山西省:加快淘汰重點行業落后產能 推動淘汰國四及以下排放標準柴油貨車

(四)全面加強(qiang)面源污(wu)染治理(li)

16.深化(hua)揚(yang)塵(chen)(chen)(chen)(chen)污染綜合治(zhi)(zhi)理(li)。常態(tai)化(hua)開(kai)(kai)展揚(yang)塵(chen)(chen)(chen)(chen)專項整(zheng)治(zhi)(zhi),統(tong)籌推(tui)進(jin)施(shi)工(gong)(gong)(gong)、道(dao)路、裸(luo)地(di)、堆(dui)場、工(gong)(gong)(gong)業企業無組(zu)織排放揚(yang)塵(chen)(chen)(chen)(chen)“五塵(chen)(chen)(chen)(chen)”同治(zhi)(zhi)。強(qiang)化(hua)施(shi)工(gong)(gong)(gong)工(gong)(gong)(gong)地(di)揚(yang)塵(chen)(chen)(chen)(chen)監管,鼓(gu)勵(li)有條件(jian)的地(di)區推(tui)動5000平方米(mi)及(ji)以上建(jian)(jian)筑(zhu)工(gong)(gong)(gong)地(di)安(an)裝視頻(pin)監控(kong)并接入當地(di)監管平臺,重點區域道(dao)路、水務(wu)等長距離線性工(gong)(gong)(gong)程(cheng)實(shi)行分(fen)段施(shi)工(gong)(gong)(gong)。強(qiang)化(hua)城鄉(xiang)主要道(dao)路、工(gong)(gong)(gong)業集聚區和(he)重點工(gong)(gong)(gong)礦企業周邊(bian)道(dao)路揚(yang)塵(chen)(chen)(chen)(chen)治(zhi)(zhi)理(li),定期開(kai)(kai)展機械(xie)化(hua)清掃。2025年底前,全省(sheng)裝配式建(jian)(jian)筑(zhu)占新建(jian)(jian)建(jian)(jian)筑(zhu)面積比例達(da)30%;設區的市(shi)建(jian)(jian)成(cheng)區道(dao)路機械(xie)化(hua)清掃率達(da)80%左(zuo)右,縣城達(da)70%左(zuo)右。加強(qiang)城市(shi)裸(luo)地(di)硬化(hua)或綠化(hua),清理(li)取締各類(lei)違規(gui)堆(dui)場。城市(shi)大型煤炭、礦石等干散貨(huo)碼頭物(wu)料(liao)堆(dui)場基本完成(cheng)抑塵(chen)(chen)(chen)(chen)設施(shi)建(jian)(jian)設和(he)物(wu)料(liao)輸(shu)送(song)系統(tong)封閉(bi)改造(zao)。強(qiang)化(hua)工(gong)(gong)(gong)業企業物(wu)料(liao)運(yun)輸(shu)、裝卸、轉移、存儲(chu)和(he)工(gong)(gong)(gong)藝過程(cheng)無組(zu)織排放全過程(cheng)揚(yang)塵(chen)(chen)(chen)(chen)管控(kong),重點企業安(an)裝視頻(pin)監控(kong)系統(tong)。(省(sheng)住建(jian)(jian)廳、省(sheng)生態(tai)環境廳、省(sheng)交(jiao)通廳、省(sheng)水利(li)廳等按(an)職責(ze)分(fen)工(gong)(gong)(gong)負責(ze))

18.加強秸(jie)稈(gan)(gan)綜(zong)(zong)合利(li)用(yong)和禁燒(shao)。提高秸(jie)稈(gan)(gan)還(huan)田(tian)標準化、規范化水平。健全(quan)秸(jie)稈(gan)(gan)收儲運(yun)服(fu)務體系,提升產業(ye)(ye)化能力,提高離田(tian)效能。全(quan)省(sheng)(sheng)秸(jie)稈(gan)(gan)綜(zong)(zong)合利(li)用(yong)率穩定在90%以上(shang)。綜(zong)(zong)合運(yun)用(yong)衛星遙感(gan)、高清視頻監(jian)控、無人機等(deng)手(shou)段(duan),提高秸(jie)稈(gan)(gan)焚燒(shao)火點監(jian)測精(jing)準度。完善網(wang)格化監(jian)管體系,充分發揮基(ji)層組織作用(yong),開展秸(jie)稈(gan)(gan)焚燒(shao)重點時段(duan)專項巡查(cha)。(省(sheng)(sheng)生態(tai)環境廳、省(sheng)(sheng)農業(ye)(ye)農村廳、省(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)氣象局等(deng)按職(zhi)責分工負責)

