan)部(bu)等(deng)農(nong)林(lin)生物質發電項目(mu),鼓勵大型畜禽(qin)養殖(zhi)場、垃圾填埋場、污(wu)水(shui)廢水(shui)處理廠(chang)配(pei)套建設沼(zhao)氣(qi)發電項目(mu)。推(tui)(tui)廣秸稈(gan)、林(lin)木(mu)廢料、廚余沼(zhao)氣(qi)、農(nong)村沼(zhao)氣(qi)、生物液體燃料和(he)生物質固體成型燃料等(deng)清潔高效利(li)用技術。推(tui)(tui)進(jin)營山、南(nan)部(bu)等(deng)地熱(re)資源勘(kan)探開(kai)發,因地制宜開(kai)展地熱(re)資源綜合利(li)用。探索氫能(neng)開(kai)發與(yu)利(li)用,積極(ji)爭(zheng)創(chuang)清潔能(neng)源示范市。

3. 推進能(neng)源消費結(jie)構低碳化。合理(li)控制新(xin)增耗煤(mei)項目,有序(xu)淘(tao)汰煤(mei)炭(tan)落(luo)后產(chan)能(neng)。加(jia)強煤(mei)炭(tan)清潔高效(xiao)利(li)用(yong)(yong),推(tui)進存量(liang)煤(mei)電機(ji)組節能(neng)降耗改造(zao)、供熱(re)改造(zao)、靈活性改造(zao)“三(san)改聯動”,持(chi)續推(tui)動煤(mei)電機(ji)組超(chao)低排放改造(zao)。禁燃(ran)區(qu)嚴禁使用(yong)(yong)高污染(ran)燃(ran)料(liao),削減非(fei)禁燃(ran)區(qu)中小型燃(ran)煤(mei)鍋(guo)爐、工(gong)業爐窯、民用(yong)(yong)散煤(mei)與(yu)農業用(yong)(yong)煤(mei),減少(shao)火(huo)力發(fa)電供熱(re)煤(mei)炭(tan)消耗。加(jia)快(kuai)推(tui)進“煤(mei)改氣(qi)”、“煤(mei)改電”、“煤(mei)改生(sheng)物(wu)質”等(deng)(deng)工(gong)程建設。到2025年原煤(mei)消費量(liang)不(bu)超(chao)過125萬噸,到2030年原煤(mei)消費量(liang)不(bu)超(chao)過100萬噸。控制石油(you)(you)消費增速(su)保(bao)持(chi)在(zai)合理(li)區(qu)間(jian),推(tui)動石化(hua)(hua)化(hua)(hua)工(gong)原料(liao)輕質化(hua)(hua),提升燃(ran)油(you)(you)油(you)(you)品利(li)用(yong)(yong)效(xiao)率,推(tui)進生(sheng)物(wu)柴(chai)油(you)(you)、生(sheng)物(wu)航空煤(mei)油(you)(you)等(deng)(deng)替代傳統燃(ran)油(you)(you)。有序(xu)引導(dao)(dao)天然氣(qi)消費,優(you)化(hua)(hua)用(yong)(yong)氣(qi)結(jie)構(gou),優(you)先(xian)保(bao)障民生(sheng)用(yong)(yong)氣(qi),合理(li)引導(dao)(dao)工(gong)業用(yong)(yong)氣(qi)和化(hua)(hua)工(gong)原料(liao)用(yong)(yong)氣(qi),合理(li)推(tui)進交通領域天然氣(qi)替代。持(chi)續推(tui)進生(sheng)產(chan)生(sheng)活領域電代煤(mei)、電代氣(qi)、電代油(you)(you)、電代柴(chai)的(de)電能(neng)替代工(gong)程。

4. 完(wan)善能源(yuan)基(ji)礎設(she)施建設(she)。加(jia)(jia)(jia)速電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力設(she)(she)(she)(she)施(shi)(shi)增(zeng)容(rong),加(jia)(jia)(jia)快(kuai)建(jian)立風、光、水電(dian)(dian)(dian)(dian)(dian)(dian)(dian)等(deng)新(xin)能(neng)(neng)(neng)(neng)源(yuan)和(he)可(ke)(ke)再生能(neng)(neng)(neng)(neng)源(yuan)彈性接入(ru)、儲能(neng)(neng)(neng)(neng)配(pei)額和(he)最大(da)消納機制,加(jia)(jia)(jia)快(kuai)構建(jian)適(shi)應(ying)新(xin)能(neng)(neng)(neng)(neng)源(yuan)占比逐漸提高的新(xin)型電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力系(xi)(xi)統。借力國家增(zeng)量配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)業務試點,加(jia)(jia)(jia)快(kuai)南部工(gong)(gong)業強縣示范(fan)縣建(jian)設(she)(she)(she)(she)。優(you)化(hua)城(cheng)區(qu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)整體空間布局,推(tui)進(jin)臨江(jiang)新(xin)區(qu)新(xin)型電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力系(xi)(xi)統示范(fan)區(qu)建(jian)設(she)(she)(she)(she),構建(jian)安全(quan)可(ke)(ke)靠(kao)、經濟高效、綠色低碳(tan)、智慧共享的智能(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)。