為貫徹落實(shi)《浙江(jiang)省人(ren)民政府辦(ban)公廳關于開展全省重點行業(ye)污染整(zheng)治(zhi)提升工作的通知》(浙政辦(ban)發〔2023〕48號)、浙江(jiang)省生(sheng)態環(huan)境廳等5部門《關于印(yin)發〈浙江(jiang)省重點行業(ye)污染整(zheng)治(zhi)提升“揭榜掛帥、全程亮曬、績效比拼”工作方案(an)〉的通知》(浙環(huan)發〔2023〕39號)精(jing)神,系統(tong)治(zhi)理全市再生(sheng)資源回(hui)收(shou)(shou)行業(ye)環(huan)境污染問題,推動再生(sheng)資源回(hui)收(shou)(shou)行業(ye)規范化、規模(mo)化、集(ji)約化高質量(liang)發展,我局起(qi)草了《杭州市再生(sheng)資源回(hui)收(shou)(shou)行業(ye)污染整(zheng)治(zhi)提升實(shi)施方案(an)(征求意見稿(gao))》。

杭州(zhou)市再生資(zi)源回收行業(ye)污(wu)染整治提升實施方案(征求意見(jian)稿(gao))

根據(ju)《浙(zhe)(zhe)江(jiang)省(sheng)人民政(zheng)府辦公(gong)廳關于開(kai)展全(quan)省(sheng)重點(dian)行業(ye)污(wu)(wu)(wu)染整治提(ti)升(sheng)工(gong)作的通(tong)知》(浙(zhe)(zhe)政(zheng)辦發〔2023〕48號(hao)(hao))、浙(zhe)(zhe)江(jiang)省(sheng)生(sheng)態環(huan)境廳等5部門(men)《關于印發〈浙(zhe)(zhe)江(jiang)省(sheng)重點(dian)行業(ye)污(wu)(wu)(wu)染整治提(ti)升(sheng)“揭榜掛帥、全(quan)程亮曬(shai)、績(ji)效比拼”工(gong)作方(fang)(fang)案〉的通(tong)知》(浙(zhe)(zhe)環(huan)發〔2023〕39號(hao)(hao))要求,為系(xi)統(tong)治理全(quan)市再生(sheng)資源(yuan)回(hui)(hui)收(shou)行業(ye)環(huan)境污(wu)(wu)(wu)染問題(ti),推動(dong)再生(sheng)資源(yuan)回(hui)(hui)收(shou)行業(ye)高質(zhi)量(liang)發展,制(zhi)定本方(fang)(fang)案。

一、指導思想(xiang)

以習近(jin)平生(sheng)(sheng)態(tai)文明思想為指導(dao),全面(mian)貫徹黨(dang)的二(er)十(shi)大(da)、二(er)十(shi)屆(jie)二(er)中全會和(he)全國生(sheng)(sheng)態(tai)環(huan)境保護(hu)大(da)會精神,緊緊圍(wei)繞(rao)美麗杭(hang)州建設(she)總(zong)體部(bu)署(shu),充(chong)分(fen)發揮杭(hang)州創新、生(sheng)(sheng)態(tai)、數字經濟等優勢,深入(ru)推進(jin)全域“無廢城市”創建,提(ti)標升級再生(sheng)(sheng)資源(yuan)回(hui)收體系,健全回(hui)收企業長效管理機制(zhi),提(ti)升再生(sheng)(sheng)資源(yuan)回(hui)收規范(fan)化(hua)專業化(hua)水(shui)平和(he)環(huan)境治理水(shui)平。

二、整(zheng)治目標

到2024年底,全市(shi)基本形成較為完(wan)善的(de)再生資(zi)源(yuan)回(hui)收(shou)體系(xi),資(zi)源(yuan)循環利(li)用(yong)(yong)水平(ping)得到進(jin)一步提升(sheng)(sheng)。基本建成再生資(zi)源(yuan)回(hui)收(shou)網絡體系(xi),生活垃圾分(fen)類實現(xian)(xian)市(shi)區(qu)全覆蓋,標準化(hua)(hua)(hua)分(fen)揀中心實現(xian)(xian)各區(qu)、縣(市(shi))全覆蓋,城鄉生活垃圾回(hui)收(shou)利(li)用(yong)(yong)率(lv)達(da)到65%。建成綠色分(fen)揀中心10家以上,分(fen)揀利(li)用(yong)(yong)專業化(hua)(hua)(hua)、精細化(hua)(hua)(hua)、規范化(hua)(hua)(hua)水平(ping)明顯提升(sheng)(sheng)。全鏈條(tiao)、可追溯“互聯網+”回(hui)收(shou)利(li)用(yong)(yong)模式廣泛運用(yong)(yong)。再生資(zi)源(yuan)回(hui)收(shou)企(qi)業污(wu)染防(fang)治和環境管理水平(ping)進(jin)一步提升(sheng)(sheng),行業長(chang)效監管機(ji)制更加健全。

