成都市促(cu)進(jin)新能源汽車產業發展實施意見
(征求意(yi)見稿)
為(wei)認(ren)真(zhen)貫徹落實《國務院辦公(gong)廳關(guan)于(yu)印發(fa)新能(neng)源(yuan)汽車產業發(fa)展規劃(2021—2035年)的通知》(國辦發(fa)〔2020〕39號(hao))和四(si)川省(sheng)人(ren)民(min)政府《關(guan)于(yu)印發(fa)四(si)川省(sheng)支持(chi)新能(neng)源(yuan)與智能(neng)汽車產業發(fa)展若干政策措施的通知》(川府發(fa)〔2020〕16號(hao)),促(cu)進我市新能(neng)源(yuan)汽車產業發(fa)展,制定本意(yi)見。
一、總體要求
(一)基本思路。以(yi)習近平(ping)新(xin)時代中國特(te)色(se)社會主(zhu)義(yi)思想為指導,立(li)足新(xin)發(fa)(fa)(fa)展(zhan)階段,完整、準確、全(quan)面貫徹新(xin)發(fa)(fa)(fa)展(zhan)理(li)念,搶抓成(cheng)渝地(di)區(qu)(qu)(qu)雙城經濟圈建設(she)(she)等重大機遇,以(yi)建設(she)(she)踐行(xing)(xing)新(xin)發(fa)(fa)(fa)展(zhan)理(li)念的(de)公園城市(shi)示范(fan)區(qu)(qu)(qu)為統領,以(yi)“三個(ge)做優做強”“四(si)大結(jie)構”優化調整為引(yin)領,堅持(chi)發(fa)(fa)(fa)揮政府(fu)作用與激(ji)發(fa)(fa)(fa)市(shi)場活力(li)相結(jie)合、需(xu)求側牽(qian)引(yin)與供給側改革(ge)相結(jie)合、激(ji)活存量(liang)與做優增量(liang)相結(jie)合,深(shen)入實施(shi)產(chan)業(ye)建圈強鏈行(xing)(xing)動,認(ren)真落實“電動四(si)川”行(xing)(xing)動計(ji)劃,促進(jin)汽車產(chan)業(ye)轉型升級(ji)和高質量(liang)發(fa)(fa)(fa)展(zhan),建設(she)(she)全(quan)國公共領域車輛(liang)全(quan)面電動化先行(xing)(xing)區(qu)(qu)(qu)示范(fan)城市(shi),加快打造全(quan)國重要的(de)新(xin)能(neng)源汽車研發(fa)(fa)(fa)制造基地(di)。
(二)主(zhu)要目(mu)標。到(dao)2025年,我市新(xin)能源(yuan)汽車(che)(che)產業競爭力明顯(xian)增強,產業規模(mo)突破(po)1500億元,產量(liang)達(da)到(dao)25萬(wan)輛(liang),產業整零比提(ti)高至1︰1,整車(che)(che)產能利用率、企業本地配套率分(fen)別提(ti)升至70%、50%以(yi)上。力爭新(xin)能源(yuan)汽車(che)(che)保(bao)有量(liang)達(da)到(dao)80萬(wan)輛(liang),公共領域車(che)(che)輛(liang)電(dian)動化比例達(da)到(dao)80%。建成各類充換電(dian)站3000座、充電(dian)樁16萬(wan)個。
二、重(zhong)點任務(wu)
(一(yi))提升(sheng)創新研發能力。引導(dao)支持(chi)整車(che)企業開展純電(dian)、氫燃料電(dian)池整車(che)集成(cheng)技術創(chuang)(chuang)新(xin)(xin),優(you)化(hua)整車(che)研發設計流程,突破多(duo)能(neng)源動(dong)(dong)力(li)系統(tong)(tong)、底盤一體(ti)化(hua)、車(che)身輕(qing)量化(hua)模塊化(hua)等關(guan)鍵(jian)核心技術,提高(gao)整車(che)綜(zong)合(he)性能(neng)。鼓(gu)勵引導(dao)整車(che)企業與(yu)國內(nei)國際相(xiang)關(guan)領域(yu)優(you)勢企業合(he)作研制新(xin)(xin)能(neng)源汽車(che)。鼓(gu)勵支持(chi)企業、高(gao)校、科研院所匯聚(ju)創(chuang)(chuang)新(xin)(xin)資(zi)源,在動(dong)(dong)力(li)電(dian)池與(yu)管(guan)理系統(tong)(tong)、驅動(dong)(dong)電(dian)機(ji)與(yu)電(dian)力(li)電(dian)子、車(che)規級芯片與(yu)智能(neng)傳(chuan)感器、軟件算法與(yu)操作系統(tong)(tong)等領域(yu)建設創(chuang)(chuang)新(xin)(xin)平臺和新(xin)(xin)型研發機(ji)構,提升自主創(chuang)(chuang)新(xin)(xin)和協(xie)同創(chuang)(chuang)新(xin)(xin)能(neng)力(li)。[責任單位:市經(jing)信局(ju)、市科技局(ju),相(xiang)關(guan)區(qu)(市)縣政府(管(guan)委會)]
