四川省眉山市:建立健全資源循環利用體系 推動報廢汽車和廢舊家電等回收拆解、再制造

1.推(tui)進(jin)空間治理(li)低碳轉型。推(tui)進(jin)城(cheng)市空間治理(li)更加(jia)注重全(quan)域統籌、差(cha)異管控、精細集約,在發(fa)展(zhan)綠色循(xun)環產業的基礎(chu)上鞏固成都都市圈(quan)高質量發(fa)展(zhan)新興城(cheng)市格局,健全(quan)國土開發(fa)強度差(cha)異化(hua)管控機制。堅持(chi)產業為(wei)基、生(sheng)態(tai)打底、聚人(ren)為(wei)要,著力構(gou)建(jian)(jian)(jian)(jian)“一(yi)核兩副雙帶三廊”的綠色發(fa)展(zhan)布局,構(gou)建(jian)(jian)(jian)(jian)生(sheng)態(tai)優美(mei)、生(sheng)活優質、生(sheng)產優化(hua)的“大美(mei)眉山(shan)”。突出“一(yi)核引(yin)領”,推(tui)動(dong)“東彭(peng)融合、擁(yong)江發(fa)展(zhan)、組團布局、強核提能”。強化(hua)“兩副支(zhi)撐”,推(tui)動(dong)視高區(qu)域打造現代產業新高地、創新發(fa)展(zhan)新引(yin)擎、公園城(cheng)市新典(dian)范,支(zhi)持(chi)仁壽縣(xian)規劃(hua)建(jian)(jian)(jian)(jian)設“天(tian)府南(nan)門金三角”。推(tui)動(dong)“雙帶串聯(lian)”,重點支(zhi)持(chi)洪雅縣(xian)建(jian)(jian)(jian)(jian)設“兩山(shan)”轉化(hua)示范縣(xian)、綠色發(fa)展(zhan)先行區(qu)。加(jia)速“三廊共進(jin)”,推(tui)動(dong)中、東、西三條(tiao)產業走廊融入成都都市圈(quan)經濟主動(dong)脈(mo)。

2.推(tui)(tui)廣城(cheng)鄉(xiang)綠(lv)色(se)建(jian)(jian)管(guan)(guan)模式。推(tui)(tui)動建(jian)(jian)立以綠(lv)色(se)低(di)碳為導向的城(cheng)鄉(xiang)規劃建(jian)(jian)設管(guan)(guan)理機制,堅持疏密有度(du)(du)、錯(cuo)落(luo)有致、合(he)理布局,控制城(cheng)鄉(xiang)建(jian)(jian)設密度(du)(du)和強度(du)(du),實(shi)施工(gong)程建(jian)(jian)設全過(guo)程綠(lv)色(se)建(jian)(jian)造,推(tui)(tui)廣綠(lv)色(se)化(hua)、工(gong)業(ye)化(hua)、信息化(hua)、集約(yue)化(hua)、產業(ye)化(hua)建(jian)(jian)造方式,強化(hua)綠(lv)色(se)設計和綠(lv)色(se)施工(gong)管(guan)(guan)理。加大綠(lv)色(se)建(jian)(jian)材推(tui)(tui)廣應用力度(du)(du),推(tui)(tui)動建(jian)(jian)筑(zhu)材料循(xun)環利用。提高建(jian)(jian)筑(zhu)垃圾資(zi)源(yuan)化(hua)利用率。加強建(jian)(jian)筑(zhu)拆除管(guan)(guan)理,杜絕大拆大建(jian)(jian)。加快推(tui)(tui)進新型建(jian)(jian)筑(zhu)工(gong)業(ye)化(hua),大力發(fa)展裝(zhuang)配(pei)式建(jian)(jian)筑(zhu),推(tui)(tui)廣鋼結構住宅(zhai)。到2025年,全市新開(kai)工(gong)裝(zhuang)配(pei)式建(jian)(jian)筑(zhu)占新建(jian)(jian)建(jian)(jian)筑(zhu)比(bi)例達到40%。

