為貫徹(che)落(luo)實《國(guo)務院辦(ban)(ban)公廳關于印發強化危險廢(fei)(fei)物監(jian)管和利(li)用(yong)處(chu)置能力改(gai)革(ge)實施方(fang)案的(de)通知》(國(guo)辦(ban)(ban)函〔2021〕47號(hao)),進一(yi)步提升我(wo)市(shi)危險廢(fei)(fei)物監(jian)管和利(li)用(yong)處(chu)置能力,我(wo)局制定了《天(tian)津市(shi)落(luo)實強化危險廢(fei)(fei)物監(jian)管和利(li)用(yong)處(chu)置能力改(gai)革(ge)的(de)若干舉措(cuo)》,經(jing)市(shi)人(ren)民政府同意,現(xian)印發給你們,請認真貫徹(che)執行。

天津市落實強(qiang)化危(wei)險廢物監管和利用(yong)處置能力(li)改革的若干舉措(cuo)

為(wei)貫徹(che)落實《國(guo)務院(yuan)辦公廳關于印發強化(hua)危(wei)險廢物監(jian)管和利用處(chu)置(zhi)能力(li)改革實施(shi)方案的通知》(國(guo)辦函〔2021〕47號),提升危(wei)險廢物監(jian)管和利用處(chu)置(zhi)能力(li),有效防(fang)控危(wei)險廢物環(huan)境與安全風險,結合我市(shi)實際,制定以下舉措。

?一、完善危險廢物(wu)監管(guan)體制(zhi)機制(zhi)

(一)各(ge)區各(ge)部(bu)門按分工落(luo)實危險廢(fei)物監(jian)管(guan)職責(ze)(ze)。嚴格(ge)落(luo)實國家(jia)危險廢(fei)物治(zhi)(zhi)理(li)方針政(zheng)策,各(ge)級人民政(zheng)府對(dui)本行政(zheng)區域危險廢(fei)物治(zhi)(zhi)理(li)負總(zong)責(ze)(ze)。發展改(gai)革、工業和信息化、生態環(huan)(huan)境(jing)、應急管(guan)理(li)、交通(tong)運輸(shu)、衛生健康(kang)、城市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理(li)等(deng)有(you)關部(bu)門要落(luo)實在危險廢(fei)物利用處(chu)置(zhi)、污(wu)染環(huan)(huan)境(jing)防(fang)(fang)治(zhi)(zhi)、安(an)(an)全生產、運輸(shu)安(an)(an)全以及(ji)(ji)衛生防(fang)(fang)疫等(deng)方面的監(jian)管(guan)職責(ze)(ze),進一步細化相(xiang)應監(jian)管(guan)環(huan)(huan)節工作舉(ju)措(cuo),明確(que)任(ren)務目標(biao)及(ji)(ji)時間(jian)節點(dian),做到(dao)真抓(zhua)實干,務實求(qiu)效。(市(shi)(shi)(shi)(shi)(shi)(shi)生態環(huan)(huan)境(jing)局、市(shi)(shi)(shi)(shi)(shi)(shi)發展改(gai)革委、市(shi)(shi)(shi)(shi)(shi)(shi)工業和信息化局、市(shi)(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理(li)委、市(shi)(shi)(shi)(shi)(shi)(shi)交通(tong)運輸(shu)委、市(shi)(shi)(shi)(shi)(shi)(shi)農業農村委、市(shi)(shi)(shi)(shi)(shi)(shi)衛生健康(kang)委、市(shi)(shi)(shi)(shi)(shi)(shi)應急局等(deng)部(bu)門及(ji)(ji)各(ge)級人民政(zheng)府負責(ze)(ze)落(luo)實。以下均(jun)需各(ge)級人民政(zheng)府負責(ze)(ze)落(luo)實,不再(zai)列(lie)出)

