《甘(gan)肅省(sheng)強(qiang)化危險廢(fei)物監管(guan)和利用(yong)處(chu)置能力(li)改(gai)革工(gong)作方案》已經(jing)省(sheng)政府(fu)同意,現(xian)印發(fa)給(gei)你(ni)們(men),請結合實際,認真(zhen)貫徹落實。

甘(gan)肅省強(qiang)化危險(xian)廢物(wu)監管和利用處置能力改革(ge)工作方案(an)

為進一步提升全省(sheng)危(wei)險(xian)廢物(wu)監(jian)管和利(li)用處(chu)置(zhi)(zhi)能力,有效防(fang)控環(huan)境與(yu)安(an)全風險(xian),根據《國務院辦公廳關于印發強化危(wei)險(xian)廢物(wu)監(jian)管和利(li)用處(chu)置(zhi)(zhi)能力改革實施方案的通知》(國辦函〔2021〕47號(hao))精神,結合我省(sheng)實際,制定(ding)本方案。

一(yi)、工作目標

構建(jian)(jian)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)(醫(yi)(yi)療(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu))利用處(chu)(chu)置(zhi)(zhi)設施(shi)和監(jian)測監(jian)管(guan)(guan)能(neng)(neng)力于一體(ti)的環境(jing)基礎設施(shi)體(ti)系,推動(dong)省域內危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)(醫(yi)(yi)療(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu))處(chu)(chu)置(zhi)(zhi)能(neng)(neng)力與(yu)產廢(fei)(fei)(fei)情況(kuang)總體(ti)匹配。強(qiang)化安(an)全監(jian)管(guan)(guan)與(yu)環境(jing)監(jian)管(guan)(guan)協同聯動(dong),建(jian)(jian)立健全源(yuan)頭嚴防、過程(cheng)嚴管(guan)(guan)、后(hou)果(guo)嚴懲的危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)監(jian)管(guan)(guan)體(ti)系。到(dao)2022年(nian)底,危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)非法(fa)轉移(yi)傾倒行為得(de)到(dao)有效(xiao)遏制;縣(xian)級以上城(cheng)市建(jian)(jian)成區醫(yi)(yi)療(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)無害化處(chu)(chu)置(zhi)(zhi)率達(da)到(dao)99%以上。到(dao)2025年(nian)底,危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)(醫(yi)(yi)療(liao)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu))利用處(chu)(chu)置(zhi)(zhi)能(neng)(neng)力進一步提升。

二、重點(dian)任務

(一)完善危險廢物監管(guan)體制(zhi)(zhi)機制(zhi)(zhi)。

1.夯(hang)實屬地監(jian)管(guan)責(ze)任(ren)。各級(ji)人(ren)民政(zheng)府對本行政(zheng)區域危(wei)險(xian)廢物(wu)(wu)(醫療(liao)廢物(wu)(wu))污染環境(jing)防(fang)治負(fu)總責(ze)。縣(xian)級(ji)以上(shang)人(ren)民政(zheng)府應(ying)當將危(wei)險(xian)廢物(wu)(wu)污染環境(jing)防(fang)治工作納入(ru)本地國民經濟(ji)和社會發展規劃、生(sheng)態環境(jing)保護規劃統籌(chou)推進(jin)。在編制國土空間規劃和相關專項規劃時,應(ying)當統籌(chou)危(wei)險(xian)廢物(wu)(wu)(醫療(liao)廢物(wu)(wu))設施建設需(xu)求,保障用地,支持(chi)危(wei)險(xian)廢物(wu)(wu)資(zi)源化利用和無害化處置,最大限(xian)度(du)降低危(wei)險(xian)廢物(wu)(wu)填(tian)埋量。(各市(shi)州(zhou)人(ren)民政(zheng)府,蘭州(zhou)新(xin)區管(guan)委會負(fu)責(ze),以下任(ren)務均需(xu)各市(shi)州(zhou)人(ren)民政(zheng)府,蘭州(zhou)新(xin)區管(guan)委會負(fu)責(ze)落(luo)實,不(bu)再列出(chu))

