四川省減污降碳協同(tong)增效行動方案
當前,生態(tai)文(wen)明建設同時面臨(lin)實現生態(tai)環境(jing)根(gen)本好轉(zhuan)和碳(tan)(tan)達峰碳(tan)(tan)中和兩(liang)大戰(zhan)略任務。為全面深(shen)化生態(tai)文(wen)明建設,切實發(fa)揮好降碳(tan)(tan)行動(dong)對生態(tai)環境(jing)質量改(gai)善的(de)源頭牽(qian)引(yin)作用,充分利用現有生態(tai)環境(jing)制(zhi)度體系(xi)協(xie)(xie)同促進低碳(tan)(tan)發(fa)展(zhan),推(tui)動(dong)減(jian)污降碳(tan)(tan)一(yi)體謀劃(hua)、一(yi)體部署、一(yi)體推(tui)進、一(yi)體考核,根(gen)據(ju)《減(jian)污降碳(tan)(tan)協(xie)(xie)同增效實施方案》和省(sheng)委省(sheng)政府決策部署,制(zhi)定本方案。
一、總體要(yao)求
(一)指導思想
以習近(jin)平新(xin)時代(dai)中(zhong)國特色(se)社會主義思想為(wei)指導,深入貫(guan)徹(che)黨的二十(shi)大(da)精神和習近(jin)平總(zong)書記對(dui)四川工(gong)作系列(lie)重(zhong)要指示(shi)精神,完整、準(zhun)(zhun)確、全(quan)面(mian)貫(guan)徹(che)新(xin)發展理念(nian),聚焦高質量發展首(shou)要任務,貫(guan)徹(che)落實“四化(hua)同(tong)步、城鄉融合(he)、五區(qu)共興(xing)”戰(zhan)略部署,堅持穩中(zhong)求進工(gong)作總(zong)基調,把實現(xian)減污降碳(tan)協同(tong)增效(xiao)作為(wei)促進經濟(ji)社會發展全(quan)面(mian)綠(lv)(lv)色(se)轉型的總(zong)抓手(shou),統籌產(chan)業結構調整、污染治(zhi)理、生態保護、應對(dui)氣候(hou)(hou)變化(hua),協同(tong)推進降碳(tan)、減污、擴綠(lv)(lv)、增長,以結構調整、布局(ju)優化(hua)為(wei)關鍵,以優化(hua)治(zhi)理路徑為(wei)重(zhong)點,以政策協同(tong)、機(ji)制創(chuang)新(xin)為(wei)手(shou)段,完善法規標準(zhun)(zhun),強(qiang)化(hua)科技(ji)支(zhi)撐,增強(qiang)基礎能力,全(quan)面(mian)提高環境治(zhi)理綜合(he)效(xiao)能,實現(xian)環境、氣候(hou)(hou)、經濟(ji)效(xiao)益多贏(ying)。
(二(er))主要目標
到(dao)(dao) 2025 年,減(jian)污降(jiang)碳(tan)協(xie)(xie)同推進的(de)工作(zuo)格局(ju)基本形成,重(zhong)點區域(yu)、重(zhong)點領域(yu)結構(gou)優(you)化(hua)調整和(he)綠(lv)色(se)低碳(tan)發(fa)展取(qu)(qu)得明顯(xian)成效(xiao),力爭在綠(lv)色(se)低碳(tan)優(you)勢(shi)產業發(fa)展、基于自然的(de)解(jie)決方(fang)案、氣候投融資等方(fang)面形成一批可復(fu)制、可推廣的(de)典型經驗,減(jian)污降(jiang)碳(tan)協(xie)(xie)同度(du)有效(xiao)提(ti)升。到(dao)(dao) 2030 年,減(jian)污降(jiang)碳(tan)協(xie)(xie)同能力顯(xian)著(zhu)(zhu)(zhu)提(ti)升,助力實現全省二氧化(hua)碳(tan)排放量達到(dao)(dao)峰值并實現穩中有降(jiang),大氣污染(ran)防治(zhi)重(zhong)點區域(yu)碳(tan)達峰與空氣質量改善(shan)協(xie)(xie)同推進取(qu)(qu)得顯(xian)著(zhu)(zhu)(zhu)成效(xiao),水(shui)、土壤(rang)、固體(ti)廢物、新污染(ran)物等污染(ran)防治(zhi)領域(yu)協(xie)(xie)同治(zhi)理水(shui)平(ping)顯(xian)著(zhu)(zhu)(zhu)提(ti)高(gao)。
二(er)、加強源頭防控
