(2)創(chuang)新制度,強化監管
充分運用信(xin)息化(hua)、大數(shu)據手段(duan),實施精細化(hua)管(guan)理,探索(suo)“互(hu)聯網(wang)+”、“物聯網(wang)+”等(deng)模式,提升管(guan)理信(xin)息化(hua)水(shui)平,創新我(wo)省(sheng)固體(ti)廢(fei)(fei)物環(huan)境管(guan)理手段(duan),優化(hua)健全固體(ti)廢(fei)(fei)物環(huan)境監督管(guan)理的(de)協(xie)調(diao)和(he)聯動機(ji)(ji)制(zhi)(zhi),完善固體(ti)廢(fei)(fei)物環(huan)境管(guan)理體(ti)系,強(qiang)化(hua)源頭嚴(yan)防、過程嚴(yan)管(guan)、后果嚴(yan)懲的(de)管(guan)理制(zhi)(zhi)度。防控發(fa)生危險(xian)廢(fei)(fei)物非法傾(qing)倒,嚴(yan)厲(li)打擊省(sheng)外危險(xian)廢(fei)(fei)物進(jin)入我(wo)省(sheng)非法轉移(yi)傾(qing)倒,完善有獎舉報機(ji)(ji)制(zhi)(zhi)。
(3)技術(shu)創新(xin),綜合利用
實施(shi)工業綠色生(sheng)產(chan)(chan),持續推進清(qing)潔生(sheng)產(chan)(chan),鼓勵(li)企(qi)業源(yuan)(yuan)(yuan)頭減量(liang)并自行消(xiao)耗處理。鼓勵(li)企(qi)業加(jia)大工業固(gu)體(ti)廢(fei)物(wu)污染防治(zhi)(zhi)科技研發(fa)投入,加(jia)強工業固(gu)體(ti)廢(fei)物(wu)產(chan)(chan)生(sheng)、利(li)用處置(zhi)(zhi)、污染防治(zhi)(zhi)等方面的基礎技術(shu)和應用研究,支持固(gu)體(ti)廢(fei)物(wu)資(zi)(zi)源(yuan)(yuan)(yuan)化新(xin)(xin)技術(shu)、新(xin)(xin)裝備(bei)、新(xin)(xin)產(chan)(chan)品應用,拓寬資(zi)(zi)源(yuan)(yuan)(yuan)化利(li)用途徑,高標準建設固(gu)體(ti)廢(fei)物(wu)利(li)用處置(zhi)(zhi)設施(shi),推動大宗(zong)固(gu)體(ti)廢(fei)物(wu)貯存處置(zhi)(zhi)總(zong)量(liang)趨零(ling)增長。踐行綠色生(sheng)活(huo)(huo)方式(shi),全面實施(shi)生(sheng)活(huo)(huo)垃(la)圾(ji)分類,實現生(sheng)活(huo)(huo)垃(la)圾(ji)源(yuan)(yuan)(yuan)頭減量(liang)和資(zi)(zi)源(yuan)(yuan)(yuan)化利(li)用。
(4)落實責任(ren),就近處理
按(an)照“誰產生、誰處理(li)”原則,嚴格落實固體(ti)廢(fei)(fei)(fei)物(wu)產生單位污染防治主體(ti)責任。以(yi)改善環境質量為核心,以(yi)防控(kong)環境風險(xian)為目標,嚴禁將省(sheng)外(wai)(wai)危險(xian)廢(fei)(fei)(fei)物(wu)轉(zhuan)移至(zhi)(zhi)省(sheng)內貯(zhu)存或(huo)處置,嚴控(kong)從省(sheng)外(wai)(wai)轉(zhuan)入危險(xian)廢(fei)(fei)(fei)物(wu)至(zhi)(zhi)省(sheng)內進行資源化利用,鼓勵危險(xian)廢(fei)(fei)(fei)物(wu)就近利用處置,未經批(pi)準的省(sheng)外(wai)(wai)固體(ti)廢(fei)(fei)(fei)物(wu),不得轉(zhuan)移至(zhi)(zhi)省(sheng)內貯(zhu)存或(huo)處置。
三、規劃(hua)范圍、時限及(ji)目標
(一)范(fan)圍
本規劃地域適用范圍為湖南省行政轄區范圍內,固(gu)(gu)體廢物類別適用范圍主(zhu)要(yao)包括:一般工業(ye)固(gu)(gu)體廢物、危險廢物、生活(huo)垃圾(ji)、建筑垃圾(ji)、農業(ye)固(gu)(gu)體廢物和廢塑料等。

