(四)不斷加強前沿技術研發(fa)應用。加強高(gao)(gao)效節(jie)能(neng)電力變壓(ya)器(qi)生產(chan)制造關鍵核心技(ji)術(shu)(shu)(shu)攻(gong)關,推進高(gao)(gao)牌(pai)號取(qu)向(xiang)電工鋼帶、高(gao)(gao)壓(ya)大功率絕緣(yuan)柵雙極型晶體(ti)管(IGBT)、超凈交聯聚(ju)乙(yi)烯(XLPE)絕緣(yuan)料、特高(gao)(gao)壓(ya)直流(liu)套管、非(fei)晶合金(jin)(jin)帶材、新(xin)型合金(jin)(jin)繞組(zu)、環保型絕緣(yuan)油、絕緣(yuan)紙(板)、硅橡膠等高(gao)(gao)效節(jie)能(neng)電力變壓(ya)器(qi)用材料創新(xin)和(he)(he)技(ji)術(shu)(shu)(shu)升級(ji)。加強立體(ti)卷鐵芯(xin)結(jie)構、絕緣(yuan)件、低(di)損耗導(dao)線、多階(jie)梯疊接(jie)縫等結(jie)構設計與加工工藝技(ji)術(shu)(shu)(shu)創新(xin)。開展精細化(hua)無功補(bu)償技(ji)術(shu)(shu)(shu)、寬(kuan)幅無弧有載調(diao)壓(ya)、智(zhi)(zhi)(zhi)能(neng)分接(jie)開關、智(zhi)(zhi)(zhi)能(neng)融合終端(duan)、狀態監測可視化(hua)等智(zhi)(zhi)(zhi)慧(hui)運維和(he)(he)全生命周期管理技(ji)術(shu)(shu)(shu)創新(xin),提高(gao)(gao)電力變壓(ya)器(qi)數字化(hua)、智(zhi)(zhi)(zhi)能(neng)化(hua)、綠(lv)色化(hua)水平。
四、規范廢舊電力變(bian)壓器回收利用,加快促進產業鏈循(xun)環暢通
(一)暢通廢舊電力變壓器處置。鼓(gu)勵電力(li)(li)變(bian)(bian)壓(ya)(ya)(ya)器使用企業(ye)(ye)按照資產(chan)管理(li)(li)相關(guan)規(gui)(gui)定(ding),規(gui)(gui)范電力(li)(li)變(bian)(bian)壓(ya)(ya)(ya)器退(tui)(tui)役處(chu)(chu)置流程,明(ming)確電力(li)(li)變(bian)(bian)壓(ya)(ya)(ya)器報廢鑒定(ding)標準(zhun),及(ji)時開展退(tui)(tui)役設備報廢鑒定(ding),提(ti)升退(tui)(tui)役資產(chan)處(chu)(chu)置效(xiao)率。將(jiang)退(tui)(tui)役電力(li)(li)變(bian)(bian)壓(ya)(ya)(ya)器作為生(sheng)(sheng)產(chan)性廢舊(jiu)金(jin)屬處(chu)(chu)理(li)(li)的(de),應(ying)按照《再生(sheng)(sheng)資源(yuan)回(hui)收管理(li)(li)辦法》中關(guan)于交(jiao)售生(sheng)(sheng)產(chan)性廢舊(jiu)金(jin)屬的(de)有關(guan)規(gui)(gui)定(ding),與再生(sheng)(sheng)資源(yuan)回(hui)收企業(ye)(ye)簽訂收購合同,約定(ding)回(hui)收廢舊(jiu)電力(li)(li)變(bian)(bian)壓(ya)(ya)(ya)器數(shu)量、規(gui)(gui)格等,規(gui)(gui)范化開展報廢處(chu)(chu)置。
(二)規范(fan)廢(fei)舊電(dian)力變壓器回收。