漢中市強化(hua)危(wei)險廢物監管和利用處置能力改(gai)革實施方案

為切實防控危險廢(fei)(fei)物(wu)環境與安全風險,深化(hua)(hua)體(ti)制(zhi)機制(zhi)改革,全面提升(sheng)危險廢(fei)(fei)物(wu)監管和利(li)用處置能力,依據省政府辦公廳《關于印發強化(hua)(hua)危險廢(fei)(fei)物(wu)監管和利(li)用處置能力改革工作方案的通知(zhi)》(陜政辦函(han)〔2021〕153號),結(jie)合(he)我市實際,制(zhi)定本實施(shi)方案。

一、總體要求

以習(xi)近平新(xin)時代中(zhong)國(guo)特色社會(hui)主義思想為(wei)指(zhi)導(dao),深入貫(guan)徹落實習(xi)近平生態文明思想和習(xi)近平總書(shu)記來陜考察重要(yao)講話重要(yao)指(zhi)示(shi)精神,堅持“統籌安排,嚴(yan)(yan)(yan)(yan)守風險(xian)(xian)底線;科(ke)技(ji)優(you)先,提(ti)升技(ji)術(shu)水(shui)平;先行先試(shi),創新(xin)管(guan)理模(mo)式;密切(qie)協同,強化(hua)(hua)聯(lian)防聯(lian)控”的原則,不斷強化(hua)(hua)危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)監(jian)管(guan)能力(li)、利(li)用處(chu)(chu)置(zhi)能力(li)和風險(xian)(xian)防范能力(li)建(jian)(jian)設(she)。到(dao)2022年底,危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)監(jian)管(guan)體制機(ji)制進(jin)一步完(wan)善,危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)非(fei)法轉移傾倒行為(wei)得到(dao)有效遏制;基(ji)本(ben)補齊醫療(liao)廢(fei)(fei)物(wu)(wu)、危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)收集處(chu)(chu)理設(she)施方(fang)面短板,引導(dao)和規范危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)環(huan)境治理產業積(ji)極有序發展,各(ge)縣區(qu)要(yao)依據醫療(liao)機(ji)構地(di)理位置(zhi)和實際情況,完(wan)成醫療(liao)廢(fei)(fei)物(wu)(wu)收集中(zhong)轉站建(jian)(jian)設(she),全(quan)(quan)(quan)市醫療(liao)廢(fei)(fei)物(wu)(wu)無(wu)害(hai)化(hua)(hua)處(chu)(chu)置(zhi)率達到(dao)99%以上,全(quan)(quan)(quan)市危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)處(chu)(chu)置(zhi)利(li)用類別(bie)及能力(li)基(ji)本(ben)滿足市域(yu)內(nei)實際處(chu)(chu)置(zhi)需求。到(dao)2025年底,建(jian)(jian)立(li)健(jian)全(quan)(quan)(quan)源頭嚴(yan)(yan)(yan)(yan)防、過程嚴(yan)(yan)(yan)(yan)管(guan)、后果嚴(yan)(yan)(yan)(yan)懲的危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)全(quan)(quan)(quan)過程、全(quan)(quan)(quan)鏈條(tiao)監(jian)管(guan)體系。危(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)(wu)利(li)用處(chu)(chu)置(zhi)能力(li)充分保障,技(ji)術(shu)和運營水(shui)平進(jin)一步提(ti)升。

