湖北省強化危險廢物監管和利用處置(zhi)能力改革

三(san)年(nian)攻堅(jian)實施方案(2023-2025年(nian))

為貫(guan)徹落(luo)實(shi)《國務院辦公廳關于印(yin)發強(qiang)化危險廢(fei)物(wu)(wu)監管和利(li)用處(chu)置(zhi)能(neng)力改革實(shi)施(shi)方(fang)案的通(tong)知》(國辦函〔2021〕47號)精神,進一(yi)步提升全省危險廢(fei)物(wu)(wu)監管和利(li)用處(chu)置(zhi)能(neng)力,有效防控危險廢(fei)物(wu)(wu)環境與(yu)安(an)全風(feng)險,結合(he)湖北實(shi)際,制(zhi)定本(ben)實(shi)施(shi)方(fang)案。

一、總體要求

以習近平生(sheng)態(tai)(tai)文明思想為(wei)指導,全(quan)面深(shen)入貫徹黨(dang)的(de)(de)二十大精神(shen),按照(zhao)黨(dang)中央、國務院(yuan)關于深(shen)入打好污(wu)染防(fang)治(zhi)攻堅(jian)戰的(de)(de)決策(ce)部署和(he)省(sheng)委、省(sheng)政府工作要求,堅(jian)持依法治(zhi)污(wu)、科學治(zhi)污(wu)、精準治(zhi)污(wu),以持續改(gai)善生(sheng)態(tai)(tai)環境(jing)質(zhi)量為(wei)核心(xin),以有(you)效防(fang)控危(wei)險(xian)廢(fei)物(wu)環境(jing)與安全(quan)風(feng)險(xian)為(wei)目(mu)標,深(shen)化體制(zhi)機制(zhi)改(gai)革,著力提升(sheng)危(wei)險(xian)廢(fei)物(wu)監管(guan)和(he)利用(yong)處置能力,助推流域(yu)綜合(he)治(zhi)理和(he)長江(jiang)大保(bao)護(hu),切實維護(hu)人民群眾身(shen)體健(jian)康(kang)和(he)生(sheng)態(tai)(tai)環境(jing)安全(quan)。

到2023年底,全(quan)(quan)(quan)面(mian)摸清全(quan)(quan)(quan)省危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)底數,夯實危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)管(guan)(guan)理基(ji)礎,危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)安(an)全(quan)(quan)(quan)監(jian)管(guan)(guan)與(yu)環境監(jian)管(guan)(guan)聯動(dong)機制進(jin)(jin)一(yi)步完善(shan),涉(she)危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)環境違法行為得到有(you)效(xiao)遏制。到2024年底,危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)安(an)全(quan)(quan)(quan)與(yu)環境監(jian)管(guan)(guan)效(xiao)能進(jin)(jin)一(yi)步提升,風險(xian)(xian)(xian)(xian)防控能力進(jin)(jin)一(yi)步增強。到2025年底,建立(li)健全(quan)(quan)(quan)源(yuan)頭嚴防、過程嚴管(guan)(guan)、后果嚴懲的危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)監(jian)管(guan)(guan)體系;危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)利(li)用處置結(jie)構趨于合理,布局(ju)進(jin)(jin)一(yi)步優(you)化,技術和運營水平(ping)明顯提升。