(二)擴大整(zheng)車產銷規模(mo)。鼓勵引導(dao)傳統整(zheng)車企業(ye)緊跟市(shi)場(chang)趨勢(shi),搶抓細分領域市(shi)場(chang)電(dian)動化機遇(yu),調整(zheng)產(chan)(chan)品(pin)結(jie)構,導(dao)入高性能(neng)整(zheng)車平(ping)臺(tai),推出若(ruo)干(gan)具有(you)市(shi)場(chang)競爭力(li)的新車型,充分利(li)用(yong)(yong)現有(you)產(chan)(chan)能(neng)擴(kuo)大(da)新能(neng)源汽車生(sheng)產(chan)(chan)比例(li),提升(sheng)產(chan)(chan)能(neng)利(li)用(yong)(yong)率,擴(kuo)大(da)產(chan)(chan)銷(xiao)規(gui)模(mo)和(he)市(shi)場(chang)占有(you)率。支(zhi)持具有(you)較強資金(jin)實力(li)、技術創新和(he)經(jing)營管理能(neng)力(li)的優勢(shi)整(zheng)車企業(ye)在(zai)我市(shi)投資建(jian)設新能(neng)源整(zheng)車項(xiang)目。強化國(guo)有(you)平(ping)臺(tai)公司戰(zhan)略(lve)投入,探索通過兼并重組(zu)、股權投資等方式組(zu)建(jian)本地大(da)型汽車集(ji)(ji)團(tuan)。鼓勵支(zhi)持產(chan)(chan)業(ye)聯(lian)盟(meng)組(zu)織整(zheng)車、動力(li)電(dian)池、充換電(dian)裝備、智能(neng)系統、運營、金(jin)融等單(dan)位(wei)制定細分領域車輛(liang)選(xuan)型、換電(dian)模(mo)式應用(yong)(yong)等團(tuan)體標準。[責任(ren)單(dan)位(wei):市(shi)經(jing)信局,市(shi)投促局、相關區(市(shi))縣(xian)政府(管委會)、市(shi)公交集(ji)(ji)團(tuan)、成都產(chan)(chan)業(ye)集(ji)(ji)團(tuan)、成都城投集(ji)(ji)團(tuan)、成都交投集(ji)(ji)團(tuan)、成都興城集(ji)(ji)團(tuan)等市(shi)屬國(guo)企]
(三)做強產業鏈供應(ying)鏈。按照“六個一(yi)批(pi)”要求(qiu),圍繞產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈薄弱(ruo)和核(he)心器件缺失(shi)環節,大力實(shi)施強鏈補鏈行(xing)動。鼓勵本(ben)(ben)地(di)鏈主整(zheng)車企(qi)業(ye)(ye)(ye)(ye)在蓉舉辦供(gong)應商(shang)大會(hui),聯動引入(ru)零(ling)部(bu)件供(gong)應商(shang),支持本(ben)(ben)地(di)零(ling)部(bu)件企(qi)業(ye)(ye)(ye)(ye)進入(ru)其(qi)供(gong)應體(ti)(ti)系。依(yi)托成渝地(di)區雙城經濟圈300公(gong)里(li)配(pei)套半徑優勢,推(tui)動跨區域產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)協同合作,增強產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈供(gong)應鏈協同配(pei)套能力,促進產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈供(gong)應鏈集群(qun)發展。建立本(ben)(ben)地(di)造零(ling)部(bu)件推(tui)薦機制,鼓勵采(cai)購使用本(ben)(ben)地(di)造零(ling)部(bu)件,到(dao)2025年,推(tui)動公(gong)共領(ling)域電動化車輛配(pei)套率達到(dao)70%,帶動產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)整(zheng)體(ti)(ti)配(pei)套率大幅提升。[責任單位(wei):市(shi)經信局、市(shi)投促局,相(xiang)關區(市(shi))縣政府(管委會(hui)),市(shi)公(gong)交集團等市(shi)屬國企(qi)]
(四)完(wan)善產業生態體(ti)系。引進高精尖(jian)人才團隊(dui),促進新技(ji)術成果孵化應用,加快(kuai)建立以企業(ye)(ye)為主體、適應新能(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車與相關(guan)產(chan)(chan)業(ye)(ye)融合發展的人才培養使(shi)用機制(zhi),推(tui)進產(chan)(chan)學研深度合作。支持創(chuang)新新能(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車推(tui)廣(guang)模式,鼓勵國有平臺(tai)公司帶頭與新能(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車、動力電池等產(chan)(chan)業(ye)(ye)鏈上下游企業(ye)(ye)合作,批(pi)量購置新能(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車,采(cai)取租賃、車電分離(li)、換電、BOT等創(chuang)新商業(ye)(ye)模式助(zhu)力推(tui)廣(guang)。