漢中市(shi)強化危險廢物監(jian)管和利用處置(zhi)能力改革實施方案(an)

為切實防(fang)控危(wei)險(xian)廢(fei)物(wu)環(huan)境與安全風險(xian),深化(hua)體(ti)制機制改(gai)革,全面提升危(wei)險(xian)廢(fei)物(wu)監管和利用處(chu)置能力,依據省(sheng)政府辦公廳《關于印發強(qiang)化(hua)危(wei)險(xian)廢(fei)物(wu)監管和利用處(chu)置能力改(gai)革工作(zuo)方案的(de)通知》(陜政辦函〔2021〕153號(hao)),結合我市實際,制定本實施方案。

一、總體要求

以習近平新時代中國(guo)特色(se)社(she)會主義思(si)想(xiang)為指導,深入貫(guan)徹落實(shi)(shi)習近平生態文明思(si)想(xiang)和習近平總書記(ji)來陜(shan)考察重要(yao)(yao)講話重要(yao)(yao)指示(shi)精神(shen),堅(jian)持“統(tong)籌安排,嚴守(shou)風(feng)險(xian)底線;科技優先,提升(sheng)技術水平;先行(xing)先試,創新管(guan)理(li)(li)模式;密切協同,強(qiang)化聯防聯控(kong)”的(de)(de)原則,不斷強(qiang)化危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)監(jian)管(guan)能(neng)力、利(li)用(yong)處(chu)(chu)置(zhi)能(neng)力和風(feng)險(xian)防范能(neng)力建(jian)設(she)。到2022年底,危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)監(jian)管(guan)體制(zhi)機(ji)(ji)制(zhi)進一步(bu)完善,危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)非法轉(zhuan)移傾倒行(xing)為得到有(you)效遏制(zhi);基本補齊(qi)醫療(liao)廢(fei)物(wu)(wu)(wu)(wu)、危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)收(shou)集(ji)處(chu)(chu)理(li)(li)設(she)施方面短板,引(yin)導和規范危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)環(huan)境治(zhi)理(li)(li)產(chan)業(ye)積極(ji)有(you)序發展,各(ge)縣區要(yao)(yao)依據醫療(liao)機(ji)(ji)構地理(li)(li)位置(zhi)和實(shi)(shi)際情(qing)況(kuang),完成醫療(liao)廢(fei)物(wu)(wu)(wu)(wu)收(shou)集(ji)中轉(zhuan)站建(jian)設(she),全(quan)(quan)市(shi)醫療(liao)廢(fei)物(wu)(wu)(wu)(wu)無害化處(chu)(chu)置(zhi)率(lv)達到99%以上,全(quan)(quan)市(shi)危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)處(chu)(chu)置(zhi)利(li)用(yong)類別(bie)及能(neng)力基本滿足市(shi)域內實(shi)(shi)際處(chu)(chu)置(zhi)需求(qiu)。到2025年底,建(jian)立健全(quan)(quan)源(yuan)頭嚴防、過(guo)程嚴管(guan)、后果嚴懲的(de)(de)危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)全(quan)(quan)過(guo)程、全(quan)(quan)鏈(lian)條監(jian)管(guan)體系。危(wei)險(xian)廢(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)能(neng)力充分保(bao)障,技術和運營水平進一步(bu)提升(sheng)。

二(er)、主要任務

(一)完(wan)善危(wei)險廢物監管體制(zhi)機制(zhi)

