根(gen)據《浙(zhe)江(jiang)省人民政府辦(ban)公廳(ting)關于(yu)開(kai)展全省重(zhong)點行業污染(ran)整治(zhi)提(ti)升(sheng)(sheng)工(gong)(gong)作(zuo)的通知》(浙(zhe)政辦(ban)發(fa)〔2023〕48號(hao))、省生(sheng)態(tai)環境廳(ting)等五部門《關于(yu)印發(fa)<浙(zhe)江(jiang)省重(zhong)點行業污染(ran)整治(zhi)提(ti)升(sheng)(sheng)“揭榜掛(gua)帥、全程亮曬、績效比拼”工(gong)(gong)作(zuo)方(fang)案(an)(an)>的通知》(浙(zhe)環發(fa)〔2023〕39號(hao))文件要求,市生(sheng)態(tai)環境局會同市商務(wu)局制定了《杭(hang)州市再生(sheng)資源回收行業污染(ran)整治(zhi)提(ti)升(sheng)(sheng)實(shi)(shi)(shi)施方(fang)案(an)(an)》,現印發(fa)給(gei)你們,請(qing)結合工(gong)(gong)作(zuo)實(shi)(shi)(shi)際認真貫(guan)徹落實(shi)(shi)(shi)。

本實(shi)施(shi)方案自(zi)2024年7月24日起施(shi)行。

杭州市再生資源回收(shou)行業污染(ran)整(zheng)治(zhi)提升(sheng)實施方(fang)案

根據《浙江省(sheng)人民政府(fu)辦公(gong)廳(ting)關于開(kai)展全(quan)省(sheng)重(zhong)(zhong)點(dian)行(xing)業污(wu)染(ran)整(zheng)治提(ti)升(sheng)工作的(de)通知(zhi)》(浙政辦發〔2023〕48號(hao))、浙江省(sheng)生態(tai)環境(jing)廳(ting)等五部門《關于印發〈浙江省(sheng)重(zhong)(zhong)點(dian)行(xing)業污(wu)染(ran)整(zheng)治提(ti)升(sheng)“揭榜掛帥、全(quan)程亮曬(shai)、績效比拼”工作方案〉的(de)通知(zhi)》(浙環發〔2023〕39號(hao))要求,為系(xi)統治理全(quan)市(shi)再生資源(yuan)回收行(xing)業環境(jing)污(wu)染(ran)問(wen)題,推動(dong)再生資源(yuan)回收行(xing)業高質(zhi)量(liang)發展,制定(ding)本方案。

一、指導(dao)思想

以習近平(ping)生態文(wen)明思(si)想為指導,全面貫徹(che)黨的二十大、二十屆二中(zhong)全會(hui)精神(shen)以及全國生態環境(jing)保護大會(hui)精神(shen),圍繞(rao)美麗杭州建(jian)設總體部署(shu),充分發(fa)揮杭州創(chuang)新、生態、數字經濟等優勢,以全域“無(wu)廢城市”創(chuang)建(jian)為抓手,提標(biao)升(sheng)級再生資源(yuan)回收體系,健全回收企業長效管(guan)理(li)機(ji)制,提升(sheng)再生資源(yuan)回收規范化、專業化能力(li),全面提升(sheng)全行(xing)業污染防治和(he)環境(jing)管(guan)理(li)水平(ping)。

二、整治目(mu)標

到2024年底,全(quan)(quan)(quan)(quan)市基(ji)本(ben)(ben)形成較為完善的(de)再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)收(shou)體系,資(zi)(zi)源循環(huan)(huan)利(li)用水(shui)平(ping)進一步(bu)(bu)提升。基(ji)本(ben)(ben)建成再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)收(shou)網絡體系,生(sheng)(sheng)活垃圾(ji)分(fen)類實現市區(qu)全(quan)(quan)(quan)(quan)覆蓋(gai)(gai),標準化(hua)分(fen)揀(jian)(jian)中心實現各區(qu)、縣(xian)(市)全(quan)(quan)(quan)(quan)覆蓋(gai)(gai),城(cheng)鄉生(sheng)(sheng)活垃圾(ji)回(hui)(hui)收(shou)利(li)用率達(da)到65%。建成綠色分(fen)揀(jian)(jian)中心5家以(yi)上,分(fen)揀(jian)(jian)利(li)用專業(ye)化(hua)、精細(xi)化(hua)、規(gui)范化(hua)水(shui)平(ping)明顯提升。全(quan)(quan)(quan)(quan)鏈條、可(ke)追溯“互(hu)聯網+”回(hui)(hui)收(shou)利(li)用模(mo)式廣泛(fan)運(yun)用。再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)收(shou)企業(ye)污染(ran)防治和環(huan)(huan)境管(guan)理(li)水(shui)平(ping)進一步(bu)(bu)提升,行業(ye)長效監管(guan)機(ji)制更加健(jian)全(quan)(quan)(quan)(quan)完善。