三、主(zhu)要任務

(一)加快(kuai)完善再生資源回(hui)收體系建設

認真(zhen)貫徹(che)落實(shi)《杭(hang)州市(shi)(shi)(shi)(shi)廢舊物資(zi)(zi)利用體系建設(she)(she)實(shi)施方(fang)案(2022-2025年)》(杭(hang)政(zheng)函〔2022〕56號),加快推進(jin)轄區(qu)再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)(hui)收(shou)(shou)體系建設(she)(she)提標升(sheng)級(ji)。完(wan)善再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)(hui)收(shou)(shou)網(wang)點(dian),鞏固(gu)(gu)現有再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)(hui)收(shou)(shou)利用網(wang)絡,進(jin)一步(bu)對現有標準回(hui)(hui)(hui)收(shou)(shou)網(wang)點(dian)改造(zao)升(sheng)級(ji)。以區(qu)、縣(市(shi)(shi)(shi)(shi))為單位(wei),保障分揀中(zhong)心規(gui)(gui)劃用地(di)(di),選址建設(she)(she)符(fu)合(he)環保要求(qiu)。在(zai)垃(la)圾分類前(qian)端,引(yin)導(dao)和支(zhi)持回(hui)(hui)(hui)收(shou)(shou)企業(ye)與環衛(wei)企業(ye)合(he)作開展“兩網(wang)融(rong)合(he)”經營,推廣“虎(hu)哥回(hui)(hui)(hui)收(shou)(shou)”、“鯨靈回(hui)(hui)(hui)收(shou)(shou)”、“蕭(xiao)鈴鐺”、“聯(lian)運環境(jing)”、“環強智(zhi)慧(hui)回(hui)(hui)(hui)收(shou)(shou)房”等回(hui)(hui)(hui)收(shou)(shou)模式;新建居民小區(qu)要將(jiang)其他生(sheng)(sheng)活垃(la)圾與再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)(hui)收(shou)(shou)設(she)(she)施同(tong)(tong)步(bu)設(she)(she)計、同(tong)(tong)步(bu)建設(she)(she),場地(di)(di)需求(qiu)與小區(qu)規(gui)(gui)模相(xiang)匹配;支(zhi)持較大小區(qu)在(zai)設(she)(she)立固(gu)(gu)定場地(di)(di)回(hui)(hui)(hui)收(shou)(shou)站點(dian)的(de)同(tong)(tong)時,配套設(she)(she)立智(zhi)能回(hui)(hui)(hui)收(shou)(shou)設(she)(she)施,方(fang)便居民交、投、售;鼓勵引(yin)導(dao)回(hui)(hui)(hui)收(shou)(shou)龍頭(tou)骨干(gan)企業(ye)到較大行政(zheng)村(cun)設(she)(she)立回(hui)(hui)(hui)收(shou)(shou)站點(dian)。各區(qu)、縣(市(shi)(shi)(shi)(shi))形(xing)成以覆蓋城鄉回(hui)(hui)(hui)收(shou)(shou)網(wang)點(dian)為基礎,分揀中(zhong)心為支(zhi)撐,骨干(gan)企業(ye)為龍頭(tou)的(de)布局(ju)合(he)理(li)、技術先進(jin)、管理(li)規(gui)(gui)范的(de)再(zai)生(sheng)(sheng)資(zi)(zi)源回(hui)(hui)(hui)收(shou)(shou)利用網(wang)絡體系。[市(shi)(shi)(shi)(shi)商務局(ju)、市(shi)(shi)(shi)(shi)發改委、市(shi)(shi)(shi)(shi)農(nong)村(cun)農(nong)業(ye)局(ju)、市(shi)(shi)(shi)(shi)城管局(ju)、市(shi)(shi)(shi)(shi)規(gui)(gui)劃和自然資(zi)(zi)源局(ju)、市(shi)(shi)(shi)(shi)生(sheng)(sheng)態環境(jing)局(ju)按(an)職責(ze)分工負(fu)責(ze),各區(qu)、縣(市(shi)(shi)(shi)(shi))政(zheng)府負(fu)責(ze)落實(shi)(下同(tong)(tong),不再(zai)列出)]

