《河(he)南省支持(chi)再(zai)生資源(yuan)循環利用(yong)產業發展若干措施》已經省政府同意,現印發給你們,請認(ren)真貫徹落實(shi)。

河南(nan)省(sheng)支(zhi)持再生(sheng)資源循環(huan)利用產(chan)業發展若干措施
為貫徹落實(shi)省委、省政(zheng)府關于加(jia)快(kuai)再生(sheng)資源循(xun)環利用(yong)體系建設的(de)決策部(bu)署,促(cu)進我省再生(sheng)資源循(xun)環利用(yong)產業健康發展,制定如下措施。
一、加大財政(zheng)資金支持力度。統籌(chou)省級節能和資(zi)(zi)源循(xun)環(huan)利(li)(li)用(yong)專項資(zi)(zi)金,支(zhi)持循(xun)環(huan)經濟產業(ye)園區發展(zhan),給(gei)予(yu)每個獲批園區不超過200萬元獎(jiang)補(bu)。鼓勵(li)各地方結合本地實際(ji),以再(zai)生(sheng)金屬(shu)加(jia)工(gong)利(li)(li)用(yong)為重點,制定基于再(zai)生(sheng)資(zi)(zi)源回(hui)(hui)收和加(jia)工(gong)利(li)(li)用(yong)企業(ye)發展(zhan)績效的獎(jiang)補(bu)措施。鼓勵(li)有條件(jian)的地方制定低附(fu)加(jia)值(zhi)可回(hui)(hui)收物回(hui)(hui)收、利(li)(li)用(yong)支(zhi)持政策(ce),對符合條件(jian)的從事(shi)廢玻璃、廢塑料、廢紡(fang)織(zhi)物、廢木類(lei)、泡(pao)沫類(lei)回(hui)(hui)收和利(li)(li)用(yong)的企業(ye)予(yu)以補(bu)貼。指(zhi)導再(zai)生(sheng)資(zi)(zi)源回(hui)(hui)收和加(jia)工(gong)利(li)(li)用(yong)企業(ye)做好項目儲備工(gong)作,積極爭(zheng)取國家資(zi)(zi)金支(zhi)持。(省發展(zhan)改革委、財政廳(ting)、工(gong)業(ye)和信息化廳(ting)、生(sheng)態環(huan)境廳(ting)、住(zhu)房(fang)城鄉建(jian)設廳(ting)、農(nong)業(ye)農(nong)村廳(ting)、商務廳(ting)按(an)職責(ze)分(fen)工(gong)負責(ze))
二、落實財稅(shui)支持(chi)政策。依法實(shi)施(shi)(shi)資(zi)(zi)(zi)源(yuan)綜(zong)合(he)(he)(he)利(li)用(yong)等(deng)相關稅(shui)(shui)(shui)收(shou)(shou)優(you)惠(hui)政(zheng)策(ce),鼓(gu)勵(li)符(fu)合(he)(he)(he)條件的再(zai)生(sheng)資(zi)(zi)(zi)源(yuan)回收(shou)(shou)企(qi)業選(xuan)擇(ze)適用(yong)簡易(yi)計稅(shui)(shui)(shui)方法,按3%征收(shou)(shou)率計算繳納(na)增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)。支持各(ge)地創新(xin)稅(shui)(shui)(shui)收(shou)(shou)監管機(ji)制,依托大(da)數據、云計算、區塊鏈等(deng)技術建立再(zai)生(sheng)資(zi)(zi)(zi)源(yuan)交易(yi)平(ping)臺,推動稅(shui)(shui)(shui)收(shou)(shou)監管合(he)(he)(he)規(gui),破解再(zai)生(sheng)資(zi)(zi)(zi)源(yuan)回收(shou)(shou)企(qi)業所得稅(shui)(shui)(shui)合(he)(he)(he)規(gui)、增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)進項抵(di)扣等(deng)難題(ti)。按照國家資(zi)(zi)(zi)源(yuan)綜(zong)合(he)(he)(he)利(li)用(yong)產品和勞(lao)務(wu)增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)優(you)惠(hui)目錄有關要求,落實(shi)相關退(tui)稅(shui)(shui)(shui)政(zheng)策(ce)。完善(shan)退(tui)稅(shui)(shui)(shui)機(ji)制,切實(shi)增(zeng)(zeng)強(qiang)退(tui)稅(shui)(shui)(shui)時效性。