21.?加強危險(xian)(xian)(xian)廢(fei)物收(shou)集(ji)(ji)(ji)體系建(jian)設。總(zong)結小(xiao)微企業(ye)收(shou)集(ji)(ji)(ji)試(shi)點經驗(yan),持續推進(jin)小(xiao)微企業(ye)危險(xian)(xian)(xian)廢(fei)物收(shou)集(ji)(ji)(ji)體系建(jian)設。鼓勵危險(xian)(xian)(xian)廢(fei)物專業(ye)收(shou)集(ji)(ji)(ji)轉運和(he)利用處置單位(wei)建(jian)設區域性收(shou)集(ji)(ji)(ji)網(wang)點和(he)貯(zhu)存設施,重點服(fu)務小(xiao)微企業(ye),同時兼顧機關(guan)事業(ye)單位(wei)、科研機構(gou)和(he)學校等單位(wei)及社會源(yuan)產(chan)生的危險(xian)(xian)(xian)廢(fei)物。開展工(gong)(gong)業(ye)園(yuan)區危險(xian)(xian)(xian)廢(fei)物集(ji)(ji)(ji)中收(shou)集(ji)(ji)(ji)貯(zhu)存工(gong)(gong)作,推動收(shou)集(ji)(ji)(ji)轉運貯(zhu)存專業(ye)化。到2025年,危險(xian)(xian)(xian)廢(fei)物收(shou)集(ji)(ji)(ji)覆蓋率達到100%。(省生態環境廳、省衛健委按(an)職責(ze)(ze)分(fen)工(gong)(gong)負責(ze)(ze))

(一)加強(qiang)組(zu)織領導
建立(li)攻(gong)堅(jian)行動協調(diao)機制(zhi),強(qiang)化統籌協調(diao)、督促(cu)指導,定(ding)(ding)期調(diao)度通報工(gong)作(zuo)(zuo)進展(zhan)情況,及時(shi)研究解決(jue)工(gong)作(zuo)(zuo)推進中的重大問題(ti)。各(ge)地各(ge)有關部門要制(zhi)定(ding)(ding)固體(ti)廢(fei)物污染(ran)防(fang)(fang)治攻(gong)堅(jian)行動具體(ti)落實措施,建立(li)工(gong)作(zuo)(zuo)臺賬、項目清(qing)單(dan)、責任清(qing)單(dan)并(bing)全力推進落實,確保(bao)各(ge)項任務(wu)措施落地見效(xiao)。建立(li)考評獎懲機制(zhi),將(jiang)固體(ti)廢(fei)物污染(ran)防(fang)(fang)治攻(gong)堅(jian)行動重點(dian)工(gong)作(zuo)(zuo)任務(wu)納入污染(ran)防(fang)(fang)治攻(gong)堅(jian)戰成效(xiao)考核體(ti)系,固體(ti)廢(fei)物污染(ran)環(huan)境突出問題(ti)納入省級(ji)生態環(huan)境保(bao)護督察。
(二)加大政策(ce)扶持
各級財政(zheng)、稅(shui)務、工業和(he)(he)(he)信息化、住(zhu)房(fang)和(he)(he)(he)城(cheng)鄉建(jian)設、交通(tong)運輸、自然資源、能(neng)源、生(sheng)態環(huan)境等部門要從政(zheng)策(ce)準入、用(yong)地保障、項目審(shen)批、生(sheng)態補償(chang)、產品利用(yong)等方面制定相關配(pei)套政(zheng)策(ce)措施(shi),加大對固體(ti)廢物(wu)污染防(fang)治的政(zheng)策(ce)和(he)(he)(he)資金支持(chi)力(li)度,扶(fu)持(chi)固體(ti)廢物(wu)利用(yong)、處置設施(shi)建(jian)設。
(三(san))加強科技支撐(cheng)
持續健(jian)全完善生態環境領(ling)域科(ke)技(ji)創新(xin)體制機制,鼓勵科(ke)技(ji)創新(xin),加大科(ke)技(ji)投入,加強(qiang)產學研合作,開(kai)展(zhan)固體廢(fei)物減量化、高(gao)值化利用關(guan)鍵技(ji)術科(ke)技(ji)攻關(guan)、工藝設備研發制造(zao),推動固體廢(fei)物利用處置技(ji)術成果共享(xiang)與轉化。