開展(zhan)樞紐電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)、超高壓(ya)(ya)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)規劃(hua)建(jian)設(she)(she)(she)(she),建(jian)成(cheng)投(tou)(tou)運(yun)哈密(mi)至(zhi)重(zhong)(zhong)慶特高壓(ya)(ya)直流工(gong)(gong)程(cheng)(cheng)、南充500千(qian)伏主變擴工(gong)(gong)程(cheng)(cheng)、南充瀠華220千(qian)伏輸變電(dian)(dian)(dian)(dian)(dian)(dian)(dian)工(gong)(gong)程(cheng)(cheng)。推(tui)動全(quan)域城(cheng)鄉(xiang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力提檔升(sheng)級,建(jian)成(cheng)投(tou)(tou)運(yun)朗池220千(qian)伏輸變電(dian)(dian)(dian)(dian)(dian)(dian)(dian)工(gong)(gong)程(cheng)(cheng)、大(da)方220千(qian)伏變電(dian)(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)增(zeng)容(rong)工(gong)(gong)程(cheng)(cheng)、漢(han)塘至(zhi)果州220千(qian)伏線(xian)路工(gong)(gong)程(cheng)(cheng)和(he)漢(han)塘至(zhi)永盈220千(qian)伏線(xian)路工(gong)(gong)程(cheng)(cheng),以及(ji)漢(han)巴南、成(cheng)達萬高鐵(tie)牽引(yin)站(zhan)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)工(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)(she)(she),形成(cheng)220千(qian)伏“目”字型供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)骨(gu)干網(wang)(wang)架,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)(neng)(neng)力和(he)可(ke)(ke)靠(kao)性進(jin)一步提升(sheng)。持續(xu)推(tui)動城(cheng)鄉(xiang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)一體化(hua)發展(zhan),全(quan)面落實鄉(xiang)村振(zhen)興戰略(lve),持續(xu)加(jia)(jia)(jia)大(da)農(nong)網(wang)(wang)改造投(tou)(tou)入(ru),保(bao)障農(nong)村地區(qu)生產生活用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)。推(tui)進(jin)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力儲能(neng)(neng)(neng)(neng)設(she)(she)(she)(she)備應(ying)用(yong)(yong),在電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)側將分布式儲能(neng)(neng)(neng)(neng)納入(ru)統一規劃(hua),將投(tou)(tou)入(ru)和(he)運(yun)維成(cheng)本納入(ru)核(he)算(suan)體系(xi)(xi)。在用(yong)(yong)戶側利(li)用(yong)(yong)市場手(shou)段積極(ji)推(tui)廣(guang)分布式儲能(neng)(neng)(neng)(neng)設(she)(she)(she)(she)備。優(you)化(hua)布局油氣(qi)(qi)設(she)(she)(she)(she)施(shi)(shi),加(jia)(jia)(jia)快(kuai)江(jiang)油-南充、簡陽-南充等(deng)油氣(qi)(qi)輸送(song)管(guan)道(dao)(dao)和(he)儲運(yun)設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she),推(tui)進(jin)天然氣(qi)(qi)支線(xian)管(guan)道(dao)(dao)覆(fu)蓋(gai)沿線(xian)縣城(cheng)、主要園區(qu)、重(zhong)(zhong)點鄉(xiang)鎮(zhen)和(he)用(yong)(yong)氣(qi)(qi)大(da)戶等(deng),實施(shi)(shi)天然氣(qi)(qi)“鎮(zhen)鎮(zhen)通(tong)”。研究論證(zheng)南充天然氣(qi)(qi)調(diao)峰發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)項(xiang)目。完(wan)善充換電(dian)(dian)(dian)(dian)(dian)(dian)(dian)基(ji)礎設(she)(she)(she)(she)施(shi)(shi),推(tui)進(jin)LNG加(jia)(jia)(jia)氣(qi)(qi)站(zhan)、L-CNG加(jia)(jia)(jia)氣(qi)(qi)站(zhan)、CNG/LNG合建(jian)站(zhan)及(ji)加(jia)(jia)(jia)氫站(zhan)等(deng)設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she)。到2025年,農(nong)村電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)可(ke)(ke)靠(kao)率(lv)達98.86%,到2030年,農(nong)村電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)可(ke)(ke)靠(kao)率(lv)達99.83%。

