3.?優化(hua)(hua)(hua)利(li)用(yong)(yong)(yong)(yong)處(chu)(chu)置(zhi)(zhi)能(neng)力(li)(li)結(jie)構。提升危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)集(ji)中(zhong)處(chu)(chu)置(zhi)(zhi)基礎保(bao)障(zhang)能(neng)力(li)(li),嚴格執行(xing)利(li)用(yong)(yong)(yong)(yong)處(chu)(chu)置(zhi)(zhi)能(neng)力(li)(li)過(guo)剩(sheng)和工(gong)(gong)藝(yi)落(luo)后項目環(huan)評審(shen)批(pi)原則和準入條件,開展現有危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)用(yong)(yong)(yong)(yong)處(chu)(chu)置(zhi)(zhi)企業(ye)運行(xing)狀況的評估,積極推動技(ji)改(gai)提升。鼓勵產業(ye)協同(tong)(tong)利(li)用(yong)(yong)(yong)(yong),探索可再(zai)生(sheng)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)返回原料生(sheng)產廠(chang)家進(jin)(jin)行(xing)再(zai)生(sheng)或資源(yuan)化(hua)(hua)(hua)利(li)用(yong)(yong)(yong)(yong)途徑。試點開展特定類別危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)定向“點對點”利(li)用(yong)(yong)(yong)(yong)制度,進(jin)(jin)一步拓寬危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)用(yong)(yong)(yong)(yong)途徑。鼓勵大型化(hua)(hua)(hua)工(gong)(gong)、醫(yi)藥企業(ye)根據需要配套建設(she)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)利(li)用(yong)(yong)(yong)(yong)處(chu)(chu)置(zhi)(zhi)設(she)施,引進(jin)(jin)有機危(wei)廢(fei)(fei)(fei)鹽渣(zha)綜合利(li)用(yong)(yong)(yong)(yong)項目,提高化(hua)(hua)(hua)工(gong)(gong)廢(fei)(fei)(fei)鹽利(li)用(yong)(yong)(yong)(yong)處(chu)(chu)置(zhi)(zhi)率(lv)。充分利(li)用(yong)(yong)(yong)(yong)現有危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)處(chu)(chu)理(li)能(neng)力(li)(li),推進(jin)(jin)社(she)會源(yuan)和工(gong)(gong)業(ye)源(yuan)危(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)協同(tong)(tong)處(chu)(chu)置(zhi)(zhi)。加強醫(yi)療(liao)(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)集(ji)中(zhong)處(chu)(chu)置(zhi)(zhi)設(she)施建設(she),統籌應急處(chu)(chu)置(zhi)(zhi)設(she)施資源(yuan),進(jin)(jin)一步保(bao)障(zhang)突(tu)發疫(yi)情、處(chu)(chu)置(zhi)(zhi)設(she)施檢修等期間醫(yi)療(liao)(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)應急處(chu)(chu)置(zhi)(zhi)能(neng)力(li)(li),確保(bao)涉疫(yi)醫(yi)療(liao)(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)及時規范無害化(hua)(hua)(hua)處(chu)(chu)置(zhi)(zhi)。
4.?強(qiang)化(hua)(hua)危(wei)(wei)(wei)(wei)(wei)廢(fei)(fei)風險(xian)(xian)防控。全(quan)面落(luo)實(shi)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)電子轉移聯(lian)(lian)單及全(quan)生命(ming)周期(qi)監管(guan)制(zhi)度,依(yi)法(fa)(fa)加(jia)強(qiang)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)道路運(yun)(yun)輸(shu)安(an)全(quan)管(guan)理,加(jia)強(qiang)運(yun)(yun)輸(shu)車輛和從業人員管(guan)理,及時掌握危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)流向(xiang)(xiang),提升風險(xian)(xian)防控水平。