建(jian)設(she)目標:力(li)爭(zheng)到(dao)2025年(nian),全市城鎮新開工裝配式建(jian)筑面積占(zhan)當年(nian)新建(jian)建(jian)筑面積的比例達到(dao)40%。
3.加強建(jian)筑運(yun)營能耗監管
強化(hua)(hua)建(jian)(jian)(jian)(jian)筑用(yong)能(neng)(neng)及計量管(guan)理,加強能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)消費和(he)碳(tan)排放統(tong)計工(gong)作(zuo),建(jian)(jian)(jian)(jian)立全市(shi)(shi)(shi)(shi)建(jian)(jian)(jian)(jian)筑能(neng)(neng)源(yuan)(yuan)消耗(hao)和(he)碳(tan)排放“大數據庫(ku)”。落實大型(xing)公(gong)共建(jian)(jian)(jian)(jian)筑能(neng)(neng)耗(hao)監測制度。促(cu)進第(di)三方評(ping)(ping)估(gu)與(yu)檢測、節能(neng)(neng)評(ping)(ping)審評(ping)(ping)價、建(jian)(jian)(jian)(jian)筑能(neng)(neng)效測評(ping)(ping)機(ji)(ji)構、綠(lv)色(se)物(wu)業管(guan)理能(neng)(neng)力(li)建(jian)(jian)(jian)(jian)設,推行建(jian)(jian)(jian)(jian)筑能(neng)(neng)耗(hao)測評(ping)(ping)標識和(he)能(neng)(neng)耗(hao)限額管(guan)理,分(fen)類制定公(gong)共建(jian)(jian)(jian)(jian)筑用(yong)能(neng)(neng)與(yu)碳(tan)排放限額,落實能(neng)(neng)耗(hao)獎懲措施。加快推進既有居(ju)住建(jian)(jian)(jian)(jian)筑和(he)公(gong)共建(jian)(jian)(jian)(jian)筑綠(lv)色(se)化(hua)(hua)改造(zao),鼓勵合同能(neng)(neng)源(yuan)(yuan)管(guan)理、合同節水(shui)管(guan)理模式對(dui)機(ji)(ji)電設備進行調(diao)適和(he)運維,降(jiang)(jiang)低(di)能(neng)(neng)源(yuan)(yuan)水(shui)平(ping),推動市(shi)(shi)(shi)(shi)政基礎(chu)設施節能(neng)(neng)降(jiang)(jiang)碳(tan)改造(zao)。探索(suo)利(li)用(yong)綠(lv)色(se)金融及其(qi)他(ta)多(duo)元化(hua)(hua)融資支持政策推動既有建(jian)(jian)(jian)(jian)筑綠(lv)色(se)化(hua)(hua)改造(zao)的市(shi)(shi)(shi)(shi)場機(ji)(ji)制。到2025年,全市(shi)(shi)(shi)(shi)公(gong)共機(ji)(ji)構單位(wei)建(jian)(jian)(jian)(jian)筑面積能(neng)(neng)耗(hao)較(jiao)2020年下降(jiang)(jiang)8%,單位(wei)建(jian)(jian)(jian)(jian)筑面積碳(tan)排放較(jiao)2020年下降(jiang)(jiang)8%。(市(shi)(shi)(shi)(shi)住房城鄉建(jian)(jian)(jian)(jian)設局(ju)牽頭(tou),市(shi)(shi)(shi)(shi)發展改革(ge)委(wei)、市(shi)(shi)(shi)(shi)科技局(ju)、市(shi)(shi)(shi)(shi)機(ji)(ji)關事務局(ju)按職責分(fen)工(gong)負責)

建(jian)設(she)內(nei)容:深化市(shi)節(jie)(jie)約型公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)示范單位(wei)創建(jian)工(gong)作(zuo)(zuo),督促試點單位(wei)全(quan)面(mian)開(kai)展碳排放量統計工(gong)作(zuo)(zuo),抓好能(neng)源消費統計數據上報、審核和分(fen)析工(gong)作(zuo)(zuo)。積極開(kai)展市(shi)直大(da)院碳達(da)峰(feng)碳中和節(jie)(jie)能(neng)改造(zao),推動(dong)(dong)望城區人(ren)(ren)民醫院整體(ti)搬遷項目(mu)建(jian)設(she),發揮公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)節(jie)(jie)能(neng)示范和低碳引領作(zuo)(zuo)用(yong)。