六、全(quan)力實施搶(qiang)先(xian)發展行動

(一)搶抓(zhua)窗口拓(tuo)市(shi)場。建立(li)鄂產(chan)設(she)(she)備(bei)(bei)(bei)供(gong)(gong)(gong)(gong)給清單(dan)(dan)、“兩新(xin)(xin)(xin)”需(xu)求清單(dan)(dan),依托全(quan)省(sheng)供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)體(ti)(ti)(ti)系加(jia)強供(gong)(gong)(gong)(gong)需(xu)對(dui)接,通過平(ping)臺集采等降低(di)企業(ye)(ye)設(she)(she)備(bei)(bei)(bei)采購成本(ben),支持長(chang)江汽車(che)供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)做好汽車(che)零部件(jian)及相關設(she)(she)備(bei)(bei)(bei)供(gong)(gong)(gong)(gong)需(xu)交易,光電(dian)子信息供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)做好家(jia)電(dian)、電(dian)子產(chan)品(pin)等生產(chan)設(she)(she)備(bei)(bei)(bei)供(gong)(gong)(gong)(gong)需(xu)交易,九州醫(yi)藥供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)做好醫(yi)療設(she)(she)備(bei)(bei)(bei)供(gong)(gong)(gong)(gong)需(xu)交易,長(chang)江船(chuan)舶供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)做好船(chuan)舶更新(xin)(xin)(xin)改造供(gong)(gong)(gong)(gong)需(xu)交易,科(ke)創供(gong)(gong)(gong)(gong)應(ying)(ying)(ying)(ying)鏈(lian)做好教育(yu)(yu)科(ke)研設(she)(she)備(bei)(bei)(bei)供(gong)(gong)(gong)(gong)需(xu)交易。結合(he)“十百萬”供(gong)(gong)(gong)(gong)需(xu)對(dui)接工程(cheng),加(jia)大宣(xuan)傳推(tui)介,積(ji)極(ji)支持鄂產(chan)設(she)(she)備(bei)(bei)(bei)參與國(guo)(guo)家(jia)設(she)(she)備(bei)(bei)(bei)更新(xin)(xin)(xin)。實施市場主(zhu)體(ti)(ti)(ti)培育(yu)(yu)工程(cheng),力(li)爭到(dao)2027年,培育(yu)(yu)國(guo)(guo)家(jia)級再生資(zi)源(yuan)回收體(ti)(ti)(ti)系典(dian)型企業(ye)(ye)10家(jia)、專精特新(xin)(xin)(xin)企業(ye)(ye)100家(jia)、高新(xin)(xin)(xin)技術(shu)企業(ye)(ye)1000家(jia)。(牽(qian)頭單(dan)(dan)位(wei):省(sheng)經信廳、省(sheng)商務(wu)廳、省(sheng)科(ke)技廳、省(sheng)發(fa)改委(wei)、省(sheng)政府國(guo)(guo)資(zi)委(wei),責任(ren)單(dan)(dan)位(wei):各(ge)市州人民政府)

(二)搶抓攻關強科技。聚(ju)焦工業(ye)母機、汽車零部件等“卡脖子”難題,對接設備(bei)更新需求(qiu),開展高端裝備(bei)、芯(xin)片等領域科技(ji)攻關。強化集成(cheng)(cheng)電路等產業(ye)中試能力支(zhi)撐,加快創(chuang)新成(cheng)(cheng)果產業(ye)化應用。(牽頭單位:省(sheng)科技(ji)廳、省(sheng)經信廳、省(sheng)發(fa)改委,責任單位:各市(shi)州人民政府)

(三)搶抓政策壯平(ping)臺。支持企(qi)業健全(quan)“換新(xin)+回收”“線(xian)上+線(xian)下”銷售模式,發(fa)展壯大(da)二手汽車、電(dian)子(zi)產品、家電(dian)等平臺(tai)經濟。利用新(xin)媒體(ti)及(ji)電(dian)商(shang)平臺(tai),推動政策紅利直達消費者(zhe)。(牽頭單位:省商(shang)務廳、省供銷社,責任單位:各(ge)市州人民政府)

七、強(qiang)化金融(rong)財稅支撐

(一)創(chuang)新金融產品支持。用好(hao)(hao)再貸款(kuan)(kuan)政策工(gong)具(ju),支持金(jin)融(rong)機構向重點領域設備(bei)(bei)(bei)更新(xin)發放優(you)惠利(li)率貸款(kuan)(kuan),探索設備(bei)(bei)(bei)融(rong)資(zi)租賃(lin)合作等新(xin)模式。運用擔保(bao)增信、制造業中長期(qi)貸款(kuan)(kuan)等工(gong)具(ju),加大對優(you)質項(xiang)目特(te)別是民營企業設備(bei)(bei)(bei)更新(xin)項(xiang)目融(rong)資(zi)需求支持,更好(hao)(hao)撬(qiao)動(dong)社會(hui)資(zi)本。加強對綠色智能(neng)(neng)家電、新(xin)能(neng)(neng)源汽車生產消費的綠色金(jin)融(rong)支持。(牽頭(tou)單(dan)位(wei):人行湖北省分(fen)行,責任單(dan)位(wei):省地方(fang)金(jin)融(rong)管(guan)理局(ju)、國家金(jin)融(rong)監管(guan)總局(ju)湖北監管(guan)局(ju),各市州人民政府)

