(五)深化環(huan)境(jing)影(ying)響(xiang)評(ping)(ping)價(jia)制(zhi)度與(yu)(yu)(yu)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)制(zhi)度銜接(jie)(jie)(jie)(jie)。研究(jiu)建(jian)立與(yu)(yu)(yu)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)制(zhi)度相適應的(de)(de)環(huan)評(ping)(ping)管(guan)理體系,修(xiu)訂《建(jian)設項目(mu)環(huan)境(jing)影(ying)響(xiang)評(ping)(ping)價(jia)分類(lei)管(guan)理名錄(lu)(lu)》,推動(dong)(dong)固定(ding)污(wu)(wu)染(ran)源分類(lei)管(guan)理類(lei)別相協調(diao)。統(tong)籌制(zhi)修(xiu)訂環(huan)境(jing)影(ying)響(xiang)評(ping)(ping)價(jia)技(ji)(ji)術導則(ze),統(tong)一污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放(fang)量(liang)(liang)測算技(ji)(ji)術方(fang)(fang)法,做(zuo)好與(yu)(yu)(yu)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)技(ji)(ji)術體系的(de)(de)有機銜接(jie)(jie)(jie)(jie)。修(xiu)改完(wan)善環(huan)評(ping)(ping)申請(qing)材料(liao)要求,銜接(jie)(jie)(jie)(jie)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)中廢水、廢氣等相關(guan)的(de)(de)污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放(fang)種(zhong)類(lei)、濃度、數量(liang)(liang)、方(fang)(fang)式,工(gong)(gong)業(ye)固體廢物(wu)污(wu)(wu)染(ran)防治、工(gong)(gong)業(ye)噪(zao)聲防治、特(te)殊(shu)監管(guan)要求等。首次核發排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)證(zheng)的(de)(de)許(xu)(xu)(xu)可(ke)(ke)(ke)排(pai)(pai)(pai)放(fang)量(liang)(liang)應全面(mian)承接(jie)(jie)(jie)(jie)環(huan)評(ping)(ping)文件(jian)及(ji)其批復(fu)的(de)(de)污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放(fang)量(liang)(liang),依法未納入環(huan)評(ping)(ping)分類(lei)管(guan)理名錄(lu)(lu)的(de)(de)排(pai)(pai)(pai)污(wu)(wu)單位(wei)(wei)及(ji)已(yi)經(jing)核發排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)證(zheng)的(de)(de)排(pai)(pai)(pai)污(wu)(wu)單位(wei)(wei)許(xu)(xu)(xu)可(ke)(ke)(ke)排(pai)(pai)(pai)放(fang)量(liang)(liang)應與(yu)(yu)(yu)環(huan)境(jing)質(zhi)量(liang)(liang)改善目(mu)標相銜接(jie)(jie)(jie)(jie)。對(dui)(dui)符合(he)規劃(hua)環(huan)評(ping)(ping)要求,涉(she)及(ji)民生(sheng)工(gong)(gong)程的(de)(de)固定(ding)污(wu)(wu)染(ran)源及(ji)建(jian)設周期較短、環(huan)境(jing)影(ying)響(xiang)較小需要編(bian)制(zhi)環(huan)境(jing)影(ying)響(xiang)報告表的(de)(de)固定(ding)污(wu)(wu)染(ran)源,在企業(ye)自愿的(de)(de)原則(ze)下(xia),實行環(huan)境(jing)影(ying)響(xiang)評(ping)(ping)價(jia)與(yu)(yu)(yu)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)證(zheng)接(jie)(jie)(jie)(jie)續辦理。加強涉(she)變動(dong)(dong)建(jian)設項目(mu)環(huan)境(jing)影(ying)響(xiang)評(ping)(ping)價(jia)與(yu)(yu)(yu)排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)聯(lian)動(dong)(dong)管(guan)理,對(dui)(dui)于不屬于重大變動(dong)(dong)的(de)(de)建(jian)設項目(mu),在發生(sheng)實際排(pai)(pai)(pai)污(wu)(wu)行為之前直接(jie)(jie)(jie)(jie)申領排(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)證(zheng)。
