湖南省(sheng)工業領域碳達峰實(shi)施方(fang)案???

為深(shen)入貫(guan)徹(che)落實(shi)黨中(zhong)央、國(guo)務院關于(yu)碳達(da)(da)峰(feng)碳中(zhong)和(he)決策部署,加快推(tui)進全省(sheng)工(gong)業(ye)綠(lv)色低碳轉(zhuan)型,切實(shi)做好(hao)工(gong)業(ye)領域碳達(da)(da)峰(feng)碳中(zhong)和(he)工(gong)作,根據工(gong)信(xin)部等(deng)三(san)部委(wei)印發的(de)《工(gong)業(ye)領域碳達(da)(da)峰(feng)實(shi)施(shi)方案》和(he)《中(zhong)共湖(hu)南(nan)(nan)省(sheng)委(wei)湖(hu)南(nan)(nan)省(sheng)人民政府關于(yu)完整準確全面(mian)貫(guan)徹(che)新發展(zhan)理念做好(hao)碳達(da)(da)峰(feng)碳中(zhong)和(he)工(gong)作的(de)實(shi)施(shi)意(yi)見》《湖(hu)南(nan)(nan)省(sheng)碳達(da)(da)峰(feng)實(shi)施(shi)方案》,制定本實(shi)施(shi)方案。

一、總體要求

(一)指導思想

以(yi)(yi)習近(jin)(jin)平(ping)(ping)新(xin)時代中國特色(se)(se)社(she)會主義思想為指導,全(quan)(quan)面貫徹黨的二(er)十大精神,深入貫徹落實習近(jin)(jin)平(ping)(ping)生態文明思想和(he)(he)習近(jin)(jin)平(ping)(ping)總(zong)書(shu)記對(dui)湖(hu)南重(zhong)要(yao)講話(hua)重(zhong)要(yao)指示批示精神,堅(jian)持(chi)穩中求進工(gong)作總(zong)基(ji)調,立(li)足新(xin)發(fa)展(zhan)階段,完(wan)整、準(zhun)確、全(quan)(quan)面貫徹新(xin)發(fa)展(zhan)理念,構(gou)(gou)建新(xin)發(fa)展(zhan)格局,著(zhu)力推(tui)進供給(gei)側結構(gou)(gou)性改革,全(quan)(quan)面落實“三高(gao)四新(xin)”戰略定位和(he)(he)使命任(ren)務,堅(jian)持(chi)系統觀念,統籌處(chu)理好工(gong)業發(fa)展(zhan)和(he)(he)減排、整體(ti)和(he)(he)局部(bu)、長遠目(mu)(mu)標(biao)和(he)(he)短期目(mu)(mu)標(biao)、政(zheng)府和(he)(he)市場的關系,聚(ju)焦(jiao)實現碳(tan)達峰碳(tan)中和(he)(he)目(mu)(mu)標(biao),強(qiang)化(hua)源頭削減、嚴格過程控制(zhi)、優化(hua)末端治理,加快推(tui)進制(zhi)造(zao)業綠色(se)(se)低碳(tan)轉型和(he)(he)高(gao)質量發(fa)展(zhan),基(ji)本建立(li)以(yi)(yi)高(gao)效(xiao)、綠色(se)(se)、循(xun)環、低碳(tan)為重(zhong)要(yao)特征的現代工(gong)業體(ti)系。

(二)工作原(yuan)則

目(mu)標導(dao)向(xiang)、穩妥推進(jin)。把推動(dong)碳達(da)峰碳中(zhong)和(he)目(mu)標如期實現作為促進(jin)制造(zao)業全面綠(lv)色低碳轉型和(he)高質量發(fa)展的總體導(dao)向(xiang),在保(bao)持(chi)制造(zao)業比重基(ji)本穩定、產業鏈供應鏈安全的前(qian)提下(xia),有計劃分步驟(zou)積極穩妥實施碳達(da)峰行(xing)動(dong)。

