甘肅省強(qiang)化危險廢物監管和利用(yong)處置(zhi)能力改(gai)革工作(zuo)方案
為進一(yi)步提升(sheng)全(quan)省(sheng)危險(xian)廢物監管和利用處置(zhi)能(neng)力(li),有效(xiao)防控環境與安(an)全(quan)風險(xian),根據《國(guo)務院辦(ban)公廳關(guan)于印發強化(hua)危險(xian)廢物監管和利用處置(zhi)能(neng)力(li)改革實施方(fang)案的通知》(國(guo)辦(ban)函〔2021〕47號)精(jing)神,結合我省(sheng)實際,制定本(ben)方(fang)案。
一、工作(zuo)目標
構建危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)(醫(yi)療廢(fei)物(wu)(wu)(wu))利用處置(zhi)(zhi)設施和(he)監(jian)測監(jian)管(guan)能力(li)于一(yi)體的(de)環境基礎設施體系,推動省域內危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)(醫(yi)療廢(fei)物(wu)(wu)(wu))處置(zhi)(zhi)能力(li)與(yu)產廢(fei)情(qing)況總體匹配。強化安全監(jian)管(guan)與(yu)環境監(jian)管(guan)協同聯動,建立(li)健全源頭嚴防、過(guo)程嚴管(guan)、后(hou)果嚴懲的(de)危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)監(jian)管(guan)體系。到2022年底,危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)非法轉移傾倒行為(wei)得到有效遏制(zhi);縣級以上城市建成區醫(yi)療廢(fei)物(wu)(wu)(wu)無害(hai)化處置(zhi)(zhi)率達到99%以上。到2025年底,危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)(醫(yi)療廢(fei)物(wu)(wu)(wu))利用處置(zhi)(zhi)能力(li)進一(yi)步提升。
二(er)、重點任務(wu)
(一)完善危險廢物監管體制機制。
1.夯實屬(shu)地監管責(ze)任。各(ge)級人民(min)政(zheng)(zheng)府(fu)對(dui)本行政(zheng)(zheng)區域(yu)危(wei)險(xian)廢(fei)物(wu)(wu)(醫(yi)(yi)療廢(fei)物(wu)(wu))污染環(huan)境防治負總責(ze)。縣級以(yi)上人民(min)政(zheng)(zheng)府(fu)應(ying)當將危(wei)險(xian)廢(fei)物(wu)(wu)污染環(huan)境防治工作(zuo)納入本地國(guo)民(min)經濟和(he)社(she)會發展規(gui)劃(hua)、生(sheng)態環(huan)境保(bao)護規(gui)劃(hua)統籌推進。在編制國(guo)土空間規(gui)劃(hua)和(he)相關專項(xiang)規(gui)劃(hua)時,應(ying)當統籌危(wei)險(xian)廢(fei)物(wu)(wu)(醫(yi)(yi)療廢(fei)物(wu)(wu))設(she)施建(jian)設(she)需求,保(bao)障用地,支持危(wei)險(xian)廢(fei)物(wu)(wu)資源化利用和(he)無(wu)害化處置(zhi),最大限度降低危(wei)險(xian)廢(fei)物(wu)(wu)填埋量。(各(ge)市州人民(min)政(zheng)(zheng)府(fu),蘭州新(xin)區管委(wei)會負責(ze),以(yi)下(xia)任務均需各(ge)市州人民(min)政(zheng)(zheng)府(fu),蘭州新(xin)區管委(wei)會負責(ze)落實,不(bu)再列出)
2.落(luo)實部(bu)(bu)門(men)監(jian)管責任。生態(tai)(tai)環境(jing)主(zhu)(zhu)管部(bu)(bu)門(men)對危(wei)(wei)險(xian)廢物污染環境(jing)防(fang)治工作實施(shi)統一監(jian)督(du)管理。發(fa)展改(gai)(gai)革、工業和信(xin)息(xi)化、自然資(zi)源、住房城鄉建設、交(jiao)通運(yun)(yun)輸、衛生健(jian)康(kang)、海關等單位(wei)在各(ge)自職責范圍內履行監(jian)督(du)管理責任,完善部(bu)(bu)門(men)間信(xin)息(xi)共享、溝通協(xie)商(shang)制度,建立危(wei)(wei)險(xian)廢物全過程監(jian)管體(ti)系。推動省(sheng)內相(xiang)鄰市(shi)州(zhou)建立聯防(fang)聯控機制。市(shi)級生態(tai)(tai)環境(jing)主(zhu)(zhu)管部(bu)(bu)門(men)應當會同相(xiang)關部(bu)(bu)門(men),定期向社會發(fa)布(bu)危(wei)(wei)險(xian)廢物的種類、產生量、處(chu)置能力(li)、利(li)用(yong)處(chu)置狀況(kuang)等信(xin)息(xi)。