1. 促進能源消費綠色轉(zhuan)型
優化(hua)工(gong)業用(yong)(yong)能(neng)(neng)(neng)結構(gou),推動能(neng)(neng)(neng)源體系綠(lv)色低碳轉(zhuan)型。加快推進終端用(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)“電氣(qi)化(hua)”和“燃(ran)(ran)(ran)煤(mei)燃(ran)(ran)(ran)油替(ti)代(dai)”改造。有序推進重點地區、重點行業燃(ran)(ran)(ran)煤(mei)自(zi)備(bei)電廠(chang)(chang)和燃(ran)(ran)(ran)煤(mei)自(zi)備(bei)鍋爐“煤(mei)改氣(qi)”工(gong)程。大力推進工(gong)業廠(chang)(chang)房屋頂分布式光(guang)伏發(fa)電和儲能(neng)(neng)(neng)系統建設(she),因(yin)地制宜推廣太陽(yang)能(neng)(neng)(neng)光(guang)熱、生物質能(neng)(neng)(neng)在工(gong)業領域利(li)用(yong)(yong),推進產業園(yuan)智能(neng)(neng)(neng)微電網建設(she)。

大力(li)推動工(gong)業(ye)節(jie)能(neng)技(ji)術(shu)改(gai)造(zao)(zao),持(chi)續挖掘工(gong)業(ye)節(jie)能(neng)潛力(li)。 加強節(jie)能(neng)降耗(hao)新(xin)技(ji)術(shu)研發、引(yin)進(jin)和推廣應(ying)用(yong),采用(yong)先(xian)進(jin)適(shi)用(yong)節(jie)能(neng)低碳環保技(ji)術(shu)對(dui)鋼鐵、有(you)色、化(hua)(hua)(hua)工(gong)、建材(cai)等(deng)(deng)行業(ye)進(jin)行節(jie) 能(neng)低碳改(gai)造(zao)(zao)。加快(kuai)淘(tao)汰老舊鍋爐(lu)、電(dian)(dian)機(ji)、變壓(ya)器(qi)等(deng)(deng)耗(hao)能(neng)設(she)備(bei)。 全(quan)面(mian)推進(jin)工(gong)業(ye)鍋爐(lu)、窯爐(lu)節(jie)能(neng)環保綜合提升(sheng)改(gai)造(zao)(zao),推進(jin)節(jie)能(neng)標桿鍋爐(lu)房創建。實施新(xin)一輪電(dian)(dian)機(ji)、變壓(ya)器(qi)、內(nei)燃機(ji)等(deng)(deng)重點用(yong)能(neng)設(she)備(bei)能(neng)效(xiao)提升(sheng)行動,利用(yong)數字化(hua)(hua)(hua)技(ji)術(shu)開展泵(beng)、風(feng)機(ji)、壓(ya)縮機(ji)等(deng)(deng)終端(duan)設(she)備(bei)能(neng)效(xiao)在(zai)線(xian)監測。在(zai)鋼鐵、石化(hua)(hua)(hua)、建材(cai)等(deng)(deng)典型(xing)流程(cheng)型(xing)高耗(hao)能(neng)行業(ye)實施流程(cheng)工(gong)業(ye)系統(tong)節(jie)能(neng)改(gai)造(zao)(zao),開展企(qi)業(ye)工(gong)藝集成(cheng)與(yu)能(neng)量系統(tong)優(you)化(hua)(hua)(hua),推動高效(xiao)用(yong)能(neng)設(she)備(bei)與(yu)生產(chan)系統(tong)的(de)優(you)化(hua)(hua)(hua)匹(pi)配。對(dui)有(you)條件的(de)工(gong)業(ye)園區實施集中供熱、能(neng)源梯級利用(yong)、園區能(neng)源系統(tong)優(you)化(hua)(hua)(hua)改(gai)造(zao)(zao)。

工業園區(qu)集中(zhong)供(gong)熱:優化園區(qu)能(neng)源(yuan)系統,在企業相對集中(zhong)、熱能(neng)資源(yuan)互補的產業園區(qu)推廣集中(zhong)供(gong)熱和綜合能(neng)源(yuan)服務模(mo)式(shi),對園區(qu)燃煤鍋爐、余熱鍋爐、供(gong)熱 管網(wang)進行改造,增(zeng)加分布(bu)式(shi)清潔能(neng)源(yuan)供(gong)應(ying),形成太陽(yang)能(neng)、生物質能(neng)與常規能(neng)源(yuan)多(duo)能(neng)互補的供(gong)能(neng)模(mo)式(shi)。