二、主(zhu)要任務

(一(yi))完(wan)善危險廢物監管體制機制

1.依(yi)法依(yi)規履行危(wei)險(xian)廢(fei)物(wu)(wu)監(jian)管(guan)(guan)職(zhi)(zhi)責(ze)(ze)(ze)。各(ge)縣區(qu)政(zheng)府(fu)對本(ben)轄區(qu)危(wei)險(xian)廢(fei)物(wu)(wu)治理負總責(ze)(ze)(ze),將(jiang)危(wei)險(xian)廢(fei)物(wu)(wu)污染環境防治工(gong)作納(na)入本(ben)地國民經(jing)濟和(he)社會(hui)(hui)發展規劃,統(tong)籌(chou)推進,協同發展。各(ge)相關部(bu)門要(yao)認真執行國家危(wei)險(xian)廢(fei)物(wu)(wu)治理方(fang)針政(zheng)策,嚴(yan)格落實(shi)在危(wei)險(xian)廢(fei)物(wu)(wu)利用處置、污染環境防治、安全生(sheng)產(chan)、運輸安全以及衛生(sheng)防疫等方(fang)面的監(jian)管(guan)(guan)職(zhi)(zhi)責(ze)(ze)(ze),進一步細化、實(shi)化相應(ying)(ying)監(jian)管(guan)(guan)環節工(gong)作舉措,做到守土(tu)有責(ze)(ze)(ze)、守土(tu)盡(jin)責(ze)(ze)(ze)(市(shi)(shi)(shi)生(sheng)態環境局(ju)牽頭(tou),市(shi)(shi)(shi)發改(gai)委、市(shi)(shi)(shi)工(gong)信局(ju)、市(shi)(shi)(shi)公安局(ju)、市(shi)(shi)(shi)自然資源局(ju)、市(shi)(shi)(shi)城(cheng)管(guan)(guan)局(ju)、市(shi)(shi)(shi)交通(tong)運輸局(ju)、市(shi)(shi)(shi)農業農村局(ju)、市(shi)(shi)(shi)衛健委、市(shi)(shi)(shi)應(ying)(ying)急管(guan)(guan)理局(ju)、市(shi)(shi)(shi)市(shi)(shi)(shi)場(chang)監(jian)管(guan)(guan)局(ju)、漢中海(hai)關配合。以下均需各(ge)縣區(qu)政(zheng)府(fu)、經(jing)開區(qu)管(guan)(guan)委會(hui)(hui)負責(ze)(ze)(ze)抓(zhua)好(hao)落實(shi),不再列出)。

2.建立監(jian)(jian)(jian)管(guan)(guan)(guan)聯動機制(zhi)。建立市(shi)(shi)(shi)(shi)(shi)、縣(xian)環(huan)(huan)境應急管(guan)(guan)(guan)理(li)(li)協(xie)作(zuo)和聯合(he)執法工(gong)作(zuo)機制(zhi),靈通信(xin)息、協(xie)調配合(he),形成(cheng)(cheng)工(gong)作(zuo)合(he)力,強化(hua)廢棄危(wei)險(xian)化(hua)學品(pin)安全(quan)(quan)監(jian)(jian)(jian)管(guan)(guan)(guan)。落實(shi)首辦移(yi)(yi)交,各職能(neng)部門(men)在(zai)日(ri)常監(jian)(jian)(jian)管(guan)(guan)(guan)中(zhong)發現的問(wen)題,屬職責范圍內監(jian)(jian)(jian)管(guan)(guan)(guan)事項要第一時間處(chu)(chu)理(li)(li),涉及(ji)(ji)其他部門(men)監(jian)(jian)(jian)管(guan)(guan)(guan)事項第一時間通報,對可能(neng)造成(cheng)(cheng)證據滅失、被隱(yin)匿或(huo)者(zhe)非法轉移(yi)(yi)以(yi)及(ji)(ji)造成(cheng)(cheng)或(huo)者(zhe)可能(neng)造成(cheng)(cheng)嚴重污染環(huan)(huan)境的違法行為,第一時間通告相關(guan)部門(men),依法予以(yi)處(chu)(chu)理(li)(li)。健全(quan)(quan)完善危(wei)險(xian)貨物(wu)運(yun)輸資(zi)質、醫療(liao)廢物(wu)產生、危(wei)險(xian)化(hua)學品(pin)生產及(ji)(ji)經營使用企(qi)業信(xin)息、危(wei)險(xian)廢物(wu)經營單位(wei)及(ji)(ji)轉移(yi)(yi)信(xin)息等(deng)(deng)數據共享制(zhi)度。根(gen)據企(qi)業環(huan)(huan)境信(xin)用記錄和環(huan)(huan)境風險(xian)可控程度等(deng)(deng),將危(wei)險(xian)廢物(wu)跨省轉移(yi)(yi)納(na)入信(xin)用評價體系(xi)管(guan)(guan)(guan)理(li)(li)(市(shi)(shi)(shi)(shi)(shi)生態環(huan)(huan)境局(ju)牽頭,市(shi)(shi)(shi)(shi)(shi)發改委(wei)、市(shi)(shi)(shi)(shi)(shi)教育局(ju)、市(shi)(shi)(shi)(shi)(shi)科技局(ju)、市(shi)(shi)(shi)(shi)(shi)工(gong)信(xin)局(ju)、市(shi)(shi)(shi)(shi)(shi)公安局(ju)、市(shi)(shi)(shi)(shi)(shi)自然資(zi)源局(ju)、市(shi)(shi)(shi)(shi)(shi)交通運(yun)輸局(ju)、市(shi)(shi)(shi)(shi)(shi)農業農村局(ju)、市(shi)(shi)(shi)(shi)(shi)商務(wu)局(ju)、市(shi)(shi)(shi)(shi)(shi)衛健委(wei)、市(shi)(shi)(shi)(shi)(shi)應急管(guan)(guan)(guan)理(li)(li)局(ju)、市(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)場監(jian)(jian)(jian)管(guan)(guan)(guan)局(ju)、市(shi)(shi)(shi)(shi)(shi)行政審(shen)批服務(wu)局(ju)、漢中(zhong)海關(guan)、市(shi)(shi)(shi)(shi)(shi)郵政管(guan)(guan)(guan)理(li)(li)局(ju)、市(shi)(shi)(shi)(shi)(shi)法院(yuan)、市(shi)(shi)(shi)(shi)(shi)檢察院(yuan)配合(he))。

