交通運輸(shu)“十四五”立法規(gui)劃(hua)
為科學統籌“十四五”期(qi)交(jiao)通(tong)運(yun)輸立法工作(zuo),切實增強立法的(de)及時性、系(xi)統性、針對(dui)性、有效性,根據《中共中央(yang)關于全面(mian)推進依(yi)法治國若干重大(da)問(wen)題的(de)決定(ding)》《交(jiao)通(tong)強國建設綱要(yao)》《國家綜合立體交(jiao)通(tong)網規(gui)劃(hua)綱要(yao)》《交(jiao)通(tong)運(yun)輸部關于完善綜合交(jiao)通(tong)法規(gui)體系(xi)的(de)意見》,制(zhi)定(ding)本規(gui)劃(hua)。
一、現狀(zhuang)與形勢
(一)發展(zhan)基(ji)礎。
一是構(gou)建(jian)綜(zong)合交(jiao)(jiao)通(tong)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)體(ti)系(xi)(xi)框架(jia)。立(li)(li)足(zu)綜(zong)合交(jiao)(jiao)通(tong)運(yun)輸(shu)發展(zhan)(zhan)謀篇布(bu)局,構(gou)建(jian)了(le)由跨運(yun)輸(shu)方(fang)(fang)(fang)(fang)式法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)、鐵路法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)、公路法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)、水路法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)、民航法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)、郵政法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)系(xi)(xi)統(tong)(tong)(tong)等(deng)六個系(xi)(xi)統(tong)(tong)(tong)構(gou)成(cheng)的(de)綜(zong)合交(jiao)(jiao)通(tong)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)體(ti)系(xi)(xi)框架(jia)。截至(zhi)“十三(san)五”期末,形成(cheng)了(le)包括8部(bu)(bu)法(fa)(fa)(fa)律、43部(bu)(bu)行(xing)(xing)政法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)、300部(bu)(bu)地方(fang)(fang)(fang)(fang)性(xing)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)、288件(jian)(jian)部(bu)(bu)門規(gui)(gui)(gui)(gui)(gui)章(zhang)、290件(jian)(jian)地方(fang)(fang)(fang)(fang)政府規(gui)(gui)(gui)(gui)(gui)章(zhang)的(de)綜(zong)合交(jiao)(jiao)通(tong)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)體(ti)系(xi)(xi),使交(jiao)(jiao)通(tong)運(yun)輸(shu)各(ge)領域、各(ge)門類(lei)基本做到(dao)有法(fa)(fa)(fa)可依。二是法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)規(gui)(gui)(gui)(gui)(gui)章(zhang)制(zhi)修(xiu)訂(ding)工(gong)作(zuo)(zuo)取(qu)得積極進(jin)展(zhan)(zhan)。新修(xiu)訂(ding)的(de)《中華人民共和國海(hai)上交(jiao)(jiao)通(tong)安全(quan)(quan)(quan)(quan)法(fa)(fa)(fa)》頒布(bu)實(shi)施(shi),全(quan)(quan)(quan)(quan)面(mian)提(ti)升海(hai)上交(jiao)(jiao)通(tong)安全(quan)(quan)(quan)(quan)管理水平。《快遞暫行(xing)(xing)條(tiao)例(li)》頒布(bu)實(shi)施(shi),有效(xiao)促進(jin)快遞業(ye)提(ti)質升級。落(luo)實(shi)國務(wu)院關于“放管服”改(gai)革(ge)、“證照(zhao)分(fen)離”改(gai)革(ge)要(yao)求以及黨和國家機(ji)構(gou)改(gai)革(ge)部(bu)(bu)署要(yao)求,修(xiu)改(gai)法(fa)(fa)(fa)律8件(jian)(jian)次、行(xing)(xing)政法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)23件(jian)(jian)次,有效(xiao)促進(jin)立(li)(li)法(fa)(fa)(fa)與改(gai)革(ge)決策相銜(xian)接。