強(qiang)化黃(huang)河(he)流(liu)域水生態環境保護。逐步開(kai)(kai)展入河(he)排(pai)(pai)污(wu)口“查(cha)、測、溯、治(zhi)”。封堵(du)非法(fa)設(she)置的(de)入河(he)排(pai)(pai)污(wu)口。對需(xu)要保留的(de)入河(he)排(pai)(pai)污(wu)口溯清源頭,開(kai)(kai)展規(gui)范化整治(zhi)。全(quan)面(mian)開(kai)(kai)展黃(huang)河(he)干流(liu)和都斯兔河(he)沿岸3公里范圍內工礦(kuang)企(qi)業、固廢堆(dui)場(chang)、礦(kuang)山排(pai)(pai)土場(chang)和生活(huo)源污(wu)染等的(de)排(pai)(pai)查(cha)。開(kai)(kai)展河(he)道(dao)專(zhuan)項整治(zhi)行動,持(chi)續推(tui)進河(he)湖“清四亂(luan)”常態化規(gui)范化,重點加(jia)大黃(huang)河(he)河(he)道(dao)亂(luan)占(zhan)亂(luan)建(jian)問題排(pai)(pai)查(cha)整治(zhi)力度,突出抓好黃(huang)河(he)灘區綜(zong)合(he)治(zhi)理,依(yi)法(fa)查(cha)處涉河(he)違法(fa)行為。
第(di)八章 深入打好凈土保衛戰(zhan)
強化地表水(shui)、地下(xia)水(shui)和(he)土(tu)壤污(wu)(wu)染(ran)協(xie)同(tong)防(fang)(fang)治(zhi),實施化肥(fei)農(nong)藥減量增效行(xing)動(dong)和(he)農(nong)膜回收行(xing)動(dong),加強農(nong)業(ye)面(mian)源污(wu)(wu)染(ran)防(fang)(fang)治(zhi),提升固廢和(he)新污(wu)(wu)染(ran)物治(zhi)理能力(li),深入推進農(nong)用地土(tu)壤污(wu)(wu)染(ran)防(fang)(fang)治(zhi)和(he)安(an)全(quan)利用,有效防(fang)(fang)控土(tu)壤污(wu)(wu)染(ran)風險。
第一節 強(qiang)化(hua)耕地土(tu)壤污染風險防控
強化重金屬(shu)污(wu)染(ran)源(yuan)(yuan)頭(tou)管控。以耕地重金屬(shu)污(wu)染(ran)問(wen)題(ti)突出區域為重點,持續推進涉鎘等重金屬(shu)行業(ye)企業(ye)排查(cha)整治,動態更新(xin)污(wu)染(ran)源(yuan)(yuan)排查(cha)整治清(qing)單。
加強對土壤環境污染重點監管單位的管理。建立重點監管單位名(ming)單并(bing)動態更新。督促列(lie)入名(ming)單的單位定期開展(zhan)自行監測、污染隱患排查(cha),防止新增土壤污染。
強化污(wu)染(ran)(ran)地(di)塊風險(xian)管控(kong)(kong)與(yu)治(zhi)理(li)(li)(li)修(xiu)復(fu)。對納(na)入建設用(yong)地(di)土壤(rang)污(wu)染(ran)(ran)風險(xian)管控(kong)(kong)和修(xiu)復(fu)名(ming)錄中的地(di)塊,嚴格實(shi)施(shi)(shi)風險(xian)管控(kong)(kong)或治(zhi)理(li)(li)(li)修(xiu)復(fu)措(cuo)施(shi)(shi)。合理(li)(li)(li)規劃土地(di)用(yong)途,在編制國土空間規劃等相關規劃時,應充(chong)分考慮(lv)土壤(rang)污(wu)染(ran)(ran)環境風險(xian),合理(li)(li)(li)確(que)定土地(di)用(yong)途。對需要(yao)實(shi)施(shi)(shi)治(zhi)理(li)(li)(li)與(yu)修(xiu)復(fu)的污(wu)染(ran)(ran)地(di)塊,推(tui)廣綠色(se)修(xiu)復(fu)理(li)(li)(li)念,防止施(shi)(shi)工過(guo)程對地(di)塊及周邊環境造成二次污(wu)染(ran)(ran)。對暫不開發利用(yong)的地(di)塊和目前治(zhi)理(li)(li)(li)修(xiu)復(fu)技術尚不成熟的污(wu)染(ran)(ran)地(di)塊重(zhong)點實(shi)施(shi)(shi)風險(xian)管控(kong)(kong)。
第二節 開展地下水污染防治(zhi)
開展(zhan)地(di)下水環境(jing)狀(zhuang)況調查(cha)評估及風險管控(kong)工作。重點對(dui)飲用水水源(yuan)地(di)、化工企業集(ji)聚(ju)區、生活垃圾填埋場等周邊開展(zhan)地(di)下水環境(jing)質(zhi)量狀(zhuang)況調查(cha)評估,有效保障(zhang)地(di)下水環境(jing)安(an)全(quan),逐步(bu)完善地(di)下水環境(jing)監測網絡。