二、主要任務

(一)壓(ya)實危險廢物污染防治責任。

1.夯實(shi)市縣屬(shu)地責任(ren)。各市(州)、縣(市、區(qu))人(ren)(ren)民(min)(min)(min)政(zheng)府(fu)對本(ben)地區(qu)危險廢(fei)(fei)物(wu)治(zhi)理負(fu)總(zong)責,建立完善危險廢(fei)(fei)物(wu)污染環(huan)(huan)境防(fang)治(zhi)目標責任(ren)制,將危險廢(fei)(fei)物(wu)治(zhi)理作為全域“無(wu)廢(fei)(fei)城市”建設重要內容,納入環(huan)(huan)境狀況和環(huan)(huan)境保(bao)護目標完成情況年度報(bao)告(gao),并向本(ben)級人(ren)(ren)民(min)(min)(min)代表(biao)大會(hui)或者人(ren)(ren)民(min)(min)(min)代表(biao)大會(hui)常務委員會(hui)報(bao)告(gao)。(各市、州、縣人(ren)(ren)民(min)(min)(min)政(zheng)府(fu)負(fu)責落實(shi),以下均需各級人(ren)(ren)民(min)(min)(min)政(zheng)府(fu)負(fu)責落實(shi),不再列出)

2.落(luo)實(shi)部門(men)監(jian)管(guan)責(ze)(ze)任。生態(tai)(tai)環境(jing)部門(men)強化(hua)(hua)危險廢(fei)物污(wu)染環境(jing)防治統一監(jian)督管(guan)理,充分發(fa)揮牽頭(tou)抓總和統籌協(xie)(xie)調作用。各有關(guan)部門(men)依法落(luo)實(shi)本(ben)部門(men)監(jian)管(guan)職責(ze)(ze),強化(hua)(hua)協(xie)(xie)作,形成工(gong)作合力。(省(sheng)(sheng)生態(tai)(tai)環境(jing)廳(ting)(ting)、省(sheng)(sheng)發(fa)改委、省(sheng)(sheng)經信廳(ting)(ting)、省(sheng)(sheng)自然(ran)資(zi)源廳(ting)(ting)、省(sheng)(sheng)住建廳(ting)(ting)、省(sheng)(sheng)交通運輸廳(ting)(ting)、省(sheng)(sheng)應急廳(ting)(ting)、省(sheng)(sheng)農業農村廳(ting)(ting)、省(sheng)(sheng)衛健委、省(sheng)(sheng)公安廳(ting)(ting)、武漢海關(guan)等按職責(ze)(ze)分工(gong)負(fu)責(ze)(ze))

3.壓實(shi)企業(ye)(ye)主體(ti)(ti)責(ze)任。壓實(shi)危(wei)險(xian)(xian)廢(fei)物產生(sheng)、收集、貯(zhu)存、運輸、利(li)用(yong)、處(chu)置企業(ye)(ye)污(wu)染(ran)(ran)環境防(fang)治(zhi)和安全生(sheng)產主體(ti)(ti)責(ze)任。推進企業(ye)(ye)環境信(xin)用(yong)評價,將(jiang)嚴重(zhong)失信(xin)企業(ye)(ye)信(xin)息推送到湖北省(sheng)信(xin)用(yong)信(xin)息共享平(ping)臺、“信(xin)用(yong)中國”網站(zhan),實(shi)行(xing)聯(lian)合懲(cheng)戒。危(wei)險(xian)(xian)廢(fei)物相關企業(ye)(ye)依(yi)法及(ji)時公(gong)開危(wei)險(xian)(xian)廢(fei)物污(wu)染(ran)(ran)環境防(fang)治(zhi)信(xin)息,依(yi)法依(yi)規投保環境污(wu)染(ran)(ran)責(ze)任保險(xian)(xian)。(省(sheng)生(sheng)態環境廳、省(sheng)公(gong)安廳、省(sheng)交通運輸廳、省(sheng)應(ying)急廳、省(sheng)市場監(jian)管局(ju)、人行(xing)武漢分(fen)(fen)行(xing)、湖北銀保監(jian)局(ju)等(deng)按(an)職責(ze)分(fen)(fen)工負責(ze))