將8件(jian)(jian)行(xing)(xing)業(ye)發展(zhan)(zhan)急需的(de)法(fa)(fa)(fa)律、行(xing)(xing)政法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)草(cao)案送(song)審稿報送(song)國務(wu)院。出臺(tai)了(le)加強安全(quan)(quan)(quan)(quan)生產、服務(wu)群(qun)眾出行(xing)(xing)、優化(hua)營商環(huan)境、防治污染(ran)等(deng)方(fang)(fang)(fang)(fang)面(mian)的(de)部(bu)(bu)門規(gui)(gui)(gui)(gui)(gui)章(zhang)234件(jian)(jian)。三(san)是立(li)(li)法(fa)(fa)(fa)工(gong)作(zuo)(zuo)領導(dao)和運(yun)行(xing)(xing)機(ji)制(zhi)不(bu)斷完善。交(jiao)(jiao)通(tong)運(yun)輸(shu)部(bu)(bu)黨組(zu)加強對交(jiao)(jiao)通(tong)運(yun)輸(shu)立(li)(li)法(fa)(fa)(fa)工(gong)作(zuo)(zuo)的(de)領導(dao)。頒布(bu)了(le)《交(jiao)(jiao)通(tong)運(yun)輸(shu)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)制(zhi)定(ding)程(cheng)序規(gui)(gui)(gui)(gui)(gui)定(ding)》,全(quan)(quan)(quan)(quan)方(fang)(fang)(fang)(fang)位規(gui)(gui)(gui)(gui)(gui)范(fan)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)立(li)(li)項、起草(cao)、論證、協調、審議工(gong)作(zuo)(zuo)流程(cheng)。健全(quan)(quan)(quan)(quan)開門立(li)(li)法(fa)(fa)(fa)、民主立(li)(li)法(fa)(fa)(fa)、專(zhuan)家參(can)與工(gong)作(zuo)(zuo)機(ji)制(zhi),完善法(fa)(fa)(fa)律顧問和公職(zhi)律師制(zhi)度,充分(fen)聽取(qu)吸(xi)收各(ge)有關方(fang)(fang)(fang)(fang)面(mian)意(yi)見。健全(quan)(quan)(quan)(quan)法(fa)(fa)(fa)規(gui)(gui)(gui)(gui)(gui)清理工(gong)作(zuo)(zuo)機(ji)制(zhi)。
與此同時,交(jiao)通運(yun)輸(shu)立法(fa)工(gong)作還(huan)存在以下突出問(wen)題:一(yi)是(shi)綜合交(jiao)通運(yun)輸(shu)法(fa)規尚存空白,部分(fen)重點立法(fa)項目尚未取得實質性(xing)(xing)突破,還(huan)需(xu)(xu)要爭取理(li)解(jie)、擴大共(gong)識(shi)。二是(shi)旺盛的(de)立法(fa)需(xu)(xu)求與有限的(de)立法(fa)資源的(de)矛盾還(huan)沒有得到有效解(jie)決,立法(fa)工(gong)作的(de)計劃(hua)性(xing)(xing)、統(tong)籌性(xing)(xing)、協調性(xing)(xing)有待(dai)進一(yi)步增強。三是(shi)立法(fa)工(gong)作的(de)實效性(xing)(xing)有待(dai)進一(yi)步提(ti)高,需(xu)(xu)要進一(yi)步突出問(wen)題導向,精準(zhun)回應行業(ye)發展需(xu)(xu)求。
(二)形(xing)勢(shi)要求。
“十四五(wu)”時期是加(jia)快(kuai)建設交(jiao)通(tong)強國的(de)第(di)一個五(wu)年期,是推(tui)動(dong)交(jiao)通(tong)運(yun)輸(shu)高(gao)質(zhi)量發展的(de)重(zhong)要時期,迫切需要更(geng)(geng)好發揮(hui)立法的(de)引領和推(tui)動(dong)作(zuo)用,在法治軌(gui)道上促進交(jiao)通(tong)運(yun)輸(shu)各方面(mian)制(zhi)度(du)更(geng)(geng)加(jia)成熟、更(geng)(geng)加(jia)定型,以高(gao)質(zhi)量立法保(bao)障和促進交(jiao)通(tong)運(yun)輸(shu)高(gao)質(zhi)量發展。
