(十(shi)四)培育(yu)行業(ye)(ye)骨干企(qi)業(ye)(ye)。持(chi)續(xu)開展(zhan)全(quan)省(sheng)(sheng)再(zai)生(sheng)資(zi)源回收骨(gu)(gu)干(gan)企(qi)(qi)業(ye)(ye)(ye)培育工作(zuo)(zuo)。培育一批加(jia)工利(li)用骨(gu)(gu)干(gan)企(qi)(qi)業(ye)(ye)(ye),依(yi)托“鏈主”,牽(qian)引“鏈核”“鏈上(shang)”企(qi)(qi)業(ye)(ye)(ye)協(xie)同發展(zhan),壯大(da)廢棄資(zi)源綜合(he)利(li)用產業(ye)(ye)(ye)鏈。支持(chi)企(qi)(qi)業(ye)(ye)(ye)牽(qian)頭聯合(he)高校(xiao)、科(ke)研院所對綠色低碳技(ji)術(shu)進行聯合(he)攻關,參與國家(jia)、省(sheng)(sheng)相(xiang)關重(zhong)點科(ke)技(ji)項目(mu)。引導、支持(chi)相(xiang)關省(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)在廢棄物循環利(li)用工作(zuo)(zuo)中發揮骨(gu)(gu)干(gan)和表(biao)率作(zuo)(zuo)用。(省(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)工信廳(ting)、省(sheng)(sheng)國資(zi)委、省(sheng)(sheng)科(ke)技(ji)廳(ting)、省(sheng)(sheng)供銷社(she)按照(zhao)職(zhi)責分(fen)工負責)
(十五)引導行(xing)業規范發展。鼓勵回收(shou)骨干企業(ye)通(tong)過連鎖經營、特許經營(加盟)等方式,暢(chang)通(tong)回收(shou)利(li)用(yong)渠道,形成規(gui)范有序的回收(shou)利(li)用(yong)產業(ye)鏈條。推動廢(fei)棄電器電子產品、廢(fei)鋼鐵(tie)、廢(fei)舊輪(lun)胎、廢(fei)塑料、廢(fei)紙等再(zai)生資源綜合利(li)用(yong)行業(ye)規(gui)范管(guan)理。強化(hua)工業(ye)固廢(fei)全流(liu)程環(huan)境(jing)(jing)管(guan)理,建(jian)設(she)工業(ye)固體廢(fei)物(wu)產生及利(li)用(yong)處置數據庫,強化(hua)大宗工業(ye)固廢(fei)申報登記(ji)管(guan)理,建(jian)立監管(guan)企業(ye)清單。依法(fa)打(da)擊(ji)再(zai)生資源回收(shou)、二(er)手商品交易(yi)等廢(fei)棄物(wu)循環(huan)利(li)用(yong)過程中的違法(fa)違規(gui)行為(wei)。(省工信廳(ting)(ting)、省生態(tai)環(huan)境(jing)(jing)廳(ting)(ting)、省商務廳(ting)(ting)、省市(shi)場監管(guan)局、省公安(an)廳(ting)(ting)按照職責(ze)分工負責(ze))
六、完善政(zheng)策機(ji)制(zhi)
(十六)完善財政(zheng)支持(chi)政(zheng)策。積極爭取(qu)中(zhong)央預算內投資(zi)支(zhi)持我(wo)省(sheng)(sheng)(sheng)廢(fei)棄(qi)物回收和加(jia)工(gong)利(li)用(yong)(yong)項目建(jian)(jian)設(she)。充(chong)分(fen)利(li)用(yong)(yong)現有資(zi)金渠道(dao),支(zhi)持再生資(zi)源(yuan)綠(lv)色分(fen)揀(jian)中(zhong)心等回收體系建(jian)(jian)設(she)。發(fa)揮省(sheng)(sheng)(sheng)級技術改造資(zi)金作用(yong)(yong),加(jia)強對廢(fei)棄(qi)物循(xun)環利(li)用(yong)(yong)重點(dian)項目建(jian)(jian)設(she)的支(zhi)持。加(jia)大(da)省(sheng)(sheng)(sheng)級資(zi)金統籌力(li)度,支(zhi)持廢(fei)棄(qi)資(zi)源(yuan)循(xun)環利(li)用(yong)(yong)產業。有序推(tui)進生活垃圾分(fen)類(lei)計(ji)價、計(ji)量收費。(省(sheng)(sheng)(sheng)發(fa)展改革委(wei)、省(sheng)(sheng)(sheng)商務廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)工(gong)信廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)財政廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)住建(jian)(jian)廳(ting)(ting)(ting)按照職責(ze)分(fen)工(gong)負責(ze))