(二)強化危險廢(fei)物(wu)源頭管(guan)控。

1.嚴格環(huan)(huan)(huan)境(jing)(jing)準入。涉危(wei)險(xian)(xian)廢(fei)物(wu)(wu)(wu)新改擴(kuo)建項目應當符合(he)國(guo)家(jia)產業(ye)政(zheng)策(ce)和國(guo)土空間規劃、生態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)保護“十(shi)四五”規劃及生態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分區管(guan)控(kong)等要(yao)求,并依(yi)法(fa)開(kai)展(zhan)環(huan)(huan)(huan)境(jing)(jing)影(ying)響評價,嚴格執行危(wei)險(xian)(xian)廢(fei)物(wu)(wu)(wu)污(wu)染環(huan)(huan)(huan)境(jing)(jing)防治設施“三同(tong)時”、竣工環(huan)(huan)(huan)保驗收(shou)和排污(wu)許(xu)可制(zhi)度,嚴格落實(shi)長(chang)江大保護有關法(fa)律法(fa)規和政(zheng)策(ce)。深化(hua)(hua)體(ti)制(zhi)機制(zhi)改革(ge),探索(suo)優化(hua)(hua)“環(huan)(huan)(huan)評-許(xu)可-執法(fa)”一體(ti)化(hua)(hua)銜接機制(zhi)。依(yi)法(fa)依(yi)規對(dui)已(yi)批(pi)復的重點行業(ye)涉危(wei)險(xian)(xian)廢(fei)物(wu)(wu)(wu)建設項目環(huan)(huan)(huan)境(jing)(jing)影(ying)響評價文件開(kai)展(zhan)復核。持續(xu)開(kai)展(zhan)危(wei)險(xian)(xian)廢(fei)物(wu)(wu)(wu)規范(fan)化(hua)(hua)環(huan)(huan)(huan)境(jing)(jing)管(guan)理評估工作(zuo)。(省生態(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)廳、省發改委按職責分工負責)

2.推(tui)動(dong)源(yuan)(yuan)頭(tou)減量控(kong)(kong)制。指導企(qi)業在生(sheng)產過程中使用(yong)無毒無害(hai)(hai)或低(di)(di)毒低(di)(di)害(hai)(hai)的(de)清潔能源(yuan)(yuan)和(he)(he)原(yuan)料,開展清潔生(sheng)產工(gong)(gong)藝(yi)技(ji)術改造,大力推(tui)廣節能環(huan)保工(gong)(gong)業技(ji)術,從源(yuan)(yuan)頭(tou)減少危(wei)險(xian)廢(fei)(fei)物的(de)產生(sheng)量和(he)(he)危(wei)害(hai)(hai)性。鼓勵(li)危(wei)險(xian)廢(fei)(fei)物產生(sheng)量大的(de)工(gong)(gong)業園(yuan)區和(he)(he)工(gong)(gong)業企(qi)業在環(huan)境風險(xian)可控(kong)(kong)的(de)前提下,配套建設主要類別危(wei)險(xian)廢(fei)(fei)物利(li)用(yong)處置設施。有序推(tui)進危(wei)險(xian)廢(fei)(fei)物“點(dian)對點(dian)”定向(xiang)利(li)用(yong)豁免管理試點(dian)工(gong)(gong)作,拓寬危(wei)險(xian)廢(fei)(fei)物利(li)用(yong)途(tu)徑。(省(sheng)經信廳、省(sheng)發(fa)改委(wei)、省(sheng)生(sheng)態環(huan)境廳按職責(ze)分工(gong)(gong)負責(ze))

3.加強申(shen)報(bao)登(deng)記管(guan)理(li)。嚴(yan)格執(zhi)行分(fen)類管(guan)理(li)要求,對全省(sheng)危(wei)險廢物(wu)重(zhong)點監(jian)管(guan)單位和簡化(hua)管(guan)理(li)單位開展申(shen)報(bao)登(deng)記情況調查(cha),對全省(sheng)危(wei)險廢物(wu)申(shen)報(bao)登(deng)記數據進行審核,對隱瞞不(bu)報(bao)、弄虛作假的,依(yi)法立案查(cha)處。(省(sheng)生態(tai)環境廳負(fu)責(ze))