[責任單位:市(shi)(shi)經信局(ju),市(shi)(shi)人才辦、市(shi)(shi)國資委、市(shi)(shi)交(jiao)通運(yun)輸局(ju)、市(shi)(shi)機關(guan)事(shi)務(wu)局(ju)、市(shi)(shi)城(cheng)管委、市(shi)(shi)住建局(ju)、市(shi)(shi)公園城(cheng)市(shi)(shi)局(ju)、各區(市(shi)(shi))縣(xian)政府(管委會)]
(五)推進執法執勤(qin)和公務用車電(dian)動化。全(quan)市(shi)(shi)(shi)新(xin)(xin)(xin)增和更新(xin)(xin)(xin)的(de)執(zhi)法(fa)執(zhi)勤用(yong)(yong)車(che)(che),新(xin)(xin)(xin)能源(yuan)汽(qi)(qi)(qi)(qi)車(che)(che)(含插電式混合(he)動(dong)力(li)汽(qi)(qi)(qi)(qi)車(che)(che)、純電動(dong)汽(qi)(qi)(qi)(qi)車(che)(che)、氫(qing)燃(ran)料電池汽(qi)(qi)(qi)(qi)車(che)(che),下(xia)同)有(you)適配車(che)(che)型的(de)全(quan)部(bu)選配新(xin)(xin)(xin)能源(yuan)汽(qi)(qi)(qi)(qi)車(che)(che)(責任單位(wei):市(shi)(shi)(shi)紀委監(jian)委、市(shi)(shi)(shi)法(fa)院、市(shi)(shi)(shi)檢察院、市(shi)(shi)(shi)公(gong)安局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)司法(fa)局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)農業農村局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)管局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)交通運輸局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)公(gong)園城市(shi)(shi)(shi)局(ju)(ju)(ju)(ju),市(shi)(shi)(shi)財政局(ju)(ju)(ju)(ju)負責指導把關)。全(quan)市(shi)(shi)(shi)黨(dang)政機關及國(guo)有(you)企事(shi)業單位(wei)(含國(guo)企控股企業)新(xin)(xin)(xin)增和更新(xin)(xin)(xin)的(de)公(gong)務用(yong)(yong)車(che)(che),新(xin)(xin)(xin)能源(yuan)汽(qi)(qi)(qi)(qi)車(che)(che)有(you)適配車(che)(che)型的(de)全(quan)部(bu)采購新(xin)(xin)(xin)能源(yuan)汽(qi)(qi)(qi)(qi)車(che)(che)(特殊用(yong)(yong)途車(che)(che)輛除外),公(gong)務出行優(you)先使(shi)用(yong)(yong)新(xin)(xin)(xin)能源(yuan)汽(qi)(qi)(qi)(qi)車(che)(che)[責任單位(wei):市(shi)(shi)(shi)機關事(shi)務局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)國(guo)資委,各(ge)區(市(shi)(shi)(shi))縣政府(管委會)]。
(六)推進(jin)公共領域車輛全面電動(dong)化(hua)。全(quan)市(shi)(shi)(shi)新(xin)(xin)(xin)增和更(geng)新(xin)(xin)(xin)的(de)公交(jiao)車(che)(che)(che)(che)、巡(xun)游出(chu)租(zu)(zu)車(che)(che)(che)(che)、網約車(che)(che)(che)(che)、共享(xiang)汽(qi)(qi)車(che)(che)(che)(che)、駕(jia)考駕(jia)培(pei)車(che)(che)(che)(che)、環(huan)衛車(che)(che)(che)(che)、城(cheng)市(shi)(shi)(shi)物(wu)流配送車(che)(che)(che)(che)原則上(shang)全(quan)部為(wei)純電(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)(che)(che)(含氫(qing)燃料電(dian)(dian)(dian)池汽(qi)(qi)車(che)(che)(che)(che),下同(tong)),鼓(gu)勵(li)(li)引導(