1.依法依規履(lv)行(xing)危險廢物(wu)監(jian)管(guan)職責(ze)(ze)。各(ge)縣區(qu)政(zheng)府(fu)對本轄區(qu)危險廢物(wu)治(zhi)(zhi)理負總責(ze)(ze),將危險廢物(wu)污(wu)染(ran)環境(jing)(jing)防治(zhi)(zhi)工(gong)作納入本地國民經濟和社會發展規劃(hua),統籌(chou)推進(jin)(jin),協同發展。各(ge)相(xiang)關部門要認真(zhen)執(zhi)行(xing)國家危險廢物(wu)治(zhi)(zhi)理方針政(zheng)策,嚴格落實在(zai)危險廢物(wu)利用(yong)處置(zhi)、污(wu)染(ran)環境(jing)(jing)防治(zhi)(zhi)、安全生(sheng)產(chan)、運輸(shu)(shu)安全以及衛生(sheng)防疫等(deng)方面(mian)的監(jian)管(guan)職責(ze)(ze),進(jin)(jin)一步細化、實化相(xiang)應監(jian)管(guan)環節(jie)工(gong)作舉措(cuo),做到守土有責(ze)(ze)、守土盡責(ze)(ze)(市(shi)(shi)(shi)生(sheng)態環境(jing)(jing)局(ju)(ju)(ju)(ju)(ju)牽(qian)頭,市(shi)(shi)(shi)發改委(wei)、市(shi)(shi)(shi)工(gong)信局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)公安局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)自(zi)然資源局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)城管(guan)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)交通(tong)運輸(shu)(shu)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)農業農村(cun)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)衛健委(wei)、市(shi)(shi)(shi)應急管(guan)理局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)市(shi)(shi)(shi)場(chang)監(jian)管(guan)局(ju)(ju)(ju)(ju)(ju)、漢中海關配合。以下均需各(ge)縣區(qu)政(zheng)府(fu)、經開(kai)區(qu)管(guan)委(wei)會負責(ze)(ze)抓好落實,不再列出)。

2.建立監(jian)管聯動(dong)機(ji)制。建立市(shi)(shi)(shi)、縣環(huan)境(jing)應(ying)急(ji)管理協作和(he)聯合(he)執法(fa)(fa)工作機(ji)制,靈(ling)通(tong)信(xin)(xin)息、協調配(pei)合(he),形成工作合(he)力(li),強化(hua)廢棄危險(xian)(xian)化(hua)學品安全監(jian)管。落實首辦移交,各職(zhi)(zhi)能(neng)(neng)部門(men)在(zai)日常監(jian)管中(zhong)發現的問題,屬(shu)職(zhi)(zhi)責范圍(wei)內監(jian)管事項要第(di)一時間處理,涉(she)及(ji)其他部門(men)監(jian)管事項第(di)一時間通(tong)報,對可(ke)能(neng)(neng)造成證據滅失、被(bei)隱匿(ni)或(huo)者非法(fa)(fa)轉移以及(ji)造成或(huo)者可(ke)能(neng)(neng)造成嚴重污染環(huan)境(jing)的違法(fa)(fa)行為,第(di)一時間通(tong)告(gao)相關部門(men),依(yi)法(fa)(fa)予以處理。健(jian)全完善危險(xian)(xian)貨物(wu)運(yun)輸(shu)資質、醫療(liao)廢物(wu)產生、危險(xian)(xian)化(hua)學品生產及(ji)經(jing)營使用企業(ye)信(xin)(xin)息、危險(xian)(xian)廢物(wu)經(jing)營單位(wei)及(ji)轉移信(xin)(xin)息等數(shu)據共享制度。根據企業(ye)環(huan)境(jing)信(xin)(xin)用記(ji)錄和(he)環(huan)境(jing)風(feng)險(xian)(xian)可(ke)控程度等,將危險(xian)(xian)廢物(wu)跨省轉移納(na)入信(xin)(xin)用評價體系管理(市(shi)(shi)(shi)生態環(huan)境(jing)局(ju)牽頭,市(shi)(shi)(shi)發改(gai)委、市(shi)(shi)(shi)教育局(ju)、市(shi)(shi)(shi)科技局(ju)、市(shi)(shi)(shi)工信(xin)(xin)局(ju)、市(shi)(shi)(shi)公安局(ju)、市(shi)(shi)(shi)自然資源(yuan)局(ju)、市(shi)(shi)(shi)交通(tong)運(yun)輸(shu)局(ju)、市(shi)(shi)(shi)農(nong)業(ye)農(nong)村局(ju)、市(shi)(shi)(shi)商(shang)務局(ju)、市(shi)(shi)(shi)衛健(jian)委、市(shi)(shi)(shi)應(ying)急(ji)管理局(ju)、市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)管局(ju)、市(shi)(shi)(shi)行政審(shen)批服務局(ju)、漢中(zhong)海關、市(shi)(shi)(shi)郵政管理局(ju)、市(shi)(shi)(shi)法(fa)(fa)院(yuan)、市(shi)(shi)(shi)檢察院(yuan)配(pei)合(he))。