“十(shi)四五(wu)”時期(qi),交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)立(li)(li)法工作(zuo)要(yao)緊扣中(zhong)央重(zhong)大(da)戰(zhan)略決策部(bu)(bu)署,聚(ju)焦(jiao)行(xing)(xing)業改(gai)革發(fa)(fa)展(zhan)重(zhong)點,確(que)保重(zhong)大(da)立(li)(li)法項(xiang)目取得(de)突破性進(jin)展(zhan),助(zhu)力加快建(jian)設(she)(she)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)強(qiang)國、推動(dong)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)高質量(liang)發(fa)(fa)展(zhan)。要(yao)立(li)(li)足新(xin)(xin)發(fa)(fa)展(zhan)階(jie)段(duan),貫徹新(xin)(xin)發(fa)(fa)展(zhan)理念(nian),服務構建(jian)新(xin)(xin)發(fa)(fa)展(zhan)格局,著力補短板、填(tian)空(kong)白、強(qiang)弱(ruo)項(xiang),持續降低制度性交(jiao)(jiao)(jiao)(jiao)易成(cheng)本(ben),推進(jin)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)對(dui)外(wai)開放合作(zuo),推動(dong)形(xing)成(cheng)統一開放的(de)(de)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)市場。要(yao)落實(shi)全面依法治(zhi)國、建(jian)設(she)(she)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)法治(zhi)政府部(bu)(bu)門要(yao)求(qiu),通(tong)(tong)(tong)過加強(qiang)和改(gai)進(jin)立(li)(li)法工作(zuo),保障改(gai)革,促(cu)進(jin)發(fa)(fa)展(zhan),維護(hu)穩定,防范風險(xian),實(shi)現(xian)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)行(xing)(xing)業長治(zhi)久(jiu)安。要(yao)更(geng)加注(zhu)重(zhong)擴大(da)社(she)會(hui)參與、回應社(she)會(hui)關切(qie)、解(jie)決實(shi)際(ji)問題,不斷增強(qiang)人民(min)群眾(zhong)的(de)(de)獲得(de)感(gan)(gan)、幸(xing)福(fu)感(gan)(gan)、安全感(gan)(gan),建(jian)設(she)(she)人民(min)滿意(yi)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)。要(yao)提升立(li)(li)法質量(liang),在(zai)法治(zhi)軌(gui)道(dao)上促(cu)進(jin)制度建(jian)設(she)(she)和治(zhi)理效能(neng)更(geng)好轉(zhuan)化融合,實(shi)現(xian)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)行(xing)(xing)業良(liang)法善治(zhi)。
二、總(zong)體要求
(一)指導思(si)想。
以(yi)(yi)(yi)習近(jin)平新(xin)時代中國特色社(she)會(hui)主(zhu)義思(si)想為指導,全面貫(guan)徹黨的(de)十(shi)(shi)九大和十(shi)(shi)九屆二中、三中、四(si)中、五中全會(hui)精神,深入(ru)貫(guan)徹落實習近(jin)平法治思(si)想,圍繞黨中央重大戰略(lve)決策部署,聚焦加快建(jian)設交(jiao)通強(qiang)國目標任務,積極回應行業(ye)發展(zhan)需求(qiu)和社(she)會(hui)重大關切,以(yi)(yi)(yi)深入(ru)推(tui)進(jin)科學立(li)法、民主(zhu)立(li)法、依法立(li)法為主(zhu)線,以(yi)(yi)(yi)完善綜合交(jiao)通法規體系,協調、促進(jin)不同(tong)運(yun)輸方(fang)式法律制度有(you)效銜接(jie)為著力點,加快立(li)法步伐,提(ti)(ti)高立(li)法質量(liang),為“十(shi)(shi)四(si)五”時期交(jiao)通運(yun)輸高質量(liang)發展(zhan)提(ti)(ti)供(gong)有(you)力的(de)法治保障(zhang)。
(二(er))基本原(yuan)則。
堅(jian)(jian)持立法為(wei)(wei)(wei)民(min)(min)(min)(min)(min),建設人(ren)(ren)民(min)(min)(min)(min)(min)滿意交通。始終堅(jian)(jian)持以人(ren)(ren)民(min)(min)(min)(min)(min)為(wei)(wei)(wei)中心(xin)的發展思想,恪守立法為(wei)(wei)(wei)民(min)(min)(min)(min)(min)理念,不斷拓(tuo)寬人(ren)(ren)民(min)(min)(min)(min)(min)有序(xu)參與立法的途徑,確(que)保每一項法律制度體現人(ren)(ren)民(min)(min)(min)(min)(min)利(li)益(yi)、反映人(ren)(ren)民(min)(min)(min)(min)(min)愿望、維護人(ren)(ren)民(min)(min)(min)(min)(min)權(quan)益(yi)、增進人(ren)(ren)民(min)(min)(min)(min)(min)福祉。