加(jia)強地(di)下(xia)水生態保(bao)護(hu)(hu)。健(jian)全完善地(di)下(xia)水資源承載能力監測(ce)預警長效機制,加(jia)大對地(di)下(xia)水超采(cai)嚴重(zhong)地(di)區(qu)的(de)治理(li)力度,依(yi)(yi)法依(yi)(yi)規查處侵占或損壞地(di)下(xia)水監測(ce)設施,在飲用水水源保(bao)護(hu)(hu)區(qu)內設立排污(wu)口或建設其他違(wei)法違(wei)規項(xiang)目(mu)等行(xing)為。重(zhong)視(shi)地(di)表水、地(di)下(xia)水污(wu)染(ran)協同(tong)防治。
第三(san)節 持(chi)續打好農業農村(cun)污染(ran)治理攻堅戰
保障農(nong)村飲用(yong)水(shui)(shui)環境安全。全面排查影響農(nong)村飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)(yuan)地(di)安全的(de)(de)工業(ye)企業(ye)、種植養(yang)殖大戶、垃圾堆放等環境風險源(yuan)(yuan),進行(xing)規范(fan)化整治,對水(shui)(shui)質不(bu)達標(biao)(biao)(biao)的(de)(de)水(shui)(shui)源(yuan)(yuan),采取水(shui)(shui)源(yuan)(yuan)更換、集中供水(shui)(shui)、污(wu)染治理等措施,確保農(nong)村供水(shui)(shui)安全。完(wan)成“萬(wan)人千噸”飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)(yuan)地(di)基(ji)礎調查評(ping)估,保護(hu)區邊界應設立明確的(de)(de)地(di)理界標(biao)(biao)(biao)、警示(shi)標(biao)(biao)(biao)志或宣傳牌。加強(qiang)農(nong)村飲用(yong)水(shui)(shui)水(shui)(shui)質監測(ce),對“萬(wan)人千噸”飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)(yuan)地(di)定(ding)期監測(ce),并(bing)將監測(ce)結果向社會公開,到2025年,農(nong)村飲用(yong)水(shui)(shui)抽檢衛(wei)生合格率達90%以上。
推進農區(qu)生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)綜合治(zhi)理(li)(li)。根(gen)據(ju)農區(qu)人口分(fen)布和轉運距(ju)離,配置數量(liang)合理(li)(li)的生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)收(shou)(shou)集(ji)(ji)設施(shi)和轉運密閉車輛。加快推進農區(qu)生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)收(shou)(shou)集(ji)(ji)、轉運、處理(li)(li)設施(shi)建設,逐(zhu)步提高農區(qu)生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)資源化、減量(liang)化和分(fen)類收(shou)(shou)集(ji)(ji)利用水(shui)(shui)平,逐(zhu)步提高農區(qu)生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)無害化水(shui)(shui)平,到(dao)(dao)2025年,農區(qu)生(sheng)(sheng)(sheng)(sheng)活垃圾(ji)收(shou)(shou)運處置體系覆蓋(gai)行政村(cun)力(li)爭達到(dao)(dao)60%以上。
鞏(gong)固農區生(sheng)活污(wu)水治(zhi)理成(cheng)果。規范(fan)污(wu)水處理設施(shi)與運維,鼓勵(li)第三方參與治(zhi)理,建立村莊環(huan)境長效管(guan)護機制,保障污(wu)水處理設施(shi)正常(chang)高效穩(wen)定運行。
加(jia)大(da)種植(zhi)養(yang)殖污(wu)染(ran)防(fang)控力度。積極推進(jin)“控肥增效(xiao)、控藥減害、控水降耗、控膜(mo)減污(wu)”行動,通過采取統防(fang)統治、綠色(se)防(fang)控、增施有機肥、水肥一體化技術措施,做好種植(zhi)結構調整,深(shen)入實施地(di)膜(mo)回收處(chu)理行動,積極推廣可降解地(di)膜(mo),有效(xiao)防(fang)控“白色(se)污(wu)染(ran)”,整區推進(jin)秸(jie)稈(gan)綜合利用,強化畜(chu)禽養(yang)殖污(wu)染(ran)防(fang)治。到(dao)(dao)2025年,保持農藥、化肥使(shi)用量負增長(chang),農膜(mo)回收率達到(dao)(dao)自治區考核要求,農業灌溉水有效(xiao)利用系數(shu)提高(gao)到(dao)(dao)0.579以(yi)上(shang),秸(jie)稈(gan)綜合利用率達到(dao)(dao)90%以(yi)上(shang),規模養(yang)殖場糞污(wu)處(chu)理設施裝備配套率達到(dao)(dao)95%以(yi)上(shang),畜(chu)禽糞污(wu)綜合利用率達到(dao)(dao)80%以(yi)上(shang)。