“能效電(dian)(dian)廠”建設(she):以110千伏配電(dian)(dian)網范圍為基本區域(yu)單元,制定實施區域(yu)用電(dian)(dian)系統(tong)優化方案,對電(dian)(dian)機、變壓(ya)器、內燃機、風機、水泵、空壓(ya)機組、空調等用電(dian)(dian)設(she)備進行(xing)升級改(gai)造,對企業水、風、氣(qi)、汽(qi)系統(tong)進行(xing)智能化改(gai)造。針對同(tong)類 型、多用戶特(te)點(dian),創新(xin)節能低碳項目管理(li)模(mo)式,推進“區域(yu)源網荷儲”一體(ti)化建設(she)和運營新(xin)模(mo)式。
企(qi)業能(neng)(neng)源(yuan)管理信息化建設(she):開展重(zhong)(zhong)點(dian)用能(neng)(neng)企(qi)業用能(neng)(neng)過程數字化、網(wang)絡(luo)化、智能(neng)(neng)化改(gai)造,推進(jin)鋼(gang)鐵(tie)、有(you)色、化工(gong)、建材等重(zhong)(zhong)點(dian)行業企(qi)業能(neng)(neng)源(yuan)管理中心建設(she),完善省能(neng)(neng)耗在線(xian)監測平臺的(de)工(gong)業能(neng)(neng)耗分析系(xi)統。
鍋(guo)爐窯爐節(jie)(jie)能(neng)(neng)改(gai)造(zao):實施(shi)(shi)工業鍋(guo)爐、窯爐節(jie)(jie)能(neng)(neng)專項診(zhen)斷、燃(ran)煤替代和(he)(he)節(jie)(jie)能(neng)(neng)環(huan)保(bao)綜(zong)合改(gai)造(zao),實施(shi)(shi)冶金、建材爐窯節(jie)(jie)能(neng)(neng)診(zhen)斷和(he)(he)綜(zong)合節(jie)(jie)能(neng)(neng)改(gai)造(zao)。重點推廣銅鉛鋅富氧強化熔(rong)煉(lian)、全(富)氧燃(ran)燒、蓄熱(re)式(shi)燃(ran)燒、燃(ran)料替代及煙氣余熱(re)利用(yong)等技術改(gai)造(zao)。
余(yu)熱(re)(re)余(yu)壓(ya)利(li)(li)用(yong):針對冶金、化工(gong)(gong)行(xing)業(ye)(ye)能耗較(jiao)高、系統復雜、流程(cheng)較(jiao)長的企業(ye)(ye)實施余(yu)熱(re)(re)余(yu)壓(ya)利(li)(li)用(yong)、能量(liang)系統優化和綜合能源服務。運(yun)用(yong)低品位余(yu)熱(re)(re)利(li)(li)用(yong)、汽電雙驅(qu)、余(yu)壓(ya)能量(liang)回收(shou)同軸機組、螺桿(gan)膨(peng)脹(zhang)動(dong)力驅(qu)動(dong)等技(ji)術(shu)對余(yu)熱(re)(re)、余(yu)壓(ya)進行(xing)充分高效回收(shou)利(li)(li)用(yong)、梯級利(li)(li)用(yong)。冶金礦(kuang)熱(re)(re)爐重(zhong)(zhong)點(dian)推(tui)廣(guang)(guang)(guang)煙氣、尾氣凈化回收(shou)利(li)(li)用(yong);石(shi)化、化工(gong)(gong)行(xing)業(ye)(ye)重(zhong)(zhong)點(dian)推(tui)廣(guang)(guang)(guang)新型全(quan)液相加氫技(ji)術(shu)、低溫熱(re)(re)回收(shou)技(ji)術(shu)等;建材(cai)行(xing)業(ye)(ye)重(zhong)(zhong)點(dian)推(tui)廣(guang)(guang)(guang)第二(er)代新型干(gan)法水(shui)泥、第二(er)代浮法玻(bo)璃、干(gan)法制粉工(gong)(gong)藝等工(gong)(gong)藝技(ji)術(shu)裝備。
節(jie)能(neng)(neng)(neng)低(di)碳檢(jian)(jian)驗(yan)(yan)檢(jian)(jian)測實驗(yan)(yan)室建(jian)(jian)設:依托科(ke)研院所、大型企(qi)業、節(jie)能(neng)(neng)(neng)公(gong)司建(jian)(jian)設節(jie)能(neng)(neng)(neng)低(di)碳檢(jian)(jian)驗(yan)(yan)檢(jian)(jian)測重點實驗(yan)(yan)室。對工業企(qi)業用能(neng)(neng)(neng)設備、用能(neng)(neng)(neng)系統、能(neng)(neng)(neng)源品種、節(jie)能(neng)(neng)(neng)低(di)碳產品、能(neng)(neng)(neng)耗及(ji)碳排放等開展檢(jian)(jian)驗(yan)(yan)檢(jian)(jian)測及(ji)評估工作。