3.建立“一長三員”網(wang)格(ge)(ge)化(hua)監(jian)(jian)管(guan)(guan)機(ji)制。壓實(shi)屬(shu)地監(jian)(jian)管(guan)(guan)責(ze)任,以縣區(qu)為單位,將行(xing)政區(qu)域內所(suo)有涉(she)危(wei)險(xian)廢(fei)物(wu)企(qi)業全部(bu)登記造冊并(bing)動態更新。嚴(yan)格(ge)(ge)落實(shi)“網(wang)格(ge)(ge)化(hua)”監(jian)(jian)管(guan)(guan),每家(jia)企(qi)業安排1名鎮辦負責(ze)同(tong)志為網(wang)格(ge)(ge)長、1名網(wang)格(ge)(ge)監(jian)(jian)督(du)員、1名生態環境部(bu)門監(jian)(jian)督(du)執法(fa)人員和1名企(qi)業內部(bu)監(jian)(jian)督(du)管(guan)(guan)理員,建立“四位一體”監(jian)(jian)管(guan)(guan)機(ji)制,強化(hua)網(wang)格(ge)(ge)內企(qi)業危(wei)險(xian)廢(fei)物(wu)監(jian)(jian)督(du)管(guan)(guan)理,嚴(yan)防(fang)非法(fa)轉(zhuan)移處置(zhi)危(wei)險(xian)廢(fei)物(wu)(市生態環境局負責(ze))。

4.建(jian)立(li)危(wei)險(xian)(xian)廢(fei)物環境風險(xian)(xian)區域聯(lian)(lian)防聯(lian)(lian)控機制。市(shi)生態(tai)(tai)環境局要積極與周邊地市(shi)協商建(jian)立(li)合作機制,加強(qiang)危(wei)險(xian)(xian)廢(fei)物管理(li)信息共(gong)享與聯(lian)(lian)動執法(fa),實現(xian)危(wei)險(xian)(xian)廢(fei)物集中處置設(she)施建(jian)設(she)和運營管理(li)優勢(shi)互補(bu)(市(shi)生態(tai)(tai)環境局負責)。