(二)提升分揀利用專業(ye)化(hua)規范化(hua)水平

提(ti)標再(zai)(zai)(zai)生資(zi)源(yuan)(yuan)分(fen)(fen)揀(jian)(jian)中(zhong)(zhong)心建(jian)設(she)。各區、縣(xian)(市(shi))要按(an)照商務部《再(zai)(zai)(zai)生資(zi)源(yuan)(yuan)綠(lv)色(se)分(fen)(fen)揀(jian)(jian)中(zhong)(zhong)心建(jian)設(she)管(guan)理規范》要求(qiu)(qiu),持續推進(jin)綠(lv)色(se)分(fen)(fen)揀(jian)(jian)中(zhong)(zhong)心建(jian)設(she),逐步實現生活垃圾、工(gong)業固廢中(zhong)(zhong)可回(hui)(hui)收的再(zai)(zai)(zai)生資(zi)源(yuan)(yuan)量與(yu)分(fen)(fen)揀(jian)(jian)場(chang)地相匹配,爭取達到有固定廠房和(he)分(fen)(fen)揀(jian)(jian)設(she)施設(she)備,地面硬化、環(huan)境美化、綠(lv)色(se)環(huan)保(bao)、管(guan)理規范的要求(qiu)(qiu)。支持各區、縣(xian)(市(shi))根據再(zai)(zai)(zai)生資(zi)源(yuan)(yuan)品(pin)(pin)類,打造區域性再(zai)(zai)(zai)生資(zi)源(yuan)(yuan)回(hui)(hui)收綜(zong)合體(ti),并因地制宜(yi)建(jian)設(she)廢舊電子產品(pin)(pin)、廢舊紡織品(pin)(pin)、廢棄(qi)大件家具等專業型分(fen)(fen)揀(jian)(jian)中(zhong)(zhong)心。利用(yong)衛星遙感等先進(jin)手段(duan),結合露天(tian)分(fen)(fen)揀(jian)(jian)情況網格式摸(mo)排,開展露天(tian)分(fen)(fen)揀(jian)(jian)中(zhong)(zhong)心集中(zhong)(zhong)整治,按(an)照環(huan)保(bao)、用(yong)地等要求(qiu)(qiu),就地改造或(huo)搬遷。[市(shi)商務局(ju)、市(shi)發(fa)改委、市(shi)城管(guan)局(ju)、市(shi)規劃和(he)自然(ran)資(zi)源(yuan)(yuan)局(ju)、市(shi)公(gong)安局(ju)、市(shi)生態環(huan)境局(ju)按(an)職責(ze)分(fen)(fen)工(gong)負責(ze)]

促進先(xian)進技(ji)(ji)術(shu)(shu)裝備研(yan)發(fa)應用(yong)(yong)。落(luo)實首臺(套)產品應用(yong)(yong)激勵(li)政策,加(jia)快推(tui)動現有再生資源(yuan)分(fen)揀中心、加(jia)工企(qi)業(ye)提(ti)質改造(zao),全(quan)面(mian)提(ti)升自動化、信息化和(he)智(zhi)慧化水(shui)平。加(jia)強技(ji)(ji)術(shu)(shu)裝備研(yan)發(fa),在精細分(fen)揀、有價金屬清潔提(ti)取(qu)、再制造(zao)等領(ling)域突破一批共性關鍵(jian)技(ji)(ji)術(shu)(shu)和(he)大型(xing)成(cheng)套裝備。鼓勵(li)企(qi)業(ye)、高(gao)校等聯合搭(da)建覆蓋廢舊物資循環利用(yong)(yong)全(quan)過程的(de)創新體(ti)系,加(jia)大資源(yuan)化利用(yong)(yong)、再制造(zao)產業(ye)等領(ling)域新技(ji)(ji)術(shu)(shu)、新裝備、新模式應用(yong)(yong)推(tui)廣力(li)度(du)。(市(shi)經信局(ju)、市(shi)科技(ji)(ji)局(ju)、市(shi)商務局(ju)、市(shi)發(fa)改委按(an)職責分(fen)工負責)