3.加快(kuai)提升建(jian)(jian)筑(zhu)能(neng)(neng)(neng)效水平(ping)。推(tui)(tui)(tui)(tui)(tui)動綠(lv)(lv)色建(jian)(jian)筑(zhu)高(gao)標準(zhun)發展(zhan),政(zheng)府投資(zi)或者(zhe)以政(zheng)府投資(zi)為(wei)主的建(jian)(jian)筑(zhu)至少達(da)(da)到一星級綠(lv)(lv)色建(jian)(jian)筑(zhu)標準(zhun),全(quan)市城鎮新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)達(da)(da)到綠(lv)(lv)色建(jian)(jian)筑(zhu)標準(zhun)。推(tui)(tui)(tui)(tui)(tui)動新(xin)建(jian)(jian)民用建(jian)(jian)筑(zhu)節能(neng)(neng)(neng)設計(ji)執行更高(gao)標準(zhun),推(tui)(tui)(tui)(tui)(tui)動超低能(neng)(neng)(neng)耗(hao)建(jian)(jian)筑(zhu)、低碳(tan)建(jian)(jian)筑(zhu)發展(zhan)。結合城市更新(xin)和老(lao)舊(jiu)小區(qu)改造,積極推(tui)(tui)(tui)(tui)(tui)進既有居住建(jian)(jian)筑(zhu)節能(neng)(neng)(neng)改造,推(tui)(tui)(tui)(tui)(tui)廣合同能(neng)(neng)(neng)源(yuan)管理模式(shi)。加強公(gong)共建(jian)(jian)筑(zhu)能(neng)(neng)(neng)耗(hao)監測和統計(ji)分(fen)析(xi),逐步實施能(neng)(neng)(neng)耗(hao)限額管理。推(tui)(tui)(tui)(tui)(tui)行建(jian)(jian)筑(zhu)能(neng)(neng)(neng)效測評標識(shi),開(kai)展(zhan)建(jian)(jian)筑(zhu)領域低碳(tan)發展(zhan)績(ji)效評估。推(tui)(tui)(tui)(tui)(tui)廣近零(ling)能(neng)(neng)(neng)耗(hao)建(jian)(jian)筑(zhu)標識(shi)。優化(hua)建(jian)(jian)筑(zhu)用能(neng)(neng)(neng)結構,深化(hua)可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)建(jian)(jian)筑(zhu)應(ying)用,提高(gao)建(jian)(jian)筑(zhu)終端電氣化(hua)水平(ping)。支持開(kai)展(zhan)屋頂分(fen)布式(shi)光伏開(kai)發建(jian)(jian)設,實施一批光伏建(jian)(jian)筑(zhu)一體(ti)化(hua)項(xiang)目。到2025年,全(quan)市城鎮建(jian)(jian)筑(zhu)可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)替代率(lv)達(da)(da)到8%。

4.推進(jin)(jin)農(nong)(nong)(nong)村(cun)(cun)建設(she)和用能(neng)(neng)(neng)低碳(tan)轉型。推進(jin)(jin)綠色(se)農(nong)(nong)(nong)房建設(she),加快農(nong)(nong)(nong)房節能(neng)(neng)(neng)改造。推廣節能(neng)(neng)(neng)環保灶具、電(dian)動車輛(liang)、節能(neng)(neng)(neng)環保農(nong)(nong)(nong)機,發(fa)展(zhan)節能(neng)(neng)(neng)低碳(tan)農(nong)(nong)(nong)業大(da)棚。改進(jin)(jin)農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)用能(neng)(neng)(neng)方式,因地制宜推進(jin)(jin)生物質能(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)等可再生能(neng)(neng)(neng)源在農(nong)(nong)(nong)業生產和農(nong)(nong)(nong)村(cun)(cun)生活中(zhong)的應用。加強農(nong)(nong)(nong)村(cun)(cun)電(dian)網(wang)建設(she),完善配電(dian)網(wang)及(ji)電(dian)力接入設(she)施(shi),提(ti)升農(nong)(nong)(nong)村(cun)(cun)用能(neng)(neng)(neng)電(dian)氣(qi)化(hua)水平(ping)。

