關于進一步優(you)化固體(ti)廢(fei)物(wu)環境監(jian)管(guan)提升固體(ti)廢物(wu)利(li)用(yong)處置水平的若干措施
為貫徹(che)落(luo)實習近平(ping)生態(tai)文(wen)明思(si)想和黨的二(er)十屆(jie)三(san)中(zhong)全會精神,按照自(zi)(zi)治區黨委十三(san)屆(jie)九次(ci)全會的部署安排,通過(guo)強化政策支持幫扶、資(zi)金(jin)項(xiang)目激勵、科技(ji)創新支撐,進(jin)一步(bu)優化固(gu)(gu)體廢物環(huan)(huan)(huan)境監管,有(you)效引領(ling)工業固(gu)(gu)體廢物利用高值化、規模化、產(chan)業化方向,拓展(zhan)固(gu)(gu)體廢物減量化、資(zi)源化、無害化路(lu)徑(jing),培(pei)育工業固(gu)(gu)體廢物污(wu)(wu)染治理領(ling)域新質生產(chan)力,促(cu)進(jin)減污(wu)(wu)降(jiang)碳(tan)協同(tong)增效,主動服務高質量發展(zhan),有(you)力助推美麗新寧夏建設。依據生態(tai)環(huan)(huan)(huan)境部《關于印發<生態(tai)環(huan)(huan)(huan)境部門進(jin)一步(bu)促(cu)進(jin)民(min)營(ying)經濟發展(zhan)的若干措施(shi)>的通知(zhi)》(環(huan)(huan)(huan)綜(zong)合(he)〔2024〕62號)、生態(tai)環(huan)(huan)(huan)境部辦公(gong)廳(ting)《關于進(jin)一步(bu)加(jia)強危險廢物規范化環(huan)(huan)(huan)境管理有(you)關工作的通知(zhi)》(環(huan)(huan)(huan)辦固(gu)(gu)體〔2023〕17號)有(you)關要(yao)求,結(jie)合(he)自(zi)(zi)治區實際,制定如(ru)下(xia)措施(shi):
一、大力推(tui)動一般工(gong)業固體廢物資源化利用。積極配合工業(ye)(ye)和(he)信息化(hua)(hua)部門推動(dong)實(shi)(shi)施工業(ye)(ye)固體(ti)廢物(wu)(wu)綜合利用(yong),支持實(shi)(shi)施一(yi)般(ban)工業(ye)(ye)固體(ti)廢物(wu)(wu)用(yong)于(yu)建材制造、公路建設、礦山生(sheng)態(tai)修復、土壤鹽堿化(hua)(hua)改(gai)良等資(zi)(zi)源(yuan)化(hua)(hua)利用(yong)項目(mu),發揮節(jie)約資(zi)(zi)源(yuan)能源(yuan)和(he)改(gai)善生(sheng)態(tai)環(huan)(huan)境(jing)(jing)作用(yong)。同時,支持引進工業(ye)(ye)固體(ti)廢物(wu)(wu)高附加值利用(yong)項目(mu)落戶區內重點產廢園區,形成工業(ye)(ye)固體(ti)廢物(wu)(wu)利用(yong)高值化(hua)(hua)、規(gui)模化(hua)(hua)、產業(ye)(ye)化(hua)(hua)效(xiao)應(ying),促(cu)(cu)進全區大(da)宗工業(ye)(ye)固體(ti)廢物(wu)(wu)大(da)規(gui)模消納,降低(di)污染(ran)環(huan)(huan)境(jing)(jing)風險,實(shi)(shi)現(xian)“以(yi)用(yong)促(cu)(cu)治”效(xiao)果。(責任單位:固體(ti)廢物(wu)(wu)與(yu)化(hua)(hua)學(xue)品處(chu)、環(huan)(huan)境(jing)(jing)影響評價(jia)與(yu)排放(fang)管理處(chu)、生(sheng)態(tai)環(huan)(huan)境(jing)(jing)污染(ran)防治中心,市縣(xian)和(he)寧(ning)東生(sheng)態(tai)環(huan)(huan)境(jing)(jing)部門,以(yi)下均需市縣(xian)和(he)寧(ning)東生(sheng)態(tai)環(huan)(huan)境(jing)(jing)部門落實(shi)(shi),不再單獨列出)