三、主要任務

(一)加(jia)快(kuai)完善再生資源回收體系建設(she)。

認真貫徹落實(shi)《杭(hang)州市(shi)(shi)(shi)廢舊物資(zi)利用(yong)(yong)體系(xi)建設(she)實(shi)施(shi)方案(2022-2025年)》(杭(hang)政函〔2022〕56號),加快推進轄區(qu)再(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)體系(xi)建設(she)提標升級(ji)。完(wan)善(shan)再(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)網(wang)點(dian)(dian),鞏固現(xian)有(you)再(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)利用(yong)(yong)網(wang)絡,進一(yi)步(bu)對(dui)現(xian)有(you)標準回(hui)(hui)(hui)(hui)(hui)收(shou)網(wang)點(dian)(dian)改(gai)(gai)造升級(ji)。以區(qu)、縣(xian)(市(shi)(shi)(shi))為(wei)單(dan)位,保障分(fen)揀(jian)中(zhong)心規劃(hua)用(yong)(yong)地(di)(di),選址建設(she)符合(he)(he)環(huan)保要(yao)求。在(zai)垃圾分(fen)類前端,引導和支持回(hui)(hui)(hui)(hui)(hui)收(shou)企(qi)業與(yu)環(huan)衛企(qi)業合(he)(he)作開展“兩網(wang)融合(he)(he)”經營,推廣先(xian)(xian)進回(hui)(hui)(hui)(hui)(hui)收(shou)模(mo)式;新建居民小(xiao)區(qu)要(yao)將生活(huo)垃圾收(shou)集與(yu)再(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)設(she)施(shi)同(tong)(tong)(tong)步(bu)設(she)計(ji)、同(tong)(tong)(tong)步(bu)建設(she),場(chang)地(di)(di)需求與(yu)小(xiao)區(qu)規模(mo)相(xiang)匹配(pei);支持較大(da)小(xiao)區(qu)在(zai)設(she)立(li)(li)固定(ding)場(chang)地(di)(di)回(hui)(hui)(hui)(hui)(hui)收(shou)站點(dian)(dian)的同(tong)(tong)(tong)時(shi),配(pei)套設(she)立(li)(li)智能回(hui)(hui)(hui)(hui)(hui)收(shou)設(she)施(shi),方便居民交、投、售(shou);鼓勵(li)引導回(hui)(hui)(hui)(hui)(hui)收(shou)龍頭骨干企(qi)業到較大(da)行(xing)政村(cun)設(she)立(li)(li)回(hui)(hui)(hui)(hui)(hui)收(shou)站點(dian)(dian)。各(ge)區(qu)、縣(xian)(市(shi)(shi)(shi))形成以覆蓋城鄉回(hui)(hui)(hui)(hui)(hui)收(shou)網(wang)點(dian)(dian)為(wei)基礎,分(fen)揀(jian)中(zhong)心為(wei)支撐,骨干企(qi)業為(wei)龍頭的布局(ju)合(he)(he)理、技(ji)術先(xian)(xian)進、管(guan)理規范的再(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)利用(yong)(yong)網(wang)絡體系(xi)。[市(shi)(shi)(shi)商務局(ju)、市(shi)(shi)(shi)發改(gai)(gai)委、市(shi)(shi)(shi)農業農村(cun)局(ju)、市(shi)(shi)(shi)綜合(he)(he)行(xing)政執(zhi)法局(ju)、市(shi)(shi)(shi)規劃(hua)和自然資(zi)源(yuan)(yuan)局(ju)、市(shi)(shi)(shi)生態環(huan)境局(ju)按(an)職責(ze)分(fen)工負責(ze),各(ge)區(qu)、縣(xian)(市(shi)(shi)(shi))政府負責(ze)落實(shi)(下同(tong)(tong)(tong),不(bu)再(zai)列出)]