2.落(luo)實(shi)部(bu)(bu)(bu)門(men)監管(guan)責(ze)任(ren)。生(sheng)態(tai)環(huan)境(jing)主管(guan)部(bu)(bu)(bu)門(men)對危險(xian)廢物(wu)污(wu)染環(huan)境(jing)防(fang)治工作實(shi)施統一監督(du)管(guan)理。發展改革(ge)、工業和信(xin)息(xi)化、自(zi)然資(zi)源、住房城鄉(xiang)建設、交(jiao)通(tong)(tong)運輸、衛生(sheng)健康、海關等單位在各自(zi)職責(ze)范圍內履(lv)行監督(du)管(guan)理責(ze)任(ren),完善部(bu)(bu)(bu)門(men)間信(xin)息(xi)共享、溝通(tong)(tong)協(xie)商制度,建立危險(xian)廢物(wu)全過程(cheng)監管(guan)體系。推動(dong)省(sheng)(sheng)(sheng)(sheng)(sheng)內相(xiang)鄰市(shi)州建立聯(lian)防(fang)聯(lian)控機制。市(shi)級生(sheng)態(tai)環(huan)境(jing)主管(guan)部(bu)(bu)(bu)門(men)應當會同相(xiang)關部(bu)(bu)(bu)門(men),定期向社會發布(bu)危險(xian)廢物(wu)的種類、產生(sheng)量、處(chu)置(zhi)能力、利用處(chu)置(zhi)狀況等信(xin)息(xi)。2022年底前與周邊(bian)省(sheng)(sheng)(sheng)(sheng)(sheng)份協(xie)商建立防(fang)范跨區(qu)域危險(xian)廢物(wu)環(huan)境(jing)風險(xian)的合作機制。(省(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)(sheng)(sheng)(sheng)工信(xin)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)自(zi)然資(zi)源廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)住建廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)交(jiao)通(tong)(tong)運輸廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)應急廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)衛生(sheng)健康委、省(sheng)(sheng)(sheng)(sheng)(sheng)公(gong)安(an)廳(ting)(ting)、蘭州海關等按職責(ze)分工負責(ze))