2022年(nian)底前與(yu)周(zhou)邊省(sheng)份協(xie)商(shang)建立防(fang)范跨區域危(wei)(wei)險(xian)廢物環境(jing)風(feng)險(xian)的合作機制。(省(sheng)生態(tai)(tai)環境(jing)廳(ting)(ting)(ting)、省(sheng)發(fa)展改(gai)(gai)革委(wei)、省(sheng)工信(xin)廳(ting)(ting)(ting)、省(sheng)自然資(zi)源廳(ting)(ting)(ting)、省(sheng)住建廳(ting)(ting)(ting)、省(sheng)交(jiao)通運(yun)(yun)輸廳(ting)(ting)(ting)、省(sheng)應急廳(ting)(ting)(ting)、省(sheng)衛生健(jian)康(kang)委(wei)、省(sheng)公安(an)廳(ting)(ting)(ting)、蘭州(zhou)海關等按職責分工負責)
3.壓實企(qi)業(ye)(ye)主(zhu)體責(ze)(ze)任(ren)(ren)。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)生(sheng)(sheng)、收集、貯(zhu)(zhu)存(cun)(cun)、運輸、利用、處(chu)置(zhi)企(qi)業(ye)(ye)(以(yi)(yi)下(xia)統稱危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)相關(guan)企(qi)業(ye)(ye))是危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)(jing)防(fang)治(zhi)和安(an)全生(sheng)(sheng)產(chan)法定(ding)(ding)責(ze)(ze)任(ren)(ren)主(zhu)體,危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)相關(guan)企(qi)業(ye)(ye)的(de)主(zhu)要(yao)負責(ze)(ze)人(法定(ding)(ding)代表人、實際控制(zhi)(zhi)人)是第一(yi)責(ze)(ze)任(ren)(ren)人。要(yao)嚴(yan)(yan)格按照國(guo)家(jia)有(you)(you)(you)關(guan)規(gui)定(ding)(ding)和環(huan)(huan)(huan)境(jing)(jing)保護標準要(yao)求(qiu)貯(zhu)(zhu)存(cun)(cun)、利用、處(chu)置(zhi)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu),制(zhi)(zhi)定(ding)(ding)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)計劃,建立危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)臺(tai)賬,如實記錄(lu)有(you)(you)(you)關(guan)信息,并通過危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)信息系統向所在(zai)地(di)(di)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)主(zhu)管(guan)部門申報危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)的(de)種類、產(chan)生(sheng)(sheng)量、流向、貯(zhu)(zhu)存(cun)(cun)、處(chu)置(zhi)等(deng)有(you)(you)(you)關(guan)資(zi)料(liao)。依法及(ji)時(shi)公開(kai)固體廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)(jing)防(fang)治(zhi)信息,主(zhu)動(dong)接受社會監督。嚴(yan)(yan)格執行(xing)排(pai)污許可管(guan)理(li)制(zhi)(zhi)度。依法制(zhi)(zhi)定(ding)(ding)意外事故的(de)防(fang)范措施(shi)和應急預案(an)(an),并向所在(zai)地(di)(di)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)主(zhu)管(guan)部門備(bei)案(an)(an),定(ding)(ding)期組織(zhi)開(kai)展應急演(yan)練。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)經營(ying)單(dan)位(wei)(wei)應當按照國(guo)家(jia)有(you)(you)(you)關(guan)規(gui)定(ding)(ding)申請取(qu)(qu)得許可證,貯(zhu)(zhu)存(cun)(cun)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)不得超過1年。