(二)強化各(ge)部(bu)(bu)門(men)間溝通(tong)(tong)協(xie)調。建立聯席(xi)會議(yi)制度,定期通(tong)(tong)報(bao)工(gong)作情況,共同(tong)協(xie)商(shang)(shang)解(jie)(jie)決(jue)危(wei)(wei)險(xian)(xian)廢(fei)物監(jian)(jian)管(guan)(guan)和利用處置方面重點(dian)難題(ti),形成工(gong)作合力。按照(zhao)“誰議(yi)事(shi)、誰召集”原則(ze),及(ji)時(shi)通(tong)(tong)報(bao)、研究危(wei)(wei)險(xian)(xian)廢(fei)物污染環境防治工(gong)作中(zhong)重大問題(ti)、重大事(shi)項(xiang),協(xie)商(shang)(shang)、解(jie)(jie)決(jue)監(jian)(jian)管(guan)(guan)工(gong)作中(zhong)重點(dian)、難點(dian)問題(ti)。落實(shi)首辦移交,各(ge)職(zhi)責部(bu)(bu)門(men)在日(ri)常(chang)監(jian)(jian)管(guan)(guan)中(zhong)發現的問題(ti),屬職(zhi)責范圍(wei)內監(jian)(jian)管(guan)(guan)事(shi)項(xiang)要(yao)第(di)一時(shi)間處理(li)(li),涉(she)及(ji)其(qi)他部(bu)(bu)門(men)監(jian)(jian)管(guan)(guan)事(shi)項(xiang)第(di)一時(shi)間通(tong)(tong)報(bao);對可能造(zao)(zao)成證(zheng)據滅失(shi)、被隱匿或者非法轉移以及(ji)造(zao)(zao)成或者可能造(zao)(zao)成嚴重污染環境的違法行為,第(di)一時(shi)間通(tong)(tong)告相(xiang)關部(bu)(bu)門(men),依法予以處理(li)(li)。促進信(xin)息共享,各(ge)職(zhi)能部(bu)(bu)門(men)要(yao)主動將(jiang)職(zhi)責范圍(wei)內的涉(she)危(wei)(wei)險(xian)(xian)廢(fei)物審批(pi)監(jian)(jian)管(guan)(guan)、工(gong)作部(bu)(bu)署以及(ji)不涉(she)密需要(yao)公(gong)開(kai)的涉(she)危(wei)(wei)險(xian)(xian)廢(fei)物問題(ti)、案(an)件查辦情況等(deng)信(xin)息及(ji)時(shi)通(tong)(tong)報(bao)其(qi)他相(xiang)關單位;各(ge)級(ji)(ji)行政審批(pi)機(ji)關要(yao)及(ji)時(shi)將(jiang)審批(pi)、許可事(shi)項(xiang)結(jie)果(guo)通(tong)(tong)知同(tong)級(ji)(ji)具有法定監(jian)(jian)管(guan)(guan)職(zhi)責部(bu)(bu)門(men)。(市(shi)(shi)(shi)生態(tai)環境局(ju)(ju)(ju)、市(shi)(shi)(shi)發展改革委、市(shi)(shi)(shi)規(gui)劃和自然資源局(ju)(ju)(ju)、市(shi)(shi)(shi)商(shang)(shang)務局(ju)(ju)(ju)、市(shi)(shi)(shi)科技局(ju)(ju)(ju)、市(shi)(shi)(shi)工(gong)業和信(xin)息化局(ju)(ju)(ju)、市(shi)(shi)(shi)公(gong)安局(ju)(ju)(ju)、市(shi)(shi)(shi)城(cheng)市(shi)(shi)(shi)管(guan)(guan)理(li)(li)委、市(shi)(shi)(shi)交通(tong)(tong)運輸委、市(shi)(shi)(shi)農業農村委、市(shi)(shi)(shi)衛(wei)生健康委、市(shi)(shi)(shi)應急局(ju)(ju)(ju)等(deng)部(bu)(bu)門(men)按職(zhi)責分工(gong))

(三)建立危(wei)(wei)險(xian)(xian)廢(fei)物環(huan)境風(feng)險(xian)(xian)區域聯防聯控(kong)機(ji)制。2022年底前,進(jin)一(yi)步完善華北地區危(wei)(wei)險(xian)(xian)廢(fei)物聯防聯控(kong)聯治合作(zuo)(zuo)機(ji)制,市(shi)(shi)區兩(liang)級生態(tai)環(huan)境、交(jiao)通(tong)運輸(shu)行政主管部門與(yu)公安機(ji)關要進(jin)一(yi)步健全合作(zuo)(zuo)機(ji)制,強化(hua)危(wei)(wei)險(xian)(xian)廢(fei)物管理信息共享、聯動(dong)執法和協作(zuo)(zuo)配合。(市(shi)(shi)生態(tai)環(huan)境局牽頭(tou),市(shi)(shi)公安局、市(shi)(shi)交(jiao)通(tong)運輸(shu)委參與(yu))

