綿陽市碳達(da)峰實施(shi)方案

為(wei)深入(ru)貫徹黨中(zhong)(zhong)央、國(guo)務院(yuan)關于(yu)碳達峰(feng)碳中(zhong)(zhong)和的重(zhong)大戰略決策和落(luo)實省委省政府(fu)、市(shi)委市(shi)政府(fu)工作部(bu)署,扎(zha)實推(tui)進本市(shi)碳達峰(feng)工作,夯實碳中(zhong)(zhong)和工作基(ji)礎,制定(ding)本方案。

一、總體要求

(一)指導思想。

以習(xi)近(jin)平新(xin)時(shi)代中(zhong)國特色(se)社會主義思(si)想為指(zhi)導,全(quan)面貫徹黨的二十(shi)大精(jing)神(shen)(shen),深入貫徹習(xi)近(jin)平生(sheng)(sheng)態(tai)文明思(si)想和(he)(he)習(xi)近(jin)平總書記對四(si)川工作系列重要(yao)指(zhi)示精(jing)神(shen)(shen),認(ren)真落實四(si)川省第十(shi)二次黨代會、省委十(shi)二屆二次、三次全(quan)會和(he)(he)綿(mian)陽市第八次黨代會、市委八屆二次、三次全(quan)會部署,立(li)足新(xin)發(fa)展(zhan)(zhan)(zhan)階段,完整、準確、全(quan)面貫徹新(xin)發(fa)展(zhan)(zhan)(zhan)理念(nian),把碳(tan)(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)納入經濟(ji)社會發(fa)展(zhan)(zhan)(zhan)全(quan)局,統籌經濟(ji)發(fa)展(zhan)(zhan)(zhan)、能(neng)源(yuan)安全(quan)、碳(tan)(tan)(tan)(tan)排放、居民生(sheng)(sheng)活(huo)四(si)個維(wei)度,以經濟(ji)社會發(fa)展(zhan)(zhan)(zhan)全(quan)面堅持(chi)綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)發(fa)展(zhan)(zhan)(zhan)為方(fang)向(xiang),以培(pei)育支撐高(gao)質量(liang)發(fa)展(zhan)(zhan)(zhan)的綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)新(xin)動能(neng)為重點,以能(neng)源(yuan)綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)發(fa)展(zhan)(zhan)(zhan)為關鍵,積(ji)極穩妥(tuo)有效做好(hao)碳(tan)(tan)(tan)(tan)達峰(feng)工作,明確各(ge)地區(qu)、各(ge)領域、各(ge)行業(ye)目(mu)標(biao)任務,走(zou)出生(sheng)(sheng)態(tai)優(you)先、綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)的高(gao)質量(liang)發(fa)展(zhan)(zhan)(zhan)之路,筑(zhu)牢涪江上游生(sheng)(sheng)態(tai)安全(quan)屏障,確保2030年(nian)前如期實現碳(tan)(tan)(tan)(tan)達峰(feng)。

(二)基(ji)本原則。

系(xi)統(tong)謀劃、科學推(tui)進。立足當前(qian),放眼長(chang)遠,全(quan)面準確(que)把握碳達峰行動(dong)與經濟、能源、環保、民生(sheng)等重大(da)問題(ti)的關系(xi),堅持全(quan)市(shi)一盤(pan)棋,加強統(tong)籌部署,確(que)保主要目標、發展方(fang)向(xiang)、重大(da)項(xiang)目與國家、四(si)川省(sheng)部署協(xie)調(diao)一致,強化(hua)上下聯動(dong)和有(you)序銜接,穩中求進,推(tui)動(dong)如期實(shi)現碳達峰目標。

政(zheng)府引導、市(shi)(shi)場推(tui)動。充分(fen)發揮市(shi)(shi)場作(zuo)用(yong),整合市(shi)(shi)場資(zi)源(yuan)、完善市(shi)(shi)場機(ji)制、強化(hua)主體(ti)(ti)責(ze)任、激(ji)發廣泛參(can)與(yu),積極(ji)參(can)與(yu)和融入綠色(se)低(di)碳市(shi)(shi)場體(ti)(ti)系(xi)。更好發揮政(zheng)府作(zuo)用(yong),推(tui)動構建綠色(se)低(di)碳制度體(ti)(ti)系(xi),形成有效激(ji)勵約(yue)束機(ji)制,營造良好綠色(se)發展環境。