(三)強化生態環境分區管控。加(jia)(jia)快(kuai)構(gou)(gou)建(jian)城市化(hua)地(di)區、農產品主產區、重(zhong)點生態功能區分類指導(dao)(dao)的減(jian)污降碳政策(ce)體系(xi)。銜(xian)接國(guo)土空間規(gui)劃分區和(he)用途管制(zhi)要(yao)求(qiu),將碳達峰碳中(zhong)和(he)要(yao)求(qiu)納入生態環(huan)境(jing)分區管控體系(xi)。深化(hua)成都、樂(le)山(shan)減(jian)污降碳協同管控試(shi)點,切實發揮示范帶(dai)動作(zuo)用。增強區域(yu)環(huan)境(jing)質(zhi)量改善(shan)目標對(dui)能源和(he)產業(ye)(ye)布(bu)局的引導(dao)(dao)作(zuo)用,落實國(guo)家以環(huan)境(jing)質(zhi)量改善(shan)和(he)碳達峰目標為(wei)導(dao)(dao)向的產業(ye)(ye)準(zhun)入及退出(chu)清(qing)單要(yao)求(qiu),持(chi)續推動系(xi)統性(xing)去產能、結(jie)構(gou)(gou)性(xing)優產能,嚴格落實鋼鐵(tie)、水泥(ni)、平(ping)(ping)板玻璃(li)(不含光伏壓延玻璃(li))、電解鋁(lv)等(deng)行業(ye)(ye)產能置換政策(ce)。加(jia)(jia)大污染嚴重(zhong)地(di)區結(jie)構(gou)(gou)調整和(he)布(bu)局優化(hua)力度,加(jia)(jia)快(kuai)推動成都平(ping)(ping)原(yuan)、川(chuan)南、川(chuan)東北(bei)等(deng)重(zhong)點區域(yu)和(he)沱江(jiang)、岷江(jiang)、嘉陵江(jiang)等(deng)重(zhong)點流(liu)域(yu)落后和(he)過剩產能退出(chu)。依法加(jia)(jia)快(kuai)城市建(jian)成區重(zhong)污染企業(ye)(ye)搬遷改造(zao)或關閉退出(chu)。(生態環(huan)境(jing)廳(ting)、省發展改革委、經(jing)濟和(he)信息化(hua)廳(ting)、自然資(zi)源廳(ting)、水利廳(ting)按職責分工負責)
(四)實施生態環境準入管理。堅決遏制高(gao)耗能(neng)、高(gao)排(pai)放(fang)(fang)、低(di)水(shui)(shui)平(ping)項(xiang)(xiang)目(mu)盲(mang)目(mu)發展(zhan)(zhan),高(gao)耗能(neng)、高(gao)排(pai)放(fang)(fang)項(xiang)(xiang)目(mu)審(shen)批要(yao)(yao)嚴(yan)(yan)格落實(shi)(shi)國家(jia)產(chan)業(ye)(ye)(ye)規(gui)劃、產(chan)業(ye)(ye)(ye)政(zheng)策、生態環(huan)(huan)境分(fen)區管(guan)控、環(huan)(huan)評(ping)審(shen)批、取水(shui)(shui)許(xu)可審(shen)批、節能(neng)審(shen)查及(ji)污染物區域削減替代等(deng)(deng)要(yao)(yao)求,采取先(xian)進適用(yong)的工藝(yi)技術和(he)裝備(bei),提升高(gao)耗能(neng)項(xiang)(xiang)目(mu)能(neng)耗準(zhun)(zhun)入標準(zhun)(zhun),能(neng)耗、物耗、水(shui)(shui)耗要(yao)(yao)達到清潔(jie)生產(chan)先(xian)進水(shui)(shui)平(ping)。嚴(yan)(yan)格落實(shi)(shi)環(huan)(huan)評(ping)區域限批政(zheng)策,推動開(kai)(kai)展(zhan)(zhan)重(zhong)點(dian)(dian)行業(ye)(ye)(ye)建設項(xiang)(xiang)目(mu)碳排(pai)放(fang)(fang)環(huan)(huan)境影響評(ping)價(jia),鼓勵天然氣(頁巖氣)等(deng)(deng)重(zhong)點(dian)(dian)行業(ye)(ye)(ye)企業(ye)(ye)(ye)自主開(kai)(kai)展(zhan)(zhan)碳排(pai)放(fang)(fang)影響評(ping)價(jia)。持續加(jia)強產(chan)業(ye)(ye)(ye)集群(qun)環(huan)(huan)境治理,明確產(chan)業(ye)(ye)(ye)布(bu)局和(he)發展(zhan)(zhan)方向,高(gao)起點(dian)(dian)設定項(xiang)(xiang)目(mu)準(zhun)(zhun)入類別(bie),引(yin)導(dao)產(chan)業(ye)(ye)(ye)向“專精(jing)特新”轉型。嚴(yan)(yan)格落實(shi)(shi)國家(jia)產(chan)業(ye)(ye)(ye)結構調整指導(dao)目(mu)錄,依(yi)法(fa)依(yi)規(gui)推動落后產(chan)能(neng)、落后工藝(yi)和(he)落后產(chan)品退出。