前(qian) 言
固(gu)(gu)體(ti)廢(fei)物(wu)污染防(fang)治事(shi)關人民(min)群眾(zhong)身(shen)(shen)體(ti)健康,事(shi)關經(jing)濟社會發展全局,是(shi)全面推進生(sheng)態環境保護(hu)工作(zuo)和(he)生(sheng)態文明建設的(de)重要內容。為(wei)深入貫徹落實湖南(nan)省第十(shi)(shi)二(er)次黨(dang)代會精神(shen),“十(shi)(shi)四(si)(si)五”期間(jian),我(wo)省繼續(xu)以改善環境質量為(wei)核心,以有效防(fang)范環境風險為(wei)目標(biao),緊盯固(gu)(gu)體(ti)廢(fei)物(wu)污染防(fang)治重點領域和(he)關鍵環節,集(ji)中(zhong)力量攻克老百(bai)姓身(shen)(shen)邊的(de)突出生(sheng)態環境問題,以固(gu)(gu)體(ti)廢(fei)物(wu)環境監管(guan)能力、利(li)用處置(zhi)能力、風險防(fang)范能力建設等(deng)為(wei)主要任務,根據《湖南(nan)省國民(min)經(jing)濟和(he)社會發展第十(shi)(shi)四(si)(si)個五年規(gui)劃和(he)二(er)〇三五年遠景目標(biao)綱要》《湖南(nan)省“十(shi)(shi)四(si)(si)五”生(sheng)態環境保護(hu)規(gui)劃》的(de)總體(ti)部(bu)署,制定本規(gui)劃。
一(yi)、基(ji)礎與(yu)形勢
(一)工(gong)作基礎
“十(shi)三(san)五(wu)”期間,省(sheng)(sheng)委、省(sheng)(sheng)政府高(gao)度重視固(gu)體(ti)廢物(wu)污染環(huan)(huan)境(jing)防治(zhi)工(gong)作,將其作為(wei)生態環(huan)(huan)境(jing)保(bao)護和(he)(he)污染防治(zhi)攻堅戰的重要內容。在固(gu)體(ti)廢物(wu)環(huan)(huan)境(jing)管理(li)(li)機制(zhi)(zhi)創新、能力(li)(li)建設(she)(she)、設(she)(she)施(shi)建設(she)(she)與布局等方(fang)面(mian)不斷提升(sheng)和(he)(he)優化,基本實現了《湖南省(sheng)(sheng)重點固(gu)體(ti)廢物(wu)環(huan)(huan)境(jing)管理(li)(li)“十(shi)三(san)五(wu)”規劃》目標,穩步(bu)提升(sheng)危險(xian)廢物(wu)利(li)用處置能力(li)(li)、環(huan)(huan)境(jing)監(jian)管能力(li)(li)和(he)(he)環(huan)(huan)境(jing)風險(xian)防范能力(li)(li),切實保(bao)障生態環(huan)(huan)境(jing)安全和(he)(he)人民群眾健康(kang),在固(gu)體(ti)廢物(wu)管理(li)(li)法規和(he)(he)制(zhi)(zhi)度建設(she)(she)、信息公(gong)開、固(gu)體(ti)廢物(wu)處理(li)(li)設(she)(she)施(shi)建設(she)(she)等方(fang)面(mian)取(qu)得積(ji)極成效。
1、環(huan)境管理制度體系逐步完善
按照頂層設計、規劃(hua)(hua)引領總體(ti)(ti)(ti)(ti)思路(lu),將(jiang)固體(ti)(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物污(wu)染(ran)防(fang)治(zhi)納(na)入(ru)(ru)國(guo)民經濟(ji)和(he)社會發(fa)展“十三(san)五”規劃(hua)(hua)綱要,制定重(zhong)點(dian)(dian)固體(ti)(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物環境(jing)管(guan)理(li)、生活垃(la)圾焚燒發(fa)電等(deng)多個領域專項(xiang)規劃(hua)(hua),統(tong)籌推進重(zhong)點(dian)(dian)領域固體(ti)(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物污(wu)染(ran)防(fang)治(zhi)。