19.強(qiang)(qiang)化(hua)工(gong)(gong)(gong)(gong)業園(yuan)(yuan)區環(huan)境污(wu)染(ran)綜(zong)合(he)治理(li)。以汾河谷地煤化(hua)工(gong)(gong)(gong)(gong)類(lei)工(gong)(gong)(gong)(gong)業園(yuan)(yuan)區為重點,開展(zhan)(zhan)低(di)效(xiao)失效(xiao)治理(li)設施、無(wu)組織排放、道路揚(yang)塵等突出環(huan)境問題排查整治,推進污(wu)染(ran)物集(ji)中治理(li)、能(neng)(neng)源梯級利用、物料綠(lv)色(se)運(yun)輸,加強(qiang)(qiang)監(jian)(jian)測監(jian)(jian)控能(neng)(neng)力建設,全面提升工(gong)(gong)(gong)(gong)業園(yuan)(yuan)區綠(lv)色(se)低(di)碳發(fa)展(zhan)(zhan)水平(ping)。(省(sheng)生態環(huan)境廳、省(sheng)發(fa)展(zhan)(zhan)改革委、省(sheng)工(gong)(gong)(gong)(gong)信廳、省(sheng)交通廳、省(sheng)商務廳等按職責(ze)分工(gong)(gong)(gong)(gong)負責(ze))

20.強化(hua)VOCs全(quan)流程、全(quan)環節綜(zong)合治理(li)。鼓(gu)勵儲罐(guan)使用低泄(xie)漏(lou)的呼吸閥、緊急泄(xie)壓閥,定期開(kai)(kai)展(zhan)密(mi)封(feng)性檢(jian)(jian)測(ce)。汽車罐(guan)車推廣使用密(mi)封(feng)式快速接頭(tou)。污(wu)水處(chu)(chu)(chu)理(li)場所高濃度有機(ji)廢(fei)氣(qi)要單獨收(shou)(shou)集處(chu)(chu)(chu)理(li);含VOCs有機(ji)廢(fei)水儲罐(guan)、裝置區(qu)集水井(池)有機(ji)廢(fei)氣(qi)要密(mi)閉收(shou)(shou)集處(chu)(chu)(chu)理(li)。化(hua)工(gong)企業規范開(kai)(kai)展(zhan)泄(xie)漏(lou)檢(jian)(jian)測(ce)與(yu)修(xiu)復(fu)。企業開(kai)(kai)停工(gong)、檢(jian)(jian)維(wei)修(xiu)期間,及時收(shou)(shou)集處(chu)(chu)(chu)理(li)退料、清洗、吹(chui)掃(sao)等作業產(chan)生的VOCs廢(fei)氣(qi)。企業不(bu)得將(jiang)火(huo)炬燃燒裝置作為日常大氣(qi)污(wu)染處(chu)(chu)(chu)理(li)設施。(省生態環境廳負(fu)責)

21.加快重點行(xing)業污染深(shen)度(du)治(zhi)理。高質量、全(quan)流程完成鋼鐵、焦(jiao)化、水(shui)泥等重點行(xing)業超(chao)(chao)低(di)排(pai)(pai)(pai)放改(gai)造,2024年(nian)10月底前(qian),全(quan)面(mian)完成超(chao)(chao)低(di)排(pai)(pai)(pai)放評(ping)估(gu)監測。經評(ping)估(gu)監測確定全(quan)面(mian)達到超(chao)(chao)低(di)排(pai)(pai)(pai)放的企業,按程序公示后開展(zhan)重污染天氣應急減(jian)排(pai)(pai)(pai)A級(ji)、B級(ji)或引領性(xing)績(ji)效評(ping)級(ji)。推進35蒸噸/小時以上、65蒸噸/小時以下燃煤鍋(guo)爐(lu)超(chao)(chao)低(di)排(pai)(pai)(pai)放改(gai)造,2024年(nian)10月底前(qian),全(quan)省燃煤鍋(guo)爐(lu)全(quan)部完成超(chao)(chao)低(di)排(pai)(pai)(pai)放改(gai)造。(省生態環境廳負(fu)責)

確保工(gong)(gong)業(ye)企(qi)業(ye)全(quan)(quan)面穩定達標排(pai)放。加快推(tui)進玻(bo)璃、石灰、礦棉、有(you)色等行業(ye)深度(du)治理(li)。全(quan)(quan)面開展鍋爐和工(gong)(gong)業(ye)爐窯簡易低效(xiao)污(wu)染治理(li)設施(shi)(shi)排(pai)查(cha),通(tong)過清(qing)潔能源替代、升級改(gai)造、整合退出等方(fang)式實施(shi)(shi)分類處置。開展燃氣鍋爐低氮燃燒改(gai)造“回頭(tou)看”,推(tui)進燃氣鍋爐全(quan)(quan)面穩定達到低氮排(pai)放要求。加大生(sheng)物(wu)質(zhi)鍋爐排(pai)放監(jian)(jian)管力度(du),推(tui)進整合小(xiao)型生(sheng)物(wu)質(zhi)鍋爐。生(sheng)物(wu)質(zhi)鍋爐采用專用鍋爐,配套布袋等高(gao)效(xiao)除(chu)塵(chen)設施(shi)(shi),禁止摻燒煤炭、生(sheng)活垃(la)圾等其他物(wu)料。強化治污(wu)設施(shi)(shi)運行維護,減(jian)少非正常工(gong)(gong)況(kuang)排(pai)放。重(zhong)點涉氣企(qi)業(ye)取消(xiao)煙氣和含VOCs廢氣旁路,因安(an)全(quan)(quan)生(sheng)產需要無(wu)法取消(xiao)的(de),安(an)裝在(zai)線監(jian)(jian)控系統(tong)及備用處置設施(shi)(shi)。(省(sheng)生(sheng)態(tai)環境廳(ting)牽頭(tou),省(sheng)工(gong)(gong)信(xin)廳(ting)、省(sheng)市場監(jian)(jian)管局(ju)等按職責分工(gong)(gong)負責)

