市發(fa)展改革委關于持續恢復和擴大消費的若干措施
為(wei)貫徹落實(shi)(shi)《國務院辦公廳(ting)轉(zhuan)發(fa)國家發(fa)展改(gai)(gai)革委關(guan)于恢復和擴(kuo)大(da)消(xiao)費(fei)(fei)(fei)措施(shi)(shi)(shi)的(de)(de)通(tong)知(zhi)》(國辦函〔2023〕70號)和《四川省人(ren)民(min)政府辦公廳(ting)轉(zhuan)發(fa)省發(fa)展改(gai)(gai)革委〈關(guan)于恢復和擴(kuo)大(da)消(xiao)費(fei)(fei)(fei)的(de)(de)若干(gan)措施(shi)(shi)(shi)〉的(de)(de)通(tong)知(zhi)》(川辦發(fa)〔2023〕40號)精(jing)神,深入實(shi)(shi)施(shi)(shi)(shi)擴(kuo)大(da)內需戰略(lve),進一步(bu)提振消(xiao)費(fei)(fei)(fei)信(xin)心、釋(shi)放(fang)消(xiao)費(fei)(fei)(fei)潛(qian)力、激發(fa)消(xiao)費(fei)(fei)(fei)活力,切實(shi)(shi)發(fa)揮(hui)消(xiao)費(fei)(fei)(fei)對經濟發(fa)展的(de)(de)基(ji)礎性作用,結合我市實(shi)(shi)際,現就持續恢復和擴(kuo)大(da)消(xiao)費(fei)(fei)(fei)提出(chu)如下措施(shi)(shi)(shi)。
一、大(da)力支持汽車消費
(一)推動新能(neng)源汽車消(xiao)費(fei)。結合“百城(cheng)聯動(dong)(dong)”汽(qi)(qi)(qi)車(che)(che)(che)節、“千縣萬鎮”新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)消費(fei)季以及(ji)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)“天府(fu)行(xing)”“五進”和新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)下(xia)鄉(xiang)等(deng)開(kai)展系列汽(qi)(qi)(qi)車(che)(che)(che)展銷(xiao)活動(dong)(dong)。推(tui)動(dong)(dong)公共(gong)領域全(quan)面電(dian)(dian)動(dong)(dong)化(hua),加大(da)公交、出租、環(huan)衛、物(wu)流配(pei)送等(deng)公共(gong)領域新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)推(tui)廣使用力度,新(xin)(xin)(xin)增或更新(xin)(xin)(xin)的政(zheng)(zheng)府(fu)機關公務(wu)(wu)用車(che)(che)(che)(不含執(zhi)(zhi)法(fa)執(zhi)(zhi)勤及(ji)特種專業(ye)(ye)技(ji)術用車(che)(che)(che))原則上采用新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)。推(tui)動(dong)(dong)居住區(qu)(qu)(qu)內(nei)公共(gong)充(chong)換電(dian)(dian)設(she)施用電(dian)(dian)執(zhi)(zhi)行(xing)居民電(dian)(dian)價(jia),研究對執(zhi)(zhi)行(xing)工商(shang)業(ye)(ye)電(dian)(dian)價(jia)的充(chong)換電(dian)(dian)設(she)施用電(dian)(dian)執(zhi)(zhi)行(xing)峰(feng)谷(gu)分(fen)時電(dian)(dian)價(jia)政(zheng)(zheng)策(ce),全(quan)面推(tui)行(xing)充(chong)電(dian)(dian)樁單(dan)(dan)獨裝表入(ru)戶。落實新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)(che)車(che)(che)(che)輛購置(zhi)稅減免政(zheng)(zheng)策(ce)。