修訂(ding)《湖南省(sheng)環境(jing)保護條例(li)》,制訂(ding)《湖南省(sheng)實(shi)施〈中(zhong)華人(ren)民共(gong)和(he)國(guo)固體(ti)(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物污(wu)染(ran)環境(jing)防(fang)治(zhi)法〉辦法》,將(jiang)一般工業固體(ti)(ti)(ti)(ti)廢(fei)(fei)(fei)(fei)物綜(zong)合利用(yong)率、生活垃(la)圾無害化(hua)處理(li)率、危險(xian)廢(fei)(fei)(fei)(fei)物規范(fan)(fan)化(hua)管(guan)理(li)合格率列入(ru)(ru)污(wu)染(ran)防(fang)治(zhi)攻堅戰(zhan)考(kao)核范(fan)(fan)圍(wei),納(na)入(ru)(ru)績效考(kao)核指標體(ti)(ti)(ti)(ti)系。出(chu)臺嚴格落實(shi)排(pai)污(wu)許可證制度,強化(hua)事前、事中(zhong)、事后全過程監管(guan),建(jian)立企業環境(jing)行為信用(yong)等(deng)級(ji)評價制度,定期發(fa)布環境(jing)不合格企業“黑名單”。
2、危險廢(fei)物(wu)利用處置能力大幅提升
各市州按照每個地(di)級(ji)以上城市至少建(jian)成(cheng) 1 個符合(he)(he)運行(xing)(xing)要(yao)求(qiu)的醫(yi)(yi)療廢(fei)(fei)物(wu)(wu)(wu)集中(zhong)(zhong)(zhong)處(chu)(chu)(chu)置(zhi)設施(shi)的要(yao)求(qiu),補齊區域設施(shi)缺口(kou),并結合(he)(he)本(ben)(ben)地(di)區醫(yi)(yi)療廢(fei)(fei)物(wu)(wu)(wu)增量、應對突發(fa)公(gong)共衛生應急(ji)事件等要(yao)求(qiu),加快推動本(ben)(ben)地(di)區醫(yi)(yi)療廢(fei)(fei)物(wu)(wu)(wu)集中(zhong)(zhong)(zhong)處(chu)(chu)(chu)置(zhi)設施(shi)擴能提質改造。截至目前,全(quan)省(sheng)建(jian)成(cheng)14個醫(yi)(yi)療廢(fei)(fei)物(wu)(wu)(wu)收(shou)集中(zhong)(zhong)(zhong)心,收(shou)運能力(li)為(wei)282噸(dun)(dun)/天;配套建(jian)成(cheng)13個醫(yi)(yi)療廢(fei)(fei)物(wu)(wu)(wu)集中(zhong)(zhong)(zhong)處(chu)(chu)(chu)置(zhi)設施(shi),集中(zhong)(zhong)(zhong)處(chu)(chu)(chu)置(zhi)能力(li)為(wei)210噸(dun)(dun)/天。按照“掌握(wo)總量、嚴控(kong)轉移、鼓勵利用(yong)(yong)(yong)、嚴格處(chu)(chu)(chu)置(zhi)、打擊非法”的原則,規范危(wei)險廢(fei)(fei)物(wu)(wu)(wu)行(xing)(xing)政審(shen)批和跨省(sheng)轉移,強化危(wei)險廢(fei)(fei)物(wu)(wu)(wu)全(quan)過程、全(quan)鏈條(tiao)環(huan)境監管。全(quan)省(sheng)投入運行(xing)(xing)的危(wei)險廢(fei)(fei)物(wu)(wu)(wu)集中(zhong)(zhong)(zhong)處(chu)(chu)(chu)置(zhi)中(zhong)(zhong)(zhong)心、工業(ye)園區配套建(jian)設危(wei)險廢(fei)(fei)物(wu)(wu)(wu)處(chu)(chu)(chu)置(zhi)企(qi)業(ye)、水(shui)泥(ni)窯協同處(chu)(chu)(chu)理企(qi)業(ye)8家,年處(chu)(chu)(chu)置(zhi)能力(li)41萬,實際(ji)處(chu)(chu)(chu)置(zhi)7萬噸(dun)(dun);全(quan)省(sheng)危(wei)險廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利用(yong)(yong)(yong)企(qi)業(ye)103家,年利用(yong)(yong)(yong)能力(li)已有(you)363噸(dun)(dun),實際(ji)利用(yong)(yong)(yong)量106萬噸(dun)(dun),基本(ben)(ben)形成(cheng)自(zi)行(xing)(xing)處(chu)(chu)(chu)理為(wei)主、綜(zong)合(he)(he)利用(yong)(yong)(yong)為(wei)輔(fu)、處(chu)(chu)(chu)置(zhi)單位兜底的危(wei)廢(fei)(fei)處(chu)(chu)(chu)理格局(ju)。