4.加強(qiang)危(wei)險廢物(wu)鑒(jian)(jian)(jian)別(bie)管理。督促固體廢物(wu)產(chan)生單(dan)位(wei)依法依規開展危(wei)險廢物(wu)鑒(jian)(jian)(jian)別(bie)。建立危(wei)險廢物(wu)鑒(jian)(jian)(jian)別(bie)單(dan)位(wei)評(ping)(ping)價管理制度,開展危(wei)險廢物(wu)鑒(jian)(jian)(jian)別(bie)報告抽查復核(he)和鑒(jian)(jian)(jian)別(bie)單(dan)位(wei)評(ping)(ping)價,嚴厲打(da)擊(ji)鑒(jian)(jian)(jian)別(bie)報告失實(shi)、鑒(jian)(jian)(jian)別(bie)檢測(ce)數據造假等違法違規行為。(省(sheng)生態環(huan)境廳牽頭,省(sheng)公安(an)廳等參與)

(三)強(qiang)化危險(xian)廢物收集轉運(yun)貯(zhu)存等過程監管。

1.推(tui)(tui)(tui)動收(shou)集(ji)(ji)(ji)轉(zhuan)運貯(zhu)(zhu)(zhu)存(cun)專業(ye)(ye)化。深入推(tui)(tui)(tui)進生活(huo)垃圾(ji)分(fen)類(lei),建(jian)(jian)立(li)有害垃圾(ji)收(shou)集(ji)(ji)(ji)轉(zhuan)運體系。持續推(tui)(tui)(tui)進小(xiao)微(wei)企(qi)業(ye)(ye)危險廢(fei)物收(shou)集(ji)(ji)(ji)試點(dian)。支持危險廢(fei)物專業(ye)(ye)收(shou)集(ji)(ji)(ji)轉(zhuan)運和利用(yong)處置(zhi)單位建(jian)(jian)設(she)區域性(xing)收(shou)集(ji)(ji)(ji)網點(dian)和貯(zhu)(zhu)(zhu)存(cun)設(she)施(shi),開(kai)展(zhan)小(xiao)微(wei)企(qi)業(ye)(ye)、科研(yan)機構、學校等(deng)危險廢(fei)物收(shou)集(ji)(ji)(ji)轉(zhuan)運及規范化環境管理(li)延伸服務。鼓勵產(chan)廢(fei)量大的工業(ye)(ye)園區開(kai)展(zhan)危險廢(fei)物集(ji)(ji)(ji)中收(shou)集(ji)(ji)(ji)貯(zhu)(zhu)(zhu)存(cun)試點(dian)。支持武漢市開(kai)展(zhan)實驗室危險廢(fei)物分(fen)類(lei)收(shou)集(ji)(ji)(ji)和預(yu)處理(li)示范建(jian)(jian)設(she)。(省(sheng)住建(jian)(jian)廳(ting)(ting)、省(sheng)生態環境廳(ting)(ting)、省(sheng)交通運輸廳(ting)(ting)、省(sheng)教育廳(ting)(ting)等(deng)按職責分(fen)工負(fu)責)

