適當加強中央(yang)事(shi)權、提高中央(yang)財政支(zhi)出(chu)比例。中央(yang)財政事(shi)權原則(ze)上通過(guo)中央(yang)本級安排支(zhi)出(chu),減少委托地(di)(di)方(fang)代行的(de)(de)中央(yang)財政事(shi)權。不得違規要求地(di)(di)方(fang)安排配(pei)套資(zi)(zi)金,確需委托地(di)(di)方(fang)行使事(shi)權的(de)(de),通過(guo)專項轉(zhuan)移支(zhi)付(fu)安排資(zi)(zi)金。
(18)深化金融體制改革。加快完(wan)(wan)善中央銀行制(zhi)度,暢通貨幣政策傳(chuan)導機(ji)制(zhi)。積(ji)極發(fa)展(zhan)科技(ji)金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)、綠色金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)、普惠金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)、養老金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)、數(shu)字(zi)金(jin)(jin)(jin)融(rong)(rong)(rong)(rong),加強(qiang)對重大戰略、重點(dian)領域、薄弱環(huan)節(jie)的優(you)質金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)服務。完(wan)(wan)善金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)構定位(wei)和治理,健全(quan)服務實體經濟的激(ji)勵約束機(ji)制(zhi)。發(fa)展(zhan)多元股權融(rong)(rong)(rong)(rong)資,加快多層次債券市場發(fa)展(zhan),提高直接融(rong)(rong)(rong)(rong)資比重。優(you)化國有(you)金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)資本管理體制(zhi)。
健全(quan)投資(zi)和融資(zi)相協(xie)調的資(zi)本(ben)市(shi)場(chang)(chang)(chang)功能,防風險、強監管,促進資(zi)本(ben)市(shi)場(chang)(chang)(chang)健康(kang)穩定(ding)發(fa)展。支持長(chang)期(qi)資(zi)金入市(shi)。提高上(shang)市(shi)公(gong)(gong)司質(zhi)量,強化上(shang)市(shi)公(gong)(gong)司監管和退市(shi)制(zhi)(zhi)度。建(jian)立增強資(zi)本(ben)市(shi)場(chang)(chang)(chang)內在穩定(ding)性(xing)長(chang)效(xiao)機(ji)(ji)制(zhi)(zhi)。完善大股(gu)東(dong)、實際控制(zhi)(zhi)人行為規范(fan)約束機(ji)(ji)制(zhi)(zhi)。完善上(shang)市(shi)公(gong)(gong)司分(fen)紅激勵約束機(ji)(ji)制(zhi)(zhi)。健全(quan)投資(zi)者保(bao)護機(ji)(ji)制(zhi)(zhi)。推(tui)動區域性(xing)股(gu)權市(shi)場(chang)(chang)(chang)規則對接、標準統一。
制(zhi)定(ding)金(jin)(jin)融(rong)(rong)(rong)法。完善金(jin)(jin)融(rong)(rong)(rong)監管體(ti)系,依法將所有(you)金(jin)(jin)融(rong)(rong)(rong)活動(dong)納入(ru)監管,強(qiang)化監管責任和(he)問責制(zhi)度,加強(qiang)中央和(he)地方監管協同。建設(she)安全(quan)高(gao)(gao)效的(de)金(jin)(jin)融(rong)(rong)(rong)基礎設(she)施,統(tong)一金(jin)(jin)融(rong)(rong)(rong)市(shi)場登記托管、結(jie)算(suan)清算(suan)規(gui)則制(zhi)度,建立風險(xian)早期糾正硬約束制(zhi)度,筑牢有(you)效防(fang)控系統(tong)性風險(xian)的(de)金(jin)(jin)融(rong)(rong)(rong)穩定(ding)保(bao)障體(ti)系。健全(quan)金(jin)(jin)融(rong)(rong)(rong)消費者保(bao)護和(he)打擊非法金(jin)(jin)融(rong)(rong)(rong)活動(dong)機制(zhi),構(gou)建產業(ye)資本和(he)金(jin)(jin)融(rong)(rong)(rong)資本“防(fang)火墻”。推(tui)動(dong)金(jin)(jin)融(rong)(rong)(rong)高(gao)(gao)水平開放,穩慎扎(zha)實推(tui)進(jin)人民幣(bi)國際化,發(fa)展(zhan)人民幣(bi)離岸市(shi)場。穩妥推(tui)進(jin)數字(zi)人民幣(bi)研(yan)發(fa)和(he)應用。加快(kuai)建設(she)上海國際金(jin)(jin)融(rong)(rong)(rong)中心。
