(一)設備更新目標
以構建安全(quan)可控(kong)新(xin)型工(gong)業網(wang)絡(luo)體系(xi),加(jia)快(kuai)工(gong)業互聯(lian)網(wang)規模化應用(yong),促進制(zhi)造業“智改(gai)數(shu)轉網(wang)聯(lian)”,推動汽車、鋼鐵(tie)、輕(qing)工(gong)、工(gong)程(cheng)機械(xie)、建材、船舶、消(xiao)費(fei)電子、航(hang)空、石(shi)油(you)化工(gong)、消(xiao)費(fei)品(pin)等(deng)行業的工(gong)業設備、工(gong)業網(wang)絡(luo)、工(gong)業算力、工(gong)控(kong)系(xi)統等(deng)網(wang)絡(luo)化改(gai)造升(sheng)級。力爭到2027年(nian),80%的規模以上制(zhi)造業企業基本實現網(wang)絡(luo)化改(gai)造,邊(bian)緣網(wang)關(guan)、邊(bian)緣控(kong)制(zhi)器等(deng)產品(pin)部署超過100萬(wan)臺,“5G+工(gong)業互聯(lian)網(wang)”項目(mu)數(shu)超過2萬(wan)個。

1.工(gong)(gong)業設(she)備網絡化升級。綜合利用工(gong)(gong)業總線(xian)、工(gong)(gong)業以太網、5G、時間敏感網絡(TSN)、互聯網協議第6版(IPv6)、先(xian)進物理層(APL)、Wi-Fi等技(ji)術,加(jia)快(kuai)(kuai)工(gong)(gong)業現(xian)場工(gong)(gong)業裝備、儀器儀表(biao)、自動識(shi)讀設(she)備的網絡化智(zhi)能化改造升級,全面提升工(gong)(gong)業設(she)備聯網率(lv)(lv)和數據采(cai)集效率(lv)(lv),加(jia)快(kuai)(kuai)設(she)備更新換代。
2.工(gong)業(ye)網(wang)絡(luo)改造升(sheng)(sheng)級。綜合運用工(gong)業(ye)光網(wang)絡(luo)(PON)、TSN、5G、Wi-Fi 6等大帶寬、高確定的技術升(sheng)(sheng)級企(qi)業(ye)網(wang)絡(luo)基(ji)礎(chu)設(she)(she)施(shi)(shi),部署新型工(gong)業(ye)路由器、交換機、網(wang)關、網(wang)管、標識(shi)中間件(jian)和算網(wang)一(yi)體化(hua)設(she)(she)備(bei)與系統,打造滿足生產制造、倉儲物流、研發設(she)(she)計(ji)全(quan)面智(zhi)能(neng)升(sheng)(sheng)級的安(an)全(quan)可控網(wang)絡(luo)基(ji)礎(chu)設(she)(she)施(shi)(shi)。推(tui)進5G工(gong)廠建(jian)設(she)(she),支持基(ji)礎(chu)好(hao)、實力強、有需(xu)求(qiu)的工(gong)業(ye)企(qi)業(ye)建(jian)設(she)(she)5G工(gong)業(ye)獨(du)立專網(wang)。
3.工業(ye)數據集成能力提升(sheng)。采用信息(xi)模型、標識解析等技術,全面提升工業數據采(cai)集、存儲、管理和應(ying)用的(de)能力,實現工業全生命周期的(de)標準化(hua)管理,支撐跨(kua)廠商跨(kua)系統的(de)數據互(hu)通互(hu)操(cao)作。
4.工業(ye)(ye)(ye)操(cao)作(zuo)(zuo)系統(tong)(tong)改造升(sheng)(sheng)級。指導企業(ye)(ye)(ye)按需部署內嵌5G、TSN等(deng)(deng)先進通信模組的融合工業(ye)(ye)(ye)裝備,綜合利用(yong)5G/5G-A、邊緣(yuan)計算(suan)等(deng)(deng)網絡(luo)技術實現傳(chuan)統(tong)(tong)工業(ye)(ye)(ye)操(cao)作(zuo)(zuo)系統(tong)(tong)(如(ru)可編程邏輯控制器PLC、分(fen)布(bu)式控制系統(tong)(tong)DCS等(deng)(deng))的IP化(hua)(hua)、智能化(hua)(hua)和無(wu)線化(hua)(hua)改造,提(ti)升(sheng)(sheng)企業(ye)(ye)(ye)生產(chan)現場的自動化(hua)(hua)、智能化(hua)(hua)和集(ji)中化(hua)(hua)水(shui)平(ping)。
5.邊緣計(ji)(ji)算能力(li)提(ti)升。協同工(gong)(gong)業(ye)(ye)網(wang)絡、工(gong)(gong)業(ye)(ye)算力(li)、工(gong)(gong)業(ye)(ye)數(shu)據(ju)(ju)設(she)備(bei)和系(xi)統(tong)的改造升級,部(bu)署(shu)邊緣計(ji)(ji)算節點、邊緣計(ji)(ji)算網(wang)關、邊緣控制器、邊緣云等工(gong)(gong)業(ye)(ye)算力(li)設(she)備(bei),建設(she)工(gong)(gong)業(ye)(ye)智(zhi)算中(zhong)心(xin),形(xing)成覆(fu)蓋生產、管控、經營全環節的算力(li)基(ji)礎設(she)施(shi),支撐(cheng)工(gong)(gong)業(ye)(ye)人工(gong)(gong)智(zhi)能、工(gong)(gong)業(ye)(ye)大數(shu)據(ju)(ju)、工(gong)(gong)業(ye)(ye)大模型(xing)創(chuang)新應(ying)用部(bu)署(shu)。