3、環境監管能力持(chi)續加強
“十三五”期間,全(quan)(quan)(quan)省(sheng)持續加強省(sheng)、市(shi)兩級固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)機構(gou)建(jian)設,省(sheng)生(sheng)態環(huan)(huan)境廳(ting)設立了(le)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)與(yu)(yu)化學品處,各市(shi)州(zhou)均設立了(le)承擔固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)職能(neng)的(de)行(xing)政部門(men),部分市(shi)州(zhou)還配備了(le)承擔技術支撐及管(guan)理(li)職能(neng)的(de)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)中心等專(zhuan)門(men)機構(gou);扎實開(kai)展(zhan)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)專(zhuan)項大(da)調(diao)查(cha)大(da)排查(cha)與(yu)(yu)大(da)整治(zhi),建(jian)立全(quan)(quan)(quan)省(sheng)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)8+4個核查(cha)清單,持續提升危險(xian)廢(fei)(fei)物(wu)(wu)(wu)全(quan)(quan)(quan)過(guo)程監管(guan)和風(feng)險(xian)防范水(shui)平;升級改(gai)造全(quan)(quan)(quan)省(sheng)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)信息系統,初步實現危險(xian)廢(fei)(fei)物(wu)(wu)(wu)產生(sheng)、貯(zhu)存(cun)、轉(zhuan)移、利用、處置(zhi)閉環(huan)(huan)管(guan)理(li),全(quan)(quan)(quan)省(sheng)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)環(huan)(huan)境監管(guan)能(neng)力和水(shui)平持續提升。
4、防范化(hua)解(jie)固(gu)體廢物環境風險
持續實施湘江保護和(he)治(zhi)(zhi)理“一號(hao)重點工程”三年(nian)(nian)行動(dong)計(ji)劃(2019-2021年(nian)(nian)),深入推進株洲清水(shui)塘、湘潭竹埠港、衡(heng)陽水(shui)口山、郴州(zhou)三十六灣(wan)、婁底錫礦山等(deng)五大(da)(da)重點區域污染(ran)(ran)集(ji)中整(zheng)治(zhi)(zhi);印發《湖(hu)(hu)南省(sheng)(sheng)(sheng)洞(dong)庭湖(hu)(hu)水(shui)環(huan)(huan)(huan)(huan)境(jing)(jing)綜合(he)治(zhi)(zhi)理規劃實施方案(2018-2025年(nian)(nian)),開(kai)展洞(dong)庭湖(hu)(hu)水(shui)環(huan)(huan)(huan)(huan)境(jing)(jing)綜合(he)整(zheng)治(zhi)(zhi)的畜(chu)禽養殖(zhi)污染(ran)(ran)整(zheng)治(zhi)(zhi)、河湖(hu)(hu)沿岸垃(la)圾清理等(deng)“五大(da)(da)專(zhuan)項行動(dong)”“十大(da)(da)重點工程”;針對中央(yang)環(huan)(huan)(huan)(huan)保督(du)察(cha)指出危險廢(fei)物超期貯存問題,加大(da)(da)推進力(li)度(du)(du),截至(zhi)2020年(nian)(nian)底,全省(sheng)(sheng)(sheng)已(yi)完成(cheng)142萬噸(dun)危險廢(fei)物超期貯存整(zheng)改年(nian)(nian)度(du)(du)任務(wu);開(kai)展尾礦庫環(huan)(huan)(huan)(huan)境(jing)(jing)風險隱患排查(cha),以省(sheng)(sheng)(sheng)級(ji)(ji)環(huan)(huan)(huan)(huan)保督(du)察(cha)為抓手,壓實地方政府主體責(ze)任,高位推動(dong)尾礦庫污染(ran)(ran)治(zhi)(zhi)理工作;國(guo)家重點調度(du)(du)的255座重點尾礦庫已(yi)經全部完成(cheng)治(zhi)(zhi)理任務(wu),尾礦庫治(zhi)(zhi)理任務(wu)實現突破性進展。