從事再(zai)生(sheng)資源(yuan)(yuan)回(hui)收(shou)(shou)(shou)(shou)經(jing)營(ying)活動(dong), 需按照《再(zai)生(sheng)資源(yuan)(yuan)回(hui)收(shou)(shou)(shou)(shou)管理(li)辦法》有關(guan)要(yao)求,完成再(zai)生(sheng)資源(yuan)(yuan)回(hui)收(shou)(shou)(shou)(shou)經(jing)營(ying)者(zhe)備(bei)案,回(hui)收(shou)(shou)(shou)(shou)生(sheng)產(chan)(chan)(chan)性(xing)廢(fei)舊(jiu)(jiu)金屬(shu)的企業應(ying)建(jian)立回(hui)收(shou)(shou)(shou)(shou)生(sheng)產(chan)(chan)(chan)性(xing)廢(fei)舊(jiu)(jiu)金屬(shu)信(xin)息登記制度,對生(sheng)產(chan)(chan)(chan)性(xing)廢(fei)舊(jiu)(jiu)金屬(shu)的數(shu)量、規格、新舊(jiu)(jiu)程度等如(ru)實登記,登記資料保存(cun)期(qi)限不得少于(yu)兩年。對涉及(ji)含油的廢(fei)舊(jiu)(jiu)電力變壓器應(ying)有廢(fei)油回(hui)收(shou)(shou)(shou)(shou)儲存(cun)設備(bei)和相關(guan)處理(li)措施(shi)。鼓勵電力變壓器生(sheng)產(chan)(chan)(chan)企業結合實際通過以舊(jiu)(jiu)換(huan)新等方式回(hui)收(shou)(shou)(shou)(shou)舊(jiu)(jiu)電力變壓器。
(三)提(ti)升廢(fei)舊電力變壓器拆解利(li)用水平。鼓勵相關企業開發使用節(jie)能、環保、高效的(de)新(xin)技(ji)(ji)術、新(xin)工(gong)藝(yi)、新(xin)裝備,提升廢(fei)(fei)(fei)(fei)舊(jiu)電(dian)力(li)變壓器(qi)(qi)精細化(hua)拆解水(shui)平。加強廢(fei)(fei)(fei)(fei)舊(jiu)電(dian)力(li)變壓器(qi)(qi)精細化(hua)檢測(ce)、拆解技(ji)(ji)術的(de)攻關研究,積極開發廢(fei)(fei)(fei)(fei)舊(jiu)電(dian)力(li)變壓器(qi)(qi)成套自動化(hua)智能化(hua)拆解設備。鼓勵企業編制廢(fei)(fei)(fei)(fei)舊(jiu)電(dian)力(li)變壓器(qi)(qi)集中拆解臺賬,規范處置硅鋼片、銅(tong)、鋁等(deng)材料。變壓器(qi)(qi)絕緣油(you)應嚴格按照國家(jia)危(wei)險廢(fei)(fei)(fei)(fei)物相關管理規定進(jin)行處置。

一、基本情況
制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)廣泛應用(yong)(yong)(yong)(yong)于工商業和(he)居民家(jia)庭等(deng)領(ling)域(yu),是滿足(zu)生產(chan)(chan)生活需要的(de)重(zhong)要終端(duan)用(yong)(yong)(yong)(yong)能產(chan)(chan)品(pin)。近年來,我(wo)(wo)國(guo)制(zhi)(zhi)(zhi)(zhi)冷(leng)行業快速發展(zhan)(zhan),制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)應用(yong)(yong)(yong)(yong)規模持續擴大(da)(da),產(chan)(chan)品(pin)類(lei)型和(he)應用(yong)(yong)(yong)(yong)邊界不斷拓展(zhan)(zhan)。從應用(yong)(yong)(yong)(yong)領(ling)域(yu)看(kan),制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)主要分為工商業使(shi)用(yong)(yong)(yong)(yong)的(de)制(zhi)(zhi)(zhi)(zhi)冷(leng)空調設(she)備(bei)、冷(leng)鏈(lian)制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)、信(xin)息通信(xin)設(she)施冷(leng)卻設(she)備(bei)等(deng),以及居民家(jia)庭使(shi)用(yong)(yong)(yong)(yong)的(de)制(zhi)(zhi)(zhi)(zhi)冷(leng)空調設(she)備(bei)、家(jia)用(yong)(yong)(yong)(yong)冰箱冷(leng)柜(ju)等(deng)。