為(wei)深入貫徹落實黨的(de)二(er)十(shi)大(da)精(jing)神,推(tui)動制造業(ye)(ye)(ye)綠色化(hua)發(fa)展,在落實碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和目標(biao)任務過程中(zhong)(zhong)鍛造新的(de)產業(ye)(ye)(ye)競(jing)爭優勢,加快建設現(xian)代化(hua)產業(ye)(ye)(ye)體系,推(tui)進新型工業(ye)(ye)(ye)化(hua),提出如下(xia)意見。
一、總(zong)體(ti)要求
(一)指導思想
以習近(jin)平新(xin)時代中國(guo)特色(se)(se)(se)社會主(zhu)義(yi)思想為指(zhi)導(dao),深(shen)入貫徹(che)落實黨的二十大精(jing)神,立足新(xin)發展(zhan)(zhan)階段,完整、準確、全面(mian)貫徹(che)新(xin)發展(zhan)(zhan)理念,加(jia)快(kuai)(kuai)構建(jian)新(xin)發展(zhan)(zhan)格局,著(zhu)力推(tui)動高(gao)(gao)質量發展(zhan)(zhan),以實現碳(tan)(tan)達峰碳(tan)(tan)中和目標為引領,改(gai)造(zao)(zao)升級傳(chuan)統(tong)產業(ye)(ye),鞏固提升優勢產業(ye)(ye),加(jia)快(kuai)(kuai)推(tui)動新(xin)興產業(ye)(ye)綠(lv)色(se)(se)(se)高(gao)(gao)起點發展(zhan)(zhan),前瞻布局綠(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)領域未(wei)來產業(ye)(ye),培育(yu)綠(lv)色(se)(se)(se)化數(shu)字化服務化融合發展(zhan)(zhan)新(xin)業(ye)(ye)態(tai),建(jian)立健全支撐制造(zao)(zao)業(ye)(ye)綠(lv)色(se)(se)(se)發展(zhan)(zhan)的技術、政策、標準、標桿培育(yu)體系,推(tui)動產業(ye)(ye)結構高(gao)(gao)端(duan)化、能源(yuan)消費低(di)(di)碳(tan)(tan)化、資(zi)源(yuan)利用循環化、生產過程清潔(jie)化、制造(zao)(zao)流程數(shu)字化、產品供給(gei)綠(lv)色(se)(se)(se)化全方(fang)位轉型(xing),構建(jian)綠(lv)色(se)(se)(se)增長(chang)新(xin)引擎,鍛(duan)造(zao)(zao)綠(lv)色(se)(se)(se)競爭新(xin)優勢,擦亮新(xin)型(xing)工業(ye)(ye)化生態(tai)底色(se)(se)(se)。
(二)主要(yao)目標
到(dao)2030年,制造業綠(lv)色(se)(se)(se)低(di)碳(tan)轉(zhuan)型(xing)成(cheng)效顯著(zhu),傳統產(chan)(chan)業綠(lv)色(se)(se)(se)發(fa)展(zhan)層級(ji)整體(ti)躍升,產(chan)(chan)業結構和(he)布局明顯優化,綠(lv)色(se)(se)(se)低(di)碳(tan)能源利用(yong)(yong)比例顯著(zhu)提(ti)高,資源綜合利用(yong)(yong)水平穩(wen)步提(ti)升,污染物和(he)碳(tan)排(pai)(pai)放(fang)強度(du)明顯下(xia)降,碳(tan)排(pai)(pai)放(fang)總量(liang)實現(xian)達(da)峰,新(xin)興產(chan)(chan)業綠(lv)色(se)(se)(se)增(zeng)(zeng)長引擎作用(yong)(yong)更加突出,規模質量(liang)進一步提(ti)升,綠(lv)色(se)(se)(se)低(di)碳(tan)產(chan)(chan)業比重顯著(zhu)提(ti)高,綠(lv)色(se)(se)(se)融合新(xin)業態(tai)不斷涌現(xian),綠(lv)色(se)(se)(se)發(fa)展(zhan)基(ji)礎能力大幅提(ti)升,綠(lv)色(se)(se)(se)低(di)碳(tan)競爭力進一步增(zeng)(zeng)強,綠(lv)色(se)(se)(se)發(fa)展(zhan)成(cheng)為推(tui)進新(xin)型(xing)工業化的堅(jian)實基(ji)礎。