深(shen)度(du)融合(he)、協同(tong)增效。推動節(jie)能(neng)減(jian)污降(jiang)碳(tan)協同(tong)增效,形成碳(tan)達峰工作目標任務與產業結(jie)構(gou)(gou)(gou)、能(neng)源結(jie)構(gou)(gou)(gou)、交通運輸結(jie)構(gou)(gou)(gou)、用地結(jie)構(gou)(gou)(gou)調整和(he)資源節(jie)約與循環利(li)用、生態環境質量改善等深(shen)度(du)融合(he)的工作格局(ju)。

多措并舉、安全(quan)降碳(tan)。統籌(chou)發展(zhan)和安全(quan),立足全(quan)市經濟發展(zhan)和能源(yuan)(yuan)資源(yuan)(yuan)稟賦實際,保(bao)(bao)障能源(yuan)(yuan)和產業鏈供(gong)應(ying)鏈安全(quan),通過在(zai)能源(yuan)(yuan)、產業、科(ke)技、財稅、金融等多領域(yu)采取措施(shi),穩(wen)妥有序(xu)、循序(xu)漸進推進碳(tan)達(da)峰行(xing)動,確保(bao)(bao)安全(quan)降碳(tan)。

(三)主要目標。

到(dao)2025年,綠色低碳(tan)循環(huan)發展(zhan)的(de)經濟體系初步形成,重(zhong)點行業能源(yuan)利用(yong)效率大幅提升,全(quan)市(shi)(shi)非化石能源(yuan)消費比重(zhong)達(da)(da)到(dao)45%左右,清潔能源(yuan)電(dian)力總裝(zhuang)機容量(liang)(liang)達(da)(da)到(dao)210萬千瓦,森(sen)林(lin)覆(fu)蓋率達(da)(da)到(dao)56.5%,森(sen)林(lin)蓄積量(liang)(liang)達(da)(da)到(dao)1億立(li)方(fang)米,單(dan)(dan)位地(di)區(qu)生產(chan)總值(zhi)能耗比2020年下(xia)降(jiang)14%,單(dan)(dan)位地(di)區(qu)生產(chan)總值(zhi)二(er)氧(yang)化碳(tan)排放比2020年下(xia)降(jiang)19%,為全(quan)市(shi)(shi)實(shi)現碳(tan)達(da)(da)峰奠(dian)定堅實(shi)基礎。

到2030年,綠色低碳產業(ye)規模取得新突破,重點耗能(neng)行業(ye)能(neng)源利用效率達到國內先進(jin)水平(ping),全市非化石能(neng)源消費比重穩中(zhong)有升,清(qing)潔能(neng)源電力(li)總(zong)裝機容量力(li)爭達到450萬(wan)千(qian)瓦以上(shang),森林覆蓋率穩定在56.5%以上(shang),森林蓄積(ji)量達到1.08億立方米(mi)左右(you),單位地區(qu)生產總(zong)值二氧化碳排放比2005年下降70%以上(shang),如期實現(xian)碳達峰目標。

二、重(zhong)點任(ren)務

(一(yi))能源領域碳達峰行(xing)動(dong)。

立足(zu)全市能源(yuan)(yuan)稟賦實際(ji),科(ke)學有(you)序推進新能源(yuan)(yuan)開發,減(jian)少化石能源(yuan)(yuan)使用,提升終端用能電氣化水平,加快城鄉電源(yuan)(yuan)電網、油氣管(guan)網及儲能設(she)施建設(she)改(gai)造,構建清潔低碳、安(an)全高效的新型能源(yuan)(yuan)體系。

