工業和信息化部:2022年汽車標準(zhun)化工作要點(dian)
2022年汽(qi)車(che)(che)標準化(hua)工作(zuo)堅(jian)持以習近平新(xin)時(shi)代中國特色(se)社會(hui)主義思想為指導,全面貫(guan)徹黨的十九(jiu)大和(he)十九(jiu)屆歷次全會(hui)精(jing)神(shen),立足(zu)新(xin)發(fa)展(zhan)階段,完(wan)整、準確、全面貫(guan)徹新(xin)發(fa)展(zhan)理念,按照(zhao)《國家標準化(hua)發(fa)展(zhan)綱(gang)要》《新(xin)能源汽(qi)車(che)(che)產業(ye)發(fa)展(zhan)規劃(2021—2035年)》等文件要求,緊(jin)貼汽(qi)車(che)(che)技(ji)術(shu)發(fa)展(zhan)趨(qu)勢和(he)行業(ye)實(shi)際需求,踐行使(shi)命擔當,奮力開(kai)創汽(qi)車(che)(che)標準化(hua)工作(zuo)新(xin)局面,為汽(qi)車(che)(che)產業(ye)高質量(liang)發(fa)展(zhan)提供堅(jian)實(shi)支(zhi)撐(cheng)。
一、持續完(wan)善標準頂(ding)層設計,加強各方統籌協調
1.健全完善汽車技(ji)術標(biao)準體系。進一步優化汽車行業(ye)“十四五”技術標(biao)(biao)準(zhun)體(ti)系,持續(xu)完善新能(neng)(neng)源汽車、智能(neng)(neng)網(wang)(wang)聯(lian)汽車等重點領域標(biao)(biao)準(zhun)體(ti)系建設指(zhi)南,研(yan)究制(zhi)定智能(neng)(neng)網(wang)(wang)聯(lian)汽車測試裝(zhuang)備標(biao)(biao)準(zhun)體(ti)系,加(jia)快構(gou)建汽車芯片標(biao)(biao)準(zhun)體(ti)系。
2.統籌推進汽車標準化工作。高(gao)度重(zhong)(zhong)視汽(qi)車(che)標(biao)準的(de)交(jiao)叉融合問(wen)題,推動(dong)(dong)建(jian)立跨行業跨領域工(gong)作(zuo)協同(tong)機制(zhi),進(jin)一步強化行業協同(tong)、上(shang)下聯動(dong)(dong),大力推動(dong)(dong)電(dian)動(dong)(dong)汽(qi)車(che)充電(dian)、汽(qi)車(che)芯片、智能(neng)網聯汽(qi)車(che)等重(zhong)(zhong)點領域標(biao)準的(de)統籌協調,不斷(duan)提(ti)升標(biao)準工(gong)作(zuo)開放(fang)性和透明(ming)度。
3.強化標準全生命周期管(guan)理。加強(qiang)標準(zhun)技術來源(yuan)和行業需(xu)求(qiu)研究,鼓(gu)勵(li)行業機構、業界(jie)企業、社會公(gong)眾等(deng)提出(chu)標準(zhun)需(xu)要和意見建議(yi);持續(xu)加大標準(zhun)宣貫(guan)的廣度(du)和深(shen)度(du),通過深(shen)度(du)解(jie)讀(du)標準(zhun)內(nei)容和要求(qiu)支(zhi)撐做好貫(guan)徹實施(shi)工作(zuo);開展重點標準(zhun)實施(shi)效果階段性評估(gu),立足我(wo)國政府管理及產(chan)業發(fa)展趨勢持續(xu)提升標準(zhun)質量水平。
二、加快新興領域標準研(yan)制(zhi),助力產業轉型升級

)(dong)(dong)(dong)(dong)汽(qi)車(che)(che)(che)(che)(che)傳導(dao)充電(dian)(dian)(dian)(dian)(dian)連接裝置等(deng)系(xi)(xi)(xi)列標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)修(xiu)訂(ding)發(fa)布。