dao)租(zu)(zu)賃車(che)(che)(che)(che)使(shi)(shi)用(yong)新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)(che),推動(dong)(dong)(dong)中短途客(ke)運(yun)車(che)(che)(che)(che)輛電(dian)(dian)(dian)動(dong)(dong)(dong)化,推動(dong)(dong)(dong)A級旅(lv)游景區在新(xin)(xin)(xin)增和更(geng)新(xin)(xin)(xin)景區用(yong)車(che)(che)(che)(che)時使(shi)(shi)用(yong)新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)(che)。市(shi)(shi)(shi)、區(市(shi)(shi)(shi))縣(xian)兩級國有企(qi)(qi)業新(xin)(xin)(xin)購置的(de)建(jian)(jian)筑垃(la)(la)圾(ji)(ji)和混(hun)凝土(tu)(tu)運(yun)輸車(che)(che)(che)(che)全(quan)部為(wei)純電(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)(che)(che),全(quan)市(shi)(shi)(shi)政(zheng)府性工程(cheng)帶頭使(shi)(shi)用(yong)純電(dian)(dian)(dian)動(dong)(dong)(dong)建(jian)(jian)筑垃(la)(la)圾(ji)(ji)和混(hun)凝土(tu)(tu)運(yun)輸車(che)(che)(che)(che),并逐(zhu)年(nian)提高電(dian)(dian)(dian)動(dong)(dong)(dong)化使(shi)(shi)用(yong)率(lv),鼓(gu)勵(li)(li)本(ben)市(shi)(shi)(shi)范圍內(nei)新(xin)(xin)(xin)開工的(de)其他(ta)工程(cheng)優先使(shi)(shi)用(yong)純電(dian)(dian)(dian)動(dong)(dong)(dong)建(jian)(jian)筑垃(la)(la)圾(ji)(ji)和混(hun)凝土(tu)(tu)運(yun)輸車(che)(che)(che)(che)。到2025年(nian),公交(jiao)車(che)(che)(che)(che)、巡(xun)游出(chu)租(zu)(zu)車(che)(che)(che)(che)、共享(xiang)汽(qi)(qi)車(che)(che)(che)(che)、駕(jia)考車(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)(dong)化比(bi)例(li)(li)(li)達(da)100%,城(cheng)市(shi)(shi)(shi)物(wu)流配送車(che)(che)(che)(che)、駕(jia)培(pei)車(che)(che)(che)(che)、環(huan)衛車(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)(dong)化比(bi)例(li)(li)(li)分別(bie)達(da)到80%、70%、60%,純電(dian)(dian)(dian)動(dong)(dong)(dong)網約車(che)(che)(che)(che)保(bao)有量達(da)到8萬輛,三環(huan)路以(yi)內(nei)純電(dian)(dian)(dian)動(dong)(dong)(dong)混(hun)凝土(tu)(tu)運(yun)輸車(che)(che)(che)(che)使(shi)(shi)用(yong)比(bi)例(li)(li)(li)達(da)到100%,成都繞城(cheng)高速以(yi)內(nei)城(cheng)市(shi)(shi)(shi)冷鏈物(wu)流配送車(che)(che)(che)(che)和建(jian)(jian)筑垃(la)(la)圾(ji)(ji)運(yun)輸車(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)(dong)化比(bi)例(li)(li)(li)達(da)100%。[責任單(dan)位:市(shi)(shi)(shi)交(jiao)通運(yun)輸局(ju)、市(shi)(shi)(shi)城(cheng)管委、市(shi)(shi)(shi)住建(jian)(jian)局(ju)、市(shi)(shi)(shi)國資委、市(shi)(shi)(shi)經信局(ju)、市(shi)(shi)(shi)文廣(guang)旅(lv)局(ju)、市(shi)(shi)(shi)公安(an)局(ju)、各區(市(shi)(shi)(shi))縣(xian)政(zheng)府(管委會(hui)),市(shi)(shi)(shi)公交(jiao)集團等市(shi)(shi)(shi)屬國企(qi)(qi)]