(六)推進(jin)總量(liang)(liang)(liang)控制制度(du)與排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)制度(du)銜(xian)接融合。涉(she)及(ji)產業結(jie)構升級(ji)的(de)(de)(de)淘汰、取締、關閉(bi)企(qi)業應依(yi)法及(ji)時注(zhu)銷(xiao)排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng),減(jian)(jian)排(pai)工(gong)程(cheng)措施(shi)及(ji)污(wu)(wu)(wu)(wu)染(ran)物削(xue)減(jian)(jian)量(liang)(liang)(liang)在排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)中進(jin)行(xing)(xing)記(ji)載,探索基于不同行(xing)(xing)業排(pai)放(fang)績效(xiao)水(shui)平的(de)(de)(de)重點(dian)污(wu)(wu)(wu)(wu)染(ran)物總量(liang)(liang)(liang)控制管(guan)理路徑(jing)。排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)作為(wei)排(pai)污(wu)(wu)(wu)(wu)權(quan)的(de)(de)(de)確認憑證(zheng)和管(guan)理載體,排(pai)污(wu)(wu)(wu)(wu)單位(wei)應在嚴格按(an)照(zhao)排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)規定排(pai)放(fang)污(wu)(wu)(wu)(wu)染(ran)物的(de)(de)(de)基礎上(shang),可(ke)(ke)對(dui)通(tong)過關停、技術進(jin)步、深度(du)治理等削(xue)減(jian)(jian)的(de)(de)(de)排(pai)放(fang)量(liang)(liang)(liang)進(jin)行(xing)(xing)市場交(jiao)易,排(pai)污(wu)(wu)(wu)(wu)權(quan)交(jiao)易的(de)(de)(de)量(liang)(liang)(liang)、來源和去向均應在排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)中載明。到(dao) 2025 年,排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)注(zhu)銷(xiao)變更(geng)情(qing)況作為(wei)總量(liang)(liang)(liang)減(jian)(jian)排(pai)審核管(guan)理的(de)(de)(de)重要(yao)依(yi)據(ju);到(dao) 2027 年,推動排(pai)污(wu)(wu)(wu)(wu)許(xu)(xu)可(ke)(ke)證(zheng)執行(xing)(xing)報(bao)告數據(ju)全(quan)面用于總量(liang)(liang)(liang)減(jian)(jian)排(pai)審核管(guan)理。
(七)優化自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)制(zhi)(zhi)(zhi)度(du)與排(pai)(pai)(pai)污(wu)許可制(zhi)(zhi)(zhi)度(du)聯動(dong)(dong)。建立(li)排(pai)(pai)(pai)污(wu)許可證(zheng)為核心的(de)自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)監(jian)(jian)(jian)(jian)督管理機制(zhi)(zhi)(zhi),開(kai)展排(pai)(pai)(pai)污(wu)單位自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)幫(bang)扶指導。