實(shi)施可(ke)再生(sheng)(sheng)能(neng)源替(ti)代行動(dong)(dong),鼓勵全(quan)市(shi)機(ji)(ji)(ji)(ji)(ji)關、學校、醫院等大(da)型公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)使用(yong)新能(neng)源汽車,促進(jin)(jin)節(jie)(jie)水(shui)護(hu)水(shui)行動(dong)(dong),督促公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)提(ti)高節(jie)(jie)水(shui)器(qi)具使用(yong)率。推進(jin)(jin)綠(lv)(lv)色辦公(gong)(gong),提(ti)倡無紙(zhi)化辦公(gong)(gong)。杜絕食品(pin)浪費,常態化開(kai)展“光盤(pan)行動(dong)(dong)”,推動(dong)(dong)公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)打造(zao)綠(lv)(lv)色食堂(tang)。加強生(sheng)(sheng)活垃圾(ji)分(fen)類(lei),建(jian)設(she)一(yi)批公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)生(sheng)(sheng)活垃圾(ji)分(fen)類(lei)典范。落實(shi)國家塑料(liao)污染治理(li)有關要求,推動(dong)(dong)公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)逐步停止使用(yong)不可(ke)降解塑料(liao)制(zhi)品(pin)。加強節(jie)(jie)能(neng)宣(xuan)傳和教育培(pei)訓(xun)活動(dong)(dong),普及低碳知(zhi)識理(li)念,注重公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)節(jie)(jie)能(neng)管(guan)理(li)人(ren)(ren)才培(pei)養,進(jin)(jin)一(yi)步完善公(gong)(gong)共(gong)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)節(jie)(jie)能(neng)管(guan)理(li)業務培(pei)訓(xun)體(ti)系(xi)。
建設目標:到2025年,全市公共機構新(xin)(xin)增及更新(xin)(xin)車(che)輛中新(xin)(xin)能(neng)源汽車(che)比例不低于(yu)30%,人均(jun)能(neng)耗較2020年下(xia)降10%以上,單位建筑面積(ji)(ji)能(neng)耗較2020年下(xia)降8%,單位建筑面積(ji)(ji)碳排(pai)放較2020年下(xia)降8%。
4.推進(jin)農村建設和(he)用能低碳(tan)轉型
推動(dong)綠(lv)(lv)色(se)農(nong)(nong)房標準實施,鼓勵在(zai)農(nong)(nong)村開展(zhan)適宜(yi)節能技術、超低(di)能耗(hao)建(jian)(jian)(jian)筑建(jian)(jian)(jian)設(she)(she)試(shi)點,提(ti)升農(nong)(nong)村建(jian)(jian)(jian)筑能源利用效率和室內熱(re)舒適水平。著力(li)建(jian)(jian)(jian)設(she)(she)一批(pi)符合(he)綠(lv)(lv)色(se)、低(di)碳(tan)、循環發展(zhan)要(yao)求的高品質(zhi)特色(se)小村莊,推進(jin)綠(lv)(lv)色(se)農(nong)(nong)房建(jian)(jian)(jian)設(she)(she),促進(jin)綠(lv)(lv)色(se)建(jian)(jian)(jian)材及綠(lv)(lv)色(se)建(jian)(jian)(jian)筑新技術的推廣應(ying)用。鼓勵生物質(zhi)能、太陽能、風能等可再生能源在(zai)農(nong)(nong)業生產和農(nong)(nong)村生活中的應(ying)用,加快推動(dong)鄉村用能結構(gou)轉型(xing)。加強農(nong)(nong)村電(dian)(dian)網建(jian)(jian)(jian)設(she)(she),提(ti)升農(nong)(nong)村用能電(dian)(dian)氣化水平。(市(shi)住房城鄉建(jian)(jian)(jian)設(she)(she)局、市(shi)農(nong)(nong)業農(nong)(nong)村局、市(shi)自然(ran)資源規劃局、市(shi)發展(zhan)改革(ge)委按(an)職責(ze)分(fen)工負責(ze))

1.加快綠色交通基礎設施建(jian)設