3.建(jian)立“一長三員(yuan)”網(wang)(wang)(wang)格(ge)(ge)化監(jian)管(guan)(guan)機制。壓實屬(shu)地監(jian)管(guan)(guan)責任,以縣區為單位,將行(xing)政區域(yu)內(nei)所有(you)涉危險廢物企(qi)(qi)業全部登記(ji)造冊并動態更新。嚴格(ge)(ge)落實“網(wang)(wang)(wang)格(ge)(ge)化”監(jian)管(guan)(guan),每(mei)家企(qi)(qi)業安排1名鎮辦負責同志為網(wang)(wang)(wang)格(ge)(ge)長、1名網(wang)(wang)(wang)格(ge)(ge)監(jian)督(du)員(yuan)、1名生(sheng)態環(huan)境(jing)部門(men)監(jian)督(du)執法(fa)人(ren)員(yuan)和1名企(qi)(qi)業內(nei)部監(jian)督(du)管(guan)(guan)理(li)員(yuan),建(jian)立“四位一體”監(jian)管(guan)(guan)機制,強化網(wang)(wang)(wang)格(ge)(ge)內(nei)企(qi)(qi)業危險廢物監(jian)督(du)管(guan)(guan)理(li),嚴防非(fei)法(fa)轉移處置危險廢物(市生(sheng)態環(huan)境(jing)局負責)。

4.建(jian)立危(wei)險廢(fei)(fei)物環境風險區(qu)域聯(lian)防聯(lian)控(kong)機制。市(shi)(shi)生態環境局要積極與周邊地市(shi)(shi)協商建(jian)立合作機制,加強危(wei)險廢(fei)(fei)物管理信息共(gong)享與聯(lian)動執法,實現危(wei)險廢(fei)(fei)物集中處置設施(shi)建(jian)設和運(yun)營管理優勢(shi)互(hu)補(市(shi)(shi)生態環境局負(fu)責(ze))。