(二(er))提升(sheng)分揀利用專業化(hua)規(gui)范化(hua)水平(ping)。

提標再(zai)(zai)生(sheng)(sheng)資(zi)源(yuan)分(fen)(fen)揀中(zhong)(zhong)心建設。各區、縣(xian)(市(shi)(shi))要按(an)照商務部《再(zai)(zai)生(sheng)(sheng)資(zi)源(yuan)綠色分(fen)(fen)揀中(zhong)(zhong)心建設管理(li)規(gui)范(fan)》要求,持續推進綠色分(fen)(fen)揀中(zhong)(zhong)心建設,逐步實現生(sheng)(sheng)活垃圾、工業固(gu)廢(fei)中(zhong)(zhong)可回(hui)收(shou)的再(zai)(zai)生(sheng)(sheng)資(zi)源(yuan)量與分(fen)(fen)揀場地(di)相匹配,逐步達到有(you)固(gu)定(ding)廠房和(he)分(fen)(fen)揀設施(shi)設備,地(di)面(mian)硬化(hua)、環境美化(hua)、綠色環保、管理(li)規(gui)范(fan)的要求。支持各區、縣(xian)(市(shi)(shi))根據再(zai)(zai)生(sheng)(sheng)資(zi)源(yuan)品類,打造(zao)區域性再(zai)(zai)生(sheng)(sheng)資(zi)源(yuan)回(hui)收(shou)綜合(he)體(ti),并因地(di)制宜(yi)建設廢(fei)舊電(dian)子產(chan)品、廢(fei)舊紡織(zhi)品、廢(fei)棄大件(jian)家(jia)具等(deng)專業型分(fen)(fen)揀中(zhong)(zhong)心。利用衛星遙感(gan)等(deng)先進手段,結合(he)露(lu)天分(fen)(fen)揀情(qing)況網(wang)格式摸排(pai),開展露(lu)天分(fen)(fen)揀中(zhong)(zhong)心集中(zhong)(zhong)整治,按(an)照環保、用地(di)等(deng)要求,就(jiu)地(di)改(gai)造(zao)或搬遷(qian)。(市(shi)(shi)商務局(ju)(ju)、市(shi)(shi)發改(gai)委、市(shi)(shi)綜合(he)行政執法局(ju)(ju)、市(shi)(shi)規(gui)劃和(he)自(zi)然資(zi)源(yuan)局(ju)(ju)、市(shi)(shi)公(gong)安局(ju)(ju)、市(shi)(shi)生(sheng)(sheng)態環境局(ju)(ju)按(an)職(zhi)責分(fen)(fen)工負責)

促進先(xian)進技術(shu)(shu)裝備研發應(ying)用(yong)。落(luo)實首臺(套)產(chan)(chan)品應(ying)用(yong)激勵(li)政策(ce),加(jia)快推動(dong)現有再生資源分(fen)揀中(zhong)心、加(jia)工(gong)企(qi)業(ye)提(ti)(ti)質改造,全(quan)面(mian)提(ti)(ti)升自動(dong)化(hua)(hua)、信息化(hua)(hua)和(he)智慧化(hua)(hua)水平。加(jia)強技術(shu)(shu)裝備研發,鼓(gu)勵(li)在精(jing)細分(fen)揀、有價金屬清潔(jie)提(ti)(ti)取、再制(zhi)造等領域(yu)突破一批共性(xing)關鍵技術(shu)(shu)和(he)大(da)型(xing)成(cheng)套裝備。鼓(gu)勵(li)企(qi)業(ye)、高校等聯合搭建(jian)覆蓋廢舊物資循環(huan)利(li)用(yong)全(quan)過程的創新(xin)(xin)體系,加(jia)大(da)資源化(hua)(hua)利(li)用(yong)、再制(zhi)造產(chan)(chan)業(ye)等領域(yu)新(xin)(xin)技術(shu)(shu)、新(xin)(xin)裝備、新(xin)(xin)模式應(ying)用(yong)推廣力度。(市(shi)(shi)經(jing)信局(ju)(ju)、市(shi)(shi)科技局(ju)(ju)、市(shi)(shi)商務局(ju)(ju)、市(shi)(shi)發改委按職責(ze)分(fen)工(gong)負(fu)責(ze))