(五(wu))交通體系綠色轉型行動。

聚(ju)焦交通(tong)(tong)運輸領(ling)域的重點(dian)碳排放源,減(jian)碳與(yu)便民(min)同向(xiang)而行,聚(ju)焦市(shi)民(min)出行和(he)貨物運輸兩個結構(gou)調整(zheng),圍(wei)繞交通(tong)(tong)基礎設(she)施(shi)、交通(tong)(tong)運輸工具(ju)、交通(tong)(tong)運輸體(ti)(ti)系低(di)碳化、智能化,加(jia)快建(jian)設(she)低(di)碳化、高效化、立(li)體(ti)(ti)化多層(ceng)次的綠(lv)色交通(tong)(tong)運輸體(ti)(ti)系。

1.推(tui)動(dong)綠色交(jiao)(jiao)(jiao)通基(ji)礎設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)。將(jiang)綠色低(di)碳理念貫穿交(jiao)(jiao)(jiao)通基(ji)礎設(she)(she)(she)(she)施(shi)(shi)(shi)規(gui)劃、建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)、運(yun)營和(he)維護(hu)全(quan)過程,加強交(jiao)(jiao)(jiao)通資源規(gui)劃統(tong)籌(chou),降低(di)全(quan)生命周期(qi)能耗和(he)碳排放(fang)。構(gou)建(jian)(jian)(jian)(jian)(jian)“公(gong)(gong)交(jiao)(jiao)(jiao)+慢(man)行(xing)”格局(ju)(ju),深化(hua)綠道等慢(man)行(xing)系(xi)統(tong)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)。推(tui)動(dong)加快城鄉(xiang)公(gong)(gong)共充(chong)(chong)(chong)(換)電(dian)(dian)(dian)網絡(luo)布局(ju)(ju),積極(ji)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)城際充(chong)(chong)(chong)(換)電(dian)(dian)(dian)網絡(luo),加快完善公(gong)(gong)交(jiao)(jiao)(jiao)、物(wu)(wu)流、環衛、渣土(tu)和(he)混凝土(tu)車(che)(che)(che)(che)輛運(yun)營、停放(fang)、充(chong)(chong)(chong)電(dian)(dian)(dian)一體(ti)(ti)化(hua)保(bao)障(zhang)體(ti)(ti)系(xi),重(zhong)點(dian)推(tui)進城市公(gong)(gong)交(jiao)(jiao)(jiao)樞紐站(zhan)(zhan)、停車(che)(che)(che)(che)場(chang)(chang)、首末站(zhan)(zhan)和(he)高速公(gong)(gong)路服務區(qu)、公(gong)(gong)路客運(yun)樞紐站(zhan)(zhan)等充(chong)(chong)(chong)(換)電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)。以按需并適度超前的原則推(tui)進住(zhu)宅(zhai)小區(qu)和(he)公(gong)(gong)共單位停車(che)(che)(che)(che)場(chang)(chang)配建(jian)(jian)(jian)(jian)(jian)慢(man)速充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)(shi),基(ji)本實現新能源汽車(che)(che)(che)(che)“樁隨車(che)(che)(che)(che)布”“一車(che)(che)(che)(che)一樁”。在物(wu)(wu)流場(chang)(chang)站(zhan)(zhan)、高速沿線合(he)理布局(ju)(ju)加氫(qing)站(zhan)(zhan),配套建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she)氫(qing)能保(bao)障(zhang)體(ti)(ti)系(xi)。到2025年,完成(cheng)2個重(zhong)點(dian)碼(ma)頭岸電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)(she),實現充(chong)(chong)(chong)(換)電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)(shi)和(he)專(zhuan)用(yong)車(che)(che)(che)(che)位覆蓋50%的公(gong)(gong)路客運(yun)樞紐站(zhan)(zhan),新建(jian)(jian)(jian)(jian)(jian)及配建(jian)(jian)(jian)(jian)(jian)的停車(che)(che)(che)(che)場(chang)(chang)站(zhan)(zhan),力爭具備(bei)規(gui)范(fan)充(chong)(chong)(chong)電(dian)(dian)(dian)條件的車(che)(che)(che)(che)位比例較城市注冊電(dian)(dian)(dian)動(dong)汽車(che)(che)(che)(che)比例高10%以上。