第四節(jie) 提升(sheng)固廢和新污染物治(zhi)理能力
提(ti)升(sheng)固(gu)(gu)(gu)(gu)(gu)廢危廢安全處(chu)理處(chu)置(zhi)(zhi)(zhi)水平(ping)。實(shi)施(shi)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)廢規(gui)范處(chu)置(zhi)(zhi)(zhi)行(xing)動。積(ji)極開展(zhan)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)體廢物資源(yuan)綜合利用評價(jia),逐步提(ti)高工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)廢綜合利用水平(ping)。深(shen)入開展(zhan)“清廢”行(xing)動,推(tui)(tui)進(jin)國家大宗固(gu)(gu)(gu)(gu)(gu)廢綜合利用基(ji)地建設(she),推(tui)(tui)進(jin)園區(qu)電石渣(zha)、煤矸石、粉煤灰(hui)、礦渣(zha)等(deng)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)體廢棄(qi)(qi)物綜合利用,完(wan)善園區(qu)生(sheng)活垃(la)圾和(he)危險廢棄(qi)(qi)物收(shou)集(ji)處(chu)置(zhi)(zhi)(zhi)系統(tong)。開展(zhan)沿黃(huang)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)廢渣(zha)場安全風險評估,消除沿黃(huang)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)廢渣(zha)場風險隱患。統(tong)籌推(tui)(tui)進(jin)工(gong)(gong)(gong)(gong)業固(gu)(gu)(gu)(gu)(gu)廢渣(zha)場建設(she)。加強廢棄(qi)(qi)塑料治理,實(shi)施(shi)生(sheng)產(chan)(chan)銷售源(yuan)頭管控(kong),積(ji)極推(tui)(tui)廣應(ying)用替(ti)代產(chan)(chan)品。
加強(qiang)新(xin)(xin)型污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)防治。開展(zhan)新(xin)(xin)污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)調(diao)(diao)查評(ping)(ping)估,進行重點行業(ye)重點化學物(wu)(wu)(wu)(wu)(wu)質生(sheng)(sheng)產使(shi)(shi)用信息調(diao)(diao)查和環(huan)境危害(hai)(hai)評(ping)(ping)估,識別有(you)(you)毒(du)有(you)(you)害(hai)(hai)化學物(wu)(wu)(wu)(wu)(wu)質。建(jian)立(li)全(quan)(quan)(quan)市(shi)優(you)先控(kong)制(zhi)(zhi)(zhi)化學品生(sheng)(sheng)產使(shi)(shi)用點源清單,建(jian)立(li)健全(quan)(quan)(quan)有(you)(you)毒(du)有(you)(you)害(hai)(hai)化學物(wu)(wu)(wu)(wu)(wu)質環(huan)境管(guan)(guan)理(li)制(zhi)(zhi)(zhi)度(du)。提升全(quan)(quan)(quan)市(shi)新(xin)(xin)污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)環(huan)境監(jian)測及監(jian)管(guan)(guan)能(neng)力,對(dui)(dui)使(shi)(shi)用有(you)(you)毒(du)有(you)(you)害(hai)(hai)化學物(wu)(wu)(wu)(wu)(wu)質或在生(sheng)(sheng)產過程中排放新(xin)(xin)污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)的(de)企業(ye),全(quan)(quan)(quan)面(mian)實施強(qiang)制(zhi)(zhi)(zhi)性(xing)清潔生(sheng)(sheng)產審核。加快(kuai)淘汰、限(xian)制(zhi)(zhi)(zhi)、減少國(guo)際(ji)環(huan)境公約管(guan)(guan)控(kong)化學品,鼓勵對(dui)(dui)限(xian)制(zhi)(zhi)(zhi)或禁止(zhi)的(de)持(chi)久(jiu)性(xing)有(you)(you)機污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)替(ti)代(dai)品和替(ti)代(dai)技術的(de)研發與應(ying)用。嚴厲打擊持(chi)久(jiu)性(xing)有(you)(you)機污染(ran)(ran)物(wu)(wu)(wu)(wu)(wu)非(fei)法(fa)生(sheng)(sheng)產和使(shi)(shi)用、添汞產品非(fei)法(fa)生(sheng)(sheng)產等違(wei)法(fa)行為。