5.落實(shi)企業主(zhu)體(ti)(ti)責(ze)(ze)任(ren)。危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)、收集、貯存、運(yun)輸、利(li)(li)用、處置單(dan)位(wei)的(de)(de)主(zhu)要(yao)負責(ze)(ze)人(ren)是危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)(wu)染環(huan)(huan)境(jing)(jing)(jing)(jing)防治(zhi)(zhi)和(he)安(an)全生(sheng)(sheng)(sheng)(sheng)(sheng)產(chan)(chan)第(di)一(yi)責(ze)(ze)任(ren)人(ren),建(jian)立企業主(zhu)體(ti)(ti)責(ze)(ze)任(ren)承(cheng)諾制(zhi)(zhi),壓(ya)實(shi)企業污(wu)(wu)(wu)染環(huan)(huan)境(jing)(jing)(jing)(jing)防治(zhi)(zhi)和(he)安(an)全生(sheng)(sheng)(sheng)(sheng)(sheng)產(chan)(chan)主(zhu)體(ti)(ti)責(ze)(ze)任(ren),嚴格落實(shi)危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)(wu)染環(huan)(huan)境(jing)(jing)(jing)(jing)防治(zhi)(zhi)和(he)安(an)全生(sheng)(sheng)(sheng)(sheng)(sheng)產(chan)(chan)法律法規制(zhi)(zhi)度,依法依規投保(bao)(bao)環(huan)(huan)境(jing)(jing)(jing)(jing)污(wu)(wu)(wu)染責(ze)(ze)任(ren)保(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)(市(shi)(shi)生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)局牽頭(tou),市(shi)(shi)公(gong)安(an)局、市(shi)(shi)交通運(yun)輸局、市(shi)(shi)應(ying)急(ji)管(guan)理(li)(li)局、漢(han)中銀保(bao)(bao)監分局配(pei)合)。企業要(yao)按(an)(an)照(zhao)(zhao)國家有關(guan)規定建(jian)立危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)(li)臺賬(zhang),及時通過(guo)陜西省固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)(li)信(xin)息系(xi)統申報危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)、收集、貯存、運(yun)輸、利(li)(li)用、處置相關(guan)資料,依法公(gong)開危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)(wu)染環(huan)(huan)境(jing)(jing)(jing)(jing)防治(zhi)(zhi)信(xin)息。利(li)(li)用、處置危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)的(de)(de)單(dan)位(wei),要(yao)依法向公(gong)眾開放設(she)(she)(she)施、場(chang)所,提(ti)高公(gong)眾生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)護(hu)意識和(he)參(can)與程(cheng)度。新(xin)建(jian)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)的(de)(de)建(jian)設(she)(she)(she)項目應(ying)按(an)(an)照(zhao)(zhao)《建(jian)設(she)(she)(she)項目危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)環(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響(xiang)評(ping)價(jia)指南》,將危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)(wu)染環(huan)(huan)境(jing)(jing)(jing)(jing)防治(zhi)(zhi)內容納入(ru)環(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響(xiang)評(ping)價(jia)文(wen)件(jian),要(yao)結合危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)量、貯存期限等,配(pei)套建(jian)設(she)(she)(she)符合標準的(de)(de)貯存場(chang)所(設(she)(she)(she)施)。現有危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)單(dan)位(wei)自行對(dui)產(chan)(chan)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)進行利(li)(li)用處置,但(dan)原(yuan)環(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響(xiang)評(ping)價(jia)文(wen)件(jian)中未涉及自行利(li)(li)用處置內容的(de)(de),應(ying)當分析變動(dong)部分是否(fou)屬(shu)(shu)于重大變動(dong),屬(shu)(shu)于重大變動(dong)的(de)(de)依法重新(xin)報批環(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響(xiang)評(ping)價(jia)文(wen)件(jian),不屬(shu)(shu)于重大變動(dong)的(de)(de)納入(ru)竣(jun)工環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)護(hu)驗收管(guan)理(li)(li),可以通過(guo)排污(wu)(wu)(wu)許(xu)可證、環(huan)(huan)境(jing)(jing)(jing)(jing)風險(xian)(xian)(xian)(xian)(xian)(xian)(xian)評(ping)估或者修改(gai)單(dan)等方(fang)式明確污(wu)(wu)(wu)染防治(zhi)(zhi)要(yao)求,并將相關(guan)內容納入(ru)危(wei)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)(li)計(ji)劃(hua)備案(市(shi)(shi)生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)局負責(ze)(ze))。

6.加快(kuai)提(ti)升危險(xian)(xian)(xian)廢物(wu)(wu)環境(jing)管(guan)(guan)(guan)理(li)信(xin)息(xi)(xi)化(hua)水平。完(wan)善危險(xian)(xian)(xian)廢物(wu)(wu)管(guan)(guan)(guan)理(li)計劃(hua)備(bei)案(an)、醫(yi)療廢物(wu)(wu)全(quan)過(guo)(guo)程管(guan)(guan)(guan)理(li)、跨(kua)市(shi)(shi)(shi)(shi)轉移數據統(tong)計分析(xi)等功能模塊以及移動終端APP,提(ti)升全(quan)市(shi)(shi)(shi)(shi)固體廢物(wu)(wu)信(xin)息(xi)(xi)化(hua)管(guan)(guan)(guan)理(li)水平。鼓勵危險(xian)(xian)(xian)廢物(wu)(wu)經營單位依托行業協會(hui)(hui)利(li)用(yong)“互聯網(wang)+”技術,逐步(bu)實現社會(hui)(hui)源危險(xian)(xian)(xian)廢物(wu)(wu)全(quan)過(guo)(guo)程可溯信(xin)息(xi)(xi)化(hua)管(guan)(guan)(guan)理(li)。分步(bu)推進涉危險(xian)(xian)(xian)廢物(wu)(wu)單位建設(she)視頻監(jian)控、電子標(biao)簽、管(guan)(guan)(guan)理(li)系統(tong)等智能物(wu)(wu)聯網(wang)監(jian)控系統(tong),適時將(jiang)企(qi)業物(wu)(wu)聯網(wang)接入(ru)陜西省固體廢物(wu)(wu)信(xin)息(xi)(xi)管(guan)(guan)(guan)理(li)系統(tong),提(ti)升危險(xian)(xian)(xian)廢物(wu)(wu)全(quan)過(guo)(guo)程信(xin)息(xi)(xi)化(hua)管(guan)(guan)(guan)理(li)水平(市(shi)(shi)(shi)(shi)生(sheng)態環境(jing)局牽(qian)頭,市(shi)(shi)(shi)(shi)公安(an)局、市(shi)(shi)(shi)(shi)交通運輸局、市(shi)(shi)(shi)(shi)衛(wei)健委、市(shi)(shi)(shi)(shi)應急管(guan)(guan)(guan)理(li)局配(pei)合)。