5.落實企(qi)業主(zhu)(zhu)體(ti)責(ze)(ze)(ze)任(ren)。危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)產(chan)生(sheng)(sheng)(sheng)(sheng)、收(shou)(shou)集、貯(zhu)存(cun)(cun)(cun)、運輸(shu)、利(li)用(yong)、處(chu)(chu)置(zhi)單位的(de)(de)(de)主(zhu)(zhu)要負責(ze)(ze)(ze)人是(shi)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)污染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)防(fang)治(zhi)(zhi)和安全生(sheng)(sheng)(sheng)(sheng)產(chan)第一(yi)責(ze)(ze)(ze)任(ren)人,建(jian)(jian)立企(qi)業主(zhu)(zhu)體(ti)責(ze)(ze)(ze)任(ren)承諾制(zhi),壓實企(qi)業污染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)防(fang)治(zhi)(zhi)和安全生(sheng)(sheng)(sheng)(sheng)產(chan)主(zhu)(zhu)體(ti)責(ze)(ze)(ze)任(ren),嚴(yan)格落實危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)污染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)防(fang)治(zhi)(zhi)和安全生(sheng)(sheng)(sheng)(sheng)產(chan)法律法規(gui)制(zhi)度,依法依規(gui)投保(bao)(bao)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)污染(ran)(ran)責(ze)(ze)(ze)任(ren)保(bao)(bao)險(xian)(xian)(xian)(市(shi)(shi)生(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)局牽(qian)頭(tou),市(shi)(shi)公安局、市(shi)(shi)交通運輸(shu)局、市(shi)(shi)應(ying)急管(guan)理(li)局、漢(han)中銀保(bao)(bao)監分(fen)局配(pei)合(he))。企(qi)業要按照國家有(you)關規(gui)定建(jian)(jian)立危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)管(guan)理(li)臺(tai)賬,及時通過陜西(xi)省(sheng)固體(ti)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)管(guan)理(li)信息(xi)系統申報(bao)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)產(chan)生(sheng)(sheng)(sheng)(sheng)、收(shou)(shou)集、貯(zhu)存(cun)(cun)(cun)、運輸(shu)、利(li)用(yong)、處(chu)(chu)置(zhi)相關資料,依法公開危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)污染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)防(fang)治(zhi)(zhi)信息(xi)。利(li)用(yong)、處(chu)(chu)置(zhi)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)單位,要依法向公眾開放設(she)施(shi)、場(chang)所,提高(gao)公眾生(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)護(hu)意識(shi)和參與程(cheng)度。新(xin)建(jian)(jian)產(chan)生(sheng)(sheng)(sheng)(sheng)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)建(jian)(jian)設(she)項(xiang)目(mu)應(ying)按照《建(jian)(jian)設(she)項(xiang)目(mu)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響評價指南》,將危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)污染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)防(fang)治(zhi)(zhi)內(nei)容(rong)納(na)(na)入(ru)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響評價文件(jian),要結合(he)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)產(chan)生(sheng)(sheng)(sheng)(sheng)量、貯(zhu)存(cun)(cun)(cun)期限等(deng),配(pei)套建(jian)(jian)設(she)符(fu)合(he)標準的(de)(de)(de)貯(zhu)存(cun)(cun)(cun)場(chang)所(設(she)施(shi))。現(xian)有(you)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)產(chan)生(sheng)(sheng)(sheng)(sheng)單位自(zi)行(xing)對產(chan)生(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)進行(xing)利(li)用(yong)處(chu)(chu)置(zhi),但原環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響評價文件(jian)中未(wei)涉及自(zi)行(xing)利(li)用(yong)處(chu)(chu)置(zhi)內(nei)容(rong)的(de)(de)(de),應(ying)當分(fen)析(xi)變(bian)(bian)動部分(fen)是(shi)否屬于(yu)(yu)重(zhong)大變(bian)(bian)動,屬于(yu)(yu)重(zhong)大變(bian)(bian)動的(de)(de)(de)依法重(zhong)新(xin)報(bao)批環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)影(ying)響評價文件(jian),不屬于(yu)(yu)重(zhong)大變(bian)(bian)動的(de)(de)(de)納(na)(na)入(ru)竣工環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)護(hu)驗收(shou)(shou)管(guan)理(li),可(ke)以通過排污許可(ke)證、環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)(xian)(xian)評估(gu)或者修改單等(deng)方式明確污染(ran)(ran)防(fang)治(zhi)(zhi)要求,并(bing)將相關內(nei)容(rong)納(na)(na)入(ru)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)(wu)管(guan)理(li)計劃備案(an)(市(shi)(shi)生(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)局負責(ze)(ze)(ze))。