效率(lv)優先、源頭減碳。實施全(quan)面(mian)節(jie)(jie)約戰(zhan)略,把節(jie)(jie)約能(neng)源資(zi)源放在首位(wei),優化用(yong)(yong)能(neng)和原料結(jie)構,提(ti)升(sheng)利用(yong)(yong)效率(lv),推動企業(ye)循環式生產(chan),加強產(chan)業(ye)間(jian)耦合(he)鏈接,推進減污降碳協同增效,持續(xu)降低單位(wei)產(chan)出能(neng)源資(zi)源消耗,從源頭減少二氧化碳排放。

創新(xin)(xin)驅動、數(shu)字賦能(neng)。堅(jian)持把創新(xin)(xin)作(zuo)為第一驅動力,強(qiang)(qiang)化(hua)(hua)(hua)企業創新(xin)(xin)主體地位,完(wan)善產業創新(xin)(xin)體系(xi)和(he)產業發展生態,推進重大(da)低碳技(ji)術(shu)工藝裝備攻關和(he)成果轉化(hua)(hua)(hua),強(qiang)(qiang)化(hua)(hua)(hua)新(xin)(xin)一代信息技(ji)術(shu)在(zai)綠色(se)低碳領域的創新(xin)(xin)應用,以(yi)數(shu)字化(hua)(hua)(hua)智能(neng)化(hua)(hua)(hua)賦能(neng)綠色(se)化(hua)(hua)(hua),培育壯大(da)綠色(se)低碳發展新(xin)(xin)動能(neng)。

政策引領(ling)、市(shi)(shi)場主(zhu)導(dao)。堅持有(you)效市(shi)(shi)場和有(you)為(wei)(wei)政府相結合,強化政策支撐引領(ling),健全以(yi)碳減排為(wei)(wei)導(dao)向的激(ji)勵約(yue)束(shu)機(ji)制,引導(dao)市(shi)(shi)場主(zhu)體(ti)積極參與碳達峰(feng)工作,以(yi)高(gao)質量的綠(lv)色供給激(ji)發綠(lv)色新需求,為(wei)(wei)全社會碳達峰(feng)提(ti)供有(you)力(li)支撐。

(三)總體目標

“十四五”期間,產業(ye)結構調整取得積極進展,能(neng)源資源利用效(xiao)率顯(xian)著提升,建成一批(pi)(pi)綠(lv)(lv)色工(gong)廠、綠(lv)(lv)色工(gong)業(ye)園(yuan)區、綠(lv)(lv)色供應鏈管理企業(ye),研(yan)發、示范、推廣一批(pi)(pi)減排(pai)效(xiao)果顯(xian)著的技術(shu)工(gong)藝裝備產品,筑牢工(gong)業(ye)領域碳(tan)達峰基(ji)礎。到2025年,規模(mo)以上工(gong)業(ye)單位增(zeng)加值能(neng)耗較(jiao)2020年下降(jiang)14.0%,單位工(gong)業(ye)增(zeng)加值二氧化碳(tan)排(pai)放下降(jiang)幅度(du)大于全社會下降(jiang)幅度(du),重點(dian)行(xing)業(ye)二氧化碳(tan)排(pai)放強度(du)明顯(xian)下降(jiang)。

“十(shi)五五”期間,產業結(jie)構(gou)進一步優(you)化,能(neng)源資(zi)源利用效率大(da)幅(fu)提升,綠色(se)制造體(ti)系基本建成,重大(da)低碳技術工藝裝(zhuang)備(bei)創新取得新突破,數字化智能(neng)化綠色(se)化低碳賦能(neng)成效顯著(zhu),工業能(neng)耗強(qiang)度、二(er)氧化碳排放強(qiang)度持續下降,確保工業領域(yu)二(er)氧化碳排放在2030年(nian)前達峰(feng)。

二、重(zhong)點任務(wu)