落(luo)實自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)信息公開(kai)要求,督促持證(zheng)排(pai)(pai)(pai)污(wu)單位依法依規(gui)公開(kai)自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)數據(ju)。實施固定污(wu)染(ran)源排(pai)(pai)(pai)放口編碼(ma)管理,統一全國排(pai)(pai)(pai)污(wu)許可證(zheng)管理信息平臺與執法監(jian)(jian)(jian)(jian)管系統編碼(ma)。完善(shan)排(pai)(pai)(pai)污(wu)單位自(zi)(zi)行(xing)(xing)監(jian)(jian)(jian)(jian)測(ce)(ce)和自(zi)(zi)動(dong)(dong)監(jian)(jian)(jian)(jian)控(kong)質量管理規(gui)定和標準,推動(dong)(dong)自(zi)(zi)動(dong)(dong)監(jian)(jian)(jian)(jian)測(ce)(ce)設(she)備規(gui)范(fan)運行(xing)(xing)。
(八(ba))加快(kuai)生態環境統(tong)(tong)計制度與排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)制度銜(xian)接(jie)。啟(qi)動重點(dian)行(xing)(xing)業(ye)(ye)和地區排(pai)(pai)放(fang)源統(tong)(tong)計與排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)銜(xian)接(jie)試點(dian),形成統(tong)(tong)計調查(cha)和排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)證(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)報(bao)(bao)(bao)告(gao)的(de)統(tong)(tong)一(yi)信(xin)息報(bao)(bao)(bao)表,逐步統(tong)(tong)一(yi)規范固定污(wu)(wu)染(ran)源填(tian)報(bao)(bao)(bao)內容(rong)、污(wu)(wu)染(ran)控(kong)制因(yin)子、核算(suan)范圍(wei)和方法、管(guan)理要求等(deng)。2024 年開展全(quan)(quan)國火電、鋼鐵等(deng)行(xing)(xing)業(ye)(ye)全(quan)(quan)面銜(xian)接(jie)試點(dian),制作(zuo)試點(dian)行(xing)(xing)業(ye)(ye)企業(ye)(ye)統(tong)(tong)一(yi)信(xin)息報(bao)(bao)(bao)表并納(na)入全(quan)(quan)國排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)證(zheng)(zheng)管(guan)理信(xin)息平臺,組織企業(ye)(ye)開展填(tian)報(bao)(bao)(bao),相關(guan)數(shu)據(ju)傳輸至(zhi)生態環境統(tong)(tong)計業(ye)(ye)務(wu)系統(tong)(tong),實(shi)現(xian)一(yi)次填(tian)報(bao)(bao)(bao)同時(shi)滿(man)足兩(liang)項需求。到(dao) 2025 年,基本實(shi)現(xian)重點(dian)行(xing)(xing)業(ye)(ye)排(pai)(pai)放(fang)源統(tong)(tong)計與排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)管(guan)理銜(xian)接(jie),企業(ye)(ye)在排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)證(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)報(bao)(bao)(bao)告(gao)中報(bao)(bao)(bao)送全(quan)(quan)部污(wu)(wu)染(ran)物排(pai)(pai)放(fang)量,并強化數(shu)據(ju)質量控(kong)制,減(jian)少填(tian)報(bao)(bao)(bao)遺漏和核算(suan)誤差。到(dao) 2027 年,推動排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)證(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)報(bao)(bao)(bao)告(gao)數(shu)據(ju)全(quan)(quan)面應用(yong)于排(pai)(pai)放(fang)源統(tong)(tong)計,確保排(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)證(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)報(bao)(bao)(bao)告(gao)數(shu)據(ju)覆蓋范圍(wei)和質量能夠(gou)滿(man)足統(tong)(tong)計工(gong)作(zuo)要求,實(shi)現(xian)一(yi)個企業(ye)(ye)、一(yi)個口(kou)徑、一(yi)套數(shu)據(ju)。