(四)落(luo)實企(qi)(qi)業主體責(ze)(ze)(ze)任(ren)。危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)產生(sheng)、收集、貯存、運輸、利(li)用、處(chu)置(zhi)企(qi)(qi)業(以下統(tong)稱危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)相(xiang)關(guan)企(qi)(qi)業)的(de)主要負責(ze)(ze)(ze)人(ren)(法(fa)定代(dai)表人(ren)、實際控(kong)制人(ren))是危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)污(wu)(wu)染(ran)環境(jing)(jing)防(fang)治和(he)安全生(sheng)產第一責(ze)(ze)(ze)任(ren)人(ren),嚴(yan)格落(luo)實危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)污(wu)(wu)染(ran)環境(jing)(jing)防(fang)治和(he)安全生(sheng)產法(fa)律法(fa)規制度。(市生(sheng)態(tai)環境(jing)(jing)局、市公安局、市交(jiao)通運輸委、市應(ying)急局按職(zhi)責(ze)(ze)(ze)分工(gong)負責(ze)(ze)(ze))危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)相(xiang)關(guan)企(qi)(qi)業依法(fa)及(ji)時公開危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)(wu)污(wu)(wu)染(ran)環境(jing)(jing)防(fang)治信息,依法(fa)依規投保(bao)環境(jing)(jing)污(wu)(wu)染(ran)責(ze)(ze)(ze)任(ren)保(bao)險(xian)(xian)(xian)(xian)。(市生(sheng)態(tai)環境(jing)(jing)局等(deng)部門按職(zhi)責(ze)(ze)(ze)分工(gong)負責(ze)(ze)(ze))

(五)完善危險(xian)(xian)(xian)廢物(wu)環境管(guan)理信息化體系。按照生態環境保護信息化工程建(jian)設要求,不斷完善我市危險(xian)(xian)(xian)廢物(wu)綜合(he)監管(guan)信息系統,實現危險(xian)(xian)(xian)廢物(wu)產生情況在(zai)(zai)線(xian)申報、管(guan)理計劃在(zai)(zai)線(xian)備案、轉(zhuan)移聯單在(zai)(zai)線(xian)運行、利用(yong)(yong)處(chu)置(zhi)情況在(zai)(zai)線(xian)報告和(he)全(quan)過程在(zai)(zai)線(xian)監控。加大對(dui)危險(xian)(xian)(xian)廢物(wu)環境管(guan)理信息化項目(mu)資金扶持力度,逐步推(tui)進視頻監控、電子(zi)標(biao)簽(qian)等集成智能監控手段,實現對(dui)危險(xian)(xian)(xian)廢物(wu)處(chu)置(zhi)利用(yong)(yong)全(quan)過程跟蹤管(guan)理,并積(ji)極推(tui)動與(yu)相關行政(zheng)機關、司法機關實現互通共享。積(ji)極配合(he)國家開展(zhan)危險(xian)(xian)(xian)廢物(wu)收集、運輸、利用(yong)(yong)、處(chu)置(zhi)網上(shang)交易平(ping)臺(tai)建(jian)設和(he)第三方支(zhi)付試點(dian)工作。(市生態環境局牽頭,市發(fa)展(zhan)改革委、市財(cai)政(zheng)局、市公(gong)安(an)局等有(you)關部門參與(yu))

二、強化危(wei)險(xian)廢物源頭管控

(六)完善危險(xian)廢(fei)(fei)物(wu)(wu)(wu)鑒(jian)別(bie)(bie)制度。積極配合生態(tai)環境部(bu)動(dong)態(tai)修(xiu)訂(ding)《國(guo)家(jia)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)名錄》、動(dong)態(tai)調整危險(xian)廢(fei)(fei)物(wu)(wu)(wu)排除管(guan)理(li)清單。按照國(guo)家(jia)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)鑒(jian)別(bie)(bie)管(guan)理(li)辦法(fa),制定我市危險(xian)廢(fei)(fei)物(wu)(wu)(wu)鑒(jian)別(bie)(bie)管(guan)理(li)文件,推(tui)動(dong)危險(xian)廢(fei)(fei)物(wu)(wu)(wu)分級分類管(guan)理(li),規范危險(xian)廢(fei)(fei)物(wu)(wu)(wu)鑒(jian)別(bie)(bie)程序和(he)鑒(jian)別(bie)(bie)單位管(guan)理(li)要求。(市生態(tai)環境局(ju)牽(qian)頭,市公安局(ju)、市交通運輸委參與)