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)相關(guan)企(qi)業(ye)(ye),依法依規(gui)投保環(huan)(huan)(huan)境(jing)(jing)污染(ran)責(ze)(ze)任(ren)(ren)保險(xian)(xian)(xian)。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)生(sheng)(sheng)和經營(ying)單(dan)位(wei)(wei)定(ding)(ding)期組織(zhi)開(kai)展涉(she)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)環(huan)(huan)(huan)保設施(shi)效(xiao)果和安(an)全評估。嚴(yan)(yan)格落實危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)轉(zhuan)移聯單(dan)管(guan)理(li)制(zhi)(zhi)度,嚴(yan)(yan)禁將危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)提供或(huo)委(wei)托(tuo)給無(wu)資(zi)質單(dan)位(wei)(wei)進行(xing)收集、貯(zhu)(zhu)存(cun)(cun)和利用處(chu)置(zhi)。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)相關(guan)企(qi)業(ye)(ye)以(yi)(yi)及(ji)各級(ji)產(chan)業(ye)(ye)基地(di)(di)、化工園區等(deng)工業(ye)(ye)集聚區應當制(zhi)(zhi)定(ding)(ding)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)生(sheng)(sheng)、貯(zhu)(zhu)存(cun)(cun)、利用、處(chu)置(zhi)等(deng)管(guan)理(li)清(qing)單(dan),定(ding)(ding)期組織(zhi)摸(mo)排(pai)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)環(huan)(huan)(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian),明確整改責(ze)(ze)任(ren)(ren)及(ji)時(shi)限(xian),及(ji)時(shi)消除環(huan)(huan)(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian)隱患。對歷(li)史堆(dui)存(cun)(cun)的(de)各類危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu),要(yao)制(zhi)(zhi)定(ding)(ding)工作(zuo)方案(an)(an),采取(qu)(qu)有(you)(you)(you)效(xiao)措施(shi)限(xian)期完成清(qing)理(li)整治(zhi),并向省(sheng)(sheng)級(ji)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)主(zhu)管(guan)部門備(bei)案(an)(an)。(省(sheng)(sheng)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)廳(ting)、省(sheng)(sheng)公安(an)廳(ting)、省(sheng)(sheng)交通運輸廳(ting)、甘肅銀保監局、省(sheng)(sheng)應急廳(ting)、省(sheng)(sheng)衛生(sheng)(sheng)健(jian)康(kang)委(wei)等(deng)部門按職責(ze)(ze)分工負責(ze)(ze))
4.完善危險(xian)廢(fei)物環(huan)境(jing)管(guan)(guan)(guan)理信(xin)(xin)息化體系(xi)。危險(xian)廢(fei)物相關企業應依法報送(song)相關信(xin)(xin)息,并對(dui)信(xin)(xin)息的真(zhen)實性、準確性和完整性負責,實現(xian)危險(xian)廢(fei)物產生(sheng)情況在(zai)線(xian)(xian)申(shen)報、管(guan)(guan)(guan)理計(ji)劃在(zai)線(xian)(xian)備案、轉移聯單在(zai)線(xian)(xian)運行、利用處置情況在(zai)線(xian)(xian)報告。推動(dong)危險(xian)廢(fei)物管(guan)(guan)(guan)理信(xin)(xin)息在(zai)日常環(huan)境(jing)監(jian)管(guan)(guan)(guan)、執法檢(jian)查、排污許可和環(huan)境(jing)統(tong)計(ji)等(deng)環(huan)節(jie)中的應用。在(zai)有條(tiao)件(jian)的地區逐步推行視(shi)頻監(jian)控、電子標簽等(deng)集成智能監(jian)控。(省生(sheng)態環(huan)境(jing)廳(ting)、省財政廳(ting)、省交通運輸廳(ting)、省衛(wei)生(sheng)健康委等(deng)按職責分工負責)