(九)強化(hua)環境(jing)(jing)保(bao)(bao)護稅(shui)(shui)與(yu)排(pai)污(wu)(wu)許(xu)可(ke)(ke)制度銜接。統一環境(jing)(jing)保(bao)(bao)護稅(shui)(shui)與(yu)排(pai)污(wu)(wu)許(xu)可(ke)(ke)量化(hua)管(guan)控的(de)(de)污(wu)(wu)染物種類及實際排(pai)放量核算(suan)(suan)方法(fa),對排(pai)污(wu)(wu)許(xu)可(ke)(ke)證明(ming)確的(de)(de)污(wu)(wu)染物排(pai)放口分別進(jin)行污(wu)(wu)染物排(pai)放量核算(suan)(suan),推進(jin)基(ji)于(yu)排(pai)污(wu)(wu)許(xu)可(ke)(ke)證執行報告數據的(de)(de)環境(jing)(jing)保(bao)(bao)護稅(shui)(shui)征管(guan)協作。按(an)照國家(jia)政務數據共(gong)享(xiang)(xiang)管(guan)理(li)有關要求,建立管(guan)理(li)信息(xi)交換與(yu)共(gong)享(xiang)(xiang)常(chang)態化(hua)工作機制,持(chi)續完善全(quan)國排(pai)污(wu)(wu)許(xu)可(ke)(ke)證管(guan)理(li)信息(xi)平臺與(yu)金稅(shui)(shui)系(xi)統數據對接與(yu)共(gong)享(xiang)(xiang)。到 2027 年,排(pai)污(wu)(wu)許(xu)可(ke)(ke)證執行報告數據成為環境(jing)(jing)保(bao)(bao)護稅(shui)(shui)納稅(shui)(shui)申報的(de)(de)重要依據。
(十)探索(suo)其他環(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)理制度與排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)制度銜接(jie)。開(kai)展(zhan)(zhan)危(wei)險廢物(wu)(wu)(wu)經(jing)營許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)與排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)銜接(jie),鼓(gu)勵(li)有條(tiao)件地(di)區開(kai)展(zhan)(zhan)“兩證(zheng)合一”先行先試(shi),逐步推動依(yi)法(fa)將(jiang)危(wei)險廢物(wu)(wu)(wu)經(jing)營許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)內容全面納(na)入(ru)(ru)排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)統一管(guan)(guan)(guan)理。鼓(gu)勵(li)地(di)方試(shi)點(dian),研究(jiu)碳排(pai)(pai)(pai)(pai)放納(na)入(ru)(ru)排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)的(de)實施路徑(jing),推進減污(wu)(wu)降(jiang)碳協同治理。建立(li)與重點(dian)管(guan)(guan)(guan)控新污(wu)(wu)染(ran)物(wu)(wu)(wu)的(de)銜接(jie)機制,實現多污(wu)(wu)染(ran)物(wu)(wu)(wu)協同管(guan)(guan)(guan)控,探索(suo)將(jiang)新化學(xue)物(wu)(wu)(wu)質環(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)理登記、輻射環(huan)(huan)境(jing)(jing)影(ying)響納(na)入(ru)(ru)排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)管(guan)(guan)(guan)理體系實施路徑(jing)。