為貫徹(che)落(luo)實《國務院辦公廳轉發(fa)(fa)(fa)國家(jia)發(fa)(fa)(fa)展改革委(wei)(wei)關于恢復和(he)(he)擴大消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)措(cuo)(cuo)施的(de)(de)通知》(國辦函〔2023〕70號(hao))和(he)(he)《四川省人民政府辦公廳轉發(fa)(fa)(fa)省發(fa)(fa)(fa)展改革委(wei)(wei)〈關于恢復和(he)(he)擴大消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)的(de)(de)若干(gan)措(cuo)(cuo)施〉的(de)(de)通知》(川辦發(fa)(fa)(fa)〔2023〕40號(hao))精(jing)神,深(shen)入實施擴大內需(xu)戰略(lve),進一步提振消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)信心、釋放消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)潛力、激發(fa)(fa)(fa)消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)活力,切實發(fa)(fa)(fa)揮(hui)消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)對經濟發(fa)(fa)(fa)展的(de)(de)基礎性作用,結合我市實際(ji),現就持續(xu)恢復和(he)(he)擴大消(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)提出如下措(cuo)(cuo)施。
一、大力(li)支持汽車(che)消費
(一)推(tui)動(dong)新能源汽車消費(fei)。結合“百城聯動”汽(qi)(qi)(qi)車(che)(che)節、“千縣(xian)(xian)(xian)萬鎮”新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)消費季以及(ji)新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)“天府(fu)行(xing)”“五(wu)進”和(he)新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)下(xia)鄉(xiang)等開展(zhan)系列(lie)汽(qi)(qi)(qi)車(che)(che)展(zhan)銷活(huo)動。推(tui)動公共領域(yu)全面電(dian)(dian)動化,加大公交、出(chu)(chu)租、環(huan)(huan)衛、物流配(pei)送等公共領域(yu)新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)推(tui)廣使用(yong)(yong)(yong)力度,新(xin)增或(huo)更新(xin)的政(zheng)府(fu)機關公務(wu)用(yong)(yong)(yong)車(che)(che)(不(bu)含(han)執(zhi)(zhi)(zhi)法(fa)執(zhi)(zhi)(zhi)勤(qin)及(ji)特(te)種專業技術用(yong)(yong)(yong)車(che)(che))原則上采用(yong)(yong)(yong)新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)。推(tui)動居(ju)住區(qu)(qu)內(nei)公共充換電(dian)(dian)設(she)施用(yong)(yong)(yong)電(dian)(dian)執(zhi)(zhi)(zhi)行(xing)居(ju)民(min)電(dian)(dian)價(jia),研究對執(zhi)(zhi)(zhi)行(xing)工商業電(dian)(dian)價(jia)的充換電(dian)(dian)設(she)施用(yong)(yong)(yong)電(dian)(dian)執(zhi)(zhi)(zhi)行(xing)峰(feng)谷分(fen)時電(dian)(dian)價(jia)政(zheng)策,全面推(tui)行(xing)充電(dian)(dian)樁(zhuang)單獨裝表(biao)入戶。落實(shi)新(xin)能(neng)源(yuan)汽(qi)(qi)(qi)車(che)(che)車(che)(che)輛購置稅減免(mian)政(zheng)策。