10.大力(li)發展(zhan)循環經濟。新建(jian)(jian)產(chan)業(ye)園(yuan)區(qu)(qu)依(yi)法依(yi)規(gui)(gui)開(kai)展規(gui)(gui)劃環(huan)境影響評價(jia)、規(gui)(gui)劃水(shui)(shui)資源(yuan)(yuan)論證,推進(jin)(jin)產(chan)業(ye)園(yuan)區(qu)(qu)水(shui)(shui)土保持區(qu)(qu)域評估,強化循(xun)(xun)環(huan)化設計,推動(dong)(dong)形成(cheng)產(chan)業(ye)循(xun)(xun)環(huan)耦合。循(xun)(xun)環(huan)化改造(zao)既有(you)產(chan)業(ye)園(yuan)區(qu)(qu)和產(chan)業(ye)集群(qun),推動(dong)(dong)公共(gong)設施共(gong)建(jian)(jian)共(gong)享、能源(yuan)(yuan)梯級(ji)利(li)用(yong)(yong)(yong)、資源(yuan)(yuan)循(xun)(xun)環(huan)利(li)用(yong)(yong)(yong)和污(wu)染物(wu)集中安全(quan)處置等(deng)(deng)(deng),到(dao)(dao)2025年,符合條件的國(guo)家級(ji)和省(sheng)級(ji)產(chan)業(ye)園(yuan)區(qu)(qu)實現循(xun)(xun)環(huan)化改造(zao)全(quan)覆蓋(gai)。推進(jin)(jin)國(guo)家廢舊物(wu)資循(xun)(xun)環(huan)利(li)用(yong)(yong)(yong)體系(xi)重點城市和“無廢城市”建(jian)(jian)設,完善再生資源(yuan)(yuan)回收利(li)用(yong)(yong)(yong)體系(xi),推動(dong)(dong)二手(shou)商品(pin)交易平臺健(jian)康發展,推進(jin)(jin)退(tui)役(yi)動(dong)(dong)力電池等(deng)(deng)(deng)廢舊物(wu)資循(xun)(xun)環(huan)利(li)用(yong)(yong)(yong),加(jia)強塑料污(wu)染全(quan)鏈條治(zhi)理。大力推進(jin)(jin)生活垃(la)圾(ji)減量化、資源(yuan)(yuan)化,推進(jin)(jin)餐廚垃(la)圾(ji)、污(wu)水(shui)(shui)等(deng)(deng)(deng)資源(yuan)(yuan)化利(li)用(yong)(yong)(yong),加(jia)快推進(jin)(jin)萬(wan)興環(huan)保發電廠(chang)(三期)等(deng)(deng)(deng)項目建(jian)(jian)設,規(gui)(gui)劃建(jian)(jian)設一批縣域垃(la)圾(ji)分類處理中心,提(ti)高全(quan)社(she)會資源(yuan)(yuan)利(li)用(yong)(yong)(yong)率。到(dao)(dao)2025年,生活垃(la)圾(ji)資源(yuan)(yuan)化利(li)用(yong)(yong)(yong)率達87%。

(四)實施交(jiao)通體系綠色轉(zhuan)型(xing)行(xing)動

聚(ju)焦(jiao)交(jiao)通運輸(shu)重點(dian)碳(tan)(tan)(tan)排(pai)放源(yuan),減碳(tan)(tan)(tan)與便民(min)同向而行(xing),聚(ju)焦(jiao)市民(min)出行(xing)和(he)貨物運輸(shu)兩個結構調整,圍繞交(jiao)通基礎(chu)設(she)施、交(jiao)通運輸(shu)工具、貨物運輸(shu)體系(xi),加(jia)快建設(she)低碳(tan)(tan)(tan)化(hua)、高效化(hua)、立體化(hua)多層次的綠色交(jiao)通運輸(shu)體系(xi)。

