2.實(shi)(shi)施(shi)(shi)(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)重點(dian)(dian)工作(zuo)。推(tui)(tui)進(jin)城市節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan),重點(dian)(dian)開展(zhan)建筑(zhu)、交(jiao)通(tong)、照明等基(ji)礎設施(shi)(shi)(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)升(sheng)(sheng)級(ji)改造(zao),推(tui)(tui)進(jin)先進(jin)綠色建筑(zhu)技術(shu)(shu)示范應(ying)用(yong)(yong)(yong),推(tui)(tui)動城市綜合能(neng)(neng)(neng)(neng)效(xiao)提(ti)升(sheng)(sheng)。推(tui)(tui)進(jin)園(yuan)區(qu)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan),以(yi)高耗能(neng)(neng)(neng)(neng)高排放(fang)項目集聚度高的園(yuan)區(qu)為重點(dian)(dian),推(tui)(tui)動能(neng)(neng)(neng)(neng)源(yuan)(yuan)系統優(you)化(hua)(hua)和梯級(ji)利(li)用(yong)(yong)(yong)。按照“整(zheng)(zheng)體推(tui)(tui)進(jin)、一企(qi)一策(ce)”要求,制(zhi)定全區(qu)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)技術(shu)(shu)改造(zao)總體實(shi)(shi)施(shi)(shi)(shi)方案和企(qi)業(ye)具體工作(zuo)方案。推(tui)(tui)進(jin)重點(dian)(dian)行業(ye)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan),重點(dian)(dian)開展(zhan)電力、鋼鐵、有色金屬、建材、制(zhi)糖、石化(hua)(hua)化(hua)(hua)工、造(zao)紙等行業(ye)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)改造(zao),加強(qiang)高溫散料與液態(tai)熔渣余熱、含塵廢氣(qi)余熱、低品位余能(neng)(neng)(neng)(neng)等回收利(li)用(yong)(yong)(yong),加快實(shi)(shi)施(shi)(shi)(shi)工業(ye)企(qi)業(ye)超低排放(fang)改造(zao)、鍋爐(lu)和爐(lu)窯整(zheng)(zheng)治等項目,提(ti)升(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利(li)用(yong)(yong)(yong)效(xiao)率。推(tui)(tui)進(jin)重大節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)技術(shu)(shu)示范,鼓勵應(ying)用(yong)(yong)(yong)節(jie)(jie)能(neng)(neng)(neng)(neng)與清潔(jie)生產技術(shu)(shu),實(shi)(shi)施(shi)(shi)(shi)能(neng)(neng)(neng)(neng)效(xiao)提(ti)升(sheng)(sheng)、清潔(jie)生產、循環(huan)利(li)用(yong)(yong)(yong)等專項技術(shu)(shu)改造(zao),支持已(yi)取得(de)突破的綠色低碳(tan)關鍵技術(shu)(shu)開展(zhan)產業(ye)化(hua)(hua)示范應(ying)用(yong)(yong)(yong)。對標(biao)對表國家重點(dian)(dian)領域能(neng)(neng)(neng)(neng)效(xiao)基(ji)準水(shui)(shui)平和標(biao)桿水(shui)(shui)平,推(tui)(tui)動未達到基(ji)準水(shui)(shui)平的企(qi)業(ye)加強(qiang)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)技術(shu)(shu)改造(zao),確保擬建、在建項目對照能(neng)(neng)(neng)(neng)效(xiao)標(biao)桿水(shui)(shui)平實(shi)(shi)施(shi)(shi)(shi)建設。