(四)優化調整產業結構

升(sheng)級(ji)建設“3+3+2”產(chan)(chan)業(ye)集群,優存量擴增量,推(tui)動(dong)傳統產(chan)(chan)業(ye)轉(zhuan)型升(sheng)級(ji),堅決遏制高耗能(neng)高排放低水平項目(mu)盲目(mu)發展,大(da)力(li)發展綠色低碳產(chan)(chan)業(ye),全(quan)力(li)打造國家重要先(xian)進制造業(ye)高地。

1.加(jia)快產業綠色(se)低碳轉型(xing)。持續推動鋼鐵、有色金屬、石(shi)化(hua)(hua)化(hua)(hua)工(gong)(gong)(gong)、建(jian)材(cai)等傳統產(chan)(chan)(chan)業低碳(tan)工(gong)(gong)(gong)藝革新(xin)(xin)(xin)和(he)數字化(hua)(hua)轉型,鞏固提升(sheng)工(gong)(gong)(gong)程機械、軌道(dao)交(jiao)通裝備、中小航(hang)空(kong)(kong)發(fa)動機及(ji)航(hang)空(kong)(kong)航(hang)天裝備等優勢(shi)產(chan)(chan)(chan)業集(ji)群(qun)國際(ji)先(xian)(xian)進(jin)(jin)地(di)位(wei)。培育壯大電(dian)子信息、新(xin)(xin)(xin)材(cai)料、新(xin)(xin)(xin)能源汽(qi)車、現代(dai)石(shi)化(hua)(hua)、生(sheng)物醫(yi)藥、通用(yong)航(hang)空(kong)(kong)等新(xin)(xin)(xin)興產(chan)(chan)(chan)業;大力(li)發(fa)展綠色低碳(tan)產(chan)(chan)(chan)業,加快先(xian)(xian)進(jin)(jin)儲能材(cai)料、智(zhi)能網聯汽(qi)車、節能環保、新(xin)(xin)(xin)型能源及(ji)電(dian)力(li)裝備等綠色產(chan)(chan)(chan)業布局(ju),推進(jin)(jin)氫(qing)能產(chan)(chan)(chan)業化(hua)(hua)。著力(li)打造一批參與國際(ji)競(jing)爭的世界級(ji)產(chan)(chan)(chan)業集(ji)群(qun)和(he)具有影響力(li)的國家(jia)級(ji)產(chan)(chan)(chan)業集(ji)群(qun)。(省(sheng)(sheng)發(fa)展和(he)改(gai)革委員(yuan)會(hui)、省(sheng)(sheng)工(gong)(gong)(gong)業和(he)信息化(hua)(hua)廳(ting)、省(sheng)(sheng)生(sheng)態環境廳(ting)、省(sheng)(sheng)國有資產(chan)(chan)(chan)監督管(guan)理委員(yuan)會(hui)、省(sheng)(sheng)能源局(ju)等按職責分工(gong)(gong)(gong)負責)

2.堅決遏制高耗能(neng)高排放低水平項目(mu)盲目(mu)發展(zhan)。優化(hua)重(zhong)點行業(ye)產(chan)能(neng)(neng)規模(mo),嚴(yan)(yan)格落實(shi)鋼鐵、水泥(ni)、平(ping)(ping)板(ban)玻璃等行業(ye)產(chan)能(neng)(neng)置換政(zheng)策。嚴(yan)(yan)把高耗能(neng)(neng)高排(pai)放低水平(ping)(ping)項目(mu)準(zhun)入(ru)關口,對高耗能(neng)(neng)高排(pai)放低水平(ping)(ping)項目(mu)實(shi)行清單管(guan)理(li)(li)、分(fen)類處置、動態監控,加強重(zhong)點行業(ye)產(chan)能(neng)(neng)過剩分(fen)析預警和窗(chuang)口指導。完善以環保、能(neng)(neng)耗、質(zhi)量、安(an)全、技術為(wei)主的綜合標(biao)準(zhun)體系,嚴(yan)(yan)格常態化(hua)執法和強制性標(biao)準(zhun)實(shi)施,持續(xu)依法依規淘汰(tai)落后(hou)產(chan)能(neng)(neng)。(省(sheng)發展和改革委員(yuan)會(hui)、省(sheng)工業(ye)和信息化(hua)廳(ting)、省(sheng)生態環境廳(ting)、省(sheng)應(ying)急管(guan)理(li)(li)廳(ting)、省(sheng)市場(chang)監督管(guan)理(li)(li)局等按職責分(fen)工負責)