有關(guan)機構數據顯示,目(mu)前我(wo)(wo)國(guo)在運制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)保(bao)有量(liang)約 11.5 億臺(tai)(tai)(套),年用(yong)(yong)(yong)(yong)電(dian)量(liang)占(zhan)全社會用(yong)(yong)(yong)(yong)電(dian)總量(liang)比重(zhong)較高。在用(yong)(yong)(yong)(yong)制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)中(zhong),能效(xiao)低(di)于節能水平(能效(xiao) 2 級)的(de)比重(zhong)超過 50%, 節能降(jiang)碳更新改(gai)造潛(qian)力(li)較大(da)(da)。同時,我(wo)(wo)國(guo)各(ge)類(lei)制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)年報廢量(liang)約5000 萬臺(tai)(tai)(套),相(xiang)關(guan)主機及零部件規范化(hua)回(hui)收(shou)利用(yong)(yong)(yong)(yong)水平有待提(ti)升, 制(zhi)(zhi)(zhi)(zhi)冷(leng)劑再利用(yong)(yong)(yong)(yong)和(he)無害(hai)化(hua)處置需進一步規范。統(tong)籌推(tui)進制(zhi)(zhi)(zhi)(zhi)冷(leng)設(she)備(bei)更新改(gai)造和(he)回(hui)收(shou)利用(yong)(yong)(yong)(yong),對推(tui)動制(zhi)(zhi)(zhi)(zhi)冷(leng)行業綠色低(di)碳發展(zhan)(zhan)具有重(zhong)要意義(yi)。
二、工作(zuo)目標(biao)
到(dao) 2025 年(nian)(nian),在運(yun)工(gong)商業制(zhi)(zhi)冷(leng)(leng)設備(bei)(bei)(bei)、家用(yong)制(zhi)(zhi)冷(leng)(leng)設備(bei)(bei)(bei)中,能(neng)(neng)效達到(dao)節(jie)(jie)(jie)能(neng)(neng)水平及以上的高(gao)(gao)效節(jie)(jie)(jie)能(neng)(neng)產(chan)品占(zhan)比分別達到(dao) 40%、60%,當年(nian)(nian)新(xin)生產(chan)高(gao)(gao)效節(jie)(jie)(jie)能(neng)(neng)工(gong)商業制(zhi)(zhi)冷(leng)(leng)設備(bei)(bei)(bei)占(zhan)比達到(dao) 55%,當年(nian)(nian)新(xin)生產(chan)高(gao)(gao)效節(jie)(jie)(jie)能(neng)(neng)家用(yong)制(zhi)(zhi)冷(leng)(leng)設備(bei)(bei)(bei)占(zhan)比達到(dao) 80%,實現年(nian)(nian)節(jie)(jie)(jie)電量約(yue) 1000 億千瓦時, 相當于年(nian)(nian)節(jie)(jie)(jie)能(neng)(neng)約(yue) 3000 萬(wan)(wan)噸標準煤,年(nian)(nian)減排二氧(yang)化碳約(yue) 5800 萬(wan)(wan)噸。廢舊制(zhi)(zhi)冷(leng)(leng)設備(bei)(bei)(bei)回收利用(yong)、制(zhi)(zhi)冷(leng)(leng)劑(ji)再(zai)利用(yong)和(he)無害化處置(zhi)水平進一步提升。
三、推廣節能降碳先進技術,積極穩(wen)妥實施制冷設(she)備(bei)更新改造
