四川省成都市:推動老舊車淘汰更新為新能源汽車

成都市(shi)人民政府辦公廳(ting)關于成都市(shi)促進新能源汽車產業發(fa)展的實(shi)施意見

各區(市)縣政府(管委會),市級(ji)有關(guan)部(bu)門,有關(guan)單位:

為認真貫(guan)徹落實《國務院辦公廳關于(yu)印(yin)發(fa)(fa)新(xin)能源汽車(che)產(chan)業發(fa)(fa)展規劃(2021—2035年)的通(tong)知》(國辦發(fa)(fa)〔2020〕39號)和《四(si)川省人民政(zheng)府(fu)(fu)關于(yu)印(yin)發(fa)(fa)四(si)川省支持(chi)新(xin)能源與智能汽車(che)產(chan)業發(fa)(fa)展若干(gan)政(zheng)策措(cuo)施的通(tong)知》(川府(fu)(fu)發(fa)(fa)〔2020〕16號),促進我(wo)市(shi)新(xin)能源汽車(che)產(chan)業發(fa)(fa)展,經市(shi)政(zheng)府(fu)(fu)同(tong)意,制定本意見(jian)。

一、總體要求

(一)基本(ben)思(si)路。以習(xi)近平新(xin)(xin)時代中國特(te)色社會主義思(si)想(xiang)為指導,立足新(xin)(xin)發(fa)(fa)(fa)展階(jie)段,完整、準確、全面貫徹新(xin)(xin)發(fa)(fa)(fa)展理(li)念,搶抓(zhua)成渝地區雙城(cheng)經濟圈(quan)建(jian)設等重大(da)機(ji)遇,以建(jian)設踐行新(xin)(xin)發(fa)(fa)(fa)展理(li)念的(de)(de)公園(yuan)城(cheng)市示范區為統領,以“三(san)個做優做強”、“四大(da)結構(gou)”優化(hua)調整為引領,堅持發(fa)(fa)(fa)揮政府作用(yong)(yong)與激發(fa)(fa)(fa)市場(chang)活力(li)相結合(he)、需求側(ce)(ce)牽引與供(gong)給側(ce)(ce)改革相結合(he)、激活存(cun)量(liang)(liang)與做優增(zeng)量(liang)(liang)相結合(he),聚焦創新(xin)(xin)研發(fa)(fa)(fa)、生產(chan)制造、銷售使用(yong)(yong)、配套服(fu)務、老舊車(che)退出等重點環(huan)節(jie),按照“公用(yong)(yong)先行、商用(yong)(yong)跟進、民用(yong)(yong)響應”原(yuan)則,認真落(luo)實《“電動四川”行動計(ji)劃(2022-2025年)》,深入實施產(chan)業(ye)建(jian)圈(quan)強鏈行動,促進汽車(che)產(chan)業(ye)轉(zhuan)型(xing)升(sheng)級和高質量(liang)(liang)發(fa)(fa)(fa)展,建(jian)設公共(gong)領域車(che)輛(liang)全面電動化(hua)先行區試(shi)點城(cheng)市,加快打造全國重要的(de)(de)新(xin)(xin)能源汽車(che)研發(fa)(fa)(fa)制造基地。

(二)主要目標。到2025年,我市新(xin)能(neng)(neng)源汽車產(chan)(chan)業(ye)(ye)競爭(zheng)力明顯(xian)增強(qiang),產(chan)(chan)業(ye)(ye)規模突(tu)破1500億元,產(chan)(chan)量達到25萬輛(liang),產(chan)(chan)業(ye)(ye)整零比提高至1∶1,整車產(chan)(chan)能(neng)(neng)利(li)用率(lv)、企業(ye)(ye)本地配套率(lv)分別提升至70%、50%以上;力爭(zheng)新(xin)能(neng)(neng)源汽車保有量達到80萬輛(liang),公共領域車輛(liang)電(dian)動化(hua)比例達到80%;建(jian)成(cheng)各類充換電(dian)站3000座(zuo)、充電(dian)樁16萬個(ge)。