6.加快提(ti)升(sheng)危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物環境管(guan)(guan)(guan)(guan)理(li)(li)信(xin)息化(hua)(hua)水(shui)平(ping)。完善危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物管(guan)(guan)(guan)(guan)理(li)(li)計劃備(bei)案、醫(yi)療廢(fei)(fei)(fei)(fei)(fei)物全(quan)(quan)過(guo)程(cheng)管(guan)(guan)(guan)(guan)理(li)(li)、跨市(shi)轉移(yi)(yi)數據統(tong)計分析(xi)等功能模塊以及移(yi)(yi)動終(zhong)端APP,提(ti)升(sheng)全(quan)(quan)市(shi)固體廢(fei)(fei)(fei)(fei)(fei)物信(xin)息化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)水(shui)平(ping)。鼓勵危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物經營(ying)單位(wei)依托行業(ye)協(xie)會(hui)利(li)用“互聯(lian)網+”技術,逐步實現(xian)社會(hui)源危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物全(quan)(quan)過(guo)程(cheng)可(ke)溯信(xin)息化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)。分步推進涉危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物單位(wei)建設視(shi)頻監控(kong)(kong)、電(dian)子標簽、管(guan)(guan)(guan)(guan)理(li)(li)系統(tong)等智能物聯(lian)網監控(kong)(kong)系統(tong),適時(shi)將企業(ye)物聯(lian)網接入陜西(xi)省固體廢(fei)(fei)(fei)(fei)(fei)物信(xin)息管(guan)(guan)(guan)(guan)理(li)(li)系統(tong),提(ti)升(sheng)危(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)物全(quan)(quan)過(guo)程(cheng)信(xin)息化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)水(shui)平(ping)(市(shi)生(sheng)態環境局(ju)牽頭(tou),市(shi)公安局(ju)、市(shi)交通運輸局(ju)、市(shi)衛健委、市(shi)應急(ji)管(guan)(guan)(guan)(guan)理(li)(li)局(ju)配合)。

(二)強化(hua)危險(xian)廢物(wu)源(yuan)頭管控

7.推動源(yuan)頭減量化。支持研發(fa)、推廣減少工(gong)(gong)(gong)業(ye)危(wei)險廢(fei)物(wu)(wu)產(chan)(chan)生(sheng)量和降(jiang)低工(gong)(gong)(gong)業(ye)危(wei)險廢(fei)物(wu)(wu)危(wei)害性的生(sheng)產(chan)(chan)工(gong)(gong)(gong)藝和設備,促進從源(yuan)頭上減少危(wei)險廢(fei)物(wu)(wu)產(chan)(chan)生(sheng)量、降(jiang)低危(wei)害性。加(jia)快推進企(qi)業(ye)綠(lv)色制(zhi)造、鉛鋅(xin)冶煉(lian)等重點產(chan)(chan)廢(fei)行業(ye)綠(lv)色園區(qu)、綠(lv)色工(gong)(gong)(gong)廠建設,打造一批綠(lv)色制(zhi)造先進典(dian)型(市(shi)工(gong)(gong)(gong)信局(ju)牽頭,市(shi)發(fa)改委、市(shi)生(sheng)態環境局(ju)配合)。

8.促進危(wei)險(xian)廢物(wu)資(zi)源化(hua)(hua)利(li)用。鼓勵(li)企業延伸工藝鏈,提高危(wei)險(xian)廢物(wu)內部循環利(li)用率。進一步開展金屬廢棄包裝桶資(zi)源化(hua)(hua)處置(zhi)試(shi)點(dian)、水泥窯處置(zhi)、鉛鋅冶煉廢渣和電解鋁廢渣有條件豁免試(shi)點(dian)(市(shi)(shi)(shi)生態環境局牽頭,市(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)工信局配合)。

9.規范開展危險廢物鑒別工作。配合(he)省生(sheng)態(tai)環境(jing)廳做好全(quan)市廢礦物油、鉛鋅冶煉廢渣(zha)利用后尾渣(zha)的特性判(pan)定工作(市生(sheng)態(tai)環境(jing)局(ju)負(fu)責)。