探索(suo)建設(she)項(xiang)目環(huan)(huan)境(jing)(jing)影(ying)響評價、入(ru)(ru)河(海)排(pai)(pai)(pai)(pai)污(wu)(wu)口設(she)置、排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)(xu)(xu)可(ke)(ke)(ke)(ke)證(zheng)三者銜接(jie)的(de)審(shen)核及(ji)審(shen)批(pi)制度。優化企(qi)業依(yi)法(fa)披露環(huan)(huan)境(jing)(jing)信(xin)(xin)息管(guan)(guan)(guan)理,推動環(huan)(huan)境(jing)(jing)信(xin)(xin)息數據回(hui)流與互聯互通、共(gong)享共(gong)用,服務企(qi)業“單點(dian)登錄(lu)”“一網通辦”。
四、全面落實固定污染源“一證式”管理
(十一(yi))夯實(shi)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位(wei)主(zhu)體責任。排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位(wei)嚴格按照排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)證(zheng)(zheng)(zheng)規(gui)(gui)(gui)定(ding),運(yun)行和維護(hu)污(wu)(wu)(wu)(wu)染(ran)防(fang)治設(she)施,建(jian)立(li)(li)環(huan)境管(guan)(guan)(guan)理(li)(li)制(zhi)度,嚴格控制(zhi)污(wu)(wu)(wu)(wu)染(ran)物排(pai)(pai)(pai)(pai)放。排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位(wei)實(shi)行自(zi)主(zhu)申(shen)領(ling)、按證(zheng)(zheng)(zheng)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)、自(zi)主(zhu)監(jian)測(ce)、自(zi)主(zhu)記錄、自(zi)主(zhu)報告、自(zi)行公(gong)開,建(jian)立(li)(li)基(ji)于排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)證(zheng)(zheng)(zheng)的排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位(wei)環(huan)境管(guan)(guan)(guan)理(li)(li)制(zhi)度,明確(que)關鍵崗(gang)位(wei)責任人和責任事項,實(shi)施專(zhuan)人負責排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)日(ri)常管(guan)(guan)(guan)理(li)(li),建(jian)立(li)(li)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位(wei)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)證(zheng)(zheng)(zheng)及執行情況的自(zi)我(wo)核查、自(zi)我(wo)監(jian)督、自(zi)我(wo)報告的工(gong)作機(ji)制(zhi)。排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)登(deng)記單(dan)(dan)位(wei)應(ying)當對排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)平臺登(deng)記信息的真實(shi)性(xing)(xing)、準(zhun)確(que)性(xing)(xing)和完整性(xing)(xing)負責,按照國家生態環(huan)境法(fa)律法(fa)規(gui)(gui)(gui)規(gui)(gui)(gui)章等管(guan)(guan)(guan)理(li)(li)規(gui)(gui)(gui)定(ding)控制(zhi)污(wu)(wu)(wu)(wu)染(ran)物排(pai)(pai)(pai)(pai)放。建(jian)立(li)(li)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)管(guan)(guan)(guan)理(li)(li)標桿(gan)指標體系,形成(cheng)激勵工(gong)作機(ji)制(zhi),打造(zao)一(yi)批排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)管(guan)(guan)(guan)理(li)(li)的標桿(gan)地(di)區、行業和企業。