設立(li)(li)(li)“12369”環(huan)(huan)(huan)(huan)保投訴(su)舉報熱(re)線、環(huan)(huan)(huan)(huan)保督(du)察(cha)舉報電話,發動(dong)公(gong)(gong)眾和(he)綠色環(huan)(huan)(huan)(huan)保組(zu)織參(can)與監督(du)。建(jian)立(li)(li)(li)環(huan)(huan)(huan)(huan)保與公(gong)(gong)檢法(fa)部門聯(lian)動(dong)制度(du)(du),嚴(yan)厲打(da)擊(ji)環(huan)(huan)(huan)(huan)境(jing)(jing)違(wei)法(fa)犯罪。省(sheng)(sheng)(sheng)級(ji)(ji)層面建(jian)立(li)(li)(li)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)與公(gong)(gong)、檢、法(fa)、司(si)四部門聯(lian)合(he)打(da)擊(ji)環(huan)(huan)(huan)(huan)境(jing)(jing)污染(ran)(ran)違(wei)法(fa)犯罪聯(lian)席(xi)會(hui)議(yi)制度(du)(du),省(sheng)(sheng)(sheng)、市(shi)、縣設立(li)(li)(li)公(gong)(gong)安(an)駐生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)部門聯(lian)絡室(shi)。2020年(nian)(nian),全省(sheng)(sheng)(sheng)查(cha)處固體廢(fei)物環(huan)(huan)(huan)(huan)境(jing)(jing)違(wei)法(fa)案件254起。
5、固體廢物污染防治科技支撐(cheng)持(chi)續加強
“十三(san)五”期間,堅持(chi)把打(da)贏打(da)好污(wu)(wu)染(ran)防(fang)(fang)治(zhi)攻堅戰作為(wei)(wei)科(ke)技創(chuang)新工作的中心任務,以(yi)固體(ti)廢(fei)物(wu)污(wu)(wu)染(ran)防(fang)(fang)治(zhi)為(wei)(wei)重(zhong)點,以(yi)科(ke)技創(chuang)新為(wei)(wei)支撐,切實加快推進固廢(fei)污(wu)(wu)染(ran)防(fang)(fang)治(zhi)技術成(cheng)果(guo)轉移(yi)轉化,取(qu)得了顯著成(cheng)效。近幾年累計(ji)投(tou)入科(ke)技經(jing)費3.5億元,并爭取(qu)國(guo)(guo)家科(ke)技專項經(jing)費1.2億元,帶動(dong)社(she)會投(tou)入5億元,組(zu)建了12個國(guo)(guo)家級、省(sheng)級創(chuang)新平(ping)臺(tai),實施(shi)了近100項國(guo)(guo)家、省(sheng)級各類科(ke)技項目,研(yan)究推廣了100余(yu)項關鍵技術成(cheng)果(guo),同時鼓勵企(qi)業(ye)自主(zhu)創(chuang)新,為(wei)(wei)我省(sheng)固體(ti)廢(fei)物(wu)污(wu)(wu)染(ran)防(fang)(fang)治(zhi)提供科(ke)技支撐。
(二)制約因素
“十三五(wu)”期間,我省(sheng)(sheng)固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)環境(jing)管理(li)工作取得了顯(xian)著成效(xiao),仍存(cun)在以下主要(yao)問題:一(yi)是(shi)我省(sheng)(sheng)是(shi)有(you)色金屬(shu)之鄉和(he)農業大省(sheng)(sheng),產業結(jie)構(gou)偏重(zhong),固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)點多、面廣、量大,固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