(一(yi))持續提升高(gao)效節能制冷設備(bei)供給能力。鼓(gu)勵(li)(li)制(zhi)(zhi)冷(leng)(leng)設(she)備生(sheng)產(chan)(chan)企業(ye)(ye)(ye)和研發單位(wei)加(jia)強新材料、新結構、新工藝、新方法開發應用(yong), 提升制(zhi)(zhi)冷(leng)(leng)設(she)備及系統能(neng)效水平。引導(dao)企業(ye)(ye)(ye)采用(yong)低全球變暖潛能(neng)值(GWP)制(zhi)(zhi)冷(leng)(leng)劑(ji),提高(gao)(gao)變頻(pin)、濕(溫(wen))度(du)精準(zhun)控(kong)制(zhi)(zhi)等綠色(se)高(gao)(gao)端(duan)產(chan)(chan)品(pin)(pin)供給(gei)比例。加(jia)速淘汰氫氯氟(fu)碳(tan)化(hua)物(wu)(wu)(HCFCs)制(zhi)(zhi)冷(leng)(leng)劑(ji),限控(kong)氫氟(fu)碳(tan)化(hua)物(wu)(wu)(HFCs)使用(yong)。鼓(gu)勵(li)(li)企業(ye)(ye)(ye)優先使用(yong)低(無)揮(hui)發性(xing)有機(ji)物(wu)(wu)含(han)量(liang)的涂料、油墨、膠(jiao)粘劑(ji)和清潔劑(ji)。鼓(gu)勵(li)(li)制(zhi)(zhi)冷(leng)(leng)設(she)備生(sheng)產(chan)(chan)企業(ye)(ye)(ye)為工商業(ye)(ye)(ye)用(yong)戶(hu)提供按需定(ding)制(zhi)(zhi)、精準(zhun)適配的高(gao)(gao)效節能(neng)制(zhi)(zhi)冷(leng)(leng)設(she)備及系統,推(tui)動從“制(zhi)(zhi)造”向“產(chan)(chan)品(pin)(pin)/工程(cheng)+服務”轉變。
(二(er))有序實(shi)施在運(yun)制冷(leng)設備節能降碳改造。加(jia)快高(gao)效(xiao)節能制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)設備(bei)(bei)及(ji)系統在產(chan)業(ye)園區(qu)、公(gong)共(gong)機(ji)(ji)構(gou)、大型公(gong)建、交通基(ji)礎(chu)設施、冷(leng)(leng)(leng)(leng)(leng)(leng)鏈物流、數(shu)(shu)(shu)據(ju)中(zhong)心(xin)等(deng)領域的推廣應用。鼓勵運(yun)用智能管(guan)控、系統優化(hua)、能量回(hui)收、自(zi)然(ran)冷(leng)(leng)(leng)(leng)(leng)(leng)源(yuan)、多能互補、自(zi)然(ran)通風等(deng)技術手段,有序實(shi)施老舊(jiu)(jiu)低效(xiao)制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)設備(bei)(bei)更新改造。支持(chi)相關企業(ye)對在用冷(leng)(leng)(leng)(leng)(leng)(leng)庫(ku)(包(bao)括(kuo)凍(dong)(dong)結(jie)間(jian)、冷(leng)(leng)(leng)(leng)(leng)(leng)卻設備(bei)(bei)等(deng))和冷(leng)(leng)(leng)(leng)(leng)(leng)凍(dong)(dong)冷(leng)(leng)(leng)(leng)(leng)(leng)藏領域低溫(wen)加(jia)工、貯存等(deng)設備(bei)(bei)實(shi)施節能降碳改造,提升冷(leng)(leng)(leng)(leng)(leng)(leng)藏車、冷(leng)(leng)(leng)(leng)(leng)(leng)藏集裝箱(xiang)等(deng)設備(bei)(bei)制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)效(xiao)率。