〔責(ze)任單(dan)(dan)位:市(shi)(shi)(shi)商(shang)務(wu)(wu)局(ju),市(shi)(shi)(shi)發展改革(ge)委、市(shi)(shi)(shi)經濟和信息化(hua)局(ju)、市(shi)(shi)(shi)財政(zheng)(zheng)局(ju)、市(shi)(shi)(shi)生態(tai)環(huan)境局(ju)、市(shi)(shi)(shi)住房城(cheng)鄉(xiang)建設(she)局(ju)、市(shi)(shi)(shi)交通運輸(shu)局(ju)、市(shi)(shi)(shi)機關事(shi)務(wu)(wu)管理局(ju)、市(shi)(shi)(shi)稅務(wu)(wu)局(ju),各(ge)縣(市(shi)(shi)(shi)、區(qu)(qu)(qu))人(ren)民政(zheng)(zheng)府(fu),內(nei)江經開(kai)區(qu)(qu)(qu)、內(nei)江高新(xin)(xin)(xin)區(qu)(qu)(qu)管委會。逗號(hao)前為牽頭單(dan)(dan)位,下(xia)同;以下(xia)措(cuo)施均需各(ge)縣(市(shi)(shi)(shi)、區(qu)(qu)(qu))人(ren)民政(zheng)(zheng)府(fu)、內(nei)江經開(kai)區(qu)(qu)(qu)、內(nei)江高新(xin)(xin)(xin)區(qu)(qu)(qu)管委會落實,不再列出〕
(二)促進老舊(jiu)汽車更新消費。支(zhi)持各縣(市(shi)、區(qu))對購買(mai)新車(che)、二(er)手車(che)置換新車(che)和(he)報廢(fei)舊(jiu)車(che)購買(mai)新車(che)給予補(bu)貼(tie),新能源汽(qi)車(che)的購車(che)補(bu)貼(tie)適當高于傳(chuan)統燃油汽(qi)車(che)。落實(shi)取消二(er)手車(che)限遷、便利二(er)手車(che)交易登記(ji)等(deng)政策(ce)措施,實(shi)行二(er)手小客車(che)轉(zhuan)讓登記(ji)“一證通(tong)辦”。鼓勵汽(qi)車(che)領域非保(bao)密、非隱(yin)私信息向社(she)會開放(fang),提高二(er)手車(che)市(shi)場(chang)交易信息透明度、便利度。(責(ze)任單位(wei):市(shi)商務局,市(shi)經濟和(he)信息化局、市(shi)公安局、市(shi)財政局、市(shi)市(shi)場(chang)監管局)
(三)加快汽車配套設施建設。積極推進綠色出行“續航(hang)工程”,及時(shi)更新(xin)內江市(shi)(shi)充電(dian)(dian)(dian)基礎(chu)設(she)施專(zhuan)項規劃,重點推進居住小區(qu)(qu)、辦公(gong)區(qu)(qu)、商業(ye)中心、工業(ye)園區(qu)(qu)、休閑中心等充電(dian)(dian)(dian)基礎(chu)設(she)施建(jian)(jian)(jian)(jian)設(she)。將充電(dian)(dian)(dian)樁建(jian)(jian)(jian)(jian)設(she)納(na)入老(lao)舊(jiu)社區(qu)(qu)改(gai)(gai)造(zao)范圍(wei),對居民(min)有改(gai)(gai)造(zao)意(yi)愿且有條件的(de)老(lao)舊(jiu)社區(qu)(qu)進行配建(jian)(jian)(jian)(jian),其他社區(qu)(qu)采(cai)取片區(qu)(qu)式、相對集(ji)中、就近建(jian)(jian)(jian)(jian)設(she)等方式配建(jian)(jian)(jian)(jian)公(gong)共充電(dian)(dian)(dian)設(she)施,新(xin)建(jian)(jian)(jian)(jian)居住社區(qu)(qu)固定車(che)位(wei)100%預留充電(dian)(dian)(dian)基礎(chu)設(she)施安裝條件和配變電(dian)(dian)(dian)設(she)施增容空間,鼓勵開展(zhan)居住社區(qu)(qu)充電(dian)(dian)(dian)設(she)施“統建(jian)(jian)(jian)(jian)統營”。實現“充電(dian)(dian)(dian)站縣縣全(quan)(quan)覆蓋,充電(dian)(dian)(dian)樁鄉(xiang)(xiang)鄉(xiang)(xiang)全(quan)(quan)覆蓋”,提升農(nong)村電(dian)(dian)(dian)網承載能力和供電(dian)(dian)(dian)質量,確保農(nong)村地區(qu)(qu)電(dian)(dian)(dian)動汽車(che)安全(quan)(quan)平穩(wen)充電(dian)(dian)(dian)。