(十三(san))提升執法(fa)(fa)(fa)智能化(hua)信息(xi)化(hua)水(shui)平(ping)。推(tui)動排(pai)(pai)放口(kou)規范(fan)化(hua)建設,污(wu)(wu)染物排(pai)(pai)放口(kou)規范(fan)設置(zhi)二(er)維碼標識,推(tui)動排(pai)(pai)污(wu)(wu)許可(ke)(ke)證副本(ben)電子化(hua)管理(li)。優化(hua)環(huan)境(jing)執法(fa)(fa)(fa)技(ji)術手段,創新信息(xi)化(hua)監(jian)(jian)管方式,有(you)序推(tui)動移動執法(fa)(fa)(fa)系統(tong)、在線監(jian)(jian)測系統(tong)和(he)全國排(pai)(pai)污(wu)(wu)許可(ke)(ke)證管理(li)信息(xi)平(ping)臺(tai)對接,排(pai)(pai)污(wu)(wu)許可(ke)(ke)數據全面(mian)支撐固定污(wu)(wu)染源(yuan)日常監(jian)(jian)管和(he)環(huan)境(jing)執法(fa)(fa)(fa)監(jian)(jian)督。
(十(shi)四(si))強(qiang)化社會監(jian)(jian)督(du)。生(sheng)態環境部門要(yao)依法(fa)(fa)(fa)(fa)主動(dong)公(gong)開排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)核發和(he)(he)(he)執法(fa)(fa)(fa)(fa)監(jian)(jian)管信(xin)(xin)息(xi)(xi)(xi),接受社會監(jian)(jian)督(du),暢(chang)通有(you)效的意見交流(liu)渠道,正確引導和(he)(he)(he)規范公(gong)眾(zhong)理性(xing)、有(you)序(xu)參與排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)監(jian)(jian)督(du)過程。建立環境守(shou)法(fa)(fa)(fa)(fa)和(he)(he)(he)誠(cheng)信(xin)(xin)信(xin)(xin)息(xi)(xi)(xi)共享機(ji)制,完善信(xin)(xin)用體(ti)(ti)系(xi),將排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)單位(wei)嚴重違法(fa)(fa)(fa)(fa)信(xin)(xin)息(xi)(xi)(xi)納入企(qi)業(ye)征信(xin)(xin)體(ti)(ti)系(xi)并及(ji)時公(gong)開。進一步加大(da)排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)信(xin)(xin)息(xi)(xi)(xi)公(gong)開力度,排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)單位(wei)排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)證信(xin)(xin)息(xi)(xi)(xi)、自行(xing)監(jian)(jian)測信(xin)(xin)息(xi)(xi)(xi)、執法(fa)(fa)(fa)(fa)監(jian)(jian)管信(xin)(xin)息(xi)(xi)(xi)、執法(fa)(fa)(fa)(fa)處罰(fa)信(xin)(xin)息(xi)(xi)(xi)統一通過全(quan)國(guo)排(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許可(ke)(ke)證管理信(xin)(xin)息(xi)(xi)(xi)平臺(tai)公(gong)開。建立公(gong)眾(zhong)有(you)獎(jiang)舉報,推動(dong)社會公(gong)眾(zhong)、行(xing)業(ye)協會、民間團體(ti)(ti)等參與監(jian)(jian)督(du),營(ying)造政(zheng)府引導、企(qi)業(ye)守(shou)法(fa)(fa)(fa)(fa)、社會監(jian)(jian)督(du)的良好氛圍。
五、做好排污(wu)許可基礎保障建設