完(wan)善準入前國民待遇加負面清單管理(li)(li)模式,支持符合條件(jian)的外(wai)資機構參與(yu)金(jin)融(rong)(rong)(rong)業(ye)務試點。穩慎拓展金(jin)融(rong)(rong)(rong)市場互(hu)聯互(hu)通,優化(hua)合格境(jing)(jing)外(wai)投資者(zhe)制度。推進自主可控的跨境(jing)(jing)支付體系建設,強化(hua)開放條件(jian)下金(jin)融(rong)(rong)(rong)安全機制。建立統一的全口徑外(wai)債監管體系。積(ji)極參與(yu)國際金(jin)融(rong)(rong)(rong)治理(li)(li)。
(19)完善實施(shi)區域協調發展戰略機(ji)制(zhi)。構建(jian)優(you)(you)勢互補(bu)的(de)(de)區(qu)(qu)(qu)(qu)(qu)域經(jing)(jing)濟(ji)布局和(he)國(guo)土空間(jian)體(ti)(ti)系。健(jian)(jian)全推動西(xi)部大開(kai)發(fa)形成新(xin)格局、東北全面振興取(qu)得新(xin)突(tu)破(po)、中(zhong)部地(di)區(qu)(qu)(qu)(qu)(qu)加快(kuai)崛(jue)起、東部地(di)區(qu)(qu)(qu)(qu)(qu)加快(kuai)推進(jin)現代(dai)化(hua)(hua)(hua)的(de)(de)制(zhi)(zhi)(zhi)度和(he)政(zheng)策體(ti)(ti)系。推動京津(jin)冀、長三角、粵港澳(ao)大灣區(qu)(qu)(qu)(qu)(qu)等地(di)區(qu)(qu)(qu)(qu)(qu)更(geng)好發(fa)揮高質(zhi)量(liang)(liang)發(fa)展(zhan)動力源(yuan)作用(yong),優(you)(you)化(hua)(hua)(hua)長江經(jing)(jing)濟(ji)帶發(fa)展(zhan)、黃河流域生態保(bao)護和(he)高質(zhi)量(liang)(liang)發(fa)展(zhan)機(ji)制(zhi)(zhi)(zhi)。高標準(zhun)高質(zhi)量(liang)(liang)推進(jin)雄(xiong)安新(xin)區(qu)(qu)(qu)(qu)(qu)建(jian)設。推動成渝地(di)區(qu)(qu)(qu)(qu)(qu)雙(shuang)城經(jing)(jing)濟(ji)圈建(jian)設走深(shen)走實(shi)。健(jian)(jian)全主(zhu)體(ti)(ti)功能區(qu)(qu)(qu)(qu)(qu)制(zhi)(zhi)(zhi)度體(ti)(ti)系,強(qiang)化(hua)(hua)(hua)國(guo)土空間(jian)優(you)(you)化(hua)(hua)(hua)發(fa)展(zhan)保(bao)障(zhang)機(ji)制(zhi)(zhi)(zhi)。完善區(qu)(qu)(qu)(qu)(qu)域一體(ti)(ti)化(hua)(hua)(hua)發(fa)展(zhan)機(ji)制(zhi)(zhi)(zhi),構建(jian)跨(kua)行政(zheng)區(qu)(qu)(qu)(qu)(qu)合(he)作發(fa)展(zhan)新(xin)機(ji)制(zhi)(zhi)(zhi),深(shen)化(hua)(hua)(hua)東中(zhong)西(xi)部產(chan)業協作。完善促進(jin)海洋經(jing)(jing)濟(ji)發(fa)展(zhan)體(ti)(ti)制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)。
六、完善城鄉融合發展(zhan)體制機制
城(cheng)鄉融合發展是中國式現代化的必(bi)然(ran)要(yao)求。必(bi)須統籌新(xin)(xin)型工業化、新(xin)(xin)型城(cheng)鎮化和鄉村全面振興,全面提高城(cheng)鄉規劃(hua)、建(jian)設、治理融合水平,促(cu)進(jin)城(cheng)鄉要(yao)素(su)平等交(jiao)換(huan)、雙(shuang)向流動,縮小城(cheng)鄉差別(bie),促(cu)進(jin)城(cheng)鄉共同繁榮發展。
