二、國家發(fa)(fa)展(zhan)改革(ge)委等部(bu)門關(guan)于印發(fa)(fa)《綠色低碳轉型(xing)產業指導(dao)目(mu)錄（2024年版(ban)）》的通(tong)知

《目錄》主要內(nei)容：節能(neng)降(jiang)碳(tan)產業(ye)、環境保護產業(ye)、資(zi)源(yuan)循環利用(yong)產業(ye)、能(neng)源(yuan)綠(lv)色(se)(se)低(di)碳(tan)轉(zhuan)型、生態保護修復和(he)利用(yong)、基(ji)礎設施綠(lv)色(se)(se)升級、綠(lv)色(se)(se)服務等綠(lv)色(se)(se)低(di)碳(tan)轉(zhuan)型重點(dian)產業(ye)的細分類別和(he)具體內(nei)涵，對推動經濟社(she)會發展(zhan)綠(lv)色(se)(se)低(di)碳(tan)轉(zhuan)型提供(gong)支(zhi)撐，為各(ge)地方(fang)、各(ge)部門制定完善(shan)相關(guan)產業(ye)支(zhi)持政策提供(gong)依據。

第一部分是節能降碳產業。主要指推動節(jie)能(neng)降碳的裝備(bei)制造(zao)、改造(zao)升級、綠色轉(zhuan)型等相關產業。具體(ti)包(bao)括高(gao)效(xiao)節(jie)能(neng)裝備(bei)制造(zao)、先進交通裝備(bei)制造(zao)、節(jie)能(neng)降碳改造(zao)、重點(dian)工業行(xing)業綠色低碳轉(zhuan)型、溫室(shi)氣體(ti)控制5類二級目錄，節(jie)能(neng)鍋(guo)爐制造(zao)、節(jie)能(neng)窯爐制造(zao)等38類三級目錄。

第(di)二(er)部分是環境保護(hu)產業。主要指推(tui)動(dong)環境(jing)保護(hu)的裝(zhuang)備(bei)和(he)原料材(cai)料制(zhi)造、環境(jing)污(wu)(wu)染(ran)治(zhi)理(li)等相關產業。具體包括先(xian)進(jin)環保裝(zhuang)備(bei)和(he)原料材(cai)料制(zhi)造、大氣污(wu)(wu)染(ran)治(zhi)理(li)、水污(wu)(wu)染(ran)治(zhi)理(li)、土壤(rang)污(wu)(wu)染(ran)治(zhi)理(li)、其(qi)他污(wu)(wu)染(ran)治(zhi)理(li)和(he)環境(jing)綜合整治(zhi)5類二級目(mu)錄，大氣污(wu)(wu)染(ran)防治(zhi)裝(zhuang)備(bei)制(zhi)造、水污(wu)(wu)染(ran)防治(zhi)裝(zhuang)備(bei)制(zhi)造等39類三級目(mu)錄。

第三部分是資源循環利用產業。主要指促(cu)進資(zi)源循環利(li)(li)用(yong)的裝備制造、項(xiang)目活(huo)動等(deng)(deng)相(xiang)關產業。具體(ti)包(bao)括資(zi)源循環利(li)(li)用(yong)裝備制造、資(zi)源循環利(li)(li)用(yong)2類二級(ji)目錄，礦產資(zi)源綜合利(li)(li)用(yong)裝備制造、水資(zi)源高(gao)效(xiao)及循環利(li)(li)用(yong)裝備制造等(deng)(deng)16類三(san)級(ji)目錄等(deng)(deng)。

四、安徽省六安市(shi)金寨縣推進國(guo)三及以(yi)下排放標(biao)準營(ying)運(yun)柴油貨(huo)車提前淘汰獎補(bu)辦法（截止日期(qi)為2024年12月31日）

自本辦法實施之日起(qi)（含(han)）至2024年(nian)12月31日在六(liu)安市(shi)辦理國(guo)(guo)三及(ji)以下排放(fang)標準(zhun)營運(yun)柴(chai)油貨車(che)(che)報廢手續，且提前(qian)報廢時間必須距離國(guo)(guo)家強制報廢年(nian)限一年(nian)（含(han)）以上。車(che)(che)輛提前(qian)報廢時間的計算為(wei)車(che)(che)輛強制報廢日期(qi)減去車(che)(che)輛實際報廢日期(qi)（以《報廢機動車(che)(che)回收證明》上“交車(che)(che)日期(qi)”為(wei)準(zhun)）。

自然報(bao)廢、超過國(guo)家強制報(bao)廢時間、交通事故等導致(zhi)直接(jie)報(bao)廢的(de)車輛(liang)，自本(ben)辦法實(shi)施之日(ri)起（含）所有外地轉(zhuan)籍(ji)入戶車輛(liang)〔包括六安市(shi)各縣（區）間轉(zhuan)籍(ji)入戶車輛(liang)〕不在獎補(bu)范圍(wei)內。

《方案》中推動淘汰國三、國四等燃(ran)油車由報(bao)廢轉化為(wei)二(er)手車整(zheng)備(bei)(bei)出(chu)口(kou)(kou)或拆解(jie)零部件再制(zhi)造利用業務，支持(chi)企業建(jian)立二(er)手車出(chu)口(kou)(kou)整(zheng)備(bei)(bei)基地，為(wei)批量出(chu)口(kou)(kou)提供更(geng)多符合要求的車源(yuan)。鼓勵汽車制(zhi)造企業和貿易型企業加快(kuai)汽車整(zheng)車及散件出(chu)口(kou)(kou)，對企業降(jiang)低物流成(cheng)本(ben)、赴境外(wai)參加展會等給予(yu)政策支持(chi)。
