大家(jia)好(hao)。為深入(ru)貫徹落(luo)實黨中央、國(guo)務院關于(yu)構建高(gao)質(zhi)量充(chong)電基礎設施體系、推動(dong)(dong)新能源汽車(che)下(xia)鄉的系列決策部(bu)署,拓展農村新能源汽車(che)消費市場廣闊空間,近日,省委、省政府研究制定(ding)了《山東省推動(dong)(dong)新能源汽車(che)下(xia)鄉三年(nian)行(xing)(xing)動(dong)(dong)計(ji)劃(hua)(2023-2025年(nian))》(以下(xia)簡稱《行(xing)(xing)動(dong)(dong)計(ji)劃(hua)》)。根據政策例行(xing)(xing)吹風會安(an)排(pai),我向大家(jia)介紹一下(xia)有關情況。

一、出臺背景

新(xin)能(neng)源汽(qi)(qi)車(che)(che)是我國戰略性(xing)新(xin)興產業(ye),黨中央、國務院高度(du)重(zhong)(zhong)視新(xin)能(neng)源汽(qi)(qi)車(che)(che)產業(ye)發展(zhan),習近平總書記多次考察調(diao)研,并就產業(ye)發展(zhan)、自主(zhu)品牌建設(she)(she)等作出重(zhong)(zhong)要指示批示。我省新(xin)能(neng)源汽(qi)(qi)車(che)(che)產業(ye)發展(zhan)已形(xing)成一定基礎和優勢,重(zhong)(zhong)汽(qi)(qi)、中通等商用(yong)車(che)(che)品牌銷量居全國前列,新(xin)能(neng)源乘用(yong)車(che)(che)加速起勢,比亞(ya)迪、吉(ji)利等一線車(che)(che)企在(zai)我省設(she)(she)立分(fen)公司或生產基地,濟寧(ning)寧(ning)德時(shi)代、棗莊欣旺達、濟南比亞(ya)迪等一批重(zhong)(zhong)大(da)項目加速實施,配(pei)套能(neng)力和創新(xin)能(neng)力不斷增強。

在(zai)此基礎上,省委(wei)(wei)(wei)、省政(zheng)(zheng)府(fu)(fu)部署推(tui)動(dong)新能源(yuan)汽車(che)下鄉三年行動(dong)計劃(hua),從(cong)供給和需求兩(liang)側協同發力,既是(shi)擴內需、穩增長的現實(shi)需要(yao),也是(shi)加(jia)快綠色低碳高質量發展(zhan)、深化新舊動(dong)能轉換(huan)的必然要(yao)求,有(you)(you)利于(yu)更好(hao)滿足廣(guang)大消(xiao)費者對新能源(yuan)汽車(che)的購(gou)買使用需求。根據(ju)省委(wei)(wei)(wei)、省政(zheng)(zheng)府(fu)(fu)工(gong)作部署,省發展(zhan)改革(ge)委(wei)(wei)(wei)會(hui)(hui)(hui)同有(you)(you)關(guan)部門,組成專門起(qi)草(cao)組,深入實(shi)地(di)(di)開展(zhan)調(diao)研,研究提出各領域主要(yao)目標、實(shi)施(shi)(shi)步驟、推(tui)進(jin)措施(shi)(shi)和支持政(zheng)(zheng)策,組織(zhi)有(you)(you)關(guan)單位、地(di)(di)市(shi)、重(zhong)點企業、專家(jia)反復研究論證,開展(zhan)公(gong)平(ping)競爭(zheng)審(shen)查(cha)(cha)、合法性審(shen)查(cha)(cha),經(jing)省委(wei)(wei)(wei)常委(wei)(wei)(wei)會(hui)(hui)(hui)會(hui)(hui)(hui)議、省政(zheng)(zheng)府(fu)(fu)常務會(hui)(hui)(hui)議研究通過,近期將以省政(zheng)(zheng)府(fu)(fu)文件印發實(shi)施(shi)(shi)。

二(er)、把握的關鍵(jian)問題

研究(jiu)起草過程中,我們認真摸排(pai)全(quan)省新能源(yuan)汽車(che)生(sheng)產銷售、充電基礎(chu)設施以及農村電網(wang)、路網(wang)等基本情況,深入分析(xi)推動新能源(yuan)汽車(che)下鄉的制約瓶頸,突(tu)出解(jie)決(jue)好(hao)5個(ge)關鍵(jian)問(wen)題(ti)。