二、加大(da)固(gu)體廢物污染治(zhi)理項(xiang)目(mu)資金補助支持。定(ding)期(qi)組(zu)織(zhi)開(kai)展自治(zhi)區固(gu)體(ti)(ti)廢物和新污(wu)染(ran)(ran)物治(zhi)理(li)項(xiang)(xiang)目(mu)(mu)審核入庫,擇優支(zhi)持各市、縣(xian)(區)和寧(ning)東管(guan)委會(hui)生(sheng)態環(huan)境部門申報的固(gu)體(ti)(ti)廢物“減量化、資源化、無(wu)害化”項(xiang)(xiang)目(mu)(mu)和重點行業重金屬減排項(xiang)(xiang)目(mu)(mu)、新污(wu)染(ran)(ran)物治(zhi)理(li)試點示范(fan)項(xiang)(xiang)目(mu)(mu)、歷史遺留固(gu)體(ti)(ti)廢物污(wu)染(ran)(ran)治(zhi)理(li)項(xiang)(xiang)目(mu)(mu),通(tong)過(guo)財政補助資金的支(zhi)持,有(you)效引導撬動社會(hui)資本投入固(gu)體(ti)(ti)廢物污(wu)染(ran)(ran)治(zhi)理(li)工作。(責任單位:固(gu)體(ti)(ti)廢物與化學(xue)品處、生(sheng)態環(huan)境污(wu)染(ran)(ran)防治(zhi)中心、科(ke)技與財務處)
三、鼓勵提高(gao)新型工業固(gu)體(ti)廢物(wu)污染治理能(neng)力。積極推(tui)動大規模設備更新和(he)消費品(pin)以舊換新政策落實,鼓勵各地因地制宜超(chao)前布局廢(fei)(fei)動力電(dian)(dian)池、廢(fei)(fei)光(guang)伏組件(jian)、廢(fei)(fei)風機葉(xie)片等新型工業(ye)固體(ti)廢(fei)(fei)物利(li)用處(chu)置項目,加強報廢(fei)(fei)機動車、廢(fei)(fei)電(dian)(dian)器電(dian)(dian)子產品(pin)、廢(fei)(fei)動力電(dian)(dian)池、廢(fei)(fei)光(guang)伏板、廢(fei)(fei)風機葉(xie)片等拆解過程環(huan)境污染(ran)(ran)防治監管(guan),有效防范新型工業(ye)固體(ti)廢(fei)(fei)物和(he)廢(fei)(fei)舊物資拆解污染(ran)(ran)環(huan)境風險。(責(ze)任單(dan)位:固體(ti)廢(fei)(fei)物與化學品(pin)處(chu)、環(huan)境影響評價與排放管(guan)理處(chu)、生(sheng)態(tai)環(huan)境執法監督局、生(sheng)態(tai)環(huan)境污染(ran)(ran)防治中心(xin))
四(si)、加強工業(ye)固體(ti)廢物利(li)用處置服務(wu)指導。鼓(gu)勵企(qi)業(ye)(ye)按照(zhao)《一(yi)般(ban)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)收集利(li)用(yong)處(chu)(chu)(chu)置單(dan)(dan)位(wei)(wei)能力或資(zi)格(ge)核實(shi)指(zhi)引》開(kai)展相(xiang)關核實(shi),進一(yi)步(bu)明確企(qi)業(ye)(ye)實(shi)施一(yi)般(ban)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)跨(kua)省轉移利(li)用(yong)備案(an)和處(chu)(chu)(chu)置審(shen)批流程(cheng),指(zhi)導企(qi)業(ye)(ye)規范(fan)審(shen)核委托利(li)用(yong)處(chu)(chu)(chu)置單(dan)(dan)位(wei)(wei)能力、資(zi)格(ge),保證(zheng)工業(ye)(ye)固體(ti)(ti)廢(fei)物(wu)利(li)用(yong)處(chu)(chu)(chu)置行(xing)為合法合規、可查詢追溯(su),促(cu)進提(ti)升固體(ti)(ti)廢(fei)物(wu)環(huan)(huan)境(jing)管理水平,切實(shi)防范(fan)生態環(huan)(huan)境(jing)風(feng)險,持(chi)續改善環(huan)(huan)境(jing)質量。(責任單(dan)(dan)位(wei)(wei):固體(ti)(ti)廢(fei)物(wu)與化學品處(chu)(chu)(chu)、生態環(huan)(huan)境(jing)污染防治(zhi)中心)
五、依法有(you)序解決工業固體(ti)廢物(wu)歷史遺留問題(ti)。開展典型大(da)宗(zong)工(gong)業(ye)(ye)固(gu)體(ti)(ti)廢(fei)物(wu)堆存(cun)場(chang)(chang)所(suo)排查(cha)工(gong)作,建立堆存(cun)場(chang)(chang)所(suo)環(huan)境(jing)管理(li)臺(tai)賬。堅持(chi)問(wen)(wen)題導向和實事求是原則,科學妥善處理(li)一般工(gong)業(ye)(ye)固(gu)體(ti)(ti)廢(fei)物(wu)歷史(shi)遺(yi)留問(wen)(wen)題,避免發生(sheng)簡單開挖、易地填埋、不當修(xiu)復(fu)等(deng)(deng)二(er)次(ci)污(wu)(wu)染環(huan)境(jing)、破壞生(sheng)態(tai)問(wen)(wen)題。