(二(er))強化危險廢(fei)物(wu)源頭管控。
5.加(jia)強(qiang)危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)管理。落實危險(xian)(xian)(xian)廢(fei)(fei)物產生單位(wei)對(dui)危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)的(de)主體(ti)責(ze)任(ren),危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)單位(wei)對(dui)鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)報告內容和鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)結論負(fu)責(ze)并承擔相應責(ze)任(ren)。歷史遺留無法查(cha)明(ming)責(ze)任(ren)主體(ti)的(de)固體(ti)廢(fei)(fei)物,由屬地縣級(ji)(ji)人民政(zheng)府負(fu)責(ze)鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)和處置。組建省(sheng)級(ji)(ji)危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)專家(jia)委員會,強(qiang)化危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)技術指導,對(dui)危險(xian)(xian)(xian)廢(fei)(fei)物鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)報告開展抽查(cha)復核,及時向(xiang)社會公開鑒(jian)(jian)別(bie)(bie)(bie)(bie)(bie)信息。(省(sheng)生態(tai)環境廳負(fu)責(ze))
6.嚴格環(huan)境(jing)(jing)準入。落(luo)實“三線(xian)一單”分區管(guan)控要求,在生態(tai)保護紅線(xian)區、永久基(ji)本農田集中區和(he)其他(ta)需要特別保護的(de)區域內,禁止建(jian)(jian)設(she)危險(xian)廢(fei)物(wu)集中貯存(cun)、利用處置(zhi)設(she)施和(he)場(chang)所。新建(jian)(jian)項(xiang)目(mu)要嚴格執行(xing)(xing)《建(jian)(jian)設(she)項(xiang)目(mu)危險(xian)廢(fei)物(wu)環(huan)境(jing)(jing)影(ying)響評價指南(nan)》《危險(xian)廢(fei)物(wu)處置(zhi)工程技(ji)術(shu)導則》,對危險(xian)廢(fei)物(wu)產生量大(da)、低價值、難處理(li)(li),本省(sheng)無配套利用處置(zhi)能力的(de)項(xiang)目(mu)從嚴審批。加(jia)大(da)涉危險(xian)廢(fei)物(wu)重點行(xing)(xing)業(ye)建(jian)(jian)設(she)項(xiang)目(mu)環(huan)境(jing)(jing)影(ying)響評價文件抽查復核,建(jian)(jian)立問題(ti)清單和(he)整改(gai)措(cuo)施并推動落(luo)實。依法(fa)將固體廢(fei)物(wu)納入排(pai)(pai)污(wu)許可管(guan)理(li)(li)。嚴肅(su)查處“未批先建(jian)(jian)”、“批建(jian)(jian)不符”、無證(zheng)排(pai)(pai)污(wu)、不按證(zheng)排(pai)(pai)污(wu)等違法(fa)行(xing)(xing)為。(省(sheng)生態(tai)環(huan)境(jing)(jing)廳(ting)負責)
7.推動源頭減量化(hua)。支持研(yan)發、推廣減少危(wei)險廢(fei)物(wu)(wu)產(chan)(chan)生(sheng)(sheng)量和(he)(he)降低危(wei)害性(xing)的(de)生(sheng)(sheng)產(chan)(chan)工藝和(he)(he)設備,鼓勵產(chan)(chan)廢(fei)企業(ye)內部資源化(hua)利用。加強“雙超雙有(you)”企業(ye)和(he)(he)“兩高”項目(mu)強制性(xing)清(qing)潔生(sheng)(sheng)產(chan)(chan)審核,推動危(wei)險廢(fei)物(wu)(wu)經營(ying)單(dan)位(wei)和(he)(he)年產(chan)(chan)生(sheng)(sheng)量100噸以上的(de)危(wei)險廢(fei)物(wu)(wu)產(chan)(chan)生(sheng)(sheng)單(dan)位(wei)開展清(qing)潔生(sheng)(sheng)產(chan)(chan)審核。(省(sheng)(sheng)工信廳(ting)、省(sheng)(sheng)科技(ji)廳(ting)、省(sheng)(sheng)生(sheng)(sheng)態環境廳(ting)等按職責(ze)分工負責(ze))