(二)強(qiang)化(hua)危險廢(fei)物源頭管控

7.推動源(yuan)頭(tou)減(jian)量化。支(zhi)持研發、推廣減(jian)少工業(ye)(ye)危險廢物產(chan)生(sheng)量和降低工業(ye)(ye)危險廢物危害性的(de)生(sheng)產(chan)工藝和設(she)(she)備,促(cu)進從源(yuan)頭(tou)上減(jian)少危險廢物產(chan)生(sheng)量、降低危害性。加快推進企(qi)業(ye)(ye)綠色(se)(se)(se)制造、鉛鋅冶煉等(deng)重點產(chan)廢行(xing)業(ye)(ye)綠色(se)(se)(se)園區、綠色(se)(se)(se)工廠建設(she)(she),打造一(yi)批綠色(se)(se)(se)制造先進典型(xing)(市(shi)工信(xin)局牽(qian)頭(tou),市(shi)發改委、市(shi)生(sheng)態環境局配合)。

8.促(cu)進危險(xian)(xian)廢(fei)(fei)物(wu)資源化(hua)(hua)利(li)用(yong)。鼓勵企業(ye)延伸工藝鏈,提(ti)高危險(xian)(xian)廢(fei)(fei)物(wu)內部循環利(li)用(yong)率。進一步開展金屬廢(fei)(fei)棄包裝桶資源化(hua)(hua)處(chu)置試(shi)點、水泥窯處(chu)置、鉛鋅冶煉廢(fei)(fei)渣和(he)電解(jie)鋁廢(fei)(fei)渣有條件豁免(mian)試(shi)點(市(shi)生態環境局(ju)牽頭,市(shi)發改委、市(shi)工信(xin)局(ju)配合)。

9.規(gui)范開展(zhan)危險廢(fei)物(wu)鑒別工作。配合省生(sheng)態環境(jing)廳做好全市廢(fei)礦物(wu)油(you)、鉛(qian)鋅冶煉廢(fei)渣(zha)利用(yong)后尾渣(zha)的特性判(pan)定工作(市生(sheng)態環境(jing)局負責)。

10.嚴把(ba)環(huan)境(jing)準(zhun)入關。對(dui)改擴建(jian)(jian)項(xiang)目(mu)要依法(fa)開(kai)(kai)展環(huan)境(jing)影響(xiang)評價,對(dui)環(huan)評文件危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)種類(lei)、數量、屬性、貯存(cun)設(she)施(shi)(shi)及需要配套建(jian)(jian)設(she)的(de)污(wu)(wu)染防治措施(shi)(shi)闡述不(bu)清的(de)、無危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)合理利用處(chu)置方案、無環(huan)境(jing)風險(xian)(xian)防范措施(shi)(shi)的(de),不(bu)予批準(zhun)。依法(fa)依規對(dui)已(yi)批復的(de)重點行業涉危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)建(jian)(jian)設(she)項(xiang)目(mu)環(huan)境(jing)影響(xiang)評價文件開(kai)(kai)展復核(he),嚴格(ge)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)污(wu)(wu)染環(huan)境(jing)防治設(she)施(shi)(shi)“三(san)同時”管(guan)(guan)理,強化事中事后監管(guan)(guan)。依法(fa)落實工業危(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)排(pai)污(wu)(wu)許可制度,從嚴打擊無證(zheng)排(pai)污(wu)(wu)、不(bu)按證(zheng)排(pai)污(wu)(wu)等行為(市生(sheng)態環(huan)境(jing)局負責)。

