9.統(tong)籌醫(yi)(yi)療廢(fei)棄物(wu)(wu)(wu)全過程監管(guan)(guan)(guan)。加強(qiang)醫(yi)(yi)療機(ji)構廢(fei)棄物(wu)(wu)(wu)分類(lei)(lei)及(ji)源頭管(guan)(guan)(guan)理(li),嚴格做好醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)、生活垃(la)圾(ji)、未被污染(ran)輸液瓶(袋)等廢(fei)棄物(wu)(wu)(wu)的(de)(de)分類(lei)(lei)投放(fang)、分類(lei)(lei)收(shou)集、分類(lei)(lei)貯存等工(gong)作。加快(kuai)醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)管(guan)(guan)(guan)理(li)信(xin)息系統(tong)建設,全面推動二級以(yi)上(shang)綜合醫(yi)(yi)院建立(li)(li)可(ke)溯源的(de)(de)醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)管(guan)(guan)(guan)理(li)信(xin)息系統(tong)。加快(kuai)建設小(xiao)型醫(yi)(yi)療機(ji)構(床位數在19床及(ji)以(yi)下的(de)(de)醫(yi)(yi)療機(ji)構)集中收(shou)運體(ti)系,促進(jin)形(xing)成城鄉一體(ti)、平戰結(jie)合的(de)(de)醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)收(shou)集轉運能(neng)力。優(you)化全市醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)處(chu)(chu)置(zhi)能(neng)力布局,研究推進(jin)江南醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)(應(ying)急(ji))處(chu)(chu)置(zhi)中心建設,加快(kuai)建成江北(bei)醫(yi)(yi)療廢(fei)物(wu)(wu)(wu)集中處(chu)(chu)置(zhi)二期項目,提高(gao)醫(yi)(yi)廢(fei)轉運、處(chu)(chu)置(zhi)效率。統(tong)籌現有危險(xian)廢(fei)物(wu)(wu)(wu)焚燒處(chu)(chu)置(zhi)設施、協(xie)同(tong)(tong)處(chu)(chu)置(zhi)固體(ti)廢(fei)物(wu)(wu)(wu)的(de)(de)水泥窯、生活垃(la)圾(ji)焚燒設施等資源,建立(li)(li)協(xie)同(tong)(tong)應(ying)急(ji)處(chu)(chu)置(zhi)設施清(qing)單(dan),完善應(ying)急(ji)處(chu)(chu)置(zhi)工(gong)作機(ji)制。(市衛(wei)健委(wei)、市生態環境局、市城管(guan)(guan)(guan)局按(an)職(zhi)責分工(gong)負責)

12.強化(hua)(hua)推動碳排放(fang)減(jian)(jian)量。以(yi)焚燒、填埋、水泥窯協同處(chu)(chu)置(zhi)等企(qi)業為重(zhong)點,選取典(dian)型區(qu)域(yu)以(yi)減(jian)(jian)污降碳為目標,優化(hua)(hua)配置(zhi)固體(ti)(ti)廢物(wu)利(li)(li)用(yong)處(chu)(chu)置(zhi)設施,引(yin)導固體(ti)(ti)廢物(wu)資源化(hua)(hua)綜合(he)利(li)(li)用(yong),減(jian)(jian)少固體(ti)(ti)廢物(wu)焚燒、填埋處(chu)(chu)置(zhi),實現固廢處(chu)(chu)理處(chu)(chu)置(zhi)減(jian)(jian)量化(hua)(hua)、無害(hai)化(hua)(hua)基礎上的低碳化(hua)(hua)。探(tan)索開展二氧化(hua)(hua)碳低成(cheng)本捕集、生(sheng)物(wu)轉(zhuan)化(hua)(hua)、液化(hua)(hua)驅(qu)油(you)、礦物(wu)封存(cun)、有機化(hua)(hua)學品和燃(ran)料制造、高(gao)價值無機化(hua)(hua)學品生(sheng)產等零(ling)碳負碳技術研究。(市生(sheng)態環境(jing)局(ju)牽頭)