(十五)優化(hua)全(quan)國(guo)排(pai)污(wu)(wu)許(xu)(xu)可(ke)證(zheng)管(guan)(guan)理信(xin)息(xi)平(ping)臺。完善數(shu)(shu)據(ju)(ju)采集管(guan)(guan)理、共(gong)享互(hu)通(tong)、智(zhi)能(neng)(neng)校(xiao)核、統計分析等功能(neng)(neng),提升許(xu)(xu)可(ke)平(ping)臺的規(gui)范化(hua)、智(zhi)能(neng)(neng)化(hua)、便捷(jie)化(hua)水平(ping)。制(zhi)定(ding)許(xu)(xu)可(ke)平(ping)臺建設、共(gong)享接口技(ji)術規(gui)定(ding),建立許(xu)(xu)可(ke)平(ping)臺運維(wei)管(guan)(guan)理規(gui)范化(hua)制(zhi)度(du)。編(bian)制(zhi)排(pai)污(wu)(wu)許(xu)(xu)可(ke)智(zhi)能(neng)(neng)校(xiao)核規(gui)則(ze),研發智(zhi)能(neng)(neng)校(xiao)核模塊,持續(xu)提升排(pai)污(wu)(wu)許(xu)(xu)可(ke)數(shu)(shu)據(ju)(ju)質量(liang)。推進(jin)開展固(gu)(gu)定(ding)污(wu)(wu)染源管(guan)(guan)理協(xie)同應用(yong)(yong)試點,進(jin)一步發揮國(guo)家“互(hu)聯(lian)網(wang)+監(jian)管(guan)(guan)”系統在生態環境領(ling)域固(gu)(gu)定(ding)污(wu)(wu)染源監(jian)管(guan)(guan)工作中的支(zhi)撐(cheng)作用(yong)(yong)。加強(qiang)排(pai)污(wu)(wu)許(xu)(xu)可(ke)數(shu)(shu)據(ju)(ju)庫建設,強(qiang)化(hua)數(shu)(shu)據(ju)(ju)回流與數(shu)(shu)據(ju)(ju)整合,推進(jin)固(gu)(gu)定(ding)污(wu)(wu)染源信(xin)息(xi)資源共(gong)享共(gong)用(yong)(yong)和協(xie)同管(guan)(guan)理,探索固(gu)(gu)定(ding)污(wu)(wu)染源“一站式”管(guan)(guan)理模式。鼓(gu)勵各(ge)級生態環境部門深(shen)度(du)挖掘數(shu)(shu)據(ju)(ju)價值,支(zhi)撐(cheng)固(gu)(gu)定(ding)污(wu)(wu)染源精細(xi)化(hua)管(guan)(guan)理和科學決策。
(十六(liu))加(jia)強(qiang)組(zu)織保障。生態環(huan)(huan)境(jing)部控制(zhi)(zhi)污(wu)染(ran)物排(pai)放許(xu)可制(zhi)(zhi)實施(shi)工作領(ling)(ling)導小組(zu)統(tong)(tong)一部署、統(tong)(tong)籌(chou)(chou)推(tui)進(jin)全面實行排(pai)污(wu)許(xu)可改(gai)革(ge)任(ren)務。各地區生態環(huan)(huan)境(jing)主(zhu)管(guan)部門統(tong)(tong)一思(si)想、高度(du)重視,明確(que)目標任(ren)務,強(qiang)化統(tong)(tong)籌(chou)(chou)協調,制(zhi)(zhi)定實施(shi)計劃,落實人員和經(jing)費保障,確(que)保按(an)時(shi)限完成工作任(ren)務。鼓勵開展許(xu)可排(pai)放量(liang)與環(huan)(huan)境(jing)質量(liang)銜接等(deng)領(ling)(ling)域(yu)排(pai)污(wu)許(xu)可前(qian)瞻性研究,啟(qi)動環(huan)(huan)評(ping)與排(pai)污(wu)許(xu)可學科建設(she),提高排(pai)污(wu)許(xu)可科技(ji)支撐水平。繼續完善包保幫扶機制(zhi)(zhi),適(shi)時(shi)通報(bao)全國(guo)排(pai)污(wu)許(xu)可制(zhi)(zhi)度(du)推(tui)進(jin)實施(shi)情況(kuang)。
(十(shi)七)持(chi)續強化能(neng)力(li)建(jian)(jian)設(she)(she)。強化基層能(neng)力(li)建(jian)(jian)設(she)(she),加強排(pai)污(wu)許(xu)可(ke)管(guan)(guan)理、執法和監測隊(dui)伍建(jian)(jian)設(she)(she),增強排(pai)污(wu)許(xu)可(ke)培(pei)訓力(li)度,創新(xin)培(pei)訓方式,開展排(pai)污(wu)許(xu)可(ke)技(ji)能(neng)大賽。抓(zhua)好新(xin)調(diao)整人員培(pei)訓、常態(tai)化業務(wu)(wu)考(kao)核(he)等,建(jian)(jian)立(li)考(kao)核(he)與(yu)激勵機(ji)制。地方生態(tai)環境部門應(ying)加強排(pai)污(wu)許(xu)可(ke)技(ji)術(shu)(shu)機(ji)構管(guan)(guan)理,出臺規(gui)(gui)范排(pai)污(wu)許(xu)可(ke)技(ji)術(shu)(shu)機(ji)構管(guan)(guan)理指導文件,積極培(pei)育和規(gui)(gui)范咨詢服務(wu)(wu)市場,加強排(pai)污(wu)許(xu)可(ke)管(guan)(guan)理、自行監測管(guan)(guan)理、環境執法監管(guan)(guan)等技(ji)術(shu)(shu)機(ji)構培(pei)訓,建(jian)(jian)設(she)(she)高素質專業化排(pai)污(wu)許(xu)可(ke)技(ji)術(shu)(shu)支(zhi)撐團隊(dui)。