〔責任(ren)單位:市(shi)商務(wu)局(ju)(ju)(ju),市(shi)發展(zhan)改(gai)革委、市(shi)經濟(ji)和(he)信息化局(ju)(ju)(ju)、市(shi)財政(zheng)局(ju)(ju)(ju)、市(shi)生(sheng)態環(huan)(huan)境(jing)局(ju)(ju)(ju)、市(shi)住房城鄉(xiang)建設(she)局(ju)(ju)(ju)、市(shi)交通運輸局(ju)(ju)(ju)、市(shi)機關事務(wu)管(guan)理局(ju)(ju)(ju)、市(shi)稅務(wu)局(ju)(ju)(ju),各縣(xian)(xian)(xian)(市(shi)、區(qu)(qu))人民(min)政(zheng)府(fu),內(nei)江(jiang)經開區(qu)(qu)、內(nei)江(jiang)高(gao)新(xin)區(qu)(qu)管(guan)委會(hui)。逗號前為(wei)牽(qian)頭單位,下(xia)同;以下(xia)措施均(jun)需(xu)各縣(xian)(xian)(xian)(市(shi)、區(qu)(qu))人民(min)政(zheng)府(fu)、內(nei)江(jiang)經開區(qu)(qu)、內(nei)江(jiang)高(gao)新(xin)區(qu)(qu)管(guan)委會(hui)落實(shi),不(bu)再列(lie)出(chu)(chu)〕
(二(er))促進老舊汽車更新消費。支(zhi)持各縣(市(shi)(shi)(shi)(shi)(shi)、區)對購買新車(che)(che)(che)、二(er)手(shou)車(che)(che)(che)置換(huan)新車(che)(che)(che)和報廢舊車(che)(che)(che)購買新車(che)(che)(che)給予補貼(tie),新能(neng)源汽車(che)(che)(che)的購車(che)(che)(che)補貼(tie)適當高(gao)于傳統燃(ran)油汽車(che)(che)(che)。落實取消二(er)手(shou)車(che)(che)(che)限遷(qian)、便(bian)利(li)(li)二(er)手(shou)車(che)(che)(che)交易(yi)登記等政(zheng)策措施,實行二(er)手(shou)小(xiao)客車(che)(che)(che)轉讓登記“一證通(tong)辦(ban)”。鼓(gu)勵汽車(che)(che)(che)領(ling)域(yu)非保密、非隱私信息向社會開(kai)放,提高(gao)二(er)手(shou)車(che)(che)(che)市(shi)(shi)(shi)(shi)(shi)場(chang)交易(yi)信息透明度、便(bian)利(li)(li)度。(責任單位:市(shi)(shi)(shi)(shi)(shi)商務局(ju)(ju),市(shi)(shi)(shi)(shi)(shi)經濟和信息化(hua)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)公安局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)財政(zheng)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)場(chang)監管局(ju)(ju))
(三)加快汽車配套(tao)設(she)(she)施建設(she)(she)。積極推(tui)進綠色出行(xing)“續航工程”,及時更新內江(jiang)市充電(dian)(dian)(dian)基(ji)礎設(she)(she)施(shi)(shi)專項規劃(hua),重點推(tui)進居(ju)(ju)住(zhu)小區(qu)(qu)(qu)(qu)、辦(ban)公(gong)區(qu)(qu)(qu)(qu)、商業(ye)中(zhong)心、工業(ye)園區(qu)(qu)(qu)(qu)、休閑中(zhong)心等(deng)充電(dian)(dian)(dian)基(ji)礎設(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)。將充電(dian)(dian)(dian)樁(zhuang)建(jian)(jian)(jian)設(she)(she)納入(ru)老(lao)舊(jiu)社(she)區(qu)(qu)(qu)(qu)改(gai)(gai)造范圍(wei),對居(ju)(ju)民有改(gai)(gai)造意(yi)愿且(qie)有條件(jian)的(de)老(lao)舊(jiu)社(she)區(qu)(qu)(qu)(qu)進行(xing)配(pei)(pei)建(jian)(jian)(jian),其他社(she)區(qu)(qu)(qu)(qu)采取片區(qu)(qu)(qu)(qu)式、相對集中(zhong)、就近建(jian)(jian)(jian)設(she)(she)等(deng)方式配(pei)(pei)建(jian)(jian)(jian)公(gong)共充電(dian)(dian)(dian)設(she)(she)施(shi)(shi),新建(jian)(jian)(jian)居(ju)(ju)住(zhu)社(she)區(qu)(qu)(qu)(qu)固定車(che)位100%預留(liu)充電(dian)(dian)(dian)基(ji)礎設(she)(she)施(shi)(shi)安裝條件(jian)和配(pei)(pei)變(bian)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)增容空間,鼓勵(li)開展居(ju)(ju)住(zhu)社(she)區(qu)(qu)(qu)(qu)充電(dian)(dian)(dian)設(she)(she)施(shi)(shi)“統建(jian)(jian)(jian)統營”。