第九章(zhang) 切實維護生態(tai)環(huan)境安全(quan)
第(di)一節 持續提升(sheng)生(sheng)態系(xi)統質(zhi)量
加(jia)強(qiang)烏海湖庫區(qu)生態(tai)治理。加(jia)強(qiang)黃河海勃灣水(shui)(shui)利樞紐(niu)庫區(qu)(烏海湖)及周(zhou)邊生態(tai)環境(jing)建(jian)設,以水(shui)(shui)安全、水(shui)(shui)管理、水(shui)(shui)環境(jing)、水(shui)(shui)生態(tai)、水(shui)(shui)景(jing)觀及水(shui)(shui)文化六個方面為(wei)(wei)重(zhong)點,加(jia)強(qiang)水(shui)(shui)體(ti)周(zhou)邊綠化及濱水(shui)(shui)區(qu)建(jian)設,構建(jian)水(shui)(shui)面、沙漠、林草地為(wei)(wei)一體(ti)的立體(ti)景(jing)觀。實施清淤(yu)疏浚、灘區(qu)綜合治理等重(zhong)點工程,逐步完善(shan)水(shui)(shui)沙調控(kong)機(ji)制。
持續推進沿黃(huang)綠(lv)化(hua)(hua)(hua)工(gong)(gong)程。實(shi)施(shi)烏(wu)海湖周邊區域綠(lv)化(hua)(hua)(hua)提質(zhi)改(gai)(gai)造工(gong)(gong)程,建(jian)設農(nong)田園(yuan)區防護林(lin)、沙漠(mo)鎖邊造林(lin)、工(gong)(gong)礦區綠(lv)化(hua)(hua)(hua)等全域生(sheng)態(tai)綠(lv)化(hua)(hua)(hua)工(gong)(gong)程,強化(hua)(hua)(hua)土地沙化(hua)(hua)(hua)荒漠(mo)化(hua)(hua)(hua)防治。加強生(sheng)態(tai)公(gong)益林(lin)建(jian)設和(he)濕(shi)地改(gai)(gai)造,推動黃(huang)河(he)(he)兩岸(an)(an)綠(lv)色(se)走廊建(jian)設,構建(jian)黃(huang)河(he)(he)及(ji)庫(ku)區綠(lv)色(se)岸(an)(an)線,形成“山筑(zhu)綠(lv)屏、水田沙礦串綠(lv)線”的生(sheng)態(tai)保護格局。
加強(qiang)(qiang)生(sheng)(sheng)(sheng)物(wu)多樣(yang)性(xing)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)。加大(da)野生(sheng)(sheng)(sheng)動植物(wu)資源保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)力(li)度,開展(zhan)水生(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)物(wu)資源增殖放流工作,嚴(yan)厲打擊非法捕撈行為。加強(qiang)(qiang)西鄂爾多斯自然保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)區建設和管理力(li)度,強(qiang)(qiang)化保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)區日常巡護(hu)(hu)(hu)(hu)檢查(cha)。堅持“全面(mian)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)、科(ke)學(xue)恢(hui)復(fu)、合理利(li)用、持續(xu)發展(zhan)”的原則(ze),實(shi)施四合木(mu)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)區生(sheng)(sheng)(sheng)態(tai)環境(jing)修復(fu)工程,開展(zhan)濕地(di)保(bao)(bao)(bao)(bao)護(hu)(hu)(hu)(hu)與利(li)用工作,確(que)保(bao)(bao)(bao)(bao)黃河烏海(hai)段區域生(sheng)(sheng)(sheng)態(tai)多樣(yang)性(xing)穩(wen)步提(ti)升(sheng)。
第二節 強化生態保護監(jian)管
建設生(sheng)態(tai)保護(hu)網絡(luo)監測(ce)(ce)體系。加快推(tui)進生(sheng)態(tai)環(huan)境(jing)監測(ce)(ce)體系與檢測(ce)(ce)能力現代(dai)化,建設涵蓋大氣、水(shui)、土壤、噪聲等要素,構建布局合理、功能完善的全(quan)市生(sheng)態(tai)環(huan)境(jing)監測(ce)(ce)網絡(luo)。