總(zong)體(ti)(ti)目標:到2025年,固體(ti)(ti)廢物(wu)(wu)環(huan)境管(guan)(guan)理制度進(jin)一步完(wan)善,機構隊(dui)伍(wu)建(jian)(jian)設得到加強,管(guan)(guan)理基(ji)礎能(neng)力大幅(fu)提升。全(quan)面(mian)掌握一般工(gong)業固體(ti)(ti)廢物(wu)(wu)和危(wei)險(xian)廢物(wu)(wu)的(de)產(chan)生、貯存、利(li)用(yong)和處(chu)(chu)置(zhi)情況;全(quan)省危(wei)險(xian)廢物(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)能(neng)力與實際(ji)需求總(zong)體(ti)(ti)匹配,構建(jian)(jian)較為(wei)完(wan)善的(de)“源頭嚴(yan)防、過(guo)程(cheng)嚴(yan)管(guan)(guan)、后(hou)果(guo)嚴(yan)懲”的(de)危(wei)險(xian)廢物(wu)(wu)環(huan)境監管(guan)(guan)體(ti)(ti)系(xi),全(quan)省危(wei)險(xian)廢物(wu)(wu)處(chu)(chu)置(zhi)利(li)用(yong)安全(quan)可控;生活垃圾(ji)分(fen)類和城(cheng)鄉生活垃圾(ji)收(shou)運處(chu)(chu)一體(ti)(ti)化(hua)基(ji)本(ben)完(wan)成,建(jian)(jian)立全(quan)省一體(ti)(ti)化(hua)、技術先進(jin)的(de)建(jian)(jian)筑垃圾(ji)資(zi)源化(hua)利(li)用(yong)監管(guan)(guan)體(ti)(ti)系(xi),在我省開展“無廢城(cheng)市(shi)”建(jian)(jian)設試點(dian)。
具體(ti)指標:大宗工業固體(ti)廢(fei)物綜合(he)利用(yong)(yong)率(lv)(lv)≧60%;危險(xian)廢(fei)物產生單位(wei)規(gui)范(fan)(fan)化環(huan)境管(guan)理評(ping)估合(he)格率(lv)(lv)≧95%,危險(xian)廢(fei)物經(jing)營單位(wei)的規(gui)范(fan)(fan)化環(huan)境管(guan)理評(ping)估合(he)格率(lv)(lv)100%;縣(xian)級及(ji)以(yi)(yi)上(shang)醫療廢(fei)物集(ji)中(zhong)無害化處(chu)置率(lv)(lv)100%;地級城市(shi)生活垃(la)圾分類(lei)系統基本建(jian)立,設市(shi)城市(shi)生活垃(la)圾無害化處(chu)置率(lv)(lv)100%,設市(shi)城市(shi)生活垃(la)圾焚燒(shao)處(chu)理能力占比≧65%;建(jian)筑垃(la)圾資(zi)源化利用(yong)(yong)率(lv)(lv)≧70%;畜禽糞污綜合(he)利用(yong)(yong)率(lv)(lv)≧80%,秸稈綜合(he)利用(yong)(yong)率(lv)(lv)≧86%以(yi)(yi)上(shang),農膜回收(shou)率(lv)(lv)達到≧85%;廢(fei)舊家電(dian)規(gui)范(fan)(fan)回收(shou)率(lv)(lv)≧50%;推動2-3個“無廢(fei)城市(shi)”建(jian)設。
四、主(zhu)要任務
(一(yi))建立(li)健全(quan)一(yi)般工業固(gu)體廢物監管及(ji)利用處置(zhi)體系
1、建(jian)立(li)(li)一(yi)般(ban)工業固體(ti)廢(fei)物(wu)(wu)監管機(ji)制。推動(dong)企業開(kai)展(zhan)清潔(jie)生(sheng)(sheng)產(chan)審(shen)核,實行安全(quan)(quan)分(fen)類(lei)存(cun)放,建(jian)立(li)(li)健全(quan)(quan)一(yi)般(ban)工業固體(ti)廢(fei)物(wu)(wu)產(chan)生(sheng)(sheng)、利用(yong)、處置(zhi)情況的數(shu)(shu)據報送制度(du)。利用(yong)湖南省固體(ti)廢(fei)物(wu)(wu)信息管理平臺(tai),對大(da)宗(zong)一(yi)般(ban)工業固體(ti)廢(fei)物(wu)(wu)來(lai)源、流向、二(er)次污染物(wu)(wu)處理等(deng)情況進(jin)行聯(lian)網(wang)(wang)監控,充分(fen)共享和對接(jie)全(quan)(quan)省現有的數(shu)(shu)據和系統,采用(yong)物(wu)(wu)聯(lian)網(wang)(wang)大(da)數(shu)(shu)據分(fen)析等(deng)手(shou)段(duan)加強監管。