(一(yi))關于如何構建(jian)(jian)(jian)(jian)高質量充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)體(ti)系。全(quan)(quan)省(sheng)(sheng)各類充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)共(gong)(gong)(gong)35.3萬(wan)(wan)(wan)(wan)臺(tai)(tai),其中(zhong)(zhong),公(gong)(gong)(gong)共(gong)(gong)(gong)、居(ju)民充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)分(fen)別(bie)為(wei)9.6萬(wan)(wan)(wan)(wan)臺(tai)(tai)和(he)(he)25.7萬(wan)(wan)(wan)(wan)臺(tai)(tai)。從(cong)市縣看(kan),公(gong)(gong)(gong)共(gong)(gong)(gong)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)主要(yao)集(ji)(ji)中(zhong)(zhong)在城(cheng)(cheng)區(qu)和(he)(he)高速服務區(qu),直(zhi)流(liu)快充(chong)(chong)(chong)(chong)(chong)(chong)(chong)樁占(zhan)比(bi)(bi)偏(pian)低;從(cong)農(nong)村(cun)(cun)看(kan),公(gong)(gong)(gong)共(gong)(gong)(gong)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)布局(ju)建(jian)(jian)(jian)(jian)設(she)(she)(she)偏(pian)少(shao),覆蓋面相對(dui)不足。基(ji)(ji)(ji)(ji)(ji)于此,研(yan)究(jiu)提(ti)出(chu)“擴總量、優(you)結(jie)構、補短板”的總體(ti)思路(lu)。擴總量:聚焦公(gong)(gong)(gong)共(gong)(gong)(gong)區(qu)域和(he)(he)居(ju)住(zhu)區(qu)兩方面,公(gong)(gong)(gong)共(gong)(gong)(gong)區(qu)域重點提(ti)速國(guo)省(sheng)(sheng)道沿線、大(da)型(xing)停車(che)場(chang)(chang)等典(dian)型(xing)場(chang)(chang)景布局(ju)建(jian)(jian)(jian)(jian)設(she)(she)(she),明(ming)確充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)車(che)位的比(bi)(bi)例要(yao)求,便于操作落地;居(ju)住(zhu)區(qu)按新建(jian)(jian)(jian)(jian)、既有居(ju)住(zhu)區(qu)和(he)(he)老舊小區(qu)等分(fen)類加(jia)快建(jian)(jian)(jian)(jian)設(she)(she)(she),推動可裝(zhuang)(zhuang)盡裝(zhuang)(zhuang)、應建(jian)(jian)(jian)(jian)盡建(jian)(jian)(jian)(jian)。到2025年(nian)(nian),全(quan)(quan)省(sheng)(sheng)公(gong)(gong)(gong)共(gong)(gong)(gong)、居(ju)民充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)分(fen)別(bie)達到18萬(wan)(wan)(wan)(wan)臺(tai)(tai)和(he)(he)90萬(wan)(wan)(wan)(wan)臺(tai)(tai)以(yi)上。優(you)結(jie)構:以(yi)城(cheng)(cheng)鄉(xiang)(xiang)(xiang)道路(lu)交通(tong)網絡為(wei)依托,以(yi)商(shang)業中(zhong)(zhong)心(xin)、工業中(zhong)(zhong)心(xin)、休閑中(zhong)(zhong)心(xin)為(wei)重點,在企(qi)事(shi)業單位、商(shang)業圈(quan)、交通(tong)樞紐(niu)、公(gong)(gong)(gong)共(gong)(gong)(gong)停車(che)場(chang)(chang)等場(chang)(chang)所建(jian)(jian)(jian)(jian)設(she)(she)(she)或改造直(zhi)流(liu)快充(chong)(chong)(chong)(chong)(chong)(chong)(chong)樁,到2025年(nian)(nian),城(cheng)(cheng)區(qu)公(gong)(gong)(gong)共(gong)(gong)(gong)快充(chong)(chong)(chong)(chong)(chong)(chong)(chong)樁比(bi)(bi)例達到70%以(yi)上,打造形成(cheng)“十分(fen)鐘快充(chong)(chong)(chong)(chong)(chong)(chong)(chong)圈(quan)”。補短板:重點針對(dui)農(nong)村(cun)(cun)地區(qu)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)短板,優(you)先在人(ren)口集(ji)(ji)聚度(du)高、車(che)流(liu)量大(da)、電(dian)(dian)(dian)網路(lu)網配(pei)套好(hao)的城(cheng)(cheng)鄉(xiang)(xiang)(xiang)結(jie)合(he)部、鄉(xiang)(xiang)(xiang)鎮(zhen)駐地、鄉(xiang)(xiang)(xiang)村(cun)(cun)旅游重點村(cun)(cun)、和(he)(he)美鄉(xiang)(xiang)(xiang)村(cun)(cun)等區(qu)域開展試點,三年(nian)(nian)擇優(you)篩(shai)選10個(ge)左(zuo)右縣、100個(ge)左(zuo)右鄉(xiang)(xiang)(xiang)鎮(zhen)給予(yu)激勵,到2025年(nian)(nian),實現公(gong)(gong)(gong)共(gong)(gong)(gong)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站“鄉(xiang)(xiang)(xiang)鄉(xiang)(xiang)(xiang)全(quan)(quan)覆蓋”。此外,針對(dui)目前(qian)農(nong)村(cun)(cun)電(dian)(dian)(dian)網容量偏(pian)低的問(wen)題,研(yan)究(jiu)提(ti)出(chu)以(yi)升級擴容為(wei)重點,分(fen)級、分(fen)區(qu)域推進配(pei)電(dian)(dian)(dian)網改造提(ti)升,2023-2025年(nian)(nian),新建(jian)(jian)(jian)(jian)公(gong)(gong)(gong)共(gong)(gong)(gong)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站配(pei)套配(pei)電(dian)(dian)(dian)變壓器(qi)容量合(he)計新增(zeng)75萬(wan)(wan)(wan)(wan)千(qian)伏安,居(ju)民充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)(ji)(ji)(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)(shi)用電(dian)(dian)(dian)容量合(he)計新增(zeng)80萬(wan)(wan)(wan)(wan)千(qian)伏安,可滿足農(nong)村(cun)(cun)居(ju)民新能源汽車(che)充(chong)(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)需求。