3.推(tui)進重(zhong)(zhong)點(dian)用(yong)能(neng)設備(bei)節(jie)能(neng)增(zeng)效(xiao)(xiao)(xiao)。建立以(yi)能(neng)效(xiao)(xiao)(xiao)為導(dao)向的(de)激(ji)勵約(yue)束機(ji)(ji)制,推(tui)廣先進高效(xiao)(xiao)(xiao)產品(pin)設備(bei),加(jia)快淘汰落后低(di)效(xiao)(xiao)(xiao)設備(bei)。加(jia)強重(zhong)(zhong)點(dian)用(yong)能(neng)設備(bei)節(jie)能(neng)審(shen)查和(he)日常監管,實施電(dian)機(ji)(ji)、風機(ji)(ji)、泵(beng)、空壓(ya)機(ji)(ji)、變(bian)壓(ya)器、工(gong)業鍋(guo)爐等通用(yong)設備(bei)能(neng)效(xiao)(xiao)(xiao)提升工(gong)程(cheng),全(quan)面提升重(zhong)(zhong)點(dian)用(yong)能(neng)設備(bei)能(neng)效(xiao)(xiao)(xiao)水平。鼓勵企業對低(di)效(xiao)(xiao)(xiao)運行的(de)電(dian)機(ji)(ji)系統開展(zhan)匹配性節(jie)能(neng)改(gai)造和(he)運行控制優化(hua)(hua)。推(tui)廣特(te)大功率高壓(ya)變(bian)頻變(bian)壓(ya)器、可控熱管式(shi)節(jie)能(neng)熱處理(li)爐、三角(jiao)形立體卷鐵芯(xin)結構變(bian)壓(ya)器、稀土(tu)永磁(ci)無鐵芯(xin)電(dian)機(ji)(ji)、變(bian)頻無極(ji)變(bian)速(su)風機(ji)(ji)、磁(ci)懸浮(fu)離心風機(ji)(ji)、電(dian)缸抽油機(ji)(ji)、新一代高效(xiao)(xiao)(xiao)內燃機(ji)(ji)、高效(xiao)(xiao)(xiao)蓄熱式(shi)燒嘴等新型(xing)節(jie)能(neng)設備(bei)。強化(hua)(hua)生產、經營、銷售(shou)、使用(yong)、報廢(fei)全(quan)鏈(lian)條(tiao)管理(li),嚴(yan)厲打擊違法違規行為,確保能(neng)效(xiao)(xiao)(xiao)標(biao)準(zhun)和(he)節(jie)能(neng)要求全(quan)面落實。

2.推(tui)動鋼(gang)鐵(tie)(tie)(tie)(tie)行(xing)(xing)業(ye)碳(tan)(tan)達峰(feng)。深化鋼(gang)鐵(tie)(tie)(tie)(tie)行(xing)(xing)業(ye)供給側(ce)結構性改革,嚴格(ge)執行(xing)(xing)產(chan)(chan)能置換,推(tui)進存量(liang)優(you)化,淘(tao)汰落(luo)后(hou)產(chan)(chan)能。促(cu)進鋼(gang)鐵(tie)(tie)(tie)(tie)行(xing)(xing)業(ye)結構優(you)化和清潔能源替代,提(ti)升廢鋼(gang)資(zi)源回收(shou)利用(yong)(yong)水平,研(yan)(yan)究(jiu)布局建設臨港進口(kou)廢鋼(gang)交易(yi)及加工(gong)(gong)中心。加快(kuai)調整工(gong)(gong)藝流程結構,推(tui)廣(guang)電弧(hu)爐短(duan)流程煉鋼(gang)、球團替代燒結等(deng)結構性降碳(tan)(tan)工(gong)(gong)藝,推(tui)動綠(lv)色低碳(tan)(tan)關鍵技術(shu)(shu)(shu)創新,開(kai)發(fa)富氫碳(tan)(tan)循環(huan)氧氣高(gao)(gao)爐等(deng)重大行(xing)(xing)業(ye)技術(shu)(shu)(shu),加強(qiang)高(gao)(gao)爐低焦(jiao)比、高(gao)(gao)煤比冶煉技術(shu)(shu)(shu)研(yan)(yan)究(jiu)應(ying)用(yong)(yong)。開(kai)展(zhan)鋼(gang)鐵(tie)(tie)(tie)(tie)產(chan)(chan)品綠(lv)色設計,研(yan)(yan)發(fa)高(gao)(gao)強(qiang)高(gao)(gao)韌、耐(nai)蝕耐(nai)候、特種鋼(gang)、節材(cai)(cai)節能等(deng)高(gao)(gao)附加值產(chan)(chan)品,拓展(zhan)鋼(gang)鐵(tie)(tie)(tie)(tie)產(chan)(chan)品應(ying)用(yong)(yong)領(ling)域(yu)和應(ying)用(yong)(yong)場(chang)景,重點發(fa)展(zhan)汽車板(ban)、家(jia)電板(ban)、型(xing)(xing)材(cai)(cai)、裝配式建材(cai)(cai)等(deng)新型(xing)(xing)鋼(gang)鐵(tie)(tie)(tie)(tie)材(cai)(cai)料(liao)。