培(pei)育壯(zhuang)大(da)再生(sheng)(sheng)資(zi)源(yuan)市(shi)(shi)場(chang)主體。以連鎖經(jing)營、授(shou)權經(jing)營等方式(shi),培(pei)育一(yi)批規模化、集(ji)約化、智能化、品(pin)牌化的(de)(de)線上和(he)線下融合(he)(he)的(de)(de)再生(sheng)(sheng)資(zi)源(yuan)回收企業。培(pei)育一(yi)批資(zi)源(yuan)循環利(li)(li)用技術裝備和(he)產品(pin)制造(zao)企業,建(jian)立覆蓋資(zi)源(yuan)綜(zong)合(he)(he)利(li)(li)用處理全產業鏈的(de)(de)市(shi)(shi)場(chang)主體。推動傳(chuan)統廢品(pin)回收站整(zheng)治提(ti)標(biao),對(dui)于(yu)符合(he)(he)標(biao)準的(de)(de),引導其成立合(he)(he)資(zi)公司(si),入(ru)駐分(fen)揀中心(xin)。鼓勵(li)推進整(zheng)編閑散回收人員,引導其入(ru)駐再生(sheng)(sheng)資(zi)源(yuan)回收網點,提(ti)供標(biao)準化回收服務。(市(shi)(shi)商務局(ju)(ju)、市(shi)(shi)經(jing)信(xin)局(ju)(ju)、市(shi)(shi)綜(zong)合(he)(he)行政執法(fa)局(ju)(ju)、市(shi)(shi)發改(gai)委(wei)、市(shi)(shi)生(sheng)(sheng)態環境局(ju)(ju)按職責(ze)分(fen)工負責(ze))

(三)深化再(zai)生資源(yuan)回收(shou)企業污(wu)染防治。

提高廢(fei)氣污染(ran)防治(zhi)水平。物料(liao)堆場、分(fen)揀加工車間內配套建設廢(fei)氣收集(ji)處(chu)理設施,加強廠(chang)區(qu)及易產(chan)生粉(fen)塵(chen)環節防塵(chen)、降塵(chen)、集(ji)塵(chen);木材、廢(fei)塑(su)料(liao)等破碎和分(fen)選設備需全部密閉(bi),并抽氣至高效除塵(chen)設施處(chu)理后有組織排放;確保粉(fen)塵(chen)、惡臭等污染(ran)物達標排放。(市(shi)生態(tai)環境局、市(shi)商務(wu)局按職責分(fen)工負責)

配套(tao)建設廢水(shui)(shui)收(shou)集(ji)(ji)(ji)處理(li)設施(shi)。完善(shan)廠區(qu)內(nei)(nei)雨(yu)污(wu)分(fen)流(liu)、清(qing)污(wu)分(fen)流(liu)設施(shi),加(jia)強(qiang)日常管理(li),杜絕“跑、冒(mao)、滴(di)、漏”。做好廠區(qu)地(di)面硬化及防滲(shen)防腐措(cuo)施(shi),廠房內(nei)(nei)設置堆(dui)場(chang)抑塵噴淋廢水(shui)(shui)、清(qing)洗廢水(shui)(shui)截流(liu)設施(shi)。企(qi)業收(shou)集(ji)(ji)(ji)的(de)洗車廢水(shui)(shui)、堆(dui)場(chang)抑塵噴淋廢水(shui)(shui)、清(qing)洗廢水(shui)(shui)及露(lu)天分(fen)揀初期雨(yu)水(shui)(shui)等廢水(shui)(shui)應配套(tao)沉淀池儲水(shui)(shui)并(bing)循(xun)環利用(yong),或通過收(shou)集(ji)(ji)(ji)管道(dao)(井)等收(shou)集(ji)(ji)(ji)并(bing)預處理(li)達標(biao)后排放。對排入城鎮污(wu)水(shui)(shui)設施(shi)的(de),要達標(biao)并(bing)持(chi)證(zheng)排放。(市生(sheng)態環境局(ju)、市商務局(ju)、市綜合行(xing)政執法(fa)局(ju)按職責(ze)分(fen)工(gong)負責(ze))

