14.應急(ji)(ji)救(jiu)(jiu)援(yuan)(yuan)裝備增強工程。推(tui)進河南國家區域性公路(lu)應急(ji)(ji)救(jiu)(jiu)援(yuan)(yuan)中心裝備更新,推(tui)動各地公路(lu)防汛、除雪保通(tong)等(deng)大(da)型專(zhuan)業應急(ji)(ji)搶(qiang)險設(she)(she)備和無人機、單(dan)兵通(tong)訊等(deng)高精(jing)尖設(she)(she)備更新,增強應急(ji)(ji)救(jiu)(jiu)援(yuan)(yuan)裝備配備,加強物資儲備,進一(yi)步提升搶(qiang)險應急(ji)(ji)、災害處置機械(xie)化保障水平(ping)和綜合(he)交(jiao)(jiao)通(tong)應急(ji)(ji)保障能力。到2027年,力爭新增和更新普(pu)通(tong)公路(lu)應急(ji)(ji)搶(qiang)險設(she)(she)備660臺(tai)(tai)(套),高速(su)公路(lu)應急(ji)(ji)搶(qiang)險設(she)(she)備57臺(tai)(tai)(套),港航專(zhuan)業應急(ji)(ji)救(jiu)(jiu)助船舶22艘,裝備500臺(tai)(tai)(套)。(省交(jiao)(jiao)通(tong)運輸(shu)廳、應急(ji)(ji)管理廳等(deng)按職責分(fen)工負責)
15.汽(qi)車(che)客(ke)(ke)運(yun)站(zhan)安(an)全(quan)設(she)備(bei)更新工程。推進全(quan)省(sheng)等級汽(qi)車(che)客(ke)(ke)運(yun)站(zhan)既有老舊安(an)檢門、行包安(an)檢儀(yi)(yi)、車(che)輛(liang)安(an)檢臺(tai)(儀(yi)(yi))等安(an)全(quan)檢查(cha)(cha)設(she)備(bei)更新,引(yin)導高(gao)清攝(she)像設(she)施、消(xiao)防設(she)施等設(she)施設(she)備(bei)更新,支持三(san)級及以(yi)上(shang)客(ke)(ke)運(yun)站(zhan)配備(bei)實(shi)(shi)名制查(cha)(cha)驗設(she)備(bei)。到2027年,實(shi)(shi)現全(quan)省(sheng)三(san)級及以(yi)上(shang)客(ke)(ke)運(yun)站(zhan)行包物(wu)品安(an)全(quan)檢查(cha)(cha)設(she)備(bei)更新、二級及以(yi)上(shang)客(ke)(ke)運(yun)站(zhan)實(shi)(shi)名制查(cha)(cha)驗設(she)備(bei)全(quan)覆蓋。(省(sheng)交通(tong)運(yun)輸(shu)廳負(fu)責)

18.物流(liu)設(she)(she)施升(sheng)級(ji)改(gai)造工程。鼓勵國(guo)家(jia)綜(zong)合貨運樞紐補鏈(lian)強鏈(lian)城市、國(guo)家(jia)物流(liu)樞紐、國(guo)家(jia)骨干(gan)冷(leng)鏈(lian)物流(liu)基地、國(guo)家(jia)級(ji)示范物流(liu)園區,以及區域(yu)重點綜(zong)合貨運樞紐設(she)(she)施設(she)(she)備(bei)(bei)提質升(sheng)級(ji),探索應用(yong)(yong)人工智能、數字孿生(sheng)等(deng)技術。支持高(gao)標(biao)準倉庫與應用(yong)(yong)自動分(fen)揀(jian)系統、堆垛(duo)機、電動叉(cha)車等(deng)設(she)(she)備(bei)(bei)的智慧立體(ti)倉儲設(she)(she)施升(sheng)級(ji)改(gai)造。積極推廣應用(yong)(yong)集(ji)裝箱、集(ji)裝器、標(biao)準化托盤、周轉箱等(deng)物流(liu)裝載器具。支持冷(leng)藏(zang)車等(deng)運輸設(she)(she)備(bei)(bei)、制冷(leng)系統等(deng)冷(leng)鏈(lian)設(she)(she)施設(she)(she)備(bei)(bei)智能化綠(lv)色化升(sheng)級(ji)改(gai)造。(省發(fa)展改(gai)革(ge)委(wei)、交通運輸廳(ting)、科技廳(ting)、工業和信(xin)息(xi)化廳(ting)、商務廳(ting)等(deng)按職責分(fen)工負責)