培育壯大再生(sheng)(sheng)資(zi)源市(shi)場主體(ti)。以連(lian)鎖經營(ying)、授(shou)權(quan)經營(ying)等(deng)方式,培育一批規模(mo)化(hua)、集約化(hua)、智能(neng)化(hua)、品牌化(hua)的線上和線下融合的再生(sheng)(sheng)資(zi)源回收(shou)(shou)(shou)企業(ye)。培育一批資(zi)源循環(huan)(huan)利用技術裝(zhuang)備和產(chan)品制造企業(ye),建立(li)覆蓋資(zi)源綜(zong)合利用處理全產(chan)業(ye)鏈(lian)的市(shi)場主體(ti)。推(tui)動傳(chuan)統廢品回收(shou)(shou)(shou)站整治提標,對于符合標準(zhun)的,引導(dao)其(qi)成(cheng)立(li)合資(zi)公司(si),入駐分揀中心。鼓勵推(tui)進(jin)整編閑散回收(shou)(shou)(shou)人員,引導(dao)其(qi)入駐再生(sheng)(sheng)資(zi)源回收(shou)(shou)(shou)網點,提供標準(zhun)化(hua)回收(shou)(shou)(shou)服務。(市(shi)商務局、市(shi)經信(xin)局、市(shi)城管局、市(shi)發改(gai)委、市(shi)生(sheng)(sheng)態環(huan)(huan)境局按職責分工負責)

(三)深(shen)化再生資源回收企業污染防治

提高(gao)廢(fei)氣(qi)(qi)污(wu)染防(fang)治水平。物料堆場、分揀加工車間(jian)內配(pei)套建設(she)廢(fei)氣(qi)(qi)收集處理(li)設(she)施,加強廠區及易產(chan)生粉(fen)塵(chen)(chen)環節防(fang)塵(chen)(chen)、降塵(chen)(chen)、集塵(chen)(chen);木(mu)材、廢(fei)塑料等破碎和分選設(she)備需全部密閉,并抽氣(qi)(qi)至高(gao)效除(chu)塵(chen)(chen)設(she)施處理(li)后有組織排放;確保粉(fen)塵(chen)(chen)、惡臭等污(wu)染物達標排放。(市(shi)生態環境局(ju)、市(shi)商(shang)務局(ju)按職(zhi)責分工負責)

配套建設(she)(she)廢(fei)水(shui)(shui)(shui)(shui)收集(ji)處理(li)設(she)(she)施。完善(shan)廠(chang)區內(nei)雨污分(fen)流、清(qing)污分(fen)流設(she)(she)施,加強日常(chang)管理(li),杜絕“跑、冒、滴、漏”。做好廠(chang)區地面硬化及防滲防腐(fu)措(cuo)施,廠(chang)房內(nei)設(she)(she)置堆場抑塵(chen)噴(pen)淋廢(fei)水(shui)(shui)(shui)(shui)、清(qing)洗廢(fei)水(shui)(shui)(shui)(shui)截(jie)流設(she)(she)施。企業收集(ji)的洗車廢(fei)水(shui)(shui)(shui)(shui)、堆場抑塵(chen)噴(pen)淋廢(fei)水(shui)(shui)(shui)(shui)、清(qing)洗廢(fei)水(shui)(shui)(shui)(shui)及露天分(fen)揀初(chu)期(qi)雨水(shui)(shui)(shui)(shui)等廢(fei)水(shui)(shui)(shui)(shui)應配套沉淀(dian)池(chi)儲水(shui)(shui)(shui)(shui)并(bing)循環利用(yong),或通過收集(ji)管道(井)等收集(ji)后進入污水(shui)(shui)(shui)(shui)處理(li)設(she)(she)施處理(li)達標后排(pai)放。(市(shi)生(sheng)態環境局(ju)、市(shi)商務局(ju)、市(shi)城(cheng)管局(ju)按職責(ze)分(fen)工(gong)負責(ze))