(20)健全(quan)推進(jin)新型(xing)城(cheng)鎮化(hua)體制機(ji)制。構建(jian)產業(ye)升級(ji)、人口集聚、城(cheng)鎮發展良性互動(dong)機制。推(tui)行由常住地登記(ji)戶(hu)口提供基(ji)本公(gong)共(gong)服務制度(du),推(tui)動(dong)符(fu)合條件的農(nong)業(ye)轉移(yi)人口社會保險、住房保障、隨遷子女義務教育等(deng)享(xiang)有(you)同(tong)遷入地戶(hu)籍人口同(tong)等(deng)權(quan)利,加快農(nong)業(ye)轉移(yi)人口市(shi)民化(hua)。保障進城(cheng)落戶(hu)農(nong)民合法土(tu)地權(quan)益,依法維護進城(cheng)落戶(hu)農(nong)民的土(tu)地承(cheng)包(bao)權(quan)、宅(zhai)基(ji)地使(shi)用權(quan)、集體收(shou)益分配權(quan),探索建(jian)立自(zi)愿有(you)償退出的辦法。
堅持(chi)人(ren)民城(cheng)(cheng)市(shi)(shi)人(ren)民建、人(ren)民城(cheng)(cheng)市(shi)(shi)為人(ren)民。健(jian)全城(cheng)(cheng)市(shi)(shi)規(gui)劃體(ti)(ti)系,引導大(da)(da)(da)中小城(cheng)(cheng)市(shi)(shi)和小城(cheng)(cheng)鎮協(xie)調發展(zhan)、集(ji)約(yue)緊湊布局。深化城(cheng)(cheng)市(shi)(shi)建設、運營、治(zhi)理體(ti)(ti)制(zhi)改革,加(jia)快轉變城(cheng)(cheng)市(shi)(shi)發展(zhan)方(fang)式。推動形成超大(da)(da)(da)特(te)大(da)(da)(da)城(cheng)(cheng)市(shi)(shi)智(zhi)慧高效(xiao)治(zhi)理新(xin)體(ti)(ti)系,建立都市(shi)(shi)圈同城(cheng)(cheng)化發展(zhan)體(ti)(ti)制(zhi)機(ji)制(zhi)。深化賦(fu)予特(te)大(da)(da)(da)鎮同人(ren)口和經濟規(gui)模相適應的經濟社會管(guan)理權改革。建立可持(chi)續的城(cheng)(cheng)市(shi)(shi)更新(xin)模式和政(zheng)策法規(gui),加(jia)強(qiang)地(di)下綜合(he)管(guan)廊建設和老(lao)舊(jiu)管(guan)線改造(zao)升級,深化城(cheng)(cheng)市(shi)(shi)安全韌性提升行動。
(21)鞏(gong)固和(he)完善農村基本經營制度。有(you)序推進第二輪(lun)土(tu)地(di)承(cheng)包(bao)到期后再延長三十年試點,深化承(cheng)包(bao)地(di)所有(you)權、承(cheng)包(bao)權、經(jing)(jing)(jing)(jing)營(ying)(ying)權分(fen)置改革,發(fa)展(zhan)農(nong)(nong)業(ye)適度(du)規模經(jing)(jing)(jing)(jing)營(ying)(ying)。完(wan)善(shan)農(nong)(nong)業(ye)經(jing)(jing)(jing)(jing)營(ying)(ying)體(ti)系,完(wan)善(shan)承(cheng)包(bao)地(di)經(jing)(jing)(jing)(jing)營(ying)(ying)權流(liu)轉價格形成機制(zhi),促(cu)進農(nong)(nong)民合作(zuo)經(jing)(jing)(jing)(jing)營(ying)(ying),推動新(xin)型農(nong)(nong)業(ye)經(jing)(jing)(jing)(jing)營(ying)(ying)主體(ti)扶持(chi)政(zheng)策同帶(dai)動農(nong)(nong)戶增收掛鉤。健全便(bian)捷(jie)高效的(de)農(nong)(nong)業(ye)社會化服務體(ti)系。發(fa)展(zhan)新(xin)型農(nong)(nong)村集體(ti)經(jing)(jing)(jing)(jing)濟,構(gou)建產權明晰、分(fen)配合理的(de)運行機制(zhi),賦予農(nong)(nong)民更加充分(fen)的(de)財產權益。