11.推動(dong)綠色交通(tong)基礎設(she)施建設(she)。將綠(lv)色(se)(se)低碳(tan)理念貫(guan)穿交(jiao)通(tong)(tong)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)規劃、建設(she)(she)(she)(she)、運(yun)營和(he)維(wei)護全(quan)(quan)(quan)過(guo)程(cheng),加強交(jiao)通(tong)(tong)資源規劃統(tong)籌,降低全(quan)(quan)(quan)生命周期(qi)能(neng)耗和(he)碳(tan)排(pai)放。堅持“軌道(dao)(dao)引領(ling),公(gong)交(jiao)優先(xian)”,著力(li)構建“軌道(dao)(dao)+公(gong)交(jiao)+慢行(xing)(xing)”綠(lv)色(se)(se)交(jiao)通(tong)(tong)體(ti)系,深入推(tui)進(jin)寶成(cheng)等(deng)鐵路(lu)(lu)公(gong)交(jiao)化(hua)改造,加快(kuai)(kuai)成(cheng)資、成(cheng)德、成(cheng)眉(mei)等(deng)市(shi)域鐵路(lu)(lu)和(he)城市(shi)軌道(dao)(dao)交(jiao)通(tong)(tong)建設(she)(she)(she)(she)。以軌道(dao)(dao)交(jiao)通(tong)(tong)為中(zhong)心全(quan)(quan)(quan)面強化(hua)“軌道(dao)(dao)+公(gong)交(jiao)+慢行(xing)(xing)”融(rong)合發展(zhan)與高效銜接,加快(kuai)(kuai)綠(lv)道(dao)(dao)等(deng)慢行(xing)(xing)系統(tong)建設(she)(she)(she)(she),力(li)爭到(dao)(dao)2025年,城市(shi)軌道(dao)(dao)交(jiao)通(tong)(tong)在建及(ji)運(yun)營里(li)程(cheng)達(da)到(dao)(dao)850公(gong)里(li),鐵路(lu)(lu)公(gong)交(jiao)化(hua)運(yun)營里(li)程(cheng)達(da)560公(gong)里(li),建成(cheng)1000公(gong)里(li)自行(xing)(xing)車骨干網(wang)絡,中(zhong)心城區(qu)綠(lv)色(se)(se)出(chu)行(xing)(xing)比例達(da)到(dao)(dao)72%以上(shang)、綠(lv)色(se)(se)出(chu)行(xing)(xing)服(fu)(fu)務(wu)滿意率不(bu)低于80%;到(dao)(dao)2030年,城市(shi)建成(cheng)區(qu)綠(lv)色(se)(se)出(chu)行(xing)(xing)比例達(da)70%以上(shang)。加快(kuai)(kuai)構建充換電基礎(chu)設(she)(she)(she)(she)施(shi)(shi)服(fu)(fu)務(wu)體(ti)系,到(dao)(dao)2025年,建成(cheng)充(換)電站(zhan)3000座(zuo)、充電樁17萬個以上(shang),力(li)爭市(shi)管高速公(gong)路(lu)(lu)服(fu)(fu)務(wu)區(qu)實現(xian)充(換)電設(she)(she)(she)(she)施(shi)(shi)全(quan)(quan)(quan)覆蓋,公(gong)路(lu)(lu)客運(yun)樞紐站(zhan)充(換)電設(she)(she)(she)(she)施(shi)(shi)實現(xian)50%覆蓋。推(tui)動交(jiao)通(tong)(tong)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)數(shu)字轉型、智能(neng)升級,在繞城高速等(deng)協助打造車路(lu)(lu)協同示范(fan)應(ying)用場景,建設(she)(she)(she)(she)綠(lv)色(se)(se)服(fu)(fu)務(wu)區(qu)。