2.加強(qiang)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)運(yun)(yun)輸(shu)管理。危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)轉(zhuan)(zhuan)(zhuan)移(yi)(yi)遵循就近(jin)原則(ze),鼓勵優先省內轉(zhuan)(zhuan)(zhuan)移(yi)(yi),跨省轉(zhuan)(zhuan)(zhuan)移(yi)(yi)應當以相(xiang)鄰或有區域合(he)作的(de)省份,以及(ji)全(quan)國統籌布局危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)處(chu)置(zhi)設施的(de)地區為主。嚴格控(kong)制危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)跨省轉(zhuan)(zhuan)(zhuan)入進行(xing)(xing)焚燒、填埋和水泥窯協同處(chu)置(zhi)。建(jian)立危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)和醫(yi)療(liao)廢(fei)物(wu)(wu)(wu)運(yun)(yun)輸(shu)車輛備(bei)案制度(du),完善“點(dian)(dian)對點(dian)(dian)”常備(bei)通行(xing)(xing)路線(xian),實現危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)和醫(yi)療(liao)廢(fei)物(wu)(wu)(wu)運(yun)(yun)輸(shu)車輛規范有序、安全(quan)便(bian)捷通行(xing)(xing)。根據企業環(huan)境(jing)信用(yong)記(ji)錄和環(huan)境(jing)風險(xian)可(ke)控(kong)程度(du)等,積極與開展區域合(he)作的(de)省份協商建(jian)立危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)跨省轉(zhuan)(zhuan)(zhuan)移(yi)(yi)“白名(ming)單(dan)”,優化轉(zhuan)(zhuan)(zhuan)移(yi)(yi)管理,簡化審批(pi)流程,實現危(wei)(wei)(wei)(wei)險(xian)廢(fei)物(wu)(wu)(wu)利用(yong)處(chu)置(zhi)能力優勢互補(bu)。(省公安廳、省生態環(huan)境(jing)廳、省交通運(yun)(yun)輸(shu)廳、省衛健委(wei)等按職責分(fen)工負責)

3.嚴(yan)厲打(da)擊涉(she)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)違法(fa)犯罪行為。強化(hua)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環(huan)(huan)境執法(fa),將其(qi)作為生態環(huan)(huan)境保(bao)護綜合執法(fa)重要內容,完善(shan)公檢(jian)法(fa)環(huan)(huan)協作機制,強化(hua)行政執法(fa)與刑事司(si)法(fa)銜接。以醫療廢(fei)(fei)物(wu)、廢(fei)(fei)酸、廢(fei)(fei)鉛蓄電(dian)池(chi)、廢(fei)(fei)礦物(wu)油、廢(fei)(fei)煤焦(jiao)油、廢(fei)(fei)棄(qi)危(wei)險(xian)(xian)化(hua)學品(pin)、電(dian)鍍(du)污泥等危(wei)險(xian)(xian)廢(fei)(fei)物(wu)為重點,持續開展打(da)擊危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環(huan)(huan)境違法(fa)犯罪專(zhuan)項行動。對自查(cha)自糾并及時妥善(shan)處置歷史遺留(liu)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)且(qie)未造成(cheng)環(huan)(huan)境影(ying)響的企業(ye),依(yi)法(fa)從輕處罰(fa)。(省(sheng)法(fa)院(yuan)、省(sheng)檢(jian)察院(yuan)牽頭,省(sheng)生態環(huan)(huan)境廳(ting)(ting)、省(sheng)公安廳(ting)(ting)等參(can)與)

4.建立(li)(li)廢(fei)棄(qi)(qi)危(wei)險(xian)化(hua)(hua)學(xue)品(pin)監管(guan)(guan)聯動(dong)機(ji)制(zhi)。應急管(guan)(guan)理、生態環境(jing)以及其他(ta)相(xiang)(xiang)關部(bu)門建立(li)(li)監管(guan)(guan)協(xie)作(zuo)和(he)聯合(he)執法工作(zuo)機(ji)制(zhi),密切協(xie)調配合(he),實(shi)現信息及時、充分、有效共享。督促相(xiang)(xiang)關企業對擬廢(fei)棄(qi)(qi)的危(wei)險(xian)化(hua)(hua)學(xue)品(pin)落實(shi)穩定(ding)化(hua)(hua)預處理等(deng)措(cuo)施,并按(an)規定(ding)申報(bao),規范(fan)管(guan)(guan)理,從(cong)嚴打擊未如實(shi)申報(bao)廢(fei)棄(qi)(qi)危(wei)險(xian)化(hua)(hua)學(xue)品(pin)行為或將(jiang)廢(fei)棄(qi)(qi)危(wei)險(xian)化(hua)(hua)學(xue)品(pin)等(deng)危(wei)險(xian)廢(fei)物隱瞞為原料、中間產品(pin)行為。(省生態環境(jing)廳(ting)、省應急廳(ting)、省公(gong)安(an)廳(ting)等(deng)按(an)職責分工負責)