3.推(tui)動(dong)產業(ye)低碳協同示范。推(tui)進能源(yuan)、鋼(gang)鐵、有色金屬、石(shi)化(hua)化(hua)工(gong)(gong)、建(jian)材、紡織、造紙等行業(ye)耦合發(fa)展(zhan),實(shi)施煉化(hua)一體化(hua)、鋼(gang)化(hua)聯(lian)產、林(lin)(lin)(lin)漿(jiang)紙一體化(hua)、林(lin)(lin)(lin)板(ban)一體化(hua)。推(tui)進產業(ye)鏈跨地區協同布(bu)局,探索減(jian)污(wu)降(jiang)碳協同增(zeng)效有效模式(shi),減(jian)少(shao)中間產品物流量。鼓勵龍(long)頭企(qi)(qi)業(ye)聯(lian)合上下(xia)游(you)企(qi)(qi)業(ye)、行業(ye)間企(qi)(qi)業(ye)開(kai)展(zhan)協同降(jiang)碳行動,構建(jian)企(qi)(qi)業(ye)首(shou)尾相連(lian)、互為供需(xu)、互聯(lian)互通(tong)的低碳產業(ye)鏈。建(jian)設(she)一批“產業(ye)協同”、“以化(hua)固碳”示范項(xiang)目。(省發(fa)展(zhan)和改革委員會、省工(gong)(gong)業(ye)和信息化(hua)廳、省國有資(zi)產監督管(guan)理(li)委員會、省林(lin)(lin)(lin)業(ye)局、省能源(yuan)局等按職責(ze)分工(gong)(gong)負(fu)責(ze))

(五)深入推進節能降(jiang)碳

大力優化(hua)工業(ye)用(yong)能(neng)結構,推動電(dian)氣化(hua)應(ying)用(yong)和能(neng)源低碳(tan)轉型,實施節能(neng)降(jiang)碳(tan)改造升級,強化(hua)節能(neng)監督管理,大幅提升重(zhong)點(dian)行業(ye)能(neng)源利用(yong)效(xiao)率和重(zhong)點(dian)產(chan)品能(neng)效(xiao)水(shui)平(ping)。

1.優化工(gong)業用能結構。科(ke)(ke)學(xue)合理控制(zhi)煤炭(tan)(tan)(tan)消費,加(jia)快(kuai)推(tui)(tui)進煤炭(tan)(tan)(tan)利用高(gao)效化、清潔化,有序推(tui)(tui)動(dong)鋼鐵(tie)、有色(se)金(jin)屬、石化化工、建材(cai)等行業煤炭(tan)(tan)(tan)減量替代(dai),實(shi)施現役煤電(dian)機組節能(neng)(neng)降碳(tan)改造(zao)(zao)、靈活性(xing)改造(zao)(zao)、供熱改造(zao)(zao)“三改聯動(dong)”。因地制(zhi)宜推(tui)(tui)行以電(dian)代(dai)煤、以氣(qi)代(dai)煤。加(jia)快(kuai)推(tui)(tui)進“氣(qi)化湖南(nan)”工程,推(tui)(tui)動(dong)工業大用戶天然氣(qi)直供,提高(gao)工業用氣(qi)和化工原料用氣(qi)比例。開展高(gao)性(xing)能(neng)(neng)燃料電(dian)池及高(gao)效氫(qing)(qing)氣(qi)制(zhi)取、純化、儲運(yun)和加(jia)氫(qing)(qing)等關鍵技術攻關和產業示(shi)范,推(tui)(tui)進氫(qing)(qing)能(neng)(neng)“制(zhi)儲輸用”全鏈(lian)條發展。鼓勵企(qi)業、園(yuan)區就近利用清潔能(neng)(neng)源。(省(sheng)(sheng)發展和改革(ge)委員會、省(sheng)(sheng)科(ke)(ke)學(xue)技術廳(ting)(ting)、省(sheng)(sheng)工業和信息化廳(ting)(ting)、省(sheng)(sheng)公安廳(ting)(ting)、省(sheng)(sheng)生態環(huan)境廳(ting)(ting)、省(sheng)(sheng)交通運(yun)輸廳(ting)(ting)、省(sheng)(sheng)應急管理廳(ting)(ting)、省(sheng)(sheng)能(neng)(neng)源局等按職責分工負責)