二、重點任(ren)務

(一(yi))提升(sheng)創新研(yan)發能力(li)。引(yin)導支(zhi)持(chi)整(zheng)(zheng)車(che)企業(ye)開展(zhan)純電、氫燃料電池整(zheng)(zheng)車(che)集成(cheng)技術創(chuang)(chuang)新(xin)(xin)(xin),優化(hua)整(zheng)(zheng)車(che)研(yan)發設計流程,突破新(xin)(xin)(xin)能源汽(qi)車(che)多能源動力系(xi)統、純電動汽(qi)車(che)底盤一(yi)體(ti)化(hua)、車(che)身輕量化(hua)模塊化(hua)低(di)摩(mo)阻(zu)等(deng)(deng)關(guan)(guan)鍵核(he)心技術,提高(gao)整(zheng)(zheng)車(che)綜合(he)(he)性能。鼓勵(li)引(yin)導整(zheng)(zheng)車(che)企業(ye)與(yu)(yu)國(guo)內國(guo)際相關(guan)(guan)領域優勢企業(ye)合(he)(he)作研(yan)制新(xin)(xin)(xin)能源汽(qi)車(che)。鼓勵(li)支(zhi)持(chi)企業(ye)、高(gao)校(xiao)、科研(yan)院所(suo)匯聚(ju)創(chuang)(chuang)新(xin)(xin)(xin)資源,在動力電池與(yu)(yu)管(guan)理系(xi)統、驅動電機(ji)與(yu)(yu)電力電子(zi)、車(che)規級芯片與(yu)(yu)智能傳感器、軟件算法與(yu)(yu)操(cao)作系(xi)統、氫燃料電池等(deng)(deng)領域建設創(chuang)(chuang)新(xin)(xin)(xin)平臺和(he)新(xin)(xin)(xin)型研(yan)發機(ji)構(gou),提升(sheng)自主創(chuang)(chuang)新(xin)(xin)(xin)和(he)協同創(chuang)(chuang)新(xin)(xin)(xin)能力。引(yin)進高(gao)精(jing)尖人(ren)才(cai)團(tuan)隊,促進科技成(cheng)果孵化(hua)應(ying)用,加快建立以(yi)企業(ye)為(wei)主體(ti)、適應(ying)新(xin)(xin)(xin)能源汽(qi)車(che)與(yu)(yu)相關(guan)(guan)產(chan)(chan)業(ye)融合(he)(he)發展(zhan)的人(ren)才(cai)培(pei)養使(shi)用機(ji)制,推進產(chan)(chan)學研(yan)用深度合(he)(he)作。[責(ze)任單位(wei):市(shi)經信局市(shi)新(xin)(xin)(xin)經濟委、市(shi)科技局,市(shi)委組織部(市(shi)委人(ren)才(cai)辦)、相關(guan)(guan)區(市(shi))縣政府(管(guan)委會);逗(dou)號前為(wei)牽頭單位(wei),下同]

(二)擴大新能源汽車(che)產銷規模。鼓勵(li)引導我(wo)(wo)市(shi)(shi)(shi)整(zheng)(zheng)車(che)(che)企(qi)業緊跟(gen)市(shi)(shi)(shi)場(chang)趨勢(shi)(shi),搶(qiang)抓(zhua)細分領域市(shi)(shi)(shi)場(chang)電動化(hua)(hua)機遇(yu),調整(zheng)(zheng)產品(pin)結構(gou),導入高性能(neng)整(zheng)(zheng)車(che)(che)平臺(tai),推出若干具(ju)有(you)市(shi)(shi)(shi)場(chang)競爭力的新(xin)車(che)(che)型(xing),充分利用(yong)(yong)現有(you)產能(neng)擴(kuo)大(da)新(xin)能(neng)源汽車(che)(che)生產比例(li),提升產能(neng)利用(yong)(yong)率(lv),擴(kuo)大(da)產銷規模和市(shi)(shi)(shi)場(chang)占有(you)率(lv)。支(zhi)(zhi)持具(ju)有(you)較強資金(jin)實力、技術創新(xin)和經營管理能(neng)力的優勢(shi)(shi)整(zheng)(zheng)車(che)(che)企(qi)業在我(wo)(wo)市(shi)(shi)(shi)投資建設新(xin)能(neng)源整(zheng)(zheng)車(che)(che)項目(mu)。強化(hua)(hua)國(guo)有(you)平臺(tai)公司戰略投入,探(tan)索通過并(bing)購重組、股權投資等方式組建本地(di)大(da)型(xing)汽車(che)(che)集團(tuan)。鼓勵(li)支(zhi)(zhi)持產業聯盟組織整(zheng)(zheng)車(che)(che)、動力電池、智能(neng)系統(tong)、充換電裝備、運營、金(jin)融等單位制(zhi)定(ding)細分領域車(che)(che)輛選型(xing)、換電模式應用(yong)(yong)等團(tuan)體標準。[責任單位:市(shi)(shi)(shi)經信局市(shi)(shi)(shi)新(xin)經濟委(wei),市(shi)(shi)(shi)投促(cu)局、相關區(qu)(市(shi)(shi)(shi))縣政(zheng)府(管委(wei)會)、成都(dou)(dou)產業集團(tuan)、成都(dou)(dou)城(cheng)投集團(tuan)、成都(dou)(dou)交投集團(tuan)、成都(dou)(dou)興城(cheng)集團(tuan)、市(shi)(shi)(shi)公交集團(tuan)等市(shi)(shi)(shi)屬國(guo)企(qi)]