推動(dong)老舊(jiu)(jiu)數(shu)(shu)(shu)據(ju)中(zhong)心(xin)(包(bao)括(kuo)公(gong)共(gong)機(ji)(ji)構(gou)數(shu)(shu)(shu)據(ju)中(zhong)心(xin))實(shi)施節能降碳改造,鼓勵通過(guo)優化(hua)設備(bei)(bei)布(bu)局、制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)架構(gou)、外圍護結(jie)構(gou)等(deng)方式(shi),使用液冷(leng)(leng)(leng)(leng)(leng)(leng)服務器、熱管(guan)背板、間(jian)接式(shi)蒸(zheng)發冷(leng)(leng)(leng)(leng)(leng)(leng)卻、行級空調、自(zi)動(dong)噴(pen)淋等(deng)高(gao)效(xiao)制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)系統,因地制(zhi)宜采用自(zi)然(ran)冷(leng)(leng)(leng)(leng)(leng)(leng)源(yuan),與機(ji)(ji)械制(zhi)冷(leng)(leng)(leng)(leng)(leng)(leng)高(gao)效(xiao)協同(tong),提升數(shu)(shu)(shu)據(ju)中(zhong)心(xin)能效(xiao)水平。

(四)不(bu)斷加強前沿技術研發(fa)應用(yong)。加強(qiang)直流調(diao)速、變頻控(kong)制、高(gao)(gao)效壓縮機、緊湊輕量化(hua)高(gao)(gao)效傳熱(re)、高(gao)(gao)性(xing)能潤滑油(you)、新(xin)型蓄冷材料(liao)、高(gao)(gao)精度測試評價、量值傳遞等關鍵共性(xing)技(ji)(ji)(ji)術(shu)研(yan)發(fa),推(tui)動革命性(xing)制冷技(ji)(ji)(ji)術(shu)探索與儲備(bei)。鼓勵大(da)數據、物聯(lian)網(wang)、5G、人工智能等技(ji)(ji)(ji)術(shu)在制冷設備(bei)及系統中(zhong)的應用。加強(qiang)低溫(wen)加工、貯存、銷售、配送等環節綠色冷鏈技(ji)(ji)(ji)術(shu)裝(zhuang)備(bei)研(yan)發(fa)應用。積極(ji)開發(fa)新(xin)型綠色低碳高(gao)(gao)效制冷劑和(he)保溫(wen)材料(liao)。
四、規范(fan)廢舊制冷設備回收利用,加(jia)快促進產業鏈循環(huan)暢通
(一)暢(chang)通廢舊制冷(leng)設備處置。鼓勵(li)制冷(leng)設(she)備(bei)使用(yong)單(dan)位(wei)科學(xue)制定老舊制冷(leng)設(she)備(bei)及系統(tong)更新方案,建立規(gui)范(fan)化、可追溯(su)的設(she)備(bei)應(ying)用(yong)檔案。鼓勵(li)制冷(leng)設(she)備(bei)生產企(qi)業(ye)(ye)、銷售企(qi)業(ye)(ye)、使用(yong)單(dan)位(wei)和(he)廢(fei)舊設(she)備(bei)回(hui)收拆(chai)解(jie)企(qi)業(ye)(ye)開(kai)展業(ye)(ye)務對接,逐步建立上(shang)下游互(hu)通互(hu)融的回(hui)收和(he)拆(chai)解(jie)體系。支持發展“互(hu)聯網+”模式(shi)和(he)回(hui)收、運輸、拆(chai)解(jie)、利用(yong)一體化模式(shi),提升廢(fei)舊制冷(leng)設(she)備(bei)處置效率和(he)規(gui)范(fan)化水平。
