湖南省:推動汽車以舊換新 依法依規淘汰老舊機動車

19.完善財(cai)稅政策。

21.加強(qiang)要素(su)保障。

22.強化產業和科技支撐。

四、組織實(shi)施

(一)加強(qiang)組織領導

各級(ji)各部門要從戰略和全局高度(du),深(shen)刻認識大(da)規模設(she)備(bei)更新(xin)和消(xiao)費品以舊換(huan)新(xin)的(de)(de)重要意義,加強(qiang)(qiang)統籌協調(diao),建(jian)立(li)政(zheng)策(ce)對(dui)(dui)(dui)接(jie)(jie)、供需對(dui)(dui)(dui)接(jie)(jie)、項目(mu)對(dui)(dui)(dui)接(jie)(jie)、銀企合作(zuo)(zuo)等工(gong)(gong)作(zuo)(zuo)機制,做好(hao)政(zheng)策(ce)解(jie)讀,營造推動大(da)規模設(she)備(bei)更新(xin)和消(xiao)費品以舊換(huan)新(xin)的(de)(de)良好(hao)社(she)會氛圍,相關(guan)工(gong)(gong)作(zuo)(zuo)納入省政(zheng)府大(da)抓(zhua)落(luo)實(shi)督查激勵。省發展改(gai)革委要會同有(you)(you)關(guan)部門建(jian)立(li)工(gong)(gong)作(zuo)(zuo)專(zhuan)班,加強(qiang)(qiang)協同配合,強(qiang)(qiang)化省市(shi)(shi)縣三級(ji)聯(lian)動,定期調(diao)度(du)進展,及(ji)時(shi)協調(diao)解(jie)決工(gong)(gong)作(zuo)(zuo)中(zhong)出(chu)現的(de)(de)問題,重大(da)事(shi)項及(ji)時(shi)按程序請示(shi)報告。各有(you)(you)關(guan)部門要做好(hao)本(ben)領域相關(guan)工(gong)(gong)作(zuo)(zuo),落(luo)實(shi)部門責任,形成工(gong)(gong)作(zuo)(zuo)合力。各市(shi)(shi)州、縣市(shi)(shi)區人民政(zheng)府要組建(jian)工(gong)(gong)作(zuo)(zuo)專(zhuan)班,明(ming)確目(mu)標任務,細化工(gong)(gong)作(zuo)(zuo)舉措,抓(zhua)好(hao)貫徹落(luo)實(shi)。

各有(you)關部門要按照(zhao)職責分(fen)工制定具體(ti)方(fang)案和配套(tao)政(zheng)(zheng)策,形成我省“1+N”政(zheng)(zheng)策體(ti)系,打好(hao)政(zheng)(zheng)策組合拳(quan),推動(dong)各項(xiang)任務落(luo)實落(luo)細。對照(zhao)國家政(zheng)(zheng)策支持(chi)范圍和標準,加強項(xiang)目(mu)前期工作,完善必要手續,積(ji)極爭取中央預算內投(tou)資、超長期特別(bie)國債、中央財(cai)政(zheng)(zheng)補貼、銀行優(you)惠(hui)貸款(kuan)等資金支持(chi)。各市州要因(yin)地制宜推出差異化、有(you)含金量的配套(tao)政(zheng)(zheng)策措施。

(三)實行(xing)清單(dan)管理

各(ge)級各(ge)有關部(bu)(bu)門要緊跟國家部(bu)(bu)署,持續開展(zhan)全面深入摸底,更加精準掌握各(ge)領(ling)域(yu)的優(you)(you)勢和需求,加強政策(ce)(ce)梳理、對(dui)接(jie)和研(yan)究,動態完善“兩(liang)(liang)優(you)(you)”清單(即(ji)優(you)(you)勢產(chan)業、優(you)(you)勢產(chan)品(pin)供(gong)給清單)、“兩(liang)(liang)新(xin)”清單(即(ji)7大(da)領(ling)域(yu)設備更新(xin)、3大(da)領(ling)域(yu)消費(fei)品(pin)以(yi)舊換新(xin)需求清單),以(yi)及財(cai)稅、金融(rong)、投資、產(chan)業等政策(ce)(ce)清單,促(cu)進供(gong)需兩(liang)(liang)端同步發(fa)力。