2.有序推動工業(ye)用能(neng)電氣化。在鑄造(zao)、玻(bo)璃、陶瓷等(deng)重(zhong)點行業(ye)(ye),科(ke)學有(you)序推廣電(dian)(dian)(dian)爐鋼、電(dian)(dian)(dian)鍋(guo)爐、電(dian)(dian)(dian)窯(yao)爐、電(dian)(dian)(dian)加(jia)熱、高溫(wen)熱泵、大(da)功率電(dian)(dian)(dian)熱儲能(neng)鍋(guo)爐等(deng)替(ti)代工(gong)(gong)(gong)藝技術(shu)裝備,擴(kuo)大(da)電(dian)(dian)(dian)氣化(hua)終端用能(neng)設備使用比(bi)例。科(ke)學穩妥(tuo)有(you)序對(dui)工(gong)(gong)(gong)業(ye)(ye)生產過程1000℃以下中低溫(wen)熱源(yuan)進行電(dian)(dian)(dian)氣化(hua)改(gai)(gai)造(zao)。鼓勵優先使用可再生能(neng)源(yuan),促進電(dian)(dian)(dian)能(neng)替(ti)代。加(jia)強電(dian)(dian)(dian)力(li)(li)需求側(ce)管理,開展工(gong)(gong)(gong)業(ye)(ye)領域(yu)電(dian)(dian)(dian)力(li)(li)需求側(ce)管理示(shi)范企業(ye)(ye)和(he)園區創(chuang)建,優化(hua)電(dian)(dian)(dian)力(li)(li)資源(yuan)配置。(省發展和(he)改(gai)(gai)革委員會、省工(gong)(gong)(gong)業(ye)(ye)和(he)信息化(hua)廳、省生態環境廳、省能(neng)源(yuan)局等(deng)按職責分工(gong)(gong)(gong)負責)

3.推進(jin)工業綠(lv)色(se)微電網建設。引(yin)導企業(ye)、園區加(jia)快(kuai)分(fen)(fen)布式光(guang)伏、分(fen)(fen)散式風電(dian)、多(duo)元(yuan)儲能(neng)(neng)(neng)(neng)、高效(xiao)熱泵(beng)、余(yu)熱余(yu)壓(ya)利(li)用(yong)(yong)、智(zhi)慧能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)管控等(deng)一體化(hua)系(xi)統開(kai)發(fa)運行,推進多(duo)能(neng)(neng)(neng)(neng)高效(xiao)互補利(li)用(yong)(yong),促進就近(jin)大規(gui)模(mo)高比例消納可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)。加(jia)快(kuai)新型儲能(neng)(neng)(neng)(neng)規(gui)模(mo)化(hua)應用(yong)(yong)。鼓(gu)勵以(yi)園區為核心開(kai)發(fa)建設(she)冷(leng)熱電(dian)三聯供(gong)、新能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)分(fen)(fen)布式能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)站(zhan)和區域智(zhi)能(neng)(neng)(neng)(neng)微電(dian)網(wang)以(yi)及(ji)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)梯級(ji)高效(xiao)利(li)用(yong)(yong)項目。探(tan)索在工業(ye)負(fu)荷(he)大、新能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)條(tiao)件好的地區,開(kai)展(zhan)源(yuan)(yuan)(yuan)網(wang)荷(he)儲一體化(hua)建設(she)。(省(sheng)發(fa)展(zhan)和改(gai)革委(wei)員會(hui)、省(sheng)工業(ye)和信(xin)息化(hua)廳、省(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)局等(deng)按職責(ze)分(fen)(fen)工負(fu)責(ze))