)環境(jing)管理(li)難(nan)點和(he)壓力持續增加;二是(shi)固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)處理(li)能(neng)力結(jie)構(gou)性(xing)不平衡,處理(li)設施在區域分(fen)布(bu)和(he)類別方(fang)面也不平衡,且收集體(ti)(ti)系不健全;三是(shi)固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)環境(jing)監(jian)管能(neng)力建(jian)設基礎薄弱(ruo),有(you)待(dai)適(shi)用(yong)(yong)新(xin)形(xing)勢(shi)新(xin)要(yao)求,監(jian)管手段信息化水(shui)平不高;四是(shi)固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)資源化利(li)(li)用(yong)(yong)率(lv)和(he)污染治理(li)技術水(shui)平有(you)待(dai)提(ti)升(sheng),在一(yi)些重(zhong)點領域還缺乏先進適(shi)用(yong)(yong)技術,如(ru)砷(shen)堿渣(zha)、含(han)鈹廢(fei)(fei)(fei)渣(zha)、鉻渣(zha)、鹽渣(zha)等(deng)資源化利(li)(li)用(yong)(yong);五(wu)是(shi)固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)環境(jing)管理(li)大格局體(ti)(ti)系有(you)待(dai)完善,固(gu)體(ti)(ti)廢(fei)(fei)(fei)物(wu)(wu)監(jian)管難(nan)度(du)大,涉(she)及管理(li)部(bu)門多,職責界限不夠清晰,協調難(nan)度(du)大,齊抓共管合力不足。
(三)面臨(lin)的(de)形勢(shi)
“十(shi)四(si)五”時期(qi),我(wo)(wo)國生(sheng)(sheng)(sheng)態(tai)文明(ming)建(jian)設將(jiang)(jiang)進(jin)入以(yi)降(jiang)碳為(wei)重(zhong)(zhong)點(dian)戰略方向、推動減污(wu)(wu)降(jiang)碳協同增效、促進(jin)經(jing)(jing)濟(ji)社會(hui)發展(zhan)(zhan)全面(mian)綠色轉(zhuan)型、實(shi)(shi)現(xian)生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)質量(liang)改善由量(liang)變到質變的(de)關(guan)(guan)鍵(jian)時期(qi),固(gu)體廢(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)染(ran)防(fang)治(zhi)觸及的(de)矛盾問題(ti)層(ceng)次(ci)更(geng)深、領(ling)域更(geng)廣。隨著《中(zhong)華人民共和(he)(he)國固(gu)體廢(fei)(fei)物(wu)(wu)(wu)污(wu)(wu)染(ran)環境(jing)(jing)防(fang)治(zhi)法(fa)》(2020修訂)的(de)貫徹落(luo)實(shi)(shi),對固(gu)體廢(fei)(fei)物(wu)(wu)(wu)環境(jing)(jing)管(guan)(guan)理要(yao)求(qiu)提到新的(de)高度,污(wu)(wu)染(ran)物(wu)(wu)(wu)防(fang)控風險(xian)重(zhong)(zhong)點(dian)關(guan)(guan)注領(ling)域從常規(gui)污(wu)(wu)染(ran)物(wu)(wu)(wu)擴展(zhan)(zhan)到新型污(wu)(wu)染(ran)物(wu)(wu)(wu)。根(gen)據《中(zhong)國共產黨(dang)湖(hu)南省(sheng)(sheng)第十(shi)二(er)次(ci)代表大(da)會(hui)上的(de)報告》要(yao)求(qiu),在(zai)深入打好污(wu)(wu)染(ran)防(fang)治(zhi)攻(gong)堅戰過程(cheng)中(zhong),強化固(gu)體廢(fei)(fei)物(wu)(wu)(wu)治(zhi)理,深入推進(jin)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)和(he)(he)醫療廢(fei)(fei)物(wu)(wu)(wu)收集處理,推行生(sheng)(sheng)(sheng)活垃圾(ji)分類管(guan)(guan)理利用,加(jia)強白(bai)色污(wu)(wu)染(ran)、新污(wu)(wu)染(ran)物(wu)(wu)(wu)治(zhi)理。