3.推(tui)(tui)動(dong)(dong)有色金屬(shu)行業碳達(da)峰。鞏固化(hua)解(jie)電(dian)(dian)解(jie)鋁過剩產(chan)(chan)(chan)能(neng)成(cheng)果,嚴格執行電(dian)(dian)解(jie)鋁產(chan)(chan)(chan)能(neng)置換,突出結構調整優化(hua),推(tui)(tui)動(dong)(dong)低(di)(di)效產(chan)(chan)(chan)能(neng)退出,堅決(jue)淘汰落后(hou)產(chan)(chan)(chan)能(neng)。推(tui)(tui)進清潔(jie)能(neng)源(yuan)替代,提(ti)高水電(dian)(dian)、風(feng)電(dian)(dian)、太陽能(neng)發電(dian)(dian)等應用(yong)比重。加快(kuai)再生(sheng)有色金屬(shu)產(chan)(chan)(chan)業發展(zhan),建設集約化(hua)廢(fei)舊有色金屬(shu)回收、分(fen)類(lei)、提(ti)純園區,完善(shan)廢(fei)棄有色金屬(shu)資源(yuan)回收、分(fen)選(xuan)和加工網絡,提(ti)高再生(sheng)有色金屬(shu)產(chan)(chan)(chan)量(liang)。創新發展(zhan)短流程冶煉工藝,降(jiang)低(di)(di)設備能(neng)耗(hao)。加快(kuai)推(tui)(tui)廣應用(yong)先進適(shi)用(yong)綠色低(di)(di)碳技術,提(ti)升有色金屬(shu)生(sheng)產(chan)(chan)(chan)過程余(yu)熱(re)回收水平,推(tui)(tui)動(dong)(dong)單(dan)位產(chan)(chan)(chan)品能(neng)耗(hao)持續下降(jiang)。

4.推動(dong)(dong)建(jian)材(cai)行業(ye)碳(tan)達峰。加強產(chan)(chan)(chan)能(neng)(neng)(neng)置(zhi)換監管(guan),加快低(di)效(xiao)產(chan)(chan)(chan)能(neng)(neng)(neng)退出,嚴(yan)禁新(xin)增水泥(ni)熟料(liao)(liao)、平板玻璃產(chan)(chan)(chan)能(neng)(neng)(neng),引導建(jian)材(cai)行業(ye)向(xiang)輕(qing)型化(hua)(hua)、集約化(hua)(hua)、制品化(hua)(hua)轉型。推動(dong)(dong)水泥(ni)錯峰生(sheng)產(chan)(chan)(chan)常態(tai)化(hua)(hua),合理縮短(duan)水泥(ni)熟料(liao)(liao)裝置(zhi)運轉時(shi)間。因地制宜利用風(feng)能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)等(deng)可再(zai)生(sheng)能(neng)(neng)(neng)源,逐步提高電力、天然氣(qi)應用比重。鼓(gu)勵(li)建(jian)材(cai)企業(ye)使用粉煤灰、工業(ye)廢渣、尾(wei)礦渣、建(jian)筑廢棄物等(deng)作為原料(liao)(liao)或水泥(ni)混合材(cai)料(liao)(liao)。加快推進綠色建(jian)材(cai)產(chan)(chan)(chan)品認(ren)證(zheng)和應用推廣,加強新(xin)型膠凝材(cai)料(liao)(liao)、低(di)碳(tan)混凝土(tu)、木竹建(jian)材(cai)等(deng)低(di)碳(tan)建(jian)材(cai)產(chan)(chan)(chan)品研發應用。開展回轉窯篦冷機節(jie)(jie)能(neng)(neng)(neng)技術(shu)改造,推廣高效(xiao)節(jie)(jie)能(neng)(neng)(neng)粉磨、低(di)阻旋風(feng)預熱器、陶瓷干法制粉等(deng)節(jie)(jie)能(neng)(neng)(neng)技術(shu)設(she)備(bei),開展能(neng)(neng)(neng)源管(guan)理體系建(jian)設(she),實(shi)現節(jie)(jie)能(neng)(neng)(neng)增效(xiao)。

