第三節 豐富(fu)鄉(xiang)村經濟業(ye)態
發展縣(xian)域經濟(ji),推進農(nong)村(cun)一二三(san)產業(ye)(ye)(ye)(ye)融合發展,延長農(nong)業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)鏈條,發展各具特(te)色的現(xian)代鄉村(cun)富民產業(ye)(ye)(ye)(ye)。推動種(zhong)養加(jia)結(jie)(jie)合和(he)產業(ye)(ye)(ye)(ye)鏈再造,提高農(nong)產品加(jia)工業(ye)(ye)(ye)(ye)和(he)農(nong)業(ye)(ye)(ye)(ye)生產性(xing)服務業(ye)(ye)(ye)(ye)發展水(shui)平,壯(zhuang)大休閑農(nong)業(ye)(ye)(ye)(ye)、鄉村(cun)旅游(you)、民宿經濟(ji)等特(te)色產業(ye)(ye)(ye)(ye)。加(jia)強農(nong)產品倉(cang)儲保鮮和(he)冷(leng)鏈物流設(she)(she)施建設(she)(she),健全農(nong)村(cun)產權交易、商貿(mao)流通(tong)、檢驗檢測認(ren)證(zheng)等平臺(tai)和(he)智能標準廠(chang)房等設(she)(she)施,引(yin)導農(nong)村(cun)二三(san)產業(ye)(ye)(ye)(ye)集聚發展。完善利(li)益聯結(jie)(jie)機制,通(tong)過“資(zi)源變資(zi)產、資(zi)金(jin)變股金(jin)、農(nong)民變股東(dong)”,讓農(nong)民更多分享產業(ye)(ye)(ye)(ye)增(zeng)值收益。
第(di)二十四章 實(shi)施鄉村建(jian)設(she)行動
把鄉村(cun)(cun)建設擺在社(she)會主義現代(dai)化(hua)建設的重要(yao)位置,優化(hua)生產生活生態空間(jian),持續改善村(cun)(cun)容村(cun)(cun)貌(mao)和(he)人居環境(jing),建設美麗宜(yi)居鄉村(cun)(cun)。
第一節(jie) 強(qiang)化鄉村建設(she)的規劃引領(ling)

以縣域(yu)為(wei)基(ji)本單元推(tui)進(jin)(jin)(jin)城(cheng)鄉融(rong)合發展,強(qiang)化縣城(cheng)綜(zong)合服(fu)務(wu)能力(li)和鄉鎮服(fu)務(wu)農(nong)(nong)民功能。推(tui)進(jin)(jin)(jin)城(cheng)鄉基(ji)本公共服(fu)務(wu)標準(zhun)統一、制度并軌,增加農(nong)(nong)村教(jiao)育(yu)、醫療、養老、文化等服(fu)務(wu)供給,推(tui)進(jin)(jin)(jin)縣域(yu)內(nei)教(jiao)師(shi)醫生交流輪崗,鼓勵社會力(li)量興辦農(nong)(nong)村公益事業。提高農(nong)(nong)民科技文化素質,推(tui)動鄉村人才振興。
第(di)三(san)節(jie) 改善農村(cun)人居環境

建(jian)立完善農村低收入人(ren)口和欠發達地(di)區幫(bang)扶機(ji)制,保(bao)持主要幫(bang)扶政策和財政投入力(li)度總體穩定,接續推進(jin)脫貧(pin)地(di)區發展。
第一節 鞏(gong)固提升脫貧攻堅(jian)成(cheng)果

實施脫(tuo)貧地(di)區(qu)特色種養業提(ti)升行(xing)動,廣泛開展(zhan)農產品產銷(xiao)對接活動,深化拓(tuo)展(zhan)消費幫扶(fu)。在西部地(di)區(qu)脫(tuo)貧縣中集中支持一批鄉村振(zhen)興重點幫扶(fu)縣,從財政、金融、土地(di)、人(ren)才、基礎設施、公共(gong)服務(wu)等方面給(gei)予集中支持,增強其鞏固脫(tuo)貧成果(guo)及內生發(fa)展(zhan)能力。