2、提高一般(ban)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)率。省級工(gong)信主管部門會同省直相關部門組織開展(zhan)(zhan)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)資源綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)審(shen)查與評(ping)價,促進一般(ban)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)資源綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)產(chan)業(ye)(ye)規(gui)范化(hua)(hua)、綠色化(hua)(hua)、規(gui)模化(hua)(hua)、高技術化(hua)(hua)發展(zhan)(zhan)。充分利(li)(li)(li)用(yong)(yong)工(gong)業(ye)(ye)窯(yao)爐、水泥(ni)窯(yao)等設施消(xiao)納尾礦、粉(fen)煤灰、煤矸石、爐渣、冶煉廢(fei)(fei)渣、脫硫石膏等一般(ban)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu),構(gou)建(jian)以(yi)水泥(ni)、建(jian)材、冶金等行業(ye)(ye)為核心的(de)一般(ban)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)系統,提高一般(ban)工(gong)業(ye)(ye)固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)率。
3、加快一(yi)(yi)(yi)般工(gong)(gong)業(ye)固(gu)(gu)體(ti)廢(fei)(fei)(fei)物綜合利用處(chu)置(zhi)(zhi)設(she)(she)施建設(she)(she)。縣級人(ren)民政(zheng)府(fu)組織制定本轄(xia)區(qu)(qu)(qu)一(yi)(yi)(yi)般工(gong)(gong)業(ye)固(gu)(gu)體(ti)廢(fei)(fei)(fei)物污染環境防治工(gong)(gong)作(zuo)規劃(hua)。各市州人(ren)民政(zheng)府(fu)根據轄(xia)區(qu)(qu)(qu)內產廢(fei)(fei)(fei)實際和產廢(fei)(fei)(fei)特點,統籌規劃(hua)建設(she)(she)一(yi)(yi)(yi)般工(gong)(gong)業(ye)固(gu)(gu)體(ti)廢(fei)(fei)(fei)物利用處(chu)置(zhi)(zhi)設(she)(she)施,可(ke)聯合周邊地區(qu)(qu)(qu)規劃(hua)建設(she)(she)區(qu)(qu)(qu)域性一(yi)(yi)(yi)般工(gong)(gong)業(ye)固(gu)(gu)體(ti)廢(fei)(fei)(fei)物利用處(chu)置(zhi)(zhi)設(she)(she)施,確(que)保一(yi)(yi)(yi)般工(gong)(gong)業(ye)固(gu)(gu)廢(fei)(fei)(fei)利用處(chu)置(zhi)(zhi)能力能夠滿足實際需求。
4、建設大(da)宗(zong)工(gong)業(ye)固(gu)廢(fei)綜合(he)(he)利(li)用(yong)(yong)基地。支持大(da)宗(zong)固(gu)體廢(fei)棄物(wu)的(de)綜合(he)(he)利(li)用(yong)(yong),到(dao)2022年,力爭打造5個左右省(sheng)級及以(yi)上工(gong)業(ye)固(gu)體廢(fei)物(wu)資源(yuan)綜合(he)(he)利(li)用(yong)(yong)示范(fan)基地(園區),培育(yu)10個左右工(gong)業(ye)固(gu)體廢(fei)物(wu)資源(yuan)綜合(he)(he)利(li)用(yong)(yong)示范(fan)企業(ye),建設15個工(gong)業(ye)固(gu)體廢(fei)物(wu)資源(yuan)綜合(he)(he)利(li)用(yong)(yong)示范(fan)項目,使我省(sheng)大(da)宗(zong)工(gong)業(ye)固(gu)體廢(fei)物(wu)綜合(he)(he)利(li)用(yong)(yong)率提高到(dao)60%及以(yi)上。
(二(er))建立健全危險廢物環境監管體系
5、嚴(yan)格(ge)危(wei)險(xian)(xian)(xian)廢物(wu)建(jian)(jian)設(she)項(xiang)目環境準入。新、改、擴建(jian)(jian)危(wei)險(xian)(xian)(xian)廢物(wu)經(jing)營(ying)許可(ke)項(xiang)目立項(xiang)與審(shen)批(pi)時(shi)(shi)(shi)應符(fu)合(he)現(xian)(xian)行法(fa)律法(fa)規和“三線(xian)一單”要求,進(jin)入相(xiang)應規劃工業園(yuan)區,同時(shi)(shi)(shi)充分考慮(lv)省內危(wei)險(xian)(xian)(xian)廢物(wu)產生(sheng)情況、與已建(jian)(jian)項(xiang)目形成(cheng)資源(yuan)耦合(he)、與末端利(li)用處(chu)(chu)(chu)置(zhi)形成(cheng)能(neng)力匹配(pei),原則上不(bu)(bu)再(zai)新建(jian)(jian)有機(ji)類(lei)危(wei)險(xian)(xian)(xian)廢物(wu)熱(裂(lie))解(jie)處(chu)(chu)(chu)理(li)(li)項(xiang)目。