(三(san))促進產業穩鏈(lian)補(bu)鏈(lian)強(qiang)鏈(lian)。按照(zhao)“六個一批”要(yao)求,圍繞產(chan)(chan)業(ye)鏈(lian)薄弱和(he)核心器(qi)件(jian)缺失環節,大(da)力實(shi)施穩鏈(lian)補鏈(lian)強(qiang)(qiang)鏈(lian)行動。鼓(gu)(gu)(gu)勵整車企業(ye)在(zai)蓉舉辦(ban)供應(ying)(ying)(ying)商大(da)會(hui)(hui),聯動引入(ru)零部(bu)件(jian)供應(ying)(ying)(ying)商,支持相關零部(bu)件(jian)企業(ye)進(jin)入(ru)其供應(ying)(ying)(ying)體(ti)系。充(chong)分發(fa)揮(hui)成渝地(di)區雙城經(jing)濟圈(quan)汽車產(chan)(chan)業(ye)基礎優勢(shi),增強(qiang)(qiang)產(chan)(chan)業(ye)鏈(lian)供應(ying)(ying)(ying)鏈(lian)協同配套(tao)(tao)能力,促進(jin)產(chan)(chan)業(ye)鏈(lian)供應(ying)(ying)(ying)鏈(lian)互補互強(qiang)(qiang)和(he)集(ji)群發(fa)展。鼓(gu)(gu)(gu)勵支持產(chan)(chan)業(ye)聯盟(meng)建(jian)立(li)零部(bu)件(jian)推薦對接機(ji)制(zhi),鼓(gu)(gu)(gu)勵企業(ye)就近采購使(shi)用零部(bu)件(jian)。到2025年,推動公(gong)共領域(yu)電動化車輛本地(di)配套(tao)(tao)率達到70%,帶動產(chan)(chan)業(ye)整體(ti)配套(tao)(tao)率大(da)幅提(ti)升。[責任單位:市(shi)(shi)經(jing)信(xin)局(ju)市(shi)(shi)新(xin)經(jing)濟委(wei)、市(shi)(shi)投(tou)促局(ju),相關區(市(shi)(shi))縣政府(fu)(管委(wei)會(hui)(hui))、市(shi)(shi)公(gong)交集(ji)團等市(shi)(shi)屬國企]

(四)推進執(zhi)法執(zhi)勤和公務用車電動化。全市(shi)(shi)(shi)(shi)新增和(he)更新的執法執勤(qin)用(yong)車(che),新能源汽車(che)(含插(cha)電式混(hun)合動(dong)力(li)汽車(che)、純電動(dong)汽車(che)、氫燃料電池汽車(che),下同)有(you)適配(pei)車(che)型(xing)的全部(bu)采購(gou)新能源汽車(che)(責(ze)任單(dan)(dan)位:市(shi)(shi)(shi)(shi)紀委監委機關、市(shi)(shi)(shi)(shi)法院、市(shi)(shi)(shi)(shi)檢察(cha)院、市(shi)(shi)(shi)(shi)公安局(ju)(ju)、市(shi)(shi)(shi)(shi)司法局(ju)(ju)、市(shi)(shi)(shi)(shi)農業(ye)農村局(ju)(ju)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場監管局(ju)(ju)、市(shi)(shi)(shi)(shi)交通運輸局(ju)(ju)、市(shi)(shi)(shi)(shi)公園(yuan)城市(shi)(shi)(shi)(shi)局(ju)(ju),市(shi)(shi)(shi)(shi)財(cai)政(zheng)局(ju)(ju)負責(ze)指導把關)。全市(shi)(shi)(shi)(shi)黨政(zheng)機關及國有(you)企(qi)事業(ye)單(dan)(dan)位(含國有(you)控股企(qi)業(ye))新增和(he)更新的公務用(yong)車(che),新能源汽車(che)有(you)適配(pei)車(che)型(xing)的全部(bu)采購(gou)新能源汽車(che)(特(te)殊用(yong)途車(che)輛除(chu)外),公務出行優先使用(yong)新能源汽車(che)[責(ze)任單(dan)(dan)位:市(shi)(shi)(shi)(shi)機關事務局(ju)(ju)、市(shi)(shi)(shi)(shi)國資委,各區(市(shi)(shi)(shi)(shi))縣政(zheng)府(管委會)]。