(十七)落實稅收(shou)優(you)惠政策(ce)。落(luo)實(shi)(shi)好資源綜合(he)利用增(zeng)值(zhi)稅(shui)、企業(ye)所(suo)(suo)得稅(shui)、環境保護稅(shui)等稅(shui)收(shou)優惠(hui)政策。落(luo)實(shi)(shi)國家推廣資源回(hui)收(shou)企業(ye)向自(zi)然人報廢產品出售者“反向開票”做法(fa),細化(hua)實(shi)(shi)施舉措(cuo)。配合(he)再生資源回(hui)收(shou)企業(ye)增(zeng)值(zhi)稅(shui)簡易征收(shou)政策,不斷落(luo)實(shi)(shi)落(luo)細所(suo)(suo)得稅(shui)征管措(cuo)施。(省(sheng)稅(shui)務局負(fu)責)
(十八)創(chuang)新金融支持(chi)方式。建立再(zai)生資源加工利(li)用骨干企業(ye)(ye)(ye)、重點(dian)項目動態統計和產融(rong)(rong)(rong)對接機制。鼓(gu)勵金(jin)融(rong)(rong)(rong)機構創新(xin)綠(lv)色金(jin)融(rong)(rong)(rong)產品和服(fu)務,按照市(shi)場化(hua)法治化(hua)原則加大對工業(ye)(ye)(ye)固體廢棄(qi)(qi)物(wu)綜(zong)合(he)(he)利(li)用、農(nong)業(ye)(ye)(ye)廢棄(qi)(qi)物(wu)資源化(hua)利(li)用等重點(dian)領域廢棄(qi)(qi)物(wu)循環利(li)用企業(ye)(ye)(ye)和項目的金(jin)融(rong)(rong)(rong)支持(chi)力度。支持(chi)符(fu)合(he)(he)條件(jian)的資源回收(shou)利(li)用企業(ye)(ye)(ye)發行(xing)綠(lv)色債券、上市(shi)融(rong)(rong)(rong)資和再(zai)融(rong)(rong)(rong)資,并依法依規披露相關(guan)信息。(省地方金(jin)融(rong)(rong)(rong)管理局(ju)(ju)、人行(xing)山(shan)西(xi)(xi)省分行(xing)、國家金(jin)融(rong)(rong)(rong)監督管理總局(ju)(ju)山(shan)西(xi)(xi)監管局(ju)(ju)、山(shan)西(xi)(xi)證監局(ju)(ju)按照職責(ze)分工負責(ze))
(十九(jiu))強化要(yao)素保障措施。引導各(ge)市(shi)將交(jiao)投點、中(zhong)(zhong)轉站、分揀中(zhong)(zhong)心等(deng)生(sheng)活垃圾分類(lei)收(shou)(shou)(shou)集、中(zhong)(zhong)轉貯存等(deng)設(she)施(shi)納(na)入公(gong)共基礎設(she)施(shi)用(yong)(yong)地(di)(di)(di)范圍,保(bao)障合理用(yong)(yong)地(di)(di)(di)需求。對加工利(li)(li)用(yong)(yong)產業、二手交(jiao)易市(shi)場等(deng)項(xiang)目(mu),各(ge)市(shi)在(zai)(zai)年度用(yong)(yong)地(di)(di)(di)計(ji)劃指標上給予傾斜支持。因地(di)(di)(di)制宜規劃布局(ju)農(nong)村(cun)(cun)廢(fei)棄物(wu)回(hui)(hui)收(shou)(shou)(shou)利(li)(li)用(yong)(yong)設(she)施(shi)。將廢(fei)舊物(wu)資(zi)回(hui)(hui)收(shou)(shou)(shou)車輛(liang)納(na)入城(cheng)市(shi)運行(xing)保(bao)障車輛(liang)范疇,按照(zhao)(zhao)各(ge)地(di)(di)(di)城(cheng)市(shi)限(xian)行(xing)政策通(tong)行(xing),對確需在(zai)(zai)禁限(xian)行(xing)時段路段通(tong)行(xing)的車輛(liang),通(tong)過(guo)核(he)發(fa)通(tong)行(xing)證等(deng)方(fang)式予以(yi)保(bao)障。對可(ke)實現減污降碳協同增效的新建(jian)、改建(jian)、擴(kuo)建(jian)再生(sheng)資(zi)源(yuan)利(li)(li)用(yong)(yong)項(xiang)目(mu),簡化(hua)能(neng)(neng)評、環評等(deng)前期審批(pi)手續(xu),開辟(pi)審批(pi)“綠(lv)色”通(tong)道。(省(sheng)(sheng)(sheng)自然資(zi)源(yuan)廳(ting)(ting)、省(sheng)(sheng)(sheng)住建(jian)廳(ting)(ting)、省(sheng)(sheng)(sheng)農(nong)業農(nong)村(cun)(cun)廳(ting)(ting)、省(sheng)(sheng)(sheng)公(gong)安(an)廳(ting)(ting)、省(sheng)(sheng)(sheng)商(shang)務(wu)(wu)廳(ting)(ting)、省(sheng)(sheng)(sheng)審批(pi)服務(wu)(wu)管理局(ju)、省(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)局(ju)、省(sheng)(sheng)(sheng)生(sheng)態環境廳(ting)(ting)按照(zhao)(zhao)職(zhi)責(ze)分工負責(ze))