堅持統籌(chou)有序,確(que)保(bao)取(qu)得重(zhong)(zhong)點突(tu)破(po)。統籌(chou)各方面(mian)立法(fa)需求,科(ke)學配(pei)置立法(fa)資源,突(tu)出落實中(zhong)央決策(ce)部署(shu)、改革發(fa)展(zhan)急需、社會重(zhong)(zhong)大關切的重(zhong)(zhong)大立法(fa)項目,聚焦(jiao)重(zhong)(zhong)點問(wen)題(ti)、核心制度,加快重(zhong)(zhong)點領域立法(fa)進程(cheng),確(que)保(bao)重(zhong)(zhong)大立法(fa)項目取(qu)得突(tu)破(po)性進展(zhan)。
堅持問(wen)題(ti)(ti)導(dao)向,緊扣改革發(fa)展需求。抓(zhua)住“十四五”時期交通(tong)運(yun)輸改革發(fa)展實(shi)(shi)踐需求,將立(li)法(fa)工作重點更多(duo)放在解(jie)決各種運(yun)輸方式發(fa)展不(bu)平(ping)衡不(bu)充(chong)分的制(zhi)度性突出(chu)問(wen)題(ti)(ti)上,彌補相關法(fa)律制(zhi)度的短板和(he)缺項,切(qie)實(shi)(shi)做到“針(zhen)對問(wen)題(ti)(ti)立(li)法(fa)、立(li)法(fa)解(jie)決實(shi)(shi)際問(wen)題(ti)(ti)”。
堅持(chi)科學立(li)(li)(li)法(fa)(fa)(fa),切實提高立(li)(li)(li)法(fa)(fa)(fa)質(zhi)量。深入貫徹新發(fa)(fa)展理(li)念,不斷加強和改進(jin)立(li)(li)(li)法(fa)(fa)(fa)調研,努力提高立(li)(li)(li)法(fa)(fa)(fa)精細化(hua)精準化(hua)水(shui)平,確保法(fa)(fa)(fa)律(lv)制度反(fan)映經濟(ji)社會和交(jiao)通運輸(shu)發(fa)(fa)展規(gui)律(lv),以(yi)高質(zhi)量立(li)(li)(li)法(fa)(fa)(fa)保障和促(cu)進(jin)交(jiao)通運輸(shu)高質(zhi)量發(fa)(fa)展。
(三)發展(zhan)目標(biao)。
到2025年,交通運輸重(zhong)點領域(yu)重(zhong)大立(li)(li)法(fa)項目取(qu)得突(tu)破性進(jin)(jin)展,“一法(fa)兩條(tiao)例”等法(fa)律、行政法(fa)規頒布實(shi)施(shi);一批服務(wu)交通運輸高(gao)質量(liang)發展、保障(zhang)交通運輸安全、回應(ying)人民群眾期待、細化落實(shi)上位(wei)法(fa)規定的部門(men)規章(zhang)印發實(shi)施(shi);交通運輸立(li)(li)法(fa)質量(liang)進(jin)(jin)一步提升,綜合交通法(fa)規體系在更(geng)高(gao)層次、更(geng)高(gao)水平、更(geng)高(gao)質量(liang)上得到進(jin)(jin)一步完善(shan),立(li)(li)法(fa)工(gong)作(zuo)對(dui)交通運輸改革(ge)發展穩定的引領、推(tui)動、支撐、保障(zhang)作(zuo)用進(jin)(jin)一步加(jia)強。
三(san)、主(zhu)要任務(wu)
(一(yi))深(shen)入貫徹黨中央戰略決策部署,全力協調(diao)推動重(zhong)點領域重(zhong)大法(fa)律(lv)法(fa)規項目頒布(bu)實施。
1.推(tui)(tui)動(dong)“一法(fa)(fa)兩條例”頒(ban)布(bu)實施(shi)。貫徹鄉(xiang)村(cun)振興重(zhong)大戰略部署(shu),落實供給側結(jie)構性改革(ge)要求,全力協調(diao)推(tui)(tui)動(dong)《中華(hua)人民共(gong)和國公(gong)(gong)路(lu)法(fa)(fa)(修訂(ding))》《收費公(gong)(gong)路(lu)管(guan)(guan)理條例(修訂(ding))》《農(nong)村(cun)公(gong)(gong)路(lu)條例》頒(ban)布(bu)實施(shi),完(wan)善(shan)收費公(gong)(gong)路(lu)法(fa)(fa)律制度,促進收費公(gong)(gong)路(lu)控規模(mo)、調(diao)結(jie)構、降成本(ben)、防(fang)風險、強監管(guan)(guan)、優(you)服務;明確村(cun)道的法(fa)(fa)律地位和政(zheng)府主(zhu)體責任,切實解決農(nong)村(cun)公(gong)(gong)路(lu)面臨的突出問題,推(tui)(tui)動(dong)農(nong)村(cun)公(gong)(gong)路(lu)高質量發展。
專欄1 “一法兩條(tiao)例”