(七(qi))嚴(yan)(yan)格環(huan)境準入。動態(tai)更新(xin)(xin)(xin)發布危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)投(tou)資引導(dao)性公告,新(xin)(xin)(xin)改(gai)擴建(jian)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)利用(yong)處(chu)置(zhi)(zhi)(zhi)(zhi)項目(含自行(xing)(xing)利用(yong)處(chu)置(zhi)(zhi)(zhi)(zhi))要結合我市危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)產生實(shi)際情(qing)況,依(yi)(yi)法開(kai)展(zhan)(zhan)環(huan)境影(ying)響(xiang)評(ping)價,嚴(yan)(yan)把(ba)環(huan)評(ping)審(shen)批(pi)(pi)關,嚴(yan)(yan)格危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)境防治設施“三同時”管理,對于危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)利用(yong)處(chu)置(zhi)(zhi)(zhi)(zhi)能(neng)力過剩的類別,應嚴(yan)(yan)格審(shen)批(pi)(pi)新(xin)(xin)(xin)改(gai)擴建(jian)項目。依(yi)(yi)法依(yi)(yi)規對已批(pi)(pi)復的重(zhong)點行(xing)(xing)業涉(she)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)建(jian)設項目、危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)利用(yong)處(chu)置(zhi)(zhi)(zhi)(zhi)項目(含自行(xing)(xing)利用(yong)處(chu)置(zhi)(zhi)(zhi)(zhi))環(huan)境影(ying)響(xiang)評(ping)價文件開(kai)展(zhan)(zhan)復核(he),依(yi)(yi)法落實(shi)工業危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)排污許可制度,推進危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)規范化環(huan)境管理。(市生態(tai)環(huan)境局(ju)負(fu)責(ze))

(八)推(tui)動源頭減(jian)量(liang)化(hua)。?開展危(wei)險廢(fei)(fei)物(wu)(wu)減(jian)量(liang)化(hua)試點(dian)工作,支持研(yan)發、推(tui)廣減(jian)少工業危(wei)險廢(fei)(fei)物(wu)(wu)產生(sheng)量(liang)和降低工業危(wei)險廢(fei)(fei)物(wu)(wu)危(wei)害性的生(sheng)產工藝和設備,促進從(cong)源頭上(shang)減(jian)少危(wei)險廢(fei)(fei)物(wu)(wu)產生(sheng)量(liang)、降低危(wei)害性,推(tui)動實現減(jian)污降碳協同增效(xiao)。(市(shi)工業和信息化(hua)局牽頭,市(shi)發展改革委、市(shi)生(sheng)態環境局參與(yu))

三(san)、強化危險廢(fei)物收(shou)集轉運等過程監管

(九)推動收集轉運(yun)貯存(cun)專業(ye)化。深(shen)入推進生活垃圾分(fen)(fen)(fen)類,完善有(you)害(hai)垃圾收集轉運(yun)體(ti)系。(市(shi)(shi)城(cheng)市(shi)(shi)管理委(wei)(wei)、市(shi)(shi)生態(tai)(tai)環(huan)境局(ju)按職責(ze)分(fen)(fen)(fen)工)支持(chi)危(wei)險廢物專業(ye)收集轉運(yun)和(he)利用處(chu)置單(dan)位建設區(qu)域性收集網(wang)點和(he)貯存(cun)設施,完善危(wei)險廢物集中(zhong)收集試點工作,鼓勵在有(you)條件的高(gao)校集中(zhong)區(qu)域開展實(shi)驗室危(wei)險廢物分(fen)(fen)(fen)類收集項(xiang)目建設。(市(shi)(shi)生態(tai)(tai)環(huan)境局(ju)、市(shi)(shi)交通運(yun)輸(shu)委(wei)(wei)、市(shi)(shi)教委(wei)(wei)按職責(ze)分(fen)(fen)(fen)工負責(ze))