(二(er))關于如何(he)通過(guo)新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)下(xia)鄉拉動產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)發(fa)展(zhan)。2022年(nian)我省新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)33萬輛(liang)(liang)、占(zhan)全國4.7%;其中,適(shi)宜(yi)農(nong)村市(shi)場的(de)載貨汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)4萬輛(liang)(liang);充電(dian)基(ji)礎設(she)(she)(she)施產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)19.4萬臺。上(shang)半年(nian),我省新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)23萬輛(liang)(liang)、同比(bi)增長76%,產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)占(zhan)全國6.1%,綜合競爭(zheng)力(li)(li)仍(reng)有待提(ti)(ti)(ti)升(sheng)(sheng);載貨汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)占(zhan)全國15.5%,微(wei)(wei)面、微(wei)(wei)卡(ka)、皮卡(ka)、輕卡(ka)等(deng)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)發(fa)展(zhan)優勢明(ming)顯。基(ji)于此(ci),提(ti)(ti)(ti)出以推(tui)動新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)下(xia)鄉為契機(ji),培植壯大新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)。聚焦增強(qiang)供(gong)給能(neng)(neng)力(li)(li),集中打造濟(ji)南(nan)、青島兩大千億級新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)基(ji)地,提(ti)(ti)(ti)速建設(she)(she)(she)煙臺、日照、德州新(xin)(xin)能(neng)(neng)源(yuan)乘用車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)集群和(he)淄博、聊城新(xin)(xin)能(neng)(neng)源(yuan)商(shang)用車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)集群,塑優“兩基(ji)地、五集群”發(fa)展(zhan)格(ge)局,力(li)(li)爭(zheng)2025年(nian)全省新(xin)(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)(chan)(chan)(chan)(chan)量(liang)達到100萬輛(liang)(liang)左右。聚焦做強(qiang)優勢產(chan)(chan)(chan)(chan)(chan)(chan)業(ye),加快發(fa)展(zhan)適(shi)宜(yi)農(nong)村地區(qu)的(de)載貨車(che)(che)型,力(li)(li)爭(zheng)新(xin)(xin)能(neng)(neng)源(yuan)載貨汽(qi)(qi)車(che)(che)全國市(shi)場占(zhan)有率三年(nian)提(ti)(ti)(ti)高5個百分點、達到20%以上(shang)。聚焦提(ti)(ti)(ti)升(sheng)(sheng)配(pei)套水(shui)平,加快推(tui)動濟(ji)南(nan)比(bi)亞迪、濟(ji)寧(ning)寧(ning)德時代(dai)等(deng)一(yi)批(pi)支撐(cheng)項(xiang)目建設(she)(she)(she)投產(chan)(chan)(chan)(chan)(chan)(chan),到2025年(nian)形成(cheng)200億瓦時動力(li)(li)電(dian)池、100萬臺驅動電(dian)機(ji)配(pei)套生產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)力(li)(li)。同時,培育招引(yin)一(yi)批(pi)充電(dian)基(ji)礎設(she)(she)(she)施生產(chan)(chan)(chan)(chan)(chan)(chan)運營頭部企業(ye)和(he)高技(ji)術合作項(xiang)目,提(ti)(ti)(ti)升(sheng)(sheng)充電(dian)基(ji)礎設(she)(she)(she)施產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)競爭(zheng)力(li)(li)。