(三)強化(hua)危險廢(fei)物收集(ji)轉運過程監管。
8.提升收集(ji)(ji)(ji)轉(zhuan)運(yun)貯(zhu)存專業化水平。支持危(wei)險廢(fei)物(wu)(wu)專業收集(ji)(ji)(ji)轉(zhuan)運(yun)和(he)利用處置單位建(jian)設區域(yu)性收集(ji)(ji)(ji)網點(dian)和(he)貯(zhu)存設施,開(kai)展(zhan)小微(wei)企業、科研機構、學校(xiao)等產生的危(wei)險廢(fei)物(wu)(wu)有償收集(ji)(ji)(ji)轉(zhuan)運(yun)服務(wu),開(kai)展(zhan)工業園區危(wei)險廢(fei)物(wu)(wu)集(ji)(ji)(ji)中(zhong)(zhong)(zhong)收集(ji)(ji)(ji)貯(zhu)存試點(dian)。鼓勵在有條件的高校(xiao)集(ji)(ji)(ji)中(zhong)(zhong)(zhong)區域(yu)開(kai)展(zhan)實驗室(shi)危(wei)險廢(fei)物(wu)(wu)分(fen)類收集(ji)(ji)(ji)和(he)預處理(li)示范項(xiang)目(mu)建(jian)設。開(kai)展(zhan)鉛蓄(xu)電(dian)池和(he)礦物(wu)(wu)油生產者(zhe)責(ze)任延伸(shen)試點(dian),推進廢(fei)鉛蓄(xu)電(dian)池收集(ji)(ji)(ji)和(he)跨區域(yu)轉(zhuan)運(yun)試點(dian)。建(jian)立(li)健全有害(hai)垃圾(ji)收集(ji)(ji)(ji)轉(zhuan)運(yun)體系,合理(li)布(bu)局有害(hai)垃圾(ji)集(ji)(ji)(ji)中(zhong)(zhong)(zhong)貯(zhu)存點(dian)。提升鄉鎮、社區、偏(pian)遠山(shan)區醫療廢(fei)物(wu)(wu)收集(ji)(ji)(ji)轉(zhuan)運(yun)能力(li)。(省生態環境廳、省住建(jian)廳、省衛生健康委(wei)、省教育(yu)廳、省交通運(yun)輸廳等按職責(ze)分(fen)工負責(ze))
9.加(jia)強轉移運輸監管(guan)。強化危險廢(fei)物運輸資質管(guan)理,落(luo)實危險廢(fei)物(醫(yi)療(liao)(liao)廢(fei)物)運輸車輛、人(ren)員及運輸路(lu)線(xian)備案(an)制(zhi)度。完善“點對點”的(de)常備通(tong)行(xing)路(lu)線(xian),實現危險廢(fei)物和醫(yi)療(liao)(liao)廢(fei)物運輸安(an)全(quan)便捷(jie)。推(tui)動(dong)運輸車輛安(an)裝(zhuang)衛(wei)星定位裝(zhuang)置(zhi),并與生態(tai)環(huan)境、公安(an)、交通(tong)運輸等部門(men)聯網。(省公安(an)廳、省生態(tai)環(huan)境廳、省交通(tong)運輸廳、省衛(wei)生健(jian)康委等按職責分工負責)
10.加強(qiang)轉(zhuan)(zhuan)移(yi)審(shen)批(pi)監管。危(wei)險(xian)廢(fei)(fei)物轉(zhuan)(zhuan)移(yi)推行(xing)就近原則,加強(qiang)以(yi)焚燒、填埋(mai)等方式處置的危(wei)險(xian)廢(fei)(fei)物跨(kua)省轉(zhuan)(zhuan)入管理(li)。落實危(wei)險(xian)廢(fei)(fei)物跨(kua)省轉(zhuan)(zhuan)移(yi)“白名單”制度(du)。維護(hu)危(wei)險(xian)廢(fei)(fei)物跨(kua)區域轉(zhuan)(zhuan)移(yi)公平競爭市場秩序,不得設置不合理(li)行(xing)政壁(bi)壘。(省生態環境廳負責(ze))
11.嚴(yan)厲打(da)擊涉(she)危險(xian)(xian)廢(fei)物(wu)違法(fa)犯罪(zui)行為。強化行政執法(fa)與刑事(shi)司(si)法(fa)、檢(jian)察(cha)(cha)公(gong)(gong)益(yi)訴(su)訟(song)的(de)協調聯動(dong),加強行刑銜接與公(gong)(gong)益(yi)訴(su)訟(song)檢(jian)察(cha)(cha)監督,推動(dong)生(sheng)態(tai)環(huan)(huan)境(jing)(jing)損(sun)害與檢(jian)察(cha)(cha)公(gong)(gong)益(yi)訴(su)訟(song)銜接配合,落實(shi)生(sheng)態(tai)環(huan)(huan)境(jing)(jing)損(sun)害賠償(chang)制(zhi)(zhi)度。