(四(si))促進危險廢物利(li)用處置產業高質量(liang)發展(zhan)。

1.優(you)化(hua)利用(yong)處(chu)置(zhi)設施(shi)(shi)(shi)布(bu)局。科學制定并實施(shi)(shi)(shi)湖(hu)北省(sheng)(sheng)危(wei)險廢物(wu)(wu)集(ji)中處(chu)置(zhi)設施(shi)(shi)(shi)發展(zhan)規(gui)劃,優(you)化(hua)全省(sheng)(sheng)利用(yong)處(chu)置(zhi)設施(shi)(shi)(shi)布(bu)局,新(xin)建(jian)、改擴(kuo)建(jian)危(wei)險廢物(wu)(wu)集(ji)中處(chu)置(zhi)項(xiang)目(mu)應(ying)當符合規(gui)劃要求(qiu)。定期(qi)發布(bu)危(wei)險廢物(wu)(wu)利用(yong)處(chu)置(zhi)項(xiang)目(mu)建(jian)設引導性(xing)公告,科學引導市場投(tou)資和產業發展(zhan)。“十四五”期(qi)間(jian),適(shi)度發展(zhan)危(wei)險廢物(wu)(wu)剛性(xing)填埋(mai)設施(shi)(shi)(shi),原則上不得新(xin)建(jian)、改擴(kuo)建(jian)危(wei)險廢物(wu)(wu)柔性(xing)填埋(mai)場。新(xin)改擴(kuo)建(jian)危(wei)險廢物(wu)(wu)利用(yong)處(chu)置(zhi)項(xiang)目(mu)立項(xiang)時應(ying)與已建(jian)項(xiang)目(mu)相耦(ou)合、與所在市(州)產廢量相匹配。(省(sheng)(sheng)生態環境(jing)廳牽(qian)頭,相關部門參(can)與)

2.促進危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)(li)用(yong)處置(zhi)企業(ye)規模化(hua)(hua)(hua)發展(zhan)(zhan)。按照“領跑一批(pi)、提升一批(pi)、淘(tao)汰一批(pi)”原(yuan)則(ze),鼓勵龍頭企業(ye)通(tong)過兼并重組等(deng)(deng)(deng)方式做(zuo)大做(zuo)強,整合一批(pi)規模小、負荷低(di)、附加值低(di)的綜合利(li)(li)用(yong)項目,推進老舊設(she)(she)施(shi)更新(xin)換代,推動智能化(hua)(hua)(hua)、信(xin)息化(hua)(hua)(hua)新(xin)型處置(zhi)設(she)(she)施(shi)的引(yin)進、示范(fan),培育打(da)造一批(pi)危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)(li)用(yong)處置(zhi)示范(fan)企業(ye)。支持省(sheng)(sheng)級以(yi)(yi)上工業(ye)園區(qu)和(he)大型企業(ye)集(ji)團(tuan)(tuan)開展(zhan)(zhan)“無(wu)廢(fei)(fei)(fei)園區(qu)”“無(wu)廢(fei)(fei)(fei)集(ji)團(tuan)(tuan)”建(jian)設(she)(she),推動園區(qu)和(he)集(ji)團(tuan)(tuan)內(nei)部共享危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)(li)用(yong)處置(zhi)設(she)(she)施(shi)。新(xin)建(jian)危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)集(ji)中焚(fen)(fen)燒(shao)(shao)處置(zhi)設(she)(she)施(shi)處置(zhi)能力原(yuan)則(ze)上應大于(yu)3萬噸(dun)/年。可(ke)焚(fen)(fen)燒(shao)(shao)減量(liang)的不得(de)直接填(tian)(tian)埋,可(ke)資源(yuan)化(hua)(hua)(hua)利(li)(li)用(yong)的不應以(yi)(yi)焚(fen)(fen)燒(shao)(shao)、填(tian)(tian)埋、水泥窯協(xie)同等(deng)(deng)(deng)方式處置(zhi)。打(da)通(tong)焚(fen)(fen)燒(shao)(shao)殘渣(zha)、廢(fei)(fei)(fei)鹽等(deng)(deng)(deng)危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)資源(yuan)化(hua)(hua)(hua)通(tong)道,減少危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)填(tian)(tian)埋量(liang)。適(shi)度發展(zhan)(zhan)水泥窯協(xie)同處置(zhi)生(sheng)活垃圾焚(fen)(fen)燒(shao)(shao)飛灰等(deng)(deng)(deng)單一大宗類(lei)別危(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)。(省(sheng)(sheng)發改委、省(sheng)(sheng)生(sheng)態環(huan)境廳等(deng)(deng)(deng)按職責分(fen)工負責)