22.加強餐飲(yin)油(you)煙、惡臭(chou)(chou)異味污染治(zhi)理。嚴格(ge)居民(min)(min)樓附(fu)近餐飲(yin)服(fu)(fu)務單(dan)位(wei)布局管理。擬開設餐飲(yin)服(fu)(fu)務單(dan)位(wei)的(de)建筑(zhu)應設計建設專用(yong)煙道。推動有(you)條件(jian)的(de)城市實施(shi)治(zhi)理設施(shi)第三方(fang)運維管理及在(zai)線監控。開展惡臭(chou)(chou)異味擾民(min)(min)問題排查(cha)整治(zhi),群眾(zhong)反映強烈、投(tou)訴集(ji)中的(de)工業園區、重點(dian)企(qi)業要安裝(zhuang)運行在(zai)線監測系統(tong)。加強部門聯動,因地制(zhi)宜解決人民(min)(min)群眾(zhong)反映集(ji)中的(de)油(you)煙及惡臭(chou)(chou)異味擾民(min)(min)問題。(省生(sheng)態(tai)環境廳、省住(zhu)建廳等按職(zhi)責分工負(fu)責)

23.穩(wen)步推(tui)進大氣(qi)氨(an)(an)排(pai)放(fang)控制。推(tui)廣氮肥機(ji)械深施(shi)(shi)和(he)低蛋白日糧技(ji)術(shu)。加(jia)強(qiang)畜禽養殖場(chang)氨(an)(an)氣(qi)等(deng)臭氣(qi)治(zhi)理(li),鼓勵生(sheng)豬、雞等(deng)圈舍封閉管(guan)理(li),支持(chi)糞污輸送、存儲及處理(li)設(she)施(shi)(shi)封閉,加(jia)強(qiang)廢氣(qi)收(shou)集(ji)和(he)處理(li)。加(jia)強(qiang)氮肥、純堿等(deng)行業大氣(qi)氨(an)(an)排(pai)放(fang)治(zhi)理(li);強(qiang)化(hua)工業源煙氣(qi)脫(tuo)硫脫(tuo)硝(xiao)氨(an)(an)逃(tao)逸防控,重(zhong)點企業安裝氨(an)(an)逃(tao)逸監測(ce)設(she)備并聯網。(省生(sheng)態環(huan)境廳(ting)、省農業農村(cun)廳(ting)等(deng)按職責分工負(fu)責)

(六)推動省會太原空氣質量提(ti)升

24.加快太(tai)(tai)原盆地結(jie)構優化調整。以生態環(huan)境(jing)承(cheng)載能力(li)為(wei)基礎,加強區(qu)域重大建設項目(mu)布(bu)局(ju)統(tong)籌(chou),調整優化不(bu)符合生態環(huan)境(jing)功(gong)能定位的產業(ye)布(bu)局(ju)、規(gui)模和結(jie)構。太(tai)(tai)原盆地不(bu)再新(xin)增獨(du)立焦(jiao)化項目(mu)。推動太(tai)(tai)原盆地位于城市(shi)(含縣(xian)城)建成(cheng)區(qu)的鋼鐵(tie)(tie)、焦(jiao)化、水泥(ni)、煤電(dian)、鐵(tie)(tie)合金、化工等重污染(ran)企業(ye)搬遷退(tui)出,2024年(nian)10月底前,全(quan)面淘(tao)汰退(tui)出步(bu)進式(shi)燒結(jie)機和球團豎(shu)爐以及半(ban)封閉式(shi)硅錳合金、鎳鐵(tie)(tie)、高(gao)碳鉻鐵(tie)(tie)、高(gao)碳錳鐵(tie)(tie)電(dian)爐。加快提升貨物清(qing)潔運(yun)輸(shu)比(bi)例,太(tai)(tai)原市(shi)采(cai)取公鐵(tie)(tie)聯(lian)運(yun)等“外集內配(pei)”物流(liu)方式(shi),2024年(nian)區(qu)域清(qing)潔運(yun)輸(shu)比(bi)例力(li)爭(zheng)(zheng)達到60%,2025年(nian)區(qu)域清(qing)潔運(yun)輸(shu)比(bi)例力(li)爭(zheng)(zheng)達到80%以上。(省(sheng)生態環(huan)境(jing)廳(ting)、省(sheng)發展改革委(wei)、省(sheng)工信廳(ting)、省(sheng)交通廳(ting)、中國鐵(tie)(tie)路太(tai)(tai)原局(ju)集團有(you)限公司等按職(zhi)責分工負責)