3.壓實(shi)(shi)(shi)企(qi)業(ye)(ye)主(zhu)體(ti)責(ze)任(ren)。危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)、收集(ji)、貯(zhu)(zhu)存(cun)(cun)(cun)、運輸(shu)、利用、處置(zhi)企(qi)業(ye)(ye)(以下統(tong)稱危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)相(xiang)(xiang)關(guan)企(qi)業(ye)(ye))是危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)污(wu)染環境(jing)(jing)(jing)防(fang)治和(he)(he)安(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)法(fa)定(ding)(ding)責(ze)任(ren)主(zhu)體(ti),危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)相(xiang)(xiang)關(guan)企(qi)業(ye)(ye)的(de)(de)主(zhu)要(yao)負責(ze)人(法(fa)定(ding)(ding)代表人、實(shi)(shi)(shi)際(ji)控(kong)制(zhi)(zhi)(zhi)人)是第一(yi)責(ze)任(ren)人。要(yao)嚴格按照國(guo)家有(you)關(guan)規(gui)定(ding)(ding)和(he)(he)環境(jing)(jing)(jing)保(bao)(bao)(bao)護標準要(yao)求貯(zhu)(zhu)存(cun)(cun)(cun)、利用、處置(zhi)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu),制(zhi)(zhi)(zhi)定(ding)(ding)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)管(guan)(guan)理(li)(li)計(ji)劃,建(jian)立(li)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)管(guan)(guan)理(li)(li)臺賬,如實(shi)(shi)(shi)記錄有(you)關(guan)信息(xi),并通(tong)過危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)管(guan)(guan)理(li)(li)信息(xi)系統(tong)向(xiang)所在(zai)地生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)(jing)主(zhu)管(guan)(guan)部(bu)門申報危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)的(de)(de)種類、產(chan)(chan)生(sheng)(sheng)(sheng)量、流向(xiang)、貯(zhu)(zhu)存(cun)(cun)(cun)、處置(zhi)等(deng)有(you)關(guan)資料(liao)。依(yi)法(fa)及時(shi)公開(kai)固體(ti)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)污(wu)染環境(jing)(jing)(jing)防(fang)治信息(xi),主(zhu)動接受社會監(jian)督。嚴格執行(xing)(xing)排污(wu)許可(ke)管(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)度。依(yi)法(fa)制(zhi)(zhi)(zhi)定(ding)(ding)意外事故的(de)(de)防(fang)范措施(shi)和(he)(he)應(ying)急預案(an),并向(xiang)所在(zai)地生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)(jing)主(zhu)管(guan)(guan)部(bu)門備案(an),定(ding)(ding)期組織開(kai)展(zhan)應(ying)急演練。危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)經營單位應(ying)當(dang)按照國(guo)家有(you)關(guan)規(gui)定(ding)(ding)申請取(qu)得(de)許可(ke)證,貯(zhu)(zhu)存(cun)(cun)(cun)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)不(bu)得(de)超過1年。危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)相(xiang)(xiang)關(guan)企(qi)業(ye)(ye),依(yi)法(fa)依(yi)規(gui)投保(bao)(bao)(bao)環境(jing)(jing)(jing)污(wu)染責(ze)任(ren)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)。危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)和(he)(he)經營單位定(ding)(ding)期組織開(kai)展(zhan)涉危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環保(bao)(bao)(bao)設施(shi)效果和(he)(he)安(an)全(quan)評(ping)估。嚴格落實(shi)(shi)(shi)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)轉(zhuan)移(yi)聯單管(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)度,嚴禁將危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)提供或委托(tuo)給無資質單位進行(xing)(xing)收集(ji)、貯(zhu)(zhu)存(cun)(cun)(cun)和(he)(he)利用處置(zhi)。危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)相(xiang)(xiang)關(guan)企(qi)業(ye)(ye)以及各級產(chan)(chan)業(ye)(ye)基地、化工(gong)園區(qu)等(deng)工(gong)業(ye)(ye)集(ji)聚區(qu)應(ying)當(dang)制(zhi)(zhi)(zhi)定(ding)(ding)危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)產(chan)(chan)生(sheng)(sheng)(sheng)、貯(zhu)(zhu)存(cun)(cun)(cun)、利用、處置(zhi)等(deng)管(guan)(guan)理(li)(li)清(qing)單,定(ding)(ding)期組織摸排危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環境(jing)(jing)(jing)風險(xian)(xian)(xian)(xian),明確整(zheng)改責(ze)任(ren)及時(shi)限,及時(shi)消除環境(jing)(jing)(jing)風險(xian)(xian)(xian)(xian)隱患。對(dui)歷(li)史堆存(cun)(cun)(cun)的(de)(de)各類危(wei)(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu),要(yao)制(zhi)(zhi)(zhi)定(ding)(ding)工(gong)作(zuo)方案(an),采取(qu)有(you)效措施(shi)限期完成(cheng)清(qing)理(li)(li)整(zheng)治,并向(xiang)省(sheng)級生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)(jing)主(zhu)管(guan)(guan)部(bu)門備案(an)。(省(sheng)生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)(jing)廳(ting)、省(sheng)公安(an)廳(ting)、省(sheng)交(jiao)通(tong)運輸(shu)廳(ting)、甘肅銀保(bao)(bao)(bao)監(jian)局、省(sheng)應(ying)急廳(ting)、省(sheng)衛生(sheng)(sheng)(sheng)健康委等(deng)部(bu)門按職責(ze)分工(gong)負責(ze))

4.完善危險廢(fei)物(wu)(wu)環(huan)境(jing)管(guan)理(li)信(xin)息化體系。危險廢(fei)物(wu)(wu)相(xiang)關企業應(ying)依法報送(song)相(xiang)關信(xin)息,并對信(xin)息的(de)真實性(xing)(xing)、準確性(xing)(xing)和完整性(xing)(xing)負(fu)責,實現危險廢(fei)物(wu)(wu)產生情況在(zai)(zai)線(xian)(xian)申報、管(guan)理(li)計(ji)劃在(zai)(zai)線(xian)(xian)備(bei)案、轉移聯單在(zai)(zai)線(xian)(xian)運行、利用處置(zhi)情況在(zai)(zai)線(xian)(xian)報告。推(tui)動危險廢(fei)物(wu)(wu)管(guan)理(li)信(xin)息在(zai)(zai)日(ri)常環(huan)境(jing)監管(guan)、執法檢查、排污許可和環(huan)境(jing)統計(ji)等(deng)環(huan)節中的(de)應(ying)用。在(zai)(zai)有條件的(de)地區(qu)逐步(bu)推(tui)行視頻監控、電子標簽等(deng)集成(cheng)智能監控。(省(sheng)生態(tai)環(huan)境(jing)廳、省(sheng)財政廳、省(sheng)交(jiao)通運輸廳、省(sheng)衛生健康委(wei)等(deng)按職責分工負(fu)責)

