動(dong)力電(dian)池回收(shou)成為“十(shi)四五”11個(ge)重(zhong)點工程之(zhi)一
2022年1月(yue)18日(ri),鋰(li)電(dian)(dian)編碼標(biao)(biao)準(zhun)(zhun)(zhun)和鋰(li)電(dian)(dian)溯(su)源體系(xi)研(yan)討(tao)會(hui)在京(jing)召開,工業和信息(xi)化部電(dian)(dian)子(zi)信息(xi)司楊旭東副(fu)司長(chang)出席會(hui)議(yi)并講話,中國(guo)電(dian)(dian)子(zi)技術(shu)標(biao)(biao)準(zhun)(zhun)(zhun)化研(yan)究院及寧德時代(dai)、榮盛盟固利、比亞迪等企事(shi)業單(dan)位代(dai)表(biao)參加會(hui)議(yi)。參會(hui)代(dai)表(biao)圍(wei)繞鋰(li)電(dian)(dian)編碼溯(su)源體系(xi)建設(she)(she)有(you)關問題(ti)開展(zhan)了研(yan)討(tao)。參會(hui)代(dai)表(biao)表(biao)示,依(yi)托(tuo)行業通用編碼標(biao)(biao)準(zhun)(zhun)(zhun),建立(li)完善(shan)鋰(li)電(dian)(dian)全(quan)(quan)生命周期溯(su)源管理(li)體系(xi),是(shi)增強鋰(li)電(dian)(dian)產(chan)品(pin)安全(quan)(quan)保障的(de)重(zhong)要手段(duan),也是(shi)實現鋰(li)電(dian)(dian)產(chan)業健康發(fa)展(zhan)的(de)現實需求。參會(hui)代(dai)表(biao)還結合行業發(fa)展(zhan)現狀及趨勢,對建設(she)(she)方案提出了建設(she)(she)性意見。
下一步,電子信息司將加快(kuai)貫徹落(luo)實《鋰(li)離子電池(chi)行(xing)業規(gui)范(fan)條件》(2021年本),修訂發布《鋰(li)離子電池(chi)行(xing)業綜(zong)合(he)標(biao)準化技(ji)術體系(xi)》,指導有(you)關(guan)單位加快(kuai)制定鋰(li)電編碼標(biao)準,研(yan)究建立(li)鋰(li)電溯源體系(xi)及有(you)關(guan)公共服(fu)務平(ping)臺,統籌推動(dong)鋰(li)離子電池(chi)產業高質(zhi)量發展。
一(yi)、動(dong)力電池回收成(cheng)為“十四五”循環經(jing)濟重點(dian)工程(cheng)
電(dian)(dian)池回(hui)(hui)收是(shi)新(xin)(xin)(xin)能源(yuan)(yuan)汽車(che)(che)產業的重要一(yi)(yi)環(huan)(huan),更(geng)是(shi)循環(huan)(huan)經濟大版圖的重要一(yi)(yi)塊(kuai)。在發(fa)改委等多部門印(yin)發(fa)的“十四五”循環(huan)(huan)經濟發(fa)展規(gui)劃中(zhong),動(dong)(dong)(dong)力電(dian)(dian)池回(hui)(hui)收行動(dong)(dong)(dong)是(shi)11個重點(dian)工程之一(yi)(yi)。規(gui)劃提出(chu),要加(jia)強新(xin)(xin)(xin)能源(yuan)(yuan)汽車(che)(che)動(dong)(dong)(dong)力電(dian)(dian)池溯(su)源(yuan)(yuan)管理平臺建設,完善(shan)(shan)新(xin)(xin)(xin)能源(yuan)(yuan)汽車(che)(che)動(dong)(dong)(dong)力電(dian)(dian)池回(hui)(hui)收利(li)用(yong)溯(su)源(yuan)(yuan)管理體系。該規(gui)劃強調規(gui)范梯次(ci)利(li)用(yong)模(mo)式(shi)(shi)以及上(shang)下游加(jia)強合作(zuo),兼顧安(an)全(quan)性(xing)和商業化可行性(xing)。推(tui)動(dong)(dong)(dong)新(xin)(xin)(xin)能源(yuan)(yuan)汽車(che)(che)生(sheng)(sheng)產企業和廢舊(jiu)動(dong)(dong)(dong)力電(dian)(dian)池梯次(ci)利(li)用(yong)企業通過自建、共建、授權等方(fang)式(shi)(shi),建設規(gui)范化回(hui)(hui)收服務網點(dian)。推(tui)進動(dong)(dong)(dong)力電(dian)(dian)池規(gui)范化梯次(ci)利(li)用(yong),提高(gao)余能檢(jian)測、殘(can)值評(ping)估、重組利(li)用(yong)、安(an)全(quan)管理等技(ji)術(shu)(shu)水(shui)平。加(jia)強廢舊(jiu)動(dong)(dong)(dong)力電(dian)(dian)池再(zai)生(sheng)(sheng)利(li)用(yong)與梯次(ci)利(li)用(yong)成套(tao)化先進技(ji)術(shu)(shu)裝備推(tui)廣應用(yong)。完善(shan)(shan)動(dong)(dong)(dong)力電(dian)(dian)池回(hui)(hui)收利(li)用(yong)標準體系。培育廢舊(jiu)動(dong)(dong)(dong)力電(dian)(dian)池綜合利(li)用(yong)骨干企業,促進廢舊(jiu)動(dong)(dong)(dong)力電(dian)(dian)池循環(huan)(huan)利(li)用(yong)產業發(fa)展。