(二)加強(qiang)財政資金(jin)支持。積(ji)極爭取中央(yang)預算內投資(zi)、超長(chang)期特別國債(zhai)(zhai)、專項債(zhai)(zhai)對我(wo)省(sheng)(sheng)(sheng)的支(zhi)(zhi)持(chi),用好(hao)用足中央(yang)節(jie)能(neng)減排等(deng)部委專項資(zi)金(jin)。加強財稅、金(jin)融(rong)、產(chan)業(ye)、科技、環保等(deng)政(zheng)策(ce)聯動(dong),市(shi)縣(xian)根據實(shi)際(ji)制定“兩新”支(zhi)(zhi)持(chi)政(zheng)策(ce),組織多樣式活動(dong)。(牽(qian)頭單位:省(sheng)(sheng)(sheng)發改委、省(sheng)(sheng)(sheng)財政(zheng)廳(ting)(ting),責任單位:省(sheng)(sheng)(sheng)教(jiao)育廳(ting)(ting)、省(sheng)(sheng)(sheng)經信廳(ting)(ting)、省(sheng)(sheng)(sheng)住建(jian)廳(ting)(ting)、省(sheng)(sheng)(sheng)交通運輸廳(ting)(ting)、省(sheng)(sheng)(sheng)農業(ye)農村(cun)廳(ting)(ting)、省(sheng)(sheng)(sheng)商務廳(ting)(ting)、省(sheng)(sheng)(sheng)文旅廳(ting)(ting)、省(sheng)(sheng)(sheng)衛(wei)健委、省(sheng)(sheng)(sheng)生態環境(jing)廳(ting)(ting),各(ge)市(shi)州人民政(zheng)府)

(三)落實稅收優惠政策。落(luo)實國家支持“兩(liang)新”稅(shui)收政策,推(tui)廣資(zi)(zi)源回收企業向自然人報(bao)廢產品出售者(zhe)“反向開票(piao)”做法。配合再生資(zi)(zi)源回收企業增值(zhi)稅(shui)簡易征收政策,研究完善所得稅(shui)征管配套措(cuo)施,優化(hua)稅(shui)收征管標(biao)準和方式。(牽頭單位:省稅(shui)務局(ju))

八(ba)、保障措施(shi)

(一)加強組(zu)織實施。建(jian)立由省(sheng)(sheng)(sheng)(sheng)政(zheng)府(fu)常務(wu)副省(sheng)(sheng)(sheng)(sheng)長領銜推動的大規模設(she)備更新和(he)消費(fei)品以舊換新工(gong)作(zuo)機(ji)制,省(sheng)(sheng)(sheng)(sheng)發改委負責日常組(zu)織協調工(gong)作(zuo),省(sheng)(sheng)(sheng)(sheng)教育(yu)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)經(jing)信(xin)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)住建(jian)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)交通運輸(shu)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)農業農村廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)商務(wu)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)文旅(lv)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)衛健委、省(sheng)(sheng)(sheng)(sheng)水(shui)利廳(ting)(ting)(ting)等9家(jia)單位(wei)為(wei)(wei)行業牽頭單位(wei),加強與對口國(guo)家(jia)部委銜接,制定各自領域(yu)實施細則,省(sheng)(sheng)(sheng)(sheng)委軍民(min)融(rong)(rong)合(he)辦、省(sheng)(sheng)(sheng)(sheng)科技廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)民(min)政(zheng)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)財(cai)政(zheng)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)自然資(zi)源(yuan)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)生態(tai)環境廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)應(ying)急廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)政(zheng)府(fu)國(guo)資(zi)委、省(sheng)(sheng)(sheng)(sheng)市(shi)場(chang)監管(guan)局(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)機(ji)關(guan)事(shi)務(wu)局(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)地方金(jin)融(rong)(rong)管(guan)理局(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)糧食局(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)能源(yuan)局(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)供銷社、省(sheng)(sheng)(sheng)(sheng)稅務(wu)局(ju)(ju)、人(ren)行湖北(bei)(bei)省(sheng)(sheng)(sheng)(sheng)分行、國(guo)家(jia)金(jin)融(rong)(rong)監管(guan)總局(ju)(ju)湖北(bei)(bei)監管(guan)局(ju)(ju)等17家(jia)單位(wei)為(wei)(wei)責任(ren)單位(wei),結合(he)職能推進各項(xiang)任(ren)務(wu)。

(二)加大要素保(bao)障。加(jia)強用(yong)地、用(yong)能、環(huan)評、人才(cai)要素保障,對不(bu)新增(zeng)用(yong)地、以(yi)設備(bei)更(geng)新為主的(de)技改項目,簡化審(shen)批手續。

(三)做好宣傳引(yin)導(dao)。加強政策(ce)宣(xuan)傳解讀,正確引(yin)導(dao)社會(hui)預(yu)期(qi)。倡導(dao)綠色低碳發展理念,形成廢舊物資(zi)循(xun)環(huan)利用的良好(hao)氛圍。

(四)強(qiang)化監督執法(fa)。加強(qiang)“兩新”工作(zuo)監管監測,查(cha)處(chu)企業騙補、價格欺詐等破壞市場秩序行(xing)為,保障(zhang)政(zheng)策實施(shi)的公平性和透明性。

(五)開展跟蹤評估(gu)。開展年(nian)度“兩(liang)新”工作效果評估評價,調整完善支持政策,根據設備更新情(qing)況(kuang)、企業和消費需求(qiu),滾(gun)動(dong)實施跟進。