構建(jian)(jian)生態(tai)(tai)保(bao)護(hu)預警評估體(ti)系(xi)。以現代觀測技術和大數據為(wei)依托,逐步構建(jian)(jian)重要生態(tai)(tai)保(bao)護(hu)區(qu)、生態(tai)(tai)保(bao)護(hu)紅線區(qu)、重點工業(ye)企業(ye)等自然(ran)生態(tai)(tai)監管評估指標(biao)體(ti)系(xi),構建(jian)(jian)生態(tai)(tai)環境狀況預警評估體(ti)系(xi)。
嚴(yan)格(ge)生(sheng)(sheng)(sheng)態(tai)保(bao)(bao)護(hu)監(jian)(jian)(jian)管(guan)執(zhi)法(fa)監(jian)(jian)(jian)督(du)(du)。采取強化(hua)監(jian)(jian)(jian)督(du)(du)和(he)(he)(he)個(ge)案督(du)(du)查(cha)(cha)等形式對非法(fa)開(kai)(kai)礦、修(xiu)路、筑(zhu)壩(ba)、建(jian)(jian)設等突出生(sheng)(sheng)(sheng)態(tai)問(wen)(wen)題進行監(jian)(jian)(jian)督(du)(du)檢(jian)查(cha)(cha)。監(jian)(jian)(jian)督(du)(du)對生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)有影(ying)響的自(zi)然(ran)資(zi)(zi)源開(kai)(kai)發(fa)(fa)(fa)利用活動(dong)、重(zhong)要生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)建(jian)(jian)設和(he)(he)(he)生(sheng)(sheng)(sheng)態(tai)破(po)壞恢(hui)復工作(zuo)。加強對自(zi)然(ran)資(zi)(zi)源開(kai)(kai)發(fa)(fa)(fa)利用活動(dong)的生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)影(ying)響管(guan)理,嚴(yan)格(ge)執(zhi)行環(huan)(huan)境(jing)影(ying)響評價及“三同時(shi)”制度(du),嚴(yan)防礦產資(zi)(zi)源開(kai)(kai)發(fa)(fa)(fa)利用粗放(fang)、對生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)造成(cheng)嚴(yan)重(zhong)破(po)壞問(wen)(wen)題。加大對重(zhong)要生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)建(jian)(jian)設和(he)(he)(he)生(sheng)(sheng)(sheng)態(tai)破(po)壞恢(hui)復工作(zuo)監(jian)(jian)(jian)督(du)(du)力度(du),強化(hua)生(sheng)(sheng)(sheng)態(tai)修(xiu)復區環(huan)(huan)境(jing)監(jian)(jian)(jian)測(ce)和(he)(he)(he)執(zhi)法(fa)檢(jian)查(cha)(cha),確(que)保(bao)(bao)生(sheng)(sheng)(sheng)態(tai)建(jian)(jian)設和(he)(he)(he)恢(hui)復治理成(cheng)效,同時(shi)杜絕次生(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)問(wen)(wen)題的發(fa)(fa)(fa)生(sheng)(sheng)(sheng)。對自(zi)然(ran)保(bao)(bao)護(hu)地、生(sheng)(sheng)(sheng)態(tai)保(bao)(bao)護(hu)紅(hong)線的修(xiu)復成(cheng)效和(he)(he)(he)管(guan)理情況開(kai)(kai)展(zhan)督(du)(du)查(cha)(cha),加強對有關部門生(sheng)(sheng)(sheng)態(tai)保(bao)(bao)護(hu)修(xiu)復履責(ze)情況、開(kai)(kai)發(fa)(fa)(fa)建(jian)(jian)設活動(dong)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)影(ying)響監(jian)(jian)(jian)管(guan)情況監(jian)(jian)(jian)督(du)(du)檢(jian)查(cha)(cha)。
第(di)三節 嚴(yan)密防控環境風險

強化(hua)企(qi)業環境(jing)(jing)風險防控。全面實施企(qi)業環境(jing)(jing)應(ying)急(ji)預案備案管理,加強企(qi)業環境(jing)(jing)風險隱患排查,組(zu)織開展環境(jing)(jing)應(ying)急(ji)演練,提升企(qi)業生態環境(jing)(jing)應(ying)急(ji)響應(ying)和現場處(chu)置能(neng)力。
完善環境應(ying)(ying)急防控體系(xi)。實(shi)施(shi)分級(ji)(ji)監管、分級(ji)(ji)指揮(hui)和(he)分層處置。繼續完善產業(ye)園環境監測預警體系(xi)建設。加強環境應(ying)(ying)急處置隊(dui)伍建設。