16.構建(jian)數(shu)字化(hua)監(jian)管(guan)體系。加快建(jian)立(li)“無廢(fei)(fei)城市(shi)(shi)(shi)(shi)”信(xin)息(xi)化(hua)智慧(hui)平臺(tai)(tai),實現跨部門、跨層級(ji)、跨領域的數(shu)據共享與(yu)平臺(tai)(tai)互聯(lian)互通。整合各類固(gu)體廢(fei)(fei)物信(xin)息(xi)化(hua)數(shu)據,創新(xin)技術手段,打擊固(gu)體廢(fei)(fei)物偷埋偷倒(dao)、違規貯存等違法行(xing)為,開展固(gu)廢(fei)(fei)有(you)關企(qi)業信(xin)用綜合評價,形成(cheng)(cheng)“互聯(lian)網+信(xin)用+監(jian)管(guan)”的新(xin)模式。鼓勵產廢(fei)(fei)企(qi)業建(jian)立(li)生產、安環、設備、視頻監(jian)控等運(yun)營(ying)系統,與(yu)政府管(guan)理平臺(tai)(tai)進(jin)行(xing)對接,實現動態監(jian)管(guan)和風險預警。發(fa)揮(hui)國有(you)經濟戰(zhan)略支撐作用,支持有(you)條件的企(qi)業參(can)與(yu)“無廢(fei)(fei)城市(shi)(shi)(shi)(shi)”信(xin)息(xi)化(hua)智慧(hui)平臺(tai)(tai)建(jian)設和運(yun)營(ying),開發(fa)智能收集轉運(yun)管(guan)理系統,優化(hua)運(yun)輸路徑,提(ti)升收集效率,降低收集運(yun)輸處置成(cheng)(cheng)本。(市(shi)(shi)(shi)(shi)生態環境局(ju)(ju)、市(shi)(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)(shi)工(gong)信(xin)局(ju)(ju)、市(shi)(shi)(shi)(shi)農業農村局(ju)(ju)、市(shi)(shi)(shi)(shi)城管(guan)局(ju)(ju)、市(shi)(shi)(shi)(shi)建(jian)委、市(shi)(shi)(shi)(shi)衛(wei)健委、市(shi)(shi)(shi)(shi)水務局(ju)(ju)、市(shi)(shi)(shi)(shi)大數(shu)據局(ju)(ju)按職(zhi)責分工(gong)負責)
三(san)、實施步驟
(一(yi))方(fang)案(an)編制(zhi)階段。2022年6月(yue)底(di)前,出臺《南京市(shi)(shi)“無(wu)廢(fei)城(cheng)市(shi)(shi)”建設(she)實施(shi)方(fang)案(an)》,形成目標清單、任(ren)務清單、項目清單、責任(ren)清單;2022年7月(yue)底(di)前,有關部門制(zhi)定五大類(lei)固體廢(fei)物“無(wu)廢(fei)城(cheng)市(shi)(shi)”專(zhuan)項實施(shi)方(fang)案(an),江北新區(qu)和各(ge)區(qu)制(zhi)定“無(wu)廢(fei)城(cheng)市(shi)(shi)”工作實施(shi)子方(fang)案(an),形成“1+5+12”方(fang)案(an)體系。
(二)全(quan)面推進(jin)階段(duan)。市(shi)(shi)區(qu)兩(liang)級“無廢(fei)城市(shi)(shi)”工(gong)作組(zu)(zu)按要求(qiu),全(quan)面統籌、協調、調度、考核工(gong)作進(jin)展。建設(she)期間,每年(nian)12月底(di)前(qian),江(jiang)北新(xin)區(qu)、各區(qu)和各有(you)關部(bu)門,對“無廢(fei)城市(shi)(shi)”建設(she)總(zong)體(ti)情況、主要做法(fa)和成(cheng)效、存在的問(wen)題及建議等進(jin)行年(nian)度總(zong)結,形成(cheng)總(zong)結報告,報送市(shi)(shi)污染防治攻堅辦(ban)無廢(fei)工(gong)作組(zu)(zu)。