12.推廣節能(neng)低碳(tan)型交通運輸工具。加快淘汰高(gao)(gao)能耗、高(gao)(gao)排(pai)放(fang)(fang)的(de)老舊交通(tong)運(yun)(yun)輸裝(zhuang)備,建設若干低碳交通(tong)示范區(qu),推廣實施分區(qu)域(yu)、分時段(duan)、分標準的(de)差別化停車(che)(che)收(shou)費(fei)政策,引導市(shi)民綠色出(chu)行。實施機(ji)動(dong)(dong)車(che)(che)輛(liang)(liang)(liang)(liang)電動(dong)(dong)化替代計劃,持(chi)續提升公交、出(chu)租(zu)、物流配(pei)送等車(che)(che)輛(liang)(liang)(liang)(liang)電動(dong)(dong)汽車(che)(che)比例,到(dao)(dao)(dao)(dao)2025年,全市(shi)新(xin)能源(yuan)汽車(che)(che)達(da)(da)(da)到(dao)(dao)(dao)(dao)80萬(wan)輛(liang)(liang)(liang)(liang),力爭(zheng)(zheng)達(da)(da)(da)到(dao)(dao)(dao)(dao)100萬(wan)輛(liang)(liang)(liang)(liang);到(dao)(dao)(dao)(dao)2030年,當(dang)年新(xin)增新(xin)能源(yuan)、清(qing)潔能源(yuan)動(dong)(dong)力的(de)交通(tong)工具比例(不(bu)含(han)摩托車(che)(che))達(da)(da)(da)到(dao)(dao)(dao)(dao)40%左(zuo)右(you)(you),主要港口(kou)港作機(ji)械、物流樞紐、園區(qu)和民用運(yun)(yun)輸機(ji)場(chang)場(chang)內(nei)車(che)(che)輛(liang)(liang)(liang)(liang)裝(zhuang)備全面實現(xian)電動(dong)(dong)化。推廣智能交通(tong),降低空載率(lv)和不(bu)合理客貨運(yun)(yun)周轉量(liang),到(dao)(dao)(dao)(dao)2030年,營運(yun)(yun)車(che)(che)輛(liang)(liang)(liang)(liang)換算(suan)周轉量(liang)二氧化碳排(pai)放(fang)(fang)強度(du)較2020年下降10%左(zuo)右(you)(you),交通(tong)運(yun)(yun)輸碳排(pai)放(fang)(fang)量(liang)增速逐步放(fang)(fang)緩。2030年前,力爭(zheng)(zheng)交通(tong)運(yun)(yun)輸領域(yu)石(shi)油(you)消費(fei)達(da)(da)(da)到(dao)(dao)(dao)(dao)峰值(zhi)。

13.構建(jian)綠色高(gao)效(xiao)的(de)貨物(wu)運輸體(ti)系。深(shen)入(ru)推(tui)進(jin)(jin)貨(huo)(huo)物(wu)(wu)運(yun)輸結構調整(zheng),推(tui)進(jin)(jin)物(wu)(wu)流園區(qu)等集疏(shu)運(yun)鐵(tie)路(lu)專(zhuan)用線建(jian)設(she),促進(jin)(jin)大宗貨(huo)(huo)物(wu)(wu)和中(zhong)長距離運(yun)輸“公轉鐵(tie)”,到2025年,鐵(tie)路(lu)單元化(hua)(hua)、集裝(zhuang)化(hua)(hua)比重(zhong)超過70%。實施(shi)(shi)(shi)空港(gang)、鐵(tie)路(lu)港(gang)岸電(dian)設(she)施(shi)(shi)(shi)建(jian)設(she),開展飛機輔助動力(li)裝(zhuang)置替代設(she)備建(jian)設(she)和應用,推(tui)動港(gang)口大宗貨(huo)(huo)物(wu)(wu)采用鐵(tie)路(lu)、封閉(bi)式(shi)皮帶廊道(dao)、新(xin)能源(yuan)汽(qi)車等綠色運(yun)輸方式(shi),創(chuang)新(xin)貨(huo)(huo)物(wu)(wu)運(yun)輸服務模式(shi),加快發展多式(shi)聯(lian)運(yun),大力(li)建(jian)設(she)集約(yue)化(hua)(hua)、共享化(hua)(hua)、智慧(hui)化(hua)(hua)物(wu)(wu)流節(jie)點設(she)施(shi)(shi)(shi),深(shen)入(ru)推(tui)進(jin)(jin)綠色貨(huo)(huo)運(yun)配送示(shi)范(fan)城市建(jian)設(she),探索設(she)立綠色物(wu)(wu)流示(shi)范(fan)區(qu),積極發展“互聯(lian)網+智慧(hui)物(wu)(wu)流”。

(五)實(shi)施城鄉建設集約低碳行(xing)動(dong)

統籌(chou)城(cheng)鄉規劃建(jian)設管理(li),轉(zhuan)變城(cheng)鄉建(jian)設方(fang)式,推進城(cheng)鄉建(jian)設綠(lv)色發展,將綠(lv)色低碳要求貫穿城(cheng)市更新和鄉村振興全過程。