三、綠色(se)節能設備(bei)
(一)設(she)備更(geng)新目標(biao)
以提(ti)升資(zi)源(yuan)能(neng)源(yuan)利(li)(li)用(yong)(yong)效(xiao)率為重點(dian)(dian),聚焦(jiao)電(dian)(dian)機(ji)及其系統(tong)、變壓器(qi)、工(gong)業(ye)鍋(guo)(guo)爐等(deng)重點(dian)(dian)用(yong)(yong)能(neng)設(she)備(bei),工(gong)業(ye)固(gu)廢和再生資(zi)源(yuan)綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)設(she)備(bei),冷卻塔等(deng)重點(dian)(dian)用(yong)(yong)水設(she)備(bei)實施更(geng)新改造。到2027年,新增高(gao)效(xiao)電(dian)(dian)機(ji)、變壓器(qi)、工(gong)業(ye)鍋(guo)(guo)爐占比分別較2023年提(ti)高(gao)10、10、15個百分點(dian)(dian);通過工(gong)業(ye)固(gu)廢和再生資(zi)源(yuan)綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)技術(shu)工(gong)藝(yi)裝備(bei)改造升級,推動大宗工(gong)業(ye)固(gu)廢綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)率超過57%,推動大宗工(gong)業(ye)固(gu)廢和再生資(zi)源(yuan)的年綜(zong)(zong)(zong)合(he)利(li)(li)用(yong)(yong)能(neng)力提(ti)升2000萬(wan)噸左右(you);通過冷卻塔(ta)等用水設備改(gai)造(zao),工業冷卻(que)塔(ta)漂(piao)(piao)水率不高于0.005%,民用冷卻(que)塔(ta)漂(piao)(piao)水率不高于0.01%,節水效(xiao)率提升10%以(yi)上。

4.工(gong)業(ye)固(gu)廢(fei)源(yuan)頭減量(liang)設(she)備。針對產(chan)生(sheng)赤泥、磷石膏等復雜難用(yong)固(gu)廢(fei)和粉煤灰、冶煉渣等大宗工(gong)業(ye)固(gu)廢(fei)的生(sheng)產(chan)工(gong)藝和設(she)備,通過(guo)技(ji)術改造和設(she)備更新減少工(gong)業(ye)固(gu)廢(fei)產(chan)生(sheng)量(liang)。
5.工(gong)業(ye)固(gu)廢(fei)(fei)綜合利(li)用設(she)備(bei)。針對(dui)赤泥(ni)、磷(lin)石膏(gao)等(deng)(deng)復雜難用固(gu)廢(fei)(fei)和(he)粉(fen)煤灰、冶(ye)煉(lian)渣(zha)等(deng)(deng)大(da)宗工(gong)業(ye)固(gu)廢(fei)(fei)的綜合利(li)用生產工(gong)藝和(he)設(she)備(bei),通過技術改造和(he)設(she)備(bei)更(geng)新(xin)提高資源綜合利(li)用效(xiao)率,主要包括工(gong)業(ye)固(gu)廢(fei)(fei)高效(xiao)智能破碎(sui)、粉(fen)磨(mo)、分選(xuan)、節能煅燒(shao)烘(hong)干、快(kuai)速成型、低成本養(yang)護,赤泥(ni)低成本規(gui)模化降堿(jian),磷(lin)石膏(gao)高效(xiao)凈(jing)化,工(gong)業(ye)固(gu)廢(fei)(fei)有價元素(su)高效(xiao)提取等(deng)(deng)設(she)備(bei)。
6.再(zai)生資(zi)源(yuan)(yuan)綜合(he)利用(yong)(yong)設備(bei)。針對廢(fei)(fei)鋼鐵(tie)、廢(fei)(fei)銅鋁、廢(fei)(fei)紙、廢(fei)(fei)塑料、廢(fei)(fei)舊輪胎(tai)等再(zai)生資(zi)源(yuan)(yuan),通(tong)過綜合(he)利用(yong)(yong)工(gong)藝改造和設備(bei)更新(xin),推動(dong)(dong)再(zai)生資(zi)源(yuan)(yuan)自動(dong)(dong)拆(chai)解(jie)、精(jing)細分選、高值(zhi)化再(zai)生利用(yong)(yong),提高資(zi)源(yuan)(yuan)綜合(he)利用(yong)(yong)效(xiao)率,推動(dong)(dong)再(zai)生資(zi)源(yuan)(yuan)精(jing)深(shen)加工(gong)產業鏈條(tiao)合(he)理延伸。
7.冷卻塔設備。推動冷卻塔整體裝置改造(zao),填料(liao)、收水(shui)器、動力部件、構架(鋼結構、混凝土、玻璃(li)鋼)等(deng)零部件改造(zao),循(xun)環(huan)水(shui)系統供水(shui)及水(shui)質智(zhi)能控制改造(zao)等(deng),重點(dian)推動在役時間(jian)超過(guo)10年的老舊(jiu)冷卻塔設備更新換代。