(三)強(qiang)化危險廢物收(shou)集轉運貯存等過程監管(guan)

11.加強生(sheng)活垃(la)圾(ji)(ji)中有(you)(you)害垃(la)圾(ji)(ji)收(shou)集轉運監管(guan)。深入推進(jin)城鄉生(sheng)活垃(la)圾(ji)(ji)分類(lei),引(yin)導(dao)居民分類(lei)投(tou)放,確保有(you)(you)害垃(la)圾(ji)(ji)有(you)(you)效分開,建立有(you)(you)害垃(la)圾(ji)(ji)收(shou)集轉運體系,按照(zhao)危(wei)險廢物貯存標準,統籌(chou)規劃建設有(you)(you)害垃(la)圾(ji)(ji)貯存點(市(shi)(shi)城管(guan)局牽頭,市(shi)(shi)生(sheng)態環(huan)境(jing)局、市(shi)(shi)交(jiao)通運輸局配合)。

12.推(tui)動(dong)收集(ji)貯(zhu)(zhu)存(cun)轉(zhuan)運(yun)專(zhuan)業化(hua)。加(jia)快(kuai)推(tui)進危(wei)(wei)險(xian)廢物集(ji)中(zhong)收集(ji)貯(zhu)(zhu)存(cun)轉(zhuan)運(yun)試(shi)點(dian)建設(she)(she),支持(chi)危(wei)(wei)險(xian)廢物專(zhuan)業收集(ji)轉(zhuan)運(yun)、利用處置的單(dan)(dan)位(wei)(wei)和(he)社會力(li)量,圍繞工(gong)業園區內及周(zhou)邊區域年產(chan)(chan)生(sheng)危(wei)(wei)險(xian)廢物不超過1噸(dun)的工(gong)業企業、科(ke)研機(ji)構、學校(xiao)等產(chan)(chan)廢量小的單(dan)(dan)位(wei)(wei)建設(she)(she)區域性收集(ji)網點(dian)和(he)貯(zhu)(zhu)存(cun)設(she)(she)施,開展危(wei)(wei)險(xian)廢物專(zhuan)業收集(ji)貯(zhu)(zhu)存(cun)試(shi)點(dian)轉(zhuan)運(yun)有償服務(市(shi)生(sheng)態環境局牽頭,市(shi)交(jiao)通運(yun)輸(shu)局、市(shi)教(jiao)(jiao)育(yu)局配合)。鼓勵在有條(tiao)件的高校(xiao)集(ji)中(zhong)區域開展實驗室危(wei)(wei)險(xian)廢物分(fen)類收集(ji)和(he)預處理(li)示范項目建設(she)(she)(市(shi)教(jiao)(jiao)育(yu)局牽頭,市(shi)生(sheng)態環境局、市(shi)交(jiao)通運(yun)輸(shu)局配合)。

13.加強轉移聯(lian)(lian)(lian)單(dan)管理。嚴格危(wei)(wei)險廢物(wu)(wu)產(chan)生(sheng)、運輸、利(li)用(yong)(yong)處(chu)置(zhi)轉移聯(lian)(lian)(lian)單(dan)管理,企業(ye)應如實填寫(xie)危(wei)(wei)險廢物(wu)(wu)轉移電子聯(lian)(lian)(lian)單(dan),聯(lian)(lian)(lian)單(dan)保存期(qi)限至少5年。危(wei)(wei)險廢物(wu)(wu)利(li)用(yong)(yong)處(chu)置(zhi)單(dan)位接受(shou)危(wei)(wei)險廢物(wu)(wu)轉入時(shi),如發現危(wei)(wei)險廢物(wu)(wu)的名稱、數量、特(te)性、形態(tai)(tai)(tai)、包(bao)裝(zhuang)方式(shi)等與聯(lian)(lian)(lian)單(dan)填寫(xie)內(nei)容不符的,應及時(shi)向(xiang)接受(shou)地生(sheng)態(tai)(tai)(tai)環境部門報告,并(bing)通知產(chan)廢單(dan)位(市生(sheng)態(tai)(tai)(tai)環境局(ju)負責)。