5.智能網聯汽車領域。開(kai)展(zhan)汽(qi)車(che)軟件(jian)在線(xian)升級管(guan)理試(shi)點,組織信息(xi)安全管(guan)理系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)試(shi)行驗(yan)(yan)證(zheng),完(wan)(wan)(wan)成(cheng)軟件(jian)升級、整(zheng)車(che)信息(xi)安全和自動駕(jia)駛(shi)數(shu)(shu)(shu)據記(ji)錄系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)(deng)強(qiang)制(zhi)性國家標(biao)準(zhun)(zhun)(zhun)(zhun)的(de)審(shen)查與報批。推(tui)(tui)動智(zhi)(zhi)能(neng)網聯(lian)(lian)汽(qi)車(che)自動駕(jia)駛(shi)功(gong)能(neng)要求、設(she)(she)計運行條(tiao)件(jian)及車(che)載(zai)定(ding)位系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)(deng)L3及以上通(tong)用要求類(lei)標(biao)準(zhun)(zhun)(zhun)(zhun)草(cao)案(an)編制(zhi),完(wan)(wan)(wan)成(cheng)封閉(bi)場地(di)、實際道路(lu)及模擬仿真等(deng)(deng)試(shi)驗(yan)(yan)方法類(lei)標(biao)準(zhun)(zhun)(zhun)(zhun)的(de)制(zhi)定(ding)發布,面向L2級組合駕(jia)駛(shi)輔助系(xi)(xi)(xi)(xi)統(tong)(tong)開(kai)展(zhan)標(biao)準(zhun)(zhun)(zhun)(zhun)驗(yan)(yan)證(zheng)試(shi)驗(yan)(yan),有力(li)支撐智(zhi)(zhi)能(neng)網聯(lian)(lian)汽(qi)車(che)企業及產(chan)品準(zhun)(zhun)(zhun)(zhun)入管(guan)理工作(zuo)。加快推(tui)(tui)進(jin)信息(xi)安全工程、應(ying)急響應(ying)、數(shu)(shu)(shu)據通(tong)用要求、車(che)載(zai)診斷接口、數(shu)(shu)(shu)字(zi)證(zheng)書及密(mi)碼應(ying)用等(deng)(deng)安全保(bao)障類(lei)重點標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定(ding),進(jin)一步強(qiang)化智(zhi)(zhi)能(neng)網聯(lian)(lian)汽(qi)車(che)信息(xi)安全、網絡安全保(bao)障體(ti)系(xi)(xi)(xi)(xi)建設(she)(she)。優化完(wan)(wan)(wan)善車(che)輛網聯(lian)(lian)功(gong)能(neng)技術標(biao)準(zhun)(zhun)(zhun)(zhun)子體(ti)系(xi)(xi)(xi)(xi),推(tui)(tui)進(jin)基(ji)于LTE-V2X的(de)車(che)載(zai)信息(xi)交(jiao)互(hu)系(xi)(xi)(xi)(xi)統(tong)(tong)、基(ji)于網聯(lian)(lian)功(gong)能(neng)的(de)汽(qi)車(che)安全預(yu)警(jing)場景應(ying)用以及相(xiang)應(ying)交(jiao)互(hu)接口規范等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)的(de)研究和立(li)項,協同推(tui)(tui)動智(zhi)(zhi)慧城市(shi)網聯(lian)(lian)基(ji)礎設(she)(she)施(shi)相(xiang)關(guan)標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定(ding),支撐智(zhi)(zhi)能(neng)網聯(lian)(lian)汽(qi)車(che)與智(zhi)(zhi)慧城市(shi)基(ji)礎設(she)(she)施(shi)、智(zhi)(zhi)能(neng)交(jiao)通(tong)系(xi)(xi)(xi)(xi)統(tong)(tong)、大數(shu)(shu)(shu)據平臺等(deng)(deng)的(de)互(hu)通(tong)互(hu)聯(lian)(lian)。分階段完(wan)(wan)(wan)成(cheng)智(zhi)(zhi)能(neng)網聯(lian)(lian)汽(qi)車(che)操作(zuo)系(xi)(xi)(xi)(xi)統(tong)(tong)系(xi)(xi)(xi)(xi)列標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定(ding),開(kai)展(zhan)符合我國交(jiao)通(tong)特(te)征的(de)測(ce)試(shi)設(she)(she)備等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)研制(zhi)工作(zuo)。