到2035年(nian),制造業綠(lv)色發展內生動力顯著增強,碳排放達峰后(hou)穩中(zhong)有降,碳中(zhong)和(he)能力穩步提升,在全球(qiu)產業鏈(lian)(lian)供應鏈(lian)(lian)綠(lv)色低碳競爭優勢凸(tu)顯,綠(lv)色發展成為新型工(gong)業化的普(pu)遍形(xing)態。
二、加(jia)快傳(chuan)統產(chan)業綠色低碳轉型升級
(三)推進傳統產業綠色(se)低碳(tan)優(you)化重構。加(jia)快傳統(tong)產(chan)(chan)業(ye)產(chan)(chan)品(pin)結構(gou)、用(yong)(yong)(yong)(yong)能(neng)結構(gou)、原(yuan)料結構(gou)優化(hua)(hua)調整和(he)(he)工(gong)(gong)(gong)藝流(liu)程(cheng)再(zai)造,提(ti)(ti)升(sheng)在全球分(fen)工(gong)(gong)(gong)中(zhong)的(de)地位(wei)和(he)(he)競爭力。實施“增品(pin)種、提(ti)(ti)品(pin)質、創品(pin)牌”行動,推(tui)動產(chan)(chan)品(pin)向(xiang)高(gao)端(duan)、智能(neng)、綠(lv)色(se)(se)、融合方(fang)向(xiang)升(sheng)級換代,推(tui)動形成(cheng)品(pin)種更(geng)加(jia)豐富(fu)、品(pin)質更(geng)加(jia)穩定(ding)、品(pin)牌更(geng)具(ju)影響力的(de)供給體系。構(gou)建(jian)清潔(jie)高(gao)效低碳的(de)工(gong)(gong)(gong)業(ye)能(neng)源(yuan)消(xiao)費結構(gou),實施煤炭分(fen)質分(fen)級清潔(jie)高(gao)效利(li)用(yong)(yong)(yong)(yong)行動,有序推(tui)進重(zhong)(zhong)點用(yong)(yong)(yong)(yong)能(neng)行業(ye)煤炭減量(liang)替代;鼓勵具(ju)備(bei)條件的(de)企業(ye)、園(yuan)區建(jian)設工(gong)(gong)(gong)業(ye)綠(lv)色(se)(se)微(wei)電(dian)網,推(tui)進多能(neng)高(gao)效互補利(li)用(yong)(yong)(yong)(yong),就近大(da)規模(mo)高(gao)比例利(li)用(yong)(yong)(yong)(yong)可再(zai)生(sheng)(sheng)能(neng)源(yuan);加(jia)快推(tui)進終端(duan)用(yong)(yong)(yong)(yong)能(neng)電(dian)氣化(hua)(hua),拓寬電(dian)能(neng)替代領域,提(ti)(ti)升(sheng)綠(lv)色(se)(se)電(dian)力消(xiao)納比例。推(tui)進綠(lv)氫(qing)、低(無)揮發性有機(ji)物、再(zai)生(sheng)(sheng)資(zi)源(yuan)、工(gong)(gong)(gong)業(ye)固廢等(deng)(deng)原(yuan)料替代,增強天(tian)然(ran)氣、乙烷、丙(bing)烷等(deng)(deng)原(yuan)料供應(ying)能(neng)力,提(ti)(ti)高(gao)綠(lv)色(se)(se)低碳原(yuan)料比重(zhong)(zhong)。推(tui)廣(guang)鋼鐵、石化(hua)(hua)化(hua)(hua)工(gong)(gong)(gong)、有色(se)(se)金屬、紡織、機(ji)械(xie)等(deng)(deng)行業(ye)短流(liu)程(cheng)工(gong)(gong)(gong)藝技術(shu)。健全市場化(hua)(hua)法治化(hua)(hua)化(hua)(hua)解過剩產(chan)(chan)能(neng)長(chang)效機(ji)制(zhi),依法依規推(tui)動落后產(chan)(chan)能(neng)退出。