隨著長江經(jing)(jing)濟(ji)帶發展(zhan)(zhan)上升(sheng)為(wei)國家(jia)(jia)戰略,我(wo)(wo)省(sheng)(sheng)“三高四(si)新”戰略定位和(he)(he)使命任(ren)務深入實(shi)(shi)施,我(wo)(wo)省(sheng)(sheng)將(jiang)(jiang)對照國家(jia)(jia)“2035年生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)根(gen)本好轉(zhuan),美麗中(zhong)國基(ji)本建(jian)成(cheng)”中(zhong)遠(yuan)期(qi)總體目標要(yao)求(qiu),以(yi)及黨(dang)中(zhong)央關(guan)(guan)于生(sheng)(sheng)(sheng)態(tai)文明(ming)建(jian)設要(yao)求(qiu)、老百姓對美好生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)需求(qiu),著重(zhong)(zhong)提升(sheng)我(wo)(wo)省(sheng)(sheng)固(gu)體廢(fei)(fei)物(wu)(wu)(wu)環境(jing)(jing)管(guan)(guan)理能力與(yu)水平(ping),固(gu)體廢(fei)(fei)物(wu)(wu)(wu)環境(jing)(jing)管(guan)(guan)理工(gong)作面(mian)臨重(zhong)(zhong)大(da)機(ji)遇。
二、指導思想及基本原則
(一(yi))指(zhi)導思想
以(yi)習近平(ping)(ping)新時代中國(guo)特色社會(hui)主義思(si)想(xiang)為(wei)指導,全面貫徹黨(dang)的十九(jiu)大、十九(jiu)屆(jie)六中全會(hui)和湖(hu)南省第十二次黨(dang)代會(hui)精神(shen),深(shen)入貫徹習近平(ping)(ping)生(sheng)態文明思(si)想(xiang)和習近平(ping)(ping)總書記在湖(hu)南考(kao)察(cha)時的重要講(jiang)話(hua)精神(shen),緊(jin)緊(jin)圍(wei)繞“三高(gao)四新”戰略定位(wei)和使命任務,以(yi)防范化(hua)解生(sheng)態環(huan)(huan)境風險(xian)(xian)為(wei)目標,以(yi)減(jian)污降碳協(xie)同(tong)增(zeng)效(xiao)為(wei)總抓手,堅持(chi)“控制(zhi)增(zeng)量(liang)、削減(jian)存(cun)量(liang)”的原則,著力(li)(li)(li)推進固(gu)體(ti)廢物減(jian)量(liang)化(hua)、資源化(hua)和無害化(hua)處理,持(chi)續加強固(gu)體(ti)廢物環(huan)(huan)境監管能力(li)(li)(li)、利用處置(zhi)能力(li)(li)(li)和環(huan)(huan)境風險(xian)(xian)防范能力(li)(li)(li)建(jian)設,有力(li)(li)(li)提升我省固(gu)體(ti)廢物環(huan)(huan)境管理能力(li)(li)(li)和水平(ping)(ping),強化(hua)固(gu)體(ti)廢物治(zhi)理,有效(xiao)防范環(huan)(huan)境風險(xian)(xian),保障(zhang)生(sheng)態環(huan)(huan)境安(an)全。
(二)基本原則(ze)
(1)統籌(chou)規劃,共建共享
按照“省內總(zong)體平衡”原則(ze),立足(zu)全(quan)省,統籌一般工業固(gu)體廢物(wu)、危(wei)險廢物(wu)、生活垃(la)圾(ji)、建(jian)(jian)筑垃(la)圾(ji)等固(gu)體廢物(wu)能力集約化、專業化、規模化建(jian)(jian)設(she),促進功能互補、基礎設(she)施和公(gong)共服務(wu)共建(jian)(jian)共享(xiang),著力構建(jian)(jian)城鄉統籌、結構合(he)理(li)、技術先進、能力充(chong)足(zu)的固(gu)體廢物(wu)處理(li)體系,健全(quan)政(zheng)府宏觀管理(li)與市場化服務(wu)相結合(he)的固(gu)體廢物(wu)管理(li)體系。