2.推(tui)廣(guang)節(jie)能(neng)(neng)低碳(tan)型(xing)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)運(yun)輸工(gong)具(ju)。推(tui)廣(guang)燃(ran)料電池汽(qi)車(che)(che),探索構建(jian)氫能(neng)(neng)配套設(she)施(shi)網絡。加快淘汰高(gao)能(neng)(neng)耗高(gao)排(pai)放老舊車(che)(che)船。逐步(bu)加大鐵路貨運(yun)比(bi)(bi)(bi)重、加快發展水運(yun)、積極推(tui)廣(guang)公(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)等低能(neng)(neng)耗運(yun)輸方式(shi),倡導(dao)低碳(tan)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)出(chu)(chu)行,促進(jin)結(jie)構性減排(pai)。加大新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)(che)推(tui)廣(guang)應用(yong)力度,推(tui)動運(yun)輸工(gong)具(ju)裝備低碳(tan)轉型(xing),逐步(bu)降(jiang)低傳統燃(ran)油汽(qi)車(che)(che)在(zai)新(xin)車(che)(che)產(chan)銷(xiao)和(he)汽(qi)車(che)(che)保有量(liang)中的占(zhan)比(bi)(bi)(bi),逐步(bu)實現公(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)、出(chu)(chu)租、公(gong)務、環衛等車(che)(che)輛新(xin)能(neng)(neng)源(yuan)化替代(dai),提(ti)升社會(hui)車(che)(che)輛、城市(shi)(shi)配送(song)車(che)(che)輛、工(gong)程車(che)(che)輛新(xin)能(neng)(neng)源(yuan)化比(bi)(bi)(bi)例(li)。到2025年(nian),全市(shi)(shi)新(xin)增和(he)更新(xin)城市(shi)(shi)公(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)新(xin)能(neng)(neng)源(yuan)車(che)(che)占(zhan)比(bi)(bi)(bi)達到100%,營運(yun)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)工(gong)具(ju)換算周轉量(liang)碳(tan)排(pai)放強度比(bi)(bi)(bi)2020年(nian)下降(jiang)5%,城區綠色出(chu)(chu)行比(bi)(bi)(bi)例(li)達到70%。到2030年(nian),新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)(che)新(xin)車(che)(che)銷(xiao)售量(liang)達到汽(qi)車(che)(che)新(xin)車(che)(che)銷(xiao)售量(liang)的40%,營運(yun)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)工(gong)具(ju)換算周轉量(liang)碳(tan)排(pai)放強度較2020年(nian)下降(jiang)9.5%,城區綠色出(chu)(chu)行比(bi)(bi)(bi)例(li)達到80%。

3.構(gou)建現(xian)代綜合(he)(he)交(jiao)通(tong)運(yun)(yun)(yun)輸網絡。突出對接兩大機場(chang)、融(rong)入都(dou)市(shi)路(lu)(lu)(lu)網、暢(chang)達陸海通(tong)道(dao)(dao),推進鐵公(gong)水多式聯運(yun)(yun)(yun),形(xing)成(cheng)內(nei)聯外暢(chang)綜合(he)(he)交(jiao)通(tong)大路(lu)(lu)(lu)網,建設(she)成(cheng)都(dou)都(dou)市(shi)圈(quan)南部綜合(he)(he)交(jiao)通(tong)樞紐(niu)。會同鐵路(lu)(lu)(lu)部門,加(jia)強鐵路(lu)(lu)(lu)貨(huo)運(yun)(yun)(yun)場(chang)站(zhan)和重點園區鐵路(lu)(lu)(lu)專用線(xian)建設(she),加(jia)快眉(mei)山水港規(gui)(gui)劃修編建設(she),構(gou)筑成(cheng)都(dou)都(dou)市(shi)圈(quan)國際(ji)物(wu)流(liu)大通(tong)道(dao)(dao)。加(jia)快構(gou)建綠色(se)高(gao)效(xiao)交(jiao)通(tong)運(yun)(yun)(yun)輸體(ti)系,開(kai)行國際(ji)班(ban)列(lie),提(ti)(ti)升鐵路(lu)(lu)(lu)貨(huo)運(yun)(yun)(yun)量(liang)(liang)。提(ti)(ti)升水路(lu)(lu)(lu)貨(huo)物(wu)周轉量(liang)(liang)占(zhan)比,建設(she)軌道(dao)(dao)、客運(yun)(yun)(yun)公(gong)交(jiao)等(deng)一體(ti)融(rong)合(he)(he)的城市(shi)綜合(he)(he)交(jiao)通(tong)樞紐(niu)、高(gao)效(xiao)通(tong)勤圈(quan),推進市(shi)域(yu)鐵路(lu)(lu)(lu)成(cheng)都(dou)至眉(mei)山線(xian)工程、天(tian)眉(mei)樂(le)高(gao)速、眉(mei)山港等(deng)項目建設(she),提(ti)(ti)高(gao)軌道(dao)(dao)交(jiao)通(tong)、常規(gui)(gui)公(gong)交(jiao)覆蓋率,建成(cheng)安全(quan)、便捷、高(gao)效(xiao)、綠色(se)、經(jing)濟(ji)的現(xian)代化綜合(he)(he)交(jiao)通(tong)運(yun)(yun)(yun)輸體(ti)系,持(chi)續降低運(yun)(yun)(yun)輸能耗和二氧化碳排放強度(du)。