(三)關于如何挖掘釋放農村(cun)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)消費(fei)潛力。全省(sheng)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)保(bao)有(you)量(liang)122.7萬輛,其中,農村(cun)戶籍(ji)人(ren)口(kou)保(bao)有(you)量(liang)46.2萬輛、占比37.8%。聚(ju)焦開(kai)拓農村(cun)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)消費(fei)市場(chang),加(jia)大促銷(xiao)力度,制定全省(sheng)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)促消費(fei)工作方(fang)案,圍繞促銷(xiao)展(zhan)銷(xiao)、下(xia)鄉(xiang)車(che)(che)(che)型(xing)推(tui)薦等細化一(yi)批務實(shi)舉措(cuo),推(tui)動新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)消費(fei)大幅增長,到2025年農村(cun)戶籍(ji)人(ren)口(kou)新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)保(bao)有(you)量(liang)達到100萬輛。加(jia)快應用推(tui)廣,針對(dui)縣鄉(xiang)黨政(zheng)機(ji)關、重點(dian)公共(gong)領域,明確提出新(xin)(xin)增或更新(xin)(xin)車(che)(che)(che)輛中新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)占比要求,引領帶動新(xin)(xin)能(neng)(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)推(tui)廣使用。暢通二手車(che)(che)(che)交易,大力培育新(xin)(xin)能(neng)(neng)(neng)源(yuan)二手車(che)(che)(che)市場(chang)和限額以(yi)上(shang)經銷(xiao)企業,促進新(xin)(xin)能(neng)(neng)(neng)源(yuan)二手車(che)(che)(che)購(gou)買銷(xiao)售。

(四(si))關于如何提(ti)升(sheng)(sheng)農(nong)村(cun)(cun)(cun)路(lu)(lu)網承載能(neng)力。目(mu)前,全省(sheng)(sheng)通6米寬(kuan)以上(shang)雙車(che)(che)道(dao)公(gong)(gong)(gong)路(lu)(lu)行政(zheng)村(cun)(cun)(cun)數量(liang)占比69%。結(jie)合新(xin)能(neng)源汽車(che)(che)下鄉,組織實(shi)施“四(si)好(hao)農(nong)村(cun)(cun)(cun)路(lu)(lu)”擴面提(ti)標三年行動,加快(kuai)農(nong)村(cun)(cun)(cun)單(dan)車(che)(che)道(dao)公(gong)(gong)(gong)路(lu)(lu)拓(tuo)寬(kuan)改(gai)(gai)(gai)造升(sheng)(sheng)級,到2025年,新(xin)改(gai)(gai)(gai)建農(nong)村(cun)(cun)(cun)公(gong)(gong)(gong)路(lu)(lu)2萬(wan)公(gong)(gong)(gong)里;對(dui)不具(ju)備拓(tuo)寬(kuan)條件的單(dan)車(che)(che)道(dao)公(gong)(gong)(gong)路(lu)(lu),每(mei)公(gong)(gong)(gong)里設置錯車(che)(che)道(dao)不宜少于3處,全省(sheng)(sheng)具(ju)備改(gai)(gai)(gai)造條件的農(nong)村(cun)(cun)(cun)公(gong)(gong)(gong)路(lu)(lu)實(shi)現應改(gai)(gai)(gai)盡(jin)改(gai)(gai)(gai),拓(tuo)寬(kuan)改(gai)(gai)(gai)造或(huo)設錯車(che)(che)道(dao)的行政(zheng)村(cun)(cun)(cun)占比達到85%以上(shang)。