強化固(gu)體廢(fei)(fei)物(wu)(wu)規(gui)范管理。再生資源(yuan)回收(shou)企業不(bu)得違規(gui)回收(shou)轉運危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu),混(hun)入(ru)再生資源(yuan)的危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)嚴(yan)格按(an)(an)照(zhao)GB18597—2023和HJ1276-2022規(gui)定儲存(cun)、處置,完善危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)管理臺賬,嚴(yan)格執行(xing)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)申報登記、轉移聯單等管理制度。一般工(gong)業固(gu)體廢(fei)(fei)物(wu)(wu)回收(shou)企業應通過省固(gu)體廢(fei)(fei)物(wu)(wu)治理系統運行(xing)電子轉移聯單。嚴(yan)禁露天堆放焚(fen)燒(shao)等行(xing)為(wei),防范對大氣(qi)、土壤、地表水和地下水造成(cheng)污染。(市(shi)生態環境局、市(shi)商務局、市(shi)綜合行(xing)政執法(fa)局按(an)(an)職責分工(gong)負責)

健(jian)全環(huan)(huan)境管(guan)理制度。督促再(zai)生資(zi)源回收企業(ye)(ye)落實企業(ye)(ye)污(wu)染防治主體責(ze)(ze)任(ren),建立健(jian)全內部(bu)環(huan)(huan)保(bao)管(guan)理制度,明確專人負責(ze)(ze),確保(bao)回收、分揀、利用全過程的環(huan)(huan)境保(bao)護(hu)工作落實到位。定期開展環(huan)(huan)境保(bao)護(hu)巡檢和(he)環(huan)(huan)境監測,并(bing)做好臺賬。全面提升企業(ye)(ye)節能降耗、環(huan)(huan)境管(guan)理、風險防范水平。(市(shi)生態環(huan)(huan)境局、市(shi)商務局、市(shi)經信(xin)局、市(shi)綜合行政(zheng)執法局按職責(ze)(ze)分工負責(ze)(ze))

(四(si))強化再生資源回收行業數字賦能。

推進“互(hu)(hu)聯(lian)網+”回(hui)(hui)收(shou)(shou)(shou)利用模式。鼓(gu)勵重點企業自(zi)主開(kai)發(fa)基于互(hu)(hu)聯(lian)網模式的(de)再(zai)生(sheng)資(zi)(zi)源回(hui)(hui)收(shou)(shou)(shou)系(xi)統(tong),探索(suo)回(hui)(hui)收(shou)(shou)(shou)、置換(huan)等多(duo)種再(zai)生(sheng)資(zi)(zi)源回(hui)(hui)收(shou)(shou)(shou)模式,構建全鏈(lian)條業務信(xin)息平臺和回(hui)(hui)收(shou)(shou)(shou)追溯系(xi)統(tong),加強全市(shi)(shi)(shi)(shi)數據資(zi)(zi)源系(xi)統(tong)銜接(jie),整體打造上(shang)接(jie)回(hui)(hui)收(shou)(shou)(shou)網絡、中接(jie)倉(cang)儲物(wu)流、下接(jie)利用產業的(de)再(zai)生(sheng)資(zi)(zi)源數據鏈(lian),大(da)力推廣先進模式及經驗。探索(suo)建立(li)居民“綠(lv)色賬戶”“碳賬戶”以(yi)及積分兌(dui)換(huan)獎勵機(ji)制,推動(dong)生(sheng)活垃圾減量、節(jie)能減碳。(市(shi)(shi)(shi)(shi)商(shang)務局(ju)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場監管局(ju)、市(shi)(shi)(shi)(shi)綜(zong)合行(xing)政(zheng)執法局(ju)、市(shi)(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)(shi)生(sheng)態環境局(ju)按職責(ze)分工負責(ze))

依(yi)托市(shi)生(sheng)態環(huan)境局、供(gong)銷合作社或市(shi)行業協會,充分運用(yong)云計算、區塊鏈(lian)、決策(ce)分析(xi)優化等先進技術(shu),建立涵(han)蓋(gai)區域重點(dian)回(hui)(hui)收企業運輸(shu)流(liu)(liu)、票據流(liu)(liu)、資(zi)金流(liu)(liu)和(he)信息(xi)流(liu)(liu)的信息(xi)管(guan)(guan)(guan)理平臺,打造再生(sheng)資(zi)源“回(hui)(hui)收—中轉—運輸(shu)—銷售利(li)用(yong)”的全(quan)流(liu)(liu)程、數(shu)字(zi)化監(jian)管(guan)(guan)(guan)模式。迭代升(sheng)級(ji)“環(huan)保e企管(guan)(guan)(guan)”和(he)“生(sheng)態智衛(wei)·督察在(zai)線(xian)”應用(yong)場景(jing),建設重點(dian)行業污染整(zheng)治(zhi)(zhi)提(ti)升(sheng)功能(neng)模塊,從“行業整(zheng)治(zhi)(zhi)現狀、環(huan)境治(zhi)(zhi)理評估、問題整(zheng)改態勢(shi)、長效跟蹤(zong)監(jian)管(guan)(guan)(guan)”四大維度,全(quan)要素(su)一圖管(guan)(guan)(guan)治(zhi)(zhi)、全(quan)鏈(lian)條(tiao)閉環(huan)管(guan)(guan)(guan)控、全(quan)方(fang)位(wei)跟蹤(zong)幫(bang)扶、全(quan)覆蓋(gai)評估考(kao)核。(市(shi)商(shang)務局、市(shi)生(sheng)態環(huan)境局按(an)職(zhi)責(ze)(ze)分工(gong)負責(ze)(ze))