擴大城市(shi)(shi)停(ting)車(che)設(she)施有效(xiao)供給,加(jia)大老(lao)舊(jiu)小區(qu)(qu)、老(lao)舊(jiu)街區(qu)(qu)的(de)車(che)位(wei)配建(jian)(jian)(jian)(jian)密度(du),加(jia)快人員密集(ji)場(chang)(chang)所、景區(qu)(qu)停(ting)車(che)場(chang)(chang)、智(zhi)慧車(che)場(chang)(chang)建(jian)(jian)(jian)(jian)設(she)和裝備配置。(責任(ren)單(dan)位(wei):市(shi)(shi)住房(fang)城鄉(xiang)(xiang)建(jian)(jian)(jian)(jian)設(she)局(ju)、市(shi)(shi)發展(zhan)改(gai)(gai)革委(wei),市(shi)(shi)經濟和信息化(hua)局(ju)、市(shi)(shi)財政局(ju)、市(shi)(shi)自(zi)然資源規劃局(ju))
二、持續穩定住房(fang)消(xiao)費
(四)強化(hua)政(zheng)策(ce)金融支持。落實(shi)差別化住(zhu)房(fang)信貸(dai)政(zheng)策,合理確定(ding)首套(tao)(tao)房(fang)和二套(tao)(tao)房(fang)商業(ye)(ye)(ye)性(xing)個(ge)(ge)人住(zhu)房(fang)貸(dai)款(kuan)首付(fu)比(bi)例。落實(shi)新發放首套(tao)(tao)商業(ye)(ye)(ye)性(xing)個(ge)(ge)人住(zhu)房(fang)貸(dai)款(kuan)利率政(zheng)策動態調整長效機(ji)制,支持金(jin)(jin)融機(ji)構結合購(gou)房(fang)人的風險狀況、收入特點、還款(kuan)能力等,合理確定(ding)首套(tao)(tao)商業(ye)(ye)(ye)性(xing)個(ge)(ge)人住(zhu)房(fang)貸(dai)款(kuan)利率,支持剛性(xing)和改善性(xing)住(zhu)房(fang)需求。優化公積(ji)金(jin)(jin)使用,職(zhi)工(gong)(gong)建(jian)立住(zhu)房(fang)公積(ji)金(jin)(jin)賬戶滿(man)半年,申貸(dai)時連續正常足額繳(jiao)(jiao)(jiao)存住(zhu)房(fang)公積(ji)金(jin)(jin)6個(ge)(ge)月(含)以上(shang),同時符合公積(ji)金(jin)(jin)貸(dai)款(kuan)其(qi)他申貸(dai)條件的,即可申請個(ge)(ge)人住(zhu)房(fang)公積(ji)金(jin)(jin)貸(dai)款(kuan)。積(ji)極開展(zhan)向(xiang)符合條件的繳(jiao)(jiao)(jiao)存職(zhi)工(gong)(gong)提供住(zhu)房(fang)公積(ji)金(jin)(jin)、商業(ye)(ye)(ye)銀行(xing)“組合貸(dai)款(kuan)”。大(da)幅提高普通繳(jiao)(jiao)(jiao)存職(zhi)工(gong)(gong)及多(duo)孩家(jia)庭繳(jiao)(jiao)(jiao)存職(zhi)工(gong)(gong)租住(zhu)住(zhu)房(fang)提取(qu)額度和提取(qu)頻次。(責任(ren)單(dan)位:市(shi)住(zhu)房(fang)城鄉建(jian)設局(ju)(ju),市(shi)財政(zheng)局(ju)(ju)、市(shi)金(jin)(jin)融工(gong)(gong)作局(ju)(ju)、人行(xing)內江市(shi)分行(xing))
(五(wu))統(tong)籌住房市場和(he)住房保(bao)障協調(diao)發(fa)展。對閑置和低效利(li)用(yong)的(de)(de)商業辦(ban)公、旅館(guan)、教育等(deng)非居住(zhu)存量(liang)房(fang)(fang)屋,經市(shi)政府(fu)同(tong)意,在(zai)符合規(gui)劃(hua)原則、權屬不變(bian)、滿足安全要求、尊重(zhong)主體意愿(yuan)的(de)(de)前提下,允許改建(jian)為保(bao)障性(xing)(xing)租賃住(zhu)房(fang)(fang)。用(yong)作保(bao)障性(xing)(xing)租賃住(zhu)房(fang)(fang)期間,不變(bian)更土(tu)地(di)使用(yong)性(xing)(xing)質(zhi),不補(bu)繳土(tu)地(di)價款(kuan)。