(三)評估提升階(jie)段(duan)。2025年(nian)10月(yue)底(di)前,江北(bei)新區、各區和(he)各有關部門對(dui)“無廢(fei)城市(shi)”建(jian)(jian)設(she)的總(zong)體情況、主要做(zuo)法、成效(xiao)和(he)存在的問題等進行評估,同步(bu)開展提升工作(zuo)。12月(yue)底(di),形成市(shi)級(ji)總(zong)結報告(gao),全面完成各項“無廢(fei)城市(shi)”建(jian)(jian)設(she)任(ren)務(wu)。
四、保障措施
(一)加強組織領導(dao)。建立(li)南京市(shi)(shi)(shi)“無廢城(cheng)(cheng)市(shi)(shi)(shi)”建設(she)聯(lian)席會議制(zhi)度,市(shi)(shi)(shi)政府分管(guan)領導(dao)任總召集人(ren),生(sheng)態(tai)環境(jing)、發(fa)展改革(ge)、工業(ye)和(he)信息化、城(cheng)(cheng)市(shi)(shi)(shi)管(guan)理(li)、城(cheng)(cheng)鄉(xiang)建設(she)、農業(ye)農村等主要(yao)業(ye)務(wu)部門(men)負責(ze)同(tong)志為成(cheng)員,在市(shi)(shi)(shi)打好(hao)污染防治攻堅戰指揮部辦(ban)公(gong)室設(she)立(li)專門(men)工作組。無廢工作組納入市(shi)(shi)(shi)攻堅辦(ban)統一管(guan)理(li),由(you)主要(yao)業(ye)務(wu)部門(men)派出專人(ren)實(shi)體化運作,江北(bei)新區和(he)各區參照市(shi)(shi)(shi)級工作模式(shi)建立(li)協調工作機制(zhi),做(zuo)好(hao)人(ren)員和(he)經(jing)費保障(zhang),統籌推動“無廢城(cheng)(cheng)市(shi)(shi)(shi)”建設(she)。
(二(er))加大政(zheng)策扶(fu)持(chi)。將應由政(zheng)府承擔的“無廢(fei)城市(shi)”建(jian)設資金(jin)按照財(cai)政(zheng)事權(quan)與支出責(ze)任納(na)入同級財(cai)政(zheng)預算,加大財(cai)政(zheng)、土地、資金(jin)、人才、技術等(deng)政(zheng)策扶(fu)持(chi)力(li)度,保障示(shi)范項目建(jian)設用地,鼓勵金(jin)融機構在風險可控的前提下(xia),支持(chi)示(shi)范項目建(jian)設,加快建(jian)設區域固體廢(fei)物分(fen)類收集及(ji)無害化處置等(deng)基礎設施(shi)和公共設施(shi)。
(三)抓(zhua)好(hao)工作(zuo)落(luo)實(shi)(shi)。建(jian)立“無廢城市”建(jian)設(she)成效定(ding)期(qi)評估機制,將其(qi)納入深入打好(hao)污染防治攻堅戰考核,通(tong)過(guo)黨建(jian)引領,全面落(luo)實(shi)(shi)到(dao)各部(bu)(bu)門(men)、各單位(wei)、各層級(ji)黨政(zheng)工作(zuo)中。將“無廢城市”建(jian)設(she)情(qing)況作(zuo)為申報環境(jing)保護專項資金的重要參考,對“無廢城市”建(jian)設(she)真抓(zhua)實(shi)(shi)干成效明顯的板塊或部(bu)(bu)門(men)給予(yu)通(tong)報表揚或資金補助。
(四)強化宣(xuan)傳(chuan)引導。打造(zao)一(yi)批向社會(hui)公眾(zhong)開(kai)放的綜合示范(fan)教育(yu)基地,廣泛開(kai)展全面立體的“無廢(fei)城市(shi)”宣(xuan)傳(chuan)教育(yu),營造(zao)輿(yu)論氛圍。通過創(chuang)建(jian)“無廢(fei)細(xi)胞”,培育(yu)“無廢(fei)”理念,把建(jian)設(she)美麗(li)南京轉化為全體人民自覺行動。