(六)循環經濟助力降碳行動。

遵(zun)循(xun)“減量(liang)化(hua)、再利用(yong)、資源化(hua)”原則,大力發(fa)展(zhan)循(xun)環(huan)經濟,加強資源節(jie)約(yue)集約(yue)循(xun)環(huan)利用(yong),充(chong)分(fen)發(fa)揮減少(shao)資源消耗和(he)減碳的(de)協同作用(yong)。

1.推(tui)進(jin)園(yuan)區(qu)(qu)(qu)和開(kai)(kai)發(fa)區(qu)(qu)(qu)循(xun)(xun)環(huan)化(hua)(hua)(hua)改造(zao)(zao)。推(tui)進(jin)園(yuan)區(qu)(qu)(qu)循(xun)(xun)環(huan)化(hua)(hua)(hua)改造(zao)(zao),構建(jian)“資(zi)(zi)(zi)源(yuan)—產(chan)品—廢(fei)棄(qi)物—再(zai)生資(zi)(zi)(zi)源(yuan)”循(xun)(xun)環(huan)經濟產(chan)業鏈。積極推(tui)動工業廢(fei)水(shui)(shui)(shui)資(zi)(zi)(zi)源(yuan)化(hua)(hua)(hua)利(li)(li)(li)用(yong),推(tui)進(jin)園(yuan)區(qu)(qu)(qu)內企業間用(yong)水(shui)(shui)(shui)系統集(ji)成(cheng)優化(hua)(hua)(hua),實現串聯用(yong)水(shui)(shui)(shui)、分(fen)質用(yong)水(shui)(shui)(shui)、一(yi)水(shui)(shui)(shui)多用(yong)和梯(ti)(ti)級利(li)(li)(li)用(yong)。在仁壽信利(li)(li)(li)、通威太陽(yang)能(neng)(neng)等(deng)(deng)企業搭建(jian)工業廢(fei)水(shui)(shui)(shui)循(xun)(xun)環(huan)利(li)(li)(li)用(yong)智慧管(guan)理(li)平臺(tai),探索(suo)形成(cheng)可復制、可推(tui)廣(guang)的污水(shui)(shui)(shui)資(zi)(zi)(zi)源(yuan)化(hua)(hua)(hua)利(li)(li)(li)用(yong)模(mo)式。堅持(chi)高(gao)端全鏈,聚焦新(xin)(xin)型顯示、集(ji)成(cheng)電(dian)路、存(cun)儲等(deng)(deng)領域(yu),推(tui)動實施淋洗、噴洗、多級逆流漂洗等(deng)(deng)水(shui)(shui)(shui)循(xun)(xun)環(huan)梯(ti)(ti)級優化(hua)(hua)(hua)利(li)(li)(li)用(yong)方式和廢(fei)水(shui)(shui)(shui)集(ji)中處理(li)回用(yong),因(yin)地(di)制宜在電(dian)子(zi)行(xing)業集(ji)群周邊(bian)配套(tao)電(dian)子(zi)固廢(fei)綜合(he)(he)利(li)(li)(li)用(yong)項(xiang)目,構建(jian)生態型電(dian)子(zi)信息(xi)產(chan)業圈。推(tui)動眉(mei)山高(gao)新(xin)(xin)區(qu)(qu)(qu)、甘眉(mei)工業園(yuan)區(qu)(qu)(qu)等(deng)(deng)省級開(kai)(kai)發(fa)區(qu)(qu)(qu)循(xun)(xun)環(huan)化(hua)(hua)(hua)改造(zao)(zao),進(jin)一(yi)步(bu)提高(gao)工業園(yuan)區(qu)(qu)(qu)的余熱利(li)(li)(li)用(yong)、園(yuan)區(qu)(qu)(qu)節能(neng)(neng)改造(zao)(zao)和綜合(he)(he)能(neng)(neng)源(yuan)服務能(neng)(neng)力。到2025年,省級開(kai)(kai)發(fa)區(qu)(qu)(qu)循(xun)(xun)環(huan)化(hua)(hua)(hua)改造(zao)(zao)率達(da)到100%以上。