3.推動危險(xian)廢(fei)(fei)物(wu)利(li)(li)(li)用(yong)(yong)(yong)行業提檔升(sheng)級(ji)(ji)。制(zhi)定發(fa)布湖(hu)北省(sheng)危險(xian)廢(fei)(fei)物(wu)綜(zong)合利(li)(li)(li)用(yong)(yong)(yong)相關(guan)行業污(wu)染控制(zhi)技術規范,促進全省(sheng)危險(xian)廢(fei)(fei)物(wu)利(li)(li)(li)用(yong)(yong)(yong)行業持續健(jian)康發(fa)展(zhan)。2025年底前,推動全省(sheng)廢(fei)(fei)電(dian)路板粗加工、廢(fei)(fei)礦物(wu)油短流程預處(chu)理(li)、廢(fei)(fei)包裝物(wu)清洗破碎磁選等工藝(yi)落(luo)后、資(zi)源化(hua)利(li)(li)(li)用(yong)(yong)(yong)率不高的低端(duan)利(li)(li)(li)用(yong)(yong)(yong)項目完(wan)成(cheng)提檔升(sheng)級(ji)(ji)。嚴格控制(zhi)二(er)次鋁灰、HW11(廢(fei)(fei)煤焦油)、HW17(表面(mian)處(chu)理(li)廢(fei)(fei)物(wu))、HW22(含銅廢(fei)(fei)物(wu))、HW48(有(you)色金(jin)屬冶煉(lian)廢(fei)(fei)物(wu))、HW49(900-041-49,含有(you)或沾染危險(xian)廢(fei)(fei)物(wu)的包裝物(wu)和容(rong)器(qi);900-045-49,廢(fei)(fei)電(dian)路板)、HW50(精煉(lian)石油產品(pin)和基礎化(hua)學原料制(zhi)造等產生的廢(fei)(fei)催化(hua)劑)等同質化(hua)嚴重的資(zi)源化(hua)利(li)(li)(li)用(yong)(yong)(yong)項目建設。(省(sheng)生態環境廳(ting)牽(qian)頭,省(sheng)經信廳(ting)等參與)

4.加快先進適用技術成果推廣應用。充分(fen)發揮高等院(yuan)校、科研(yan)院(yuan)所和(he)創新(xin)團隊的(de)基礎(chu)研(yan)究優(you)勢,組織危(wei)險廢(fei)物利用處(chu)置(zhi)關鍵技術與(yu)難題(ti)攻關,重點研(yan)究和(he)示范推廣廢(fei)酸、廢(fei)鹽(yan)、生活垃圾焚燒飛灰、冶煉廢(fei)物等危(wei)險廢(fei)物利用處(chu)置(zhi)和(he)污(wu)染(ran)防治適用技術,推動危(wei)險廢(fei)物利用處(chu)置(zhi)技術成果共享與(yu)轉化。(省科技廳(ting)、省經信廳(ting)、省生態(tai)環境廳(ting)、省住建廳(ting)、省衛(wei)健委等按職責(ze)分(fen)工負責(ze))