到(dao)2030年,主要(yao)再(zai)生(sheng)(sheng)資(zi)源(yuan)循環利(li)用(yong)(yong)(yong)(yong)量(liang)達到(dao)5.1億噸(dun),大(da)宗工(gong)(gong)(gong)業(ye)固廢綜合利(li)用(yong)(yong)(yong)(yong)率達到(dao)62%,電(dian)解鋁使用(yong)(yong)(yong)(yong)可再(zai)生(sheng)(sheng)能(neng)源(yuan)比例達到(dao)30%以上(shang)(shang),短流(liu)程(cheng)煉鋼比例達到(dao)20%以上(shang)(shang),合成(cheng)氣一步法制(zhi)烯烴、乙醇(chun)等(deng)(deng)短流(liu)程(cheng)合成(cheng)技術(shu)實現(xian)規模(mo)化(hua)(hua)應(ying)用(yong)(yong)(yong)(yong)。
(四)加快傳統產業綠色低碳技(ji)術改(gai)造。定(ding)期更新發布制(zhi)造(zao)(zao)(zao)業綠(lv)色(se)(se)(se)低(di)(di)碳技術(shu)(shu)導向目錄(lu),遴選推廣成(cheng)熟度(du)高、經濟(ji)性好(hao)、綠(lv)色(se)(se)(se)成(cheng)效顯(xian)著的關鍵共性技術(shu)(shu),推動(dong)企業、園(yuan)(yuan)(yuan)區、重點(dian)行(xing)(xing)業全(quan)面實施(shi)新一(yi)輪(lun)綠(lv)色(se)(se)(se)低(di)(di)碳技術(shu)(shu)改(gai)造(zao)(zao)(zao)升級。支持(chi)(chi)大型(xing)(xing)企業圍繞(rao)產品(pin)設計、制(zhi)造(zao)(zao)(zao)、物流(liu)、使用、回收利用等全(quan)生(sheng)命周期綠(lv)色(se)(se)(se)低(di)(di)碳轉(zhuan)型(xing)(xing)需求,實施(shi)全(quan)流(liu)程系(xi)統化(hua)改(gai)造(zao)(zao)(zao)升級。充分發揮鏈(lian)(lian)主企業帶動(dong)作(zuo)用,幫助產業鏈(lian)(lian)上下(xia)游(you)中小企業找準綠(lv)色(se)(se)(se)低(di)(di)碳轉(zhuan)型(xing)(xing)短板,有計劃分步驟(zou)組織實施(shi)技術(shu)(shu)改(gai)造(zao)(zao)(zao)。鼓(gu)勵(li)工業園(yuan)(yuan)(yuan)區、產業集(ji)聚(ju)區對標綠(lv)色(se)(se)(se)工業園(yuan)(yuan)(yuan)區建(jian)設要求,開(kai)展(zhan)布局集(ji)聚(ju)化(hua)、結構綠(lv)色(se)(se)(se)化(hua)、鏈(lian)(lian)接(jie)生(sheng)態化(hua)整(zheng)體(ti)改(gai)造(zao)(zao)(zao)升級,組織園(yuan)(yuan)(yuan)區內企業持(chi)(chi)續實施(shi)綠(lv)色(se)(se)(se)低(di)(di)碳技術(shu)(shu)改(gai)造(zao)(zao)(zao)。支持(chi)(chi)行(xing)(xing)業協會制(zhi)定(ding)重點(dian)行(xing)(xing)業改(gai)造(zao)(zao)(zao)升級計劃,鼓(gu)勵(li)地方開(kai)展(zhan)環(huan)(huan)保績效創A行(xing)(xing)動(dong),提升行(xing)(xing)業環(huan)(huan)保治理(li)水平(ping)。
(五)引導區域(yu)綠(lv)色低碳優化布局。堅(jian)持全國一(yi)(yi)(yi)盤(pan)棋,綜(zong)合(he)考慮區(qu)(qu)(qu)(qu)域(yu)(yu)產(chan)業(ye)(ye)(ye)(ye)基礎、資源稟賦、環(huan)(huan)境承載(zai)力(li)等(deng)因素,推動(dong)傳(chuan)統產(chan)業(ye)(ye)(ye)(ye)形成集群化(hua)(hua)(hua)、差(cha)異(yi)化(hua)(hua)(hua)的綠(lv)色(se)(se)低碳轉(zhuan)(zhuan)型新(xin)格局。