2.建(jian)(jian)立健全資源(yuan)循環(huan)利(li)(li)(li)用(yong)(yong)體系(xi)(xi)。降低(di)企業原材料(liao)消耗,推進(jin)水、氣、熱、渣綜合利(li)(li)(li)用(yong)(yong),做(zuo)好工業固廢等(deng)大宗廢棄(qi)(qi)物的資源(yuan)化利(li)(li)(li)用(yong)(yong)。推動生(sheng)活垃圾、建(jian)(jian)筑垃圾、畜禽糞污和(he)秸稈資源(yuan)化綜合利(li)(li)(li)用(yong)(yong),推動報廢汽車和(he)廢舊家電等(deng)回收拆解、再(zai)制造(zao)。推進(jin)建(jian)(jian)筑垃圾資源(yuan)化利(li)(li)(li)用(yong)(yong)項目建(jian)(jian)設,建(jian)(jian)立快遞包裝廢棄(qi)(qi)物回收體系(xi)(xi),推進(jin)退役動力電池等(deng)循環(huan)利(li)(li)(li)用(yong)(yong),逐步完善再(zai)生(sheng)資源(yuan)回收和(he)循環(huan)利(li)(li)(li)用(yong)(yong)體系(xi)(xi),爭取開展大宗固體廢物綜合利(li)(li)(li)用(yong)(yong)示范基地建(jian)(jian)設,到2025年,大宗固體廢物年利(li)(li)(li)用(yong)(yong)率達到85%,再(zai)生(sheng)資源(yuan)循環(huan)利(li)(li)(li)用(yong)(yong)量達到20萬噸,成功(gong)創建(jian)(jian)“無廢城市”。

3.推進生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)減量(liang)化(hua)(hua)(hua)(hua)(hua)資(zi)源化(hua)(hua)(hua)(hua)(hua)。大力推進生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)減量(liang)化(hua)(hua)(hua)(hua)(hua)、資(zi)源化(hua)(hua)(hua)(hua)(hua),加強塑料污(wu)染(ran)全鏈條治理(li),推進餐廚垃(la)圾(ji)、污(wu)水、污(wu)泥(ni)等(deng)資(zi)源化(hua)(hua)(hua)(hua)(hua)利(li)用,提高(gao)全社會資(zi)源利(li)用率。鄉鎮及行政村(cun)生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)收轉運處(chu)(chu)(chu)置體系(xi)基(ji)本(ben)實現全覆蓋,生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)處(chu)(chu)(chu)理(li)設(she)施信息化(hua)(hua)(hua)(hua)(hua)監管水平明(ming)顯(xian)提升。到2025年,眉山市中心城區(qu)基(ji)本(ben)建成(cheng)生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)分(fen)類(lei)處(chu)(chu)(chu)理(li)系(xi)統,污(wu)泥(ni)無(wu)害化(hua)(hua)(hua)(hua)(hua)處(chu)(chu)(chu)置率達(da)到96%,縣城生(sheng)(sheng)活(huo)(huo)垃(la)圾(ji)無(wu)害化(hua)(hua)(hua)(hua)(hua)處(chu)(chu)(chu)理(li)率達(da)到96%以上。