1.加大可再生能(neng)源開發力(li)度。加強水(shui)(shui)(shui)資源調度,強化(hua)涪江(jiang)流(liu)域水(shui)(shui)(shui)電(dian)綜(zong)合管理,推(tui)進已建(jian)(jian)成水(shui)(shui)(shui)電(dian)站(zhan)穩定出力(li)(li),竣工投(tou)用(yong)(yong)土城二級等在建(jian)(jian)水(shui)(shui)(shui)電(dian)站(zhan)項(xiang)(xiang)目(mu)。積極推(tui)進唐家山水(shui)(shui)(shui)利(li)樞紐(niu)、鐵籠堡水(shui)(shui)(shui)庫樞紐(niu)等項(xiang)(xiang)目(mu)規劃建(jian)(jian)設(she),充分開發(fa)(fa)水(shui)(shui)(shui)電(dian)潛力(li)(li),優先建(jian)(jian)設(she)具有(you)季度以上調節(jie)功能(neng)的(de)(de)水(shui)(shui)(shui)庫電(dian)站(zhan)。堅持市(shi)場導(dao)向,集(ji)中(zhong)式(shi)與分布式(shi)并(bing)舉,推(tui)動風能(neng)、太陽能(neng)就地(di)(di)就近開發(fa)(fa)利(li)用(yong)(yong),建(jian)(jian)成梓潼、鹽亭等地(di)(di)風電(dian)項(xiang)(xiang)目(mu),規劃構(gou)建(jian)(jian)百萬裝機(ji)光(guang)伏產業應用(yong)(yong)場景(jing)。因地(di)(di)制宜開展淺層地(di)(di)熱資源綜(zong)合利(li)用(yong)(yong)。構(gou)建(jian)(jian)水(shui)(shui)(shui)電(dian)為主、風光(guang)水(shui)(shui)(shui)多能(neng)互補(bu)的(de)(de)可再生能(neng)源體(ti)系。

2.強化傳統能源保障供(gong)應安全。發(fa)(fa)揮傳(chuan)統能源的(de)基(ji)礎(chu)性(xing)支撐作用,推(tui)進(jin)現(xian)役煤(mei)電(dian)機組節能降耗改(gai)造、供熱改(gai)造、靈活性(xing)改(gai)造“三改(gai)聯動”,推(tui)動煤(mei)電(dian)向基(ji)礎(chu)保障性(xing)和系統調節性(xing)電(dian)源并重轉(zhuan)型。積(ji)極融入(ru)國家(jia)天然氣(qi)(qi)(頁(ye)巖氣(qi)(qi))千億立方(fang)米(mi)產能基(ji)地(di)建(jian)(jian)設(she),加大江油、三臺(tai)、鹽(yan)亭等地(di)氣(qi)(qi)田勘探開(kai)發(fa)(fa)力度,協同推(tui)進(jin)川(chuan)西下(xia)二疊(die)統、川(chuan)西致密氣(qi)(qi)田等區塊開(kai)發(fa)(fa)。加快重要輸(shu)氣(qi)(qi)管(guan)道(dao)項目(mu)(mu)建(jian)(jian)設(she),構建(jian)(jian)“一(yi)環多放射”高壓管(guan)網,滿足終端用氣(qi)(qi)需求。發(fa)(fa)揮氣(qi)(qi)電(dian)過(guo)渡(du)支撐作用,在江油、三臺(tai)、鹽(yan)亭等地(di)規劃建(jian)(jian)設(she)燃(ran)氣(qi)(qi)輪機發(fa)(fa)電(dian)項目(mu)(mu)。