有(you)條件的(de)(de)地(di)方可適當改建(jian)或收(shou)購(gou)存量(liang)商品(pin)住(zhu)房(fang)(fang)用(yong)作保(bao)障性(xing)(xing)住(zhu)房(fang)(fang),盤活(huo)利(li)用(yong)閑置土(tu)地(di)和房(fang)(fang)屋,避免重(zhong)復建(jian)設造成浪費。加快推進集(ji)體土(tu)地(di)征收(shou)“房(fang)(fang)票”安置,各區可對持(chi)有(you)“房(fang)(fang)票”的(de)(de)群(qun)眾(zhong)制定專門優惠政策。(責(ze)任單位:市(shi)住(zhu)房(fang)(fang)城鄉建(jian)設局,市(shi)自然資源規(gui)劃(hua)局)
三、提升家(jia)裝(zhuang)家(jia)居和電子產(chan)品消費
(六)擴(kuo)大家裝家居消費(fei)。支(zhi)持各縣(市、區(qu))舉(ju)辦家博(bo)會(hui)等(deng)促(cu)消費(fei)(fei)活(huo)動,營造(zao)良好(hao)消費(fei)(fei)氛圍。推動智能家居(ju)家電(dian)消費(fei)(fei)場景打造(zao),鼓勵開展新店首秀等(deng)活(huo)動,促(cu)進(jin)綠色(se)智能家電(dian)消費(fei)(fei),提(ti)升消費(fei)(fei)體驗(yan)。支(zhi)持各縣(市、區(qu))對購(gou)買家具、家裝等(deng)產品給予補(bu)貼(tie),對新購(gou)買或“以舊換新”的(de)電(dian)視、冰箱冰柜、洗衣機、空調等(deng)綠色(se)智能家電(dian)產品給予補(bu)貼(tie)。(責任單位:市商務局(ju),市財(cai)政局(ju))
(七(qi))激發(fa)家電消(xiao)費(fei)潛力。支持(chi)各(ge)縣(市(shi)、區)重點家電銷售企業舉(ju)辦家電節等(deng)(deng)讓(rang)利促(cu)銷活(huo)動(dong)(dong)。整(zheng)合各(ge)級促(cu)消費資金,圍(wei)繞家電開展發放消費券活(huo)動(dong)(dong),持(chi)續推(tui)動(dong)(dong)家電消費。推(tui)動(dong)(dong)落實家電下鄉,支持(chi)家電銷售及電商平臺渠道向縣鎮延伸,設立直營(ying)店(dian)、體驗店(dian)、服務網點、前置倉等(deng)(deng)。(責任單(dan)位:市(shi)商務局)
(八)完善家電(dian)售后服務。引導(dao)企(qi)業(ye)加強(qiang)售后(hou)服(fu)務(wu)規范化(hua)(hua)管理、連鎖化(hua)(hua)發(fa)展、品牌(pai)化(hua)(hua)運作。鼓(gu)勵家(jia)電銷售企(qi)業(ye)進(jin)(jin)一步完善售后(hou)服(fu)務(wu)體系(xi),線上(shang)線下融(rong)合發(fa)展,提升維(wei)修服(fu)務(wu)水(shui)平。積極推行(xing)“互聯網+回收”“社區+回收”模式,合理引導(dao)布局(ju)(ju)(ju)廢舊家(jia)電回收點(dian)、中轉站、集散中心,推進(jin)(jin)家(jia)電生(sheng)產企(qi)業(ye)回收目標(biao)責任制行(xing)動。(責任單(dan)位:市商務(wu)局(ju)(ju)(ju)、市經濟和信息化(hua)(hua)局(ju)(ju)(ju),市發(fa)展改革委、市生(sheng)態環境局(ju)(ju)(ju)、市郵政管理局(ju)(ju)(ju))

(九)發(fa)展特(te)色餐飲消費(fei)。舉(ju)辦美食(shi)(shi)文化節等(deng)特(te)(te)色餐飲(yin)活動。加強“天(tian)府三名(ming)”推廣,依托內(nei)江(jiang)餐飲(yin)協會、國企(qi)、重點餐飲(yin)企(qi)業(ye),打(da)(da)造(zao)一批本(ben)地(di)重點特(te)(te)色餐飲(yin)名(ming)店(dian)。結合(he)天(tian)冬(dong)、白(bai)烏魚等(deng)本(ben)地(di)特(te)(te)色產品,開發(fa)創新大(da)千(qian)菜系。持續推動內(nei)江(jiang)牛肉面(mian)發(fa)展,支持企(qi)業(ye)打(da)(da)造(zao)預包裝食(shi)(shi)品、方便食(shi)(shi)品,發(fa)展連鎖品牌。推動美食(shi)(shi)特(te)(te)色街區提質升級,支持打(da)(da)造(zao)餐飲(yin)消費新場景。(責任單位(wei):市商務(wu)局(ju))