(二)強化危險廢物源頭管控。

5.加強危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)管(guan)理。落實危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)產生單位對(dui)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)的(de)(de)主(zhu)(zhu)體責(ze)任(ren),危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)單位對(dui)鑒(jian)別(bie)報(bao)告(gao)內(nei)容和鑒(jian)別(bie)結論負責(ze)并承(cheng)擔相應責(ze)任(ren)。歷史遺留無法查(cha)明責(ze)任(ren)主(zhu)(zhu)體的(de)(de)固體廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu),由屬(shu)地縣級(ji)人(ren)民政府(fu)負責(ze)鑒(jian)別(bie)和處置。組建省級(ji)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)專家委員(yuan)會,強化危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)技(ji)術指(zhi)導,對(dui)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)別(bie)報(bao)告(gao)開展抽(chou)查(cha)復核,及(ji)時(shi)向社會公開鑒(jian)別(bie)信息。(省生態環(huan)境廳負責(ze))

6.嚴(yan)(yan)格(ge)環(huan)境準入。落(luo)實(shi)“三線一單”分區(qu)(qu)管控(kong)要(yao)(yao)求,在(zai)生(sheng)(sheng)態保護(hu)(hu)紅線區(qu)(qu)、永久基本農田集(ji)中(zhong)區(qu)(qu)和其他需要(yao)(yao)特別保護(hu)(hu)的區(qu)(qu)域內(nei),禁(jin)止(zhi)建設(she)危險(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)集(ji)中(zhong)貯存(cun)、利用(yong)處置(zhi)(zhi)設(she)施和場所。新建項(xiang)(xiang)目(mu)要(yao)(yao)嚴(yan)(yan)格(ge)執行《建設(she)項(xiang)(xiang)目(mu)危險(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)環(huan)境影(ying)響評價(jia)指南》《危險(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)處置(zhi)(zhi)工(gong)程技術導(dao)則》,對危險(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)產生(sheng)(sheng)量大、低價(jia)值、難處理(li),本省(sheng)無(wu)配套利用(yong)處置(zhi)(zhi)能(neng)力的項(xiang)(xiang)目(mu)從嚴(yan)(yan)審批。加(jia)大涉危險(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)重點行業建設(she)項(xiang)(xiang)目(mu)環(huan)境影(ying)響評價(jia)文件抽(chou)查復核,建立問題清單和整改措施并推動落(luo)實(shi)。依法(fa)(fa)將固體廢(fei)(fei)物(wu)納入排(pai)污許(xu)可管理(li)。嚴(yan)(yan)肅查處“未(wei)批先建”、“批建不符(fu)”、無(wu)證排(pai)污、不按(an)證排(pai)污等違法(fa)(fa)行為。(省(sheng)生(sheng)(sheng)態環(huan)境廳(ting)負責)

7.推動(dong)源(yuan)頭減量(liang)化。支持研(yan)發、推廣(guang)減少危(wei)(wei)險(xian)廢(fei)(fei)物產(chan)生(sheng)量(liang)和(he)降(jiang)低危(wei)(wei)害(hai)性的(de)生(sheng)產(chan)工藝(yi)和(he)設備,鼓勵產(chan)廢(fei)(fei)企業(ye)內部資源(yuan)化利用。加(jia)強(qiang)“雙(shuang)超雙(shuang)有”企業(ye)和(he)“兩高”項(xiang)目強(qiang)制性清(qing)潔(jie)生(sheng)產(chan)審(shen)核,推動(dong)危(wei)(wei)險(xian)廢(fei)(fei)物經營單位和(he)年產(chan)生(sheng)量(liang)100噸以上(shang)的(de)危(wei)(wei)險(xian)廢(fei)(fei)物產(chan)生(sheng)單位開(kai)展清(qing)潔(jie)生(sheng)產(chan)審(shen)核。(省工信(xin)廳(ting)、省科技廳(ting)、省生(sheng)態(tai)環境廳(ting)等按職責分工負責)