(二)規范廢舊制冷設備回收(shou)。從(cong)事制(zhi)冷(leng)劑回(hui)收(shou)利用等(deng)經(jing)營活動的(de)單(dan)位,應嚴(yan)格(ge)落實《消(xiao)耗臭氧層物質管(guan)理條例(li)(li)》有(you)關(guan)(guan)要求(qiu),根據生態(tai)環(huan)境部門有(you)關(guan)(guan)規定,規范開(kai)展氫氯氟碳化物(HCFCs)和(he)氫氟碳化物(HFCs)制(zhi)冷(leng)劑回(hui)收(shou)、再(zai)生利用和(he)無害化處置,提高(gao)制(zhi)冷(leng)劑回(hui)收(shou)比例(li)(li)。從(cong)事再(zai)生資(zi)源(yuan)回(hui)收(shou)經(jing)營活動,需(xu)按照《再(zai)生資(zi)源(yuan)回(hui)收(shou)管(guan)理辦法》有(you)關(guan)(guan)要求(qiu),完(wan)成再(zai)生資(zi)源(yuan)回(hui)收(shou)經(jing)營者備案。鼓勵(li)回(hui)收(shou)企業開(kai)展廢舊制(zhi)冷(leng)設備回(hui)收(shou)信(xin)息(xi)登記,對收(shou)集、存放、轉運、處理等(deng)環(huan)節進行信(xin)息(xi)化管(guan)理,實現可查(cha)詢可追(zhui)蹤。
(三)提升廢舊制冷設備拆解水平。加強(qiang)廢(fei)舊制冷設備精細化(hua)(hua)檢測和(he)拆解(jie)技術(shu)研發應用,開(kai)發成套(tao)自動化(hua)(hua)智能化(hua)(hua)廢(fei)舊制冷設備拆解(jie)設備。加強(qiang)制冷劑無(wu)害化(hua)(hua)處(chu)理和(he)再利用技術(shu)設備研發。鼓勵開(kai)發廢(fei)舊壓縮機自動化(hua)(hua)上線打孔和(he)自動高效(xiao)濾油裝備,提(ti)升拆解(jie)效(xiao)率。支持優質拆解(jie)處(chu)理企業做(zuo)大做(zuo)強(qiang),嚴厲打擊非法(fa)拆解(jie)。

照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)應用(yong)廣泛,是滿足工業(ye)及服務業(ye)、城市道路、交通運輸、公(gong)共機(ji)構、居民家(jia)庭等(deng)領域照(zhao)明(ming)(ming)(ming)(ming)需(xu)求的(de)重(zhong)要產(chan)品。我國是全(quan)球最大的(de)照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)生產(chan)、消費(fei)和出口國,照(zhao)明(ming)(ming)(ming)(ming)產(chan)業(ye)持續(xu)快速(su)發展,半導(dao)體照(zhao)明(ming)(ming)(ming)(ming)等(deng)高(gao)效節能(neng)(neng)(neng)產(chan)品加快普(pu)及。據有(you)關機(ji)構測算,我國相關領域在用(yong)照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)已(yi)超過 100 億只(盞)。一些(xie)領域在用(yong)照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)的(de)能(neng)(neng)(neng)效水平仍然偏(pian)低,節能(neng)(neng)(neng)降碳更(geng)新(xin)改(gai)造潛力較大。同時,我國照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)年報廢(fei)量大,其中(zhong)蘊(yun)藏的(de)鋁、銅(tong)、鋼鐵、塑料、玻璃(li)等(deng)材(cai)料具有(you)回(hui)收(shou)利(li)用(yong)價值。積極穩妥推動照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)更(geng)新(xin)改(gai)造,做好廢(fei)舊(jiu)照(zhao)明(ming)(ming)(ming)(ming)設(she)備(bei)回(hui)收(shou)利(li)用(yong),對(dui)推進全(quan)社會(hui)節約用(yong)能(neng)(neng)(neng)、完善(shan)廢(fei)棄物循環利(li)用(yong)體系具有(you)重(zhong)要意(yi)義(yi)。