(22)完善強(qiang)農惠農富(fu)農支持制(zhi)度(du)。堅持農業(ye)(ye)農村(cun)(cun)優(you)先(xian)發展,完善(shan)鄉村(cun)(cun)振興投入機(ji)制(zhi)。壯大(da)縣域富民產(chan)(chan)業(ye)(ye),構建多(duo)元化(hua)食物供(gong)給體系,培育鄉村(cun)(cun)新產(chan)(chan)業(ye)(ye)新業(ye)(ye)態。優(you)化(hua)農業(ye)(ye)補貼(tie)政策(ce)體系,發展多(duo)層次農業(ye)(ye)保險。完善(shan)覆蓋農村(cun)(cun)人口的常(chang)態化(hua)防止(zhi)返(fan)貧致貧機(ji)制(zhi),建立農村(cun)(cun)低(di)收入人口和欠發達地區(qu)分層分類幫扶制(zhi)度(du)。健全(quan)脫(tuo)貧攻堅國家投入形成資產(chan)(chan)的長效管理機(ji)制(zhi)。運用“千萬工程”經驗(yan),健全(quan)推(tui)動鄉村(cun)(cun)全(quan)面振興長效機(ji)制(zhi)。
加快(kuai)健(jian)全(quan)種糧農民收益保障機(ji)制(zhi),推動糧食(shi)(shi)等重(zhong)要農產品(pin)價格保持在(zai)合理(li)水平。統(tong)籌建立糧食(shi)(shi)產銷(xiao)(xiao)區省際(ji)橫向利(li)益補償機(ji)制(zhi),在(zai)主(zhu)產區利(li)益補償上邁出實質(zhi)步伐。統(tong)籌推進(jin)糧食(shi)(shi)購銷(xiao)(xiao)和儲備管(guan)理(li)體(ti)制(zhi)機(ji)制(zhi)改(gai)革,建立監管(guan)新模式。健(jian)全(quan)糧食(shi)(shi)和食(shi)(shi)物節約長效機(ji)制(zhi)。
(23)深(shen)化土地制度改革。改(gai)(gai)革完善(shan)(shan)(shan)耕地占補平衡制度,各類耕地占用(yong)(yong)納入(ru)統一管理(li),完善(shan)(shan)(shan)補充(chong)耕地質量驗收機制,確保達(da)到平衡標(biao)準。完善(shan)(shan)(shan)高標(biao)準農田建(jian)設、驗收、管護(hu)機制。健全保障耕地用(yong)(yong)于(yu)種植基(ji)本(ben)農作物管理(li)體(ti)系(xi)。允許農戶合(he)法擁有的住房通過出(chu)租、入(ru)股、合(he)作等(deng)方式盤活(huo)利用(yong)(yong)。有序推進農村集體(ti)經(jing)營性(xing)建(jian)設用(yong)(yong)地入(ru)市改(gai)(gai)革,健全土地增值(zhi)收益分配機制。

七(qi)、完善高(gao)水平對外開放(fang)體制機制
開(kai)(kai)放是中國(guo)(guo)式現代化的鮮明標識。必須堅持對外開(kai)(kai)放基本國(guo)(guo)策,堅持以(yi)開(kai)(kai)放促改革(ge),依托我國(guo)(guo)超大(da)規模市場(chang)優勢,在擴(kuo)大(da)國(guo)(guo)際合作中提升開(kai)(kai)放能力,建設更高水(shui)平(ping)開(kai)(kai)放型經濟新體制。

維護(hu)以世(shi)界貿(mao)易(yi)(yi)組織為核心的(de)多(duo)邊貿(mao)易(yi)(yi)體制,積(ji)極參與全球(qiu)(qiu)(qiu)經濟治理(li)體系改革,提(ti)供更多(duo)全球(qiu)(qiu)(qiu)公(gong)共產品。擴(kuo)大面向全球(qiu)(qiu)(qiu)的(de)高標準自由貿(mao)易(yi)(yi)區網(wang)絡,建立同國際通(tong)行規則銜(xian)接的(de)合(he)規機制,優化開放合(he)作環境。
(25)深化外貿體(ti)制改革(ge)。強化(hua)貿(mao)易(yi)政策和(he)財稅、金融(rong)、產業政策協同,打造(zao)貿(mao)易(yi)強國制(zhi)度(du)支(zhi)撐和(he)政策支(zhi)持(chi)(chi)體系,加快內外貿(mao)一體化(hua)改革,積極應對貿(mao)易(yi)數字(zi)化(hua)、綠色化(hua)趨勢。推進通(tong)關、稅務、外匯等(deng)監管創新,營(ying)造(zao)有利于(yu)新業態新模式發(fa)展的(de)制(zhi)度(du)環境。創新發(fa)展數字(zi)貿(mao)易(yi),推進跨境電商綜(zong)合試驗(yan)區(qu)建(jian)設(she)(she)。建(jian)設(she)(she)大(da)宗(zong)商品(pin)交易(yi)中心,建(jian)設(she)(she)全(quan)球集散分(fen)撥中心,支(zhi)持(chi)(chi)各類主體有序布局海外流通(tong)設(she)(she)施(shi),支(zhi)持(chi)(chi)有條件(jian)的(de)地區(qu)建(jian)設(she)(she)國際物流樞(shu)紐(niu)中心和(he)大(da)宗(zong)商品(pin)資源配置樞(shu)紐(niu)。健全(quan)貿(mao)易(yi)風險(xian)防(fang)控機制(zhi),完善出口(kou)管制(zhi)體系和(he)貿(mao)易(yi)救濟(ji)制(zhi)度(du)。