15.加快提升(sheng)建筑能效水平(ping)。落(luo)實《成都(dou)市(shi)綠色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)促(cu)進(jin)條(tiao)例(li)》,建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)立健(jian)全(quan)(quan)綠色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)立項、規劃、設(she)(she)計、施(shi)(shi)工、運行等(deng)(deng)管(guan)(guan)理機制,持續(xu)推(tui)進(jin)綠色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)創建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)行動(dong)。推(tui)動(dong)新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)民用建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)設(she)(she)計執(zhi)行更(geng)高(gao)標準(zhun)(zhun),推(tui)動(dong)超低能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)、低碳建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)規模化發展。結合城(cheng)市(shi)更(geng)新和老舊小區改(gai)(gai)造提升(sheng),積極(ji)推(tui)進(jin)既有(you)居住(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)(gai)造,推(tui)廣合同(tong)能(neng)(neng)(neng)(neng)(neng)源(yuan)管(guan)(guan)理模式。持續(xu)推(tui)動(dong)市(shi)政(zheng)基礎(chu)設(she)(she)施(shi)(shi)節(jie)能(neng)(neng)(neng)(neng)(neng)降碳改(gai)(gai)造。提升(sheng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)監測能(neng)(neng)(neng)(neng)(neng)力,逐步實施(shi)(shi)公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)限額管(guan)(guan)理,推(tui)行建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)效測評標識。優化建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)用能(neng)(neng)(neng)(neng)(neng)結構(gou),推(tui)進(jin)太陽能(neng)(neng)(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)(neng)(neng)、空氣(qi)熱(re)能(neng)(neng)(neng)(neng)(neng)等(deng)(deng)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)在建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)中應用,逐步提高(gao)城(cheng)鎮(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)替代率(lv);推(tui)進(jin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)電氣(qi)化水(shui)平,提高(gao)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)采暖(nuan)、炊事、生(sheng)活熱(re)水(shui)等(deng)(deng)電氣(qi)化普及率(lv)。到2025年,全(quan)(quan)市(shi)城(cheng)鎮(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)(quan)面執(zhi)行綠色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)標準(zhun)(zhun),新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)民用建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)執(zhi)行不低于(yu)72%節(jie)能(neng)(neng)(neng)(neng)(neng)標準(zhun)(zhun),實施(shi)(shi)既有(you)公共建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)(gai)造不少于(yu)200萬平方米。

16.推進農村用能(neng)結構(gou)低(di)碳轉型。堅持(chi)因地制宜、多能(neng)(neng)(neng)(neng)互補(bu),加快(kuai)推進(jin)(jin)農(nong)(nong)村(cun)電網改(gai)造(zao)升(sheng)級,強化天然(ran)氣(qi)基(ji)礎設施保(bao)障,有序(xu)提升(sheng)沼氣(qi)池有效利(li)用(yong)和(he)管理(li)維護水(shui)平(ping),力爭(zheng)到2025年,農(nong)(nong)村(cun)電網供(gong)電可(ke)靠(kao)率(lv)達99.84%,實現天然(ran)氣(qi)“鎮鎮通”。推動(dong)生(sheng)物質能(neng)(neng)(neng)(neng)、太(tai)陽(yang)能(neng)(neng)(neng)(neng)等可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)在(zai)農(nong)(nong)用(yong)生(sheng)產和(he)農(nong)(nong)村(cun)建筑中的(de)應用(yong),發展節能(neng)(neng)(neng)(neng)低碳農(nong)(nong)業大(da)棚(peng),持(chi)續推進(jin)(jin)農(nong)(nong)村(cun)地區(qu)清潔取暖和(he)綠(lv)色農(nong)(nong)房建設,加快(kuai)形(xing)成綠(lv)色、多元(yuan)的(de)農(nong)(nong)村(cun)能(neng)(neng)(neng)(neng)源(yuan)體系。

(六)實施低碳(tan)零碳(tan)負碳(tan)技術創新行動

聚(ju)焦國家(jia)戰略需要(yao)、科技(ji)前沿、碳(tan)(tan)中(zhong)和相關(guan)產業(ye)發展需要(yao),著力(li)提升減碳(tan)(tan)脫(tuo)碳(tan)(tan)科技(ji)創新策(ce)源(yuan)能力(li),加快構建市場導(dao)向的碳(tan)(tan)中(zhong)和綠色(se)技(ji)術(shu)創新體系,助力(li)建設具有全國影響力(li)的科技(ji)創新中(zhong)心(xin)。