二、動力電(dian)池回收(shou)是全(quan)產業(ye)鏈的的系統工程
近十(shi)年來(lai),隨著我(wo)國(guo)新能(neng)源(yuan)(yuan)汽(qi)車產業(ye)(ye)的迅速發展,動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)用(yong)量也“水漲船高”。但是(shi),動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)退役后,若未經科學處理,不僅(jin)是(shi)對(dui)資(zi)源(yuan)(yuan)的浪費,更會對(dui)生態(tai)環境(jing)造成不可逆的嚴重污染。曾有(you)專(zhuan)家(jia)預計,2020年我(wo)國(guo)退役動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)累計約(yue)為20萬噸,至2025年將達78萬噸,屆時動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)管理回(hui)收(shou)工(gong)作將面臨巨大的壓力(li)(li)(li)(li)(li)。動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)回(hui)收(shou)利用(yong)是(shi)一項(xiang)系(xi)統工(gong)程,需要社會各界的廣泛參與和(he)積極支持,我(wo)國(guo)正在(zai)加快建立動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)回(hui)收(shou)利用(yong)體(ti)系(xi),并已經形成了初具規模的新能(neng)源(yuan)(yuan)汽(qi)車動(dong)力(li)(li)(li)(li)(li)蓄(xu)電(dian)池(chi)(chi)回(hui)收(shou)再利用(yong)產業(ye)(ye)。
三、“一(yi)物一(yi)碼”溯源技(ji)術助(zhu)力動力電池規范化梯次利(li)用
為貫徹落實并推進動力(li)蓄電(dian)池(chi)回收(shou)(shou)利(li)(li)用(yong)(yong),工業和信(xin)(xin)息(xi)化(hua)部早在2018年就制定(ding)了《新能源(yuan)汽車動力(li)蓄電(dian)池(chi)回收(shou)(shou)利(li)(li)用(yong)(yong)溯源(yuan)管理(li)暫(zan)行規定(ding)》,于(yu)2018年8月1日起正式施行。規定(ding)要求,建立(li)動力(li)蓄電(dian)池(chi)回收(shou)(shou)利(li)(li)用(yong)(yong)溯源(yuan)綜(zong)合管理(li)平(ping)臺,對(dui)動力(li)蓄電(dian)池(chi)生(sheng)產(chan)、銷售、使(shi)用(yong)(yong)、報廢(fei)、回收(shou)(shou)、利(li)(li)用(yong)(yong)等(deng)全過程進行信(xin)(xin)息(xi)采集,對(dui)各環(huan)節(jie)主體(ti)履行回收(shou)(shou)利(li)(li)用(yong)(yong)責任情況實施監測。
雖然(ran)目前已經有很多企業開始進行電(dian)(dian)(dian)池(chi)(chi)回收(shou)工作,但目前動(dong)(dong)力(li)(li)電(dian)(dian)(dian)池(chi)(chi)回收(shou)利(li)(li)(li)用(yong)(yong)技術(shu)和行業規范還不太成熟。為完善(shan)新能(neng)(neng)源汽車動(dong)(dong)力(li)(li)電(dian)(dian)(dian)池(chi)(chi)回收(shou)利(li)(li)(li)用(yong)(yong)溯(su)源管(guan)理體系(xi),需要打造(zao)新能(neng)(neng)源汽車動(dong)(dong)力(li)(li)蓄電(dian)(dian)(dian)池(chi)(chi)溯(su)源管(guan)理平臺,利(li)(li)(li)用(yong)(yong)一物一碼和物聯網技術(shu)對動(dong)(dong)力(li)(li)蓄電(dian)(dian)(dian)池(chi)(chi)生(sheng)產、銷售、使用(yong)(yong)、報廢(fei)、回收(shou)、利(li)(li)(li)用(yong)(yong)等(deng)全過(guo)(guo)程進行信(xin)息采集,對各環節主(zhu)體履行回收(shou)利(li)(li)(li)用(yong)(yong)責任情況實(shi)施監測。新能(neng)(neng)源汽車生(sheng)產企業和廢(fei)舊動(dong)(dong)力(li)(li)電(dian)(dian)(dian)池(chi)(chi)梯次(ci)利(li)(li)(li)用(yong)(yong)企業通過(guo)(guo)自建、共建、授權(quan)等(deng)方式(shi),建設規范化回收(shou)服務網點;推進動(dong)(dong)力(li)(li)電(dian)(dian)(dian)池(chi)(chi)規范化梯次(ci)利(li)(li)(li)用(yong)(yong),提高余能(neng)(neng)檢(jian)測、殘值(zhi)評估、重組(zu)利(li)(li)(li)用(yong)(yong)、安(an)全管(guan)理等(deng)技術(shu)水平。