5.推動(dong)(dong)石化(hua)(hua)化(hua)(hua)工行(xing)業(ye)(ye)碳達峰。優化(hua)(hua)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)布局(ju),加大落后產(chan)(chan)(chan)(chan)(chan)能(neng)淘(tao)汰力(li)度(du),嚴(yan)格項目準(zhun)入,合理安排(pai)建設時序,嚴(yan)控新(xin)增(zeng)煉(lian)油(you)和傳統煤化(hua)(hua)工生產(chan)(chan)(chan)(chan)(chan)能(neng)力(li),穩妥有序發展(zhan)現代煤化(hua)(hua)工。引導企業(ye)(ye)轉變用(yong)能(neng)方(fang)式,鼓勵(li)以電力(li)、天(tian)然氣等(deng)(deng)替代煤炭。調整原(yuan)料(liao)結構(gou),拓展(zhan)富氫原(yuan)料(liao)進口來源,推動(dong)(dong)石化(hua)(hua)化(hua)(hua)工原(yuan)料(liao)輕(qing)質化(hua)(hua)。以“減油(you)增(zeng)化(hua)(hua)”、精深加工為方(fang)向,推動(dong)(dong)延鏈補鏈、產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)升級(ji),延長(chang)石化(hua)(hua)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)鏈,大力(li)發展(zhan)下游(you)精細化(hua)(hua)工產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)。優化(hua)(hua)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)結構(gou),促進石化(hua)(hua)化(hua)(hua)工與冶金、建材、化(hua)(hua)纖等(deng)(deng)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)協同發展(zhan),加強煉(lian)廠(chang)干氣、液化(hua)(hua)氣等(deng)(deng)副產(chan)(chan)(chan)(chan)(chan)氣體高效(xiao)利(li)用(yong)。布局(ju)建設一批精細化(hua)(hua)工循環經濟產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)園,推動(dong)(dong)廣(guang)西北(bei)部灣石化(hua)(hua)基(ji)地(di)打(da)造(zao)成為國家級(ji)綠色石化(hua)(hua)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)基(ji)地(di)。鼓勵(li)企業(ye)(ye)節能(neng)升級(ji)改造(zao),推動(dong)(dong)能(neng)量(liang)梯級(ji)利(li)用(yong)、物料(liao)循環利(li)用(yong)。到2025年(nian),原(yuan)油(you)一次加工能(neng)力(li)控制(zhi)在(zai)1840萬噸以內,主要(yao)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)產(chan)(chan)(chan)(chan)(chan)能(neng)利(li)用(yong)率達到80%以上。

6.堅決遏制高(gao)(gao)耗(hao)能(neng)(neng)、高(gao)(gao)排(pai)(pai)放、低(di)(di)水(shui)(shui)(shui)平(ping)項(xiang)(xiang)目(mu)盲目(mu)發展。采(cai)取強(qiang)有力措施,對(dui)高(gao)(gao)耗(hao)能(neng)(neng)、高(gao)(gao)排(pai)(pai)放、低(di)(di)水(shui)(shui)(shui)平(ping)項(xiang)(xiang)目(mu)實行清單管(guan)理、分類處置、動態(tai)監(jian)控(kong)。全(quan)面排(pai)(pai)查在建項(xiang)(xiang)目(mu),對(dui)能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)低(di)(di)于本行業能(neng)(neng)耗(hao)限額(e)準入值的,按有關規定(ding)停工整(zheng)改,推動能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)應提盡(jin)提,力爭(zheng)全(quan)面達到國內乃至國際先進水(shui)(shui)(shui)平(ping)。科學評估擬建項(xiang)(xiang)目(mu),對(dui)產(chan)能(neng)(neng)已飽和(he)的行業,按照“減(jian)量替代”原(yuan)則壓減(jian)產(chan)能(neng)(neng);對(dui)產(chan)能(neng)(neng)尚未飽和(he)的行業,按照國家布局和(he)審批備案(an)等(deng)要(yao)求,對(dui)標國際先進水(shui)(shui)(shui)平(ping)提高(gao)(gao)準入門(men)檻(jian);對(dui)能(neng)(neng)耗(hao)量較大的新(xin)興產(chan)業,支持引導企(qi)業應用綠色低(di)(di)碳技術,提高(gao)(gao)能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)。深(shen)入挖潛存量項(xiang)(xiang)目(mu),加快淘汰(tai)落后產(chan)能(neng)(neng),通過(guo)改造升級挖掘節(jie)能(neng)(neng)減(jian)排(pai)(pai)潛力。強(qiang)化(hua)常態(tai)化(hua)監(jian)管(guan),堅決拿下不符合(he)要(yao)求的高(gao)(gao)耗(hao)能(neng)(neng)、高(gao)(gao)排(pai)(pai)放、低(di)(di)水(shui)(shui)(shui)平(ping)項(xiang)(xiang)目(mu)。