(三)強化(hua)危險廢物收集(ji)轉(zhuan)運過(guo)程監管。

8.提升(sheng)(sheng)收(shou)(shou)集轉運(yun)(yun)貯存(cun)專業(ye)化水(shui)平(ping)。支持危(wei)險(xian)廢物專業(ye)收(shou)(shou)集轉運(yun)(yun)和利用處置單(dan)位建(jian)設區(qu)(qu)(qu)(qu)域(yu)性收(shou)(shou)集網點(dian)和貯存(cun)設施,開(kai)(kai)展(zhan)(zhan)小微企業(ye)、科研機構、學校等產生(sheng)的(de)危(wei)險(xian)廢物有(you)償收(shou)(shou)集轉運(yun)(yun)服務,開(kai)(kai)展(zhan)(zhan)工業(ye)園區(qu)(qu)(qu)(qu)危(wei)險(xian)廢物集中(zhong)收(shou)(shou)集貯存(cun)試點(dian)。鼓勵(li)在(zai)有(you)條(tiao)件的(de)高校集中(zhong)區(qu)(qu)(qu)(qu)域(yu)開(kai)(kai)展(zhan)(zhan)實驗室(shi)危(wei)險(xian)廢物分類(lei)收(shou)(shou)集和預處理(li)示范項(xiang)目建(jian)設。開(kai)(kai)展(zhan)(zhan)鉛蓄電池和礦(kuang)物油生(sheng)產者責(ze)任延(yan)伸(shen)試點(dian),推(tui)進(jin)廢鉛蓄電池收(shou)(shou)集和跨區(qu)(qu)(qu)(qu)域(yu)轉運(yun)(yun)試點(dian)。建(jian)立(li)健(jian)全有(you)害垃圾收(shou)(shou)集轉運(yun)(yun)體系,合理(li)布局(ju)有(you)害垃圾集中(zhong)貯存(cun)點(dian)。提升(sheng)(sheng)鄉(xiang)鎮、社(she)區(qu)(qu)(qu)(qu)、偏遠山區(qu)(qu)(qu)(qu)醫療廢物收(shou)(shou)集轉運(yun)(yun)能力。(省(sheng)生(sheng)態(tai)環境廳、省(sheng)住(zhu)建(jian)廳、省(sheng)衛生(sheng)健(jian)康委、省(sheng)教育廳、省(sheng)交(jiao)通運(yun)(yun)輸廳等按職責(ze)分工負責(ze))

9.加強轉移(yi)運(yun)(yun)輸(shu)監(jian)管(guan)。強化危險(xian)廢(fei)物運(yun)(yun)輸(shu)資質管(guan)理,落實危險(xian)廢(fei)物(醫(yi)療廢(fei)物)運(yun)(yun)輸(shu)車(che)輛(liang)、人員及運(yun)(yun)輸(shu)路線備案制度。完善“點對點”的常(chang)備通行路線,實現危險(xian)廢(fei)物和醫(yi)療廢(fei)物運(yun)(yun)輸(shu)安全便捷。推動運(yun)(yun)輸(shu)車(che)輛(liang)安裝(zhuang)衛(wei)星定位裝(zhuang)置(zhi),并與生(sheng)態環境(jing)、公安、交通運(yun)(yun)輸(shu)等部門聯(lian)網。(省(sheng)公安廳、省(sheng)生(sheng)態環境(jing)廳、省(sheng)交通運(yun)(yun)輸(shu)廳、省(sheng)衛(wei)生(sheng)健(jian)康委等按職責分工負責)

10.加強轉(zhuan)移審批監管。危險廢(fei)物轉(zhuan)移推行就(jiu)近(jin)原(yuan)則,加強以焚燒、填埋等方式(shi)處置的危險廢(fei)物跨省(sheng)轉(zhuan)入(ru)管理。落實危險廢(fei)物跨省(sheng)轉(zhuan)移“白名單”制度。維護危險廢(fei)物跨區(qu)域轉(zhuan)移公平競(jing)爭(zheng)市場秩(zhi)序,不得設置不合理行政壁壘。(省(sheng)生態(tai)環境廳負(fu)責)