落實(shi)(shi)生態環(huan)(huan)境影響相關(guan)評(ping)價(jia)方法(fa)和(he)準(zhun)(zhun)入要(yao)(yao)求,建立綠色(se)低(di)碳優(you)勢產(chan)業(ye)(ye)(ye)重(zhong)點(dian)(dian)項(xiang)(xiang)目(mu)環(huan)(huan)評(ping)審(shen)批清單(dan),助推清潔(jie)能(neng)源生產(chan)、支(zhi)撐(cheng)和(he)應(ying)用(yong)產(chan)業(ye)(ye)(ye)發展(zhan)(zhan)。到 2025 年,綠色(se)低(di)碳優(you)勢產(chan)業(ye)(ye)(ye)體系基本(ben)形成。(生態環(huan)(huan)境廳(ting)(ting)、省(sheng)發展(zhan)(zhan)改(gai)革委、經(jing)濟和(he)信息(xi)化廳(ting)(ting)、水(shui)(shui)利(li)廳(ting)(ting)、省(sheng)市場監管(guan)局、省(sheng)經(jing)濟合(he)作局按職責分(fen)工負責)
(五)推動能(neng)源綠色低(di)碳(tan)轉(zhuan)型。推(tui)動(dong)在加強生(sheng)態環境保(bao)護(hu)的前(qian)提下(xia)(xia),建設(she)金沙江上(shang)(shang)游、金沙江下(xia)(xia)游、雅(ya)礱江流域(yu)、大(da)渡河中上(shang)(shang)游 4 個風光水(shui)一體化(hua)(hua)可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)綜合開發(fa)(fa)基地,優(you)先建設(she)季以上(shang)(shang)調節能(neng)(neng)力(li)水(shui)庫電(dian)(dian)站,推(tui)動(dong)小水(shui)電(dian)(dian)分類整改(gai)(gai)和綠色改(gai)(gai)造。有序(xu)推(tui)動(dong)綠色氫能(neng)(neng)發(fa)(fa)展(zhan),逐步提升可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)規模化(hua)(hua)制氫能(neng)(neng)力(li)。實施可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)替代(dai)行(xing)動(dong),推(tui)動(dong)在工業(ye)生(sheng)產(chan)、交通運輸(shu)、農(nong)業(ye)生(sheng)產(chan)、供(gong)暖供(gong)冷、家居(ju)家電(dian)(dian)等(deng)領(ling)域(yu)實施電(dian)(dian)能(neng)(neng)替代(dai),穩步提高(gao)非化(hua)(hua)石(shi)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費占比。嚴格控制煤炭消費總量,重點削減非電(dian)(dian)用(yong)煤。到 2025年,煤炭消費比重降(jiang)至 25%以內,非化(hua)(hua)石(shi)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費比重達到41.5%左右。優(you)化(hua)(hua)天然氣(qi)利用(yong)方式,優(you)先保(bao)障(zhang)居(ju)民用(yong)氣(qi),推(tui)進工業(ye)、商業(ye)、農(nong)業(ye)等(deng)領(ling)域(yu)“煤改(gai)(gai)氣(qi)”“氣(qi)改(gai)(gai)電(dian)(dian)”。(省(sheng)(sheng)發(fa)(fa)展(zhan)改(gai)(gai)革委、省(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局、經濟和信(xin)息化(hua)(hua)廳(ting)、自然資源(yuan)(yuan)(yuan)(yuan)廳(ting)、生(sheng)態環境廳(ting)、住房城鄉建設(she)廳(ting)、交通運輸(shu)廳(ting)、農(nong)業(ye)農(nong)村廳(ting)、水(shui)利廳(ting)按職(zhi)責分工負責)