強化固(gu)體(ti)廢(fei)(fei)物(wu)規范(fan)(fan)管(guan)(guan)理(li)(li)。再生資(zi)源(yuan)(yuan)回收過程發現的(de)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)應(ying)加(jia)強管(guan)(guan)理(li)(li)、源(yuan)(yuan)頭控制(zhi),企(qi)業應(ying)建有規范(fan)(fan)的(de)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)暫存(cun)間(jian),分類貯存(cun),委托具有相應(ying)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)經營(ying)資(zi)質的(de)單(dan)位利用(yong)(yong)處(chu)置。完善危(wei)(wei)險(xian)廢(fei)(fei)物(wu)管(guan)(guan)理(li)(li)臺(tai)賬,嚴(yan)格執(zhi)行(xing)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)申(shen)報登記、轉移(yi)聯單(dan)等(deng)管(guan)(guan)理(li)(li)制(zhi)度。做好固(gu)體(ti)廢(fei)(fei)物(wu)收集、貯存(cun)、運(yun)輸、利用(yong)(yong)處(chu)置等(deng)環節規范(fan)(fan)化管(guan)(guan)理(li)(li),再生資(zi)源(yuan)(yuan)回收、分揀過程中不將危(wei)(wei)險(xian)廢(fei)(fei)物(wu)混入(ru)一般(ban)工業固(gu)體(ti)廢(fei)(fei)物(wu),嚴(yan)禁(jin)露天堆放、焚燒等(deng)行(xing)為,防范(fan)(fan)對大氣、土壤(rang)、地表水和地下水造成污染。(市生態環境(jing)局(ju)、市商務局(ju)、市城管(guan)(guan)局(ju)按職責(ze)分工負責(ze))

健全(quan)(quan)環(huan)(huan)境(jing)管理制度。督促再生資源回(hui)收(shou)企(qi)業落實企(qi)業污染防(fang)治(zhi)主(zhu)體責任,建立健全(quan)(quan)內部環(huan)(huan)保(bao)(bao)管理制度,明確(que)專人負責,確(que)保(bao)(bao)回(hui)收(shou)、分揀、利用全(quan)(quan)過(guo)程的環(huan)(huan)境(jing)保(bao)(bao)護工(gong)作(zuo)落實到位。定期開展(zhan)環(huan)(huan)境(jing)保(bao)(bao)護巡(xun)檢和環(huan)(huan)境(jing)監測,并做(zuo)好臺賬。全(quan)(quan)面提升企(qi)業節能降耗(hao)、環(huan)(huan)境(jing)管理、風險防(fang)范(fan)水平。(市(shi)生態環(huan)(huan)境(jing)局、市(shi)商(shang)務局、市(shi)經(jing)信局、市(shi)城管局按職責分工(gong)負責)

(四)強化再生(sheng)資源回收(shou)行業數字(zi)賦能

推進“互聯網+”回(hui)收(shou)(shou)(shou)利用(yong)模(mo)式(shi)(shi)。鼓(gu)勵重點(dian)企業(ye)(ye)自主開發基于互聯網模(mo)式(shi)(shi)的再生資(zi)源回(hui)收(shou)(shou)(shou)系統,探(tan)索回(hui)收(shou)(shou)(shou)、置(zhi)換等(deng)多種再生資(zi)源回(hui)收(shou)(shou)(shou)模(mo)式(shi)(shi),構建全(quan)鏈條業(ye)(ye)務信息平臺(tai)和回(hui)收(shou)(shou)(shou)追(zhui)溯系統,加(jia)強全(quan)市(shi)(shi)數據(ju)資(zi)源系統銜接(jie),整體打造上接(jie)回(hui)收(shou)(shou)(shou)網絡、中接(jie)倉儲物(wu)流、下接(jie)利用(yong)產(chan)業(ye)(ye)的再生資(zi)源數據(ju)鏈。大力推廣余杭區“一鍵回(hui)收(shou)(shou)(shou)”平臺(tai)、桐廬(lu)縣“家寶兔”、臨平區“AI識圖智能分(fen)揀”等(deng)先進模(mo)式(shi)(shi)。探(tan)索建立居民“綠色賬戶”“碳(tan)(tan)賬戶”以(yi)及積分(fen)兌換獎勵機制,推動生活垃(la)圾減量、節能減碳(tan)(tan)。(市(shi)(shi)商務局(ju)、市(shi)(shi)數據(ju)資(zi)源局(ju)、市(shi)(shi)市(shi)(shi)場監管(guan)局(ju)、市(shi)(shi)城(cheng)管(guan)局(ju)、市(shi)(shi)發改委、市(shi)(shi)生態環境局(ju)按(an)職責分(fen)工負責)