(二(er))實施工業綠色低碳發(fa)展行(xing)動。

2. 推(tui)進化(hua)工(gong)輕紡產(chan)業(ye)綠(lv)色發展。堅持“鏈群并重(zhong)、以(yi)鏈強群”打造“化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)一紡(fang)織一印染(ran)一服(fu)裝(zhuang)”全(quan)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業鏈。建設(she)全(quan)省綠(lv)(lv)色(se)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業基地。嚴格(ge)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業準(zhun)入,加大落后產(chan)(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)淘汰力(li)度(du)。推(tui)進工(gong)(gong)藝(yi)設(she)備(bei)節能(neng)(neng)改造、設(she)施配(pei)套升級,鼓勵發展(zhan)綠(lv)(lv)電、高效(xiao)熱(re)泵、余熱(re)余壓回(hui)收(shou)等(deng)(deng)(deng)。優(you)化(hua)(hua)(hua)(hua)(hua)原(yuan)料(liao)(liao)結構,大力(li)實(shi)施低(di)碳、可再生(sheng)(sheng)原(yuan)料(liao)(liao)替代。加快(kuai)(kuai)培育一批以(yi)廠房集約(yue)化(hua)(hua)(hua)(hua)(hua)、原(yuan)料(liao)(liao)無害化(hua)(hua)(hua)(hua)(hua)、生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)潔凈化(hua)(hua)(hua)(hua)(hua)、廢物(wu)資源化(hua)(hua)(hua)(hua)(hua)、能(neng)(neng)源低(di)碳化(hua)(hua)(hua)(hua)(hua)為(wei)特點的(de)(de)綠(lv)(lv)色(se)工(gong)(gong)廠。構建以(yi)全(quan)生(sheng)(sheng)命周期資源節約(yue)、環境(jing)友(you)好為(wei)導向,涵蓋采購(gou)、生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)、營銷、使(shi)用、回(hui)收(shou)、物(wu)流等(deng)(deng)(deng)環節的(de)(de)綠(lv)(lv)色(se)供應鏈。以(yi)能(neng)(neng)投化(hua)(hua)(hua)(hua)(hua)學等(deng)(deng)(deng)企(qi)業為(wei)重(zhong)點,進一步發展(zhan)以(yi) PTA為(wei)原(yuan)料(liao)(liao)的(de)(de)高附加值功能(neng)(neng)性下游(you)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)品。提質發展(zhan)精細化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業,以(yi)禾本科技(ji)等(deng)(deng)(deng)為(wei)重(zhong)點,發展(zhan)綠(lv)(lv)色(se)原(yuan)料(liao)(liao)藥(yao)、綠(lv)(lv)色(se)植保藥(yao)等(deng)(deng)(deng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業。搶占化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)新(xin)(xin)材料(liao)(liao)新(xin)(xin)賽道,延伸永(yong)盈(ying)新(xin)(xin)材料(liao)(liao)BDO、已(yi)二胺(an)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業鏈。加快(kuai)(kuai)化(hua)(hua)(hua)(hua)(hua)纖紡(fang)織產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業園建設(she),推(tui)動絲紡(fang)服(fu)裝(zhuang)與商(shang)貿、旅游(you)、文創、會展(zhan)等(deng)(deng)(deng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)業深(shen)度(du)融(rong)合。推(tui)廣印染(ran)生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)低(di)溫前處理、蒸汽熱(re)能(neng)(neng)分級利用、高效(xiao)節能(neng)(neng)定型機、熱(re)風烘燥機等(deng)(deng)(deng)節能(neng)(neng)技(ji)術和裝(zhuang)備(bei),以(yi)標(biao)準(zhun)化(hua)(hua)(hua)(hua)(hua)智(zhi)能(neng)(neng)化(hua)(hua)(hua)(hua)(hua)品牌化(hua)(hua)(hua)(hua)(hua)助(zhu)推(tui)低(di)碳生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)。到2025年,化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)行業主要產(chan)(chan)(chan)(chan)(chan)(chan)(chan)品產(chan)(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)利用率(lv)力(li)爭提升至80%以(yi)上(shang)。