優(you)化留(liu)抵(di)退(tui)稅(shui)(shui)(shui)辦理流程,加(jia)大(da)生(sheng)態保護和環境(jing)治理業增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)期末(mo)留(liu)抵(di)退(tui)稅(shui)(shui)(shui)實(shi)施(shi)(shi)力度。鼓(gu)勵(li)各(ge)地稅(shui)(shui)(shui)務(wu)機(ji)關因地制宜規(gui)定個體(ti)(ti)工商戶個人所得稅(shui)(shui)(shui)征收(shou)(shou)率,支持再(zai)生(sheng)資(zi)(zi)(zi)源(yuan)循環利(li)用(yong)行業個體(ti)(ti)工商戶發展(zhan)。(省財政(zheng)廳(ting)、稅(shui)(shui)(shui)務(wu)局、商務(wu)廳(ting)按職責(ze)分(fen)工負責(ze))
三、推(tui)行綠色采購和(he)綠色消費。支(zhi)持(chi)(chi)再生資源產(chan)品(pin)積(ji)(ji)極申報綠色(se)產(chan)品(pin)認證(zheng)。加大政府綠色(se)采(cai)(cai)購力度,積(ji)(ji)極采(cai)(cai)購再生資源產(chan)品(pin),到2025年(nian),政府采(cai)(cai)購綠色(se)產(chan)品(pin)比例達到30%以(yi)上。及(ji)時總結政府采(cai)(cai)購支(zhi)持(chi)(chi)綠色(se)建(jian)(jian)(jian)材(cai)促進(jin)建(jian)(jian)(jian)筑品(pin)質提升試(shi)點經驗,在全(quan)省(sheng)有序開展利用(yong)政府采(cai)(cai)購支(zhi)持(chi)(chi)綠色(se)建(jian)(jian)(jian)材(cai)行動。研究制定(ding)河南省(sheng)綠色(se)建(jian)(jian)(jian)筑評價(jia)標(biao)準,持(chi)(chi)續提升綠色(se)建(jian)(jian)(jian)材(cai)應(ying)用(yong)比例。開展綠色(se)建(jian)(jian)(jian)材(cai)下鄉活動。鼓勵(li)有條件的地方(fang)開展家電、消(xiao)費電子產(chan)品(pin)等(deng)以(yi)舊換新活動,通過(guo)發放消(xiao)費券等(deng)方(fang)式予以(yi)補貼。(省(sheng)住房(fang)城鄉建(jian)(jian)(jian)設廳、工(gong)業和(he)信(xin)息化廳、財政廳、農(nong)業農(nong)村廳、商務廳、市(shi)場監管局按職責分(fen)工(gong)負責)
四、完善價格政(zheng)策。結合(he)省內天然氣(qi)(qi)管(guan)(guan)網布(bu)局(ju),協(xie)調增(zeng)加(jia)新的(de)氣(qi)(qi)源通道,優化輸氣(qi)(qi)管(guan)(guan)道項目路由。探索(suo)管(guan)(guan)道燃氣(qi)(qi)特許經營企業(ye)以代(dai)輸方式開展(zhan)大用(yong)(yong)(yong)戶直(zhi)供,完善燃氣(qi)(qi)大工(gong)(gong)業(ye)用(yong)(yong)(yong)戶價(jia)格傳導機制(zhi),降低再(zai)生金屬等廢舊(jiu)物(wu)資(zi)利(li)用(yong)(yong)(yong)企業(ye)用(yong)(yong)(yong)氣(qi)(qi)成本。除發電(dian)(dian)(dian)、造紙、肥料、飼料、板材生產等深加(jia)工(gong)(gong)工(gong)(gong)序(xu)用(yong)(yong)(yong)電(dian)(dian)(dian)外,對秸稈撿(jian)拾、打捆、切割(ge)、粉碎(sui)、壓塊等初加(jia)工(gong)(gong)用(yong)(yong)(yong)電(dian)(dian)(dian)執行農業(ye)生產用(yong)(yong)(yong)電(dian)(dian)(dian)價(jia)格政策(ce)。(省發展(zhan)改革委、住房城鄉建(jian)設廳(ting)、農業(ye)農村廳(ting)、電(dian)(dian)(dian)力(li)公(gong)司按(an)職責分工(gong)(gong)負責)