17.打造高能級(ji)碳(tan)中(zhong)和創新平臺。加(jia)快建(jian)(jian)設基礎前沿創(chuang)(chuang)新平臺(tai)(tai)和(he)創(chuang)(chuang)新機制,高水平建(jian)(jian)設天(tian)府(fu)永興實驗室,聚焦碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和(he)重(zhong)難點領域,開展(zhan)基礎與應用研(yan)究(jiu),積(ji)極布(bu)局建(jian)(jian)設碳(tan)(tan)中(zhong)和(he)重(zhong)大(da)科技(ji)(ji)基礎設施。打(da)造校(xiao)院地(di)企(qi)協同創(chuang)(chuang)新平臺(tai)(tai),鼓勵在蓉高校(xiao)開展(zhan)碳(tan)(tan)中(zhong)和(he)相(xiang)關交叉(cha)學科和(he)專業建(jian)(jian)設,推動四川(chuan)省碳(tan)(tan)中(zhong)和(he)技(ji)(ji)術(shu)創(chuang)(chuang)新中(zhong)心建(jian)(jian)設。建(jian)(jian)設產業技(ji)(ji)術(shu)創(chuang)(chuang)新平臺(tai)(tai)和(he)中(zhong)試平臺(tai)(tai),加(jia)強(qiang)央地(di)合(he)作,鼓勵新能源、電(dian)網等行業企(qi)業組建(jian)(jian)企(qi)業技(ji)(ji)術(shu)中(zhong)心、工(gong)程(技(ji)(ji)術(shu))研(yan)究(jiu)中(zhong)心等。

18.強化綠色低(di)碳(tan)技術攻關和示范(fan)應(ying)用。聚焦新(xin)能(neng)源開(kai)發利用、工(gong)業節能(neng)減碳(tan)與循環利用、綠(lv)(lv)(lv)色交通等重點領域,制定綠(lv)(lv)(lv)色低(di)碳(tan)優勢產業技(ji)術(shu)(shu)(shu)攻關路線圖,開(kai)展綠(lv)(lv)(lv)色低(di)碳(tan)關鍵核心技(ji)術(shu)(shu)(shu)攻關,探索“揭(jie)榜掛帥”方式,前瞻布(bu)局綠(lv)(lv)(lv)色制氫(qing)、新(xin)型儲能(neng)、二氧化碳(tan)捕集利用與封存(cun)等技(ji)術(shu)(shu)(shu)。鼓勵將綠(lv)(lv)(lv)色低(di)碳(tan)技(ji)術(shu)(shu)(shu)創新(xin)成果納入高(gao)校、科研單(dan)位、國有企(qi)業有關績效考核。

19.營造(zao)綠(lv)色低(di)碳技術創新應(ying)用(yong)生態。強(qiang)化企(qi)(qi)業(ye)(ye)創(chuang)新主體地位,支(zhi)(zhi)(zhi)持我市優勢企(qi)(qi)業(ye)(ye)承擔(dan)(dan)國家、省部署的(de)(de)重(zhong)點綠色(se)技(ji)術(shu)創(chuang)新項目,到(dao)2025年,市科(ke)技(ji)計劃項目支(zhi)(zhi)(zhi)持的(de)(de)綠色(se)技(ji)術(shu)研發項目中由企(qi)(qi)業(ye)(ye)牽頭承擔(dan)(dan)的(de)(de)比(bi)例不少于60%,支(zhi)(zhi)(zhi)持取得突破的(de)(de)綠色(se)低碳關鍵(jian)技(ji)術(shu)開(kai)展(zhan)產業(ye)(ye)化示范應用。完善(shan)綠色(se)低碳技(ji)術(shu)創(chuang)新多層(ceng)次服(fu)(fu)務體系,培育壯大節能、碳交易和碳資產管理服(fu)(fu)務企(qi)(qi)業(ye)(ye),推動節能低碳技(ji)術(shu)咨詢、設計、運(yun)營管理、在線監測(ce)等全過(guo)程(cheng)服(fu)(fu)務。

立足公園城市(shi)生(sheng)態(tai)本底(di)與自然資源稟賦,科學推進國土(tu)綠化(hua),進一(yi)步(bu)加強生(sheng)態(tai)保護修復,鞏(gong)固提(ti)升(sheng)生(sheng)態(tai)環境質量,加快提(ti)升(sheng)生(sheng)態(tai)碳匯能力,筑牢長(chang)江上游生(sheng)態(tai)屏障。
