建設目標:到(dao)2025年,長沙(sha)電(dian)網外電(dian)引入和受(shou)納能力(li)(li)大幅提高,供電(dian)能力(li)(li)達(da)1500萬千瓦,主城(cheng)(cheng)區(qu)、縣城(cheng)(cheng)區(qu)、省(sheng)級(ji)及以上園(yuan)區(qu)配電(dian)自動(dong)化(hua)實現(xian)全覆蓋;具備5%以上的尖(jian)峰負荷響應能力(li)(li),電(dian)力(li)(li)系統調節能力(li)(li)適(shi)應新能源規(gui)模化(hua)發(fa)展,風(feng)力(li)(li)發(fa)電(dian)棄風(feng)率控(kong)制在2%以內,光伏發(fa)電(dian)全額(e)消納。

落(luo)實(shi)高(gao)標(biao)準(zhun)綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)強制性規范(fan)(fan),實(shi)現(xian)綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)基本(ben)級普及推(tui)廣。加(jia)強綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)適(shi)宜(yi)技(ji)術(shu)研(yan)究和(he)配套標(biao)準(zhun)體系建(jian)(jian)(jian)(jian)設,規范(fan)(fan)綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)評價標(biao)識管理。合理提(ti)(ti)高(gao)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)標(biao)準(zhun),構(gou)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全生(sheng)命周(zhou)期碳排放核(he)算、核(he)查監督管理機制,積極(ji)布局(ju)和(he)開展超低能(neng)(neng)(neng)(neng)(neng)耗(hao)、近零(ling)能(neng)(neng)(neng)(neng)(neng)耗(hao)、零(ling)能(neng)(neng)(neng)(neng)(neng)耗(hao)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)試點(dian)示(shi)(shi)范(fan)(fan)。進一步(bu)引導綠色生(sheng)態城(cheng)區建(jian)(jian)(jian)(jian)設,對重點(dian)片區內高(gao)星(xing)(xing)級綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)比例提(ti)(ti)出(chu)更高(gao)要求。在新(xin)建(jian)(jian)(jian)(jian)城(cheng)區和(he)組團范(fan)(fan)圍內全面(mian)(mian)(mian)開展綠色街(jie)坊、綠色社區、完整(zheng)社區創建(jian)(jian)(jian)(jian)行動。全面(mian)(mian)(mian)融入(ru)“以(yi)人(ren)為本(ben)”的理念,推(tui)動建(jian)(jian)(jian)(jian)設一批品質(zhi)優良、性能(neng)(neng)(neng)(neng)(neng)突出(chu)、特色鮮明(ming)的高(gao)品質(zhi)綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)示(shi)(shi)范(fan)(fan)項目,增強民(min)眾(zhong)的體驗(yan)感(gan)、獲得感(gan)和(he)幸(xing)福感(gan)。大力推(tui)廣地熱能(neng)(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)(neng)、空氣能(neng)(neng)(neng)(neng)(neng)、生(sheng)物質(zhi)能(neng)(neng)(neng)(neng)(neng)、污水熱能(neng)(neng)(neng)(neng)(neng)、儲能(neng)(neng)(neng)(neng)(neng)技(ji)術(shu)、智(zhi)能(neng)(neng)(neng)(neng)(neng)微網和(he)智(zhi)慧(hui)控(kong)制系統在建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)施工(gong)建(jian)(jian)(jian)(jian)設和(he)運行中的應用。到2025年,城(cheng)鎮新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)100%執(zhi)行綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標(biao)準(zhun),全市(shi)星(xing)(xing)級綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)占當年新(xin)增綠色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積的比例超過5%,新(xin)增可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源應用面(mian)(mian)(mian)積占新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積達(da)到8%,建(jian)(jian)(jian)(jian)立2個以(yi)上建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源利(li)用示(shi)(shi)范(fan)(fan)試點(dian)區域。到2030年,建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)達(da)到75%以(yi)上,建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)源利(li)用效率達(da)到先進水平。(市(shi)住房城(cheng)鄉建(jian)(jian)(jian)(jian)設局(ju)牽頭(tou),市(shi)自然(ran)資源規劃局(ju)、市(shi)科技(ji)局(ju)按職責分工(gong)負責)