(七)綠色低碳(tan)技(ji)術(shu)創新(xin)行動。

聚焦國家戰略(lve)、科(ke)技前沿、碳(tan)中和相(xiang)關產業發展需要(yao),著力提升(sheng)減碳(tan)脫碳(tan)科(ke)技創(chuang)新策(ce)源能力,加(jia)快構建(jian)市場(chang)導向的碳(tan)中和綠色(se)技術創(chuang)新體系,助(zhu)力建(jian)設(she)具有全市影響力的科(ke)技創(chuang)新中心(xin)。

1.強化綠色(se)(se)(se)低(di)碳(tan)技術(shu)(shu)攻關和示范(fan)應用(yong)。聚焦(jiao)新能(neng)源開發利用(yong)、工業節能(neng)減碳(tan)與循環利用(yong)、綠色(se)(se)(se)交通等重(zhong)點(dian)領域,制定綠色(se)(se)(se)低(di)碳(tan)優勢產業技術(shu)(shu)攻關路線圖,實(shi)施(shi)綠色(se)(se)(se)低(di)碳(tan)關鍵核(he)心技術(shu)(shu)攻關工程。鼓勵(li)將綠色(se)(se)(se)低(di)碳(tan)技術(shu)(shu)創新成果及(ji)應用(yong)納(na)入市內重(zhong)點(dian)企業指標考核(he)。

2.營(ying)(ying)造綠色(se)低碳(tan)(tan)(tan)技(ji)(ji)(ji)術(shu)(shu)創(chuang)新(xin)應用(yong)生態。強化(hua)企業創(chuang)新(xin)主體地位,支持通威(wei)太陽(yang)能(neng)、萬(wan)華化(hua)學(xue)、杉杉科(ke)技(ji)(ji)(ji)等龍頭企業開展產(chan)學(xue)研合作,推進(jin)(jin)基礎鋰鹽、三(san)元正極(ji)材(cai)料(liao)(liao)、磷酸鐵鋰正極(ji)材(cai)料(liao)(liao)、負極(ji)材(cai)料(liao)(liao)、隔膜、電解液等領域“卡脖子”技(ji)(ji)(ji)術(shu)(shu)研發(fa),在(zai)鋰電材(cai)料(liao)(liao)、晶硅(gui)光伏、化(hua)工(gong)新(xin)材(cai)料(liao)(liao)、先進(jin)(jin)金屬材(cai)料(liao)(liao)等領域實(shi)現(xian)重大突(tu)破,加(jia)快適(shi)用(yong)技(ji)(ji)(ji)術(shu)(shu)研發(fa)和(he)成果轉換(huan)。完善綠色(se)低碳(tan)(tan)(tan)技(ji)(ji)(ji)術(shu)(shu)創(chuang)新(xin)多層次服(fu)務(wu)體系,培(pei)育壯(zhuang)大節能(neng)、碳(tan)(tan)(tan)交(jiao)易和(he)碳(tan)(tan)(tan)資產(chan)管理服(fu)務(wu)企業,推動(dong)節能(neng)低碳(tan)(tan)(tan)技(ji)(ji)(ji)術(shu)(shu)咨詢(xun)、設計、運營(ying)(ying)管理、在(zai)線監測等全過程服(fu)務(wu)。

(八)生態(tai)價值(zhi)多(duo)元轉化(hua)行(xing)動。

建立健全(quan)市(shi)場化(hua)、多(duo)元化(hua)生態(tai)(tai)保(bao)(bao)(bao)護補(bu)償聯(lian)結(jie)機(ji)制,完善生態(tai)(tai)環境損害(hai)賠償制度,引導企業(ye)參(can)與生態(tai)(tai)保(bao)(bao)(bao)護補(bu)償。推(tui)動自然資源資本增值,把生態(tai)(tai)環境優勢(shi)轉化(hua)成經濟發展優勢(shi),實(shi)現發展和(he)保(bao)(bao)(bao)護協同共進的新路徑。