(五)健全再生資源回收行(xing)業監(jian)管機制。

定(ding)期對(dui)《杭(hang)州市(shi)(shi)(shi)(shi)再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)管(guan)理(li)辦法(fa)(fa)》《杭(hang)州市(shi)(shi)(shi)(shi)再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)指導目錄》等(deng)法(fa)(fa)規(gui)標(biao)準(zhun)執(zhi)行(xing)(xing)(xing)情況開展評估,及時修訂完(wan)善。各區(qu)、縣(市(shi)(shi)(shi)(shi))要建(jian)立健(jian)全再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)體系長效管(guan)理(li)機(ji)制,落(luo)實轄區(qu)主(zhu)(zhu)管(guan)部(bu)門(men)、鎮(zhen)街(jie)、社區(qu)對(dui)分(fen)揀(jian)中心(xin)和(he)回(hui)(hui)(hui)收(shou)網(wang)點(dian)的(de)監(jian)管(guan)責(ze)任,形成齊抓共管(guan)合力,督促回(hui)(hui)(hui)收(shou)企業規(gui)范(fan)經營,增強社會責(ze)任和(he)環(huan)保(bao)意識。強化市(shi)(shi)(shi)(shi)場秩(zhi)序監(jian)管(guan),嚴厲打擊再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)違法(fa)(fa)違規(gui)行(xing)(xing)(xing)為,依法(fa)(fa)查處(chu)違法(fa)(fa)排污(wu)行(xing)(xing)(xing)為。完(wan)善信(xin)用(yong)監(jian)管(guan)機(ji)制,建(jian)立再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)企業、加工企業等(deng)市(shi)(shi)(shi)(shi)場主(zhu)(zhu)體信(xin)用(yong)檔案。加強行(xing)(xing)(xing)業整治,已補(bu)貼資(zi)(zi)金的(de)分(fen)揀(jian)中心(xin)和(he)回(hui)(hui)(hui)收(shou)網(wang)點(dian)要積極提標(biao)改造,確(que)保(bao)經營環(huan)境、衛(wei)生(sheng)(sheng)等(deng)與環(huan)境保(bao)護(hu)要求相匹配。凡經政府部(bu)門(men)認定(ding)的(de)再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)體系建(jian)設目標(biao)任務(wu)確(que)定(ding)的(de)分(fen)揀(jian)中心(xin)和(he)回(hui)(hui)(hui)收(shou)網(wang)點(dian),不得挪(nuo)作他用(yong)或撤(che)除(chu),確(que)因城市(shi)(shi)(shi)(shi)建(jian)設發展需(xu)要等(deng)因素影(ying)響,按(an)“拆(chai)一建(jian)一”原則落(luo)實補(bu)建(jian)。持(chi)續(xu)落(luo)實省、市(shi)(shi)(shi)(shi)再(zai)(zai)(zai)生(sheng)(sheng)資(zi)(zi)源(yuan)(yuan)回(hui)(hui)(hui)收(shou)工作的(de)信(xin)息收(shou)集制度要求。(市(shi)(shi)(shi)(shi)商(shang)務(wu)局(ju)、市(shi)(shi)(shi)(shi)生(sheng)(sheng)態環(huan)境局(ju)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場監(jian)管(guan)局(ju)、市(shi)(shi)(shi)(shi)公安局(ju)、市(shi)(shi)(shi)(shi)綜合行(xing)(xing)(xing)政執(zhi)法(fa)(fa)局(ju)、市(shi)(shi)(shi)(shi)發改委(wei)按(an)職責(ze)分(fen)工負(fu)責(ze))