(七)鼓勵私人(ren)領域(yu)車輛(liang)電動化。加強(qiang)宣(xuan)傳引導,提高(gao)市(shi)(shi)(shi)民(min)和企(qi)業(ye)綠色(se)低碳(tan)意識,鼓勵購買使用新能(neng)源汽(qi)車(che),支(zhi)持新能(neng)源汽(qi)車(che)生(sheng)產(chan)企(qi)業(ye)或(huo)銷(xiao)售企(qi)業(ye)在(zai)大型(xing)購物中心、商圈、特(te)色(se)步(bu)行街、機關、場(chang)鎮等場(chang)景開展(zhan)新能(neng)源汽(qi)車(che)展(zhan)示和促銷(xiao)活動,鼓勵各區(qu)(市(shi)(shi)(shi))縣制(zhi)定相關措施(責任單位(wei):市(shi)(shi)(shi)商務(wu)局)。加快推進公(gong)租房(fang)小(xiao)區(qu)及變配(pei)電(dian)(dian)(dian)容(rong)量(liang)受(shou)限的居民(min)小(xiao)區(qu)按照(zhao)“統(tong)建統(tong)管、有序充(chong)電(dian)(dian)(dian)”模式開展(zhan)公(gong)用及自用充(chong)電(dian)(dian)(dian)設(she)施建設(she),到2025年,四(si)川天府新區(qu)、成(cheng)都高(gao)新區(qu)、錦江區(qu)、青羊區(qu)、金牛區(qu)、武(wu)侯(hou)區(qu)、成(cheng)華區(qu)具備(bei)建設(she)條(tiao)件(jian)的公(gong)租房(fang)小(xiao)區(qu)充(chong)電(dian)(dian)(dian)設(she)施配(pei)建比例達(da)到5%以上,具備(bei)建設(she)條(tiao)件(jian)的居民(min)小(xiao)區(qu)充(chong)電(dian)(dian)(dian)設(she)施“能(neng)建盡建”。[責任單位(wei):市(shi)(shi)(shi)經信(xin)局、市(shi)(shi)(shi)住建局、市(shi)(shi)(shi)市(shi)(shi)(shi)場(chang)監管局、市(shi)(shi)(shi)應急局、市(shi)(shi)(shi)人防(fang)(fang)辦、市(shi)(shi)(shi)消(xiao)防(fang)(fang)救援支(zhi)隊、各區(qu)(市(shi)(shi)(shi))縣政府(管委會)]
(八(ba))推(tui)進機關及企事業單(dan)位(wei)充電設施建設。市、區(市)縣(xian)、街(jie)道(dao)(鄉鎮)黨政(zheng)機關、公共機構、國有企業、事業單(dan)位(wei)等(deng)結(jie)合(he)未來新能(neng)源(yuan)汽車充電(dian)(dian)需求(qiu),規劃(hua)新能(neng)源(yuan)汽車專(zhuan)(zhuan)用停車位(wei)(停車區域),通過自籌資金(jin)或與引入第三方專(zhuan)(zhuan)業充電(dian)(dian)設(she)施(shi)建設(she)運營商合(he)作(zuo)等(deng)配建充電(dian)(dian)設(she)施(shi),并鼓(gu)勵對(dui)外(wai)開放共享,到(dao)2025年,具備建設(she)條(tiao)件的既有泊位(wei)充電(dian)(dian)設(she)施(shi)配建比例不低于20%,鼓(gu)勵對(dui)暫不具備建設(she)條(tiao)件的既有泊位(wei)進行(xing)各(ge)類升級改造(zao)。[責任單(dan)位(wei):市機關事務局、市國資委、各(ge)區(市)縣(xian)政(zheng)府(fu)(管委會(hui))]

(十)嚴格落實新建(jian)(jian)建(jian)(jian)筑配(pei)建(jian)(jian)充電樁比例要求(qiu)。出臺建(jian)(jian)(jian)(jian)(jian)筑物配建(jian)(jian)(jian)(jian)(jian)充(chong)電樁建(jian)(jian)(jian)(jian)(jian)設相關技(ji)術規(gui)范,各類新建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑物及新建(jian)(jian)(jian)(jian)(jian)城(cheng)市公共(gong)停車(che)場須(xu)(xu)落實15%—25%充(chong)電設施配建(jian)(jian)(jian)(jian)(jian)要求,新建(jian)(jian)(jian)(jian)(jian)住(zhu)宅必須(xu)(xu)100%預留充(chong)電樁安裝條(tiao)件;出具建(jian)(jian)(jian)(jian)(jian)設條(tiao)件需明確相關建(jian)(jian)(jian)(jian)(jian)設標(biao)準和規(gui)范,并將充(chong)電設施配建(jian)(jian)(jian)(jian)(jian)要求納入(ru)審(shen)圖范圍,建(jian)(jian)(jian)(jian)(jian)成情況納入(ru)建(jian)(jian)(jian)(jian)(jian)筑工程(cheng)驗收范疇(chou)。(責任單位:市住(zhu)建(jian)(jian)(jian)(jian)(jian)局、市經信局)