五、加強(qiang)金(jin)融支(zhi)持。梳理(li)再(zai)生資(zi)(zi)源(yuan)加(jia)工(gong)利(li)(li)用(yong)骨干(gan)企業、重(zhong)點項目(mu),經(jing)部(bu)門聯(lian)審后推送相關金(jin)融(rong)機(ji)構。引導(dao)金(jin)融(rong)機(ji)構有(you)序(xu)推進再(zai)生資(zi)(zi)源(yuan)循環利(li)(li)用(yong)領域相關金(jin)融(rong)產品(pin)和服務開發,加(jia)大對(dui)再(zai)生資(zi)(zi)源(yuan)加(jia)工(gong)利(li)(li)用(yong)企業和重(zhong)點項目(mu)的(de)投融(rong)資(zi)(zi)支(zhi)持(chi)力度。發揮(hui)河(he)南(nan)省(sheng)(sheng)(sheng)綠(lv)色發展基(ji)金(jin)及相關政府(fu)投資(zi)(zi)基(ji)金(jin)引導(dao)和撬(qiao)動作用(yong),鼓勵社(she)會資(zi)(zi)本參與再(zai)生資(zi)(zi)源(yuan)循環利(li)(li)用(yong)。(省(sheng)(sheng)(sheng)發展改革委、商務廳(ting)、工(gong)業和信息化廳(ting)、生態環境廳(ting)、住房城(cheng)鄉建設廳(ting)、供銷社(she)、財(cai)政廳(ting)、地方金(jin)融(rong)管(guan)理(li)局、金(jin)融(rong)監管(guan)總局河(he)南(nan)監管(guan)局、人行河(he)南(nan)省(sheng)(sheng)(sheng)分行按職責分工(gong)負責)
六(liu)、強化要素保障。對(dui)再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)回收(shou)和(he)加(jia)(jia)工(gong)利用(yong)(yong)(yong)(yong)產(chan)(chan)業(ye)(ye)(ye)基(ji)地(di)(di)(di)、二手交易市場加(jia)(jia)大用(yong)(yong)(yong)(yong)地(di)(di)(di)支(zhi)持力(li)度。將(jiang)交投點、中轉(zhuan)站、分(fen)揀中心納(na)入國土空間規(gui)(gui)劃(hua)和(he)環衛(wei)設施(shi)專項(xiang)規(gui)(gui)劃(hua),對(dui)符(fu)合《劃(hua)撥(bo)用(yong)(yong)(yong)(yong)地(di)(di)(di)目(mu)錄》有(you)關(guan)要求(qiu)(qiu)(qiu)的,以政府劃(hua)撥(bo)用(yong)(yong)(yong)(yong)地(di)(di)(di)方式保(bao)障用(yong)(yong)(yong)(yong)地(di)(di)(di)需求(qiu)(qiu)(qiu)。保(bao)障再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)回收(shou)車(che)輛合理(li)路(lu)權,對(dui)通(tong)(tong)行(xing)區域、上路(lu)時段等予(yu)以支(zhi)持和(he)規(gui)(gui)范,保(bao)障通(tong)(tong)行(xing)需求(qiu)(qiu)(qiu)。引導居民小區為再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)回收(shou)企(qi)(qi)業(ye)(ye)(ye)或個人(ren)提供便(bian)利,鼓(gu)勵有(you)條件(jian)的地(di)(di)(di)方推廣智能(neng)型自助化(hua)回收(shou)方式。支(zhi)持再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)加(jia)(jia)工(gong)利用(yong)(yong)(yong)(yong)企(qi)(qi)業(ye)(ye)(ye)實(shi)施(shi)節(jie)能(neng)降碳(tan)、清潔生(sheng)產(chan)(chan)改造,通(tong)(tong)過用(yong)(yong)(yong)(yong)能(neng)權市場交易等途徑(jing)保(bao)障重(zhong)大項(xiang)目(mu)建(jian)設用(yong)(yong)(yong)(yong)能(neng)。對(dui)可實(shi)現減(jian)污降碳(tan)協同(tong)增效的新建(jian)、改建(jian)、擴建(jian)再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)利用(yong)(yong)(yong)(yong)項(xiang)目(mu),優化(hua)環評審(shen)批(pi)服務(wu),開辟審(shen)批(pi)“綠(lv)色(se)”通(tong)(tong)道。合理(li)界定再(zai)生(sheng)資(zi)(zi)(zi)(zi)源(yuan)加(jia)(jia)工(gong)利用(yong)(yong)(yong)(yong)企(qi)(qi)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)類別,打破融(rong)資(zi)(zi)(zi)(zi)等限制,支(zhi)持企(qi)(qi)業(ye)(ye)(ye)發展。(省自然(ran)資(zi)(zi)(zi)(zi)源(yuan)廳(ting)、住(zhu)房(fang)城鄉建(jian)設廳(ting)、公安(an)廳(ting)、商務(wu)廳(ting)、發展改革委、生(sheng)態環境廳(ting)、地(di)(di)(di)方金(jin)融(rong)管(guan)(guan)理(li)局、金(jin)融(rong)監管(guan)(guan)總(zong)局河南監管(guan)(guan)局、人(ren)行(xing)河南省分(fen)行(xing)按職責分(fen)工(gong)負責)