支(zhi)持(chi)屬(shu)地對依法依規認定為歷史(shi)遺(yi)留一般工(gong)業(ye)(ye)固(gu)體(ti)(ti)廢(fei)物(wu)的非正規堆存(cun)場(chang)(chang)所(suo)等(deng)(deng)因地制(zhi)宜開展生(sheng)態(tai)環(huan)境(jing)風險評估(gu),在環(huan)境(jing)風險可(ke)控的前提(ti)下,科學制(zhi)定利用(yong)處置和場(chang)(chang)地修(xiu)復(fu)方案,根據固(gu)體(ti)(ti)廢(fei)物(wu)屬(shu)性、場(chang)(chang)地污(wu)(wu)染程(cheng)(cheng)度、環(huan)境(jing)風險程(cheng)(cheng)度等(deng)(deng),探索原位(wei)(wei)修(xiu)復(fu)、風險管控、用(yong)途管制(zhi)等(deng)(deng)綜合治(zhi)理(li)措施(shi)。(責任(ren)單位(wei)(wei):固(gu)體(ti)(ti)廢(fei)物(wu)與化學品處、土壤(rang)生(sheng)態(tai)環(huan)境(jing)處、生(sheng)態(tai)環(huan)境(jing)污(wu)(wu)染防(fang)治(zhi)中心)
六、加強特殊類別危險廢物環境管理。加強(qiang)農藥、醫藥和染(ran)料(liao)中(zhong)間體等(deng)(deng)(deng)重點行(xing)業(ye)(ye)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(廢(fei)(fei)(fei)母液、廢(fei)(fei)(fei)反應基等(deng)(deng)(deng))收(shou)(shou)集、利用、處置(zhi)(zhi)(zhi)技術指導,指導相(xiang)關企(qi)業(ye)(ye)及時(shi)開展(zhan)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)屬性鑒別,依法(fa)(fa)做到廢(fei)(fei)(fei)物(wu)全量收(shou)(shou)集和按照廢(fei)(fei)(fei)物(wu)屬性實施管理,防止發(fa)生(sheng)(sheng)(sheng)將危(wei)險(xian)廢(fei)(fei)(fei)物(wu)隱瞞為原(yuan)料(liao)、中(zhong)間產品違(wei)規處置(zhi)(zhi)(zhi)等(deng)(deng)(deng)環(huan)境(jing)(jing)違(wei)法(fa)(fa)違(wei)規行(xing)為。加強(qiang)廢(fei)(fei)(fei)舊物(wu)資回收(shou)(shou)單(dan)位(wei)(wei)、小型維修店等(deng)(deng)(deng)小微企(qi)業(ye)(ye)跟蹤服(fu)務,指導企(qi)業(ye)(ye)對產生(sheng)(sheng)(sheng)的廢(fei)(fei)(fei)油(you)、廢(fei)(fei)(fei)液、含油(you)廢(fei)(fei)(fei)桶等(deng)(deng)(deng)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)規范收(shou)(shou)集貯存和利用處置(zhi)(zhi)(zhi),避免發(fa)生(sheng)(sheng)(sheng)違(wei)規利用、處置(zhi)(zhi)(zhi)和非法(fa)(fa)排放、傾(qing)倒等(deng)(deng)(deng)行(xing)為。鼓勵油(you)品銷(xiao)售單(dan)位(wei)(wei)開展(zhan)油(you)品包裝物(wu)回收(shou)(shou)再利用工(gong)作(zuo),減少固體廢(fei)(fei)(fei)物(wu)產生(sheng)(sheng)(sheng)。(責任單(dan)位(wei)(wei):固體廢(fei)(fei)(fei)物(wu)與(yu)化學品處、生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)執(zhi)法(fa)(fa)監(jian)督局、生(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)污染(ran)防治中(zhong)心)