(六)加快形成綠色生活方式。倡導(dao)簡約適度、綠(lv)(lv)色(se)低(di)碳(tan)(tan)、文明(ming)健康的生活方式,從源頭上減(jian)少(shao)污染物和(he)碳(tan)(tan)排放。加大綠(lv)(lv)色(se)低(di)碳(tan)(tan)產品(pin)(pin)供給,擴大綠(lv)(lv)色(se)采購(gou)和(he)消(xiao)費,引導(dao)公(gong)眾采購(gou)低(di)碳(tan)(tan)環(huan)保產品(pin)(pin)。開展(zhan)節(jie)約型機關、綠(lv)(lv)色(se)家庭、綠(lv)(lv)色(se)學(xue)校(xiao)、綠(lv)(lv)色(se)社區(qu)、綠(lv)(lv)色(se)出行(xing)(xing)、綠(lv)(lv)色(se)商場(chang)、綠(lv)(lv)色(se)建筑等創(chuang)建行(xing)(xing)動。發(fa)揮公(gong)共機構(gou)節(jie)能降碳(tan)(tan)引領示范作用,開展(zhan)全社會反(fan)對(dui)浪費行(xing)(xing)動。推廣綠(lv)(lv)色(se)包裝,減(jian)少(shao)一次(ci)性消(xiao)費品(pin)(pin)和(he)包裝用材消(xiao)耗。加大綠(lv)(lv)色(se)交(jiao)通(tong)(tong)供給,引導(dao)公(gong)眾選(xuan)擇公(gong)共交(jiao)通(tong)(tong)、自(zi)行(xing)(xing)車和(he)步行(xing)(xing)等出行(xing)(xing)方式。探索建立碳(tan)(tan)普(pu)惠等公(gong)眾參與機制,支持成都市“碳(tan)(tan)惠天府”等碳(tan)(tan)普(pu)惠機制發(fa)展(zhan)。(省發(fa)展(zhan)改革委、生態環(huan)境廳、經濟和(he)信(xin)息化(hua)廳、財政(zheng)廳、教育廳、住房(fang)城鄉建設廳、交(jiao)通(tong)(tong)運(yun)輸(shu)廳、商務(wu)(wu)廳、省市場(chang)監管局、省機關事(shi)務(wu)(wu)管理局、省林草局按職責分工(gong)負(fu)責)
三(san)、突出重(zhong)點領(ling)域
(七)強化工業領域協同增(zeng)效。深(shen)入實(shi)施(shi)綠色(se)(se)制造(zao)工(gong)程,探索(suo)構建綠色(se)(se)低碳(tan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)。逐步(bu)推(tui)進(jin)鋼鐵、電(dian)(dian)解鋁(lv)、水泥等重(zhong)(zhong)點行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)和(he)(he)數據中(zhong)心實(shi)施(shi)節能(neng)(neng)(neng)降碳(tan)改(gai)造(zao),推(tui)動能(neng)(neng)(neng)源(yuan)(yuan)系(xi)統(tong)優化(hua)和(he)(he)梯級利(li)用(yong)(yong)。依法實(shi)施(shi)“雙(shuang)超(chao)雙(shuang)有高耗能(neng)(neng)(neng)”企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)強制性清(qing)潔生(sheng)產(chan)審(shen)核(he),開展(zhan)(zhan)重(zhong)(zhong)點行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)清(qing)潔生(sheng)產(chan)改(gai)造(zao),以(yi)能(neng)(neng)(neng)源(yuan)(yuan)、鋼鐵、焦化(hua)、建材、有色(se)(se)金屬、石化(hua)化(hua)工(gong)、印染、造(zao)紙、化(hua)學原料(liao)、電(dian)(dian)鍍、農副(fu)(fu)食品加工(gong)、工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)涂(tu)裝、包裝印刷等行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)為重(zhong)(zhong)點,選取(qu)園區(qu)、產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)集群和(he)(he)重(zhong)(zhong)點區(qu)域(yu)、流域(yu)開展(zhan)(zhan)清(qing)潔生(sheng)產(chan)審(shen)核(he)創新試點,推(tui)動一批重(zhong)(zhong)點企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)達到國(guo)際領(ling)先水平(ping)。