19.標(biao)(biao)準(zhun)引領(ling)能(neng)力提(ti)升工程。嚴格執行節(jie)能(neng)降碳、環保(bao)、安全等(deng)國家(jia)標(biao)(biao)準(zhun),引導企業對標(biao)(biao)先進標(biao)(biao)準(zhun)實(shi)施設備更新和技(ji)術改造,進一(yi)步提(ti)升交通運(yun)(yun)輸設備智慧、綠色、安全水平。加強(qiang)交通運(yun)(yun)輸綠色低碳基礎(chu)性、關鍵共性技(ji)術研究,促(cu)進技(ji)術研發(fa)與標(biao)(biao)準(zhun)研制應(ying)用(yong)協同發(fa)展,推動先進成熟(shu)技(ji)術及時轉化為(wei)標(biao)(biao)準(zhun)。提(ti)升標(biao)(biao)準(zhun)在建設養(yang)護(hu)、運(yun)(yun)輸服(fu)務、智慧交通、綠色發(fa)展、應(ying)急管理和風(feng)險管控等(deng)重點領(ling)域的有效供給(gei)。加快(kuai)《空(kong)陸聯(lian)運(yun)(yun)廂式運(yun)(yun)輸半掛車(che)》《近零碳高速公路(lu)服(fu)務區建設指南》等(deng)標(biao)(biao)準(zhun)工作進度,盡快(kuai)發(fa)布實(shi)施。(省(sheng)市場監管局、交通運(yun)(yun)輸廳、科技(ji)廳等(deng)按職責(ze)分工負責(ze))

20.智(zhi)(zhi)慧(hui)(hui)交(jiao)通(tong)(tong)(tong)(tong)設(she)施(shi)(shi)建設(she)工程(cheng)(cheng)。實(shi)施(shi)(shi)智(zhi)(zhi)慧(hui)(hui)高(gao)速(su)建設(she)三年行(xing)動(dong)(dong),以京港澳高(gao)速(su)、連霍高(gao)速(su)、鄭州(zhou)機場高(gao)速(su),國道107、國道310等骨干(gan)通(tong)(tong)(tong)(tong)道為重點,打(da)造(zao)一批智(zhi)(zhi)慧(hui)(hui)公(gong)路,創建交(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸基礎(chu)設(she)施(shi)(shi)數字(zi)化(hua)轉型升(sheng)級示范通(tong)(tong)(tong)(tong)道。推動(dong)(dong)碼(ma)頭(tou)載(zai)運(yun)(yun)設(she)備(bei)電動(dong)(dong)化(hua)、作業智(zhi)(zhi)慧(hui)(hui)化(hua),高(gao)水(shui)平打(da)造(zao)周口(kou)港小(xiao)集作業區自動(dong)(dong)化(hua)集裝(zhuang)箱碼(ma)頭(tou)。加快(kuai)倉儲、運(yun)(yun)輸、中轉、配(pei)送等環節新能源設(she)施(shi)(shi)設(she)備(bei)體(ti)系(xi)建設(she),努(nu)力打(da)造(zao)跨(kua)市域綠色智(zhi)(zhi)慧(hui)(hui)運(yun)(yun)輸通(tong)(tong)(tong)(tong)道。到2027年,力爭智(zhi)(zhi)慧(hui)(hui)公(gong)路運(yun)(yun)營里(li)程(cheng)(cheng)超過(guo)2000公(gong)里(li),智(zhi)(zhi)慧(hui)(hui)航道運(yun)(yun)營里(li)程(cheng)(cheng)超過(guo)300公(gong)里(li)。(省交(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸廳、發展改革委(wei)、科(ke)技廳、郵政管理局等按職責分工負(fu)責)
21.交通(tong)運(yun)輸(shu)數字轉型(xing)工(gong)程(cheng)。推(tui)動全(quan)省高速公(gong)路視(shi)頻(pin)監控優(you)化(hua)提升(sheng),按相關規(gui)定對既(ji)有(you)線路加(jia)密視(shi)頻(pin)點位,推(tui)動老舊視(shi)頻(pin)監測(ce)(ce)設施升(sheng)級換代,開展(zhan)收費(fei)廣場(chang)、服務區等(deng)(deng)區域(yu)監測(ce)(ce)視(shi)頻(pin)優(you)化(hua)整改,新建、擴建高速公(gong)路按照不大(da)于(yu)每2公(gong)里(li)1對的標(biao)準建設高清視(shi)頻(pin)監測(ce)(ce)設施。推(tui)動普通(tong)干線公(gong)路重(zhong)要(yao)路段、重(zhong)要(yao)節點視(shi)頻(pin)監控全(quan)覆(fu)蓋。推(tui)進無人駕駛設備和智能作業裝(zhuang)備應(ying)(ying)用。加(jia)強(qiang)安檢(jian)信(xin)息化(hua)建設,推(tui)動大(da)數據、云計算、人工(gong)智能等(deng)(deng)現代信(xin)息技術在安檢(jian)領域(yu)的應(ying)(ying)用。(省交通(tong)運(yun)輸(shu)廳、應(ying)(ying)急管(guan)(guan)理廳、科技廳、發展(zhan)改革委、郵政管(guan)(guan)理局等(deng)(deng)按職責(ze)分工(gong)負責(ze))