(十)推進(jin)轉移運輸便捷(jie)化(hua)。探索(suo)建立危(wei)險(xian)廢(fei)(fei)物和醫療(liao)廢(fei)(fei)物運輸車(che)輛納(na)入專(zhuan)項作業車(che)輛管理相關制度(du),完善“點(dian)對點(dian)”的常(chang)備通行路線,解決全(quan)(quan)市(shi)(shi)(shi)區(qu)域(yu)內危(wei)險(xian)廢(fei)(fei)物和醫療(liao)廢(fei)(fei)物運輸難(nan)題(ti),實現危(wei)險(xian)廢(fei)(fei)物和醫療(liao)廢(fei)(fei)物運輸車(che)輛規范有序、安(an)全(quan)(quan)便捷(jie)通行。(市(shi)(shi)(shi)公(gong)安(an)局、市(shi)(shi)(shi)生(sheng)(sheng)態環境(jing)(jing)(jing)(jing)局、市(shi)(shi)(shi)交通運輸委(wei)、市(shi)(shi)(shi)衛生(sheng)(sheng)健康委(wei)按職(zhi)責(ze)分工負責(ze))根據我市(shi)(shi)(shi)危(wei)險(xian)廢(fei)(fei)物綜合利用能(neng)力、環境(jing)(jing)(jing)(jing)風(feng)(feng)險(xian)可控程(cheng)(cheng)度(du)及環境(jing)(jing)(jing)(jing)質量等情況(kuang),依法審批危(wei)險(xian)廢(fei)(fei)物跨(kua)省(sheng)轉移手續,嚴(yan)禁設置不合理行政壁壘。參照企業環境(jing)(jing)(jing)(jing)信用記(ji)錄和環境(jing)(jing)(jing)(jing)風(feng)(feng)險(xian)可控程(cheng)(cheng)度(du)、清(qing)潔(jie)能(neng)源審核(he)等情況(kuang),以“白(bai)名單”方式簡化(hua)危(wei)險(xian)廢(fei)(fei)物跨(kua)省(sheng)轉移審批程(cheng)(cheng)序。(市(shi)(shi)(shi)生(sheng)(sheng)態環境(jing)(jing)(jing)(jing)局負責(ze))

(十(shi)一)持(chi)(chi)續深(shen)入(ru)開(kai)展(zhan)排查(cha)整(zheng)治(zhi)。將(jiang)危險(xian)廢物(wu)日常環(huan)境(jing)監管(guan)納入(ru)生態環(huan)境(jing)執法(fa)“雙隨機(ji)一公開(kai)”內容(rong)。以(yi)環(huan)評批復(fu)、排污許可、規(gui)范化管(guan)理(li)(li)等為(wei)基本依據,綜(zong)合企(qi)業(ye)生產規(gui)模(mo)、工藝路線(xian)、原(yuan)輔材(cai)料、用電量、管(guan)理(li)(li)計劃(hua)等因素,客(ke)觀分析研判企(qi)業(ye)危險(xian)廢物(wu)產生、轉移(yi)、利用、處(chu)置情況,增強(qiang)執法(fa)人(ren)員(yuan)重大問題偵查(cha)能力(li),切實把風(feng)險(xian)隱患(huan)消(xiao)除(chu)在萌芽狀態,有效遏制(zhi)企(qi)業(ye)非法(fa)傾倒處(chu)置等違法(fa)行為(wei)。把群(qun)眾舉報線(xian)索作為(wei)排查(cha)整(zheng)治(zhi)工作重點(dian),專班專案盯(ding)辦核(he)查(cha),采取(qu)明察暗訪、持(chi)(chi)續跟蹤等措施,核(he)清事實,查(cha)實疑點(dian),堅決堵塞監管(guan)漏洞。強(qiang)化掛賬督辦機(ji)制(zhi),做(zuo)到“邊排查(cha)、邊整(zheng)治(zhi)、邊打擊(ji)、邊規(gui)范”,全面提升危險(xian)廢物(wu)規(gui)范化管(guan)理(li)(li)水平,消(xiao)除(chu)危險(xian)廢物(wu)環(huan)境(jing)風(feng)險(xian)隱患(huan)。(市生態環(huan)境(jing)局負責)

(十二)嚴厲打(da)擊(ji)涉危險(xian)廢物違(wei)法(fa)犯罪行為。強化危險(xian)廢物環(huan)境(jing)(jing)執法(fa),將(jiang)其作為生態(tai)環(huan)境(jing)(jing)保(bao)護綜合執法(fa)重要內容,嚴厲打(da)擊(ji)非(fei)法(fa)排放、傾(qing)倒(dao)、收集、貯存、轉移、利用、處置危險(xian)廢物等環(huan)境(jing)(jing)違(wei)法(fa)犯罪行為,實施生態(tai)環(huan)境(jing)(jing)損害賠償制度,健全市區(qu)兩(liang)級(ji)“行刑銜接”機制,簡化手續(xu)文件(jian),提升辦案效率,強化行政(zheng)執法(fa)與(yu)刑事司法(fa)、檢(jian)察公(gong)(gong)益訴訟的協調聯動(dong)。對自查自糾并及時妥(tuo)善處置歷史(shi)遺(yi)留(liu)危險(xian)廢物的企業,依法(fa)從(cong)輕(qing)處罰(fa)。(市公(gong)(gong)安(an)局、市生態(tai)環(huan)境(jing)(jing)局等部門按職(zhi)責分工(gong)負(fu)責)