七、持(chi)續推進危(wei)險廢物(wu)環(huan)境監管改(gai)革試點。推進實施危(wei)(wei)險廢(fei)(fei)物(wu)(wu)跨省(sheng)(sheng)轉移“白名單(dan)”制度,進一步(bu)簡化(hua)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)跨省(sheng)(sheng)轉移審批程序,同時加(jia)強與周邊省(sheng)(sheng)(區(qu))環(huan)境風險聯(lian)防聯(lian)控(kong),共同打擊危(wei)(wei)險廢(fei)(fei)物(wu)(wu)環(huan)境違法(fa)犯罪行(xing)為。積極(ji)推行(xing)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)“點對點”定(ding)向(xiang)利用(yong)豁免(mian)管(guan)(guan)理(li)(li)試點(即:在自治區(qu)范圍內一家(jia)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)產生(sheng)(sheng)(sheng)單(dan)位(wei)(wei)產生(sheng)(sheng)(sheng)的一種危(wei)(wei)險廢(fei)(fei)物(wu)(wu),作為另(ling)一家(jia)單(dan)位(wei)(wei)環(huan)境治理(li)(li)或工(gong)業原料生(sheng)(sheng)(sheng)產的替代(dai)原料進行(xing)定(ding)向(xiang)利用(yong),該利用(yong)環(huan)節可按危(wei)(wei)險廢(fei)(fei)物(wu)(wu)豁免(mian)管(guan)(guan)理(li)(li))。繼續推進實施小(xiao)微企業危(wei)(wei)險廢(fei)(fei)物(wu)(wu)收集貯存試點,幫助小(xiao)規模危(wei)(wei)險廢(fei)(fei)物(wu)(wu)產生(sheng)(sheng)(sheng)單(dan)位(wei)(wei)降低危(wei)(wei)險廢(fei)(fei)物(wu)(wu)處置成本和管(guan)(guan)理(li)(li)風險。(責任單(dan)位(wei)(wei):固(gu)體廢(fei)(fei)物(wu)(wu)與化(hua)學品處、生(sheng)(sheng)(sheng)態(tai)環(huan)境執法(fa)監(jian)督局、生(sheng)(sheng)(sheng)態(tai)環(huan)境污染防治中心)
八、積極開展危險(xian)廢物(wu)經營許可和規范(fan)化(hua)環境管理服(fu)務指(zhi)導。強化對全區危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)經營單位幫(bang)扶指導(dao),健全完善(shan)服(fu)(fu)務機制(zhi),實施危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)經營許可(ke)證(zheng)臨期預警(jing)提(ti)示,主動對接開展(zhan)資料申(shen)報(bao)前期指導(dao)和現場技術幫(bang)扶工作(zuo),提(ti)高(gao)企業(ye)申(shen)請辦證(zheng)效率。探(tan)索實施危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)管(guan)(guan)理(li)“服(fu)(fu)務延伸(shen)”模(mo)式,鼓勵小微企業(ye)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)收(shou)集貯(zhu)存試點單位在依法收(shou)集轉運危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)的同時(shi),積(ji)極為收(shou)集服(fu)(fu)務對象(小規(gui)模(mo)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)產生(sheng)單位)提(ti)供危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)管(guan)(guan)理(li)計劃和管(guan)(guan)理(li)臺(tai)賬(zhang)制(zhi)定、危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)申(shen)報(bao)、危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)標(biao)簽制(zhi)作(zuo)等(deng)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)規(gui)范化環(huan)(huan)境管(guan)(guan)理(li)方面的延伸(shen)技術服(fu)(fu)務,幫(bang)助(zhu)提(ti)升服(fu)(fu)務對象危(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)規(gui)范化環(huan)(huan)境管(guan)(guan)理(li)能力水平,有效防(fang)范環(huan)(huan)境風險(xian)。(責任(ren)單位:固體廢(fei)物(wu)(wu)(wu)與化學品處、生(sheng)態環(huan)(huan)境污染防(fang)治中心(xin))