(四)城鄉建設碳達峰行動。

加快(kuai)推進城(cheng)鄉(xiang)建設綠色低碳發展,在城(cheng)市更新和(he)鄉(xiang)村振興領域嚴格落實綠色低碳要求(qiu)。

1.推(tui)(tui)(tui)進(jin)城鄉建(jian)設(she)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)低碳(tan)轉型。倡導(dao)(dao)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)低碳(tan)規劃設(she)計理念,推(tui)(tui)(tui)廣綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)低碳(tan)建(jian)材(cai)和(he)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)建(jian)造方式(shi),加(jia)快(kuai)推(tui)(tui)(tui)進(jin)新(xin)(xin)型建(jian)筑(zhu)(zhu)工業化(hua)。大力發(fa)展裝(zhuang)配式(shi)建(jian)筑(zhu)(zhu),拓寬裝(zhuang)配式(shi)建(jian)筑(zhu)(zhu)應用范圍,確保單體建(jian)筑(zhu)(zhu)裝(zhuang)配率達到要求。推(tui)(tui)(tui)廣鋼結構住宅,推(tui)(tui)(tui)動(dong)(dong)(dong)建(jian)材(cai)循(xun)環利用。強(qiang)(qiang)化(hua)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)設(she)計和(he)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)施(shi)工管(guan)(guan)理。持(chi)續(xu)開(kai)展綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)建(jian)造創建(jian)行動(dong)(dong)(dong),進(jin)一步提升綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)建(jian)造占比。開(kai)展“智慧工地(di)”建(jian)設(she),綜合運用信息(xi)化(hua)手段(duan),推(tui)(tui)(tui)進(jin)建(jian)筑(zhu)(zhu)業現代化(hua)。推(tui)(tui)(tui)動(dong)(dong)(dong)建(jian)立以(yi)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)低碳(tan)為導(dao)(dao)向的城鄉規劃建(jian)設(she)管(guan)(guan)理機制(zhi),加(jia)強(qiang)(qiang)新(xin)(xin)建(jian)高層建(jian)筑(zhu)(zhu)管(guan)(guan)控,健全建(jian)筑(zhu)(zhu)拆(chai)除(chu)(chu)管(guan)(guan)理制(zhi)度,嚴格既(ji)有建(jian)筑(zhu)(zhu)拆(chai)除(chu)(chu)管(guan)(guan)理,杜絕大拆(chai)大建(jian)。加(jia)強(qiang)(qiang)縣城綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)低碳(tan)建(jian)設(she),強(qiang)(qiang)化(hua)縣城建(jian)設(she)密度、開(kai)發(fa)強(qiang)(qiang)度、建(jian)筑(zhu)(zhu)高度管(guan)(guan)理。實施(shi)鄉村建(jian)設(she)行動(dong)(dong)(dong),推(tui)(tui)(tui)進(jin)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)農房建(jian)設(she)和(he)既(ji)有農房節能(neng)改造,鼓勵使用太(tai)陽(yang)能(neng)等可再生能(neng)源和(he)新(xin)(xin)型墻體材(cai)料(liao)。建(jian)設(she)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)城鎮、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)(se)社區。