10.嚴(yan)(yan)把環(huan)境(jing)準(zhun)入關。對(dui)改擴建(jian)項(xiang)目要依(yi)法開(kai)展(zhan)環(huan)境(jing)影(ying)響評(ping)價(jia)(jia),對(dui)環(huan)評(ping)文件(jian)危(wei)險廢(fei)物種類、數量、屬(shu)性、貯存設(she)施(shi)及(ji)需要配套建(jian)設(she)的(de)污(wu)染防治措施(shi)闡述(shu)不清的(de)、無(wu)危(wei)險廢(fei)物合(he)理利用處(chu)置方案、無(wu)環(huan)境(jing)風險防范措施(shi)的(de),不予批準(zhun)。依(yi)法依(yi)規對(dui)已(yi)批復(fu)的(de)重點行(xing)業涉危(wei)險廢(fei)物建(jian)設(she)項(xiang)目環(huan)境(jing)影(ying)響評(ping)價(jia)(jia)文件(jian)開(kai)展(zhan)復(fu)核,嚴(yan)(yan)格危(wei)險廢(fei)物污(wu)染環(huan)境(jing)防治設(she)施(shi)“三同(tong)時”管理,強化事中事后監管。依(yi)法落實工業危(wei)險廢(fei)物排(pai)污(wu)許可制度,從嚴(yan)(yan)打擊無(wu)證(zheng)排(pai)污(wu)、不按證(zheng)排(pai)污(wu)等(deng)行(xing)為(市生態環(huan)境(jing)局負責)。

(三)強(qiang)化危險廢物(wu)收集轉運貯存等(deng)過程監(jian)管(guan)

11.加(jia)強生(sheng)活垃(la)圾中有(you)害(hai)垃(la)圾收集轉(zhuan)運(yun)監管。深入推進城(cheng)鄉生(sheng)活垃(la)圾分(fen)類,引導居民(min)分(fen)類投(tou)放,確保有(you)害(hai)垃(la)圾有(you)效分(fen)開(kai),建立(li)有(you)害(hai)垃(la)圾收集轉(zhuan)運(yun)體系(xi),按照(zhao)危險廢物貯(zhu)存標準,統籌規劃建設有(you)害(hai)垃(la)圾貯(zhu)存點(dian)(市城(cheng)管局(ju)牽(qian)頭,市生(sheng)態環境局(ju)、市交通運(yun)輸局(ju)配合)。

12.推(tui)動(dong)收集(ji)(ji)貯(zhu)存(cun)轉(zhuan)(zhuan)運(yun)(yun)專(zhuan)業化(hua)。加快推(tui)進(jin)危(wei)險廢(fei)物集(ji)(ji)中收集(ji)(ji)貯(zhu)存(cun)轉(zhuan)(zhuan)運(yun)(yun)試點(dian)建設,支持危(wei)險廢(fei)物專(zhuan)業收集(ji)(ji)轉(zhuan)(zhuan)運(yun)(yun)、利用處(chu)置(zhi)的單(dan)位和(he)(he)社會力(li)量(liang),圍繞工(gong)業園區(qu)內及周邊區(qu)域(yu)年產(chan)(chan)生危(wei)險廢(fei)物不超過(guo)1噸(dun)的工(gong)業企業、科研機構、學校等(deng)產(chan)(chan)廢(fei)量(liang)小的單(dan)位建設區(qu)域(yu)性收集(ji)(ji)網(wang)點(dian)和(he)(he)貯(zhu)存(cun)設施,開展(zhan)(zhan)危(wei)險廢(fei)物專(zhuan)業收集(ji)(ji)貯(zhu)存(cun)試點(dian)轉(zhuan)(zhuan)運(yun)(yun)有償服務(市(shi)生態環境(jing)局牽(qian)頭,市(shi)交通(tong)運(yun)(yun)輸局、市(shi)教(jiao)育局配合)。鼓勵在有條件的高(gao)校集(ji)(ji)中區(qu)域(yu)開展(zhan)(zhan)實驗室危(wei)險廢(fei)物分類收集(ji)(ji)和(he)(he)預處(chu)理示(shi)范項目建設(市(shi)教(jiao)育局牽(qian)頭,市(shi)生態環境(jing)局、市(shi)交通(tong)運(yun)(yun)輸局配合)。

13.加(jia)強轉移(yi)聯單管(guan)理。嚴格(ge)危險廢(fei)(fei)(fei)(fei)物(wu)產生(sheng)(sheng)、運(yun)輸、利(li)用處置(zhi)轉移(yi)聯單管(guan)理,企業(ye)應如實(shi)填(tian)寫(xie)危險廢(fei)(fei)(fei)(fei)物(wu)轉移(yi)電子(zi)聯單,聯單保存(cun)期限至少5年。危險廢(fei)(fei)(fei)(fei)物(wu)利(li)用處置(zhi)單位接(jie)受(shou)危險廢(fei)(fei)(fei)(fei)物(wu)轉入時(shi),如發(fa)現(xian)危險廢(fei)(fei)(fei)(fei)物(wu)的名稱、數量、特性、形態(tai)、包裝方式(shi)等(deng)與聯單填(tian)寫(xie)內容不符的,應及(ji)時(shi)向接(jie)受(shou)地生(sheng)(sheng)態(tai)環境部(bu)門報告,并通知產廢(fei)(fei)(fei)(fei)單位(市生(sheng)(sheng)態(tai)環境局(ju)負責(ze))。