6.汽車電子領(ling)域。完成(cheng)無(wu)線通(tong)信終(zhong)端、毫米波雷(lei)達(da)、主(zhu)/被(bei)動紅外(wai)等(deng)(deng)關鍵系(xi)(xi)(xi)統(tong)部件標(biao)準(zhun)審查和報批(pi),加快推(tui)進(jin)免提通(tong)話和語音交互標(biao)準(zhun)制定(ding),啟動車(che)(che)載(zai)(zai)事故緊(jin)急呼(hu)叫系(xi)(xi)(xi)統(tong)、車(che)(che)載(zai)(zai)衛星定(ding)位系(xi)(xi)(xi)統(tong)、抬頭顯示系(xi)(xi)(xi)統(tong)、激光雷(lei)達(da)等(deng)(deng)標(biao)準(zhun)研制立項,滿足不斷增長的(de)車(che)(che)載(zai)(zai)電子系(xi)(xi)(xi)統(tong)標(biao)準(zhun)需求。推(tui)進(jin)整(zheng)車(che)(che)及(ji)(ji)零部件電磁(ci)兼容基礎通(tong)用標(biao)準(zhun)修訂立項,啟動整(zheng)車(che)(che)天線系(xi)(xi)(xi)統(tong)射頻性能(neng)(neng)評價、整(zheng)車(che)(che)輻射發(fa)射限值(zhi)、人(ren)體(ti)(ti)電磁(ci)曝露(lu)、車(che)(che)輛雷(lei)電效應和整(zheng)車(che)(che)天線系(xi)(xi)(xi)統(tong)通(tong)信性能(neng)(neng)等(deng)(deng)標(biao)準(zhun)預研。完成(cheng)車(che)(che)輛預期(qi)功(gong)能(neng)(neng)安全(quan)、車(che)(che)輛功(gong)能(neng)(neng)安全(quan)審核(he)及(ji)(ji)評估方法、電動汽車(che)(che)用驅動電機系(xi)(xi)(xi)統(tong)功(gong)能(neng)(neng)安全(quan)等(deng)(deng)標(biao)準(zhun)制定(ding),進(jin)一步完善功(gong)能(neng)(neng)安全(quan)與預期(qi)功(gong)能(neng)(neng)安全(quan)標(biao)準(zhun)體(ti)(ti)系(xi)(xi)(xi)。
7.汽車(che)芯(xin)片(pian)領域(yu)。開(kai)展汽(qi)車(che)企業(ye)芯(xin)(xin)片需求及汽(qi)車(che)芯(xin)(xin)片產業(ye)技術能(neng)力(li)調研(yan),聯(lian)(lian)合集成電(dian)路、半(ban)導體器件等(deng)(deng)關聯(lian)(lian)行業(ye)研(yan)究發(fa)布汽(qi)車(che)芯(xin)(xin)片標(biao)準(zhun)(zhun)體系(xi)。推進MCU控制芯(xin)(xin)片、感知(zhi)芯(xin)(xin)片、通信芯(xin)(xin)片、存儲芯(xin)(xin)片、安(an)全(quan)芯(xin)(xin)片、計(ji)算芯(xin)(xin)片和新能(neng)源(yuan)汽(qi)車(che)專(zhuan)用芯(xin)(xin)片等(deng)(deng)標(biao)準(zhun)(zhun)研(yan)究和立項。啟動汽(qi)車(che)芯(xin)(xin)片功能(neng)安(an)全(quan)、信息安(an)全(quan)、環境可靠性、電(dian)磁兼容性等(deng)(deng)通用規范標(biao)準(zhun)(zhun)預研(yan)。
三、強化綠(lv)色(se)技術標準引領(ling),支撐雙(shuang)碳目標實現(xian)