實(shi)施(shi)電(dian)(dian)爐短流程煉(lian)鋼高質量發(fa)展(zhan)(zhan)引領(ling)工(gong)程,有序(xu)推(tui)進(jin)水泥行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)原(燃(ran))料(liao)替代(dai)和(he)(he)錯峰(feng)生(sheng)產(chan)常態化(hua),加快推(tui)動石化(hua)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)減油增化(hua),促進(jin)再(zai)生(sheng)有色(se)(se)金屬產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)(zhan)。到 2025 年,短流程煉(lian)鋼產(chan)量占比達到 40%。推(tui)動冶煉(lian)副(fu)(fu)產(chan)能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)與建材、石化(hua)、化(hua)工(gong)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)深(shen)度耦合發(fa)展(zhan)(zhan)。鼓勵(li)重(zhong)(zhong)點行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)探索(suo)采(cai)用(yong)(yong)多污染物和(he)(he)溫室(shi)氣(qi)體協(xie)同控制技術工(gong)藝(yi)。推(tui)動碳(tan)捕集、利(li)用(yong)(yong)與封(feng)存技術應用(yong)(yong)。(經濟和(he)(he)信息化(hua)廳、省發(fa)展(zhan)(zhan)改(gai)革委(wei)、生(sheng)態環境廳、省能(neng)(neng)(neng)源(yuan)(yuan)局按職責分工(gong)負責)
(八)深化交通運輸協同增(zeng)效。加(jia)快干(gan)線貨運鐵路(lu)和鐵路(lu)專
用(yong)(yong)線建設(she)(she),提升長(chang)江(jiang)干流、岷江(jiang)、嘉(jia)陵江(jiang)通(tong)航能(neng)力(li),引(yin)導中(zhong)(zhong)長(chang)距離大(da)宗散貨及(ji)集(ji)裝(zhuang)箱“公轉鐵(tie)”“公轉水(shui)”“水(shui)水(shui)中(zhong)(zhong)轉”。打造(zao)軌道(dao)上(shang)的智慧(hui)都(dou)市圈,提升城(cheng)鄉公共交通(tong)出行比例,加(jia)(jia)大(da)城(cheng)市交通(tong)擁堵治理力(li)度,構(gou)建綠色配送體系(xi)。加(jia)(jia)快(kuai)淘汰(tai)老舊車(che)(che)輛,實(shi)施(shi)“電(dian)(dian)(dian)動(dong)(dong)(dong)四川”行動(dong)(dong)(dong)計(ji)劃,加(jia)(jia)快(kuai)推(tui)(tui)(tui)廣應(ying)用(yong)(yong)新(xin)能(neng)源汽(qi)車(che)(che),推(tui)(tui)(tui)進充換電(dian)(dian)(dian)基礎設(she)(she)施(shi)建設(she)(she)。探索開展中(zhong)(zhong)重型電(dian)(dian)(dian)動(dong)(dong)(dong)、燃料電(dian)(dian)(dian)池貨車(che)(che)示范(fan)應(ying)用(yong)(yong)和商業化運營,有序建設(she)(she)成渝(yu)氫走廊,支持宜(yi)賓市開展新(xin)能(neng)源汽(qi)車(che)(che)換電(dian)(dian)(dian)模式應(ying)用(yong)(yong)試點。到 2025 年,基本淘汰(tai)國三及(ji)以下排放標準汽(qi)車(che)(che),推(tui)(tui)(tui)廣應(ying)用(yong)(yong)新(xin)能(neng)源汽(qi)車(che)(che) 80 萬輛。到 2030 年,新(xin)能(neng)源汽(qi)車(che)(che)新(xin)車(che)(che)銷(xiao)售量(liang)達(da)到汽(qi)車(che)(che)新(xin)車(che)(che)銷(xiao)售量(liang)的 40%以上(shang)。提高輪渡船(chuan)、旅游船(chuan)、港作船(chuan)舶等電(dian)(dian)(dian)動(dong)(dong)(dong)化比例,促進港口碼頭、機場空港岸電(dian)(dian)(dian)使(shi)用(yong)(yong)。(交通(tong)運輸廳(ting)、省發展改革委、經濟(ji)和信(xin)息化廳(ting)、生態環境廳(ting)、公安廳(ting)、住房城(cheng)鄉建設(she)(she)廳(ting)、商務廳(ting)、省機關事務管理局(ju)、中(zhong)(zhong)國鐵(tie)路(lu)成都(dou)局(ju)集(ji)團(tuan)按職責分(fen)工(gong)負(fu)責)