對(dui)危(wei)險(xian)(xian)(xian)廢物(wu)數量、種類(lei)、屬性、貯存設(she)施不(bu)(bu)清、無合(he)理(li)(li)利(li)用處(chu)(chu)(chu)置(zhi)方案、次(ci)生(sheng)固體廢物(wu)無處(chu)(chu)(chu)置(zhi)開路(lu)、無環境風險(xian)(xian)(xian)防范措施的建(jian)(jian)設(she)項(xiang)目不(bu)(bu)得審(shen)批(pi)。新、改、擴建(jian)(jian)危(wei)險(xian)(xian)(xian)廢物(wu)經(jing)營(ying)許可(ke)項(xiang)目,環評文件評審(shen)時(shi)(shi)(shi)應執行環評、固體廢物(wu)管(guan)理(li)(li)會商機(ji)制,嚴(yan)格(ge)危(wei)險(xian)(xian)(xian)廢物(wu)污染(ran)環境防治設(she)施“三同時(shi)(shi)(shi)”管(guan)理(li)(li),推動固廢環境管(guan)理(li)(li)與環評審(shen)批(pi)、排污許可(ke)、環境執法(fa)有機(ji)銜接(jie)。推進(jin)危(wei)險(xian)(xian)(xian)廢物(wu)納入排污許可(ke)證(zheng)管(guan)理(li)(li)工作,實現(xian)(xian)“一證(zheng)式”環境監管(guan)。
6、完善危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)環境(jing)管(guan)理(li)制(zhi)度(du)。修訂或廢(fei)(fei)(fei)(fei)(fei)止與固(gu)體(ti)(ti)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)環境(jing)管(guan)理(li)要求(qiu)不相(xiang)符的(de)相(xiang)關(guan)法(fa)規和(he)規范性(xing)(xing)文件。建(jian)立健全危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用標(biao)準體(ti)(ti)系(xi),制(zhi)定(ding)(ding)(ding)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)綜合利(li)用標(biao)準,確保使用危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)綜合利(li)用產物(wu)(wu)(wu)(wu),符合國家規定(ding)(ding)(ding)的(de)用途和(he)標(biao)準;鼓勵科(ke)研機(ji)(ji)構(gou)、相(xiang)關(guan)企(qi)(qi)業(ye)逐(zhu)步制(zhi)定(ding)(ding)(ding)省(sheng)內有(you)機(ji)(ji)類危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)熱處(chu)理(li)、水泥窯協同處(chu)理(li)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)等(deng)領域污染防治技術規范。建(jian)立健全固(gu)體(ti)(ti)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)屬性(xing)(xing)鑒(jian)(jian)別技術體(ti)(ti)系(xi),強化企(qi)(qi)業(ye)的(de)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)(jian)別主體(ti)(ti)責任,積(ji)極(ji)引(yin)導具備條(tiao)件的(de)科(ke)研院(yuan)所、監測機(ji)(ji)構(gou)、高校(xiao)等(deng)第三方機(ji)(ji)構(gou)申請固(gu)體(ti)(ti)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)屬性(xing)(xing)司法(fa)鑒(jian)(jian)定(ding)(ding)(ding)資質(zhi),培(pei)育我省(sheng)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)(jian)別鑒(jian)(jian)定(ding)(ding)(ding)機(ji)(ji)構(gou),組織成立省(sheng)級危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)鑒(jian)(jian)別專家委員會(hui),提(ti)升(sheng)危(wei)(wei)廢(fei)(fei)(fei)(fei)(fei)鑒(jian)(jian)別能(neng)力與管(guan)理(li)水平(ping)。