(五)推(tui)動公共(gong)領域車輛全面電動化。全(quan)市(shi)(shi)(shi)(shi)(shi)新(xin)(xin)增和(he)(he)更(geng)新(xin)(xin)的公交車(che)(che)(che)(che)(che)、巡(xun)游(you)出(chu)租(zu)車(che)(che)(che)(che)(che)、網約車(che)(che)(che)(che)(che)、共(gong)享(xiang)汽車(che)(che)(che)(che)(che)、小型自(zi)(zi)動(dong)(dong)(dong)(dong)擋(dang)駕(jia)(jia)考駕(jia)(jia)培車(che)(che)(che)(che)(che)、環衛車(che)(che)(che)(che)(che)、城(cheng)市(shi)(shi)(shi)(shi)(shi)物流(liu)(liu)(liu)配送車(che)(che)(che)(che)(che)原則上(shang)全(quan)部使(shi)(shi)用(yong)(yong)純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)汽車(che)(che)(che)(che)(che)(或(huo)氫燃料電(dian)(dian)池汽車(che)(che)(che)(che)(che),下同),鼓(gu)(gu)勵(li)(li)引導租(zu)賃車(che)(che)(che)(che)(che)領域(yu)使(shi)(shi)用(yong)(yong)新(xin)(xin)能(neng)源汽車(che)(che)(che)(che)(che),推動(dong)(dong)(dong)(dong)中(zhong)短途客(ke)運(yun)(yun)、郵(you)政(zheng)快(kuai)遞、機場、城(cheng)建(jian)物流(liu)(liu)(liu)等(deng)(deng)領域(yu)車(che)(che)(che)(che)(che)輛(liang)電(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua),推動(dong)(dong)(dong)(dong)A級旅(lv)游(you)景(jing)(jing)區(qu)(qu)(qu)在新(xin)(xin)增和(he)(he)更(geng)新(xin)(xin)景(jing)(jing)區(qu)(qu)(qu)用(yong)(yong)車(che)(che)(che)(che)(che)時使(shi)(shi)用(yong)(yong)新(xin)(xin)能(neng)源汽車(che)(che)(che)(che)(che)。市(shi)(shi)(shi)(shi)(shi)、區(qu)(qu)(qu)(市(shi)(shi)(shi)(shi)(shi))縣(xian)兩級國(guo)有(you)企(qi)業新(xin)(xin)購置的建(jian)筑垃(la)圾(ji)和(he)(he)混凝(ning)土(tu)(tu)運(yun)(yun)輸(shu)(shu)(shu)車(che)(che)(che)(che)(che)全(quan)部使(shi)(shi)用(yong)(yong)純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)汽車(che)(che)(che)(che)(che),全(quan)市(shi)(shi)(shi)(shi)(shi)政(zheng)府性工程帶頭使(shi)(shi)用(yong)(yong)純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)建(jian)筑垃(la)圾(ji)和(he)(he)混凝(ning)土(tu)(tu)運(yun)(yun)輸(shu)(shu)(shu)車(che)(che)(che)(che)(che),并逐年(nian)提高電(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)使(shi)(shi)用(yong)(yong)率(lv),鼓(gu)(gu)勵(li)(li)本市(shi)(shi)(shi)(shi)(shi)范(fan)圍內(nei)新(xin)(xin)開工的其他工程優先使(shi)(shi)用(yong)(yong)純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)建(jian)筑垃(la)圾(ji)和(he)(he)混凝(ning)土(tu)(tu)運(yun)(yun)輸(shu)(shu)(shu)車(che)(che)(che)(che)(che)。到(dao)2025年(nian),巡(xun)游(you)出(chu)租(zu)車(che)(che)(che)(che)(che)、共(gong)享(xiang)汽車(che)(che)(che)(che)(che)、小型自(zi)(zi)動(dong)(dong)(dong)(dong)擋(dang)駕(jia)(jia)考車(che)(che)(che)(che)(che)電(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)比(bi)例達(da)100%,公交車(che)(che)(che)(che)(che)、城(cheng)市(shi)(shi)(shi)(shi)(shi)物流(liu)(liu)(liu)配送車(che)(che)(che)(che)(che)、小型自(zi)(zi)動(dong)(dong)(dong)(dong)擋(dang)駕(jia)(jia)培車(che)(che)(che)(che)(che)、環衛車(che)(che)(che)(che)(che)電(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)比(bi)例分別達(da)到(dao)90%、80%、70%、60%,純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)網約車(che)(che)(che)(che)(che)保有(you)量達(da)到(dao)9萬輛(liang),三環路(lu)以(yi)內(nei)純(chun)電(dian)(dian)動(dong)(dong)(dong)(dong)混凝(ning)土(tu)(tu)運(yun)(yun)輸(shu)(shu)(shu)車(che)(che)(che)(che)(che)使(shi)(shi)用(yong)(yong)比(bi)例達(da)到(dao)100%,成都(dou)繞城(cheng)高速以(yi)內(nei)城(cheng)市(shi)(shi)(shi)(shi)(shi)冷鏈物流(liu)(liu)(liu)配送車(che)(che)(che)(che)(che)和(he)(he)建(jian)筑垃(la)圾(ji)運(yun)(yun)輸(shu)(shu)(shu)車(che)(che)(che)(che)(che)電(dian)(dian)動(dong)(dong)(dong)(dong)化(hua)(hua)(hua)比(bi)例達(da)到(dao)100%。[責任單位(wei):市(shi)(shi)(shi)(shi)(shi)交通運(yun)(yun)輸(shu)(shu)(shu)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)城(cheng)管(guan)委、市(shi)(shi)(shi)(shi)(shi)住建(jian)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)國(guo)資委、市(shi)(shi)(shi)(shi)(shi)經信局(ju)(ju)(ju)市(shi)(shi)(shi)(shi)(shi)新(xin)(xin)經濟委、市(shi)(shi)(shi)(shi)(shi)文(wen)廣旅(lv)局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)公安局(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)郵(you)政(zheng)管(guan)理局(ju)(ju)(ju)、各(ge)區(qu)(qu)(qu)(市(shi)(shi)(shi)(shi)(shi))縣(xian)政(zheng)府(管(guan)委會),省機場集團、四川航空公司(si)、成都(dou)航空公司(si)、市(shi)(shi)(shi)(shi)(shi)公交集團等(deng)(deng)國(guo)有(you)企(qi)業]