實現“充電(dian)(dian)(dian)站縣縣全覆(fu)蓋(gai),充電(dian)(dian)(dian)樁(zhuang)鄉(xiang)(xiang)鄉(xiang)(xiang)全覆(fu)蓋(gai)”,提升(sheng)農(nong)村電(dian)(dian)(dian)網承載能力(li)和供(gong)電(dian)(dian)(dian)質量,確保農(nong)村地區(qu)(qu)(qu)(qu)電(dian)(dian)(dian)動汽車(che)安全平穩充電(dian)(dian)(dian)。擴(kuo)大城市停(ting)車(che)設(she)(she)施(shi)(shi)有效供(gong)給,加大老(lao)舊(jiu)小區(qu)(qu)(qu)(qu)、老(lao)舊(jiu)街(jie)區(qu)(qu)(qu)(qu)的(de)車(che)位配(pei)(pei)建(jian)(jian)(jian)密(mi)度,加快人(ren)員密(mi)集場所(suo)、景區(qu)(qu)(qu)(qu)停(ting)車(che)場、智慧(hui)車(che)場建(jian)(jian)(jian)設(she)(she)和裝備配(pei)(pei)置。(責任單位:市住(zhu)房城鄉(xiang)(xiang)建(jian)(jian)(jian)設(she)(she)局、市發展改(gai)(gai)革委,市經濟和信息化局、市財政局、市自然資源規劃(hua)局)
二、持續穩(wen)定(ding)住(zhu)房(fang)消費
(四)強化政策金融支(zhi)持(chi)。落實差別化(hua)住(zhu)(zhu)房(fang)(fang)(fang)信(xin)貸(dai)政(zheng)策,合(he)理確定首(shou)套(tao)房(fang)(fang)(fang)和二套(tao)房(fang)(fang)(fang)商(shang)業性個人(ren)住(zhu)(zhu)房(fang)(fang)(fang)貸(dai)款(kuan)(kuan)首(shou)付比例。落實新(xin)發放(fang)首(shou)套(tao)商(shang)業性個人(ren)住(zhu)(zhu)房(fang)(fang)(fang)貸(dai)款(kuan)(kuan)利(li)(li)率政(zheng)策動態調(diao)整長效(xiao)機(ji)制(zhi),支持金(jin)融機(ji)構(gou)結合(he)購房(fang)(fang)(fang)人(ren)的風險狀況、收入特點、還款(kuan)(kuan)能(neng)力等,合(he)理確定首(shou)套(tao)商(shang)業性個人(ren)住(zhu)(zhu)房(fang)(fang)(fang)貸(dai)款(kuan)(kuan)利(li)(li)率,支持剛性和改善性住(zhu)(zhu)房(fang)(fang)(fang)需(xu)求。優化(hua)公(gong)積(ji)金(jin)使用,職(zhi)工(gong)建立住(zhu)(zhu)房(fang)(fang)(fang)公(gong)積(ji)金(jin)賬戶滿半年,申貸(dai)時連續(xu)正(zheng)常足額(e)繳(jiao)存(cun)住(zhu)(zhu)房(fang)(fang)(fang)公(gong)積(ji)金(jin)6個月(yue)(含)以上,同時符合(he)公(gong)積(ji)金(jin)貸(dai)款(kuan)(kuan)其他(ta)申貸(dai)條件的,即可申請(qing)個人(ren)住(zhu)(zhu)房(fang)(fang)(fang)公(gong)積(ji)金(jin)貸(dai)款(kuan)(kuan)。積(ji)極開展向(xiang)符合(he)條件的繳(jiao)存(cun)職(zhi)工(gong)提(ti)供住(zhu)(zhu)房(fang)(fang)(fang)公(gong)積(ji)金(jin)、商(shang)業銀行(xing)“組合(he)貸(dai)款(kuan)(kuan)”。大幅(fu)提(ti)高普通繳(jiao)存(cun)職(zhi)工(gong)及多孩家庭繳(jiao)存(cun)職(zhi)工(gong)租住(zhu)(zhu)住(zhu)(zhu)房(fang)(fang)(fang)提(ti)取(qu)額(e)度和提(ti)取(qu)頻(pin)次(ci)。(責任單位:市住(zhu)(zhu)房(fang)(fang)(fang)城鄉(xiang)建設局,市財政(zheng)局、市金(jin)融工(gong)作局、人(ren)行(xing)內江市分(fen)行(xing))