四(si)、強化(hua)廢棄危險化(hua)學(xue)品監(jian)管

(十三)建(jian)(jian)立(li)監管(guan)(guan)聯動(dong)機(ji)制。應急管(guan)(guan)理部門(men)和生態(tai)環境(jing)部門(men)以及其他相關部門(men)建(jian)(jian)立(li)監管(guan)(guan)協作和聯合(he)(he)執法工作機(ji)制,密(mi)切協調(diao)配(pei)合(he)(he),按照《國家(jia)危(wei)險廢(fei)物(wu)名錄》規定,推(tui)進廢(fei)棄(qi)(qi)危(wei)險化學(xue)(xue)(xue)品等危(wei)險廢(fei)物(wu)貯存、利(li)用、處(chu)置過程安(an)全(quan)監管(guan)(guan)與環境(jing)監管(guan)(guan)的協作配(pei)合(he)(he)和信(xin)息(xi)共享,堵塞危(wei)險廢(fei)物(wu)監管(guan)(guan)漏洞,重點打擊未如實申(shen)報廢(fei)棄(qi)(qi)危(wei)險化學(xue)(xue)(xue)品行為(wei)(wei)或將廢(fei)棄(qi)(qi)危(wei)險化學(xue)(xue)(xue)品隱(yin)瞞為(wei)(wei)原料、中間產品行為(wei)(wei),實現信(xin)息(xi)及時(shi)、充分(fen)、有效共享,形成工作合(he)(he)力。(市生態(tai)環境(jing)局(ju)、市應急局(ju)、市公安(an)局(ju)、市交通運輸(shu)委(wei)等按職責分(fen)工負責)

五、提升危險廢物集中處置基礎保障能(neng)力(li)

(十(shi)四(si))強化特(te)殊類別危險(xian)廢物處(chu)置(zhi)能(neng)力。按照國(guo)家統籌安排,結合我市(shi)(shi)(shi)實際情況,積極配合做好特(te)殊類別危險(xian)廢物利用處(chu)置(zhi)基地建設,實現(xian)全國(guo)或華北區(qu)域共享處(chu)置(zhi)能(neng)力。(市(shi)(shi)(shi)發(fa)展改革委、市(shi)(shi)(shi)財(cai)政局、市(shi)(shi)(shi)規劃資源(yuan)局、市(shi)(shi)(shi)生(sheng)態環境局等按職責分工負責)

(十五)推動(dong)危險廢(fei)(fei)物(wu)(wu)(wu)處(chu)(chu)置(zhi)(zhi)能(neng)力與(yu)產廢(fei)(fei)情(qing)況(kuang)(kuang)總(zong)體匹(pi)配(pei)。開(kai)展危險廢(fei)(fei)物(wu)(wu)(wu)產生(sheng)量與(yu)處(chu)(chu)置(zhi)(zhi)利用能(neng)力匹(pi)配(pei)情(qing)況(kuang)(kuang)評估(gu)及設(she)施運行情(qing)況(kuang)(kuang)評估(gu),科學(xue)制定并實施危險廢(fei)(fei)物(wu)(wu)(wu)集中處(chu)(chu)置(zhi)(zhi)設(she)施建設(she)規劃。2022年底前,確保我(wo)市(shi)危險廢(fei)(fei)物(wu)(wu)(wu)處(chu)(chu)置(zhi)(zhi)能(neng)力與(yu)產廢(fei)(fei)情(qing)況(kuang)(kuang)總(zong)體匹(pi)配(pei)。(市(shi)生(sheng)態環境(jing)局負責)

(十(shi)六)提升醫療(liao)廢物(wu)(wu)處置能力。在原有基礎上,進一(yi)步完善(shan)醫療(liao)廢物(wu)(wu)全覆蓋(gai)收集體系。鼓(gu)勵發(fa)展(zhan)移動式(shi)醫療(liao)廢物(wu)(wu)處置設施,為重大疫情、突發(fa)應急事件提供就地處置服務。加強醫療(liao)廢物(wu)(wu)分類(lei)管理,做好源(yuan)頭(tou)分類(lei),促進規范處置。(市(shi)生態環境(jing)局、市(shi)衛生健康委(wei)、市(shi)發(fa)展(zhan)改革委(wei)按職責分工負責)