九、支持危險(xian)廢(fei)物利用處置企業(ye)申報調整經營許可證廢(fei)物代碼。依法依規領取危險廢(fei)(fei)物(wu)(wu)經營許可(ke)證的危險廢(fei)(fei)物(wu)(wu)(醫(yi)療廢(fei)(fei)物(wu)(wu)除(chu)外)利用處(chu)置(zhi)企(qi)業(ye),結合利用處(chu)置(zhi)技術、工藝以及經營實際(ji)提出增減危險廢(fei)(fei)物(wu)(wu)經營類別需求的,在不(bu)違反相關法律(lv)法規和(he)不(bu)構(gou)成建設項目環(huan)境(jing)影響評價(jia)重大變動的前(qian)提下,自治(zhi)區生態(tai)環(huan)境(jing)廳按照危險廢(fei)(fei)物(wu)(wu)經營許可(ke)證審批程序,組織論證企(qi)業(ye)確實具備該類危險廢(fei)(fei)物(wu)(wu)相適應的處(chu)置(zhi)技術和(he)工藝,審批同意企(qi)業(ye)增減相應類別危險廢(fei)(fei)物(wu)(wu)的利用處(chu)置(zhi)經營許可(ke)。(責任單位:固體廢(fei)(fei)物(wu)(wu)與(yu)(yu)化學(xue)品處(chu)、環(huan)境(jing)影響評價(jia)與(yu)(yu)排放管理處(chu)、生態(tai)環(huan)境(jing)污染防治(zhi)中心)
十、加強醫(yi)療(liao)廢物(wu)電子(zi)轉移聯(lian)單運行管理。加(jia)強醫(yi)(yi)療(liao)(liao)(liao)機(ji)(ji)構(gou)和醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物處(chu)(chu)(chu)置(zhi)(zhi)單(dan)(dan)(dan)(dan)位(wei)日常監(jian)管(guan),指導醫(yi)(yi)療(liao)(liao)(liao)機(ji)(ji)構(gou)規(gui)范填寫電子(zi)(zi)臺賬、運行醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物電子(zi)(zi)轉(zhuan)移聯單(dan)(dan)(dan)(dan),督促醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物轉(zhuan)出方、接收方互相核對(dui)電子(zi)(zi)轉(zhuan)移聯單(dan)(dan)(dan)(dan)信(xin)息、填報時(shi)間等(deng)內(nei)容的規(gui)范性(xing)。通過線上線下(xia)對(dui)醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物電子(zi)(zi)轉(zhuan)移聯單(dan)(dan)(dan)(dan)情況不(bu)(bu)定(ding)期抽(chou)查核實,及(ji)時(shi)督促糾正醫(yi)(yi)療(liao)(liao)(liao)機(ji)(ji)構(gou)電子(zi)(zi)臺賬和醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物處(chu)(chu)(chu)置(zhi)(zhi)單(dan)(dan)(dan)(dan)位(wei)電子(zi)(zi)轉(zhuan)移聯單(dan)(dan)(dan)(dan)內(nei)容填寫不(bu)(bu)規(gui)范、數量偏差率大、頻繁修改(gai)填寫內(nei)容等(deng)問題,不(bu)(bu)斷提升醫(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物收集(ji)處(chu)(chu)(chu)置(zhi)(zhi)規(gui)范化(hua)、信(xin)息化(hua)管(guan)理水平。(責任單(dan)(dan)(dan)(dan)位(wei):固(gu)體廢(fei)(fei)(fei)(fei)物與化(hua)學(xue)品處(chu)(chu)(chu)、生態環(huan)境(jing)執法監(jian)督局、生態環(huan)境(jing)污染防治中心)