(五(wu))統籌住房市場和住房保障協調發展。對(dui)(dui)閑(xian)置和(he)低效利(li)用(yong)的(de)商(shang)(shang)業辦公、旅館、教育等非居住存量房(fang)屋,經(jing)市(shi)(shi)政府(fu)同意(yi),在符合(he)規(gui)劃原則、權屬不(bu)(bu)變、滿足安(an)全要求、尊重(zhong)主體(ti)意(yi)愿的(de)前(qian)提下,允許(xu)改建為保(bao)(bao)障性租賃住房(fang)。用(yong)作保(bao)(bao)障性租賃住房(fang)期(qi)間,不(bu)(bu)變更(geng)土地(di)使用(yong)性質,不(bu)(bu)補繳(jiao)土地(di)價款。有條件的(de)地(di)方(fang)可(ke)適(shi)當(dang)改建或收購存量商(shang)(shang)品住房(fang)用(yong)作保(bao)(bao)障性住房(fang),盤活利(li)用(yong)閑(xian)置土地(di)和(he)房(fang)屋,避免重(zhong)復建設造成浪(lang)費。加快推進集體(ti)土地(di)征收“房(fang)票(piao)”安(an)置,各區可(ke)對(dui)(dui)持有“房(fang)票(piao)”的(de)群(qun)眾制定專門優惠政策。(責(ze)任單位:市(shi)(shi)住房(fang)城鄉建設局(ju),市(shi)(shi)自(zi)然資(zi)源規(gui)劃局(ju))
三、提升家(jia)裝家(jia)居和電(dian)子產(chan)品消費
(六)擴(kuo)大家(jia)裝(zhuang)家(jia)居消費。支持(chi)各(ge)(ge)縣(xian)(市(shi)、區(qu))舉(ju)辦家博會等(deng)促消(xiao)費(fei)活動(dong),營造良好消(xiao)費(fei)氛圍。推動(dong)智(zhi)能(neng)家居家電(dian)消(xiao)費(fei)場(chang)景打造,鼓(gu)勵(li)開(kai)展新店首秀等(deng)活動(dong),促進(jin)綠色(se)智(zhi)能(neng)家電(dian)消(xiao)費(fei),提升消(xiao)費(fei)體驗。支持(chi)各(ge)(ge)縣(xian)(市(shi)、區(qu))對購(gou)買家具、家裝等(deng)產(chan)品(pin)給予補(bu)貼,對新購(gou)買或(huo)“以舊換新”的電(dian)視(shi)、冰箱冰柜(ju)、洗衣機、空調等(deng)綠色(se)智(zhi)能(neng)家電(dian)產(chan)品(pin)給予補(bu)貼。(責(ze)任單位:市(shi)商務局,市(shi)財(cai)政局)
(七)激發家電消(xiao)費潛力。支(zhi)持各縣(市、區)重點家(jia)電銷售企業舉辦(ban)家(jia)電節等讓利促(cu)銷活動(dong)(dong)。整合各級促(cu)消費資(zi)金(jin),圍繞家(jia)電開展(zhan)發放消費券(quan)活動(dong)(dong),持續(xu)推(tui)動(dong)(dong)家(jia)電消費。推(tui)動(dong)(dong)落實家(jia)電下鄉(xiang),支(zhi)持家(jia)電銷售及電商(shang)平(ping)臺渠道向縣鎮延伸,設立直營(ying)店、體(ti)驗店、服務網點、前(qian)置倉等。(責(ze)任單位:市商(shang)務局(ju))
(八)完善(shan)家(jia)電售后服務。引(yin)導企(qi)業(ye)加強售后服務規范化(hua)(hua)管(guan)理、連鎖化(hua)(hua)發展(zhan)、品牌(pai)化(hua)(hua)運作。鼓勵家(jia)電(dian)銷(xiao)售企(qi)業(ye)進(jin)一步完(wan)善售后服務體系,線(xian)上線(xian)下融合發展(zhan),提升維修服務水平。積(ji)極推行(xing)“互(hu)聯網+回(hui)收”“社區+回(hui)收”模式,合理引(yin)導布局(ju)廢舊(jiu)家(jia)電(dian)回(hui)收點、中轉站、集散中心,推進(jin)家(jia)電(dian)生產(chan)企(qi)業(ye)回(hui)收目標責任制(zhi)行(xing)動。(責任單位:市商務局(ju)、市經濟和信息化(hua)(hua)局(ju),市發展(zhan)改革委、市生態環境局(ju)、市郵政管(guan)理局(ju))
四、壯(zhuang)大(da)和(he)提升服務消費(fei)