8.能(neng)源消耗量領域。完成(cheng)輕(qing)型(xing)(xing)、重型(xing)(xing)商用車(che)(che)第四階(jie)段燃料消(xiao)耗(hao)量(liang)限(xian)值(zhi)標(biao)準征求意(yi)見,加快推進乘用車(che)(che)第六階(jie)段燃料消(xiao)耗(hao)量(liang)、電(dian)動(dong)汽車(che)(che)能(neng)量(liang)消(xiao)耗(hao)量(liang)限(xian)值(zhi)標(biao)準制定。開展高效電(dian)機等乘用車(che)(che)循(xun)環(huan)外技術裝置評價方(fang)法標(biao)準研(yan)(yan)究,啟(qi)動(dong)乘用車(che)(che)道路行駛(shi)能(neng)源消(xiao)耗(hao)量(liang)監(jian)測規范(fan)標(biao)準預研(yan)(yan)。完成(cheng)輕(qing)型(xing)(xing)汽柴油車(che)(che)、可外接充電(dian)式(shi)混合動(dong)力電(dian)動(dong)汽車(che)(che)和純電(dian)動(dong)汽車(che)(che)能(neng)源消(xiao)耗(hao)量(liang)標(biao)識標(biao)準審查和報批(pi)。
9.碳排(pai)放領域。開(kai)展道路車輛(liang)溫(wen)室氣(qi)體管理(li)通(tong)用要求、術語定義、碳(tan)中和實施指南等基(ji)礎通(tong)用標準(zhun)研(yan)究(jiu)和立項。推進(jin)車輛(liang)生產(chan)企業及產(chan)品碳(tan)排放及核算辦法(fa)相關(guan)標準(zhun)研(yan)究(jiu)和立項。啟動(dong)汽車產(chan)品碳(tan)足跡標識、電動(dong)汽車行駛條件溫(wen)室氣(qi)體碳(tan)減排評估方(fang)法(fa)標準(zhun)預研(yan)。
四(si)、完善整(zheng)車基礎相關標(biao)準,夯實質量提(ti)升基礎

11.傳(chuan)統整車領域。圍繞自卸半掛(gua)車(che)(che)(che)(che)欄板高度、45英尺(chi)集裝箱列(lie)(lie)(lie)車(che)(che)(che)(che)長度等(deng)內(nei)容進行(xing)調(diao)研(yan),適時啟動(dong)GB 1589《汽車(che)(che)(che)(che)、掛(gua)車(che)(che)(che)(che)及汽車(che)(che)(che)(che)列(lie)(lie)(lie)車(che)(che)(che)(che)外(wai)廓尺(chi)寸、 軸(zhou)荷及質(zhi)量限(xian)值》標(biao)(biao)準(zhun)(zhun)(zhun)修(xiu)(xiu)訂工(gong)作(zuo)。配合GB7258《機(ji)動(dong)車(che)(che)(che)(che)運行(xing)安全技術(shu)條件(jian)》標(biao)(biao)準(zhun)(zhun)(zhun)修(xiu)(xiu)訂,啟動(dong)空氣(qi)懸架車(che)(che)(che)(che)輛(liang)評(ping)價、提升橋車(che)(che)(che)(che)輛(liang)技術(shu)要求等(deng)支撐性標(biao)(biao)準(zhun)(zhun)(zhun)的研(yan)制(zhi)。加(jia)快推進汽車(che)(che)(che)(che)列(lie)(lie)(lie)車(che)(che)(che)(che)性能要求和試驗方法標(biao)(biao)準(zhun)(zhun)(zhun)修(xiu)(xiu)訂,開展主掛(gua)自動(dong)連接(jie)、連接(jie)裝置強度、貨物(wu)隔(ge)離裝置及系固點等(deng)標(biao)(biao)準(zhun)(zhun)(zhun)預研(yan)。開展3.5t以(yi)下(xia)輕(qing)型掛(gua)車(che)(che)(che)(che)標(biao)(biao)準(zhun)(zhun)(zhun)體系研(yan)究,根據行(xing)業需求開展相關標(biao)(biao)準(zhun)(zhun)(zhun)制(zhi)修(xiu)(xiu)訂。推進車(che)(che)(che)(che)輛(liang)操控(kong)、主動(dong)降(jiang)噪、結構(gou)耐(nai)久、車(che)(che)(che)(che)內(nei)外(wai)提示音等(deng)方面標(biao)(biao)準(zhun)(zhun)(zhun)預研(yan)。