(六)大力(li)促進新能源汽車消費。貫(guan)徹執行延續(xu)(xu)免(mian)征新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車車輛購(gou)置稅政(zheng)策,持(chi)續(xu)(xu)開(kai)展(zhan)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車下(xia)鄉活動(dong),支持(chi)舉辦汽(qi)(qi)(qi)車嘉年華(hua)等(deng)主題車展(zhan)活動(dong),鼓(gu)勵新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車生(sheng)產(chan)(chan)企(qi)(qi)業(ye)(ye)抱團(tuan)讓(rang)利,挖掘新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車消費潛力(li);支持(chi)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車生(sheng)產(chan)(chan)企(qi)(qi)業(ye)(ye)在蓉打造(zao)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車直銷(xiao)平臺,推進重點(dian)領域(yu)市(shi)屬國(guo)資運營(ying)主體(ti)與產(chan)(chan)業(ye)(ye)園(yuan)區合(he)作,在綠道(dao)、機(ji)場(chang)、軌(gui)道(dao)交通、車站等(deng)展(zhan)示平臺設立企(qi)(qi)業(ye)(ye)和(he)產(chan)(chan)品(pin)形(xing)象展(zhan)示窗口、消費體(ti)驗場(chang)景;加(jia)強宣傳引(yin)導,提高(gao)市(shi)民和(he)企(qi)(qi)業(ye)(ye)綠色(se)低碳意識,鼓(gu)勵購(gou)買使(shi)用(yong)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車;支持(chi)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車生(sheng)產(chan)(chan)企(qi)(qi)業(ye)(ye)聯動(dong)銷(xiao)售企(qi)(qi)業(ye)(ye)在大型(xing)購(gou)物(wu)中心(xin)、特色(se)步行街、機(ji)關(guan)、場(chang)鎮等(deng)場(chang)景開(kai)展(zhan)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)(qi)車展(zhan)示促(cu)銷(xiao)活動(dong)。[責任(ren)單位:市(shi)商(shang)務局(ju)、市(shi)經(jing)信局(ju)市(shi)新(xin)(xin)(xin)(xin)經(jing)濟(ji)委,市(shi)總工(gong)會(hui)(hui)、市(shi)機(ji)關(guan)事務局(ju)、各區(市(shi))縣政(zheng)府(管委會(hui)(hui))]