三、保障措施
(一)加(jia)強組織領導(dao)。省交通(tong)運輸(shu)、發(fa)展(zhan)改革、郵政等部門牽頭,會同相關(guan)部門單(dan)位建立工(gong)作(zuo)協調機制,研究(jiu)解決設備更新工(gong)作(zuo)中遇到的(de)(de)困難和問題(ti),加(jia)強風險防范(fan),推(tui)動建立與考核結果掛鉤的(de)(de)激勵機制。各地(di)要(yao)結合本地(di)實(shi)際(ji)細(xi)化(hua)工(gong)作(zuo)舉措、任務目標(biao),完善配(pei)套措施(shi),層層壓實(shi)責(ze)任。
(二)強(qiang)化(hua)(hua)要素保障。各(ge)(ge)地(di)(di)要建立(li)政(zheng)策(ce)對(dui)(dui)接、供需(xu)對(dui)(dui)接、項目對(dui)(dui)接、銀(yin)企合(he)作等工作機制,積極(ji)爭(zheng)取超(chao)長期特別國(guo)債及其他中央資金支持(chi)。堅持(chi)省市(shi)聯動,用足用好(hao)國(guo)、省推動大(da)規(gui)模(mo)設(she)備更(geng)新(xin)財(cai)政(zheng)政(zheng)策(ce),研(yan)究制定高速公(gong)路差異化(hua)(hua)收費、“運通貸(dai)”專項貸(dai)款(kuan)、交通運輸(shu)領域設(she)備更(geng)新(xin)補貼申領程(cheng)序(xu)等政(zheng)策(ce)措施(shi),建立(li)資金分(fen)配與工作績效、更(geng)新(xin)規(gui)模(mo)等掛鉤的(de)動態調整機制。各(ge)(ge)地(di)(di)要落實好(hao)國(guo)家相(xiang)關稅費優(you)(you)(you)惠政(zheng)策(ce)、新(xin)能(neng)源(yuan)車(che)輛路權(quan)優(you)(you)(you)先、新(xin)能(neng)源(yuan)船舶靠離(li)泊優(you)(you)(you)先、行(xing)業(ye)準(zhun)入等激勵措施(shi)。加大(da)金融支持(chi)力度,用好(hao)科技創新(xin)和(he)技術改造再(zai)貸(dai)款(kuan)政(zheng)策(ce)工具作用,引導金融機構加強(qiang)對(dui)(dui)交通運輸(shu)技術改造和(he)設(she)備更(geng)新(xin)的(de)支持(chi)。鼓勵聯合(he)開展(zhan)交通運輸(shu)設(she)備集中采(cai)購,支持(chi)裝備制造、銷售企業(ye)探索(suo)多元化(hua)(hua)商(shang)業(ye)模(mo)式(shi),降(jiang)低設(she)備采(cai)購成本。
(三)加強宣傳(chuan)引導。充分運(yun)用(yong)廣播、電視、互聯網、微(wei)博、微(wei)信公(gong)眾號等各(ge)(ge)類宣傳(chuan)媒體,加大(da)交通(tong)運(yun)輸領域(yu)設備(bei)(bei)更新政策解讀(du),營(ying)造(zao)良好氛圍。積極總(zong)結各(ge)(ge)地推進交通(tong)運(yun)輸領域(yu)設備(bei)(bei)更新的經驗做法和典(dian)型案例,通(tong)過專題報道、培訓會、觀摩會等推廣應用(yong)。
(四)強(qiang)化督促指導。對交(jiao)通運輸(shu)領(ling)域設(she)備更(geng)新(xin)工(gong)作實(shi)施清單管(guan)理,加強(qiang)跟蹤(zong)督辦,定期調度(du)(du)各(ge)項(xiang)任(ren)務(wu)進度(du)(du)和成效。將交(jiao)通領(ling)域設(she)備更(geng)新(xin)工(gong)作納入行業碳(tan)排放評價(jia)體(ti)系、綠色低碳(tan)發展評估(gu)體(ti)系,確(que)保各(ge)項(xiang)任(ren)務(wu)保質(zhi)保量完成。各(ge)地(di)每(mei)季度(du)(du)末報送交(jiao)通運輸(shu)領(ling)域設(she)備更(geng)新(xin)情(qing)況。