11.嚴(yan)厲打(da)擊(ji)涉危險(xian)廢物(wu)違(wei)法犯(fan)罪行為。強(qiang)化行政執法與刑事(shi)司法、檢察(cha)公益(yi)訴(su)(su)訟(song)(song)的(de)(de)協調聯(lian)動(dong),加強(qiang)行刑銜接(jie)與公益(yi)訴(su)(su)訟(song)(song)檢察(cha)監(jian)督,推動(dong)生態環(huan)境(jing)損害(hai)與檢察(cha)公益(yi)訴(su)(su)訟(song)(song)銜接(jie)配合,落(luo)實生態環(huan)境(jing)損害(hai)賠(pei)償(chang)制度。嚴(yan)厲打(da)擊(ji)非法排(pai)放、傾倒(dao)、收集、貯存、轉移、利(li)用(yong)(yong)、處(chu)置(zhi)危險(xian)廢物(wu)等環(huan)境(jing)違(wei)法犯(fan)罪行為,落(luo)實有獎舉(ju)報制度,鼓勵公眾參與監(jian)督。對(dui)未(wei)按照許可證規定從事(shi)收集、貯存、利(li)用(yong)(yong)、處(chu)置(zhi)危險(xian)廢物(wu)經營活動(dong)的(de)(de),由生態環(huan)境(jing)主管部門責令改正,限(xian)制生產(chan)、停產(chan)整(zheng)治,依法對(dui)相關單(dan)位(wei)和責任人予以處(chu)罰,情節嚴(yan)重的(de)(de),報經有批(pi)(pi)準權的(de)(de)人民政府批(pi)(pi)準,責令停業或者關閉。對(dui)危險(xian)廢物(wu)不能及時利(li)用(yong)(yong)處(chu)置(zhi)的(de)(de)生產(chan)和經營單(dan)位(wei),督促其限(xian)期(qi)利(li)用(yong)(yong)處(chu)置(zhi),對(dui)自查自糾并及時妥(tuo)善處(chu)置(zhi)歷史遺留(liu)危險(xian)廢物(wu)的(de)(de)單(dan)位(wei),依法從輕處(chu)罰。(省(sheng)法院(yuan)、省(sheng)檢察(cha)院(yuan)、省(sheng)公安廳、省(sheng)生態環(huan)境(jing)廳、省(sheng)交通運輸廳、省(sheng)水(shui)利(li)廳、省(sheng)衛生健康委(wei)等按職責分工負(fu)責)

(四)強化廢棄(qi)危險化學品(pin)監管。

12.建立(li)監管協(xie)作和(he)聯合執法工作機制,建立(li)形成覆蓋廢(fei)棄危險(xian)(xian)化學(xue)品(pin)全(quan)過程(cheng)的監管體系。推動重點(dian)地區危險(xian)(xian)化學(xue)品(pin)生(sheng)產企業搬遷改造,推進騰(teng)退(tui)地塊風(feng)(feng)險(xian)(xian)管控(kong)和(he)修(xiu)復。建立(li)廢(fei)棄危險(xian)(xian)化學(xue)品(pin)領域環境風(feng)(feng)險(xian)(xian)和(he)安全(quan)風(feng)(feng)險(xian)(xian)專(zhuan)家(jia)庫。(省(sheng)生(sheng)態環境廳(ting)、省(sheng)應急廳(ting)、省(sheng)工信廳(ting)等按職(zhi)責分工負責)

(五)提(ti)升危險(xian)廢物集中(zhong)處置基礎(chu)保障(zhang)能(neng)力。

13.落實國(guo)家特(te)殊類別(bie)(bie)危(wei)險(xian)廢物(wu)處置設施建設規劃(hua)布(bu)局。按照國(guo)家統一部(bu)署(shu),積(ji)極謀(mou)劃(hua)我省(sheng)特(te)殊類別(bie)(bie)危(wei)險(xian)廢物(wu)焚(fen)燒(shao)、填埋處置基(ji)地建設項目(mu)。(省(sheng)財政廳、省(sheng)自然資源廳、省(sheng)生態環境廳、省(sheng)住建廳等(deng)按職(zhi)責分工負責)

14.實現省(sheng)(sheng)域內危險廢(fei)物處(chu)置能(neng)力(li)與產廢(fei)情(qing)況總(zong)體匹(pi)配。加(jia)強危險廢(fei)物集中利(li)用處(chu)置設施建設,推動全省(sheng)(sheng)危險廢(fei)物利(li)用處(chu)置能(neng)力(li)與產廢(fei)情(qing)況總(zong)體匹(pi)配。對產能(neng)過剩(sheng)的危險廢(fei)物利(li)用處(chu)置項目,鼓勵企(qi)業(ye)通過兼(jian)并重組(zu)、產業(ye)技術升級改造等方(fang)式(shi)做(zuo)大做(zuo)強,開展規(gui)模化、專(zhuan)業(ye)化建設運(yun)營(ying)服(fu)務(wu)。(省(sheng)(sheng)財政廳、省(sheng)(sheng)自然資源廳、省(sheng)(sheng)生態環境(jing)廳、省(sheng)(sheng)住建廳等按職責分(fen)工負責)