落(luo)實(shi)京津冀協同(tong)發(fa)展、長江經濟帶發(fa)展、粵港澳大灣區(qu)(qu)(qu)(qu)建(jian)設(she)、長三角一(yi)(yi)(yi)體(ti)化(hua)(hua)(hua)發(fa)展、黃河(he)流(liu)域(yu)(yu)生(sheng)(sheng)態(tai)(tai)保(bao)護和(he)(he)高(gao)質量發(fa)展等(deng)區(qu)(qu)(qu)(qu)域(yu)(yu)重(zhong)大戰略(lve)定位,把綠(lv)色(se)(se)發(fa)展和(he)(he)產(chan)業(ye)(ye)(ye)(ye)轉(zhuan)(zhuan)型結合(he)起來,加(jia)強跨(kua)區(qu)(qu)(qu)(qu)域(yu)(yu)產(chan)業(ye)(ye)(ye)(ye)分工(gong)合(he)作、科技(ji)協同(tong)創新(xin)、要(yao)素優(you)化(hua)(hua)(hua)配(pei)置(zhi)。發(fa)揮地(di)(di)區(qu)(qu)(qu)(qu)特色(se)(se)和(he)(he)優(you)勢,綜(zong)合(he)平(ping)衡(heng)生(sheng)(sheng)產(chan)力(li)、能源、資源、市(shi)場需求等(deng)要(yao)素,支持中西(xi)部和(he)(he)東北地(di)(di)區(qu)(qu)(qu)(qu)有序(xu)承接產(chan)業(ye)(ye)(ye)(ye)轉(zhuan)(zhuan)移(yi),避免低水平(ping)重(zhong)復建(jian)設(she)。嚴(yan)格落(luo)實(shi)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境分區(qu)(qu)(qu)(qu)管控要(yao)求,在符(fu)合(he)環(huan)(huan)保(bao)、能耗、水耗、安全生(sheng)(sheng)產(chan)等(deng)標準(zhun)要(yao)求的前提下,穩妥(tuo)有序(xu)推動(dong)高(gao)載(zai)能行業(ye)(ye)(ye)(ye)向西(xi)部清潔能源優(you)勢地(di)(di)區(qu)(qu)(qu)(qu)轉(zhuan)(zhuan)移(yi)。嚴(yan)格項目(mu)(mu)準(zhun)入,堅(jian)決遏(e)制高(gao)耗能、高(gao)排放、低水平(ping)項目(mu)(mu)盲目(mu)(mu)上馬。推動(dong)區(qu)(qu)(qu)(qu)域(yu)(yu)產(chan)業(ye)(ye)(ye)(ye)綠(lv)色(se)(se)協同(tong)提升,重(zhong)點(dian)發(fa)展鋼化(hua)(hua)(hua)聯(lian)產(chan)、煉(lian)化(hua)(hua)(hua)一(yi)(yi)(yi)體(ti)化(hua)(hua)(hua)、林漿紙一(yi)(yi)(yi)體(ti)化(hua)(hua)(hua)、以化(hua)(hua)(hua)固碳等(deng)產(chan)業(ye)(ye)(ye)(ye)耦(ou)合(he)模式,以及(ji)冶金(jin)和(he)(he)建(jian)材等(deng)行業(ye)(ye)(ye)(ye)協同(tong)處置(zhi)生(sheng)(sheng)活垃圾、向城鎮居民供熱等(deng)產(chan)城融合(he)模式,鼓(gu)勵有條件(jian)的地(di)(di)區(qu)(qu)(qu)(qu)加(jia)強資源耦(ou)合(he)和(he)(he)循環(huan)(huan)利用,加(jia)快建(jian)設(she)“無廢企(qi)業(ye)(ye)(ye)(ye)”“無廢園(yuan)區(qu)(qu)(qu)(qu)”“無廢城市(shi)”。
三、推動新興產業綠色低碳高起(qi)點發展