七、規范行(xing)業管理(li)。規(gui)范交(jiao)投(tou)點、中(zhong)轉站、分(fen)揀中(zhong)心(xin)的(de)規(gui)劃、選址、注冊、建(jian)設及運營管(guan)(guan)理。完(wan)善再(zai)(zai)生(sheng)資(zi)源(yuan)循環(huan)利(li)用(yong)(yong)行(xing)業(ye)管(guan)(guan)理,督促(cu)指導相(xiang)關企業(ye)落實環(huan)境保(bao)(bao)護、安(an)(an)全生(sheng)產、產品(pin)質量(liang)、勞動保(bao)(bao)護等(deng)要求。嚴(yan)(yan)厲打(da)擊再(zai)(zai)生(sheng)資(zi)源(yuan)回收、二手商(shang)品(pin)交(jiao)易(yi)中(zhong)的(de)非(fei)法(fa)交(jiao)易(yi)、假冒偽劣(lie)、詐騙等(deng)違(wei)(wei)(wei)法(fa)違(wei)(wei)(wei)規(gui)行(xing)為。依(yi)法(fa)打(da)擊非(fei)法(fa)拆(chai)解處(chu)(chu)理報廢汽車(che)、廢棄電器和電子(zi)產品(pin)等(deng)行(xing)為。加強(qiang)報廢汽車(che)拆(chai)解企業(ye)資(zi)質管(guan)(guan)理,嚴(yan)(yan)格(ge)行(xing)業(ye)準(zhun)入,建(jian)立健全退出(chu)機制。規(gui)范建(jian)筑(zhu)垃(la)(la)(la)圾清運消納,對擅(shan)自處(chu)(chu)置建(jian)筑(zhu)垃(la)(la)(la)圾或隨意傾倒、拋撒、堆放建(jian)筑(zhu)垃(la)(la)(la)圾等(deng)行(xing)為加大(da)處(chu)(chu)罰力度,促(cu)進建(jian)筑(zhu)垃(la)(la)(la)圾資(zi)源(yuan)化利(li)用(yong)(yong)。加強(qiang)稅(shui)收管(guan)(guan)理,嚴(yan)(yan)厲打(da)擊虛(xu)開發(fa)票、虛(xu)收空轉、轉引(yin)稅(shui)款等(deng)違(wei)(wei)(wei)法(fa)違(wei)(wei)(wei)規(gui)行(xing)為。(省(sheng)住房城鄉建(jian)設廳(ting)(ting)、商(shang)務廳(ting)(ting)、生(sheng)態(tai)環(huan)境廳(ting)(ting)、應急廳(ting)(ting)、市(shi)場監管(guan)(guan)局(ju)、人力資(zi)源(yuan)社會保(bao)(bao)障廳(ting)(ting)、公安(an)(an)廳(ting)(ting)、稅(shui)務局(ju)按職責分(fen)工負責)
八、支持科(ke)技創新。支持(chi)再生(sheng)資(zi)(zi)源加(jia)工(gong)利(li)(li)用(yong)(yong)(yong)(yong)(yong)企業聯合高(gao)校、科研機構搭建(jian)(jian)創(chuang)新(xin)平臺,加(jia)強(qiang)基礎研究和應用(yong)(yong)(yong)(yong)(yong)技(ji)(ji)術(shu)創(chuang)新(xin)研究。加(jia)快推進再生(sheng)金屬精深加(jia)工(gong)、建(jian)(jian)筑垃圾資(zi)(zi)源化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)、廢(fei)舊塑料高(gao)值(zhi)化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)、農村生(sheng)活(huo)垃圾資(zi)(zi)源化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)、農作物(wu)秸稈高(gao)值(zhi)化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)技(ji)(ji)術(shu)和產(chan)(chan)品研發。