14.推動轉移運(yun)(yun)(yun)輸(shu)(shu)(shu)規范化和(he)便(bian)捷化。危(wei)險廢(fei)物(wu)(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)(shu)單(dan)位須獲得行(xing)政(zheng)審批職能部(bu)(bu)門頒發(fa)的危(wei)險貨物(wu)(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)(shu)資質,運(yun)(yun)(yun)輸(shu)(shu)(shu)車輛須安裝衛星定(ding)位裝置,并(bing)與生態環(huan)境(jing)、公安、交(jiao)通(tong)(tong)運(yun)(yun)(yun)輸(shu)(shu)(shu)等部(bu)(bu)門聯網;進(jin)一步完善危(wei)險廢(fei)物(wu)(wu)(wu)和(he)醫療(liao)廢(fei)物(wu)(wu)(wu)產生場所(suo)至收集(ji)、貯存、利用處置地的常備固定(ding)通(tong)(tong)行(xing)路線與備用路線,避開(kai)人(ren)流(liu)集(ji)中區(qu)域(yu),規范通(tong)(tong)行(xing)秩序,實(shi)現危(wei)險廢(fei)物(wu)(wu)(wu)和(he)醫療(liao)廢(fei)物(wu)(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)(shu)車輛規范有序、安全便(bian)捷通(tong)(tong)行(xing)(市(shi)生態環(huan)境(jing)局牽(qian)頭,市(shi)公安局、市(shi)交(jiao)通(tong)(tong)運(yun)(yun)(yun)輸(shu)(shu)(shu)局、市(shi)衛健(jian)委配合)。

(四)切實提升危險廢(fei)物利用處置能(neng)力(li)

15.統籌(chou)危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)利用(yong)處置能(neng)力(li)(li)建(jian)設(she)(she)(she)。在全市(shi)(shi)(shi)危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)基(ji)礎(chu)狀況詳查(cha)基(ji)礎(chu)上(shang),全面(mian)客觀(guan)評估全市(shi)(shi)(shi)危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)產(chan)生量(liang)與處置能(neng)力(li)(li)匹(pi)(pi)配及設(she)(she)(she)施(shi)運行情(qing)況,科(ke)學研判危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)處置設(she)(she)(she)施(shi)短板,按照(zhao)《陜西省危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)利用(yong)處置設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)規劃(2018-2025年)》要求,以產(chan)生、處置量(liang)總(zong)體(ti)匹(pi)(pi)配為目(mu)標,充分發揮政府部門統籌(chou)調控作用(yong),突出結構調整、布(bu)局優(you)化(hua)主要任(ren)務,積極推(tui)動處置單位(wei)技術改(gai)造(zao)、提檔升級,增(zeng)強環(huan)境(jing)風(feng)險防范能(neng)力(li)(li),促(cu)進環(huan)境(jing)治(zhi)理產(chan)業(ye)有序發展,2022年底(di)前全市(shi)(shi)(shi)危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)處置能(neng)力(li)(li)與產(chan)廢(fei)(fei)(fei)情(qing)況總(zong)體(ti)匹(pi)(pi)配(市(shi)(shi)(shi)生態環(huan)境(jing)局牽頭(tou),市(shi)(shi)(shi)發改(gai)委(wei)、市(shi)(shi)(shi)工信局配合(he))。推(tui)動將醫療廢(fei)(fei)(fei)物(wu)(wu)(wu)(wu)處置設(she)(she)(she)施(shi)納(na)入(ru)城市(shi)(shi)(shi)公共基(ji)礎(chu)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)范圍,予以政策(ce)和資(zi)金保障(市(shi)(shi)(shi)發改(gai)委(wei)牽頭(tou),市(shi)(shi)(shi)財政局、市(shi)(shi)(shi)自然資(zi)源局配合(he))。