12.零部件(jian)領域。推進空氣懸架、推力桿、高度控制閥、自動(dong)變速器、電子輔助轉向系統(tong)(EPS)、多(duo)種類型傳感器、執行器和控制器等關鍵零部件標(biao)準研究與制修(xiu)訂。開展新型塑料(liao)及復合材料(liao)的(de)車輛(liang)零部件質量標(biao)準研究制定。加快壓縮天然(ran)氣(CNG)汽(qi)車35MPa壓力關鍵部件等標(biao)準升級。
五、全面深化(hua)國際(ji)交流(liu)合(he)作,提高對外(wai)開放水平
13.加強(qiang)全球技(ji)術法(fa)規制定協(xie)調。全面跟(gen)蹤聯(lian)合國世界(jie)車(che)(che)輛(liang)協(xie)調論壇(WP.29)動態及(ji)趨勢,切實履行《1998年協(xie)定書》締(di)約國義務及(ji)自動駕(jia)(jia)駛(shi)與網(wang)聯(lian)車(che)(che)輛(liang)工(gong)(gong)作組(zu)、電(dian)動汽車(che)(che)安全工(gong)(gong)作小組(zu)副主席(xi)等(deng)職責,牽頭(tou)先(xian)進(jin)駕(jia)(jia)駛(shi)輔助系(xi)統(tong)部件(jian)、自動駕(jia)(jia)駛(shi)功能要(yao)求、自動駕(jia)(jia)駛(shi)測評(ping)方法、數據(ju)記錄系(xi)統(tong)、電(dian)動汽車(che)(che)安全、氫燃料(liao)電(dian)池車(che)(che)輛(liang)安全、車(che)(che)載電(dian)池耐久性等(deng)重點法規(gui)(gui)項(xiang)(xiang)目規(gui)(gui)劃與研(yan)制工(gong)(gong)作,適(shi)時提出中國提案。推動1-2項(xiang)(xiang)中國標準進(jin)入全球技術法規(gui)(gui)候(hou)選(xuan)綱要(yao),持續(xu)提升國際法規(gui)(gui)協(xie)調工(gong)(gong)作的參與度與貢獻度。
14.深(shen)度(du)參與(yu)國際技(ji)術標準(zhun)制定。切實履(lv)行國(guo)(guo)際(ji)(ji)標(biao)準(zhun)化(hua)組織道路車(che)(che)輛委員會(ISO/TC22)自(zi)(zi)動(dong)駕(jia)駛測(ce)試(shi)場(chang)景(jing)、車(che)(che)載雷(lei)達特別工作(zuo)組召集人以及國(guo)(guo)際(ji)(ji)電(dian)(dian)工委員會電(dian)(dian)動(dong)車(che)(che)輛電(dian)(dian)能(neng)(neng)傳(chuan)輸系(xi)統(tong)委員會(IEC/TC69)等(deng)相關國(guo)(guo)際(ji)(ji)標(biao)準(zhun)項目負責人職責,加(jia)快(kuai)推(tui)進自(zi)(zi)動(dong)駕(jia)駛測(ce)試(shi)場(chang)景(jing)、車(che)(che)載毫米波(bo)雷(lei)達探測(ce)性(xing)能(neng)(neng)評價、動(dong)力蓄電(dian)(dian)池系(xi)統(tong)功能(neng)(neng)安全(quan)、汽(qi)車(che)(che)電(dian)(dian)子(zi)/電(dian)(dian)氣部件(jian)傳(chuan)導騷(sao)擾試(shi)驗方法等(deng)國(guo)(guo)際(ji)(ji)標(biao)準(zhun)研究,重(zhong)點推(tui)動(dong)乘用車(che)(che)外(wai)部保護(hu)、負壓救(jiu)護(hu)車(che)(che)、安全(quan)玻(bo)璃(li)、燃料(liao)電(dian)(dian)池汽(qi)車(che)(che)低溫冷啟動(dong)及最高速度等(deng)國(guo)(guo)際(ji)(ji)標(biao)準(zhun)立項并新(xin)建1-2個(ge)國(guo)(guo)際(ji)(ji)標(biao)準(zhun)工作(zuo)組,持續提升中國(guo)(guo)標(biao)準(zhun)國(guo)(guo)際(ji)(ji)化(hua)影響力。