變(bian)壓(ya)(ya)器(qi)(qi)能效提(ti)升:加(jia)大(da)高(gao)效節(jie)能變(bian)壓(ya)(ya)器(qi)(qi)推廣力度(du),支持(chi)可再生能源電站、電動汽車(che)充電站(樁)、數據中心、5G基站、采暖等領(ling)域使(shi)用高(gao)效節(jie)能變(bian)壓(ya)(ya)器(qi)(qi), 提(ti)高(gao)高(gao)效節(jie)能變(bian)壓(ya)(ya)器(qi)(qi)在(zai)工(gong)業(ye)、通(tong)信業(ye)、建筑、交通(tong)等領(ling)域的(de)應用比例;推動淘汰低效變(bian)壓(ya)(ya)器(qi)(qi),對鋼鐵、石(shi)化、化工(gong)、有色、建材等重(zhong)點(dian)行業(ye)開展變(bian)壓(ya)(ya)器(qi)(qi)專項監察(cha), 加(jia)大(da)對在(zai)網運行低效變(bian)壓(ya)(ya)器(qi)(qi)的(de)監察(cha)力度(du),推動企業(ye)實施節(jie)能技(ji)術改造,加(jia)快淘汰不符合國(guo)家能效標準要求的(de)變(bian)壓(ya)(ya)器(qi)(qi)。
(三)推(tui)動工業低碳發展
1. 實(shi)施重點(dian)行業達峰管理
強化(hua)(hua)(hua)工(gong)業(ye)(ye)碳(tan)(tan)(tan)(tan)排放(fang)控制和(he)管理,積極推進重點領域率(lv)先(xian)達(da)峰(feng)。圍繞國家2030年碳(tan)(tan)(tan)(tan)排放(fang)達(da)峰(feng)目(mu)標,研究提(ti)出云南(nan)省工(gong)業(ye)(ye)領域碳(tan)(tan)(tan)(tan)排放(fang)達(da)峰(feng)路徑和(he)行(xing)動方案,鼓(gu)勵有條件(jian)的地區、園區或行(xing)業(ye)(ye)碳(tan)(tan)(tan)(tan)排放(fang)率(lv)先(xian)達(da)峰(feng)。鞏固和(he)擴大綠色能(neng)源(yuan)優勢,加快用能(neng)終端(duan)電氣化(hua)(hua)(hua)改造。綜合(he)利用原料替(ti)代(dai)、過(guo)程消(xiao)減和(he)末端(duan) 處理等(deng)手段,大力(li)推進煙草(cao)、鋼鐵、水泥、有色、建材、化(hua)(hua)(hua)工(gong)等(deng)重點行(xing)業(ye)(ye)生產過(guo)程減少(shao)碳(tan)(tan)(tan)(tan)排放(fang)。積極開(kai)展工(gong)業(ye)(ye)產品和(he)產業(ye)(ye)園碳(tan)(tan)(tan)(tan)足跡管理,提(ti)高(gao)綠色低碳(tan)(tan)(tan)(tan)產品供(gong)給能(neng)力(li)。參(can)(can)與全(quan)國碳(tan)(tan)(tan)(tan)排放(fang)交(jiao)易市場建設,提(ti)升企(qi)業(ye)(ye)積極參(can)(can)與碳(tan)(tan)(tan)(tan)排放(fang)權(quan)交(jiao)易的意識和(he)能(neng)力(li),提(ti)高(gao)企(qi)業(ye)(ye)碳(tan)(tan)(tan)(tan)資產管理意識。
2. 推廣應用先進低碳技術
加大先進(jin)低(di)(di)(di)(di)(di)碳(tan)(tan)技(ji)術(shu)推(tui)廣應(ying)用力度(du),提(ti)升全(quan)行業(ye)低(di)(di)(di)(di)(di)碳(tan)(tan)發展水平(ping)。積極推(tui)廣低(di)(di)(di)(di)(di)碳(tan)(tan)新(xin)(xin)工藝、新(xin)(xin)技(ji)術(shu),推(tui)進(jin)低(di)(di)(di)(di)(di)碳(tan)(tan)技(ji)術(shu)溝通渠道建(jian)設,鼓勵高碳(tan)(tan)產(chan)業(ye)之間的技(ji)術(shu)轉移(yi)。結合鋼鐵、水泥、有色、化工等(deng)碳(tan)(tan)排放重(zhong)點(dian)(dian)行業(ye)特(te)點(dian)(dian),制(zhi)定低(di)(di)(di)(di)(di)碳(tan)(tan)技(ji)術(shu)推(tui)廣實(shi)施方(fang)案(an),促進(jin)先進(jin)適用低(di)(di)(di)(di)(di)碳(tan)(tan)新(xin)(xin)技(ji)術(shu)、新(xin)(xin)工藝、新(xin)(xin)設備和新(xin)(xin)材料的推(tui)廣應(ying)用。培育工業(ye)低(di)(di)(di)(di)(di)碳(tan)(tan)技(ji)術(shu)服務第三方(fang)機構,重(zhong)點(dian)(dian)發展 低(di)(di)(di)(di)(di)碳(tan)(tan)科技(ji)研發與項目孵化,開展低(di)(di)(di)(di)(di)碳(tan)(tan)生產(chan)設備的技(ji)術(shu)改造、 生產(chan)信息咨(zi)詢、產(chan)品檢驗(yan)檢測和質量(liang)認證認可(ke)服務等(deng)科技(ji)服務,為重(zhong)點(dian)(dian)行業(ye)的低(di)(di)(di)(di)(di)碳(tan)(tan)轉型提(ti)供技(ji)術(shu)支撐。
