四、健全節能減排政策機制

(三)堅決遏制“兩(liang)高(gao)”項目盲目發展。嚴格“兩高(gao)”項(xiang)(xiang)目(mu)審(shen)批(pi)準入(ru),根據國家產(chan)(chan)業(ye)規(gui)劃、產(chan)(chan)業(ye)政策、節能(neng)審(shen)查、環(huan)境(jing)(jing)影響(xiang)(xiang)評(ping)價審(shen)批(pi)等政策規(gui)定,對(dui)“兩高(gao)”項(xiang)(xiang)目(mu)開(kai)展評(ping)估(gu)檢(jian)查,清單管(guan)理、分(fen)(fen)類處置、動態監管(guan)。梳理排(pai)查在建(jian)項(xiang)(xiang)目(mu),對(dui)照(zhao)能(neng)效標桿水平建(jian)設實施;科學(xue)穩(wen)妥推進擬建(jian)項(xiang)(xiang)目(mu),分(fen)(fen)析評(ping)估(gu)對(dui)本地能(neng)耗強度、碳(tan)排(pai)放、產(chan)(chan)業(ye)高(gao)質(zhi)量發展和環(huan)境(jing)(jing)質(zhi)量的(de)影響(xiang)(xiang),堅(jian)決拿下不符合要(yao)求的(de)“兩高(gao)”項(xiang)(xiang)目(mu);對(dui)于(yu)不符合政策要(yao)求未批(pi)先建(jian)“兩高(gao)”項(xiang)(xiang)目(mu),依法依規(gui)嚴肅查處。對(dui)年綜(zong)合能(neng)耗1萬(wan)噸標準煤(mei)及以(yi)上(shang)的(de)“兩高(gao)”項(xiang)(xiang)目(mu)加強工(gong)作指導。(發改局、工(gong)信局、生態環(huan)境(jing)(jing)局等按(an)職(zhi)責分(fen)(fen)工(gong)負責)
(四)認真落實法規(gui)標準。貫徹落(luo)(luo)實(shi)(shi)《中(zhong)(zhong)華(hua)人(ren)民共(gong)和國(guo)(guo)節(jie)約能源法(fa)(fa)(fa)》《中(zhong)(zhong)華(hua)人(ren)民共(gong)和國(guo)(guo)循環(huan)經(jing)濟促進法(fa)(fa)(fa)》《中(zhong)(zhong)華(hua)人(ren)民共(gong)和國(guo)(guo)環(huan)境影(ying)響(xiang)評價法(fa)(fa)(fa)》等法(fa)(fa)(fa)律法(fa)(fa)(fa)規。嚴格貫徹《吉林(lin)省固(gu)定(ding)資產投資項目(mu)(mu)節(jie)能審查實(shi)(shi)施(shi)辦(ban)法(fa)(fa)(fa)》《吉林(lin)省固(gu)定(ding)資產投資項目(mu)(mu)節(jie)能審查行政處(chu)罰實(shi)(shi)施(shi)辦(ban)法(fa)(fa)(fa)》等規定(ding),推(tui)行精準(zhun)執法(fa)(fa)(fa)、柔性執法(fa)(fa)(fa)。全(quan)面(mian)實(shi)(shi)行排污(wu)(wu)許可(ke)制,實(shi)(shi)現固(gu)定(ding)污(wu)(wu)染源排污(wu)(wu)許可(ke)發證(zheng)登記全(quan)覆(fu)蓋(gai),全(quan)面(mian)落(luo)(luo)實(shi)(shi)以排污(wu)(wu)許可(ke)為(wei)核心(xin)的固(gu)定(ding)污(wu)(wu)染源監(jian)管制度體(ti)系,嚴懲無(wu)證(zheng)排污(wu)(wu)和超標準(zhun)、超總量排污(wu)(wu)等違法(fa)(fa)(fa)行為(wei)。(司法(fa)(fa)(fa)局(ju)、生態(tai)環(huan)境局(ju)、發改(gai)局(ju)等按職責分工負(fu)責)