支持(chi)開發應用(yong)(yong)(yong)(yong)(yong)粉煤灰(hui)、冶煉渣、工(gong)業副產(chan)(chan)石膏等大(da)宗(zong)固體廢(fei)物(wu)的大(da)摻(chan)量、規模化(hua)、高(gao)值(zhi)化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)技(ji)(ji)術(shu)。深入實施省科技(ji)(ji)計劃項目,著力推進共性技(ji)(ji)術(shu)和關鍵設(she)備攻關,強(qiang)化(hua)對再生(sheng)資(zi)(zi)源循(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)(yong)領域的科技(ji)(ji)支撐。(省科技(ji)(ji)廳(ting)、工(gong)業和信息化(hua)廳(ting)、住房城鄉建(jian)(jian)設(she)廳(ting)、農業農村廳(ting)按(an)職責分工(gong)負責)
九、完(wan)善標準體(ti)系。推(tui)進先(xian)進適用技(ji)術標準制修訂(ding),支持(chi)技(ji)術創新領先(xian)企(qi)業(ye)制定(修訂(ding))大(da)宗固(gu)體廢棄物綜合利用標準和規(gui)范(fan)。加(jia)(jia)強再生(sheng)資源循(xun)環利用行(xing)業(ye)統(tong)(tong)(tong)(tong)計(ji)(ji)監(jian)測,探索建(jian)(jian)(jian)立相關統(tong)(tong)(tong)(tong)計(ji)(ji)制度。指(zhi)導(dao)行(xing)業(ye)協會(hui)(hui)加(jia)(jia)強行(xing)業(ye)統(tong)(tong)(tong)(tong)計(ji)(ji)分析,規(gui)范(fan)發(fa)布統(tong)(tong)(tong)(tong)計(ji)(ji)數據。建(jian)(jian)(jian)立健全企(qi)業(ye)、行(xing)業(ye)協會(hui)(hui)與政府(fu)部門數據信息對接(jie)機(ji)制,及時掌(zhang)握(wo)行(xing)業(ye)發(fa)展情(qing)況。(省(sheng)市場監(jian)管局(ju)、發(fa)展改革(ge)委、工業(ye)和信息化廳(ting)、生(sheng)態環境廳(ting)、住(zhu)房城鄉(xiang)建(jian)(jian)(jian)設(she)廳(ting)、統(tong)(tong)(tong)(tong)計(ji)(ji)局(ju)、商(shang)務廳(ting)、供(gong)銷社(she)按職(zhi)責分工負責)
十、加(jia)強(qiang)組織領導。成立由省(sheng)(sheng)(sheng)政(zheng)府(fu)(fu)領(ling)導(dao)牽頭,省(sheng)(sheng)(sheng)直有關部門、行業協會(hui)、科(ke)研機(ji)構、重點(dian)企業廣泛參與(yu)的工(gong)作機(ji)制(zhi),統籌推進再(zai)生(sheng)資(zi)源(yuan)循(xun)環(huan)利用(yong)(yong)體系建設。省(sheng)(sheng)(sheng)發展(zhan)改(gai)革(ge)委要會(hui)同(tong)有關部門按照(zhao)職責(ze)分工(gong)推動各(ge)項(xiang)(xiang)措施(shi)落(luo)實,定(ding)期調度工(gong)作進展(zhan)情況,做(zuo)好政(zheng)策(ce)解讀工(gong)作,加強督導(dao)檢查(cha),重大事項(xiang)(xiang)及時向省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政(zheng)府(fu)(fu)報告。各(ge)省(sheng)(sheng)(sheng)轄市、濟源(yuan)示范(fan)區(qu)、航空(kong)港(gang)區(qu)要落(luo)實屬地(di)管理(li)(li)責(ze)任,扎實做(zuo)好再(zai)生(sheng)資(zi)源(yuan)循(xun)環(huan)利用(yong)(yong)工(gong)作;要健全工(gong)作機(ji)制(zhi),創新(xin)管理(li)(li)模式,結合實際制(zhi)定(ding)支持措施(shi),報省(sheng)(sheng)(sheng)有關部門備案(an)。各(ge)地(di)、各(ge)有關部門要梳理(li)(li)項(xiang)(xiang)目清單(dan),明確(que)重點(dian)任務,確(que)保各(ge)項(xiang)(xiang)措施(shi)落(luo)地(di)見效。(省(sheng)(sheng)(sheng)發展(zhan)改(gai)革(ge)委、商務廳、工(gong)業和信息化廳、財政(zheng)廳、自然資(zi)源(yuan)廳、生(sheng)態(tai)環(huan)境廳、住房(fang)城鄉(xiang)建設廳、供(gong)銷社按職責(ze)分工(gong)負責(ze))