依托供銷(xiao)合作(zuo)社或市行業(ye)協會,充分運(yun)用(yong)云計算、區塊鏈、決策分析優化等(deng)先進技術(shu),建立涵蓋區域重(zhong)點(dian)回(hui)收企(qi)業(ye)運(yun)輸流(liu)、票(piao)據流(liu)、資(zi)金流(liu)和信(xin)息(xi)流(liu)的(de)信(xin)息(xi)管理平臺,打造再(zai)生資(zi)源“回(hui)收—中(zhong)轉(zhuan)—運(yun)輸—銷(xiao)售利用(yong)”的(de)全流(liu)程(cheng)、數字化監管模式。迭代升級“環(huan)保e企(qi)管”和“生態(tai)智衛·督察在線”應用(yong)場景,建設重(zhong)點(dian)行業(ye)污染整(zheng)治(zhi)提升功(gong)能模塊,從“行業(ye)整(zheng)治(zhi)現狀(zhuang)、環(huan)境治(zhi)理評(ping)估(gu)、問題(ti)整(zheng)改態(tai)勢、長(chang)效跟蹤監管”四大維(wei)度,全要素一圖管治(zhi)、全鏈條閉環(huan)管控、全方(fang)位跟蹤幫扶、全覆蓋評(ping)估(gu)考核(he)。(市商務局、市生態(tai)環(huan)境局按職責分工負責)

(五)健全再生資源回收行業監管機(ji)制

定(ding)期對(dui)《杭(hang)州(zhou)市(shi)(shi)(shi)(shi)(shi)再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)管(guan)(guan)理辦法(fa)(fa)》《杭(hang)州(zhou)市(shi)(shi)(shi)(shi)(shi)再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)指導目錄》等(deng)法(fa)(fa)規標(biao)準(zhun)執行(xing)情況開展評估,及時(shi)修訂完(wan)善(shan)。各區、縣(市(shi)(shi)(shi)(shi)(shi))要建立健全再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)體系長效管(guan)(guan)理機制,落(luo)實轄區主管(guan)(guan)部門、鎮(zhen)街、社區對(dui)分(fen)揀(jian)(jian)中(zhong)心(xin)和回(hui)(hui)(hui)(hui)(hui)收(shou)網點的(de)監管(guan)(guan)責(ze)任,形(xing)成齊抓(zhua)共管(guan)(guan)合力(li),督促回(hui)(hui)(hui)(hui)(hui)收(shou)企(qi)業(ye)規范經(jing)營,增強社會責(ze)任和環(huan)(huan)保意識。強化市(shi)(shi)(shi)(shi)(shi)場秩序監管(guan)(guan),嚴厲打(da)擊再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)違法(fa)(fa)違規行(xing)為,依(yi)法(fa)(fa)查處(chu)違法(fa)(fa)排污(wu)行(xing)為。完(wan)善(shan)信用(yong)監管(guan)(guan)機制,建立再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)企(qi)業(ye)、加(jia)工(gong)企(qi)業(ye)等(deng)市(shi)(shi)(shi)(shi)(shi)場主體信用(yong)檔案。加(jia)強行(xing)業(ye)整治(zhi),已補貼資(zi)金的(de)分(fen)揀(jian)(jian)中(zhong)心(xin)和回(hui)(hui)(hui)(hui)(hui)收(shou)網點要積(ji)極提標(biao)改造,確保經(jing)營環(huan)(huan)境(jing)、衛生(sheng)等(deng)與環(huan)(huan)境(jing)保護要求相(xiang)匹配。凡經(jing)政府部門認定(ding)的(de)再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)體系建設目標(biao)任務確定(ding)的(de)分(fen)揀(jian)(jian)中(zhong)心(xin)和回(hui)(hui)(hui)(hui)(hui)收(shou)網點,不(bu)得挪(nuo)作(zuo)他用(yong)或撤除。持續落(luo)實省、市(shi)(shi)(shi)(shi)(shi)再(zai)生(sheng)資(zi)源(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)收(shou)工(gong)作(zuo)的(de)信息(xi)收(shou)集制度要求。(市(shi)(shi)(shi)(shi)(shi)商務局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)(huan)境(jing)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)場監管(guan)(guan)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)公(gong)安局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)城管(guan)(guan)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)發改委按(an)職責(ze)分(fen)工(gong)負責(ze))

四、工作安排

(一)部署(shu)準備階段(2023年12月前)

對轄(xia)區內(nei)再(zai)(zai)生資(zi)源回收行業做好企(qi)業規模、生產(chan)線數量、實(shi)(shi)際經營情況等(deng)摸底排查。根據(ju)本方案要(yao)求,結(jie)合(he)杭州市再(zai)(zai)生資(zi)源回收行業特(te)點和實(shi)(shi)際,明(ming)確整治工(gong)作(zuo)目標、對象和整治措(cuo)施,制定具(ju)體實(shi)(shi)施計劃。