開(kai)(kai)展(zhan)社會源危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)收集(ji)機(ji)制(zhi)和網絡建設,加(jia)快(kuai)廢(fei)(fei)鉛酸蓄(xu)電池全(quan)過(guo)程信(xin)息(xi)(xi)化(hua)(hua)追溯體系(xi)建設,鼓勵(li)引進“一(yi)(yi)貨一(yi)(yi)碼”信(xin)息(xi)(xi)管(guan)理模(mo)式。完(wan)(wan)善(shan)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)監管(guan)源清單,依(yi)法(fa)(fa)落(luo)實(shi)排污(wu)(wu)許可(ke)制(zhi)度,完(wan)(wan)善(shan)涉廢(fei)(fei)單位按危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)申報制(zhi)度,開(kai)(kai)展(zhan)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)信(xin)息(xi)(xi)平臺申報數(shu)據質(zhi)量核(he)查,實(shi)現信(xin)息(xi)(xi)化(hua)(hua)管(guan)理全(quan)覆蓋。強(qiang)化(hua)(hua)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)環境(jing)污(wu)(wu)染風險(xian)(xian)防范能力(li)(li),健全(quan)突(tu)發環境(jing)事件危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)跨區域、跨部門(men)應急(ji)(ji)處置(zhi)協(xie)調機(ji)制(zhi),完(wan)(wan)善(shan)突(tu)發環境(jing)事件、危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)應急(ji)(ji)處置(zhi)現場指揮與協(xie)調制(zhi)度及信(xin)息(xi)(xi)報告(gao)公開(kai)(kai)制(zhi)度,將具有一(yi)(yi)定規(gui)模(mo)的(de)危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)利用處置(zhi)企業納入突(tu)發環境(jing)事件危(wei)(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)應急(ji)(ji)處置(zhi)工作(zuo)體系(xi)。建立(li)部門(men)和區域聯(lian)(lian)防聯(lian)(lian)控聯(lian)(lian)治機(ji)制(zhi),加(jia)大(da)執法(fa)(fa)力(li)(li)度,強(qiang)化(hua)(hua)信(xin)息(xi)(xi)共享、協(xie)作(zuo)配合,努力(li)(li)形成“橫向(xiang)(xiang)到邊,縱(zong)向(xiang)(xiang)到底,齊抓共管(guan)”的(de)工作(zuo)格局。
(七)統籌多部門協同(tong)監管,提高固體(ti)廢物智慧管理水(shui)平。
1. 提升標準(zhun)化(hua)(hua)執(zhi)(zhi)(zhi)法(fa)監(jian)(jian)管能(neng)力。完善網格化(hua)(hua)的固(gu)體(ti)廢(fei)物(wu)巡查(cha)機(ji)制,全(quan)面推(tui)行(xing)排污許可“一(yi)證式(shi)”管理,推(tui)動(dong)建立(li)(li)“一(yi)園(yuan)一(yi)策(ce)”、“一(yi)企一(yi)策(ce)”等(deng)重點環(huan)境(jing)風險源(yuan)(yuan)防(fang)控(kong)體(ti)系。開展(zhan)歷史遺(yi)留固(gu)體(ti)廢(fei)物(wu)排查(cha),分類整(zheng)治,加(jia)快(kuai)解決歷史遺(yi)留問(wen)題,將固(gu)體(ti)廢(fei)物(wu)日常檢查(cha)列入污染源(yuan)(yuan)日常環(huan)境(jing)監(jian)(jian)測雙隨(sui)機(ji)工作中。加(jia)強固(gu)體(ti)廢(fei)物(wu)監(jian)(jian)督管理部(bu)門聯合執(zhi)(zhi)(zhi)法(fa)協作,強化(hua)(hua)行(xing)政執(zhi)(zhi)(zhi)法(fa)與(yu)(yu)刑事司法(fa)、檢察(cha)公益訴(su)訟(song)的協調聯動(dong),加(jia)強執(zhi)(zhi)(zhi)法(fa)監(jian)(jian)管隊(dui)伍(wu)能(neng)力建設,依法(fa)嚴肅查(cha)處(chu)工業固(gu)廢(fei)、農業固(gu)廢(fei)、建筑垃圾(ji)等(deng)環(huan)境(jing)違法(fa)犯罪行(xing)為。加(jia)快(kuai)推(tui)進“互聯網+監(jian)(jian)管+協調聯動(dong)”,建立(li)(li)線(xian)上監(jian)(jian)管與(yu)(yu)線(xian)下現(xian)場執(zhi)(zhi)(zhi)法(fa)協調機(ji)制,構建立(li)(li)體(ti)、垂直(zhi)、精準(zhun)、規范、高效的現(xian)代(dai)化(hua)(hua)生態環(huan)境(jing)執(zhi)(zhi)(zhi)法(fa)體(ti)系。