建(jian)(jian)(jian)(jian)設內(nei)容(rong):加快推進望城(cheng)(cheng)區(qu)(qu)濱水新城(cheng)(cheng)大澤湖(hu)·海歸(gui)小(xiao)鎮、馬欄山視頻文創(chuang)園等(deng)淺(qian)層(ceng)地熱(re)能(neng)(neng)建(jian)(jian)(jian)(jian)筑(zhu)規模化應用試點建(jian)(jian)(jian)(jian)設,以湘江(jiang)、瀏陽河、撈刀河兩岸(an)為重(zhong)點,在松雅湖(hu)生態新城(cheng)(cheng)打(da)造淺(qian)層(ceng)地熱(re)集中(zhong)(zhong)供冷/暖區(qu)(qu),同時積極(ji)在全市住宅小(xiao)區(qu)(qu)、新建(jian)(jian)(jian)(jian)商業綜(zong)合體(ti)、高(gao)(gao)鐵站(zhan)、學(xue)校、醫院等(deng)有供冷供暖需求的大型建(jian)(jian)(jian)(jian)筑(zhu)開展(zhan)淺(qian)層(ceng)地熱(re)能(neng)(neng)集中(zhong)(zhong)供能(neng)(neng)建(jian)(jian)(jian)(jian)設或改造,形成“一片(pian)多點”的地熱(re)能(neng)(neng)集中(zhong)(zhong)供能(neng)(neng)格局,建(jian)(jian)(jian)(jian)設冬暖夏涼幸福新長沙。從(cong)大型公(gong)共建(jian)(jian)(jian)(jian)筑(zhu)、政府(fu)投資(zi)項(xiang)(xiang)目和高(gao)(gao)檔居住建(jian)(jian)(jian)(jian)筑(zhu)項(xiang)(xiang)目中(zhong)(zhong)擇(ze)優培育,籌劃(hua)建(jian)(jian)(jian)(jian)設高(gao)(gao)等(deng)級綠色建(jian)(jian)(jian)(jian)筑(zhu)。利(li)用物聯網(wang)、云計(ji)算、大數據、人(ren)工智(zhi)能(neng)(neng)等(deng)技(ji)術(shu),通過在線監測(ce)與智(zhi)慧運維來(lai)提高(gao)(gao)建(jian)(jian)(jian)(jian)筑(zhu)用能(neng)(neng)效(xiao)率(lv),實現安全可靠、節(jie)能(neng)(neng)降(jiang)耗(hao)(hao)、綠色低(di)碳、經濟(ji)節(jie)約的科技(ji)型智(zhi)慧建(jian)(jian)(jian)(jian)筑(zhu)。通過提升圍(wei)護(hu)結構性能(neng)(neng)、提高(gao)(gao)能(neng)(neng)源和設備系(xi)統效(xiao)率(lv)、完善智(zhi)能(neng)(neng)控制、充分利(li)用可再生能(neng)(neng)源等(deng)多種技(ji)術(shu)方式(shi),打(da)造低(di)能(neng)(neng)耗(hao)(hao)、超低(di)能(neng)(neng)耗(hao)(hao)或近零能(neng)(neng)耗(hao)(hao)建(jian)(jian)(jian)(jian)筑(zhu)示范(fan)項(xiang)(xiang)目。

建(jian)(jian)設目(mu)標:到2025年,淺層地(di)熱可供(gong)能建(jian)(jian)筑面積達到600萬平方米,望(wang)城(cheng)區濱水新城(cheng)大澤湖·海歸小鎮(zhen)、馬欄山視(shi)頻文創(chuang)園等(deng)淺層地(di)熱能建(jian)(jian)筑規模(mo)化應用試(shi)點基本建(jian)(jian)成(cheng)。建(jian)(jian)設低碳建(jian)(jian)筑典范項(xiang)目(mu)10個以(yi)上。

2.引(yin)導綠色(se)低碳建(jian)造方(fang)式(shi)

建(jian)(jian)(jian)立(li)健全城鄉(xiang)綠(lv)色發展(zhan)管理機(ji)制(zhi)和(he)協調機(ji)制(zhi),制(zhi)定建(jian)(jian)(jian)筑(zhu)拆除管理辦法,杜(du)絕大拆大建(jian)(jian)(jian)。鼓勵(li)采用(yong)(yong)工程總(zong)承(cheng)包、全過程工程咨詢等集約化組織管理模式(shi),促進(jin)設計、生(sheng)產、施(shi)工深度融合。提(ti)(ti)高裝配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)應(ying)用(yong)(yong)比例(li),大力推(tui)進(jin)裝配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)“設計—生(sheng)產—施(shi)工—管理—服務(wu)”全產業鏈建(jian)(jian)(jian)設,逐年擴(kuo)大裝配(pei)式(shi)技(ji)術(shu)應(ying)用(yong)(yong)比例(li)。設立(li)綠(lv)色裝配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)工程試點,評(ping)選裝配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)示范(fan)工程。加快推(tui)進(jin)綠(lv)色低碳建(jian)(jian)(jian)材評(ping)價認證和(he)推(tui)廣應(ying)用(yong)(yong),推(tui)動建(jian)(jian)(jian)材產品質量提(ti)(ti)升。到2025年,全市打造(zao)綠(lv)色建(jian)(jian)(jian)造(zao)典范(fan)項(xiang)目(mu)10個以(yi)上(shang)。(市住房城鄉(xiang)建(jian)(jian)(jian)設局牽(qian)頭,市發展(zhan)改(gai)革委(wei)、市工業和(he)信息化局、市自然資源規劃(hua)局、市科技(ji)局按職(zhi)責分工負(fu)責)