危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)跨省(sheng)轉入按照聯防聯控、總量可(ke)控、黑白名單等(deng)管(guan)理(li)制(zhi)度(du)執行(xing)(xing)。探索組建(jian)湖南省(sheng)固(gu)廢(fei)(fei)(fei)(fei)(fei)產業(ye)協會(hui),充分(fen)發揮協會(hui)聯系(xi)政(zheng)府(fu)、服(fu)務(wu)企(qi)(qi)業(ye)、促進(jin)行(xing)(xing)業(ye)自律的(de)功能(neng),協助(zhu)政(zheng)府(fu)加強和(he)改善行(xing)(xing)業(ye)管(guan)理(li),組織制(zhi)定(ding)(ding)(ding)“行(xing)(xing)規行(xing)(xing)約”并實施監督,協調維護企(qi)(qi)業(ye)利(li)益,督促履行(xing)(xing)社會(hui)責任。
7、提(ti)升(sheng)危險(xian)(xian)廢(fei)物(wu)(wu)管理信(xin)息化(hua)水平。持(chi)續優(you)化(hua)湖南(nan)省固(gu)體廢(fei)物(wu)(wu)信(xin)息管理平臺(tai)應用,2022年6月底(di)前(qian),實現危險(xian)(xian)廢(fei)物(wu)(wu)產生情況在(zai)線申報登記、管理計劃在(zai)線備案(an)、轉移聯單在(zai)線運(yun)行、利用處置(zhi)(zhi)情況在(zai)線報告(gao)和全過程(cheng)在(zai)線監(jian)管等。2023年底(di)前(qian),危險(xian)(xian)廢(fei)物(wu)(wu)收集、貯存(cun)、運(yun)輸、處置(zhi)(zhi)或利用過程(cheng)實現視頻監(jian)控、二維碼(ma)電子標簽等集成智能(neng)監(jian)控系(xi)統建設(she),建立(li)“能(neng)定位、能(neng)共享、能(neng)追(zhui)溯”的危險(xian)(xian)廢(fei)物(wu)(wu)信(xin)息化(hua)監(jian)管體系(xi),實現危險(xian)(xian)廢(fei)物(wu)(wu)全過程(cheng)跟(gen)蹤管理。強化(hua)生態環境、交通運(yun)輸、稅務、公安、司法機(ji)關等部門信(xin)息平臺(tai)對接和信(xin)息共享,建立(li)危險(xian)(xian)廢(fei)物(wu)(wu)環境管理部門聯動機(ji)制。
8、推動(dong)危險(xian)廢物(wu)分(fen)級分(fen)類管理。根(gen)據國(guo)家危險(xian)廢物(wu)名錄(lu)管理制度規定(ding)(ding),結合我省實(shi)際(ji),建(jian)立我省危險(xian)廢物(wu)產(chan)生單(dan)(dan)位(wei)(wei)和經營(ying)單(dan)(dan)位(wei)(wei)分(fen)級分(fen)類管理制度。根(gen)據相(xiang)關單(dan)(dan)位(wei)(wei)的環境守法、生產(chan)工藝、污染防(fang)治設(she)施建(jian)設(she)等情況(kuang)確定(ding)(ding)強(qiang)化監管單(dan)(dan)位(wei)(wei)清(qing)單(dan)(dan),依法公布,實(shi)行動(dong)態管理。
9、完(wan)善(shan)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物收(shou)(shou)集(ji)體系(xi)。推(tui)動建(jian)立(li)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物區域(yu)(yu)(yu)(yu)性(xing)(xing)收(shou)(shou)集(ji)點(dian)(dian),根據全省產廢(fei)(fei)(fei)(fei)(fei)情況,按照運輸半徑和(he)服務(wu)區域(yu)(yu)(yu)(yu),科(ke)學合(he)(he)理(li)(li)(li)布(bu)局小(xiao)微企業、社(she)會源危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物區域(yu)(yu)(yu)(yu)性(xing)(xing)集(ji)中收(shou)(shou)集(ji