1.鞏(gong)固(gu)生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)統碳匯(hui)能力(li)。嚴格管控自(zi)然資源生(sheng)(sheng)(sheng)態(tai)(tai)空間,劃(hua)定并(bing)嚴守(shou)生(sheng)(sheng)(sheng)態(tai)(tai)保護紅(hong)線,建(jian)立自(zi)然保護地體系(xi),穩(wen)定森(sen)林(lin)、濕地、土壤等固(gu)碳作用,夯(hang)實生(sheng)(sheng)(sheng)態(tai)(tai)碳匯(hui)基礎。大(da)(da)力(li)實施森(sen)林(lin)質(zhi)(zhi)量精準提升工程,重(zhong)點開展低(di)產低(di)效林(lin)改造,提升森(sen)林(lin)生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)統質(zhi)(zhi)量和(he)穩(wen)定性,優(you)化森(sen)林(lin)結構和(he)功(gong)能,加(jia)快龍泉(quan)(quan)山(shan)(shan)城市森(sen)林(lin)公(gong)園(眉(mei)山(shan)(shan)區(qu)域(yu))、美麗鄉(xiang)村竹林(lin)風景線等生(sheng)(sheng)(sheng)態(tai)(tai)工程建(jian)設,構建(jian)一區(qu)(即大(da)(da)熊貓國(guo)家公(gong)園眉(mei)山(shan)(shan)片區(qu))三(san)帶(即岷江流域(yu)、青衣江流域(yu)、龍泉(quan)(quan)山(shan)(shan)城市森(sen)林(lin)公(gong)園三(san)大(da)(da)生(sheng)(sheng)(sheng)態(tai)(tai)帶)的林(lin)業生(sheng)(sheng)(sheng)態(tai)(tai)空間。

2.提(ti)(ti)升(sheng)(sheng)生(sheng)態(tai)(tai)系(xi)統碳(tan)(tan)匯(hui)(hui)增(zeng)量。推動(dong)山水林(lin)田(tian)湖(hu)草(cao)系(xi)統治理,保(bao)護和(he)(he)恢復(fu)林(lin)草(cao)植被,增(zeng)強森林(lin)、濕地(di)碳(tan)(tan)匯(hui)(hui)功能,提(ti)(ti)升(sheng)(sheng)農(nong)田(tian)和(he)(he)城市(shi)生(sheng)態(tai)(tai)碳(tan)(tan)匯(hui)(hui)能力(li),持續(xu)提(ti)(ti)高重點生(sheng)態(tai)(tai)功能區生(sheng)態(tai)(tai)碳(tan)(tan)匯(hui)(hui)增(zeng)量。因地(di)制宜采取保(bao)護性耕(geng)(geng)作、秸稈還田(tian)、有機肥(fei)施用(yong)、農(nong)業(ye)廢棄(qi)物回收(shou)利用(yong)等措施,增(zeng)強耕(geng)(geng)地(di)生(sheng)態(tai)(tai)功能,提(ti)(ti)高表層土壤有機碳(tan)(tan)含量,促進(jin)耕(geng)(geng)地(di)碳(tan)(tan)源(yuan)碳(tan)(tan)匯(hui)(hui)調(diao)控(kong),增(zeng)強農(nong)田(tian)固碳(tan)(tan)能力(li)。科學實施造(zao)(zao)林(lin)綠(lv)化工程、推進(jin)重點區域(yu)造(zao)(zao)林(lin)綠(lv)化整合道路(lu)林(lin)網和(he)(he)水系(xi)林(lin)網。積極推動(dong)國(guo)家儲(chu)備林(lin)建設項目(mu),因地(di)制宜發展工業(ye)原(yuan)料林(lin)、珍稀樹種和(he)(he)大(da)徑(jing)級用(yong)材林(lin)。探索林(lin)業(ye)碳(tan)(tan)匯(hui)(hui)項目(mu)開發,著力(li)打造(zao)(zao)全(quan)省(sheng)林(lin)草(cao)碳(tan)(tan)匯(hui)(hui)項目(mu)試(shi)點縣和(he)(he)試(shi)點國(guo)有林(lin)場,加速推進(jin)“兩山”轉化,實現森林(lin)生(sheng)態(tai)(tai)可持續(xu)發展,城鄉綠(lv)化覆蓋率(lv)穩定在60.59%以上。到(dao)(dao)2025年,全(quan)市(shi)森林(lin)覆蓋率(lv)達(da)到(dao)(dao)45.86%,森林(lin)蓄積量達(da)到(dao)(dao)1900萬立方(fang)米。