(五)完善(shan)經濟政(zheng)策。要(yao)統籌(chou)財(cai)(cai)政(zheng)(zheng)專項(xiang)(xiang)資(zi)金(jin),加大節能(neng)減排重(zhong)點項(xiang)(xiang)目(mu)支(zhi)持力(li)度。按照(zhao)上級統一要(yao)求,擴大政(zheng)(zheng)府綠(lv)(lv)色(se)(se)(se)采購覆蓋(gai)范圍。健(jian)(jian)全綠(lv)(lv)色(se)(se)(se)金(jin)融體系,大力(li)發(fa)展(zhan)綠(lv)(lv)色(se)(se)(se)信貸(dai),支(zhi)持重(zhong)點行(xing)業、重(zhong)點領域節能(neng)減排。引導市場主體發(fa)行(xing)綠(lv)(lv)色(se)(se)(se)債券,提升發(fa)展(zhan)質效。積(ji)極推進環境(jing)高風險(xian)領域企業投保(bao)環境(jing)污染責(ze)(ze)(ze)任(ren)保(bao)險(xian)。強化(hua)對法人(ren)銀行(xing)業金(jin)融機(ji)構的綠(lv)(lv)色(se)(se)(se)金(jin)融業績評(ping)價(jia)。落(luo)(luo)實環境(jing)保(bao)護、節能(neng)節水、資(zi)源綜合利用等稅收優(you)惠政(zheng)(zheng)策。嚴格落(luo)(luo)實國家、省差(cha)別電(dian)價(jia)、階梯電(dian)價(jia)等綠(lv)(lv)色(se)(se)(se)電(dian)價(jia)政(zheng)(zheng)策。建立(li)健(jian)(jian)全城鎮污水處(chu)理費標(biao)準動態(tai)調整機(ji)制。(財(cai)(cai)政(zheng)(zheng)局、銀保(bao)監管(guan)組、稅務局、發(fa)改局、生態(tai)環境(jing)局、金(jin)融辦等按職責(ze)(ze)(ze)分工負責(ze)(ze)(ze))
(六)完(wan)善市場化(hua)機制。完善資源環(huan)境(jing)價格形成機(ji)制,加快推(tui)進(jin)排污權、用(yong)(yong)水(shui)權、碳排放權市場化交(jiao)易(yi)。按照國家統一(yi)部署,適時開展用(yong)(yong)能(neng)權交(jiao)易(yi)工(gong)作,做好(hao)與能(neng)耗雙控(kong)制度銜接。推(tui)廣節能(neng)咨詢、診斷、設計(ji)、融資、改造、托管(guan)等(deng)“一(yi)站(zhan)式”綜合服務模(mo)(mo)式。規(gui)范開放環(huan)境(jing)治理市場,推(tui)行環(huan)境(jing)污染第三方治理,探索推(tui)廣生態(tai)環(huan)境(jing)導(dao)向(xiang)的開發(EOD)、環(huan)境(jing)托管(guan)服務等(deng)新(xin)模(mo)(mo)式。(生態(tai)環(huan)境(jing)局、水(shui)利局、發改局等(deng)按職責分工(gong)負責)
(七)加強統計監測(ce)能力(li)建(jian)設(she)。落實(shi)重(zhong)點(dian)(dian)用(yong)(yong)能(neng)單位能(neng)源(yuan)利用(yong)(yong)狀況報告制度,開(kai)展能(neng)源(yuan)計(ji)量審查,持續推(tui)(tui)進(jin)重(zhong)點(dian)(dian)用(yong)(yong)能(neng)單位能(neng)耗在(zai)線監(jian)(jian)測(ce)系(xi)統(tong)建(jian)(jian)設(she)和應用(yong)(yong)。構建(jian)(jian)政(zheng)府主(zhu)導(dao)、部門協同、企(qi)業履責、社會(hui)參與、公(gong)眾監(jian)(jian)督的(de)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)監(jian)(jian)測(ce)格局(ju)(ju)(ju),建(jian)(jian)立健(jian)全(quan)基于(yu)現(xian)代感知技(ji)術(shu)和大(da)數(shu)據技(ji)術(shu)的(de)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)監(jian)(jian)測(ce)網絡,優化調整監(jian)(jian)測(ce)站(zhan)網布局(ju)(ju)(ju),增強(qiang)細顆粒物和臭氧協同控制、水(shui)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)監(jian)(jian)測(ce),提(ti)升(sheng)(sheng)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)監(jian)(jian)測(ce)基礎(chu)能(neng)力,逐步實(shi)現(xian)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)質(zhi)量、重(zhong)大(da)污染源(yuan)、生(sheng)態狀況監(jian)(jian)測(ce)監(jian)(jian)控全(quan)覆蓋。