3.加快(kuai)構建(jian)新型(xing)電力系(xi)統。完善電(dian)(dian)(dian)力(li)輸送(song)通(tong)道,優化主干電(dian)(dian)(dian)網(wang)結構(gou),提高(gao)電(dian)(dian)(dian)網(wang)對高(gao)比例新能(neng)(neng)源(yuan)的(de)消納和調控(kong)能(neng)(neng)力(li)。建(jian)設(she)堅強智能(neng)(neng)電(dian)(dian)(dian)網(wang)系統,推進500千(qian)伏(fu)富樂站(zhan)、綿州站(zhan)增(zeng)容和新建(jian)鹽亭(ting)220千(qian)伏(fu)輸變(bian)電(dian)(dian)(dian)工程等項(xiang)目,爭取規(gui)劃建(jian)設(she)特高(gao)壓(ya)變(bian)電(dian)(dian)(dian)站(zhan)。完善城鄉配電(dian)(dian)(dian)網(wang)建(jian)設(she)與(yu)(yu)升級改(gai)造,構(gou)建(jian)安全可(ke)(ke)靠(kao)、結構(gou)合理(li)、智能(neng)(neng)高(gao)效、適度超前的(de)現(xian)代電(dian)(dian)(dian)網(wang),提升供電(dian)(dian)(dian)能(neng)(neng)力(li)和服務水(shui)平。統籌布(bu)局電(dian)(dian)(dian)源(yuan)、電(dian)(dian)(dian)網(wang)、用戶(hu)側(ce)儲能(neng)(neng)設(she)施,打造穩定可(ke)(ke)靠(kao)的(de)儲運調峰(feng)體系。規(gui)劃建(jian)設(she)江油、北川抽(chou)水(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)。支持電(dian)(dian)(dian)力(li)用戶(hu)參與(yu)(yu)綠色電(dian)(dian)(dian)力(li)交易,落(luo)實完成可(ke)(ke)再生能(neng)(neng)源(yuan)電(dian)(dian)(dian)力(li)消納責任權重。

4.推(tui)進(jin)能源(yuan)消費(fei)結構(gou)低(di)碳化。推進(jin)煤(mei)(mei)炭消費替(ti)(ti)代(dai)和(he)轉型升級(ji),推動火(huo)電(dian)、化(hua)工、建材、印染、造紙等重(zhong)點用(yong)(yong)煤(mei)(mei)行業(ye)減煤(mei)(mei)限煤(mei)(mei),鼓勵(li)燃(ran)煤(mei)(mei)企業(ye)開(kai)展(zhan)生物燃(ran)料、合成燃(ran)料、垃圾衍生燃(ran)料等替(ti)(ti)代(dai)能(neng)(neng)源摻燒或替(ti)(ti)代(dai)應用(yong)(yong);持(chi)續鞏固散煤(mei)(mei)治理成果,加(jia)(jia)強磚(zhuan)瓦(wa)、石灰行業(ye)燃(ran)煤(mei)(mei)管控,積(ji)極推動現(xian)有(you)用(yong)(yong)煤(mei)(mei)單(dan)位“煤(mei)(mei)改(gai)電(dian)”“煤(mei)(mei)改(gai)氣(qi)”,到2025年(nian)原(yuan)煤(mei)(mei)消費量不(bu)超過660萬噸。有(you)序引(yin)導天(tian)然氣(qi)消費,優先(xian)保障民生用(yong)(yong)氣(qi),統(tong)籌工業(ye)用(yong)(yong)氣(qi)和(he)化(hua)工原(yuan)料用(yong)(yong)氣(qi),有(you)序發展(zhan)天(tian)然氣(qi)分布(bu)式(shi)能(neng)(neng)源。推動終(zhong)端用(yong)(yong)能(neng)(neng)電(dian)氣(qi)化(hua),在(zai)居民、工業(ye)、商業(ye)、建筑、交通等領域加(jia)(jia)快(kuai)電(dian)能(neng)(neng)替(ti)(ti)代(dai),大(da)力實(shi)施“電(dian)動四川”行動計劃,鼓勵(li)優先(xian)使(shi)用(yong)(yong)可再生能(neng)(neng)源滿(man)足電(dian)能(neng)(neng)替(ti)(ti)代(dai)項(xiang)目的用(yong)(yong)電(dian)需(xu)求。構建便利高效、適度(du)超前(qian)的充換電(dian)網絡(luo)體系,到2025年(nian),公(專)用(yong)(yong)充電(dian)設施與電(dian)動汽車(che)比例不(bu)低于1:10。

(二(er))節能降碳增(zeng)效行(xing)動。

落(luo)實節(jie)約(yue)優先方針,嚴格控制能(neng)耗(hao)強度(du),合(he)理控制能(neng)源(yuan)消費總量(liang),建設(she)能(neng)源(yuan)節(jie)約(yue)型社(she)會(hui)。