(六)加快(kuai)補齊新興(xing)產業綠色低(di)碳短板弱項。聚焦制(zhi)(zhi)約新(xin)興產(chan)(chan)(chan)業(ye)(ye)綠(lv)(lv)(lv)色發(fa)(fa)展(zhan)(zhan)的(de)瓶頸(jing)環節,加(jia)(jia)快補齊短板弱項,著力(li)(li)解決新(xin)興產(chan)(chan)(chan)業(ye)(ye)可(ke)持續發(fa)(fa)展(zhan)(zhan)的(de)后顧(gu)之憂。在新(xin)一代信(xin)息(xi)技(ji)術(shu)領(ling)域(yu)(yu),引導數(shu)據中心擴大(da)綠(lv)(lv)(lv)色能(neng)源(yuan)(yuan)利(li)(li)(li)用(yong)(yong)比例,推動(dong)低(di)功耗芯片(pian)等技(ji)術(shu)產(chan)(chan)(chan)品應(ying)(ying)用(yong)(yong),探索構建市(shi)場導向的(de)綠(lv)(lv)(lv)色低(di)碳算(suan)力(li)(li)應(ying)(ying)用(yong)(yong)體系。在新(xin)能(neng)源(yuan)(yuan)領(ling)域(yu)(yu),加(jia)(jia)快廢(fei)舊光伏組件、風力(li)(li)發(fa)(fa)電(dian)(dian)機組葉片(pian)等新(xin)型固廢(fei)綜(zong)合利(li)(li)(li)用(yong)(yong)技(ji)術(shu)研發(fa)(fa)及產(chan)(chan)(chan)業(ye)(ye)化(hua)(hua)應(ying)(ying)用(yong)(yong)。在新(xin)能(neng)源(yuan)(yuan)汽(qi)車領(ling)域(yu)(yu),完善廢(fei)舊動(dong)力(li)(li)電(dian)(dian)池綜(zong)合利(li)(li)(li)用(yong)(yong)體系,推動(dong)規范化(hua)(hua)回收(shou)、分(fen)級資源(yuan)(yuan)化(hua)(hua)利(li)(li)(li)用(yong)(yong)。在新(xin)材料領(ling)域(yu)(yu),開展(zhan)(zhan)共伴生(sheng)礦(kuang)與尾礦(kuang)集約化(hua)(hua)利(li)(li)(li)用(yong)(yong)、工(gong)業(ye)(ye)固廢(fei)規模化(hua)(hua)利(li)(li)(li)用(yong)(yong)、再(zai)生(sheng)資源(yuan)(yuan)高值化(hua)(hua)利(li)(li)(li)用(yong)(yong)等技(ji)術(shu)研發(fa)(fa)和(he)應(ying)(ying)用(yong)(yong),提升稀土、稀有金屬等戰略(lve)性礦(kuang)產(chan)(chan)(chan)資源(yuan)(yuan)保(bao)障能(neng)力(li)(li)。在高端(duan)裝(zhuang)備(bei)領(ling)域(yu)(yu),加(jia)(jia)快增材制(zhi)(zhi)造(zao)、柔性成型、無損檢(jian)測(ce)和(he)拆解等關鍵(jian)再(zai)制(zhi)(zhi)造(zao)技(ji)術(shu)創新(xin)與產(chan)(chan)(chan)業(ye)(ye)化(hua)(hua)應(ying)(ying)用(yong)(yong),推動(dong)高技(ji)術(shu)含量(liang)、高附(fu)加(jia)(jia)值裝(zhuang)備(bei)開展(zhan)(zhan)再(zai)制(zhi)(zhi)造(zao)。在環保(bao)裝(zhuang)備(bei)領(ling)域(yu)(yu),針(zhen)對新(xin)污染(ran)物治理(li)等新(xin)需求(qiu)加(jia)(jia)強關鍵(jian)核心技(ji)術(shu)攻關。在航空(kong)航天(tian)領(ling)域(yu)(yu),積極發(fa)(fa)展(zhan)(zhan)電(dian)(dian)動(dong)飛機等新(xin)能(neng)源(yuan)(yuan)航空(kong)器。在船(chuan)舶(bo)(bo)與海洋工(gong)程(cheng)裝(zhuang)備(bei)領(ling)域(yu)(yu),加(jia)(jia)快液(ye)化(hua)(hua)天(tian)然氣(LNG)、甲醇、氨、電(dian)(dian)池等動(dong)力(li)(li)形式的(de)綠(lv)(lv)(lv)色智能(neng)船(chuan)舶(bo)(bo)研制(zhi)(zhi)及示范應(ying)(ying)用(yong)(yong),推廣內河、近(jin)海船(chuan)舶(bo)(bo)電(dian)(dian)氣化(hua)(hua)改造(zao)工(gong)程(cheng)試(shi)點(dian)。