嚴(yan)厲打(da)擊非法(fa)排(pai)放(fang)、傾倒、收(shou)集、貯存(cun)、轉移、利(li)用、處(chu)(chu)置(zhi)危險(xian)(xian)廢(fei)物(wu)等環(huan)(huan)境(jing)(jing)違法(fa)犯罪(zui)行為,落實(shi)有獎(jiang)舉報制(zhi)(zhi)度,鼓勵公(gong)(gong)眾參與監督。對未按(an)照許可證規(gui)定從(cong)事(shi)收(shou)集、貯存(cun)、利(li)用、處(chu)(chu)置(zhi)危險(xian)(xian)廢(fei)物(wu)經營活動(dong)的(de),由(you)生(sheng)態(tai)環(huan)(huan)境(jing)(jing)主管(guan)部(bu)門責令(ling)(ling)改正,限制(zhi)(zhi)生(sheng)產(chan)、停(ting)產(chan)整治(zhi),依(yi)法(fa)對相關單(dan)位和(he)責任人予以(yi)處(chu)(chu)罰,情節(jie)嚴(yan)重(zhong)的(de),報經有批準權的(de)人民政府(fu)批準,責令(ling)(ling)停(ting)業(ye)或者關閉。對危險(xian)(xian)廢(fei)物(wu)不(bu)能(neng)及時(shi)利(li)用處(chu)(chu)置(zhi)的(de)生(sheng)產(chan)和(he)經營單(dan)位,督促其限期利(li)用處(chu)(chu)置(zhi),對自查(cha)自糾并及時(shi)妥善(shan)處(chu)(chu)置(zhi)歷(li)史遺留危險(xian)(xian)廢(fei)物(wu)的(de)單(dan)位,依(yi)法(fa)從(cong)輕處(chu)(chu)罰。(省(sheng)法(fa)院、省(sheng)檢(jian)察(cha)(cha)院、省(sheng)公(gong)(gong)安廳(ting)、省(sheng)生(sheng)態(tai)環(huan)(huan)境(jing)(jing)廳(ting)、省(sheng)交通運(yun)輸廳(ting)、省(sheng)水利(li)廳(ting)、省(sheng)衛生(sheng)健康(kang)委(wei)等按(an)職責分工負(fu)責)
(四)強化廢棄危險化學(xue)品監(jian)管。
12.建立(li)監管(guan)(guan)協作和(he)聯合執法工(gong)作機(ji)制,建立(li)形成(cheng)覆蓋廢(fei)(fei)棄(qi)危(wei)(wei)險(xian)(xian)化學(xue)品(pin)全(quan)過程的(de)監管(guan)(guan)體系(xi)。推動重(zhong)點(dian)地區危(wei)(wei)險(xian)(xian)化學(xue)品(pin)生產(chan)企業(ye)搬(ban)遷(qian)改造,推進騰退地塊風險(xian)(xian)管(guan)(guan)控和(he)修復。建立(li)廢(fei)(fei)棄(qi)危(wei)(wei)險(xian)(xian)化學(xue)品(pin)領域環(huan)境風險(xian)(xian)和(he)安全(quan)風險(xian)(xian)專家庫。(省(sheng)生態環(huan)境廳、省(sheng)應急廳、省(sheng)工(gong)信(xin)廳等按職責(ze)分工(gong)負責(ze))
(五)提升危險廢物(wu)集中處(chu)置基礎保障能力。
13.落實國家特殊(shu)類(lei)(lei)別危(wei)險廢物(wu)(wu)處置設(she)施建(jian)(jian)設(she)規劃布局。按照國家統一部署,積(ji)極謀劃我省(sheng)特殊(shu)類(lei)(lei)別危(wei)險廢物(wu)(wu)焚燒、填埋處置基地建(jian)(jian)設(she)項目。(省(sheng)財政(zheng)廳(ting)、省(sheng)自然資源廳(ting)、省(sheng)生態環境(jing)廳(ting)、省(sheng)住建(jian)(jian)廳(ting)等按職責分工負(fu)責)
14.實現省域內危(wei)(wei)險(xian)廢(fei)物(wu)(wu)處(chu)置(zhi)能(neng)力與產(chan)廢(fei)情況(kuang)總體匹配。加強(qiang)危(wei)(wei)險(xian)廢(fei)物(wu)(wu)集(ji)中利(li)用(yong)處(chu)置(zhi)設(she)施(shi)建(jian)設(she),推(tui)動(dong)全省危(wei)(wei)險(xian)廢(fei)物(wu)(wu)利(li)用(yong)處(chu)置(zhi)能(neng)力與產(chan)廢(fei)情況(kuang)總體匹配。對產(chan)能(neng)過剩的危(wei)(wei)險(xian)廢(fei)物(wu)(wu)利(li)用(yong)處(chu)置(zhi)項目(mu),鼓(gu)勵企(qi)業通過兼(jian)并重組、產(chan)業技術(shu)升級改造等方式(shi)做大做強(qiang),開展規模化(hua)、專業化(hua)建(jian)設(she)運營服務。(省財政(zheng)廳、省自然資源廳、省生態環境廳、省住建(jian)廳等按(an)職(zhi)責(ze)分工負責(ze))