)點(dian)(dian)以及(ji)工業園區危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物集(ji)中收(shou)(shou)集(ji)點(dian)(dian),結合(he)(he)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物產生量、貯存周期等情況,配(pei)套建(jian)設符合(he)(he)規(gui)范(fan)要求(qiu)的(de)(de)(de)貯存場所,推(tui)動各市州至少設立(li)1家區域(yu)(yu)(yu)(yu)性(xing)(xing)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物綜合(he)(he)收(shou)(shou)集(ji)企業。充分(fen)發(fa)揮危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物利用和(he)集(ji)中處置單位(wei)的(de)(de)(de)管(guan)理(li)(li)(li)和(he)技術優勢,鼓(gu)(gu)(gu)勵其收(shou)(shou)集(ji)設施前移,推(tui)動危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物有序有效收(shou)(shou)集(ji),降低小(xiao)微企業處理(li)(li)(li)成(cheng)本。規(gui)范(fan)鉛(qian)酸(suan)蓄電池、廢(fei)(fei)(fei)(fei)(fei)礦物油收(shou)(shou)集(ji)。以科(ke)研院校、檢測機構等單位(wei)為重(zhong)點(dian)(dian),開(kai)展實(shi)驗室危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物收(shou)(shou)集(ji)試點(dian)(dian),鼓(gu)(gu)(gu)勵高校集(ji)中區域(yu)(yu)(yu)(yu)開(kai)展分(fen)類收(shou)(shou)集(ji)項目建(jian)設。鼓(gu)(gu)(gu)勵各地探(tan)索危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物運輸管(guan)理(li)(li)(li)模式,在縣(xian)域(yu)(yu)(yu)(yu)內試點(dian)(dian)開(kai)展社(she)會源固態(tai)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物及(ji)5噸以下(xia)密閉容器包裝的(de)(de)(de)液態(tai)、半固態(tai)危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物收(shou)(shou)集(ji),允許在城市建(jian)成(cheng)區內采(cai)用滿足防(fang)(fang)(fang)揚散、防(fang)(fang)(fang)遺(yi)撒(sa)、防(fang)(fang)(fang)滲漏要求(qiu)的(de)(de)(de)運輸方(fang)式。
10、優化危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)處(chu)理(li)設(she)(she)(she)施建設(she)(she)(she)。開展(zhan)全省(sheng)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)產生(sheng)情(qing)況(kuang)與處(chu)理(li)能力(li)匹配情(qing)況(kuang)、設(she)(she)(she)施(含自行(xing)處(chu)置設(she)(she)(she)施)運行(xing)情(qing)況(kuang)評(ping)估,按照(zhao)“省(sheng)域(yu)(yu)內(nei)(nei)(nei)能力(li)總體匹配”的總體思路,充(chong)分發揮政府(fu)統籌調控作用(yong)(yong),鼓(gu)勵(li)以省(sheng)內(nei)(nei)(nei)產生(sheng)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)為原料的綜合(he)利(li)用(yong)(yong)項目建設(she)(she)(she),進一步強化產業(ye)結構調整和(he)布(bu)局(ju)優化。鼓(gu)勵(li)省(sheng)內(nei)(nei)(nei)經濟貢(gong)獻(xian)大、工(gong)藝先進、資源利(li)用(yong)(yong)率高的環保企(qi)(qi)業(ye)采(cai)取多(duo)元投資和(he)市(shi)場化方式建設(she)(she)(she)規模化危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)利(li)用(yong)(yong)設(she)(she)(she)施。