14.推動轉(zhuan)移運(yun)輸(shu)規范化(hua)和便捷化(hua)。危險廢物運(yun)輸(shu)單位須(xu)(xu)獲得行(xing)政審批職能部門頒(ban)發(fa)的危險貨(huo)物運(yun)輸(shu)資質(zhi),運(yun)輸(shu)車(che)輛(liang)須(xu)(xu)安裝衛(wei)星定(ding)位裝置(zhi),并與生態環(huan)境(jing)、公安、交通(tong)(tong)運(yun)輸(shu)等部門聯網;進(jin)一步(bu)完善危險廢物和醫療(liao)廢物產(chan)生場所(suo)至收集、貯存、利用(yong)處置(zhi)地的常備固定(ding)通(tong)(tong)行(xing)路線與備用(yong)路線,避開人(ren)流集中區域,規范通(tong)(tong)行(xing)秩序,實現危險廢物和醫療(liao)廢物運(yun)輸(shu)車(che)輛(liang)規范有序、安全便捷通(tong)(tong)行(xing)(市生態環(huan)境(jing)局牽頭,市公安局、市交通(tong)(tong)運(yun)輸(shu)局、市衛(wei)健委配合)。

(四)切實提(ti)升危險廢(fei)物(wu)利(li)用處置(zhi)能(neng)力

15.統籌(chou)危(wei)險(xian)廢物(wu)利用處置(zhi)(zhi)能(neng)(neng)力(li)(li)建設(she)。在全(quan)市(shi)(shi)危(wei)險(xian)廢物(wu)基礎狀況(kuang)詳查基礎上,全(quan)面(mian)客觀評(ping)估(gu)全(quan)市(shi)(shi)危(wei)險(xian)廢物(wu)產(chan)生(sheng)量(liang)與(yu)處置(zhi)(zhi)能(neng)(neng)力(li)(li)匹配(pei)(pei)及(ji)設(she)施(shi)運行(xing)情(qing)況(kuang),科學研判危(wei)險(xian)廢物(wu)處置(zhi)(zhi)設(she)施(shi)短板,按照(zhao)《陜西省危(wei)險(xian)廢物(wu)利用處置(zhi)(zhi)設(she)施(shi)建設(she)規劃(2018-2025年(nian))》要(yao)求(qiu),以(yi)產(chan)生(sheng)、處置(zhi)(zhi)量(liang)總體匹配(pei)(pei)為目標,充分發(fa)揮政府部門統籌(chou)調控(kong)作用,突(tu)出結(jie)構調整、布局(ju)優化(hua)主要(yao)任務,積極推動處置(zhi)(zhi)單(dan)位技術改造、提(ti)檔升級,增強環境(jing)風險(xian)防范能(neng)(neng)力(li)(li),促進環境(jing)治理產(chan)業有序發(fa)展(zhan),2022年(nian)底前全(quan)市(shi)(shi)危(wei)險(xian)廢物(wu)處置(zhi)(zhi)能(neng)(neng)力(li)(li)與(yu)產(chan)廢情(qing)況(kuang)總體匹配(pei)(pei)(市(shi)(shi)生(sheng)態環境(jing)局(ju)牽(qian)頭,市(shi)(shi)發(fa)改委、市(shi)(shi)工信局(ju)配(pei)(pei)合(he))。推動將醫(yi)療(liao)廢物(wu)處置(zhi)(zhi)設(she)施(shi)納(na)入城(cheng)市(shi)(shi)公(gong)共基礎設(she)施(shi)建設(she)范圍,予以(yi)政策(ce)和資(zi)(zi)金保障(zhang)(市(shi)(shi)發(fa)改委牽(qian)頭,市(shi)(shi)財政局(ju)、市(shi)(shi)自然資(zi)(zi)源局(ju)配(pei)(pei)合(he))。