(九)推動城鄉建設協同(tong)增效。嚴(yan)格執行(xing)“三區(qu)三線”管控規則,優化(hua)(hua)城(cheng)鎮(zhen)布局(ju),合理控制城(cheng)鎮(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)設總規模(mo),合理確定城(cheng)鎮(zhen)開發(fa)強(qiang)度和(he)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)密度。推(tui)(tui)(tui)動低碳建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)規模(mo)化(hua)(hua)發(fa)展,推(tui)(tui)(tui)廣(guang)超低能(neng)耗建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)、近零碳建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)。到(dao) 2025 年(nian),城(cheng)鎮(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)全面執行(xing)綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)標準(zhun)。發(fa)展裝配(pei)式建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu),推(tui)(tui)(tui)廣(guang)應用綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)材(cai),推(tui)(tui)(tui)行(xing)綠(lv)色(se)(se)施工,倡導綠(lv)色(se)(se)裝修。推(tui)(tui)(tui)進既有建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)綠(lv)色(se)(se)化(hua)(hua)改(gai)造(zao),鼓勵與城(cheng)鎮(zhen)老舊小區(qu)改(gai)造(zao)、農村(cun)危房改(gai)造(zao)、抗(kang)震加固(gu)同步(bu)實施。加強(qiang)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)拆建(jian)(jian)(jian)(jian)(jian)(jian)管理,杜絕(jue)大(da)拆大(da)建(jian)(jian)(jian)(jian)(jian)(jian),促進建(jian)(jian)(jian)(jian)(jian)(jian)材(cai)循環(huan)利(li)用。合理控制城(cheng)市(shi)照(zhao)明能(neng)耗,加快(kuai)推(tui)(tui)(tui)動照(zhao)明系(xi)統節能(neng)改(gai)造(zao)。引導科(ke)學(xue)制冷取暖。推(tui)(tui)(tui)廣(guang)可再生能(neng)源建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)應用,因地(di)制宜開發(fa)利(li)用地(di)熱能(neng)、空氣源和(he)水(shui)源熱泵,加快(kuai)推(tui)(tui)(tui)廣(guang)屋頂光(guang)伏發(fa)電系(xi)統,開展光(guang)儲直柔一體化(hua)(hua)試點。降低化(hua)(hua)石(shi)能(neng)源在建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)用能(neng)中的(de)比例,逐步(bu)提高供(gong)暖、生活熱水(shui)、炊事等電氣化(hua)(hua)水(shui)平(ping)。(住(zhu)房城(cheng)鄉(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)設廳(ting)、自(zi)然資源廳(ting)、生態環(huan)境廳(ting)、省能(neng)源局(ju)、省鄉(xiang)村(cun)振興局(ju)等按職責分工負責)