《中(zhong)華人民共和(he)(he)國(guo)公(gong)(gong)(gong)路(lu)法(fa)(fa)(修訂)》:對《中(zhong)華人民共和(he)(he)國(guo)公(gong)(gong)(gong)路(lu)法(fa)(fa)》的(de)修訂主要著眼兩方面:其(qi)一(yi),推動“四(si)好農村(cun)路(lu)”高(gao)質量(liang)發展。貫(guan)徹落實(shi)(shi)習(xi)近平總(zong)書記關于“四(si)好農村(cun)路(lu)”重要指(zhi)示批示精神,通過(guo)修改《中(zhong)華人民共和(he)(he)國(guo)公(gong)(gong)(gong)路(lu)法(fa)(fa)》,明確村(cun)道(dao)(dao)的(de)法(fa)(fa)律地位和(he)(he)國(guo)道(dao)(dao)、省(sheng)道(dao)(dao)、縣道(dao)(dao)、鄉(xiang)道(dao)(dao)、村(cun)道(dao)(dao)的(de)內(nei)涵,推進(jin)政府(fu)責(ze)任全面落實(shi)(shi),助力鄉(xiang)村(cun)振興(xing)。其(qi)二,實(shi)(shi)現(xian)收(shou)費公(gong)(gong)(gong)路(lu)健康規范發展。按照國(guo)務院關于“深(shen)化收(shou)費公(gong)(gong)(gong)路(lu)制度(du)改革、降低過(guo)路(lu)過(guo)橋費用(yong)”部署要求,對收(shou)費公(gong)(gong)(gong)路(lu)籌資、建設、養護、運營、管理等基本制度(du)予以調整和(he)(he)重新明確,實(shi)(shi)現(xian)收(shou)費公(gong)(gong)(gong)路(lu)健康可持續發展。
《收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)管理條例(li)(修(xiu)訂)》:2004年出臺的(de)(de)(de)(de)條例(li),對于規范(fan)和促進(jin)收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)發展(zhan)起(qi)到了(le)重要(yao)作(zuo)用。但現行條例(li)的(de)(de)(de)(de)制(zhi)(zhi)度設計已(yi)不(bu)適應全(quan)面(mian)深化(hua)改革、支撐加快(kuai)(kuai)建(jian)設交通(tong)強國(guo)、落實改革降(jiang)費(fei)(fei)(fei)要(yao)求和保(bao)障公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)可持續發展(zhan)的(de)(de)(de)(de)需(xu)要(yao),亟需(xu)進(jin)行全(quan)面(mian)修(xiu)訂。通(tong)過(guo)全(quan)面(mian)修(xiu)訂條例(li),提(ti)高收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)設置(zhi)門檻(jian),建(jian)立(li)收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)發展(zhan)剛性(xing)控制(zhi)(zhi)機制(zhi)(zhi),防范(fan)和化(hua)解債(zhai)(zhai)務(wu)風險(xian)(xian);適應國(guo)家財稅體制(zhi)(zhi)改革新要(yao)求,調整完善收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)建(jian)設投(tou)融資模式;明確收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)償債(zhai)(zhai)期限(xian)和經(jing)營期限(xian)的(de)(de)(de)(de)確定原則,防范(fan)政(zheng)府債(zhai)(zhai)務(wu)風險(xian)(xian),吸引社會資本投(tou)資;建(jian)立(li)政(zheng)府收(shou)(shou)費(fei)(fei)(fei)高速公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)到期債(zhai)(zhai)務(wu)結算(suan)制(zhi)(zhi)度,回應社會關(guan)(guan)切,落實降(jiang)費(fei)(fei)(fei)要(yao)求;對現行“統貸統還”制(zhi)(zhi)度進(jin)行調整完善,加快(kuai)(kuai)政(zheng)府債(zhai)(zhai)務(wu)償還;進(jin)一步提(ti)高路(lu)(lu)(lu)(lu)(lu)網的(de)(de)(de)(de)服務(wu)能力與(yu)水平,實現不(bu)停車快(kuai)(kuai)捷收(shou)(shou)費(fei)(fei)(fei),保(bao)障收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)服務(wu)質(zhi)量;進(jin)一步強化(hua)對收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)的(de)(de)(de)(de)監管,滿(man)足社會公(gong)(gong)(gong)眾對收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)(lu)(lu)相(xiang)關(guan)(guan)信息的(de)(de)(de)(de)知情權。