(九)發展特色餐飲消費(fei)。舉辦美食文化(hua)節等特色(se)(se)(se)餐(can)飲(yin)活(huo)動(dong)。加(jia)強“天府三(san)名”推廣(guang),依托(tuo)內(nei)江餐(can)飲(yin)協會、國企(qi)、重點餐(can)飲(yin)企(qi)業(ye),打(da)造(zao)一(yi)批(pi)本(ben)地(di)重點特色(se)(se)(se)餐(can)飲(yin)名店。結合天冬(dong)、白烏魚等本(ben)地(di)特色(se)(se)(se)產品(pin),開發(fa)創新大千(qian)菜系。持續推動(dong)內(nei)江牛肉面(mian)發(fa)展,支持企(qi)業(ye)打(da)造(zao)預包裝食品(pin)、方便(bian)食品(pin),發(fa)展連(lian)鎖品(pin)牌。推動(dong)美食特色(se)(se)(se)街區提質升(sheng)級,支持打(da)造(zao)餐(can)飲(yin)消(xiao)費新場景。(責任單(dan)位:市(shi)商務局)
(十)活躍文(wen)化旅游消費(fei)市場。圍繞大(da)千書畫、研學實踐、非(fei)遺展(zhan)(zhan)演、夜(ye)間(jian)經濟、新春迎新等主(zhu)題,組織重點景(jing)區(qu)(qu)(qu)策劃文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)主(zhu)題活(huo)動(dong)10次以上,鼓勵石(shi)板(ban)河、古佛(fo)頂等景(jing)區(qu)(qu)(qu)實行(xing)(xing)門票優惠,積極開展(zhan)(zhan)各項文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)促消費(fei)活(huo)動(dong)。大(da)力開展(zhan)(zhan)“引(yin)(yin)客(ke)入川”,制定實施細則(ze),落實20%的地方獎補資(zi)金,做(zuo)好全(quan)市(shi)(shi)(shi)(shi)旅(lv)(lv)(lv)行(xing)(xing)社(she)“引(yin)(yin)客(ke)入川”政策宣傳解讀,安排專人負責辦理(li)獎補資(zi)金申報工作。持(chi)(chi)續(xu)豐富內(nei)江(jiang)(jiang)夜(ye)間(jian)文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)產(chan)品,推動(dong)大(da)千文(wen)(wen)(wen)(wen)化旅(lv)(lv)(lv)游(you)(you)區(qu)(qu)(qu)創(chuang)建(jian)國家級夜(ye)間(jian)文(wen)(wen)(wen)(wen)化和(he)(he)旅(lv)(lv)(lv)游(you)(you)消費(fei)集(ji)聚(ju)區(qu)(qu)(qu),全(quan)市(shi)(shi)(shi)(shi)博物館、圖書館、文(wen)(wen)(wen)(wen)化館等實行(xing)(xing)延時錯(cuo)時開放(fang),延長夜(ye)間(jian)開放(fang)時間(jian),促進夜(ye)間(jian)文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)經濟繁榮發(fa)(fa)展(zhan)(zhan)。支持(chi)(chi)隆昌(chang)市(shi)(shi)(shi)(shi)和(he)(he)市(shi)(shi)(shi)(shi)中區(qu)(qu)(qu)創(chuang)建(jian)文(wen)(wen)(wen)(wen)化產(chan)業(ye)和(he)(he)旅(lv)(lv)(lv)游(you)(you)產(chan)業(ye)融合發(fa)(fa)展(zhan)(zhan)示范區(qu)(qu)(qu),持(chi)(chi)續(xu)打造(zao)甜城(cheng)湖旅(lv)(lv)(lv)游(you)(you)度假區(qu)(qu)(qu)等內(nei)江(jiang)(jiang)文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)標(biao)志(zhi)性產(chan)品。依托內(nei)江(jiang)(jiang)文(wen)(wen)(wen)(wen)旅(lv)(lv)(lv)微信公眾(zhong)號、抖音號等媒體(ti)平臺,推出(chu)特色旅(lv)(lv)(lv)游(you)(you)線路10條,吸引(yin)(yin)游(you)(you)客(ke)帶動(dong)消費(fei)。(責任單位(wei):市(shi)(shi)(shi)(shi)文(wen)(wen)(wen)(wen)化廣電和(he)(he)旅(lv)(lv)(lv)游(you)(you)局,市(shi)(shi)(shi)(shi)發(fa)(fa)展(zhan)(zhan)改(gai)革(ge)委、市(shi)(shi)(shi)(shi)公安局、市(shi)(shi)(shi)(shi)財政局、市(shi)(shi)(shi)(shi)農業(ye)農村(cun)局、人行(xing)(xing)內(nei)江(jiang)(jiang)市(shi)(shi)(shi)(shi)分行(xing)(xing))