建(jian)(jian)立(li)健全信(xin)用監管(guan)(guan)體(ti)系,對編制技(ji)術(shu)(shu)能(neng)力(li)低、信(xin)用程度差的(de)第三方,納(na)入國家(jia)(jia)有關信(xin)用信(xin)息系統并向(xiang)社(she)會(hui)公(gong)布。按照(zhao)動態(tai)更新(xin)的(de)原則建(jian)(jian)設(she)(she)涵(han)蓋國家(jia)(jia)、省級(ji)、市級(ji)三級(ji)專家(jia)(jia)信(xin)息的(de)專家(jia)(jia)庫,遴選業務(wu)(wu)精、能(neng)力(li)強的(de)專業技(ji)術(shu)(shu)人員充實專家(jia)(jia)庫。
(十八)加(jia)強宣(xuan)傳指導(dao)。加(jia)強輿論引導(dao),加(jia)大生態(tai)環境部“一網(wang)雙(shuang)微”、中國環境報(bao)、排污(wu)許可(ke)微信公眾號(hao)等(deng)宣(xuan)傳力度,持續提升公眾對排污(wu)許可(ke)制度改革的(de)認知度和參與(yu)度。運用新媒體等(deng)手段(duan)加(jia)強與(yu)公眾的(de)溝通與(yu)互(hu)動,及時解讀排污(wu)許可(ke)政(zheng)策(ce)。組織“送法(fa)入企(qi)”活動,持續開(kai)展(zhan)現(xian)場檢查的(de)普(pu)法(fa)宣(xuan)傳。

黨的(de)(de)二十大報告明確提出(chu),全(quan)面實(shi)(shi)(shi)行(xing)排(pai)污(wu)許(xu)可制,健全(quan)現代(dai)環境(jing)治理體(ti)系。面對新形(xing)勢、新任(ren)務(wu),為全(quan)面貫徹落實(shi)(shi)(shi)黨的(de)(de)二十大精(jing)神(shen)要求(qiu),進一步(bu)深化排(pai)污(wu)許(xu)可制度改革,推動全(quan)面實(shi)(shi)(shi)行(xing)排(pai)污(wu)許(xu)可制,生態環境(jing)部組(zu)織編制《全(quan)面實(shi)(shi)(shi)行(xing)排(pai)污(wu)許(xu)可制實(shi)(shi)(shi)施方案(an)》(以下簡(jian)稱《方案(an)》),形(xing)成征求(qiu)意(yi)見(jian)稿。現將有關情況說明如下。
一、編制背景
自 2016 年以來,生(sheng)態環(huan)(huan)境部(bu)深入貫徹落(luo)實黨中央、國(guo)(guo)務院決策部(bu)署,努力將排(pai)污(wu)許可(ke)制(zhi)建(jian)設成為固定(ding)污(wu)染源環(huan)(huan)境監管的核心制(zhi)度(du),組織(zhi)全國(guo)(guo)生(sheng)態環(huan)(huan)境系統基本(ben)完(wan)成機(ji)制(zhi)體(ti)制(zhi)建(jian)設,實現了固定(ding)污(wu)染源排(pai)污(wu)許可(ke)管理全覆蓋,正在(zai)推(tui)進排(pai)污(wu)許可(ke)“一證式”管理,完(wan)成了階(jie)段性改(gai)革(ge)任(ren)務。
近(jin)年來,黨中(zhong)央、國務(wu)院對深(shen)化排(pai)污(wu)許(xu)(xu)可(ke)制(zhi)度改(gai)革(ge)提出了(le)新要(yao)求(qiu)。黨的(de)二十大報告明確要(yao)求(qiu)全(quan)面(mian)(mian)實行(xing)排(pai)污(wu)許(xu)(xu)可(ke)制(zhi),2024 年 1 月(yue)發布(bu)的(de)《中(zhong)共中(zhong)央 國務(wu)院關于全(quan)面(mian)(mian)推進美麗中(zhong)國建設(she)的(de)意(yi)見》再次提出全(quan)面(mian)(mian)實行(xing)排(pai)污(wu)許(xu)(xu)可(ke)制(zhi)要(yao)求(qiu)。生(sheng)態環境部(bu)堅決(jue)貫徹落實黨的(de)二十大改(gai)革(ge)部(bu)署,全(quan)面(mian)(mian)推進美麗中(zhong)國建設(she),持續深(shen)化排(pai)污(wu)許(xu)(xu)可(ke)制(zhi)度改(gai)革(ge),推進全(quan)面(mian)(mian)實行(xing)排(pai)污(wu)許(xu)(xu)可(ke)制(zhi)。