1.提升節能(neng)降碳管理能(neng)力。細(xi)化各地及重(zhong)點(dian)(dian)領(ling)域節能(neng)(neng)(neng)目標,嚴格控(kong)制能(neng)(neng)(neng)耗強(qiang)(qiang)度(du)和二氧(yang)化碳(tan)排(pai)放(fang)強(qiang)(qiang)度(du),合理(li)控(kong)制能(neng)(neng)(neng)源(yuan)消費總(zong)量(liang),落(luo)實新增可再生能(neng)(neng)(neng)源(yuan)消費和原料用(yong)(yong)(yong)能(neng)(neng)(neng)不納(na)入能(neng)(neng)(neng)源(yuan)消費總(zong)量(liang)控(kong)制要(yao)求。加(jia)強(qiang)(qiang)發(fa)展規劃(hua)、區域布局、產業結構、重(zhong)大項目與碳(tan)排(pai)放(fang)、能(neng)(neng)(neng)耗“雙控(kong)”政策要(yao)求的銜接。強(qiang)(qiang)化市縣節能(neng)(neng)(neng)監(jian)察隊伍建設(she),提(ti)(ti)升節能(neng)(neng)(neng)管理(li)能(neng)(neng)(neng)力。嚴格項目節能(neng)(neng)(neng)審查和環(huan)評(ping)審批,加(jia)強(qiang)(qiang)重(zhong)點(dian)(dian)用(yong)(yong)(yong)能(neng)(neng)(neng)單(dan)位節能(neng)(neng)(neng)監(jian)察及能(neng)(neng)(neng)耗在線監(jian)測,開(kai)展能(neng)(neng)(neng)源(yuan)計(ji)量(liang)審查。積極開(kai)展用(yong)(yong)(yong)能(neng)(neng)(neng)單(dan)位節能(neng)(neng)(neng)診斷(duan)和能(neng)(neng)(neng)源(yuan)審計(ji),鼓勵有條件的企業技改升級(ji),節能(neng)(neng)(neng)提(ti)(ti)效,完善能(neng)(neng)(neng)源(yuan)管理(li)體系,采用(yong)(yong)(yong)認證手段提(ti)(ti)升節能(neng)(neng)(neng)管理(li)水平(ping)。

2.推(tui)進重點用能設備節(jie)能增效(xiao)。圍繞工(gong)業、建筑等(deng)重點領域,針對電機(ji)(ji)、變(bian)壓(ya)(ya)器、鍋爐(lu)(lu)、工(gong)業窯爐(lu)(lu)、壓(ya)(ya)縮機(ji)(ji)、風機(ji)(ji)、泵、電爐(lu)(lu)、換熱器等(deng)通(tong)用(yong)(yong)(yong)(yong)設(she)備,持續開展(zhan)能(neng)(neng)(neng)(neng)效(xiao)提升專項行(xing)動,加(jia)大高效(xiao)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)設(she)備應(ying)用(yong)(yong)(yong)(yong)力度,開展(zhan)存量用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)設(she)備節(jie)能(neng)(neng)(neng)(neng)改(gai)造(zao)與(yu)淘汰。持續開展(zhan)既有(you)建筑圍護(hu)結構(gou)、照明、電梯等(deng)綜(zong)合型用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)系統和設(she)施設(she)備節(jie)能(neng)(neng)(neng)(neng)改(gai)造(zao)。加(jia)強重點用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)設(she)備節(jie)能(neng)(neng)(neng)(neng)監(jian)察和日常(chang)監(jian)管,強化(hua)生產、經營、銷售、使用(yong)(yong)(yong)(yong)、報廢(fei)全(quan)鏈條管理,確保(bao)能(neng)(neng)(neng)(neng)效(xiao)標準和節(jie)能(neng)(neng)(neng)(neng)要求(qiu)全(quan)面落(luo)地見效(xiao)。