2.?構(gou)建(jian)數字化智(zhi)(zhi)(zhi)慧(hui)(hui)管(guan)理(li)模式。依托“智(zhi)(zhi)(zhi)慧(hui)(hui)宿遷”智(zhi)(zhi)(zhi)慧(hui)(hui)制造業(ye)、智(zhi)(zhi)(zhi)慧(hui)(hui)農業(ye)、大城管(guan)體(ti)系(xi)建(jian)設(she)物聯網基礎,利用(yong)(yong)5G、“互聯網+”、區塊鏈等數字科技,推動各類(lei)固(gu)體(ti)廢(fei)物管(guan)理(li)系(xi)統(tong)整合、數據共享、業(ye)務協同、統(tong)一(yi)監管(guan),推動“無廢(fei)城市”建(jian)設(she)與(yu)市域現代化治理(li)體(ti)系(xi)有機融合。建(jian)立健全(quan)重點類(lei)別固(gu)體(ti)廢(fei)物預警監控(kong)平臺,利用(yong)(yong)AI智(zhi)(zhi)(zhi)能(neng)識別、遙感解譯等監測(ce)技術,實行(xing)固(gu)體(ti)廢(fei)物全(quan)過程動態跟蹤管(guan)理(li)。鼓(gu)勵產廢(fei)企(qi)業(ye)建(jian)立生產、安全(quan)、環保(bao)、設(she)備(bei)、視頻監控(kong)等運營系(xi)統(tong),與(yu)政府(fu)管(guan)理(li)平臺進行(xing)對接,實現動態監管(guan)和風險預警;支持有條件(jian)的收(shou)(shou)集(ji)、利用(yong)(yong)、處置企(qi)業(ye)構(gou)建(jian)“互聯網+服務+監管(guan)”的創新管(guan)理(li)模式,優化運輸(shu)路徑(jing),提升收(shou)(shou)集(ji)效(xiao)率,降低收(shou)(shou)集(ji)運輸(shu)成本。
三、工(gong)作(zuo)要求
(一)抓好工(gong)作落實(shi)。
分解細化(hua)“無(wu)廢城(cheng)(cheng)(cheng)市(shi)”建設工作(zuo)任(ren)務、目(mu)標(biao),明(ming)確責(ze)任(ren)單(dan)位、工作(zuo)進度、時間(jian)安(an)排等,把(ba)“無(wu)廢城(cheng)(cheng)(cheng)市(shi)”建設列(lie)為政府年度重(zhong)(zhong)點工作(zuo)任(ren)務。建立“無(wu)廢城(cheng)(cheng)(cheng)市(shi)”建設成效定期評(ping)估機制,將其納入污染防(fang)治攻堅成效考核內(nei)容(rong),考評(ping)結(jie)果作(zuo)為對(dui)領導(dao)班子和領導(dao)干(gan)(gan)部(bu)綜合考核評(ping)價的重(zhong)(zhong)要依(yi)據。落實“黨政同責(ze)”“一崗雙責(ze)”,對(dui)年度考評(ping)結(jie)果未通過的單(dan)位,提(ti)出限期整改(gai)意見,對(dui)“無(wu)廢城(cheng)(cheng)(cheng)市(shi)”建設真抓實干(gan)(gan)成效明(ming)顯的板塊或部(bu)門給予表揚,對(dui)“無(wu)廢城(cheng)(cheng)(cheng)市(shi)”建設成效明(ming)顯的區域,在安(an)排相關項目(mu)時優先予以支持。
(二)加大要素投入(ru)。
加大財(cai)政、土地(di)、資金(jin)、人才、技術(shu)等政策(ce)扶(fu)持力度,保障示(shi)范(fan)項目建設(she)用地(di),鼓勵(li)金(jin)融機構在風險(xian)可控的前提下(xia),支持示(shi)范(fan)項目建設(she)。加大專項資金(jin)的對上爭取,明確“無(wu)廢(fei)城市”建設(she)試點資金(jin)范(fan)圍和規模,加快區(qu)域固體廢(fei)物分類收集及(ji)無(wu)害化處(chu)置等基礎設(she)施和公(gong)共設(she)施建設(she)。依靠國家(jia)、省(sheng)“無(wu)廢(fei)城市”建設(she)專家(jia)團(tuan)隊(dui),深化相關領域產學(xue)研合作,開展關鍵技術(shu)攻關。
(三(san))注重宣傳(chuan)引導。
充分(fen)(fen)利用電視(shi)、廣播、報紙、微信公眾號等(deng)各類新聞媒體(ti)(ti),大力(li)宣(xuan)傳建設“無廢(fei)城市(shi)(shi)”的取得的突出成(cheng)績和重要經(jing)驗(yan)。將“無廢(fei)文化”相關的生產生活方(fang)式等(deng)內容(rong)納入(ru)有關教育培訓體(ti)(ti)系,充分(fen)(fen)發揮(hui)中(zhong)小學學生的帶(dai)動(dong)作(zuo)用,在(zai)校期(qi)間開(kai)設課程、講座,對學生進行“無廢(fei)城市(shi)(shi)”理念(nian)教育。鼓勵城市(shi)(shi)居民(min)轉變生活理念(nian),增(zeng)加公眾對宿遷市(shi)(shi)創建“無廢(fei)城市(shi)(shi)”的理解和支持,有效化解“鄰(lin)避(bi)效應(ying)”,引導形成(cheng)“鄰(lin)利效應(ying)”,促進形成(cheng)“無廢(fei)城市(shi)(shi)”創建氛(fen)圍(wei)。