(二十(shi))增強科技支撐能力。聚焦(jiao)大(da)宗固廢(fei)綜合(he)利(li)(li)用(yong)(yong)(yong)、再生資(zi)源高效利(li)(li)用(yong)(yong)(yong)、廢(fei)舊裝備再制造(zao)等領域(yu),實(shi)施一批廢(fei)棄(qi)物(wu)(wu)循環利(li)(li)用(yong)(yong)(yong)領域(yu)關鍵核心技(ji)術(shu)攻關項目(mu)。鼓(gu)勵企(qi)(qi)業(ye)、高校和科研院所組建(jian)創(chuang)新聯(lian)合(he)體,開展產學研深度合(he)作(zuo)。積(ji)極組織企(qi)(qi)業(ye)申(shen)報《國(guo)家工業(ye)資(zi)源綜合(he)利(li)(li)用(yong)(yong)(yong)先(xian)進適用(yong)(yong)(yong)工藝技(ji)術(shu)設備目(mu)錄(lu)》,鼓(gu)勵各市組織廢(fei)棄(qi)物(wu)(wu)循環利(li)(li)用(yong)(yong)(yong)技(ji)術(shu)推廣對接、交流(liu)培訓。(省(sheng)科技(ji)廳(ting)、省(sheng)教育廳(ting)、省(sheng)工信廳(ting)按(an)照職責分(fen)工負責)
(二十一)推(tui)廣應用再生(sheng)材料。推(tui)進(jin)再(zai)生材(cai)料(liao)推(tui)廣(guang)應用(yong)、廢棄物循環利用(yong)等(deng)領域省(sheng)(sheng)級地方(fang)標(biao)準的制定工(gong)作。落(luo)實(shi)國家再(zai)生材(cai)料(liao)認證制度,推(tui)動再(zai)生材(cai)料(liao)推(tui)廣(guang)應用(yong)。加大(da)政(zheng)府綠色采(cai)購(gou)力度,積(ji)極(ji)采(cai)購(gou)再(zai)生資源產(chan)品。鼓勵企(qi)業(ye)將再(zai)生材(cai)料(liao)應用(yong)情況(kuang)納(na)入企(qi)業(ye)履(lv)行(xing)社會責(ze)(ze)任范圍。支持有條件的企(qi)業(ye)有序參與或牽頭制定產(chan)品碳足跡國家規則和標(biao)準。(省(sheng)(sheng)市場(chang)監管(guan)局、省(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)工(gong)信廳(ting)、省(sheng)(sheng)住建廳(ting)、省(sheng)(sheng)商(shang)務廳(ting)、省(sheng)(sheng)財(cai)政(zheng)廳(ting)按照(zhao)職責(ze)(ze)分工(gong)負責(ze)(ze))
七、加強(qiang)組織實施(shi)
各(ge)市各(ge)部(bu)門要(yao)(yao)深刻認識構建(jian)廢(fei)(fei)棄物循環利(li)用體系(xi)的重(zhong)要(yao)(yao)意(yi)義,完善工(gong)作(zuo)機(ji)制,明確(que)任(ren)務分工(gong),抓好(hao)貫徹落(luo)實,確(que)保各(ge)項(xiang)政策舉措、重(zhong)點任(ren)務落(luo)地見效(xiao)。省發展(zhan)改(gai)革委(wei)要(yao)(yao)加(jia)強(qiang)統籌協(xie)調(diao)(diao),會同有關部(bu)門加(jia)快(kuai)構建(jian)我省廢(fei)(fei)棄物循環利(li)用體系(xi),及(ji)時協(xie)調(diao)(diao)解決工(gong)作(zuo)中出現(xian)的問題。各(ge)市各(ge)部(bu)門要(yao)(yao)結合(he)大(da)規模設備(bei)更新(xin)和消費品以舊換(huan)新(xin)工(gong)作(zuo),圍繞廢(fei)(fei)棄物循環利(li)用重(zhong)點領域(yu),做(zuo)好(hao)項(xiang)目謀(mou)劃(hua)儲備(bei)和推進建(jian)設工(gong)作(zuo)。加(jia)大(da)宣(xuan)傳引導力度,及(ji)時總結推廣先(xian)進經(jing)驗和典型做(zuo)法,營(ying)造良好(hao)社會氛(fen)圍。重(zhong)大(da)事項(xiang)及(ji)時按程序請示(shi)報告。