4.實施節能降碳改造升級。深入挖掘鋼(gang)鐵、有色金(jin)屬、石化(hua)化(hua)工(gong)(gong)、建(jian)(jian)材等行(xing)業(ye)節(jie)能(neng)降碳(tan)潛力(li),加快(kuai)節(jie)能(neng)降碳(tan)技術工(gong)(gong)藝裝備(bei)創新與推廣(guang)應(ying)用,加大(da)能(neng)量系統(tong)優化(hua)、余熱(re)余壓利(li)用、污染物(wu)減排、固體廢物(wu)綜(zong)合利(li)用和(he)公(gong)輔設施(shi)改造(zao)力(li)度,系統(tong)提升能(neng)效(xiao)水(shui)(shui)(shui)平。推動企(qi)業(ye)對照行(xing)業(ye)能(neng)效(xiao)指標(biao)體系,全面(mian)開展(zhan)(zhan)對標(biao)達標(biao),加快(kuai)實(shi)施(shi)節(jie)能(neng)降碳(tan)行(xing)動,培育一批能(neng)效(xiao)“領(ling)跑者(zhe)”。開展(zhan)(zhan)節(jie)水(shui)(shui)(shui)型企(qi)業(ye)創建(jian)(jian),積極培育水(shui)(shui)(shui)效(xiao)“領(ling)跑者(zhe)”。(省(sheng)(sheng)發展(zhan)(zhan)和(he)改革委(wei)員會、省(sheng)(sheng)工(gong)(gong)業(ye)和(he)信息化(hua)廳、省(sheng)(sheng)水(shui)(shui)(shui)利(li)廳、省(sheng)(sheng)市(shi)場(chang)監督管理局(ju)等按職責分工(gong)(gong)負責)

5.推進重點(dian)用能設備節能增效(xiao)。實施變(bian)(bian)壓(ya)(ya)(ya)器(qi)(qi)、電(dian)機等能(neng)(neng)效(xiao)(xiao)提(ti)升專項行(xing)動,推動變(bian)(bian)壓(ya)(ya)(ya)器(qi)(qi)、電(dian)機、泵、壓(ya)(ya)(ya)縮機、風機、工業窯爐(lu)、鍋爐(lu)等重點(dian)用能(neng)(neng)設(she)備系統節能(neng)(neng)改造升級。建立(li)以能(neng)(neng)效(xiao)(xiao)提(ti)升為(wei)導(dao)向的激勵機制,重點(dian)推廣稀土(tu)永磁無鐵芯(xin)電(dian)機、特大功率(lv)高(gao)(gao)壓(ya)(ya)(ya)變(bian)(bian)頻變(bian)(bian)壓(ya)(ya)(ya)器(qi)(qi)、三角形立(li)體卷(juan)鐵芯(xin)結構變(bian)(bian)壓(ya)(ya)(ya)器(qi)(qi)、可控熱管式(shi)節能(neng)(neng)熱處理爐(lu)、變(bian)(bian)頻無極變(bian)(bian)速(su)風機、磁懸浮離心風機等新(xin)(xin)型節能(neng)(neng)設(she)備,積極培育(yu)“能(neng)(neng)效(xiao)(xiao)之星(xing)”產品。到(dao)2025年,新(xin)(xin)增(zeng)高(gao)(gao)效(xiao)(xiao)節能(neng)(neng)電(dian)機占比(bi)達(da)到(dao)70%以上,新(xin)(xin)增(zeng)高(gao)(gao)效(xiao)(xiao)節能(neng)(neng)變(bian)(bian)壓(ya)(ya)(ya)器(qi)(qi)占比(bi)達(da)到(dao)80%以上。(省(sheng)發(fa)展和(he)改革委員會、省(sheng)工業和(he)信(xin)息(xi)化廳、省(sheng)市(shi)場監(jian)督(du)管理局等按職責分工負責)