3.實施節能降(jiang)碳重點工程。實(shi)(shi)施(shi)城市節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工(gong)程(cheng)(cheng),加強城市景觀照(zhao)明節(jie)(jie)約(yue)用(yong)(yong)電管(guan)理(li),推(tui)(tui)(tui)進(jin)先(xian)進(jin)綠色建(jian)(jian)筑技(ji)術示(shi)范(fan)應用(yong)(yong),推(tui)(tui)(tui)動(dong)城市綜(zong)合(he)能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)提(ti)升。實(shi)(shi)施(shi)園區(qu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工(gong)程(cheng)(cheng),鼓(gu)勵充分(fen)利(li)(li)用(yong)(yong)園區(qu)廠房屋頂實(shi)(shi)施(shi)分(fen)布式光伏發電項目,推(tui)(tui)(tui)進(jin)有條件的園區(qu)開展(zhan)集中(zhong)供能(neng)(neng)(neng)(neng)(neng)(neng)基礎(chu)設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),推(tui)(tui)(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)(neng)量系(xi)統優化和梯級利(li)(li)用(yong)(yong)。實(shi)(shi)施(shi)重點行業節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工(gong)程(cheng)(cheng),在鋼鐵、化工(gong)、煤(mei)電、建(jian)(jian)材等(deng)重點用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)行業推(tui)(tui)(tui)進(jin)能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)對標管(guan)理(li),推(tui)(tui)(tui)動(dong)主要(yao)產品(pin)工(gong)藝升級與節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)改造,積極培育“能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)領跑者”。實(shi)(shi)施(shi)新型(xing)基礎(chu)設(she)(she)(she)施(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工(gong)程(cheng)(cheng),積極推(tui)(tui)(tui)廣使用(yong)(yong)高效(xiao)(xiao)制冷、先(xian)進(jin)通風(feng)、余(yu)熱利(li)(li)用(yong)(yong)、智能(neng)(neng)(neng)(neng)(neng)(neng)化用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)控制等(deng)綠色技(ji)術,提(ti)升數據中(zhong)心、5G基站等(deng)新型(xing)基礎(chu)設(she)(she)(she)施(shi)能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)水平。實(shi)(shi)施(shi)公(gong)(gong)共(gong)機構(gou)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工(gong)程(cheng)(cheng),開展(zhan)“六大綠色行動(dong)”和“5+2低碳(tan)工(gong)程(cheng)(cheng)”,確(que)保到2025年,全(quan)市公(gong)(gong)共(gong)機構(gou)單(dan)(dan)位(wei)建(jian)(jian)筑面積能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)和人均綜(zong)合(he)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)下(xia)降(jiang)6%,單(dan)(dan)位(wei)建(jian)(jian)筑面積碳(tan)排放下(xia)降(jiang)7%。

(三)工業領(ling)域碳達(da)峰行動(dong)。

1.推(tui)動工業領域綠色低碳發展。推(tui)(tui)動(dong)(dong)(dong)制造(zao)業高端化(hua)智(zhi)能(neng)(neng)化(hua)綠色(se)化(hua)發展(zhan),加(jia)(jia)快構(gou)建“4+8+1”工業產業體系(xi),前瞻布局氫能(neng)(neng)等綠色(se)低碳(tan)產業。開展(zhan)綠色(se)制造(zao)提標升(sheng)級,完善綠色(se)制造(zao)體系(xi),深入(ru)推(tui)(tui)進清(qing)潔(jie)生產,加(jia)(jia)大綠色(se)低碳(tan)工廠培育力度,打造(zao)綠色(se)低碳(tan)工業園區。對“兩高一低”項(xiang)目(mu)(mu)實(shi)行(xing)(xing)清(qing)單管理、分類處置(zhi)、動(dong)(dong)(dong)態(tai)監控。科學評(ping)估擬建項(xiang)目(mu)(mu),嚴(yan)格落實(shi)國家產業政(zheng)策(ce),對標行(xing)(xing)業先進水平嚴(yan)格準(zhun)入(ru)門檻(jian),堅(jian)決遏制高耗能(neng)(neng)高排放低水平項(xiang)目(mu)(mu)盲目(mu)(mu)發展(zhan)。推(tui)(tui)進技術改造(zao),深挖存量(liang)項(xiang)目(mu)(mu)節(jie)能(neng)(neng)減排降(jiang)碳(tan)潛(qian)力。嚴(yan)格常態(tai)化(hua)執(zhi)法(fa)和強(qiang)制性標準(zhun)實(shi)施,推(tui)(tui)動(dong)(dong)(dong)落后產能(neng)(neng)產品設備(bei)退出(chu)。