(五)關于如何完(wan)善服(fu)務(wu)(wu)管理體(ti)(ti)系(xi)。市場(chang)服(fu)務(wu)(wu)體(ti)(ti)系(xi)方(fang)(fang)面(mian),突(tu)出推動(dong)新能源汽(qi)車(che)(che)銷售服(fu)務(wu)(wu)體(ti)(ti)系(xi)向縣(xian)鄉下(xia)沉,營銷環節主要是擴大縣(xian)鄉銷售網點布局,通過“線(xian)上+線(xian)下(xia)”“直營+經銷”等形式,設立體(ti)(ti)驗(yan)店、4S店等;售后(hou)環節主要是優(you)化維修、保養、應急(ji)救援(yuan)等全鏈條服(fu)務(wu)(wu),緩(huan)解用(yong)戶購買使用(yong)顧慮,讓鄉村居民買得放心、用(yong)得安心。安全監管體(ti)(ti)系(xi)方(fang)(fang)面(mian),突(tu)出加強(qiang)新能源汽(qi)車(che)(che)、動(dong)力電池(chi)、充電基礎(chu)設施等安全管理,切實提升安全水平。

三、主(zhu)要內(nei)容

《行(xing)(xing)動(dong)(dong)計劃(hua)》共(gong)包括四(si)部(bu)(bu)分,第(di)一部(bu)(bu)分,總體(ti)要(yao)(yao)求,明(ming)確推動(dong)(dong)新(xin)能(neng)源汽車(che)下鄉的(de)指導思想,提出(chu)2023年和(he)2025年的(de)主要(yao)(yao)目(mu)(mu)標(biao)。第(di)二部(bu)(bu)分,重(zhong)點任(ren)務(wu),主要(yao)(yao)是聚焦(jiao)新(xin)能(neng)源汽車(che)下鄉的(de)5個方面關鍵問題,實(shi)施(shi)充電基(ji)礎設(she)施(shi)建設(she)運(yun)營提升、新(xin)能(neng)源汽車(che)產業(ye)培育突(tu)破、農村地區(qu)新(xin)能(neng)源汽車(che)消(xiao)費擴容、農村路網建設(she)提檔升級、市場(chang)服務(wu)和(he)安全監管體(ti)系建設(she)5個專項(xiang)行(xing)(xing)動(dong)(dong),細(xi)化(hua)提出(chu)18條重(zhong)點舉措(cuo)。第(di)三部(bu)(bu)分,政(zheng)(zheng)策措(cuo)施(shi),研究(jiu)制(zhi)定(ding)財稅補貼、分時電價、用(yong)地保(bao)(bao)障等12條政(zheng)(zheng)策,各牽(qian)頭(tou)單位(wei)同步出(chu)臺政(zheng)(zheng)策實(shi)施(shi)細(xi)則(ze),后續根據國家政(zheng)(zheng)策安排和(he)實(shi)施(shi)情況動(dong)(dong)態調整。第(di)四(si)部(bu)(bu)分,實(shi)施(shi)保(bao)(bao)障,從組(zu)織領(ling)導、責任(ren)落實(shi)、宣傳推廣、實(shi)施(shi)評估4個方面明(ming)確具體(ti)保(bao)(bao)障措(cuo)施(shi),推動(dong)(dong)《行(xing)(xing)動(dong)(dong)計劃(hua)》主要(yao)(yao)目(mu)(mu)標(biao)、重(zhong)點任(ren)務(wu)、政(zheng)(zheng)策舉措(cuo)落地見效。

下(xia)一步,我(wo)們將會同(tong)有關方面認真(zhen)落實省委、省政(zheng)府部(bu)署要求(qiu),對照《行(xing)動計劃(hua)》任務分工(gong),明確時(shi)間(jian)表、路線(xian)圖,細(xi)化分年度工(gong)作(zuo)目標(biao)和具體措施(shi),加(jia)強部(bu)門(men)協同(tong),凝(ning)聚(ju)工(gong)作(zuo)合(he)力,確保(bao)順利實現各項預(yu)期目標(biao)。

山(shan)東省(sheng)(sheng)是汽(qi)(qi)車生產(chan)(chan)大省(sheng)(sheng),產(chan)(chan)業規模位居(ju)全國前列(lie),新能源汽(qi)(qi)車產(chan)(chan)業發(fa)展快速。今年上半年,全省(sheng)(sheng)汽(qi)(qi)車產(chan)(chan)量107.3萬輛(liang)(liang),居(ju)全國第2位,其中,新能源汽(qi)(qi)車產(chan)(chan)量23萬輛(liang)(liang);全省(sheng)(sheng)汽(qi)(qi)車制造(zao)業營收(shou)和利潤分別增(zeng)長15.1%、34.2%,呈現量質(zhi)齊升(sheng)的良好態勢。下一步,我們將從三方(fang)面重(zhong)點發(fa)力(li)。