(八)加快(kuai)機關及企事業單位充電(dian)設施建設。市、區(qu)(市)縣、街道(鎮)黨政機(ji)(ji)關(guan)、公共(gong)(gong)機(ji)(ji)構、國(guo)有企業(ye)、事業(ye)單(dan)位(wei)等(deng)結合未來新能源汽(qi)車充電需求,規(gui)劃新能源汽(qi)車專用停(ting)車位(wei)(停(ting)車區(qu)域),通(tong)過自籌資(zi)金(jin)或與第(di)三方(fang)專業(ye)充電設施建(jian)設運(yun)營商(shang)合作等(deng)方(fang)式(shi)配建(jian)充電設施,并鼓勵(li)對(dui)外(wai)開(kai)放共(gong)(gong)享。到(dao)2025年(nian),具(ju)備建(jian)設條件的既有泊位(wei)充電設施配建(jian)比例不(bu)(bu)低于(yu)20%,鼓勵(li)對(dui)暫不(bu)(bu)具(ju)備建(jian)設條件的既有泊位(wei)進行各(ge)(ge)類升(sheng)級改(gai)造。[責(ze)任單(dan)位(wei):市機(ji)(ji)關(guan)事務局、市國(guo)資(zi)委(wei)、各(ge)(ge)區(qu)(市)縣政府(管委(wei)會)]

(十)提升居民小區和新建建筑物充電服(fu)務(wu)保(bao)障(zhang)能力。加快推進公租房(fang)小(xiao)(xiao)區(qu)(qu)(qu)及變配(pei)(pei)電(dian)(dian)(dian)(dian)容(rong)量受(shou)限的居民(min)小(xiao)(xiao)區(qu)(qu)(qu)按(an)照(zhao)“統建(jian)(jian)(jian)(jian)(jian)(jian)(jian)統管(guan)、有序(xu)充電(dian)(dian)(dian)(dian)”模式開展公用(yong)及自(zi)用(yong)充電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),到2025年,四(si)川天府新(xin)區(qu)(qu)(qu)、成(cheng)都高新(xin)區(qu)(qu)(qu)、錦江(jiang)區(qu)(qu)(qu)、青羊區(qu)(qu)(qu)、金牛(niu)區(qu)(qu)(qu)、武侯區(qu)(qu)(qu)、成(cheng)華區(qu)(qu)(qu)具備(bei)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)條件的公租房(fang)小(xiao)(xiao)區(qu)(qu)(qu)充電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)配(pei)(pei)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)比例達(da)到5%以上(shang),具備(bei)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)條件的居民(min)小(xiao)(xiao)區(qu)(qu)(qu)充電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)“能建(jian)(jian)(jian)(jian)(jian)(jian)(jian)盡建(jian)(jian)(jian)(jian)(jian)(jian)(jian)”[責任單位:市(shi)經(jing)(jing)信局(ju)(ju)市(shi)新(xin)經(jing)(jing)濟委(wei)(wei)、市(shi)住建(jian)(jian)(jian)(jian)(jian)(jian)(jian)局(ju)(ju)、市(shi)市(shi)場(chang)監(jian)管(guan)局(ju)(ju)、市(shi)應急局(ju)(ju)、市(shi)人防(fang)辦、市(shi)消(xiao)防(fang)救援支隊、各區(qu)(qu)(qu)(市(shi))縣政府(管(guan)委(wei)(wei)會)]。各類新(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑物及新(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)城市(shi)公共停(ting)車場(chang)須落實15%—25%充電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)配(pei)(pei)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)要求(qiu),新(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)住宅必須100%預留充電(dian)(dian)(dian)(dian)樁安裝條件;行業主管(guan)部門(men)出具建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)條件時,需明(ming)確相關(guan)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)標準和規范(fan)(fan),并將(jiang)充電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)配(pei)(pei)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)要求(qiu)納(na)入審圖范(fan)(fan)圍,建(jian)(jian)(jian)(jian)(jian)(jian)(jian)成(cheng)情(qing)況(kuang)納(na)入建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑工程(cheng)驗收范(fan)(fan)疇(責任單位:市(shi)住建(jian)(jian)(jian)(jian)(jian)(jian)(jian)局(ju)(ju)、市(shi)經(jing)(jing)信局(ju)(ju)市(shi)新(xin)經(jing)(jing)濟委(wei)(wei))。