鼓(gu)勵(li)化工(gong)、冶煉等工(gong)業(ye)園區(qu)配套建設(she)(she)(she)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)集(ji)中貯(zhu)存、預處(chu)理(li)和(he)處(chu)置設(she)(she)(she)施,推(tui)(tui)動重(zhong)點(dian)區(qu)域(yu)(yu)合(he)理(li)布(bu)局(ju)涉鉈廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)利(li)用(yong)(yong)處(chu)置設(she)(she)(she)施,推(tui)(tui)動企(qi)(qi)業(ye)、園區(qu)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)自行(xing)利(li)用(yong)(yong)處(chu)置能力(li)和(he)水平提(ti)升(sheng)。支持省(sheng)內(nei)(nei)(nei)大型企(qi)(qi)業(ye)集(ji)團(tuan)內(nei)(nei)(nei)部共(gong)享危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)利(li)用(yong)(yong)處(chu)置設(she)(she)(she)施。建立省(sheng)內(nei)(nei)(nei)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)“點(dian)對(dui)點(dian)”定向利(li)用(yong)(yong)經營許可豁免管理(li)試點(dian),探索開展(zhan)省(sheng)域(yu)(yu)間特定危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)“點(dian)對(dui)點(dian)”定向利(li)用(yong)(yong)工(gong)作,到2023年(nian)在全省(sheng)開展(zhan)全域(yu)(yu)推(tui)(tui)廣,提(ti)升(sheng)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)物(wu)綜合(he)利(li)用(yong)(yong)率。
11、適度發展水(shui)(shui)泥(ni)(ni)窯(yao)、工業(ye)窯(yao)爐協同(tong)處(chu)(chu)理(li)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)。將水(shui)(shui)泥(ni)(ni)窯(yao)、工業(ye)窯(yao)爐協同(tong)處(chu)(chu)理(li)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)建(jian)設(she)納(na)入(ru)各(ge)市(shi)州固體廢(fei)(fei)(fei)物(wu)污(wu)染防(fang)治規劃,且建(jian)設(she)項(xiang)目(mu)不超過1個,協同(tong)處(chu)(chu)理(li)本市(shi)州行政區域(yu)內產生的危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)。發揮水(shui)(shui)泥(ni)(ni)窯(yao)、工業(ye)窯(yao)爐工藝特(te)點,與危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)集中處(chu)(chu)置(zhi)設(she)施形成優勢互補,提高(gao)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)的資源化利用水(shui)(shui)平,減少填(tian)埋量。鼓勵(li)水(shui)(shui)泥(ni)(ni)窯(yao)優先協同(tong)處(chu)(chu)理(li)生活垃圾焚(fen)燒飛灰(hui)、污(wu)泥(ni)(ni)、應(ying)急處(chu)(chu)理(li)等(deng)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)。統籌構建(jian)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)集中處(chu)(chu)置(zhi)中心+N個水(shui)(shui)泥(ni)(ni)窯(yao)協同(tong)處(chu)(chu)理(li)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)的格局。