加強(qiang)監(jian)(jian)測(ce)質(zhi)量監(jian)(jian)督檢查,嚴厲打擊監(jian)(jian)測(ce)弄虛(xu)作假(jia)行為,確保數(shu)據真實(shi)、準(zhun)確、全(quan)面。推(tui)(tui)進(jin)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)大(da)數(shu)據綜合(he)(he)管理(li)平臺建(jian)(jian)設(she),用(yong)(yong)數(shu)據支(zhi)撐環(huan)(huan)(huan)境(jing)(jing)(jing)形勢綜合(he)(he)研(yan)判、環(huan)(huan)(huan)境(jing)(jing)(jing)風(feng)險預(yu)測(ce)預(yu)警、重(zhong)點(dian)(dian)工作會(hui)商評(ping)估,提(ti)高(gao)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)綜合(he)(he)治理(li)科學化水(shui)平。加強(qiang)統(tong)計(ji)基層隊伍(wu)建(jian)(jian)設(she),強(qiang)化統(tong)計(ji)數(shu)據審核,防(fang)范統(tong)計(ji)造假(jia)、弄虛(xu)作假(jia),提(ti)升(sheng)(sheng)統(tong)計(ji)數(shu)據質(zhi)量。(發改(gai)局(ju)(ju)(ju)、生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)局(ju)(ju)(ju)、市場監(jian)(jian)管局(ju)(ju)(ju)、統(tong)計(ji)局(ju)(ju)(ju)、政(zheng)數(shu)局(ju)(ju)(ju)等按職責分工負責)

五(wu)、強化工作落(luo)實
(一(yi))加強(qiang)組織領導(dao)。要(yao)深刻認識(shi)節(jie)(jie)能減排(pai)工(gong)(gong)作的(de)重(zhong)要(yao)性、緊(jin)迫性和復雜性,主(zhu)要(yao)領導(dao)要(yao)擔負起第一責(ze)任(ren)人職(zhi)責(ze),嚴格落實(shi)“一崗(gang)雙責(ze)”,切(qie)實(shi)加強對(dui)節(jie)(jie)能減排(pai)工(gong)(gong)作的(de)組織領導(dao)和部(bu)署推進。市(shi)發改(gai)局(ju)、市(shi)生態環境局(ju)要(yao)加強統籌協調(diao),做好(hao)工(gong)(gong)作指導(dao),推動任(ren)務(wu)落實(shi),及(ji)時防(fang)范化(hua)解(jie)風險,重(zhong)大情況及(ji)時向市(shi)政府(fu)報(bao)告(gao)。各重(zhong)點用(yong)能行業主(zhu)管(guan)(guan)部(bu)門(men)要(yao)按(an)照“管(guan)(guan)行業必須管(guan)(guan)節(jie)(jie)能”的(de)要(yao)求,結合職(zhi)能職(zhi)責(ze)切(qie)實(shi)做好(hao)本領域、本行業節(jie)(jie)能監督管(guan)(guan)理(li)工(gong)(gong)作。(發改(gai)局(ju)、生態環境局(ju)牽(qian)頭,各有關(guan)部(bu)門(men)按(an)職(zhi)責(ze)分工(gong)(gong)負責(ze))
(二)強化(hua)監督考核。組織開(kai)展“十四五”節(jie)能減(jian)排目標(biao)責任評價考核(he)(he)。科(ke)學(xue)運用(yong)考核(he)(he)結果(guo),加強督促(cu)指導,考核(he)(he)結果(guo)作(zuo)為對(dui)領導班子(zi)和領導干部(bu)綜合考核(he)(he)評價的重(zhong)要(yao)依(yi)據。繼續開(kai)展污染防治攻堅戰成效考核(he)(he),把總量減(jian)排目標(biao)任務完(wan)成情(qing)況作(zuo)為重(zhong)要(yao)考核(he)(he)內容(rong),壓(ya)實(shi)減(jian)排工(gong)作(zuo)責任。加強生態環境問題自查自糾(jiu),做好中央生態環境保護督察組反饋問題整改工(gong)作(zuo)。(發改局、生態環境局牽(qian)頭,市委組織部(bu)等有關部(bu)門按(an)職責分工(gong)負(fu)責)