建(jian)(jian)(jian)設(she)(she)內(nei)容(rong):推(tui)進(jin)長沙黃花(hua)機場(chang)(chang)改擴建(jian)(jian)(jian)工程綠色(se)能源項(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)。建(jian)(jian)(jian)設(she)(she)以中深層(ceng)(ceng)和淺層(ceng)(ceng)地(di)熱(re)為主(zhu)的綠色(se)復合能源第一(yi)(yi)、二中心站(zhan);充(chong)分利用T3航(hang)站(zhan)樓(lou)停車場(chang)(chang)、陸(lu)側建(jian)(jian)(jian)筑屋頂(ding)、航(hang)站(zhan)區車棚、飛行區外征(zheng)地(di)空白區等空間資源,建(jian)(jian)(jian)設(she)(she)分布(bu)式光伏發(fa)電(dian)項(xiang)目(mu),合理配置儲能設(she)(she)備(bei),構建(jian)(jian)(jian)光儲充(chong)微網系(xi)統;開(kai)展(zhan)陸(lu)側近(jin)零能耗綠色(se)建(jian)(jian)(jian)筑建(jian)(jian)(jian)設(she)(she)示范(fan),積極(ji)應(ying)用智慧直流(liu)照明系(xi)統;適(shi)度超前布(bu)局充(chong)電(dian)基礎設(she)(she)施,優化(hua)充(chong)電(dian)樁接入(ru)方式,積極(ji)試點V2G和有(you)序充(chong)電(dian)基礎設(she)(she)施;推(tui)廣(guang)應(ying)用一(yi)(yi)體(ti)型儲能式APU替(ti)代設(she)(she)施,持續提(ti)升(sheng)使用APU替(ti)代設(she)(she)備(bei)的航(hang)班(ban)架次;建(jian)(jian)(jian)設(she)(she)機場(chang)(chang)智慧能源管(guan)控平臺,全面實現(xian)機場(chang)(chang)“水、電(dian)、冷、熱(re)、氣(qi)”一(yi)(yi)體(ti)化(hua)管(guan)控和動(dong)態感知優化(hua);開(kai)展(zhan)合同(tong)能源管(guan)理,積極(ji)參與(yu)綠電(dian)市(shi)場(chang)(chang)化(hua)交易,提(ti)高(gao)外購電(dian)綠電(dian)比例;增(zeng)加碳(tan)匯,做(zuo)好空地(di)綠化(hua)、屋頂(ding)綠化(hua),提(ti)升(sheng)機場(chang)(chang)碳(tan)匯水平。
建設目標(biao):至2025年,機(ji)(ji)場(chang)(chang)T3航站樓及綠(lv)色能(neng)源供(gong)(gong)應(ying)系統全面建成,成為國內首座(zuo)高比例應(ying)用(yong)地(di)源熱泵、分布(bu)式光(guang)伏供(gong)(gong)能(neng)的機(ji)(ji)場(chang)(chang),可(ke)再生利用(yong)率(lv)(lv)達到25%以上,近零能(neng)耗(hao)示(shi)范建筑群穩定高效運行,機(ji)(ji)場(chang)(chang)節能(neng)率(lv)(lv)和(he)(he)單(dan)位面積能(neng)耗(hao)水(shui)平處于全國領先(xian)水(shui)平。通過(guo)參與綠(lv)電交易(yi)和(he)(he)提(ti)高機(ji)(ji)場(chang)(chang)碳匯(hui),在中(zhong)遠期逐步實現近零排放,成為全省、全市(shi)對外(wai)展示(shi)踐行“雙碳”戰略的門戶窗口。
2.構(gou)建集(ji)約高效交通運輸體(ti)系

建設(she)(she)目(mu)標:到2030年,以(yi)軌道交(jiao)(jiao)通為核心的(de)多層次多模(mo)式公(gong)共(gong)交(jiao)(jiao)通系統建立,公(gong)共(gong)交(jiao)(jiao)通機動(dong)化出(chu)行(xing)分擔(dan)率(lv)(lv)達(da)到60%以(yi)上,中心城區綠色出(chu)行(xing)比例(li)達(da)到75%。城市軌道交(jiao)(jiao)通運(yun)營(ying)(ying)里程超過300公(gong)里,完成常(chang)規公(gong)交(jiao)(jiao)線網優化方案(an),軌道交(jiao)(jiao)通站點常(chang)規公(gong)交(jiao)(jiao)覆蓋率(lv)(lv)達(da)到100%。實現純電動(dong)公(gong)交(jiao)(jiao)車(che)比例(li)達(da)到80%,新能源和清潔能源車(che)輛比例(li)達(da)到100%。公(gong)交(jiao)(jiao)專用道及優先(xian)車(che)道設(she)(she)置明顯(xian)提(ti)升。力(li)爭在城市建成“保障(zhang)更(geng)(geng)有力(li)、服(fu)務更(geng)(geng)優質、設(she)(she)施更(geng)(geng)完善、運(yun)營(ying)(ying)更(geng)(geng)安全、管理更(geng)(geng)規范”的(de)城市公(gong)共(gong)交(jiao)(jiao)通系統。
3.推廣清潔交通工具
